Mike, warmup to the 9. We have a lot of news this morning. We are getting a better idea of that devastation caused by the clayton fire in lake county. Calfire says more than 100 homes have been destroyed in the fire. And 3,000 acres have burned. It is just 5 contained. Thousands of people have had to evacuate from their homes. About 1,000 firefighters are now trying to get that fire under control. The fire started saturday night off highway 29 in Clayton Creek road. Ktvus alex savidge has been in lake county all morning and he is about to show us some of the areas affected. Alex. Reporter yeah, hey, good morning to you guys. Just scenes of destruction everywhere you look here in downtown lower lake. And this is one of those scenes behind us here. This is the original firehouse here in town, and you can see this is the plaque. Thats all thats left. It says historic lower lake firehouse. You see the building gutted by this fire as it blew through this area late yesterday. Thats just one of many buildings, businesses, and homes destroyed by the clayton fire. This fire, you can see the destruction that was done in the neighborhoods as well as we kind of swing around here. What you are looking at here is lake street, and you can see home after home leveled by the fire. You also have pg e crews. They are busy trying to get power restored and get some of these damaged power poles back up and running. A lot of destruction everywhere you look here in town. Let me show you some video of this fire from yesterday when it really exploded in size late in the day. It was driven by those strong afternoon winds, and it took off here forcing thousands of people to evacuate lower lake. The fire blew through here. Again it destroyed, by calfires estimate, at least 175 homes. Likely many more than that. The good news is at this point it doesnt sound like anyone was hurt. Sounds like everyone was able to get out safely. We got an update earlier this morning from the spokesperson for calfire, lieutenant doug pittman. Here is how he described the fire. It is obvious that the fire activity that we witnessed here yesterday was nothing less than ferocious. This fire literally came through this town like a wave of water. Instead, it was a wave of fire that devastated a number of businesses, local homes, residents, and so forth. Reporter and the latest estimate from calfire is that this fire burned about 3,000 or so acres. But that number is expected to rise here as they do some more assessments through the day. Right now the fire still is actively burning. Kind of north and east of where we are here in the general direction of clearlake. The town of clearlake. Its not close to that town. At least as of right now. So no evacuation orders for that area. But still evacuation orders in place for the town of lower lake. They will be remain in place for quite some time, especially given the scenes you see around town. Its a dangerous situation. So people are staying at those three shelters in this area for the time being, and really, you guys, at this point all eyes are on the weather because this fire is still burning, but not burning at the same rate it was late in the day yesterday. But they are expecting winds to pick up here later on this afternoon. So that is of great concern to fire crews on the front lines. All right. Alex savidge live there in lake county. Alex, thank you. Joining us on the phone this morning is calfire spokesman daniel burlant. If you are in lake county, is there anything that you are telling residents other than those evacuated to do . Is it still is there still time to clear a Defensible Space for people outside the fire zone . You know, its too late if you dont have that Defensible Space. Right now we want you to be on high alert, especially those residents around the general part of this fire that are not evacuated. Be ready to evacuate. Now is the time to ensure that you have everything packed and ready to go so that if the wind does shift, if the fire does pick up in speed, and we do have to have you leave, you can evacuate early. Now that you are back out there closer to the fire lines, we have been talking to you all morning, do you have an update for us . I know you had said earlier more than 100 homes destroyed, and certainly hundreds more could be threatened. Whats the latest . We continue to do a Damage Assessment of what exactly was destroyed, how many. We do estimate, as alex mentioned earlier, 175 structures. That includes homes and commercial buildings. That number could go up though as we continue to assess the destruction. Of biggest concern is if the fire does pick up in activity, we could see possibly more destruction. So we are fighting hard against that. We have a lot of firefighters from across the region who last night battled this fire. It has been a very difficult firefight. The temperatures, the conditions just not working in our favor. Were talking about yesterday. I want to ask you to go back to saturday, daniel, if you could, on the initial call. What exactly was it . How big was it when crews first got there . Was there an adequate number of resources put on this fire on that initial call . The fire started just before 5 00 on saturday. We sent a large response. We have had a number of fires through lake county already this year. So we have been on high alert ourself. In fact, we had additional staffing going into this weekend because we knew the fire conditions were going to be elevated. So we responded to the fire. It was about five acres. It was very fast moving. It was in the grasslands. There were homes. All off this occur just south much of lower lake. So this was an area unburned, untouched by those three fires earlier. Conditions are continuing to be dry. So we continue to bring in additional resources. Quickly our commanders knew this fire was going to grow very large and very quickly. They asked a lot of additional firefighters. A lot of additional equipment and air tankers. We hit it hard all night long. We slowed the fire down quite a bit. In fact, by nightfall we were at around 20 containment. Thats when the winds started to shift. That night the fire made a run on us. Thats what occurred yesterday afternoon. The wind shifted while the fire had been burning east. It pushed north. Went right into lower lake. Thats what shows the challenge, is the unpredictability of it. Before we let you go, daniel, its 175 structures at the latest update. I imagine that maching. You are heading up to get us perhaps an updated money . Yeah. Our firefighters, we are assessing the damage and size of the fire. Still 3,000 acres. It didnt grow much in size last night. But as we do a better view here in the morning, even in the sunlight, the number could increase. Again, we are hoping that that number does not. But there is that chance that more homes were destroyed that we havent been able to to make access to. Daniel, thank you. And we will be following this be, obviously, all day. Gosh, just heartbreaking to see that neighborhood where alex is standing. Well, as the search continues for a new police chief in San Francisco, five Community Meetings have been scheduled so San Francisco police can get public input. Now, the first meeting is being held tonight 6 00 at the Alex Pitcher Community Room on oakdale avenue. Two more meetings set for wednesday and thursday. The Commission Wants to hear what quality people are looking for in a police chief. Then the commission will receive a summary of the information next month before any potential candidates are interviewed. Joining us this morning is San Francisco Police Commissioner dr. Joel marshall. Dr. Marshall, with this environment that we have had in the United States for the last year, maybe year and a half, is this becoming on a even more important job to choose the right chief . Definitely. You just saw what happened in milwaukee. Even in San Francisco, we have had challenges. Not just on the national scene. Its happening in the city of San Francisco. So we move quickly at the Police Commission to put some reform measures in. Thats our goal, to continue that thrust. So the person were looking for, you know, is somebody that continues the reforms that we put in place so far and wants to continue to put . And the meetings that you are holding i would imagine if you involve the community, hopefully that will foster a better relationship between the department and the community . The community is not shy about that when it comes to policing in the city. And we look forward to this. They will be informal. They will last a couple of hours and we will get as much input as we can in the selection process. How many people do you expect . Well, this is my third time. A lot. I think its a national search. So its open until the are you talking about the search or the people the people that show up. Oh, a lot. You know, we have five meetings scheduled. We have different commissioners at each one. I think we will have a Healthy Group of San Franciscoans and probably people from other places showing up. Toney chaplin said he wants the job. Mayor lee told our dave clark last week he has support behind chaplin. Do you support chaplin . Why are we having these meetings . If everyone is supporting chaplin, just give him the job . You have to have a process. I think he is doing great. He stepped into a very difficult situation with chief suhr leaving. You know, he has done well. We havent had an incident. We have had situations that have resolved without use of lethal force. This whole time that we are putting in there, crisis intervention and hostage negotiation, i mean, its happened. But we got to go through the selection process. I am glad his hat is in the ring. We will see what happened. Dr. Marshall, this Police Commission that you have, oakland is trying to start a Police Commission. Do you have any advice . You have been on the San Francisco commission for a while. What is something you would tell them . How do we get this off the ground . Whats important . Talk to the mayor, i am going to talk to the mayor about what were doing in the city of San Francisco. I think the Police Commission is great. I think the way it operates, the influence, the policy decisions we have. We do discipline. It may not i think every city in the country should have some hybrid of a civilian Police Commission like we do. Are you hearing any as you are asking for input, have you heard a couple of characteristics that are sort of overwhelming in what people want in a police chief . You know, San Francisco is a very diverse city. Diversity comes up a lot. Continuing reforms. The debate whether the candidate should come from the inside or the outside. We have had both in recent years. You know, for me i just want a good candidate. I want somebody who is really good, going to continue the way we have been moving in the last few months. Before we let you go, have you had any feedback in regards to the body cameras going through the trial process in the city . I think there are 60 of them out there. We had an update as of the last Police Commission. The officers are being trained. We had a pilot group. Its going to be rolled out. The training is through station to station to station. Pretty soon, i dont know how long it will take did you the feedback has been well, you know, anything thats new for place, you know, they got to get for police, you know, they got to get used to it. Its the wave of the future. We have had good feedback. You got to work the bugs out. Everybody, citizens and police, are looking forward to the body cameras being on officer. Dr. Joe marshall, thank you for joining us. Thank you for coming. Thank you. And on ktvu. Com we have posted a complete list of the Community Meetings with dates, times, and locations. You will find the information in the web links section under the mornings on 2 tab. Next on mornings on 2 the 9, another night of violent protests in milwaukee over the Deadly Police shooting of an africanamerican man. Up next a live report on the situation and how wisconsins governor is now responding. Honey, is the internet back yet . Yes i need to let her know that i like this i like, like, like, like. I havent seen a movie based on a comic book in so long. I know. Were over here internet people get high Speed Internet from at t. With over 99 reliability. At an everyday price with no extra monthly fees. Keep calm, you internets on. Welcome back to mornings on 2 the 9. We want to check in live on the stock market this morning. The dow jones has held steady pretty much all morning. Kind of been a quiet period before we get into the Quarterly Earnings reports that will flood in. The dow up almost a half of a percent. Up 80 points. About the same for the nasdaq and the s p 500 at this point. The nasdaq surging ahead a little bit more. Almost threequarters of a percent. All right. Things seem to be calming down in milwaukee following two nights of often violent protests. This follows the Police Shooting of a Young African american man who police say was armed with a gun. Reporter caroline shively, you have been there all morning. Showing us a lot of damage. Talk about the security measures they are putting place. Reporter police are everywhere. They have been behind us. When we arrived at 1 30 this morning, dozens of Police Officers dressed in their riot gear with shields. The reason for that was just at the intersection to my left, an 18yearold suffered a serious shot. He had to be evacuated in an armored vehicle. There were so many protesters here. Nothing like what we saw earlier. This bp station had the worst of it. It was destroyed along with several other buildings saturday night. At least one person shot as several dozen demonstrators converged on an area where 23 yearold Sylville Smith was killed. Even after officials said smith had a gun in his hand and refused orders to drop it, they protested. It was better last night. Not good enough for me. I wont be happy until the rioters crawl back into their hole. Reporter the Justice Department says its working with the department on making changes. Some say that approach doesnt go far enough. No one can deny the fact that there is problems. Racial problems here in milwaukee, wisconsin, that have to be closely not examined, but rectified. Reporter its not clear how long it will take the Milwaukee Police to regain the trust of the citys africanamerican community. Meantime, the cleanup continues with Community Leaders telling protesters more violence wont solve the problem. I understand the frustration. But this is not the way to let it out. I understand the anger, but this is not the way to let it out. Reporter officials arent identifying the Police Officer who was involved in this shooting, but do say he is africanamerican. Back to you. All right. For more on some of the local headlines we have been working on, lets go to dave clark in the newsroom. Thank you. Here are some of the top stories we are following. Oakland Police Searching for whoever shot and killed two men outside of a Birthday Party over the weekend. It happened yesterday morning just before 1 00 outside of an art gallery near 15th and harrison. Investigators say an argument started inside the gallery, then spilled outside. The news website berkeley side reports one of the two men killed was 22yearold Terrence Mack who graduated from Berkeley High school in 2011. A third man was wounded. So far no arrests have been made. Meantime, a muni bus driver says a man beat her up while she was on her route saturday morning. The driver says it happened as she drove a 30 stockton bus on 3rd street. Dispatchers had called her, told her to bring her bus in for repairs. While moving the muni wires so she could change directions, she says a car drove by, a man got out. She says he put his hands on her and she fought back. Now, a witness took away the mans keys so he couldnt get away. Police are investigating that incident. Also in San Francisco crews are going to check the condition of trees in Washington Square park where a woman was seriously hurt when a tree limb broke off and fell on her. Investigators say she was watching her two kids friday afternoon when a tree limb weighing about 100 pounds broke off and fill on her. She was in Critical Condition as she was rushed to the hospital. City Officials Say the drought doesnt appear to be a factor in what happened and the tree was trimmed and pruned four years ago. Investigators are look into whether wind gusts that day may have made the tree limb fall. Those are just some of your Morning Headlines from our newsroom. Mike, pam, and sal, i will send it back to you. Thanks. Coming up on mornings on 2 the 9, heading back to work. Coming up, the deal reached between Court Workers and Santa Clara County superior court that has workers back on the job after eight days on strike . This past june the white house began hosting a series of briefings with local Law Enforcement agencies across the country. Yeah. The purpose was to share ideas about 21st Century Police to go help Police Officers and the community strengthen their relationship. Recently Emeryville Police chief Jennifer Tejada returned from one of those briefings. Chief Jennifer Tejada joins us this morning. Is there anything that you took away, the big takeaway from those meetings at the white house . I think well, thank you for having me here. Sure. There were a couple of takeaways from this meeting that i attended. One is that the meeting was attended by, in my session, 40 people from through the United States. 40 executives in Law Enforcement and two from california. One from Southern California and myself. The takeaway for me from the discussions about the implementation of the recommendations in the Task Force Report is that california is actually very far ahead and progressive in its implementation and practices of those recommendations. The second take away is there was a segment by dr. Bryant marks, and he is an advisor to the president , and he did a segment on implicit bias and how training we have got to incorporate that into our training of our Law Enforcement personnel, both sworn and professional, and that we really need to understand that from to perspective of not just what we bring to the table that we might be unaware of, that kind of creates our decisions, helps us with our Decision Making or actions, but its also about officer safety. It was a important discussion. So the importance of, you know, distinguishing between explicit bias and implicit bias and how we have to continuously improve what we do in our service to our communities. What are you doing i mean, certainly youre, you know, a smaller city versus San Francisco and oakland. What are you doing to try to strengthen that relationship specifically . There are so many in the community who have this blanket, oh my gosh, Police Officers are bad and dangerous. Right. So its you know, its a daily challenge. We have got to come to work every day and think, how can we serve our communities better . What is it that were going to do today thats better than what we did yesterday . What are we listening to . What are we hearing . So at Emeryville Police department, while it is a small agency, we are Public Servants serving that community. Its a Residential Community with about 11,000 people. We explode to 40,000 on a daily basis and we have a lot of complexity in that community. So weve done things since i have been there, we are doing policy review. We do it through our Public Safety committee, which is made up of City Council Members and the community can come in. We are doing training. We are meeting our training mandates. We are doing force options training, which is that split second decision that officers have to make, but we invited city council to come in, inviting community to do that. The community can see what we do and how we do it and what the challenges are and be more educated. The other thing we did is we just hosted a class on fair and impartial policing, which is all about implicit bias. We had 40 people in attendance from all over the United States in our class. We have four trainers at Emeryville Police department in implicit bias training. Lit me stop you there. Despite all that training, it seems like were seeing in milwaukee, we have a live report there a few minutes ago, and the reporter mentioned there was no timeline on regaining the trust between police and the africanamerican community. That relationship actually, i want to get your reaction when you see these scenes. But is that relationship key to the success, obviously . Yeah. Relationship to the community is key. Departments needs to be a part of the fabric of the community. We are the community, you know . So when i see Something Like what happened in milwaukee, anytime somebodys life is lost, its a tragic event. Its tragic for the family. Its tragic for the department. And i cant comment on it because i wasnt there. So i dont know the circumstances. What i do know is that violence is not the answer to reaching where we need to be with our communities. We have got to find ways to come together. Not be divisive, but come together on these issues. Create opportunity for dialogue. Open the doors to our communities to come in and see who we are, what we do, why we do what we do, and then listen to the communitys expectations of service. Really important. All right. Thank you very much. First time at the white house . First time. Yeah. Okay, thank you for sharing your experience. Thank you. My pleasure. We asked the question in response to the fire burning in lake county in regards to preparation at home, do you have a plan to get out if a fire were to come into your neighborhood . What is that plan . Sal, what are you seeing out there . Jennifer wrote, yes, backpack on top of the safe for important stuff. Emergency clothes. Pictures. And she says, i backed up all my pics to the cloud years ago so you dont have to grab the pictures now. They are in the cloud. And another one, we had a fire a year ago. The business in back of our house. I have been packed and ready ever since then. I have some vegetation around myself. I am not packed and havent thought about it until we asked about this morning. You said keep gas in your tank. Yes. I had a quarter this morning when i left the house. And you came into a gas station that was closed. Obviously, if the power is out, which we have found up in the fire area, if we have an earthquake, you cannot fill up your car. I heard from a lot of people on my Facebook Page as well. It started saturday night off highway 29 in Clayton Creek road. 3,000 acres have burned and it is 5 contained last check. Thousands of people have evacuated. Right now they are staying in several shelters. Strong winds fueled the fire yesterday. But the winds have since calmed down this morning. And st. Helena hospital in clearlake has been evacuated because of the fire. Hospital patients were moved to Sutter Lakeside Hospital in lakeport. Ambulances were called in to help transport the patients. Just as we are getting back to school, several schools up there in lake county are also closed today. That includes lower lake high school, lower lake elementary, konocti education center, burns valley elementary, and eastlake elementary. The clayton fire is burning in a region that has been hard hit by fires in recent years. As can you see from a map we are going to pull up, it is burning near where the rocky fire broke out last year on june 29. That burned 70,000 acres and destroyed 43 homes. 53 out buildings before that merged with the jerusalem fire. The cause of that fire was determined to be a faulty gas powered water heater. Then weeks later the valley fire broke out as well. Before it was fully contained, that valley fire burned more than 76,000 acres. It killed four people. It destroyed nearly 2,000 buildings. At least half of those homes, according to calfire, it was the third worst fire in state history based on the number of structures that burned last week. Calfire announced that faulty wiring of a hot tub installation was the cause of that fire. They still say too early to tell on the cause of this current fire. But certainly we will be getting more of that. One of the big factors is the humidity in the area. Steve, what is it looking like . Humidity is low. The temperature is getting hot quick. I think the clayton fire has reached the burn scar, some of it, of the rocky. Okay. They are merging . Which maybe creates a fire break . Well, it might. But, i mean, they need cooler weather. Thats not going to happen. Its going to be in the 90s. The wind tailed off. There wasnt a breath of any breeze. Yesterday there was a quick roar and that sent that fire going. It is picking up out of the east. Thats not good. It looks like it will be in the 90s again. Maybe they will get a little westsouthwest a little later. We have a westsouthwest and a big fog bank. It doesnt make it up to lake county. Cooler for us here. We could get a warmup here. Firefighters might get a break today. Looks cooler by the end of the week. Thank you, steve. Santa clara county Court Workers are back on the job after eight days on the picket lines. More than 300 clerks, janitors, and mediators walked off the job on august 3rd. Yesterday, though, the voters the workers voted, that is, overwhelmingly to approve a new contract. It does include a pay raise. Court operations wont go back completely to normal immediately because of the backlog now of the work that needs to be completed. The superior court issued a statement following the approval yesterday saying, quote, we are pleased that a mutually agreeable resolution has been achieved. The court is eager to move Forward Together and welcomes the returning of employees tomorrow and the resuming of our regular operations. Coincidently, on the same day Court Employees are going back to work, a new 208 million courthouse is opening up in downtown san jose. The Family Justice Center consolidates several courts and many social agencies under one roof. The union had protested saying if there was enough for that construction, they could afford to give them enough in pay. The court says consolidating the courts will save the county 30 million in the long term. If you traveled order stayed in a hotel in the last year, your personal information may have been compromised. Hotels say they were targeted by hackers. The hotels say the hackers were using malware to collect names and credit card information from 20 locations. Investigators say the hacks date back as far as march of last year. Kids are heading back to school and hundreds have already been sent home because they showed up on the first day without proof of vaccination. We have been talking about that new law that is in place. The School District in folsom and Rancho Cordova says 145 kindergarten and seventh grade students were sent home last week because they did not have their immunization records. In elk grove, 133 students were sent home. Immunizations have been required in california schools since 1962. However, a law approved last year requires children entering daycare, and kindergarten to check off that box. Not comply with the law. The bill was introduced after a Measles Outbreak tied to the case in disneyland. That was part of sort of the fight for that. Speaking of back to school, today is the first day of school in San Francisco. A lot of new students are showing up. Yeah. Going back to school a reminder for all of us to be extra careful as the kids are on the road. Christine has more on that. Reporter hey, guys. Good morning. You know, police here in San Francisco want to make sure that kids get from point a to point b whether they are walking, biking or driving here to school with their families. We are at monroe elementary in the excelsior. Across the street here there are cars parked on that area. Its a no parking zone. Its the white zone. Its only supposed to be for loading. Well, parents are already parked there this morning. That created some confusion for parents dropping off kids. Also people who were walking with their kids to school in the crosswalks. So far things ran somewhat smoothly here, but this is all part of the back to school process. Thats why the San Francisco Police Department is teaming up with the chp, muni, and the San Francisco Health Department to remind drivers to slow down and Pay Attention to traffic safety. Police officers are going to be out here all week conducting Traffic Enforcement making sure that motorists are looking for families and children walking near schools. Also making sure that those drivers are not speeding or running red lights and stop signs, among other traffic violations. We did speak with a number of parents this morning. They said it was very chaotic, as it should be on the first day of school. Traffic safety really should have some more awareness. Like we love to walk, but we tried to get a stop sign in a while back just because it was such an unsafe crossing, and the city wouldnt do that. Every day when were walking its like, if a car goes, almost hits my kids on the way. I think that the Pedestrian Safety is a serious issue. The crossing guard helps. But the double parking, the stopping and dropping off kids midway in the street, its you have to pay very close attention. Reporter and those mothers were happy to hear that San Francisco Police Officers are out here conducting some Traffic Enforcement. Acting police chief Toney Chaplin says it is part of the Vision Zero Initiative to end traffic deaths . San francisco. Officers will be stationed at Public Schools through this week at or near locations that are considered high injury corridors. This was one of them. We saw Police Officers patrolling around this neighborhood within the last hour or two as school was getting underway. Keep that in mind this week as kids head back to school. Slow down. Take it slow. Of course, watch out for Young Children who are prone to injuries, especially in crosswalks as they go back to class. Get off the cell phones out there. Thank you. Following another big story out of San Francisco. Ktvus Tara Moriarty joining us live outside the hall of justice at our bureau. We understand San Francisco pd launching a new type of Campaign Today . Reporter thats right. Good morning. Its called we are sfpd. The goal is for people to get to know the officers behind the badges. It hit social media platforms today. I joined this field to try to help people. I have a big passion for helping people. Treat every person that you talk to as if it was your loved one. Your sister or mother. Reporter the clips will hit facebook and twitter today. They are sharing stories of background and what led them to become members of the department. The hope is to bridge the gap between police and communities of color and encourage minorities to join the force. Right now everyone has this feeling that were some type of robots or we dont have feelings. When you see the clips of the diverse backgrounds, you will see we are ordinary people. Reporter the interviews with police were done as part of the not on my watch campaign which kicked off in january. The videos include a link at the end for those interested in applying for a career in Law Enforcement. Sending it back to you guys. I want to mention one thing, however. Cristina was talking about the back to school and all of that. I had a chance to talk to police last week. Guess who the number one offenders are . The number one types of people, what they are driving that are the most, like, distracted drivers. Can you give sort of a guess . Taxi. Working moms. Reporter its moms and dads who drive suvs. And i said, why is that . They said not only are they distracted with the kids in the car, but they are up higher. When they pum pull up to the crosswalk, they cant see those little kids. That is interesting. I have been a witness to that where people just kind of jump out from the corner of your eyesight. Thats a good thing to mention. Reporter thats why we drive minivans, pam. Dont tell anyone that. Dont tell anyone that. Thank you, tara.
