And it started overnight. And, we were getting into our newsroom. And, that was still the case. , the overpowering smell send some to the hospital. Leigh martinez is at the terminals were at least for a while no boats were carrying them to San Francisco. Yes, an hour ago we thought fly overhead, and they are looking for an oily sheen that could potentially be the cause of that very gross odor smell. That odor and the reports of the oily sheen shut down that area. But fortunately, they came in, and they took everyone i needed to go to the city. And no one knows what exactly caused that smell described as a very strong gas or clinical chemical order chemical odor. They couldnt escape it last night, and dozens of people showed up at the er. Firefighters tell us that a mass casualty situation was declared in order to transport people to other area hospitals. They complained of headaches in a metallic taste. This morning, the smell is gone and officials lifted the shelter in place advisory. And, people can open their windows and turn on their air conditioning units. The smell is gone but the mystery is still here. And, the coast guard is still out trying to find that loyally sheen oily sheen that could potentially be the cause. They tell us that they had rolled out that it is not a gas leak. And, that it isnt any kind of burn off coming from the refineries. So what that smell was is a mystery. But it was so intense that it sent several people to the hospital and local say that whatever it was, they just want to be assured that its not coming back. Thank you. Across the country, riots erupted, after police shot and killed an africanamerican say they say that paused pose a threat. They said hands up, he got a gun. Protester shut down the highway and confronted police. Officers fired tear gas to try to disperse the crowd and at least 12 officers were injured. Demonstrators damaged a number of police cars along with the Television News van. And, they gunned down Keith Lamonte scott yesterday afternoon. They served a warrant at an apartment complex when they spotted him who is not the person they were looking for. He came out of a car and confronted them armed with a gun. And thats what caused an officer to open fire. He was waiting on his son. And mind you, this man is disabled. Investigators recovered a gun at the scene and, they said that he ignored officers repeated warnings to drop his weapon. There are protests in to oklahoma where they want in tulsa, oklahoma. Police shot and killed an unarmed African American men. They showed them teasing and then gunning him down although he had his hands up. They have found the drug pcp in his car with his family accuses them of using it in an attempt to distract the public for this question. And just about an hour ago, Hillary Clinton tweeted keith, lamonte, Keith Lamonte scott this has to end. And, it is from her and not her campaign. Donald trump tweeted, though situations are tragic, we must come together. And happening today, the sentences go Police Commission will meet to talk about whether to release the top names of the candidates in the running for the citys thats police chief. The list of applicants has been narrowed down. And, acting police chief tony chaplin and in the next month they will select and decide whether to release those names. And, they will make the final decision. Across the bay, the city of oakland will hold to meetings. Thats two meetings. They are forms were people are invited to weigh in. And, the first meeting will be in cantonese at 4 pm this afternoon, and at the recreation center. And, the second meeting is a community meeting, at the e. Oakland senior ctr. On use avenue. It is a story that we have been working on here for the past few months. Last summer, heroin hit San Francisco hard. It is a synthetic opioid that is 50 times stronger than here when and 100 times stronger than morphine. It is typically given to cancer patients. It is being counterfeit. And, nor can reduces that narcan reduces those effects of overdose. And officers are being trained on how to recognize an opiate overdose. This morning with one of those police officers, thank you for joining us. Police say that it has essentially helped save 12 peoples lives in 2015. That is correct. It is a remarkable drug. Basically, because it is so simple to use. It is easy to teach recruits and our officers. And, it doesnt take much to administer. Talk me through how it works. It comes in a little kid, a first aid kit, and whenever we respond to a call, a lot of times they will let us know that is a drug overdose. And they will try to get information if it is opiate, herrmann, self wean all ready that this is some type of opiate we need to take this with us. So, we take it with us. And it and with it comes a box, and basically, the instrument to charge it is there. And then, a nose spray that you attach. So, you have to uncap the yellow caps. There you go. You screw this and in. While you are doing that, can you answer it before you get to the scene before medics to . A lot of times we are the first ones to respond. They are tied up going from call to call. And, it could be minutes that pass by. And when our First Responder show up, we are going to look at the person and evaluate them. And, ive a gurgling, are of a snoring . Are they falling under what we called a respiratory depression, where their heart rate is going really slow . And, when we see the signs, then that is when it is time to administer this. So what we do, as we just gruden, you would charge it, and the liquid inside of the bio, you would fill up to the nose, put half of it on one side, half of it on the other and within seconds its come back. How many stations are using this court it is in every first aid kit. Everyone. Yes, and we are looking into finding an easier method which is this version. All you have to do is carry it and then compress the button underneath and you are done. I did a story in the spring in regards to it. And, in 2010 according to the Health Department they had 62 by standard reversals using it. And in 2015 they had 599. That doesnt include the paramedics. So, do you think this is something that should be in the hands of officers but not necessarily us or people on the street . Like going out on saturday night. You need to be trained on it. We want to make sure that you administer it properly. There is no harm in giving it to someone. Say that it wasnt in opiate nothing will happen. But either way, again, you want to make sure that you go through the training. But again, one of the biggest things that we are facing is this. And especially heroin users are cutting up that inside of the herrmann. And they think that heroine. And they think they are taking a normal dose. And what are the trends in San Francisco, when it comes to using you see it in the tenderloin what neighborhoods . Typically, its mostly in the tenderloin, downtown area. You get people who will purchase the heroine and they take a normal dose thinking it is normal. Well, the other dog is 100 times stronger. For me ask you about this. What about the critics who say that it enables alex and essentially perpetuate the cycle of addiction. You know, were not going after the enduser. The guy or woman that is using this thats not the problem. It is the person selling the drugs. Those are the people that we want to focus on. The people that are using this need help. They are victims. We want to put them in an institution or a program so that they can get the help that they need and oftentimes thats help with housing, economics, family life. Oneshot brings you back on the sidewalk but it doesnt solve your problems. Right. But this does make a big difference when we are talking about atkins or minutes. You could potentially save this persons life. Talk about hours or minutes. You could potentially save someones life. Have you utilized it . I have not personally. Yes, and they were still trying to get that. Is it out of the city budget . How to pay for quick the department of health was kind enough to give us this. We are looking for other alternative methods which is cheaper and easier and more compact. Because each one of these packages we have to how much does this run . Probably 150. And, do you think that legalizing marijuana for Recreational Use would have an impact on public safety. The father reported that he hit his mother stabbed her brother, and has been radicalized during trips to pakistan and afghanistan. This is the age that we lived in. And right when you enter in there is usually a big wall fire here that we hit and, obviously, all this making sure that our gear is on. And from here, it simulates that kitchen fire. All right. Yes. So there we have a kitchen fire. And then, make our way back this way. And, just so you know they just put hoses and here and knocked it down. Exactly. So now we have is the staircase which is where we will make entrance and advance that hose up. Thats reporter and what is the goal here . And he acknowledges that she is a good mom but he says he is a good dab and she has no right to deny him the right to parent their kids. In her filing she says its shes doing it for the health of the family. I cant think of them who have made a better public show of being very involved parents. And always being with their kids. Think thats what comes as a surprise. I will tell you, that i know people who are around them all the time. And, i havent really had a discussion with them recently about it. But over the years, what i was told everybody, was that they are incredible parents. And, that they are not only involved with the kids, but their wives their lives revolve around the kids. And, that on weekends, all of the helpless, and it was just them, and there it was all over the house. And, it was only about the children. So by all accounts, thats true. And she says something changed her. And things do change, but brad is saying its not true. Do you have an idea of the living situation meaning, where that right now . Did he move out of the house . Whats going on there . I dont know. I can tell you, but this all happened very quickly. She says, in those documents that they separated only by thursday. And, on friday she went to see her lawyer and on monday, she filed divorce papers. So this is very fresh. Literally a matter of days. What is likely to happen. Unless she can prove, that these allegations are true, is he likely to get joint custody . Do even know . Well, judges favor joint custody unless there is a real substantial risk. So, he has that going for him. And in terms of evidence, this is never going to go to trial. Because, they do not want to damage the kids. They dont to get them in the middle of illegal war. Ktvu just learned that the city of oakland has agreed to pay 1. 2 million to settle a lawsuit over the fatal involved shooting of a man on a freeway off ramp.
