Send of all, the commutes on those bridges, the san mateo bridge, for example, has been heavier. More people are on the bridge. And its made it a lot more well, just a lot slower. Newschopper 2 is showing us a picture of eastbound 92. These are live pictures of people just trying to get onto the san mateo bridge. And 101 traffic is also going to be heavy and slow as you drive down 101. As a matter of fact, i can show you a little bit of it. Southbound 101, you can see traffic is really busy here in san mateo. Slow traffic as you drive through. I want to focus on this area here. You can see that 101, a lot of the road centers are red. Getting over to the san mateo bridge, that traffic is going to be very slow as you drive through. Were also looking at some of the commutes on the nimitz freeway, up and past the coliseum. We just checked in with bart, caltrans and muni. They are doing well. I want to show you one more picture here and that would be a look at the east shore, westbound 80 on the left, east 80 on the right. Three lanes are taken away. Traffic is going to be a little slower obviously in both of these directions. Lets go back to you at the desk. Well, needless to say, commuters this morning were bracing themselves for crowded freeways, ferries and bart trains. And jane is here now to show us what it was like today. Susan came downstairs to catch the richmond train. She expected trains to be much more crowded today. I was in San Francisco last night, having driven in, and i had to travel back out over the Golden Gate Bridge instead of the bay bridge. I waited until 8 00. There was nobody there. Reporter langford also made sure to avoid this mornings commute. There were 30,000 extra commuters on barts trains as compared to the same mornings last year. At the ferry, i spoke to one employee who told me hell be working overtime tomorrow night because the ferry has added additional trips to its schedule this weekend. As for riders since its a threeday weekend, we think the traffic is not going to be as bad, because people are traveling. Reporter this woman dropped the boat when it came to hearing about the bay bridge closure. I really should have known reporter other drivers expected this kind of backup. We saw drivers trying to get to the east bay, headed north on 101 to the richmondsan rafael bridge, stalled in heavy traffic just a few hours ago, which is why drivers like susan have a plan for this weekend. Many people are turning to bart to get around the bay bridge closure. Bart says there were nearly 7,000 riders between midnight and 4 a. M. From 4 until 10 a. M. , more than 154,000 people rode trains. Thats an increase of nearly 31,000 people compared to the same morning last year. More updated numbers will be released tonight. An elderly woman was hit and killed just after 7 30 this morning at charlson avenue. The accident caused major delays for this mornings commute. Full Train Service was restored just after 10 a. M. The elderly woman was the 10th person killed on caltrains tracks so far this year. There were 12 fatalities last year. A big rig drive was at fault in a crash that killed a cyclist in San Francisco, they say. The case is being turned over to the District Attorney, who could file charges against the truck driver. The bicyclist was killed on august 14 on her way to work. A Police Sergeant initially placed blame on the cyclist for the accident, but today the chief apologized for what the sergeant said and he said that Surveillance Footage given to police by the San Francisco Bicycle Coalition appears to show that the truck drive was at fault. The video was critical in us making a determination that the driver was at fault. We accept video, whether its privately held, discovered by somebody else. Whatever we can do to get help from the public and help us to make the right finding on cases, well find it. The Truck Drivers name has not yet been released. Coming up at 5 45, well look at a new program to get people more on bicycles in a city that can be a very dangerous place to ride. That massive rim wildfire continues to wage around Yosemite National park tonight. Firefighters are now using an unmanned drone to get realtime views of the flames. It was deployed by the California National guard and is being remotely piloted from hundreds of miles away at the air reserve base in riverside. Fire Officials Say the drone is allowing them to keep an eye out for any new flareups in remote, rugged areas. Cal fire says firefighters are being challenged by the steep terrain and the fires extreme behavior. Here now are the most current uptodate numbers. Nearly 193,000 acres have burned. The fire is still only 30 contained. Evacuation orders are still in effect for areas south of highway 120 and north of old yosemite road. And about 4500 homes and other structures are still threatened. Also, full containment isnt expected for about another three weeks. People whose homes were damaged or destroyed in that huge fire in fairfield are assessing the damage while a debate is growing over who is responsible. This morning, they met with city officials and firefighters about what happens next. That sevenalarm fire jumped a sound wall and spread through tall grass running in back of the properties. Five homes ended up being destroyed. Ten others were damaged. Some residents are blaming the tall grass for the spread of the fire. But theres a dispute as to who is responsible for cutting it. The only City Property would be the street. The Property Ownership goes along the back. There is no property owned by the city there. Theres a fence. If you go behind that fence, theyve told us, thats not your property. Pam says shes lived there for 40 years and that when the grass needs cutting between the chainlink fence and the sound wall, city crews are the ones who do it. The city and fire crews are still investigating the cause. In just the past two hours, Senior Administration officials held a Conference Call with top members of congress, including dianne feinstein, on the situation in syria. Earlier, members of both parties called for a congressional vote on any military action. Reporter doubts over evidence aside, for the white house, its now decision time. President obama says syrian president Bashar Alassad is responsible for a chemical attack on his own people. He promises accountability but says no decision has been made on how to respond. He takes the requirement to make these decisions very seriously. And hes carefully considering the circumstances before him. Reporter but preparations are already underway for a potential strike. U. S. Military assets are in the eastern mediterranean, ready to go whenever the president gives the order. At fastfood stores, including this kfc in oakland, protesters today demanding higher pay. 21yearold jasmine works in richmond, 8 an hour. She wants San Franciscos minimum wage. Its a shame. I shouldnt have to go across bridges just to make 10. 55 an hour. Youd take an 8 an hour job . Id be fine. Reporter in concord, we found outofwork paul on his job, looking for a job. My dad is out of work. My brother is out of work. And its not easy. Reporter at contra costas onestop employment office, entrylevel minimum wage fast food is just one rung on the ladder. They probably do deserve more than the 8. Reporter claire tells me these workers develop skills, learn discipline, to help land one of the now more available betterpaying jobs. You can find a job that pays 10 or 12 or maybe even 15, but living on that is hard. Reporter this 21yearold works at mcdonalds night shift, and she says she takes home about 600 a month. I combine government assistance with the checks so ill be able to make it, but even at the end of the month, i still dont have enough food to feed me and my son. Reporter burger king and wendys declined comment. Mcdonalds said many of their employees have gone on to continued success in and out of the restaurant business. Because of todays strike, there will be no change in their wage structure, they say. John john, john fowler. As we mentioned, these protests are happening across the country. This one was in las vegas. But they were also planned in about 50 other cities, including new york, boston and chicago. Recreational marijuana use in two states may be allowed to continue without interference from the federal government. The Justice Department says it is not going to sue to stop laws in colorado and washington. Instead, the department outlined eight top priority areas. They range from preventing the distribution of marijuana to minors to stopping Sales Revenue from going to criminals. Marijuana advocates support the policy change. By taxes and regulating marijuana, we can do a better job of keeping marijuana away from kids, a better job of keeping money from going to mexican drug cartels. Last year, president obama said it didnt make sense for the government to go after recreational drug users in states that have legalized the use of small amounts of marijuana. The Obama Administration is making good on its promise to act on gun control in the absence of any new gun laws passed by congress. The president is going to continue to do everything we can within our executive authority to try to reduce gun violence in america. Vice President Joe Biden announced the reforms today. We have a new head of the bureau of alcohol, tobacco, firearms and explosives. Biden said the president would issue two new executive orders. The first closes a loophole enabling cooperations or trusts to buy guns without background checks. The second prohibits military grade firearms sold to allies from being reimported to United States by private groups. Guncontrol advocates applauded the actions. We think they are steps in the right directions to keep some of the most dangerous guns out of the hands of dangerous people. The National Rifle association responded to todays announcement by saying, quote, the Obama Administration has once again completely missed the mark when it comes to stopping violent crime. Since the shootings in newtown, connecticut, the white house has issued a total of 25 executive orders related to gun control. More details now on gun control measures here in california. The state assembly is considering a number of measures already passed by the senate. One bill would ban all semiautomatic rifles with detachable magazines. Also, socalled bullet buttons, which allow the quick removal and reloading of magazines, would be illegal. Its our first full workday without the bay bridge. And right now, its pretty slow out there. If youre trying to get to the east bay out of San Francisco, youre looking at a tough one, on 101 heading south, down to san mateo to cross the san mateo bridge. Well look at perhaps some of your other options to get across to the east bay. The new bridge will not be completely done until the old bridge is disassembled. And how theyll do that is quite a story. And a frightening drill. The practice at one school to make sure students and teachers know what to do if a gunman comes on campus. Thats how much longer we have to wait until the new bay bridge span is scheduled to open on tuesday, although it is possible that the bridge could open even earlier if the crews that you see there finish ahead of schedule. The crews have been working around the clock, ever since that bridge was shut down to drivers last night at 8 00. And its been a busy day there on the bridge. And all that work sent thousands of commuters looking for ways around the bay bridge. Sal castaneda is tracking the commutes. Sal, youve been watching traffic for years. How much worse is it tonight without the bridge . Reporter well, it is worse. I dont want to scare anybody. You can get through. But you will have to spend a lot more time. One of the things i can tell you is if you dont have to travel right now, during the peak in fact, lets take a look at some of these pictures while im talking about. This is southbound 101, coming down from the san bruno area. If you dont have to travel, if you can wait just an hour, it will be much better trying to get across. And tomorrow it should be better, because a lot of people are turning this excuse into a fourday weekend. I also want to check out the east shore freeway. Our camera on interstate 80. Thats 80 westbound on the left. Three lanes are shut down at the mcarcher maze. Everything is winding down into those lanes. Eastbound 80 doesnt look that bad. So we are seeing signs of improvement. Just be patient. If you can leave a little later, please do that. Lets go back to you in the studio. Out on the bay, construction crews are now putting the final touches on the new eastern span. Tom . Reporter well, this may sound a little odd. But heres why the contractor chosen to demolish the old bridge was not the lowest bidder. Caltrans chose the firm with the least environmental harm. The steel 80 years ago was brandnew. But now it is cracked, rusted. Reporter after all the repairs, upgrades and especially retro fits, this is not the same bridge. That means taking it apart will be different too. This is challenging. Reporter this span is so different than when it was built, bridge engineers took all the construction documents and then fed them all into a stateoftheart computer system, predicting what they need to do when its taken down. That is what we have to take down. That is what we have to deconstruct. So that is very, very important for us. All the information regarding the structure is embedded into it. Its an intelligent model. So we can talk to the model and it can talk back to us and make that Information Available to us. Reporter the bridge will be deconstructed beginning with this huge truss section, then working back towards oakland, a threeyear project. Though this steel is currently old, fatigued and a bit rusty steel can be recycled and it will be. Well probably buy it in cars and maybe a new bridge someplace. Late this afternoon, police in concord confirmed what we first reported. They have arrested a San Francisco Police Officer and are accusing him of lewd and lascivious acts with a 15year old boy. Officers arrested 37yearold Richard Hastings last week after a twoweek investigation. Detectives have given the case over to the District Attorney and are recommending that the d. A. Charge hastings with lewd and lascivious acts with a minor, sodomy and cricketing to the delinquency of a minor. There is a new component to School Safety in the south bay this fall. They spent the day training teachers how to react if a shooter ever attacked their students. If somebody came into the building, do we lock ourselves in the classroom . Do we try and find a closet to go into . Do we get out of the building . We really dont know. Santa clara county has never had a mass shooting, such incidents around the country prompted police to update their security plan. At this training session, the San Jose Police department taught almost 500 teachers to run, hide, and new this year, defend. If an active shooter does get past that barricade, we want the teacher to do everything they can to stop that active shooter. We want them to help that teacher take down that active shooter, if they can. Police played this video that shows a man acting as a School Shooter getting taken down by a group of students and their teacher. Police say that is something thats never been done before in the u. S. , training teachers and students to go after an active shooter. Other ideas today from police, installing peep holes in doors and looking for drawings in social media postings made by students that may show aggressive behavior. Todays training offers a unified response that everyone in the county can apply. East bay congressman swalwell says he was briefed on syria during a recent fact finding trip. Swalwell would not go into details about what military and Intelligence Officers told him about the use of chemical weapons or about any possible military response. But during a satellite interview from the region yesterday, he did say that the United States needs to proceed cautiously. This is a delicate, complicated situation with many actors. And we have to make sure that we know what is behind that first domino, because once you tip it, you better know whats behind it, and you better be prepared for whats next. And right now, i am not in any way supportive of putting boots on the ground in syria. Congressman swalwell indicated he is among those who believes the Syrian Government did indeed use chemical weapons to kill its own citizens. The fact that chemical weapons were used by the Assad Government is something i condemn. It is something we cannot let continue. And we must work with our International Allies to make sure that it does not continue. During his visit to afghanistan, swalwell met with military leaders and u. S. Troops. A federal Appeals Court in San Francisco today upheld californias ban on therapy that promises to make gay children straight. The 9th u. S. Circuit court of appeals ruled that the states ban on socalled conversion therapy for minors does not violate the are free speech rights as argued by opponents. New jersey also recently outlawed that controversial therapy. Researchers in europe say theyve been able to take stem cells from brains and grow tiny brainlike organs called cerebral organoids. After years of planning, several bay area cities launched a Regional Bike Share Program today. Bicycles are available to rent in san jose, San Francisco, redwood city, Mountain View and palo alto. Organizers say this is just the beginning and that there will eventually be thousands of bikes in the bike share network. Now, a major testing ground for this program is in San Francisco, where about 700 bikes are available to represent. And ktvus rob roth is live at Civic Center Plaza to explain how the program works. Rob . Reporter we want to show you some of these brandnew bicycles here at this bike station in front of San Franciscos city hall. Its one of 70 stations from San Francisco to san jose. Bike enthusiasts say it will reduce car traffic, while others worry about safety on the road. This man delivers flowers in San Francisco by bicycle for a living. This morning he decided to test out the bay areas new bike sharing program. Incredibly economical, for people to use instead of having their own bike, having to do maintenance, getting it stolen. Reporter the bay area metropolitan district and the commission launched the Bike Share Program today, which they say is the largest on the west coast. There are currently 700 bikes at 70 stations. Its a really convenient way to get around the city, whether its getting from the train station to your office or back again or going to meet a friend for lunch. Reporter riders can buy yearly, monthly, or for 9, daily passes. While the number of rides is unlimited, trips lasting more than a half hour are extra. Its really nice to get a bike when you need one. Reporter reported glitches, such as docking stations that wouldnt release bikes, are being ironed out. While ed lee supports bike share, he says adding more bicycles on the road raises concerns of safety. Were going to do a great amount of education, both for bicyclists and car and Truck Drivers. And oakland man decided to do something about the ongoing problems of Illegal Dumping in his city. Dillon spotted this huge pile of trash dumped overnight between park boulevard and lincoln avenue. He says it seems to be a popular Illegal Dumping site and the city is slow to clean up the trash. So he hired a crew to haul it all away. I saw this pile of trash. Its happened multiple times here. I just felt like we could wait a couple weeks for the city to get out here and clean it up or just take care of it. So thats what he did. He says he doesnt understand why people would just dump their own garbage and expect others to clean up after them. A bill that faces to increase limousine safety is facing a key vote in sacramento. Jerry hill introduced the legislation following the may 5 limo fire on the san mateo bridge. The bill calls for two fire extinguishers and yearly inspections. The Assembly Appropriations committee is set to vote on the bill tomorrow. Parts of the bay area are noticeably warmer today than they were yesterday. Today, as gasia mentioned, a nice warmup in the bay area. That fog really took time to clear out. You can see the readings from this afternoon. They range from 65 in pacifica and look at these numbers inland, back to the mid and upper 80s. Livermore at 88. This was a time lapse from earlier this afternoon. I think right about the 1 00 area. Kind of neat. Theres that fog bank out to our west. Just looking at this, you can see the marine layer being compressed. Today, very shallow marine layer. Thats a good sign we are warming up. That warming trend continues to friday. Right now, low clouds, dense fog, hugging the coastlines from Half Moon Bay to San Francisco. Tomorrow morning, starting out the day in the upper 50s to 60s.
