About ten minutes or so until the official sunrise. Before your sunday, well see partly cloudy to mostly clear. Along the coastline, well have partly cloudy skies. As we get into the second half of the afternoon, we have a warmupcoming our way for this morning. Temperatures in the 50s in areas like fairfield. Concord, 60. Sixty in oakland. A few degrees started yesterday. We will have a little bit more sunshine early on for today. And as we get into the second half of your afternoon, here is a footprint of what you can expect. Sixtys along the coastline. Partly to mostly cloudy skies. And getting into the low 80s in mountainview and soon jose. Santa rosa, nappa. Just a little blip overalled right in here further to the south. We have a warmup that is going to extend to tuesday. A possibility of a little bit of rain coming our way as we get into wednesday. The cutting Boulevard Crossing where it happened. The cyclist apparently went around the crossing gate. No one on the train was hurt. And Bicycle Safety is a concern on alameda after a cyclist was killed there early this year. Live to testimony us why niles canyon road will be closed to drivers today. Good morning. And going to be shut down to cars. Is to add a tenfoot wide paveed trail for cyclists, pedestrians, and horseback riders. Youre going to be having a Community Meeting about it later this morning to see the roads shut down here behind us. They have some tents set up here. Theyre going to have some hiker groups, some cycling advocacy groups. You can see some pedestrians walking on this trail. Its going to be shut down for the reminder remainder of the afternoon. Good morning. Youre one of the supervisors behind this idea of a proposed paved trail. What is the feasibility of accomplishing that. In is astay state highway. A lot of drivers use it to get from livermore to the south bay. Would it take away a lane of traffic . Absolutely not. There is a fortial partial trail already. We used to refer to it as a secret sidewalk. The trail will cover highway 94. The railroad will still operate too. How much of the drive for this, no pun intended, is a safety issue. Safety concerns . As we move forward with the project, theres a lot orphanings that will be part of the safety. One of the most expensive fling we have to deal with, somewhere between 606 and 100 million project is the cross overs. Over the railroad. Over the highway. There will be no disruption to the highway after the project is completely done. That sounds like a pretty hefty price tag. Where would that money come from . Lets keep in mind it is a sixmile project. The money comes from various sources. I have been in transportation a long time. I understand to get anything done, it could take 10 or so different sources. In alameda county, our voters a couple of years ago. And in measure d, we was bike and pet projects. And we will be able to put a lot of that money towards us. We actually have more money. And than we do have towards highway projects. Thank you very much. Talking about niles canyon road at old canyon road. A six and a halfmile stretch being shut down. Theyre going to be having a Community Meeting talking about this. You can see some organizations set up. Theyre inviting the public to watch this stretch of road. And usually, this role is full of cars. Today its going to be shut down to traffic. And the navy shipped are docked at various spots along the waterfront and will be open for tours today and tomorrow. A Small Plane Crashes into a lake tahoe home. Two people are onboard. The bombs were made with large plastic bottles filled with chemicals. Police say they were capable of spraying debris up to 50 feet. Now, county leaders are inviting inviting people to walk and bike this road while its closed today and give their feedback on what kind of designated trail they like. Niles canyon road is actually a state highway. A lot of people use in stretch to drive from livermore to the south bay. The trail would not affect the lanes of traffic already on this load. This is a trail that would be off the roadway. The price tag to build it is fairly steep. About 60 0a to 100 million. They are looking for local county funding and possibly some federal funding to make it happen. And this morning, county leaders Say Community benefits are worth the cost especially when it comes to safety. We have lost several people from the area to accidents literally because the road is too tight. Everybody loves the canyon and it is hard to share the road especially when you are going 50 to 55 miles an hour. When i was road riding, i actually had two people in a pickup truck that tried to sideswipe me as i was going through one of the narrow sections of this road. Other cyclists talked about having close calls on this stretch. Back in august, a cyclist was killed when he was struck by a vehicle. There is a Community Meeting here. And some of the people gather here. All along the six and a halfmile stretch. Youre going to have four different stations where people, pedestrians, and cyclists passing by will be able to give their feedback and their input on what kind of paved trail they would like to see. That ban applies to k through 12 schools as well as college campuses. Firearms are already banned. This law extends to concealed weapons. It requires anyone with a weapon to stay at least 1000 feet away. Authorized retired Law Enforcement officers are exempt. California public universities are pouring money into preventing school shootings. A spokesperson for the uc system says 17 million has been spent in the last five years to beef up security at its ten campuses. And the Cal State Police force has devised its own plan to prevent a mass shooting. A spokesperson says each of the 23 campuses has a strategy based on its size and location. Californias Community College said it is the only group not required to have a mass shooting plan in place with 113 campuses. That is if nations largest Higher Education system. All right. Its 7 36. Other news were following for you this morning. A cyclist in richmonday was killed after being hit by a Union Pacific train. It happened at cutting Boulevard Crossing. Police say the crossing signal and gates were working, but the cyclist apparently went around the crossing gate. Fortunately, no one on the train was hurt. That latest incident comes as an east bay road is being closed off to drivers today after a cyclist there was killed earlier this year. Ktvu is joining us live to testimony us why niles canyon road is at the center of a Bicycle Safety issue. Hi alley. Hi. Im standing in the center of niles canyon road. Its kind of an unusual opportunity to be able to stand in the middle of a state highway. This is highway 84. And not worry about any cars going way. By. The road is closed from old canyon road. About a six and a halfmile stretch. Its close to vehicles, i should say, because you can see joggers, pedestrians, cyclists. Im not sure what kind of contraption that man is driving when he comes through. Ill check with him. Its some sort of electric vehicle. Not an actual car. So, they have free rein of the road today. In is part of a pilot program. A test program that county leaders are doing. They want to build a paid 10. 5 foot wide trail along niles canyon road specifically for cyclists, pedestrians, and even equestrians. What flay are doing today is giving people a chance to experience what it would be like to cross through this area of niles canyon road without having to share the road with any cars. Niles canyon road as i mentioned is actually a state highway. A lot of people use this stretch stretch to drive from livermore to the south bay. The paved trail would not affect the lanes of traffic already on the stretch of road. It would actually be off the roadway. But the price tag to build it is fairly steep. About 60 to 100 million. County leaders say they are trying to secure federal as well as county funding, measure funding to make it happen. Cyclists this morning we faulked to say sharing this road with cars talked to say sharing this road with cars can be frightening. I did it with the freemont freewheelers and it was scary. A lot of cars and narrow bridges where theres no room for everybody. Very narrow e. Very scary. We have lost several people from the area around here to accidents literally because the road is just too tight. And Everybody Loves the canyon, and its hard to share the road, especially when you are going 5 to 50 to 55 mimes an hour. Mimes an hour. Cyclists talked about having close calls. Back in august, a cyclist was killed when he was struck by a car on this road. Back out here live, you know, we pointed out this unique yellow contraption. Its a bike. Its a villain mobile. Can you tells your name . Gary. How does this thing work . Well, its got two wheels in the front, one in the back, and you have pedals like a regular bike. Its a 20 speed. And it has a steering mechanism here that turns the wheels in the front, and its got a brake. Its got the horn. Its got blinkers. So it kind of looks, at first glance, it looks like some sort of electric car vehicle. Its not a motorized vehicle at all. It can be, but i didnt want it to be. Because then you couldnt be on this road today. Its not open to vehicles. Just cyclists. I just like exercise. So you actually pedal this yourself and power it yourself. Yes. And on the back, it has the seat lifts up, and you have some storage back there and the battery. What will it be like . Have you taken this on this stretch of roadway before . Yes, i have. Is it scary . Youre a little wider. The wheels are a little bit wider. They do see you because youre bright and lit up and have lights. So yeah, its not bad. How different do you any the experience will be today . Oh, yet agree. Having free rein of the roads. It should be like this all the time. Thank you very much. There you go. You can see more cyclists, more pedestrians coming out here today along niles canyon road. A six and a half mile stretch. They are going to have four different stations where people and members of the public are invited to give their feedback to county representatives about what kind of paved trail they would like to see in area. Back to you. Hey, alley, it seems like judging from the crowd and how many people are using it that this would be a great idea. I guess is there any down side. The down side only being the money and how much it could cost to gauge nose six mimes to make that possible; right . Reporter well, when we asked the supervisors about that, you know, one of the biggest concerns you would any about what would the impact be to drivers . And the supervisors were adamant that it wouldnt take away any lanes of traffic. It wouldnt impact the roadway, the drivers on the road at all. This would be an offroad trail they plan to put out here. The cost, though, is a big challenge. So they are trying to security some federal funding from congress who knows how challenging that can be. But in addition to how these county neighborhoods they hope to secure. Not much opposition.
