What had been mostly Peaceful Demonstrations turned out when a group attacked city hall. Law enforcement officials are reporting less violence than monday after the grand jurys decision not to indict officer Darren Wilson. On tuesday night, protesters torched a police car in dozens of arrests were made. Police responded with pepper gas and tear spray as they threw projectiles at armed officers. There are those stuck on violence. Reporter Michael Browns family believes he was trying to surrender when he was killed by officer wilson. They are speaking out against the grand jurys decision and continuing to call for justice. It is the same thing we see over and over again. Browns mother says hearing the verdict was like being shot herself. San Francisco Police are investigating an accident that sent two people to the hospital. It happened about 2 30 today. Police say the car hit a traffic signal pole and swerved into a pedestrian. Initial reports are suggesting the pedestrian was a bicyclist. Not clear whether the driver was among those injured but police tell us one person suffered life threatening injuries. The incident blocked traffic in the area. Bad weather back east is threatening thanksgiving travel plans for millions of people across the country. A holiday storm system has forced the cancellation of hundreds of flights in the northeast. The storm has dumped rain and is threatening more than a foot of snow in some places. Flight cancellations are piling up in boston, new york, and philadelphia, and flights have been delayed by as much as three hours. There are 46 Million People traveling by air and car. A tenth of those by air alone. It will be a lot busier because of the weather and we will see more cancellations. People traveling to and from the northeast are being urged to double check your flight plans. Flights back east from all bay area airports are being delayed. In the last hour, east Bay Regional Park Police released the name of the victim. We know now david runsel was a writer and a teacher from oakland. And for the first time, police are also releasing descriptions of the people who were seen in the area before the shots were fired. Ktvu channel 2 news Noelle Walker is in the news room. Reporter his son told me they used to hike together. That hiking was his dads passion and past time. And they are stunned that yesterdays walk in that park was his last. It is the perfect day for a hike in nature. It is just across there. Reporter but this morning, nature was closed for business. Yesterday, witnesses report hearing three gunshots in the huckleberry preserve in the east bay hills turning this park into a crime scene. Investigators found shell casings, a bullet, and the victim, 60yearold david runsel, a prominent writer and teacher described by his family as an avid hiker who loved the solace of the hiking trail. Im sorry for the family and the victim and everybody else. Reporter neighbors watched as visitors were turned away to let investigators look for evidence on the trail. Huckleberry trail as you may know is really a peaceful Little Corner of the east bay hills. Reporter now the backdrop of a history waiting to be solved. Police released descriptions of two men seen in the huckleberry trail area before the shooting. The first is described as africanamerican, possibly mixed race with dread locks, high cheekbones and a thin build. The second man is also african american, six feet, 240 pounds. He is described as out of shape and overly friendly. And police say they are working with witnesses to try to create composite sketches of the suspects. This area is near skyline boulevard near the Oakland Hills. How close did this happen to the street or was it way down the trail . Reporter it was down the trail. Skyline boulevard borders the parking lot. This shooting was heard around the area. That is probably because this is a canyon area and the shots likely echoed through the area. But mr. Runsel was found three quarters of a mile up the trail on the upper huckleberry trail. Noelle walker in the news room. Thank you. Uc Berkeley Police are investigating a reported case of Sexual Battery involving a female student. Police say a man entered Griffith Hall behind the 18 yearold monday night. She didnt know him. She says he followed her to a stairwell and reached under her skirt and grabbed her before running away. University police searched the area, but couldnt find the man. New at 5 00, the twin does of an exclusive boutique boarded up before black friday. The way the thieves got in is cause for concern. The criminals used a car to smash into the chanelle store early this morning. They stole purses and merchandise from the store on maiden lane. Back to the situation in ferguson, missouri where Michael Browns mother spoke out today. She described the moment she learned the man who shot and killed her son, officer Darren Wilson would not be facing charges. We heard this. It was just like, like i had been shot. Like you shot me now. Just no respect. No sympathy. Nothing. And so my emotions were rages and i had to go over there and let them know. You just really dont care do you . Reporter garrett is in ferguson tonight. Lets start with the situation right now. I know temperatures are dropping. Theres snow on the ground behind you. Is that cold expected to affect the turn out for tonights protest . Reporter you know, theres over a dozen folks gathered outside at the ferguson, police department. Theres more media than protesters. But the National Guard is there protecting the buildings just in case. It is still early on in the evening though. Typically, it is about an hour or so from now is when we have seen them picking up. Earlier today as the snow was falling, it didnt deter a crowd of 100 to 150 people. They were marching through downtown saint louis. Eventually, they went to storm the county courthouse there. And police had to turn them back. Three people were arrested. But police are saying that things seem to be improves from monday night. Last night, there were only 45 people arrested. They did recover. A couple of handguns, some malitov cocktails thrown at a police car there. But things do seem to be improving and that is something they hope will continue, especially with the holidays coming up. Garrett, a major difference looking at last night compared to monday night. The fact there were 2200 National Guard troops brought in for last night compared to just several hundred the night before. Did those National Guard troops themselves make a difference or is there perhaps a change in mood happening . Reporter well, i think it is probably both. The National Guard has freed up the local Law Enforcement officers to be able to get more into the crowds and focus on interacting with those protesters thaw were getting a lilt l out of hand. Beforehand, they would try to do that monday. Shots were being fired. Stores were being looted and set on fire as well. They had their hands so full, they couldnt manage any one thing. The National Guard has freed them up and been able to focus. While you have been reporting on the protests, im sure you is had a minute to drive through town and you are seeing broken windows and boarded up store fronts. I imagine the shopkeepers are very frustrated. Reporter yeah, they are very, very frustrated. A lot of them already went through this on monday. An again on tuesday. But it wasnt the first time, back in august, they had the same thing happen to their stores, but thankfully, you are seeing a lot of the Community Coming together. A lot of these shops and local businesses. Folks have come out and put boards up over the windows and local artists have come out and actually done rather beautiful murals on there saying saint louis is love. We are all in this together. One business owner, she owns a bakery. Her business was attacked and looted for the second time. She had a crowd source Fund Raising Campaign going online. She has now raised more than 150,000 to help her stay in business. So there are some Silver Linings and feel good stories that are coming out of this as folks come together to rebuild. Ktvu channel 2 news obtained all the police stops from a 19 month period. Of the more than 44,000 people stopped, almost 60 for american. More than three times more than hispanics, the next highest race. Africanamericans make up less than a third of the population. 13 of all stops led to arrest. And like 28yearold kareem, almost a quarter of all stops were africanamericans between 18 and 29 years old.  i have been pulled over while trying. Same excuse there was a robbery around the corner and you fit the description. Oakland is fairly typical of the rest of the country. Reporter we read the numbers. Police randomly stopping people doesnt help solve crimes or prevent violent crimes. It is squandering the police resources. Reporter and he says it causes mistrust of the police leading to the kind of anger pouring out of ferguson where many blacks feel targeted. You create harm when you stop people for no reason. Because you infringe upon their rights as a citizen. Reporter but civil rights attorney john says oakland is making Great Strides in creating trust and reforming the department. Training is improvementing. But more training is going to occur as we get more information and do some work around the stops. Reporter still the shooting of unarmed Michael Brown in ferguson strikes close to home. I will just continue to act cool. Because i dont want to have them accidentally just pull a gun out on me and shoot me. A guilty plea today from an attorney charged in a hit an run that killed a bike rider in dublin. 35yearold Spencer Freeman smith of san ramon will be sentenced. The crash happened two years ago on dowerty and creek roads. Smith was arrested after police linked debris from the scene to his damaged mercedes. Some people trying to fly to their destinations are facing hours of delays in the east coast. For those of us closer to home, lets check in on what is happening on the roads. The boxes complete with turkey and all the trimmings are made up of donations. The milpitas company donated 40,000 to make sure all the boxes were full.
