Department. Ktvu fox 2s alex savidge joining us live. Reporter in the last few minutes i had a chance to talk with police chief greg suhr amid all of the calls, the ongoing calls for his resignation. He tells me he is not planning to leave his post. He says he has too much work to do to implement forms in the department. I will show you where that meeting took place. It was at the manor coffee shop in the west portal neighbor. This meeting was not called to address police reform, but that was a topic discussed here. The mayor was on hand with the police chief to talk with neighbors in this area. Protesters have called repeatedly over the past couple of months for the chief to step down. They are angry over several Controversial Police shootings in this city, and also that racist text messaging scandal. Now four San Francisco supervisors are calling for police chief greg suhr to be replaced. He told me he is not stepping down. Reporter how safe do you feel your job is . As long as i am chief of police, i have a lot to do and i am going to be about doing it. I dont have any intention to step down. I have a lot of work before me keeping the city safe, supporting the officers and doing a hard task nationally for cops right now with the scrutiny we are under. We are hoping to get body cameras by years end. There is a lot of technology. A lot of asks in the way we want the officers to rethink things and reengineer things. Reporter and in response to the calls for his resignation, police chief greg suhr pointed out he is implementing a series of reforms within the department focused on de escalation tactics. The mayor repeated once again this morning he has no intention of firing the police chief. Those reforms are now underway. And under San Francisco rules, by the way, only the mayor and the Police Commission can fire the chief. But again the chief has the backing of the mayor. Again the chief says that he doesnt plan to stay does intend to stay on here. He says there is a lot of work to do in the city. All right. Alex savidge live there in west portal. Thank you very much for that report. There is an update to a story of three Oakland Police officers who are accused of having sex with a girl who may have been underage. The Police Department tells ktvu that one of the officers is also under criminal investigation. The officers are on administrative leave. The girl is the daughter of a civilian employee within the Police Department. Investigators are still trying to confirm if the girl was a minor at the time. Men and women of this Department Work very hard to build relationships with our community of trust and enforcing the laws. We take any allegations of misconduct with any of our employees very seriously. The Police Departments internal affairs unit is looking into the allegations. The investigation began after an oakland officer committed suicide last fall. Now to new developments on a story we have been covering through mornings on 2 since 4 a. M. The chp is investigating another shooting on interstate 80. This happened just last night near highway 4 in hercules. Investigators say the driver of a black Nissan Altima crashed into the Center Divide after being hit by gunfire from a passing car. The victim was treated for Bullet Wounds to his leg. No one else was hurt. The shooter was inside a white sedan. Police dont know if this freeway shooting is in any way connected to other shootings on interstate 80. There is a debate over how to make ocean beach safer for the visitors who come there. The debate was sparked by recent drownings, most recently last month three 17yearolds were swept out to sea. City leaders are discussing whether to hire lifeguards to patrol the beach even though its not a designated place to swim. But there are critics, including the National Parks service, who say adding lifeguards may just encourage more people to enter the water. Well, if you think that traffic has gotten worse in the bay area, its not your imagination. It actually has. We went behind the scenes to caltrans to find some data, and heres what i found. Reporter its 5 30 in the morning and i am hitting the roads. I purposely drove on bay area roads during the morning commute trying to find slow traffic, and it didnt take me long. As far as commutes go, early before sunrise used to be considered the middle of the night. Now it looks like this on interstate 80 in richmond. Looks like i am going zero miles an hour. Well, the speedometer is not registering anything. And like this at the bay bridge toll plaza. Im probably going like two miles an hour this morning the drive from the carquinez bridge took me 24 minutes to bay bridge toll plaza and another 27 to get on the bridge. Remember we started at 5 30. It can take twice as long an hour later. It seems every driver has noticed traffic everywhere in the bay area is getting worse. A lot worse. Its terrible. Its terrible. The traffic to me is hard to get out of San Francisco. Its hard to come into San Francisco. Even on the weekends you have to leave at least 8 00 in the morning to get out and beat the traffic. I commute down to san mateo a lot and often times when i first moved here three years ago it took me maybe like 30, 40 minutes. Now its taking an hour. Its been a struggle. Some days its horrible. Weekends better, but during the business day its really hard. Reporter the metropolitan Transportation Commission keeps track of Traffic Volume and also watches usage of transit systems in the bay area like bart and caltrain. It says traffic is indeed significantly busier. Its absolutely true. Reporter it points to bridge crossings, which they say are a good indicator of overall bay area Traffic Volume. We can get real precise data at very specific times. Reporter mtc predicts more than 4 million vehicles will cross the bay bridge this year. And even though that number has climbed over the last few years, the bay bridge hasnt seen the biggest increases. More people are actually avoiding it, opting for other routes instead. Since 2010, the Richmond Bridge has seen a 20 jump in volume with 1. 2 million crossings forecast for 2016. And the san mateo bridge has had a whopping 26 spike in crossings with 1. 6 million crossings estimated for this year. In fact, every bridge in the bay area has seen more volume in the last six years. Its a rel simple explanation. Its jobs. Its the economy. And thats why you lack at 2010 and sort of the bottom of the recession going through the subsequent years. We have just got more people on the roads. More people working. More work going on. And you see this not only on the highways. You see it on bart. You see he it on caltrain. Reporter there is a whoa of time after the morning commute before the afternoon commute when the roads are relatively clear and you can get things done. Say you want to hop into San Francisco from oakland and get in and get out before the traffic gets bad. Well, that window is still there, but its closing. Thats because the mtc said in addition to traffic being heavier, commute times are changing. It says the morning and afternoon commutes start earlier and last longer. The only good news, mtc says this year the increase in traffic seems to be leveling off. Some commuters may have had enough of driving and may be finding another way to get around. And another thing we found is that more and more People Living farther and farther away. People are living out in tracy and stockton. Right, right. Where, you know, years ago this would have been ridiculous. I live in stockton and i drive to san jose . That was foolish. I grew up in livermore. Nobody worked in the city. These days youre living in tracy and commuting to silicone valley. Right. Thats whats going on. So, yeah, definitely its not your imagination. You got to test out what you talk about every morning for decades. I had a feeling, but it was good to get the numbers. I see the richmond and san rafael bridge that you talked about. I feel for the commuters going west. I am kind of going the opposite direction. It keeps going farther and farther back on 580. Right. Its flipped in the evening commute. One of the transit planners said people who live in marin cannot afford to work there. Our fox 2 news app has live traffic conditions to get you around traffic backups. From downtown San Francisco to the great highway, bakersfield bay to breakers  began in 1912. It is now a day of costumes, color, and celebration. The run kicks off sunday morning. An expo is being held in a couple of hours. This morning we are joined live with race director chris holmes. Chris, good morning. Hey, good morning, guys. Lets talk about kind of sal mentioned it about the costumes. A bay area native, i dont know the history. When did the costumes kind of start getting into the race . Well, you know, our earliest recollection that we can find of costumes is in the 1940s. There was a gentleman that dressed up as comic book character at the time called captain kid. We dont get much beyond that in the next few decades. It picked up in the 70s and 80s. What about the throwing of the tortillas . When did it start . How did that start . You know, that is one of the beautiful bay to breakers traditions that no one really truly knows the origin of it. Its something that organically occurs every year. People love it. So i wanted to ask you. The rules are, they say, basically no alcohol, no nudity, no drugs, obviously. No nudity . So what happened in the past is people are fully dressed when they start, but then they start running a little bit and shed their clothes. How do you enforce no nudity . Well, you know, to be honest with you, thats something that we dont have a part in. Thats an ordinance thats put on by the city of San Francisco. We dont really have the authority to be enforcing that. Thats something that we leave to sfpd. Because i know when those rules come out a lot of people say thats the fun of it. Youre killing the spirit of it. I mean, it sounds like youre saying you like the race as it is. It might be city leaders who are saying, no, no, no, lets not do these certain things . No. We want to be able to have fun with everyone coming out to the race. We want to keep the spirit there in San Francisco. We work closely with the city officials to make sure that its safe for everyone but still a fun event. Lets talk about participation. I mean, have you you guys have been on board the last few years. Have the numbers decreased . Where are they at today . No. We are continuing to trend up, which is fantastic. We are going to have our registration open here at pier 35 today and tomorrow. You still have time to register. But those numbers continue to climb each year. People are seeing the value of registering. You get a great under armour t shirt. A lot of fun things that come along with registering for the race. Chris s it you and your organization that handles the getting back of people to the starting line . Because my sisterinlaw says the line for the buses is so long, she just runs the race in reverse to get back where she started. You know, a lot of people have different ways of getting around on race day. We try to provide a lot of different transportation options. We work closely with sfmta and muni and we also have our private shuttles, which are powered by bowers transportation. Do you get a chance to run the race yourself . You know, i am out there with a radio trying to keep everything moving forward. I would love to be out there on the ground. I get to watch the fun from the sidelines. Still in arrests after an deadly overnight stabbing that happened in san jose. Around midnight there was a fight in the parking lot of the lakbana restaurant on story road. A man was stabbed in the neck, but somehow made it into the restaurant. Thats where he died. Police are now checking security cameras at nearby businesses looking for possible clues and evidence. It was san joses 18th homicide of the year. Last year at this time there were eight. Well, today governor jerry brown will announce his revised budget plan as the states Tax Collections fell 1 billion short of projections. The recent stock market slump is partly to blame. That huge shortfall comes primarily from capital gains. The taxes you pay after you sell a stock. Now, state lawmakers, they are asking for millions of dollars in funding for programs like healthcare, child care, and road repairs, but we anticipate the governors message today will be that its time to put the brakes on spending. Security very tight at San Franciscos city hall. A lot tighter because of recent demonstrations against San Francisco police chief greg suhr. Now, last friday 33 people were arrested at a city hall protest. There was more than 20,000 damage caused out there. The examiner reports that among the new security measures, anyone going into city hall after 5 p. M. , they have to tell sheriffs deputies where theyre going. To begin allowing transgender students to use the bathroom of their choice or the districts could face major consequences. The the letter says schools must allow transgender students to use facilities that match their chosen gender identity. Jorn general Loretta Lynch calls transgender access a civil rights issue. We see you. We stand with you and we will do everything we can to protect you going forward. The decree does not have the force of law, but there is a threat schools could lose federal aid if they dont accommodate transgender students according to these guidelines. Search teams probing the waters of the everglades have found the engines of a dc9 that crashed this weekend killing all 109 people on board. Crash investigators say that value jet dc9 may have been on fire and they added the plane might have blown up. Investigators also say it appears hazardous cargo was aboard the jet illegally. 50 to 60 oxygen generators were in the cargo hold just beneath first class. I thought i could somehow think of what the families were going through. I was wrong. I couldnt. Next month russian voters will decide what might seem unthinkable, whether to elect a communist president. I am in moscow where the communists are marching and hoping to win the election. But someone in the crowd who spoke english did not agree. That does not mean civil war. We are for peace. Reporter a selfmade billionaire. He is challenging the two top parties of boris yeltsin. He tack me to his bedroom and pulled a pillow open and he had a gun underneath his pillow in his bedroom. It was tough living in moscow back then. Brian, 20 years later, have you been back to moscow . I withish i had been. So many other places in the world to see. Low on my list. The guy took us to lunch in his house with his wife wearing her jewelry and he opened 5,000 bottles of wine and insisted we drink. My producer said we cant drink on the job. My cameraman, my editor, they said, you know what . We are drinking at lunch. The heck with you. The first and only time at work i had a bottle of 5,000 wine. It says something tony is still here. The cyprus spring quartet is celebrating the 20th and final season with a series of performances around San Francisco. The shows are going to happen in all 11 districts, including places such as st. Anthonys dining room, chrissy field. We are joining by jennifer this morning. Great to be here. 20 years. Do you have a favorite spot, whether it is st. Anthonys dining room or somewhere else in the city that you love going back to and performing . These are not typical performances for us. Usually we are in concert halls. The last time we played these beethoven quartets were in budapest and prague. We decided to go into public spaces around the city. I mean, on money we are playing. You know those ruins . I hope my music doesnt fly. Is every spot different based on the theme . Exactly. We have chosen 16 beethoven quartets. We are doing all 16. So today at noon we are at city hall in the rotunda. Really beautiful spot. Do you ever find people who like see you and they are not expecting to see you and then they stop and they stay . Absolutely. You know, we played one last weekend in dolores park and it was raining and people stayed. And we had this like all these umbrellas. We have great photos of that. So its been really great. St. Anthonys was special to play there. We had somebody who said to that a homeless man was eating his lunch there said, well, we dont contribute to society. Why do we deserve this music . Oh, wow everybody deserves it. A lot of people think of Classical Music as elitist. Right. Kind of stale. I have to pay 200 to get into this concert hall. Youre bringing your moose particular the people. Beethoven to the people as i like it call it. It is. We are out there. Its free. Its open to the public. We still have four of these left. We have already done 12. And getting great response. We had 500 people at San Francisco General Hospital the other day. Thats great. Its amazing the effect it can have on you sort of emotionally and just, you know, it can be a great stress reliever. Yes. And its true. I love the fact that people are just walking by having their normal day and they suddenly hear a beethoven quartet and stop and say i didnt know i like this music. Do you find yourself looking out in the audience in this setting here at a dining hall. When you are in the big concert halls are you more engrossed in what you are playing . No, the music to me is the same and its powerful no matter where it is. I love seeing a case where somebody you can tell somebodys never heard it before and they are rapt. Especially small children coming through. You started playing the cello when you were six years. The cello is bigger than you were at that point . Well, they had half sizes then. Yeah. So many kids have the you know, my mom made me take piano. Is that you, or did you always love it . No. I heard a cello and i went to my parents when i was five and said i want to play the cello. They said you are too small. I begged for a year. I tell kids, beg your parents. Is there a performance that sticks in your mind or a couple you will always remember . Right. I do remember we played at a little tiny church in austria. All the people had to hike in to that, and they were wearing like durndels. Professional people. Thats what they wore on sunday to walk in. There was no electricianty. No running watt early. We were hanging out in the minivan to come in and play the show. There was something really special about that. St. Anthonys was special as well. People who loved it. That was special. Why are you ending your 20 year run . I go back to beethoven on this. Beethoven said art demands we never stand still. We have been doing the same thing 20 years and i think everybody is ready to try something new. And if someone cant see you perform, can they listen to you . They can. What are we looking at and who is the artist . Its a group of german artists from after world war ii. Its all work from the fisher collection. This gallery is works all by a single artist. Gerhart richter, who works in a wide range of styles. Abstract and figurative. Reporter we are going to look through this gallery right here with my photographer sid. What was the motivation for this artist and these pieces . The entire floor, because its artists working after world war ii, its artists coming to grips with the history of germany and the nazi legacy. A wide range of styles and with different concepts behind them. Each artist in their own way is finding ways to move forward and through that legacy. I asked you this off air. You have been doing comedy since 93. Comedy took a hit for a while and then it came back . Yeah. There were a lot of bad comedians, apparently, in the 80s. They killed it [ laughter ] people are like we dont want to see this any more. Now there is much better comedians, i think. Well, i dont know if there is that many better comedians. I am better. I am so excited to see i thought when i watched this, this was fake behind me. This is great. You actually have real boats back there. And this is a rel surfboard. Thats really weird. Were real, too. I wasnt sure about you. You are too perfect. You have done film, tv. I loved the marriage ref. Are your roots with comedy . Do you love the standup no matter what . Do you have a favorite . Standup is definitely what i really love. Thats the main thing. The film and tv, its just to get more people to know who i am. And its also, as you can tell, you can tell people youre in a movie. Thats cool, too. That pays the bills, right . I was behind the movie on hbo. Its like, yeah, i have a movie coming out. I was an extra as a sixyear old in a Clint Eastwood film. Were you really . That is the coolest. The word that everyone uses when i talk about you is storyteller. They say youre an amazing storyteller. That comes from your own life. Your daughters. Right. Not just oneliners. Yeah, i dont know. I guess its just what i find funny. When you talk about your kids and your stuff like that, its hard to just be a oneliner comedian. I talk a little bit more about family and just the chaos of i mean, i have been married for 15 years, you know, and there is that is a long story, you know . Its like you think like, well, romance is a thing that gets you in. Thats whats going to sustain us. But its not. You know, 15 years, car payments and dead pets and living relatives. Right. There is no time for romance. You ultimately become Business Partners in a horrible non profit organization. Thats an impressive view. Tom, i was going to say, how do you know when you have something . You are writing your jokes . Yeah. How do you know when you have something that is going to resonate with people . This is something everyone is going through. You have to bring it on stage. Thats the tricky thing about standup. You can write it and think its funny. Until you go up on stage, the audience lets you know whether or not you are on to something. Like even if i tell my wife a joke, she will be like, yeah, i think thats good or no, its terrible. She says terrible most of the time. Its not until you get on stage will you really, really know. Have you been in the middle of a horrible fight with your life, yelling at your daughter, something bad is happening and youre like, this is going on stage . Yeah. My kids used to think i was their god when they were little. They are like he is amazing. He gets food and picks up chairs by himself. The other day i was yelling at them and i mixed up their names. They shot me a look like, oh, maybe our leader is an idiot. Maybe he is not kidding when he says he cant help with the math homework. Put kale out and i dont eat it and its like world war iii. I get hit hard in the show. I thought the same thing. My grandmother never made it. My mother never saw it. It showed up like a week and a half ago. [ laughter ] its everywhere these days. Can you put that on stage . Yes, i started talking about it on stage and it really did resonate. You can tell in the beginning just in the set upthey are like, oh, okay, we have the same experience. Then i went on to say that i they are right. I cant help them with their math homework. I dont understand fifth grade math. The pulling back of the curtain for the wizard of oz. Yeah. But i have to act like its a parenting decision with the math. Like can you help me . No, i am not just giving you the answers. Yeah, you need do that for yourself.
