We are joined right now you may have seen one of the chp officers who has been monitoring, george smith. If you can walk us through it. Yeah. The vehicle was traveling on westbound 580. Eastlake shore. Vehicle lost control and struck a worker. Reporter as i understand it that vehicle was westbound on i 580, went across all lanes of traffic at one point. Thats correct. The vehicle lost control. Veered to the right. Struck the wall and went back, across all lanes to the left and went into the Construction Zone and struck a worker. Reporter and did the driver stop here at the scene . Is he in custody . The driver was put under act for suspicion of driving under the influence. Reporter one other aspect we talked about was i580 westbound all lanes were shut down. Then it was shut down to one lane. If you could tell me what the traffic situation is right now at lake shore. About five or ten minutes all lanes westbound 580 to lake shore will be open. Reporter all right. To recap, this accident happened at what time . Im not sure what time. Exactly. It shut down all lanes for a whale of westbound traffic. The driver of that vehicle hitting as they were coming down the right wall, going back across all lanes of traffic to the left side. Thats where the accident happened. This was a paving project on i 580. Striking and killing that worker. Investigation tosee if this was a possible dui. Horrible story. Thank you. Residents can return to middle down at noon today. It has been one week since the fire broke out and hit that community. The wildfire grew overnight 73,000 acres. We got updated numbers. Containment has increased according to cal fire to 48 . Thats good news. Officially the fire has killed three but authorities fear the number may be higher. There are six people in fact still missing in lake county. Search teams with trained dogs returning to the fire zone this morning to look for victims. Ktvu fox 2 reporter amber lee caught up with two crews who came up to help with that search. Reporter a dog and her handler just finished a full day of searching. Its a war zone out there. Its devastating. Its there is nothing standing. Reporter the dogs keen sense of smell helps her find human remains. Machine is out there hopefully we will be able to find them and bring that closure to the family that are waiting. Reporter they are joined by peter and his dog partner dublin a lab. He lost his home along with hundreds of others in a massive fire in 2003. I understand the human side of im in someones home. This is all their belongings. Reporter the teams working with the Lake County Sheriffs Department to search for people reported missing by focusing on their homes or where they were last seen is. They are taking us from house to house. Having us search burned out houses. Are you running the dog through broken glass, fallen roofs, nails everywhere. Volunteers will show up at more than 850 site across california. Last years event got rid of more than a million poundses of trash. Organizers say that the most commonly collected items includes cigarette butts. Most of todays clean up events will happen from nine to noon. And sea lions rescued by sea world have just been released back in to the wild. About four months ago oil covered the waters. The disaster killed more than 100 sea lions but the rescue team found 62 alive and yesterday the Group Released the last of them to the water. They said that the driver was westbound on i580, apparently he lost control. Officers say he hit the right wall, over corrected then hit the left wall and hit this construction site. One worker was operating a jackhammer and he was struck. The vehicle left the road and struck the worker. The work ewas thrown approximately 100 feet or so. Landed on the ground. He in the end sustained a fatal injury. Reporter chp has arrested the man who was driving the car at the time on suspicion of driving under the influence. They arent releasing the name of the driver or the name of the man who died here but coming back to the live shot you can see that traffic now resuming as normal out here. The message from chp is that anyone time there is a Construction Zone drive slower, drive safer and of course never drink and drive. Very sad story. Cell phone video of an arrest is raising questions about police use of force. The video that are you looking at shows a Police Officer struggling with that boy who is 16. During the struggle the Police Officer appears to hit the boy in the face with his baton. Police say this started on Tuesday Morning the teen was walking in a bus only lane at the citys main bus depot the officer told him to get on the sidewalk and police say the teen cursed at the officer and then kept walking in the bus lane. Thats when the officer tried to detain him and the fight started. The teen said he was just trying to catch a bus to school. I was wonder figure i was going to be one of these black victims out there. Immediately the 16yearold used vulgur language toward the officer and told the officer i dont have to listen to you. Police say that the officer was wearing a body camera and say that video will be part of the investigation. The boys mother has filed a formal complaint. Police say they used criminal phone video to identity people involved in an aassault of a vikings fan. They have identified the suspects. The fourth suspect is a 17year old girl. This is video of that fight in the parking lot after the monday game. The men were arrested for felony assault and were taken to county jail. The girl was released to her parents. The vikings fan and a Security Guard who tried to break it up were both hurt but are expected to be okay. Bail has been set at 1. 5 million for the three correctional deputies accused of beating an inmate to death. The three are awaiting trial for murder in the beating death of this man. Man yesterday. Their family members and friends packed the courtroom and gave the judge letters of support. Prosecutors say that Text Messages sent by the deputies is evidence that they had a history of assaulting inmates. Serial attackers who formented people in the jail, ending with the beating death. In the jail setting in the emergency medical setting people say a lot of things. Its called gallows humor. All three deputies are due back in court. If convicted they could face life. The men accused of shooting killing a woman on a San Francisco pier has pled not guilty. He appeared in court where he was charged with murder a judge had already decided there was enough evidence for him to stand trial. The defense said that he shouldnt face the Second Degree murder charges. They say that the gun accidentally went off. The woman was hit by the bullet as she walked on pier14 with her father in july. A search is underway for a man police say broke into a house and then assaulted a woman. It happened yesterday morning when the woman got home after taking her children to school. Police say the woman didnt get a good look at the tacker because he was wearing a ski mask. She did say that he was a white man, about 6 feet tall with a. Bel pot belly. Its disgusting to see Something Like that take advantage of a young woman like that. My wife is a stay at home mom and we have two young boys. She runs all the time and has said that this morning. It could have been me. Neighbors say about five years ago a woman was attacked in this park. She was not assaulted but was hurt. Police say they caught that attacker. Residents say thats the only other major crime of note in this neighborhood. And a man is accused of trying to lure students in to his van and police are be loo for him. The first incident happened just before 8 30 yesterday morning. The students refused to get in to the van and went to the school to tell someone who happened. Minutes later the man tried to get the girl into his van on telegraph. Her father walked up and the man drove away. The driver in both incident is a latino man 30 to 40, heavy set with a mustache wearing a baseball hat. The van is an older model dark green soon with tinted rear windows. Now to the latest on the vallejo kidnapping for ransom case. The man investigators have linked was in court yesterday in a separate case and he fainted right in the middle of the hearing. He was in haywood facing separate charges involving a Home Invasion. He was about to plead no contest in the case when he started to sway back and forth. His defense attorney talked about it. I know i say your reaction after where you said we want to be a classy department and you dont think this represents that. What i thought about is when they were talking is maybe i is rank and file on board . I talked to Police Officers who dont love the idea of body cameras. Are you in in a point to where are you trying to convince them that this is going to be a good thing and get on board . Itll be a good thing. Police officers, association consider is on board. Uses of force go down, those are both great things. Incident reports and evidence are going to be better. Obviously when the officers are talking what they hope gets captured if they are in a life or death situation shouldnt be talked about like that and as you said earlier i believe we are smart and thoughtful as there is. My officers class officers and that conversation was not indicating the rest of the officers. Not representative of the whole. That brings me to the next point with this psa that was just put out by the Police Officers association. That when i listen to it i was like that that shows some frustration. We have a little bit of a clip of it. Maybe you have heard it. If you havent here is just a lit of. When our officers respond to a call for service the victims are often times people of color. We speak for them. Frontline officers cant change the reality of crime. Our politicians in the media need to stop villifying our officers and engage in a dialogue that holds everybody responsible for their actions. Okay. This was put out by the poa. It talks about the media, politicians, it talks about diversity. It said we are diverse, we are thoughtfulw. Are all those things you are saying, what this was put out by the poa president we make that clear. Not you. Does it show maybe the feeling . You think its represent itch of the frustration. Its been a difficult time for Police Officers lately in terms of how the Community Views them. Yeah. I think its really hard for the officers right now. I think that the union is being supportive of the officers as am i. The men and women of the Police Department do such a great job in communities that are especially affected by crime. Often communities of color. We spend so much time and effort on jobs and education and the like. That dont get a lot of press. That dont get a lot of play. You know you have a bad video in a coffee shop. And it gets a lot of play. You think Police Officers are getting a bad rap. I think officers are are victims these days to the anomaly video whereby and large the 99. 9 of the officers are just as we would have them be. You think some of the criticism is fair . Some of these shine a light saying watch yourself. You talk about a bad video in a cafe but you are acknowledging thats not behavior and that starts the discussion with folks and saying is not appropriate. Yeah. I mean im i have got eight officers that are facing termination for just racist text message. I wont say it does president happen. Im saying that its. Needs to balance. You cant paint the entire profession. Its not fair. We just passed september 11 sergeant when everybody rushed, when everybody ran out. Thats who firefighters and police are. And i did see a picture from a chp saying two people thanked them for their service and it makes a difference. Yeah. We get so uplay. I playground later the kids are off the hook. You can see smoke and this is what happens every time that one happens. It says sam and i got up early to play hockey. This sass is as far as we got. Just a mess. Just a mess. One more picture. This is people driving by. We dont encourage people to do this. You can see the flames out of this big rig. Just so you know to get a little bit of information. This happened it saturdayed about 6 20 when this trailer was on fire. And then what happened was they were shutting down. They had oil on the roadway. They called a sig alert for a short time. All lanes were blocked because of that. We know right now that two lanes, one and two. Thats the last fine. Lane are hope. The lee and four remain closed. Take a look at that traffic map. You can see the slow down. That red area at the bottom of the screen. Again this is southbound 68 northbound 680. We are following breaking news out of oakland. All lanes of i580 at lake shore at the off ramp are now open. The westbound lanes were shut down overnight after a cal trans worker was hit by a car and killed. The worker was repaving the roadway. I couldnt say if the vehicle was speeding but at some point he veered to the right and struck the right wall which caused him to loose control of the vehicle which in ten caused him to veer left into the area. Authorities havent released the name of the road worker or the driver. The driver has been arrested on dui charges. He was not hurt in the crash. That roadway was back open southbound 680 still has the shut down. I said northbound. Its southbound. Another story we are watching closely is the heat and potential fire danger. Some inland locations expected to hit triple digits today. Other spots in the bay area that are starting to cooldown this time of year. There is also going to be up tick in the temperatures. Tomorrow will be even hotter than today a look at that extended forecast as well. Today is a big day for many victims of the valley fire. They are finally be able to go home. Residents can return to middle town starting today at noon. Its been one week since the valley fire broke out. The wildfire grew overnight from 73,000 to 74,000 acres. About an hour ago cal fire gave us updated numbers and containment is increased now from 45 to 48 . Officially the fire has killed three people. Authorities fear that number may be much higher. And the lake county sheriff said is they are still looking for six missing people. Two dog teams have come in from san bernandino to help search. Its a war zone out there. Its devastating. Its there is nothing standing. The dog teams working with the Lake County Sheriffs Department to search for people reported missing as well. They are focusing on their homes where they were last seen. Teams will search throughout the weekend. They say the devastation is among the worst they have seen. Frustration is boiling over at relief shelters. People say they are being told to wait to long. One man said he will risk getting arrested to go home. Flames approached the back of his home but it survived no damage. And that is why he is angry that he is being forced to stay at the Evacuation Center for days. Its to much. Sleeping in a barn, sleeping bags, done with it. Going home. Counselors say they are normal. They are Holding Group sessions at the relief shelter to help them work through their anger. They also say that its critical that the support still be there in the weeks and months ahead. Donations continue to come in but more are still needed a high school dropped off boxes of clothes yesterday and starting today there will be an official donation drop off site on silve are silv era do trail. Volunteers are also needed. There is plenty of work for everybody from eight from nine in the morning until seven at night. Its not just stuff. Hands on, labor. Be prepared to work. Hard. In the sun this weekend. They mostly need battery operated camping lanterns, flash lights, plus sized clothes, jackets, skin screen and lip balm. Life is getting back to normal for a few dozen kids affected by the fire students shared their own stories storey in class. Some say they are nervous to nervous to be back. Just scary about the fire because we dont know if its going to burn down our house. We have cows soo we dont want them to get burned. I think they just want to connect with their friends and they were talking about it on the bus. I was here and i stayed in a motel there. About half of the staff and half of the students came back. The school is the only k through eight school in that area. Other schools in the area and other districts plan to start classes on monday. Schools in harder hit middle town hope to reopen by september 28th. That district is now looking for buses for students who arent even staying in the area. A worker for the fish and Wildlife Department is being called a hero for his actions in the early hours of the fire. Check out the smile that is fish and wildlife warden timothy little is he holding the 11monthold girl that he saved last saturday he also rescued her grandmother minutes before their home burned down. Little was evacuating people when he heard the call. After saving them he went five miamis to Anderson Springs and rescue canned another woman rescued another woman. Firefighters making progress on the other big wildfire burning in northern california. The butte fire. Its now 65 contained. Its burned through more than 70o thousand acres. Two people have been killed. More than 500 homes have been destroyed since this fire started more than a week ago. Right now more than 4,000 forts are working to fully contain the fire. People are being warned not to swim at a popular lake because of toxic algae. It was closed on thursday and they have posted warning signs. Park Officials Say the algae can cause stomach problems. They can also be deadly for dogs. So far there is no word on when the lake will reopen. Other spots have also been shut down this summer due to the algae. The drought may be to blame. And new this morning a Southern California company is recalling several brands of soft cheese after they were linked to a possible listeria outbreak. It was given out by a company karoun dairies. 24 people have reported getting sick. 14 of them were in california and five were in pregnant women at least one case did result in a miscarriage. Happening today, thousands of people will be teaming up for the 31st coastal clean up day. This is a live look right now at one of those clean up spots crown beach in alameda. The president made a call to the president of cuba ahead of the popes visit. The pope had reportedly offered the vatican the location for negligent ages between the United States and cuba. This year they have saved 800. For the 12th time officials have found a rabid bat. Someone picked up the bat on washington boulevard earlier this week. Vector control testified and found rabies. We want to continue to follow other breaking news out of oakland traffic back to normal on westbound 580 at lake shore. Thats after a crash claimed the life a caltrans worker. That happened just before 12 30 a suspected drunk driver lost control and then hit a wall alongside the freeway. The impact sent that vehicle across the entire roadway and into an area that was coned off. The caltrans worker was part of a project to repave the road. The vehicle left the roadway and hit the worker. The worker was thrown approximately 100 feet or so. Landed on the ground. He in the end sustained a fatal injury. Authorities havent released the name of either the worker or the driver though christian was out there and said that the worker was using a jackhammer at the time of the crash. The driver has been arrested on dui charges. He was not hurt. The man accused of shooting and killing a woman on a San Francisco pier has pled not guilty. He appeared in court where he was charged with murder a judge had already decided there was enough evidence for him to stand trial. The defense said that he shouldnt face the Second Degree charges. They say the gun went off on accident. She was shot as she walked with her father in july. Bail has been set to 1. 5 million for the three correctional deputies accused of beating an inmate to death. The three are waiting trial for murder in the beating death of the 31yearold. Yesterday their family members and friends packed the courtroom and gave the judge letters of support. Prosecutors say that texts sent by the deputy is evidence they had a history of assaulting inmates. Serial attackers who formented people in the jail tormented people in the jail. In the jail setting and in the emergency medical setting people say a lot of things. Its called gallows humor. You cant take it out of context. All three are due back in court next month. They could face life. All right. Take a look at this cell phone video of an arrest. Its raising questions about police use of force. The video shows a Police Officer struggling with a 16 yearold boy. Then during the struggle the Police Officer does appear at one point to hit the boy in the face with a baton. Stockton police say this actually started on Tuesday Morning when the teen was walking in a bus only lane. At the citys main bus depot the officer told him to get on the sidewalk but the teen responded by yourselfing at cursing at the officer and kept walking in the bus lane the officer said he tried to detain him and that fight started. Investigators released these photographs of the damaged wind shield. Police say on thursday the 30 yearold Frank Cook Sanders the fourth of richmond threw the rock at the officers car and then ran away. He was later arrested in a nearby bart station. Sanders is now being charged with assault, vandalism and a probation violation. Investigators in arizona are still looking in to the freeway shoots and are warning drivers to remain on alert. Since august 29th there have been 11 shootings involving bullets or other things on the interstate. Police have arrested one man but dont know if he is responsible for all of them. Thats why police say that the signs on phoenix area freeways still urge caution and they are going to stay up. We have made an arrest in the i10 shootings that happened on august 29th. That day and on the morning of august 31. Subject is in custody because the weapon that he owned is linked to the crimes. Investigators say one girl was hurt but flying glass. No other injuries though have been reported. A search sundayway for a man who police say broke into a house and then sexually assaulted a woman. This happened early yesterday morning. The woman got home after taking her children to school and police say she did not get a good look at her attacker because he had on some type of ski mask. Researchers say their studies have found flaws in the safety test used for nfl football helmets. It is all backed up there, and thats because there was a big rig trailer fire on southbound 680 near bolinger canyon road for about an hour that complete lefthand side was shut down. They had four lanes shut down. Theyve got two open now. Obviously very slow through that area. Now take a look at some of the pictures on your screen. These are some of the folks. This is a trailer fire. That was the flames youre seeing there and this is the backup that just shut everything down. This picture that was also posted on social media shows the smoke that was kind of coming up. So just important to remember if you are headed anywhere in that area in the last 30 minutes, a couple lanes did reopen. Traffic is very slow from dan veil down to the pleasanton area. We also have new information on the breaking news weve been reporting this morning. Authorities say a caltrans worker was hit by a car and killed overnight. He was in the process of repaving interstate 580 in oakland. Now we just got off the phone with the Alameda County coroners office, and they have identified that worker as 33 yearold Miguel Rodriguez de la cruz of oakland. The chp says the force of the crash hurled him 100 feet. I couldnt definitely say whether or not the vehicle was speeding but at some point he veered to the right and struck the right wall, which caused him to lose control of the vehicle which in turn caused him to veer left into the coned off enclosure. The driver has been arrested on dui charges. His name has not yet been released. We do know that he was not hurt in the crash. Again, this crash shut down the westbound lanes of 580 at the lake shore avenue offramp for hours overnight, about 7 15 this morning all lanes did reopen. New this morning, cal fire says the number of homes burned in the butte fire in amador counties has nearly doubled. 250 more homes have been destroyed bringing the total number of destroyed homes to more than 500. Two people have died in the fire as well. Its now 65 contained and it has burned through more than 70,000 acres since it started more than a week ago. Right now more than 4,000 firefighters are working to fully contain that fire. Ed ere. Today is a big day for many of the victims of the valley fire. Theyll finally be able to go home. Residents can return to middletown starting today at noon. Its been about a week since the valley fire broke out and ravaged this community. The wildfire grew overnight to 74500 acres. Cal fire gave us updated numbers. Containment has increased from 45 to 48 . Officially the fire has killed three people, but authorities fear that number may actually be higher. And the Lake County Sheriffs Department says they are still looking for six missing people. Two canine teams have come to San Bernardino county to help search for human remains. Its pretty much a war zone out there. Its devastating. There is nothing standing. The canine teams are working with the Lake County Sheriffs Department to search for people reported missing by focusing organ their homes focusing on their homes and where they were last seen. The two teens will be back search again throughout the weekend. They say the devastation they see here is among the worst theyve ever seen. Frustration is boiling over at relief shelters. Some evacuees believe that officials are waiting too long to reopen communities in the fire zone. One man says he is going to risk getting arrested in order to return to his home in Hidden Valley lake. Now his home actually survived even though flames approached the back of the house. It wasnt actually damaged, and thats part of the reason hes so angry that hes being forced to stay at the Evacuation Center for days. Its too much, buying clothes, sleeping in a barn, sleeping bag, im done with it. Im going home. Counselors say of course it is normal to be frustrated and theyre holding some Group Sessions at the relief shelter to try to help evacuees work out that anger. Pope Valley Elementary School reopened yesterday. Students there shared their own stories in class. Some say they were nervous about being back. About half of the staff and half of the students came back. Pope valley elementary is the only k through 8 school in that entire area. Other schools in the konocti and kelceyville unified School Districts plan to start classes on monday. Schools in the harder hit area of middletown hope to reopen by september 28th. That district is now looking for buses for students who are staying outside of the area. Hundreds of people are going to be headed over to lynnly meadow. Your ticket to a better nights sleep for the 12th time this year, officials have found a rabid bat in Alameda County. Someone picked up that bat on washington boulevard. Theres a map on your screen in fremont. It happened earlier this week. They tested that bat and did find the rabies. Rabies is potentially deadly. It affects the brain and the nervous system, and it is spread through saliva. When you talk about exposure its important to remember that any person or animal who touched that bat could be at risk, so if you think you could be affected, you need to get to a doctor right away. Some sea lions who were rescued by seaworld a few months ago have been released back into the world. Four months ago oil covered the water and beaches of santa barbara, that disaster killed more than 100 sea lions. The Seaworld Rescue Team found 62 alive and yesterday check out that Group Heading to the water. They were released and one of the rescuers describes that release as a moment she will never forget. This is the goal, this is the moment for us. Animals that couldnt even pick up their head when they stranded. You can see their ribs, their spine, their hips, now all you see is a little bit of blubber waddling down the beach. Rescuers say it has been a busy year. In the past, about 200 sea lions a year, but this year theyve had to help about 800. Bring a big appetite if youre headed to the 7th annual eat real festival in oakland this weekend.
