The two confirmed heatrelated deaths occurred separately on monday. An 87yearold woman and 72yearold man. The woman was well liked in her neighborhood. She was gardening when she was overcome by the hot sun. Shes a very sweet old lady. She didnt know me but she know my son, she brought her kids the first day and christmas. Authorities say the 72yearold victim was a homeless man found in his vehicle. While homeless advocates are going to encampments and handing out extra supplies of water, theyre encouraging people to seek protective shelter especially on this thursday. A young boy from the east bay is about to go home from the hospital after a rare double Lung Transplant. He had a lot of support from his big sister because she knew exactly what he was going through. Reporter 9yearold david diaz can breathe easily finally. But first he needed a very rare double Lung Transplant here at Lucille Packard Childrens Hospital stanford earlier this year. Now i can play with my friends. Reporter david is about to be released from the hospital to return to newark in the east bay. Helping david every step through this terrifying ordeal was his big sister, 12yearold doris, who had to have the very same transplant a few years ago. Both children were born with cystic fibrosis. I didnt really expect it but i felt really bad because i went through that and i knew he would have to go through the same thing. She told me i was going to be asleep so i wasnt that worried. Reporter doris says even though she survived the procedure, she was afraid her brother would not. His condition was more dire. I was scared that i would wake up and get the call that he didnt make it. And that was super scary for me. Reporter stanford is the only hospital in the western United States that performs pediatric Lung Transplants. Double Lung Transplants is so rare, stanford has performed about 25 in the past 30 years, two of them were for david and doris. David and doris had some very complicated problems from very early on. They required lots of antibiotics and hospitalization then extra nutritional needs so that they had to have surgery for that. They had a pretty tough life. Reporter the childrens mother says she can finally see light at the end of whats been a long dark tunnel and shes grateful. I tell them thank you, im not talking only for my kid but all the kids. They should be able to run, jump, and play, go to prom. Doctors say transplanted lungs only hold up for so long so they say its quite likely that both children will need second Lung Transplants sometime down the road. A new study by Financial Planning Company Learn best shows nearly three quarters of americans go in to debt just to go on vacation. The average amount of debt, 1100. This morning the Senate Republicans have released their version on the healthcare bill. How its different from the house version and why democrats and even some republicans are against it. Take a look at the market. U. S. Stock indexes, not a ton of movement right now. Early trading on wall street after the price of oil stabilized at least for now. Healthcare stock lifted a little bit maybe in connection to the Senate Health bill released today. Time is winding down on capitol hill for a vote on the u. S. Senate on the republican plan to replace obamacare. Thats right. Just about an hour ago Senate Republicans unveiled their healthcare bill that democrats say was actually drafted in secret. Healthcare for millions of people may be at risk. Reporter medicaid, which provides healthcare to tens of millions of low income americans, stands to lose big under early drafts of the senate plan. It would drastically reduce spending on medicaid by 800 billion over a decade and make way for a massive tax cut for the wealthiest americans. The Senate Version also gives states more options to opt out of regulations put in place by the Affordable Care act. Also it would eliminate federal funding for planned parenthood. The republican leader in the senate, mitch mcconnell, wants a vote by next week, but democrats rallied on the steps of the capitol to cry foul, pointing out there hasnt been any debate yet on the senate floor. Theyre ashamed of a bill thats so mean. Theyre ashamed of a bill that goes against the interest of america. We have not had one hearing, not one open discussion. We need to fight this tooth and nail. If the republicans were proud of what they were doing, theyd be telling the world. Reporter but some republicans too are expressing concern that they havent seen a draft of the bill. My sense of it is there will still be some differences that need to be worked out. Reporter with 52 gop senators, the vote is expected to come down to a handful of key republicans. The bill wont pass if just three of these eight vote no. One big difference between this and the bill passed by the house is that the Senate Version linked subsidies to income rather than age. It would also end penalties on people who dont buy coverage and would drop a provision in the house bill allowing insurers to raise premiums on some people with preexisting conditions. Senate republicans have promised a vote on this bill before the senate believes for its break for the fourth of july holiday. That leaves just nine days for debate and that vote to happen. Happening now, b. A. R. T. s board of directors is holding a meeting on what it calls a safe transit policy. The directors who introduce the idea say it would prevent b. A. R. T. From spending its own money to enforce federal immigration law. It would ban b. A. R. T. Workers from asking riders about their immigration status. Supporters say the plan will show b. A. R. T. s commitment to creating a more Inclusive Community in the bay area. The bay area and our Rider Community are very compassionate. There are over 500,000 undocumented immigrants in the bay area, so many of them are riding b. A. R. T. To get to work, to get to school, to see loved ones and i think most folks in the bay area want to allow them to keep doing that. The meeting is underway now and b. A. R. T. Directors say they could approve the plan as early as today. San Francisco Police chief bill scott wants his officers to carry stun guns. The Police Commission took up the controversial issue last night. It will cost the city 10,000 per officer for startup equipment and training. Chief scott says officers need less lethal options during confrontations with suspects. I do believe we can minimize and reduce officer injuries and more importantly injuries to our residents. Critics say stun guns often do not work sometimes because theres a mechanical failure or because the suspect may be wearing bulky clothing that gets in the way. Commissioners heard by phone from a Missouri Police officer who once supported stun guns. He opposes them now after his teenage son was tased for 23 seconds during a traffic stop and almost died. The officer stated he held the trigger down because he thought the taser was not working or having an affect on bryce. Tasers are sold as alternatives to deadly force but theyre all too often used in cases like my son. There will be two Community Hearings before the Police Commission votes on this issue. Coming up next on mornings on 2 the 9, Oakland City Council voted to inject 14 million to fight the homeless crisis. Rebecca kaplan joins us live in studio with more on the plan. A recent survey showed there are more than 5600 Homeless People in alameda county, about half are in the city of oakland alone. To tackle the homeless crisis the City Council Approved spending of 14 million on immediate housing and other services. Joining us is Oakland City Council member rebecca kaplan. Thanks for having me and talking about this really important issue. Of course. Didnt you initially ask for 15 million. Give me another million. You couldnt convince the other Council Members to get the extra million . [ laughter ] im very pleased with this important victory. Two months ago we were starting from zero being allocated to this vital need. So the fact this week we won 14 million to help immediate rehouse people who are living on the streets, im very pleased with that victory. Its obvious for those of us, i work in oakland, people in oakland notice in the last few years theres been an explosion. Do you know why more Homeless People are in oakland . One of the things the countywide study found that i think is so important to notice is the majority of People Living homeless on the streets here are from here. Many people are being displaced by economic reasons. More than half of the people were homeless for economic reasons. That means eviction, loss of a job, things like that. They were previously living in oakland. Now they couldnt afford their house. So now theyre under a freeway somewhere. Exactly. Lets talk about how this money is going to be spent. From what i understand its going to go to buy properties, aging hotels, motels maybe not in use, and convert them in to singleroom occupancies. Have you identified any buildings you guys can buy and start the process . Yes, we have. And thats part of why this is so important. While new construction is also valuable to create Affordable Housing, we have a crisis today. There are existing sros so we wont even have to convert them. We can buy existing sros that otherwise would be flipped to luxury condos. How many can you buy . Two medium sized ones or one big one. How many units . How many people . Were talking about being able to service an additional probably 500 people per year with this depending what exactly, but this is a successful model thats already proven. The Henry Robertson Center Provides Onsite Services so people get off the streets immediately while they also get help with drug treatment or job training and wed replicate that so wed be able to serve hundreds more people per year, helping them turn their lives around while getting them off the streets. Long term, what do you think the solution is to help the oakland housing crisis and homelessness . Because youre saying 500 people, theres obviously more than that. How do you get these people on their feet so they dont end up homeless again . In addition to the direct homeless services, we also need to expand what were doing for jobs. Because many people lost a job and therefore ended up in dire straits. Im also fighting in our budget to expand our job training and job Access Programs which i realize is a longer Term Solution but we need those as well. More housing of all types, at all levels. Because the top of the market pushes down the next level of the market. Working class people move in to some place that displaces someone now homeless. Our teachers and nurses cant afford houses so its both housing those who are homeless but also protecting Affordable Housing for our workforce. This money is coming from the measure kk . This 14 million is specific for homeless services. Theres other money for other Affordable Housing development. Do you think the city, not just oakland, but specifically oakland, why were we not prepared for this crisis . I feel like were playing catchup. Do you think we were not prepared for it . I started urging oakland to do this a year ago then propose we put it in this years budget two months ago. But in terms of the Bigger Picture economic crisis, california is having a housing crisis. California just a few years ago at the beginning of this economic turnaround eliminated the statewide funding for Affordable Housing. It was called redevelopment and just zeroed out overnight. It had been used for decades for cities to build Affordable Housing. Just as economic forces started putting more pressure on the market, the way weve historically dealt with it was zoird out. Was zeroed out. Of course oaklands housing crisis is really San Franciscos housing crisis, silicon valleys housing crisis. We need to know were all in solving it together. Theres a lot of new construction going up over the bay area. How much of that new construction is going to have Affordable Housing for people . Because rents are record high, 3500 for a twobedroom here in oakland. We passed a law that requires new development to pay money in to the Affordable Housing fund or set aside a portion of their units as Affordable Housing. As the new developments come up, the supply will be increasing over time. I want to ask you something on a side note since youre here. There was a report that slammed the former police chief and mayor for failing to properly review the scandal going on. Do you have full confidence in the mayor right now based on that report . I think there are a lot of Unanswered Questions that remain. Theres not been an answer given as to who made the decision. The chief wouldnt be investigated when the city of oakland did that investigation and 12 officers were disciplined. Somebody, not clear who, decided not to investigate chief wendt. We dont know why that decision was made. Until we know that, we cant judge who was the one making those decisions. Not even the leader of the city who should have her fingers in everything . Certainly she should. We dont yet know that question. And i think we should know. As for the 14 million, congratulations. Its a great start. For continuing to push to fight this homeless problem. Police in brentwoods are identifying a shooting. Rob malcolm has been in the neighborhood all morning long. Were hearing you just spoke with a witness . I did. I spoke with several witnesses this morning. Theres still more questions than answers. Police do have an idea of the people that theyre looking for. This all took place behind me at this house here late last night on wednesday. We have video that was shot from the scene. You can see what happened here when police were called to the 200 block of birch street around 11 15 wednesday night. Once they were here, they found the two men suffering from gunshot wounds, both were pronounced dead at the scene. Apparently the two men tried to gain entry in to this house. Police say the shooter also lives at this house where the confrontation took place. He was not injured and is cooperating with the investigation. But right now the relationship between all three men isnt known and police are asking any witnesses to come forward. One neighbor we spoke with believes the suspects were trying to rob the house before they were confronted by the homeowner. We havent been able to confirm that yet with police but he did tell us he did try to talk to a dying man in the street last night. I walked over there, shined my light in his face. He was still alive but he wasnt breathing too good. I was like dude, you dont look too good. I dont think youre going to make it. He couldnt talk. By that time, my neighbor, i dont want to say his name, my neighbor was coming up the driveway and was like they came in the garage and made me open my safe. I believe he had a gun safe in his garage. They made him open the safe. They didnt stop him from opening the safe. He got one in front of the driveway door, the garage door. And the other guy made it out to the middle of the street. So he killed two out of four. And back here live, more than one neighbor gave us that account this morning, saying this was actually a Home Invasion gone wrong. Police in brentwood werent able to confirm that with us yet. Theyre giving us an update at 10 00. Were also hearing pg e was called. The stabbing of a Police Officer at an parent in michigan is being investigated as an act of terrorism. Investigators say the suspect came out of the bathroom in the flint airport, pulled out a knife and began stabbing a lieutenant in the neck. The suspect was immediately grabbed by police. Hes been identified as dual citizen of tunisia and canada. Investigators believe he acted on his own and is not part of a terror network. Tropical storm cindy made land fall near the texas border. The National Weather service has warned the storm could cause lifethreatening flash flooding in several southern states. Cindy is expected to move across western and northern louisiana in to southeastern arkansas between tonight and tomorrow morning. Many coastal communities are under voluntary evacuation orders. Hes projected to go anywhere from the middle of the first round to early second round and thats a big difference because if you are drafted in that first round, thats a guaranteed contract. He stayed another year at cal and it may have hurt him in the long run. They say his freshman year was better statistically. From the court to the field, the San Jose Earthquakes are having a successful season going for their first playoff berth in five years. Scott reiss reports a good part of that success comes from building their organization in a unique way. Goal reporter the earthquakes arent just the bay areas team in name, they are so to their very core, with four of their 11 starters hailing from northern california. I believe in the Community People really identify with homegrown talent even more than they do with a big signing because its one of their own. Northern california has been a hotbed and Great Community for soccer. I think its great we get to play for our home team and we have the love and passion that goes even deeper. The hometown connection is also the basis for serious bonding, good for chemistry on and off the field. We grew up doing similar things. Grew up watching the giants. We can talk about some of the things that happened in the bay area. Theres a few jokes that other people wont get. The quakes nor cal pipeline isnt just furtuitous. Its by design. Start with the fact that california is very talent rich. Reporter the quakes can now harvest the talent early through their academy which is made up of six teams spanning various age groups. It creates a conduit for top players all the way up to the first team. It is a unique opportunity by being able to go all the way down to the ages of 12 and above to ensure the players can grow an understanding of the game and a message how wed like to develop players. Makes a big difference mentally because youre used to the environment and something you dont have to adjust to. It gave me an inspiration of oh, i can make it. What that message is talking about is really the groups coming out and speaking against the actions of this current administration. Looking on social media, i kind of always knew that San Francisco pride was important but its being talked about not only here but all over the country as people come in from new york to other cities to come here. What makes this pride celebration so special to the nation . I would say were all coming together as united groups, as citizens, americans in general speaking out against injustice and discrimination. Youve seen various protests across the country. Now that were hitting pride month, theyre cognizant of the recent or potential setbacks of our progress. So San Francisco has a special appeal, not that other cities pride isnt important, but this one seems like its really being talked about. Absolutely. San francisco is celebrate s its 47th annual pride celebration. Weve been around the block. It started out as a protest. It will continue to be a protest. Its also evolved to become a celebration. Its an incredibly diverse, over 260 groups who come out to march with us and we reach over a Million People around the world who come to San Francisco as a world destination. Not to mention were home of a lot of lgbt activists and leaders who have been there at the forefront of the movement. And the weather is awesome. Weather will be awesome. Drink lots of water. San francisco is celebrating the summer of love. 50 years, seen a lot of different celebrations and exhibits. We sprinkle a little bit of that in . Absolutely. Featuring one of a kind dishes and all natural food, the restaurant boasts some spicy food, perfect for this weather since supposedly eating hot food lowers your body temperature. For others its getting really hot. Pleasure to meet you. What came first, the restaurant or the food truck . The food truck. How did this come about . Whats your partners name . Akash. And youre sitting there saying lets get a food truck . Come on in here. We were sitting down for lunch and we had this idea about opening up a food truck that serves indian food given the fact we had no prior food experience. The next thing you know two weeks later we bought the food truck and just ran with it. How does one buy a food truck . Do you look on craigslist . Theres multiple ways to buy a food trucks nowadays. You watch diners, dives and driveins. How much did you have to spend . Its up there. I believe it. Lets talk about your style of food. Indian food. Mainly northern but indian use as ton of spices, like 25, 40 sometimes . Sometimes, it depends what youre putting in there. This is our deconstructed samosa. You know what a samosa is, right . Its a pastry with potatoes and peas in it. We smash it down, take it apart, add curried garbanzo beans, choice of protein,. Whats the most popular . The chicken. Infusing all of the spices in to one bite and being able to grab it in your hand and basically eat it with your hand and take it wherever you want to go. I think were going to make a fresh one. Tell me about the names. Youve got clever names. Did you come up with these . Its a group effort. Weve got the naughty nun. Easy now. Family show. Be careful. This looks pretty popular. Yes. Im not a big bread either but naan is fantastic. What about the rice . Is this a basmati . We infuse it with turmeric. Its got its own flavor. Thats our chicken masala, very popular. Burns San Jose Sharks defenseman making history last night at the awards show in las vegas. Burns is the first sharks player to win the norris trophy, awarded to the nhl s top defenseman. All fans need are a vr head set and smart phone to download the next vr app. Perhaps you find your alarm clock annoying. But a family in pittsburgh, pennsylvania may have it a little bit worse. Their alarm clock has been stuck in the wall of their home and has been going off every day for the past 13 years. Starts with a soft beep, beep, beep, then gets louder and more closer together. Sylvia and jerry lynn say the alarm clock got stuck when jerry was trying to pass a tv cable through his wall. He attached a string to the alarm clock, set the timer and lowered the clock in to the wall from a second floor vent. He was hoping the sound would give him an idea where to drill a hole in his living room wall but the alarm clock came loose and fell to the bottom and has been going off every day since. Maybe three, four months it will run out of battery. That was in september of 2004. [ laughter ] it is still going off every day. And during daylight savings time it goes off at 10 minutes to 8 00 at night and during regular standard time it goes off at 10 minutes to 7 00. The lynns say the battery may die one day but for now theyll have to live with the beeping. I want to know what kind of battery that is. Break the wall open. Jerry, get a sledgehammer.
