Through the warehouse and recover victims remains which will take a lot of time. Three uc berkeley are among the two dozen or so people unaccounted for at this hour. We have team coverage. Alex savidge has more but first allie rasmus with the recovery and progress made overnight. Reporter as you mentioned, one more body pulled from the wreckage of the warehouse fire. That brings the total number of dead confirmed to 10. The sheriff sergeant, when i spoke to him early this morning, he said that number will go up. They are unfortunately expecting the number of casualties to rise as the Recovery Efforts continue. Lets show you the view from sky fox. This is yesterday evening as they were bringing in the heavy equipment that they are using to disassemble the building. They brought in excavators, dump trucks and they are taking it apart peace by piece piece by piece. This is the only way to go in and retrieve the bodies because of the amount of damage. The roof collapsed, the second floor collapsed. If they go in and move stuff around, the building could collapse on them. Thats why they are using that demolition equipment to take the building apart and go in and retrieve the bodies. Yesterday night Sergeant Ray Kelly was here and explained the step by step meticulous process in the recovery. Basically disassembling this building piece by piece and putting into it debris boxes and holding on to that in case we need it later and find the missing people, identifying them and notifying families. Reporter the warehouse where this fire harmed was an artist collective. According to some of the people of the friends that lived there, there were nine to ten artists that lived there, visual artists, musicians and they lived and worked there. There was a party going on friday night when the fire broke out. Its estimated about 100 people were inside on the second floor. That is where the fire is believed to have started. But, again, that estimate of 100 people, they dont know how many were at the party. It wasnt ant official permitted he an official permitted event. Thats why its hard for the Sheriffs Office to know how many bodies may be inside. At last check there were 25 people unaccounted for missing that they were looking to track down. The official number, in terms of confirmed deaths, ten people confirmed dead in the fire with another body retrieved overnight. That number is expected to rise unfortunately. Back to you guys. Are you seeing increased activity now that its daylight. They said they would continue to work but they had to slow it down once they lost daylight. Now i imagine as the day begins again, they will bring in more crews and more people . Well, you know, i have to say it looks exactly the same, as busy now as it did an hour and a half ago when we got here. There is dump trucks, front loaders and we can hear the Construction Equipment, the again in a tors the generators behind us. It was bright out here. They were using floodlights to get a good view. I dont get the sense that things slowed down much. They were planning on continuing that recovery effort for 48 hours with work happening nonstop through the night and it will be going nonstop throughout the day and tonight as well. Allie how much can you see from your vantage point. Are they keeping you out of the way. Reporter i will step out of the way. Behind that barricade and behind the tents, that is where a lot of the activity is happening. When we got here, you could see between the residences on the other side, maybe the north side of the block, 31st and international, you can kind of see the Construction Equipment over there. When we arrived, we saw a couple of dump trucks and front loaders out here. The work has gone on in ernest overnight. Allie rasmus live for us at the warehouse in oakland. Thanks for that. Families are waiting, waiting for information about the missing loved ones. We are learning more about some of the people who are still unaccounted for. We want to go to ktvu alex savidge who has more. Reporter this is the Family Assistance Center set up a few blocks from the scene of the fire. Yesterday. This is where a lot of friends and relatives came looking for answers about their loved ones that they believe were trapped inside the burning warehouse. This substation stayed open overnight for anyone that wanted to use the space. Sheriffs Officials Say nobody stayed overnight. This morning, a couple dozen people are unaccounted for. That includes three u. C. Berkeley students. According to the daily cal newspaper, griffin mad din, jenny morris and jenessa plotkins are missing and david klein is missing after the fire. Also alex vega and his long time girl friend mikaela gregory. Their relatives say they were both seen at the Party Friday Night but neither of them has been heard from since. Its a similar story for a lot of families. A friend of my daughter called my wife and told her that is mikaela home. She went to the party last night. Thats how we found out that she came here. We had no idea. Reporter authorities are just beginning the process of recovering the victims from the burned out building and then identifying them and notifying families. So far, as we reported, ten bodies have been pulled from the burned out warehouse. The Sheriffs Office says they will be fingerprinting those victims as soon as possible to notify their families as quickly as they can. There is stories of people reported missing initially who since have been reunited with their loved ones. Thats why you have families holding out hope here but we have a lot of people unaccounted for. At last check 25 people unaccounted for and, again, the sheriffs assistance center, the Family Assistance Center set up a few blocks from the fire scene may become a very busy place later on today as people come looking for answers. I know, alex, they had the list of names last night. There were about a dozen, i think you said, that ended up being okay, they were not at the fire or got out. That had to be how did that come out . Do we know . This situation was very confusing and people after something, a traumatic event like that, who knows where they wind up and how long it takes them to contact loved ones. It sounds like, too, a lot of people, maybe their friends reported them missing because they hadnt heard from them. Its a confusing situation. It is important to note that there are several dozen people initially reported missing who have since been found alive and well. Thats why you have some people Still Holding out hope but the longer time goes on, that hope begins to fade. Fades a little bit. Okay. Alex savidge live in oakland. Thanks, alex. Chapel of the times will reopen the doors in about 90 minutes. About 8 30 for anyone affected by the fire or wants a quiet place to grieve or pray. Family members gathered for a vigil last night. So chaotic. We go so fast. It felt important for us to open the space up for people to just be quiet for a few minutes. This morning the chapel will open the meditation area for people to mourn and reflect. The number of people that showed up fluctuated throughout the night with people comforting each other and showing support for the families of the victims. I dont think too much can be said. To me its more action right now, reaching out and helping them. There is nothing you can say to them. Reaching out and helping them, that is what they are looking for right now. The chapel says there will be memorial books in the lobby to leave words of condolences for the families. There will be a candlelight vigil at 8 00 tomorrow night. They are asking people to meet by the per gayla by the pergola by the lake. The building had no sprinklers, a lot of trash and a lot of Code Violations. We will talk to oakland city councilman about the long list of complaints about the warehouse where ten people lost their lives. Outside the doors this morning, another cold start followed by a mild afternoon. I will have a look at what you can expect for today and the week ahead coming up. Coming up. Now back to our coverage of the oakland fire tragedy. The oakland warehouse was a source of complaints and possible Code Violations. Ktvu obtained images of the building sent to the city before the fire to document dangerous and unsanitary conditions that show a lot of trash built up in the backyard, falling over a fence, littering the sidewalk. You see one neighbor says the situation was so bad that he tried to avoid the building altogether. I walked my two dogs every morning and evening and i cant walk on that side of the sidewalk. I go across the street to this side toward wendys. A lot of sharp objects, broken glass from the ground and filthy looking sidewalk. I choose not to walk my dogs right there. We learned in 2014 the building was cited for construction without permits and this just last month the city cited the buildings owners for blight but didnt follow up. Tax reports show the building is owned by shor nign and is used as a warehouse. It has people in the Art Community concerned. Im worried that there are going to be massive repercussions on the community because of this. That all of a sudden oakland is going to say, oh, we cant let this happen again. Lets fine every nonofficial livework and kick them out. Now, the building was run by ion. He posted this on facebook yesterday. According to here is what he said lets say hello to noel. You live a block and a half away. You have been critical. You know the property. Let me extend my prayers and condolences to the families. The churches are all praying for the families and neighborhood. As a matter of fact, this morning from 9 00 to 12 00 there will be 50 volunteers in the immediate area. They come out sunday and clean up the neighborhood. We know the property well. Frost administration withed property . The neighbors across the street, merchants around the block have been complaining for a number of years. We as volunteers have picked up the debris from the sidewalks, from the streets. So, we know the property well. I have to say when we look at the violations and then people report the blythe, neighbors say we do what we can do, we go to the city, we say, hey, there is a problem, you can see its a problem. The report we are getting someone knocked on the door, no one there, they never followed up. That is the challenge that we have today. We are short staffed at the inspector level and at the fire marshal level and i dont want to lose the focus on the families but the reality is that we have facilities throughout east oakland, warehouses converted for different activities without the fire code inspections, without the Building Permits and we have to do a better job. Was the city aware people were living there, makeshift kitchens. Those complaints according to the neighbors and the businesses were filed. Beyond that, we are here today sadly losing lives. The lady right next door filed a complaint with me in terms of the activities. We need to be supportive of the neighbors. Did the city drop the ball. This is not the only facility. I received emails from other facilities that they are concerned about the safety of those living in it. I have traveled with Law Enforcement and the fire department. There are other sites that are challenged that need to have permits in place. Oakland has issue because ownership of this building is from out of the country. They are buying up property because its cheap. They have a different attitude. We have reports from outside of oakland, outside of the country. They are here to make an investment, a profit and they are concerned about the fire safety and all the other. Its not a priority. We need to be more assertive in terms of a city to enforce the rules. How do you do that. You have people saying we know what the problem is. What is the solution . Its not like you are going to i dont know if you can, hire more people, do more stuff. Put that in oakland budget is an issue of where you put the resources. This must force the issue. It must. Our primary goal is to protect the Public Safety. Knowing the situation we need to come out of our offices not just monday and friday but throughout the week and when you see the activity, the wendys across the street complains about people parking all day and all night on their parking lot because of the activity across the street. We know that. The neighbors have expressed that. We need to be more assertive to enforce the law. This is in your neighborhood. Have you ever been inside that . Yes, we approached the individual, the manager of the facility a number of times. What was the reaction . He, you know, he has a different attitude about what he is doing and why he is doing it and a couple of times he was cooperative removing the debris but all he did was throw it on the side lot and then the lady that owns the house next door got concerned about the potential hazard. So, when you heard about the fire and you heard where it was we were certainly the first ones to call me were the neighbors across the street and the merchants across the street. And to express to me what happened. And growing up in the area, i went to high school with some of these individuals. So, i have known them. Have you heard from any of the families that lost a loved one. I have personally met some of the families that were out there yesterday and, you know, having children in the late 20s, early 0s as they have, it was really sad and i was moved and all i can extend is my apologies. At the leadership level i cant make excuses. I saw you out there visibly emotional. Hearing from youngsters with this incident and throughout oaklands history and today on the street that are losing lives in differentways, its sad. I have seen many take tallets directly in my three years experience. Can you tell us what your first step would be . The focus is on the victims. As a leader and someone saying we need to do something, is what is the first step of something. What is on your list of hear is what i am doing. I think that we have already requested to enhance the fire department. We are in the process of recruiting and hiring more individuals. I need fire marshals that are available on the weekends and on the evenings if necessary because when the fire marshal shows up, people respond definitely with a different attitude as opposed to a Police Officer with gun. I think the fire marshal for me in my neighborhood is helpful when i have him on saturday and sunday because i walk with them to deal with illegal activity. As a matter of fact, there are spaces that we were trying to close off a dead end street because there was Illegal Dumping and homeless encampments. When i asked, let me take a look, the fire marshals went inside with me to see the beautiful lost then we discover they dont have a fire permit. Your first focus, someone asks you, i want another fire marshal that works on weekend. We need a fire marshal support on the weekends. Is part of the problem just the incredible amount of money it takes to live in the bay area, people are squeezing in this to wherever they can. Absolutely. You have young people with all their degrees, late 20s and early like my children. They are living differently. The housing market, there is shortage. They are sharing a room with three, four, other individuals. Right now, there is trying to create housing for the Younger Generation making a living. Have you talked to the mayor. We had the conversations yesterday with the police chief, fire chief and all the other city folks including City Council Members to take a lead to make sure that we grow our inspections. What are you doing today . Today, this morning, from 9 00 to 12 00, we have 50 volunteers out of the church in the same neighborhood that come out sunday to deal with what was in front of that building, Illegal Dumping. We know the individuals from the pimps, the other activity, we know them personally where they live. Thank you for coming in. Stay with us. Authorities expect search and Recovery Efforts for the victims will be grim and slow. Overnight another body was pulled from the burnt out warehouse. Allie rasmus joins us live. She is at the scene with the latest from there. Allie . Reporter the Recovery Efforts continued nonstop throughout the night. Overnight they pulled another body from the wreckage of this warehouse fire. That brings the total number dead confirmed to 10 individuals. The sheriff sergeant that we spoke to yesterday said its hard to pinpoint the numbers, definitive numbers of how many people they are looking for and how many bodies are inside. They dont know how many people attended this event that was happening when the fire broke out. I want to show you video a short time ago. We had a chance to go behind the tents and barricades to the other side, a couple blocks a way to see the heaviest equipment that we are using to disassemble the warehouse to get to the bodies. We saw about half a dozen dump trucks and some excavators on standby. I had a chance to talk to the operator of the equipment, the construction guys. They were at one pointing to use a crane. Now they are going about it another way. Its a work in progress taking the building apart piece by piece. That is the only way to get in the building and in to some of the bodies that they know are inside. The building is structurally unstable for rescue crews to go in and move stuff around. This artist collective, according to a friend, ten people lived and worked there. Friday night there was a concert on the second floor. Its estimated 100 people were inside. It wasnt a sanctioned permitted event. A friend of the founder described the Living Conditions in the building. He said it was beautifully decorated. A number of visual artists and musicians lived and worked there together but it was dangerous. He said there was it was a bit of a fire trap in some instances. He described the staircase to the second floor as being make shift and filled with pallets. He said his friend at one point invited him to come live there with him but he declined and explained why. Its it was scary, the steps, the lighting. The steps up to the second floor and just i mean, it was beautiful but a little you know, you see what happened. Reporter now, ten people are confirmed to have died in the fire. But a message from the sheriff a short time ago, he said that number will rise. He mentioned that there are bodies inside that they could see yesterday evening but they couldnt get to the bodies. Thats why they are going back in and disassembling the building piece by piece to try to retrieve some of the bodies. 25 people are missing. Their family members are waiting to find out there wear abouts. We are waiting to find out information on what the plan is for today. You can see they have a podium set up behind me. They will have a News Conference with an update at 8 00 this morning. I will send it over to my colleague alex savidge who has the latest on families who are anxiously and nervously a waiting news of their loved ones. Difficult wait for them. We are a few blocks away from where allie is. This is a sheriff sub center where a Family Assistance Center was set up. I went inside and there are a number of counselors who are on hand. They are ready and waiting to help any relatives or friends who believe they may have known some of the people who were inside that warehouse or who are searching for them this morning. The center has been open all night. Sheriffs Officials Say nobody stayed here during the overnight hours. There are a couple dozen people who are missing and we are learning more about those people. We understand that the list of the missing includes three u. C. Berkeley students. According to the daily cal newspaper, three people are reported missing by their friends and david klein is among the missing after the friday night fire. Also still unaccounted for this morning, alex vega and his long time girlfriend mikaela gregory. Family members say they were both seen at the concert at the converted warehouse friday night but neither of them has been heard from since that deadly fire. Of course, for so many families, the wait is agonizing. I want to find him. If he is in the rubble, fine, i will get over that but i just want to find him. Reporter authorities are just beginning the slow tedious process of recovering the bodies from the burned out building and identifying them. Sheriffs Officials Say so far again, as allie reported they pulled 10 bodies from the building. They will use fingerprints to try to identify them as quickly as they can and then notify those peoples families. We should point out that there were a number of people reported missing early on and several dozen people have since been safely found, reunited with their families. There are families holding out hope. As we talked about here, the more time that passes, the more that that hope begins to dim somewhat. Our hearts go out to them in this difficult wait. Thank you for that report. Thank you. Friends and family members of those that attended the party are turning to social media for information, any information that they can get about their loved ones. As we mentioned yesterday on mornings on 2, the Facebook Page of the performers was filled with posts asking for the whereabouts of those who may have gone to the late night rave. The page is filled with messages and pictures of people all looking for updated information. Facebook activated the safety check in feature in the wake of the deadly fire. It allows users to let their friends know that they are safe. The system debuted in 2014. It was primarily used for overseas terror attacks and disasters. Recently it was used in the United States during the orlando nightclub shooting this past summer that claimed 50 lives. Social media is important in publicizing relief funds. A couple of donation accounts are posted on the you caring crowd funding web site. It hats raised, as you can see, checking the numbers, over 21, 000 and growing. We have posted 21,000 and growing. Check it out on the front page of our web site at ktvu. Com. Well, groups like the red cross and Salvation Army are helping families and they wait for news about their loved ones. This is obviously a tragedy. We wanted to do our part to make sure that they were loved to the best of our ability. Everyone is emotional. Obviously its one of those moments where its tough to lose a loved one. Our hearts and our prayers go out to these guys. We hope that they will be able to get the answers that they need and closure. The Family Assistance Center is still open this morning for any families that need support or someone to talk to. East bay congresswoman barbara lee tweeted she tweeted also the tragic fires left a big task for the oakland mayor. Her number one goal is to help families with still missing loved ones. A terrible tragedy took place in a space, in a building that is permitted as a warehouse. Now, i spent my morning doing what is our priority and that is focusing on the pham list of the loved ones that are waiting to hear information and waiting for us to address this very complicated and devastating scene. That was the mayor. Former mayor jerry brown releasing a statement of condolence about the fire. He was a twoterm mayor of oakland back in 1999. He wrote the big concern is the Structural Integrity of the warehouse building. We talked to retired firefighter bill tweety. We wanted to bring him back on the phone. Can can you hear us . Im can you hear us . Im here. One of the reasons we wanted to talk to you again was talk specifics. You mentioned a piece of video that gave you insight how hot the fire burned and we wanted to show the video to our viewers. Its a ladder that is leaned up against the fire the side of the building during the fire. Tell us what that shot told you . By looking at the exterior and watching the video, you see the ladder up against the building. Its an aluminum ladder. In the shot you see part of the ladder melted away. Aluminum melts at 1221 degrees. We know by looking at that, that that fire inside is over 1200 degrees as its exiting the windows. That would create super heated gases inside in the smoke. One breath of those super heated gases would render the person unconscious and they would succumb to the fire. The makeshift stairway from the first to the second floor apparently reportedly was made of pallets and your thoughts on that . Well, when you start lets say you start a camp fire or any type of fire and you space the wood so there is an air gap in between. Thats what a pallet is. We have seen big pallet fires at the companies where they burn for hours. Its the optimum burning capacity for everything. [ overlapping speakers ] yeah, it gives you the spacing between the wood to give the fire the ability to burn. If you look at the inside of that building, a lot of it, there was no fire blocking, no walls, no safety checks in place to keep the people safe. That gives you an idea of how much warning they would have and how much ability they would have to escape . Well, if the fire started on the first level, in one of the videos the person said they saw the fire on the one corner of the building, if it started on the lower floor, the people in the upstairs might not have had a clue that there was an issue until they started to see the smoke and by then the stairway made of pallets could have been gone and they had no way to get out. You saw pictures of the inside of the building. The roof was made of lumber it was probably old. Warehouse floors are usually like Railroad Type lumber. This was like an inferno, i would imagine. It went up from what witnesses say, it went up so quickly. Fires can double in size every minute. Inside of that building you have an exterior wall that is concrete. Interior is wood frame construction and then all the extra wood items that they brought in is ornaments and the little bedding areas, walls that are half walls. They all give sustained combustion. They allow the fire to grow rapidly. There is no fire blocking to stop it from moving from room to room like in ordinary construction in homes or businesses that are permitted. It struck me there were times when we were talking about, when retired chief parker called it a death trap and you said to me, you take into account the heat of the fire and the pallets and this was not a survivable fire. Well, even in when the reports where you have only a couple of people that went to the hospital from this incident, it shows that the fire was so overcoming that the people werent able to escape. A lot of times people escape with injuries and this obviously was devastating because they werent able to get out. They were probably overcome by the smoke quickly and succumbed to the fire. Bill, quickly, can you talk about the sad task today of removing the remains of those that are still trapped somewhere inside that building . Well, the Public Safety employees that are there to find and remove the victims, a tedious task at best. They have to remove every piece of debris and sort through it to try to locate the victims. They are going to do it professionally, very respectfully and they are going to take their time and make sure that everything is done right. Thats how we do things. We want to make sure that we come up with a cause for this so that the families will know what happened and we want to return the victims to their families. Is it almost like april 911 situation going through rubble not knowing what was what and they had to label things and just go through it slowly. Its going to depend how hot the fire burned inside, for how long, how much of the victims remains might be still there. There could be a lot of victims that are under debris where they were protected even though they are deceased they were protected from the fire itself. It will be a long process. Its they are going to do it right, they will make sure its done correctly and they will make sure all the victims families have closure. All right, bill tweety, we appreciate your insight and time this morning. Thanks so much. Thank you, bill. Coming up, bay area athletes remembering the victims of the fires. What the warriors steph curry said after and before last nights game. Several bay area sports teams are encouraging people to donate money to the fire victims. They started by tweeting the team promised to match the first 20,000 in donations to the you caring. Com web site but its increased that up to 30,000. Donations have topped that amount. A lot of people are giving. The raiders offered to match the next 30,000 raised and the giants pledged 30,000 and the warriors will donate 50,000 to the fund. Golden state warriors remembered the victims of the fire in the game against phoenix last night. We offer a moment of silence in honor of the victims, their families members and friends. Before that the head coachs thoughted. A devastating coachs thoughts. A devastating tragedy in the east bay. Hard to comprehend. As an organization we want to send our thoughts and prayers to the victims, their families, their friends, people who were ininjured. Or call arena and the coliseum are less than three miles from the scene of the fire. They beat the suns by 29. Another sports note, callin kaepernick may opt out of his contract and test the free agent market. 49ers taking on the bears where i imagine its cold. 10 00 you can see the game here on channel 2. Lets kick it over to rosemary. We are a couple of degrees from freezing here at home, at least some of us. Mostly clear skies to partly cloudy. A little fog over the north bay. In any event, all of us sort of in the same boat when it comes to the temperatures. Chilly one. A look across the oakland estuary to the north and west. San francisco is in the backdrop. This is a live look. You can see the podium. We are waiting for the press conference. They told us it would happen at 8 00 this morning. We are expecting it to start at any moment. They are making preparations there. Welcome to mornings on 2. Im claudine wong. Im frank mallicoat. I will have the sunday forecast in a moment. First our coverage continues on the deadly oakland fire. We mentioned the press conference shortly. Authorities are confirming to ktvu that late last night recovery crews pulled a 10th body out of the rubble from the burnt out warehouse the identity of all of the victims have not been released. More than two dozen people that attended the party are unaccounted for. At this hour, three current uc Berkeley Students and a cal alumni are among the missing. Family and friends of those at the Late Night Party have been critical with officials for not releasing more information about the case and about the warehouse. We are hoping to learn more about the investigation in a News Conference that should begin shortly. Joining us at the scene, allie rasmus who is waiting for this press conference to start. Allie . Reporter yes, claudine and frank, you can see the podium behind us, everyone checking the microphones. At least a dozen cameras are out here. Media from around the country and internationally as well. We are expecting to hear from police and sergeant ray kell lier with the almeda county cher kelly with the Alameda County sheriffs. They have the grim task of identifying the victims. Ten people have been confirmed dead. When i spoke to the sheriffs sergeant, he said that number will rise. He mentioned yesterday there were bodies that they could see but could not get to t. Thats why they expect the number of casualties to rise in the aftermath. They are using heavy equipment and demolition equipment to gain access to the warehouse. From the back side, the residential area, you could see a half a dozen dump trucks on standby and excavators. I had a chance to talk to some of the Equipment Operators who said that the plan is in flux in terms what have kind of equipment they use at any given moment. They need to use it to disassemble the building one piece at a time. Thats because they cant go in the building. Its structurally unstable for people working on the recovery effort to go inside. The building could collapse on them. They are taking the building apart from the outside piece by piece. They are doing it slowly and carefully. We are waiting to see what the numbers are in terms of the Recovery Efforts overnight. We know ten bodies were recovered. We are expecting the number to clang. Unfortunately it will go up. Taking a look behind me, there is people waiting for this News Conference. It was supposed to start at 8 00. We are just out here waiting to see what kind of updates they have for us this morning. Back to you guys. Takes time. Allie we know there is an area for victims families to go and get information. Are any of them actually showing up at the site itself . Reporter you know, we havent seen anyone showing up at the site. Part of that may be just a question of low gist stings. Many we are at 31st and international. It is set up in the middle of the street. Its shut down. The public cant gain access to the area for at least a couple of blocks around the perimeter. So, from, goes fruit veil it is shut down from fruitville to 31st at international and a block in the other direction as well. So, we havent seen any family members coming to this sight. I imagine they are going to the Family Assistance Center, 10 blocks from this site at Alameda County sheriff substation. Reporter viewers, a lot of folks have never been at a press conference of this magnitude. Is there a way to widen out, give us an idea you mentioned ten cameras, some international i will step out of the way. Here is jenna stepping up to the podium. Weeklies seven in. Looks like they are still testing the microphones. As soon as she starts talking i will stop. That woman with the glasses is with the oak land Police Department and we will hear from Sergeant Ray Kelly. I see him walking up to the podium any minute now. Sounds like the press conference is about to begin. I will be quiet as soon as they start talking. It looks like we have a representative from the oakland fire department. I will do a sound check to ensure that everyone can hear us. Say it again. Do a sound check to ensure that everyone can hear us. We had the generator turned off. We want to double check on the sound. Okay . Okay. This has been a long we are into the second day. We appreciate your patience. My name is officer jenna watson. I am Public Information officer. We would like to update you regarding the tragic fire. Currently we have with us Sergeant Kelly from the Alameda County Sheriffs Office as well as a battalion fire chief melinda draydon. I will turn it over to fire chief battalion to discuss with you some of the logistics that have occurred during last night. Chief . Good morning, everybody. My name is melinda drayton, battalion chief for oakland fire. I took over from the deputy chief last night approximately 9 00 to start our night operational period which lasted 12 hours ending at 9 00 this morning. Our goal is to work collaboratively with public works to breach the b5, the left side of the warehouse building, the fire building in order to gain access for firefighters and Alameda County sheriffs to be able to remove debris systematically from the building to the vacant lot next to the building, literally bucket by bucket, in a methodical, thoughtful, mindful and compassionate way. We had firefighters with basically coveralls and buckets and shovels taking bits of debris out in to the vacant lot to then we loaned into dump trucks and removed to an off site low indication. In order to do this, we had to gain access by breaching the wall with heavy rescue equipment, speciallized tools specialized tools that turned out to be a successful operation. We went from one end to the other end of the building encompassing 20 of the building searching for victims and doing dale brie removal. At this and doing debris removal. We have approximately 80 left to search. So, within 12 hours of our operational briefing we made it through one 5th of the building. This will be a long and arduous process but we want to make sure that we are respecting the victims, their families and our firefighters safety to work slowly and carefully through the building. Public works brought in an unbelievable amount of equipment that worked in concert with the firefighters in a very teamwork approach to make sure that evening was removed that needed to be removed out of the building, that we took care of anything that macaws hazards to the firefighters. I can tell you when i was in there throughout the evening, the somber approach that our firefighters and almeda county Sheriffs Department members took to this search. It was quiet, it was heart breaking. To get through what we were able to accomplish in 12 hours was a phenomenal feat. We have a lot more to go. We will be here for a few more days getting through the building, if you do the math. We will take the same approach. Thank you. Good morning. Sergeant ray kelly with the Sheriffs Department. I will talk about the coroner operation and our work at the Family Assistance Center and where we are and what we have gone through last night. As the chief described, you can feel the emotion in her voice. We all feel that. When i came back this morning and i saw our people, our firefighters, our first responders, our deputy sheriffs in there, they are tired, exhausted. This is emotional. I want to update people on where we are as far as how many victims we have, how many more we possibly anticipate and where we are heading right now. We have located, thus far, with about 20 of the building searched, we have located 24 deceased victims of this fire. We have only been able to do three official notifications to families. So, this is going very slow for us because we have to go back to our Coroners Bureau and try to identify these people. This is very hard work and very slow. Its definitely has taken a toll in the first responders. We are working in a 12 on, 12 off capacity. We have people around the clock and we will be here for days and days to come. I have a few requests that i ask of the public and press. If people would no longer call the number that we originally put out. We have been overwhelmed by phone calls. So, we are asking at this point that you not call that number unless you have a legitimate concern that someone you know is missing. We have contacted every family member. We have sat down with them. We have cried with them, we have spent hours and hours with them. We couldnt do this without the assistance of the red cross, the city workers, the chaplains, the amount of people that have come forth to help to do the offers of assistance have been amazing. So, we couldnt do it without all those people. As we move forward later on today, we will begin to release names of the victims and thats going to be very hard. We want to do that in a respectful manner. We want to make sure that the families are prepared for the names of their loved ones to be you be to be public. In the coming hours we will release victims names. Thank you, Sergeant Kelly. Last night oakland Police Officers did what we call an areawide search. What they did, is they went through and they looked at all of the parked vehicles, gathered license plate numbers for any of the victims that may have driven to this location and we are trying to match vehicles with registered on nears, with cars that were driven. So, we are working the scene from many different angles, many different resources, many different agencies involved. I will open it up for questions. We will be brief for the questions. We want people like the mayor to have her opportunity with the media as well as provide additional information, as the sergeant and battalion chief indicated, we have and are recovering more additional victims and as the information is made known to us, we want to share it with you. We will have media availability at 11 00. We will send out an advisory. I will ask again if you have not provided us with your contact information, we have a lot of media that is from out of town. Please, i will be available, my partner will be available. We will collect that information. Yes, sir. [inaudible question]. We anticipate that the number of victims will rise and it will increase. In regards to how we are finding the victims, i think the battalion chief would be best served to answer that question as she has been in the scene more than i have. In terms of last nights operational period, we found one victim within feet of the breached wall. By the time we made our 15foot swath across the building down the center line to give us access to all the quadrants we found three victims at the far end which would be the east side of the building. When we circled back to the center of the building, we had large timber rafters that were coming down from the center from the mezza nine and the roof that were part of the part of the collapsed zone. Extremely dangerous working environment for the firefighters at that point so we came in and removed those rafters so we dont have that precarious situation to look under. Within the center of the building we almost immediately found four victims and within 10 feet of those four victims we found six more. The so, we can see to the middle of the building ten victims. We believe there were two staircases in the building and it was not in the effected area of the staircase. [inaudible question]. This is the most deadly fire in oakland fire history that im aware of. I have been in 19 years. I would consider myself kind of a veteran. We have members from our latest recute class with two months on the job and we had members over the course of the night with 30 years on the job. Everyone is emotionally impacted by this. This is tragic to watch so many people perish from a fire fatality in front of your eyes and have to be stoic in your job, be professional in your actions and make sure that we are honoring the victims and their families to bring them safely out of the building. [inaudible question]. No, its still under investigation. We dont believe that we have gotten close to the point of origin of the fire. [inaudible question]. In regards to the amount of people that are still missing, yes, its a significant number. We have given you a number of 24. That number will go up. But we have only searched about 20 of this building. So, there is a lot of work to be done. In regards to the second part of the question, i will let officer watson answer that. Evan, we understand there are a lot of questions surrounding the building, permitting. Many we will have those conversations a little bit later. Right now we are focused on the 24 victims and the 24 families that are grieving right now. The 24 families that have lost their loved ones. We will at this time just leave you once again with 11 00 we will have another media availability. But right now this will conclude our press update. We will get back to you. All right. You have been listening to a News Conference held outside the warehouse in oakland. Alameda sheriff, fire chief, and spokesperson for the oakland p. D. The big news we are gleaning is the number of victims that have been found now up from 10 to 24. And that is big news. They believe that number will go up. Absolutely. That number will definitely go up. They have searched 20 of the building so far. They have a lot of work to do. Because of that, i imagine there are victims all over the building. They talked about it took 12 hours to go through the 5th of the building and they did it by bucket. Not only are they trying to make sure that they are very aware of respect for the victims and their families going through this carefully, they are trying to preserve the scene, taking it to trucks that are then taking it to an undisclosed location. I was going to say, similar to 9 11 where they would tadah brie from one site to another then methodically and pain stakingly and carefully and caringly go through it. They are aware they are peoples family members in the rubble. We havent gotten close to the origin of the fire. When she talked about where the victims were recovered, they talked about breaching a wall to get in the structure in safely. They got in there and found bodies immediately within feet of the wall. As they moved to the center of the building they found four more victims and six more victims but none were near the stairwells or the stairway exits. We think there were two exits. Which tells you the fire burned so quickly or they couldnt see, the smoke, they didnt have time. Whatever they were dealing with, so tragic. I think what you can see they are tired. The toll, how it has taken on them. They said the firefighters and the Police Officers and everyone there is saying we have cried with these family members. It has been quiet and heart breaking. You can hear it in the fire chiefs voice as she took over late last night into the morning and its difficult for them. They are exhausted, tired and they are dealing with a lot of hurt out there. We have a lot more ahead which is just heartbreaking. 24 victims have been recovered. The search continues through 80 more of that building. We will take a break. Mornings on two. We will be right back. All right. Welcome back. You are taking a live look at the memorial that is growing near the scene of the oakland fire. You can see people are coming by to play flowers, just put something you can see the yellow tape. That shows you where the area is blocked off. We talked about the dump trucks and everyone else out there. That is the back end of the warehouse on 31st, the next street over. If you went forward you would hit international drive. You can see the dump trucks that are awaiting the debris that is being taken to another location. They are sifting through it and being careful because, obviously, there are human remains. The death toll raised from 10 to 24 bodies recovered. Only 20 of the building was searched. That number will likely go up. That took them 12 hours. This will take, the deputy fire chief said, it will take a couple more days if you do the math, going through that. They made great progress. Only three of the victims have been identified just yet and their families have been notified. There is still a lot of work to be done. If you thing about what will happen today, another press conference around 11 00. They said they will release the names of some of the victims today. There is another podium shot of where we had the News Conference. They will release more names of the victims but they want to be careful and let the victim families no so they are prepared because what happens when coverage continues, to remember the people lost in the fire, that can be overwhelming so that is all ongoing. There will be another News Conference scheduled for 11 00 this morning. We brought this up moments ago, they had to breach a wall in the back of the warehouse to gain entrance to begin excavating and looking for bodies. Thats where they found all of the victims thus far in 20 of the building. They found a stairwell and none of the victims was located there that tells us it was probably dark, smoky and too hot. These people just didnt have a chance to get out of the building. That has been the general consensus from the folks that we are talking to, looking at fires, the super heated air, how dark it was. Witnesses say it was dark, Holding Phones up by the exits to help them get out. You talk about the staircase made out of pallets. All of that makes for a heart breaking understanding of what these victims faced. Keep in mind they are looking for the origin of the fire. There could be legal issues down the road and right now they dont know. They have gone through 20 of the building. They are no longer to finding out the how the fire began than they were yesterday when they started attacking the fire at 11 00 11 30 yesterday or the night before. We will move along. The oakland warehouse that went up in flames is the source of a number of complaints and Code Violations in the city of oakland. We obtained these images of the building. These were sent before the fire to document the dangerous and unsanitary conditions. We told you neighbors knew it was a problem area. The pictures show the stuff on the fence. This is one of the reports, the blight. We talked to an oakland city councilman about the citys response about the complaints about the building. Certainly we are short staffed at the inspector level and fire marshal level and, so, we are trying to i dont want to lose the focus and stay in focus on the families but the reality is we have take silts in oakland, throughout east oakland, warehouses that are converted for different activities without the fire code inspections, without the Building Permits and we have to do a better job. Well, we learned in 2014 the building was cited for construction without permits. Last month the owner was cited for blight. The building is owned and is supposed to be used as a warehouse. Coming up, an outpouring of support and information streamed over social media in the hours following the fire. The online sites that were critical early on about the people that were missing.
