This time the storm seemingly started at 4 00 and started raining hard. We were on the air. There have been more than 150 items that the chp is responding to. Most in the north bay but all over the bay. Gasia, i have been noticing too this time around, maybe because were deeper in the winter season but the trees are starting to come down. Yes. Something we havent seen until today are the school closures. Right. We have a full list waiting for you on ktvu. Com under web links. Check if your Childs School is closed. Also get being reports from our viewers about my Childs School has no power. It is in that limbo station. I have a friend in san anselmo. Had to get to the city and said forget it. Im going back home. Lets get to rosemary right now. Still coming down. We can see behind us on the oakland estuary. It will remain with us throughout the rest of the Morning Hours and taper off in the afternoon. I dont think we will dry out completely. Not today. Not tomorrow. We have another storm on thursday. But lets talk about the here and now because as we know, hit very hard this morning. And right on the morning drive. We have a Flash Flood Watch until 4 00 this afternoon. For most of the bay area to the north bay covered completely. Along the coast and in the Santa Cruz Mountains, expect the ponding of water. Mudslides, flooding. Our streams, our creeks, our rivers are full and overflowing at this point. Lets go to the napa river where we continue with a warning from st. Helena down through napa and American Canyon. This going until at least this afternoon. Probably longer. Areas in st. Helena already experiencing flooding there as it has gone above flood stage ex and pecked to go above the flood stage in the napa area later this afternoon. These creeks and streams are slowly beginning to recede. But its going to take some time. After all of that rainfall that has fallen in the last six to eight hours. If you think about it, it has been raining since sunday night. Right after the super bowl it started to pick up. We have seen some dips but it hasnt gone away completely. Were seeing flooding for the Sonoma County creeks, petaluma. As i shift over to the sonoma creek, this going until noon time. We, again, have several reports of flooding and wind damage. Into the Santa Cruz Mountains where the river will continue to see some flooding right in  this area. Stretching towards santa cruz. This going in this afternoon as well. In addition to the rain, we have seen a lot of rain we have seen a lot of wind. Beginning to wind down. Thunderstorms are reported over the diablo range earlier. But, we again, the key being here that we will see this taper off. I will have the timeline in a little bit. Talk about how much rainfall we have seen with this system. What is expect today come and when we will finally dry out in the meanwhile. Back to you. Thank you, rosemary. Lets get to Paul Chambers up in shellville up in Sonoma County. Somebody is rescued from the flooded highway that you have been reporting from all morning. Reporter thats right, gasia. This roadway is closed half a mile down. The person drove around a closed sign and as you can see got stuck in the water. He is being rescued by the Fire Department. The Fire Department says this is the eighth or ninth rescue they have done since last night because people are not paying attention to the signs and they think they can make it through. You can see they get stuck in the water because this is a roadway. If you can swing around the other way, george, this entire thing looks like a river or creek. Its not. It is actually the overflow of the sonoma creek that has washed out the roadway for right now. Route 12 and 121 is completely like a switching pool basically. You see this, guys. They have had many issues all night long. You can see the roadway looks like a small creek. Vehicles were abandoned on the roadway. In napa county, they have other issues over there where the Sheriffs Office sent out alerts say the road is closed because of flooding. Pope street is also closed but due to downed trees and power lines. A lot of people say honestly they are getting used to this weather but a little sick it was. It is great but it is great. Its what we needed. So i think its a good thing. Youre not sick of it yet . No. We barely get it. We havent had it for years. Enjoy it while weve got it. A little annoying but you get used to it after a while. You bundle up and go out. Reporter now, also in Sonoma County, the rain and flooding is causing mudslides. At river road and sunset drive, it is closed. Power lines and trees and debris are covering the roadway there. Crews are assessing those areas to make sure there is no threat or danger to people. Once again, when you decide to go around the barriers that clearly say the road is closed and you should not go down the road, this is what happens. You get stuck out here. You lose your car for a while and you get rescued out here by the Fire Department. Now, i will tell you an interesting when i talked to the firefighters. They too were assessing this area and say it floods all the time up here. Nothing like this. If it gets worse, theyre going to have relocate themselves to the other Fire Department because they cant get the rigs in the rain and all of this flooded water. They wont be able to do rescues like this one behind us. All right, Paul Chambers. Im familiar where that fire station is. They will have to move it up the road just around the corner. The fire station. They will have to, i guess move out to a different spot. All lanes of interstate 580 near the Richmond Bridge have reopened after a big rig overturned. The back trailer was pushed over by the heavy wind this morning. The crash occurred just before 6 00 near san quentin on the on ramp there. It was on the bridge. Chp had closed all eastbound lanes to get the big rig uprighted and off of the bridge. The lanes reopened about 25 minutes ago. They were closed for most of the morning commute. These pictures tweeted to me from a viewer. Her boyfriend helped a woman out of her car driving on brotherhood way in lake merced. The tree came down and the woman was stunned. The boy got her out. Look at these pictures. I mean, if a tree like that came down on your car. Brotherhood way. Yeah. These are some of the things happening out there. Of course continue to send us your viewer pictures. This is the map of the area now. It looks like the Richmond Bridge has recovered a little bit now that the lanes are open. Stilling a lot of slow trough still a lot of slow traffic. The creek is coming up. So driving is not recommended. We will take you live to washington where on the floor of the u. S. Senate, they are beginning the confirmation vote for betsy devos the no, maam fee for education secretary. Minutes ago democrats finished a 24hour talkathon. Sounding off against devos. We see here representative jackie sphere of the peninsula. Two republicans have already said they will join democrats in voting against her. Democrats were trying to convince at least one more republican to cross over. Otherwise the final vote is expected to be a 5050 tie which would be broken by Vice President mike pence. Again, we see representative jackie spears. We know that california senator Kamala Harris took part in the talkathon. I say that right now the senate must do our job. We must do our homework. And we must refuse to confirm her as the next secretary of education. Earlier this morning President Trump tweeted about the nominee saying Senate Democrats protest keep the failed status quo. Betsy devos is a reformer and will be a great education secretary for our kids. Critics say the billionaire gop fundraiser appeared uninformed about key issues in public educationberg confirmation hearings. We will of course keep you updated on the outcome of the vote this morning. One of the main criticisms against devos is the lack of experience in the field of education. Our question to you on mornings on 2, do you think that experience in the field is necessary for this post or can the qualities of a good leader be applied to any field . On twitter a number of responses such as this one saying, quote, the department of education administers vast amounts of funds across a wide array of institutions. Experience is mandatory. On twitter, i work in education and it bothers me when people working on top have no clue what goes on in a classroom but are the decision makers. People will say nancy pelosi has experience but she is a complete debacle. Its not always experience that matters most. The vote is expected to happen here. The 9th Circuit Court of appeals in San Francisco will hear legal oral arguments today over the travel ban. A panel of three judges is set to hand down a rules. The case challenges the Trump Administration of states of washington and minnesota which argue the ban was unconstitutional and would harm their economies. Most legal experts say whatever happens in the 9th circuit is likely to end up at the Supreme Court. They understand this is going to up to the Supreme Court no matter what they decide. One party is going to take it up to justice kennedy, who will then refer it to the entire court. The court has ordered the Trump Administration and lawyers representing Washington State and minnesota to call in by phone for oral arguments at 3 00 this afternoon. Each side will have 30 minutes to make their case. Experts say a ruling could take anywhere from one day to a week. A lot of chatter out there on social media regarding the storm that has been ponding us on this tuesday morning. People sending us videos as well as pictures. We have been talking about schools in the north bay in marin county closed because of the storm. Our reporters are across the bay area covering the storm too. Allie rasmus sent in this video that she tweeted. Cars turned around at oakland road. Crews for the city of oakland trying to clear this eucalyptus tree. Paul chambers has been up in Sonoma County at the intersection of 121 and 12. A very busy intersection. Just south of the downtown area. Use 121 also to get from sonoma to napa. The sonoma creek going over its banks. I have driven that area a lot. I dont think ive ever seen the creek rush in that much. Alex savidge, im not going to leave him out of it. He is along 29 up there in American Canyon. Alex, how was that ride . Reporter the ride is brutal, mike, to be perfectly frank with you. Take a look here. Right over there, look, this is northbound 29 coming up through American Canyon right here. You are going nowhere fast. I mean, youre basically going nowherement look at this traffic at a dead stop. Now, we dont think this is because of roadway floods. There are a lot of flooded roads up in the north bay and especially in the napa area. We believe this is because of a defective traffic signal where highway 29 comes up meets highway 12, near the napa airport. Look at this ride. Just absolutely brutal. We have been sitting in this traffic because were trying to make our way up toward the napa area. Napa proper to check out a big mudslide up in that area. But we have not been able to get there you know, we have not been able to get there because of the traffic. In any case, the rain is light right now. Heavier at times. We have talked about the strong winds we have been seeing with this storm. Let me talk about the hazards on the road. Check out this video from fremont. This is niles canyon road. Early this morning, the hillside gave way in that area because of the heavy rain. Mud came flowing down the hill. And so did a number of very large rocks. They came crashing down into the lanes. And a couple of cars slammed right into those rocks very early this morning. Two cars blew out their tires. We talked with one of the driver whos hit those boulders in the middle of the road. He said he hit the rock and he went airborne. Here is how he described what happened. All of these rocks come out in the road. I ran over one. Probably went a foot in the air. Popped my tire. Damaged the motor. Then i saw the guy that is in front of us now hit the same rock. His tires popped too. Reporter and so the scene earlier this morning, they cleared the rocks out of the road. I just saw an alert from authorities. Niles canyon road is shut down again because of another mudslide in that area. So the earth continues to move there and it is causing a lot of traffic problems along the niles canyon road area. We are in American Canyon. What youre looking at there, those are folks trying to drive north on highway 29 up into napa. And heading toward the napa airport and highway the intersection with highway 12. The highway 12 junction. Because of a a defective traffic signal, we believe, traffic is really traffic is incredibly backed up and barely moving at all. We can only imagine that defective traffic signal may have something to do with the power outage and the strong winds were seeing this morning and the weather across the bay area. We will let you know what we get further up into napa and what it looks loo i can. All right, alex. I know as he was driving up there, he had his camera in the van and were shooting. That drive looked like one of the worst drives i have seen. You know, ive been doing this for a little bit. Yep. This is the worst that we have seen it this year. The san rafael bridge, you could see the rain flowing over the lower deck. It was whipping 50 plus. Its a good thing that you dont drive a tall car. No. Truck thats are empty. We had the one that you took a picture of. I did. Always working, gasia. Lake tahoe is under an avalanche warning for a second straight day. There is, quote, high avalanche danger at all elevations because of wind, rain and the snow. Avalanches created naturally. Also triggered by people are possible. Chains are required on 80 and 50. To help raise money for the cause, they are holding a gala in earlier march that includes photographs of firefighters on the job. For more this morning we are joined by the founder of the foundation and retired San Francisco fire captain tony. Thank you for joining us this morning. I want to start with your personal story. Many years ago you were you in the prime of your life. The tip top fitness when you discovered that you had cancer. Yes. I distinctly remember if was a january morning. I went out for a run. Didnt feel too good. But i was used to being tired because of the job. I worked at a very busy company in San Francisco. In the Fire Department. And when i got back to the gym that i worked out at, i urinated blood. And that was an indication that there was something definitely wrong. Uhhuh. Within a threeweek period i found out i had a rare form of cancer in my right kidney. So you heard the doctor ask you if you worked in the chemical industry. Had you ever heard someone actually say chemical industry. No. In relation to the Fire Department. No. But the correlation is definitely there. The doctor at ucsf made it clear that the type of cancer that i contracted was normally found in people that are around toxic chemicals. And when i told him i was a firefighter here in San Francisco, he said, okay, there is thats a problem. You know, tony, i grew up in San Francisco. You guys are my rehoe my heroes. I grew up around station 11. My parents took me down there. Being a firefighter was every little boys dream. It was mine. You dont realize when youre going into these buildings and plastic and whatever is in the house is burning, youre breathing it in or bringing it back with you on your coat, right . Thats where the problem begins. Youre exactly right. The toxic chemical exposures that firefighters have now are much more severe than they have had in the past. We deal with probably over 100 different toxins at a working fire. A lot of these toxins that firefighters are faced with have the ability the ability to permeate the equipment that they wear. So it is extremely important now that the culture is making shifts and changes to take care of that problem. Decontamination needs to be done after the fire. The firefighters need to have personal equipment cleaned once they get back to the fire house and take showers. It is important. Is the goal about testing, Early Detection . Can an active firefighter go get tested and the city pick up the tab for it. We provide a couple of different tests for the firefighters. One of the tests looks at a specific protein in the urine that can indicate some foam of cancer. We have caught nine firefighters with various forms of cancer because of that test. We also provide a fecal chemical test, a takehome test that is analyzed for the potential of colon cancer. We have also come up with a few people with that problem there. So the tests that we provide and the level of awareness is really important for the firefighters to know that these are things and the possibility of one out of every two of them contracting some form of cancer in their career is troubling, especially rare forms of cancer at younger ages. Lets talk about this gala youre having to raise money and awareness. Tell us about it quickly. The gala takes place on march the 4th, a saturday evening here in San Francisco at the museum. It will be used to raise funds for the foundation to continue the testing that we provide for both active and retired San Francisco firefighters. That night we will be honoring james redford, the san of robert redford, film producers that filmed a documentary called toxic hot seat that premiered on hbo. It brought to light the trouble that we are having in our professional and the trouble that every day we are having with chemical exposures. We will be honoring dr. Marshall stoler from ucsf who continues to work with our foundation and provide hard science studies that continually prove that there is a direct correlation between what were faced with on the job and these high levels of cancer. Well, tony, things for all that you do with the foundation and for all of your years of service in the city. Great to see you again. Essentially do you need to have experience in your specific field to be a good leader or are good Leadership Qualities translatable to other fields. Back to the bay area weather. It has been pouring rain for the past couple of hours. Rosemary, it is lightening up a little bit. Youre right. It is winding down. The aftermath, were experiencing a lot of flooding out there. A lot of wind damage reported. This will continue as we get into the new few hours. Take iraq look at the latest on the napa river taking a look at the latest on the napa river. Flooding on the st. Helena and the napa river expected to go above flood stage later this afternoon. Right now reporting 19 feet. And that is going to be where we pretty much cap out. So were going to experience this flooding for the next few hours. By the afternoon, it will begin to recede flood stages. 16 feet. Were three feet above it. For napa, about 24 feet. We will go to 27 feet flood stage is 25. We will probably hit that right about noon time. Here is a graphic that shows you where, again, were seeing the flooding right along the napa river. This will go in 1 15 this afternoon. May go a little longer. Thats what the National Weather service has put in for now. Here is the Flash Flood Warning. We continue to see the streams and creeks full. All going to be within this furthers for the next few hours. It looks like 11 15. A another couple of hours, i should say. The warnings continue in our creeks. We will shift over to glenn helen and sonoma until noon time. A lot going on over the north bay. Into the Santa Cruz Mountains a Flash Flood Warning for the San Lorenzo River until 3 30 this afternoon. Right down that strip could expect flooding there. And just a widespread Flash Flood Watch. Meaning all of us could experience ponding of water, you know, the mudslides, especially in our hills and weve got a lot going on. So thats going to be for the north bay, the coast and the Santa Cruz Mountains going until 4 00 this afternoon. Lets check in on the radar. We are again beginning to see this wind down. Weve got rain reported there. To the east bay, scattered showers over the hills. A lot of moisture out there. I think a lot of drizzle and mist falling outside. Even though we cant see it on the radar. The winds have been strong all morning long. We have gusts to 31 in fairfield. So that is going to continue over the next few hours. Letting up by 1 00. Here is a look at futurecast models. The system pushes south. By lunchtime were in good shape. Although not clearing out completely. Scattered showers the entire day. Here is a look at the evening drive. Cloud cover in place and the possibility of a few sprinkles and drizzle for the evening drive. Were going to see anywhere from half an inch to an inch and a half over the next 24 hours. Then one more storm brings us another good widespread rain on thursday. So by the end of the business week, were looking at anywhere from one to two to three inches of rain for the urban areas and more for the hills. Temperatures this morning in the upper 50s, low 60s. In the low 60s for the afternoon. So dont expect much change when it comes to temperatures between now and the second part of our day. Here is a look at the extended forecast. First system rolled in on sunday. We consider this system number two. System number three on thursday. Just soggy weather in between. We finally begin to dry out friday and then were dry for the bay area weekend. Just a lot going on out there. Take it easy. Thank you, rosemary. The rain is causing mudslides, towned trees and other problems in the east bay. Allie rasmus was in oakland earlier. Now she is joining us live from Pleasant Hill where allie, there is flooding there this morning . Reporter yes. They did have some flooding problems near the creeks and the residential areas. We will show you that video in a minute. First of all we want to point out we are at the civic center in Pleasant Hill behind the Police Station where the city officials set up this sand bagging station. They have bags, shovels and sand for the residents to pick up sand bags to place around their homes or businesses. Lets show you the video of what were talking about. Boyd road and patterson near the middle school earlier this morning. Four to five inches of water flooded the streets. Water flooding the storm drains. It did cause minor flooding. This is boyd and patterson near sequoia middle school. Another problem in oakland on Shepherd Canyon road. That road was shut down in both directions because of a hundred foot eucalyptus tree that came crashing down around 6 00 this morning. The road was closed between snake road. Shepherd canyon road. A driver crashed into the tree after it came down. Fortunately the driver wasnt hurt. We had a chance to talk to him briefly. He said it was dark and windy and rainy and he did not see that tree unexpectedly down in the road there. So a lot of problems to tell you about in the east bay. Some minor flooding in Pleasant Hill. Thats why at the civic center they have set up this sand bagging station. One of three throughout the city so that residents can come and make their own sand bags to prepare for more flooding. Thank you, allie. I want to show you guys a picture that my buddy dan sent me. Look at the water rushing out of that manhole or utility cover, if you will, in downtown san anselmo. He sent other pictures that im not showing of the creek rising up to the back of the buildings many mike, youre in marin county. You know how it gets. Oh, yeah. If youre driving anywhere in marin county this morning, please, unless you have to go, dont go because there are a lot of closures and it is still recovering from the heavy rain. Yeah. Speaking of marin county, a little after 7 00 this morning, sirens were sounding there in the county as Flash Flood Warnings were issued with a number of creeks close to or actually over the flood stage from fairfax all the way down to green as well. Tom joins us from marin county along the creek. What is it like, tom reporter ill tell you what, you take a look for yourself. This is about as full as it can get. If you look off to the right, if you look off to the right of the creek here, what you will see is youre going to see its already overflowed its banks which it has done in many places. If we get much more rain this will continue at this higher level for a while because all of the rain is draining out. If we get more scattered showers, that just makes this one of the few places that the water can go. And theres no room at the end here. This thing is about as tall as this gets. The sidewalks on either side are flooded. A number of areas where water has overrun a number of streets. And the situation as i say is really dependent at this point on how badly rain comes and how strong those rains could be. While i recognize a lot of the rain has moved out of the area, there are scattered showers around here. Ive been through quite a few of them. Earlier up in san anselmo. The water is two feet from underneath the buildings. Again, that is higher up the creek here. But the reality is that, again, it is dependent. If you take a look off to the right, you will see three people who are doing inspections. Theyre not only looking for flood, theyre looking for weak trees. Because those trees could come down, break the gates down and cause yet another problem. So theyve got inspection crews everywhere taking a look at what they can do. They took to be fire crews just checking on the safety of that. So that is the situation right here right now. Very high water. And, again, its rain dependent at this point in time. More rain, more problems. And we have plenty. I had a lot of rain this morning driving around until keith and i hooked up together just now. Ktvu news near the creek. Thank you, tom. Synergy between these two guys will be very important. Everybody says we were questioning it, hey, should they hire a gm and then a head coach. Theyre coming in together. We shall see. 49ers need so much in the way of talent on the roster right now that it depends on whether or not if they can trade that pick and get another first rounder or a second of rounders, could they beef up the roster. If they deem him or another quarterback, a franchise quarterback, a quarterback of the future, i think they will take him. If they dont, i would think they they want to beef of the roster. Why dont you pack your bags, take the show on the road and we can have you out here for a week in the bay area . We would love it. Boy, i would say i have done that quite a few times. That is one of my favorite things to do. I love playing out your way. The fun thing about doing the harry show is that we can do it every single day and people can just turn on their tvs and we come to your living room. Tell me a little bit about this month. I talk about bringing the show out here because i understand that youre going to shoot your show at least maybe one episode on the cell phone . Okay. So on friday of this week, we shot the entire show on smart phones, which was really, really fun. No big cameras around. It gave us a lot of opportunity to do things that had never been done. In fact, doing the show like that has never been on done on tv on a daytime syndicated spontaneous show like that. That was really fun. The other fun thing were doing this week is a long time ago in new orleans i started a mardi gras parade. After the parade is a huge party. If youre viewers watch my show this week, there will be a secret word on their screen. One of the things that i like about it since youre an actor and musicians, when you have actors and musicians around, they seem to open up to you more. What is your favorite . You do so many things. Are you having fun with this . Do you want to go back to acting or singing . What do you want to do. I havent really stopped anything. Im still reading scripts and working on musical projects. This hasnt impeded my ability to do that. The fun thing about the show is i get to do so much under one roof. I have my band there every day. Were playing music and doing comedy, im performing in front of people and having great conversations. So for me, it is a stimulating place to be. Every show is completely different and quite spontaneous. Youre about four months in. Breaking new ground with your whole show being shot on cell phones. If you could look out maybe a year, is there any High Mountain that you want to climb . A dream that you want to make come true on your show. Believe it or not, the high monday tan for me is getting to meet these amazing every day folks every day. I see celebrities all the time. Imclone away by them. Tim tebow is on the show this week. We have great people. The thing that really affects me in a profound way is meeting everyday folks who have done incredible things. We live in a time that is a little bit confusing and chaotic for people right now. To meet everyday folks, folks that inspire us when we turn on the tv without getting political or too heavy, just a good Old Fashioned good time, thats the stuff that i like to do. So a year from now if im still able to discover amazing people and give them a platform to talk and have a party in the middle of the day, im good to go. Im good to go too. Many pg e cass tommers gasia are experiencing sticker shock. I freaked. A lot of people have contacted us about the big bills they see when they open up the pg e envelope. A huge increase. Reporter thats what the attorney chris reacted to his 586 pg e bill, 115 more than the bill that came one year ago. He did say that his family did indeed use a little marimbas and electricity. But that certainly didnt equate to 115 increase to us. Most of that is the increase in price for electricity and gas, plus the tax increase. Reporter so why are so many people upset about the first big bills of the winter . You must look squarely at the california publicu tills commission which okayed the increase. From december of 2015 to december of 2016. We did see a 21 increase for residential rates. And, again, those are to support Critical Infrastructure projects to ensure that our gas safety and electrical reliability is the best that it can be. Reporter is it possible that consumers are using more gas and electricity . The weather has been significantly more stormy, more damp, and darker. And we know that our customers tend to stay inside more when its stormy. So we know that people will be running their heaters at times like this. Reporter independent weather expert founder of the golden gate Weather Service says that is indeed true but so are the big price increases. Our electricity bill increase two thirds of that was just the rate increase and the tax increase. And consumers can go look for themselves and find out how it works for them. Reporter best defense is to sign up for pg e free your account online tool. You can get automatic alerts if your bill is running ahead of your normal use. They give you an idea what the increases and decreases are in the usage. Reporter there are calls for a state investigation into all of this. And we will be on it. Ktvu fox 2 news. Twitter is once again cracking down on abuse and it is focusing on trolls. It announced it is working to identify and eliminate abusive tweets and replies and identify people who have been banned for abusive behavior. Twitter says it is creating a safe search feature that removes tweets with potentially sensitive content such as violent or pornographic images or language. The tweets will still exist on twitter if people look for them but will not appear in general search results. All right.
