All of the rain will continue to come down and crews are waiting to see what else is in store. There is a geologist on the way to take a look and try to determine the safety of digging while we have the rain. Reporter good morning to you, the rain this morning has not slowed the repair work at all, crews are going aroundthe clock trying to fix that damage and evoting emergency spillway that is the focus and at the same time water continues to rush down this main spillway as water officials try to make room for the upcoming runoff for the storms that are said to move in, a series of them over the upcoming week. Water Officials Say twice as much water is coming out of the lake as is coming in. That is a good thing. We are seeing the lake level go down, down more than 30 feet since sunday when the crisis began. That is when water over the top the never before used emergency spillway lead to dangerous erosion and concerns about a collapse. Since then, crews have been working nonstop to sure up the spillway which is nothing more than a dirt hillside, they are dumping tons of rock and sand bags into the huge gashes in the hillside sealing them with cement, water officials are confident the runoff from these storms will not be enough to cause further damage to the emergency spillway, but nothing is for sure. We cant guarantee what made the nature is going to do. We will have crews out 24 hours putting in as much work as possible. When the rain comes or if the spillway has to be used again, we are better protected against the erosion. We know it is more than the improving economy driving the increase. I want to ask. Let me interject, i saw the report i know that texting while driving is one of the things we are really concerned about, People Holding the phone while driving has led to more people dying on the roads, what can we do to keep people from sending Text Messages typing out a message while going 55 Miles Per Hour . Absolutely, it is an increasing trend for the last five years. Observation studies have seen an increase in drivers texting and doing other activities while on their phone, when the National Safety Council First got concerned with distracted driving it was all about cell phone conversations, but now we see drivers shifting from talking on their phones to texting and interacting with apps which is that much more dangerous. Although california has a handheld ban law, we need to include a total ban on all cell phone use while driving. I wanted to ask, we are going the wrong way, i thought fatalities would come down but they are going up, what is the second thing you are concerned about that could help us bring the fatalities down . We are really concerned with the increase in death among vulnerable road users, pedestrians, bicyclists and motorcyclists. Really huge increases in death among this group and we think it is probably connected to the distracted driving problem. But, when we are seeing 9 increases in death among the Vulnerable Group it is really concerning. As a pedestrian we have to be aware, we are using sharing roads with potentially distracted drivers. Yesterday there was a huge piece of damaged Construction Equipment on a San Francisco highrise that was teetering on the brink of falling, the huge piece should be removed this morning. The area was evacuated because of concerns that the structure could come crashing down. Allie rasmus joins us live from San Francisco. What is the scene like right now . This is the building we are talking about it is a few blocks away from where we are standing, we have seen some activity this morning work crews arrived at 6 00 am to start their work today, this is a condo highrise under construction. I got some clarification from a representative and he explained the part of the building they were concerned about yesterday prompting the evacuations was something called a concrete form, the former wraps around the inside of the building is metal and wood and the concrete is poured around it and they left that as they pour the concrete to build floors of the highrises. The form is several feet tall very heavy and it takes eight hydraulic jacks to lift it. After they poured the concrete one of the jacks failed so the frame tilted and that is why the top of this building looks like it is slanted, because the equipment was connected to several big pieces of equipment , the concern was the whole thing in worstcase scenario could fall to the street. That is what prompted the evacuation, they brought in a team of engineers to stabilize things. There have been no more evacuations and the fear has passed, but they are working on taking the heavy equipment off, it could be lowered to the ground by crane or they could dismantle it and reassemble it on the top floor of the building. That is the process they are starting, they started at 6 00 am they dont know how long it will take but in the meantime the only buildings affected are between first and second street. There are some parking garages in the area so people are being allowed to park their cars in the area but the other Building People cant go in is 44th and the Fire Department explained as a precaution it is an Office Building and nobody is allowed in there today but the work today will be figuring out what to do with the heavy equipment that is attached to the construction form the concrete form they were using.
