And chp officers tell ktvu that this started when a big rig rearended one car and that car caused a Chain Reaction crash. Pretty soon all the cars were on fire. Some developing news back east out of washington for the second day in a row the white house is currently under lockdown. We are trying to verify reports now that someone hurled some sort of object onto the grounds there beyond the fence. The object reportedly a package containing papers and a phone. President obama currently there at the white house. Traffic also being diverted kind of around pennsylvania avenue. Just yesterday suspected purse thief annoyingly hopped the white house fence and was taken into custody. We will monitor this situation. Students at City College San francisco should not go to class today. Thats because faculty has set up a picket line. The school has canceled all classes. Ktvu fox 2s allie rasmus joining us live. Teachers, counselors, librarians taking part in this strike on campus. Hey, allie. Reporter yeah. The picket line here has grown significantly in the last hour. This is the intersection of house and ocean. I estimate there is probably about 80 people out here on the picket line. They are chanting, holding their signs. Also, if you look up on the bridge, the pedestrian bridge up there, there were some people up there Holding Signs as well. There have been some drivers passing by honking and cheering in support outside the San Francisco city college campus. What this oneday strike is about, for the most part, has to do with money and teachers salaries. He this say they are making three and a half percent less now than they were in 2007 almost enyearscal. College administrators say they dont have the budget to give teachers the raises they want because enrollment has dropped significantly in the past few years. Why did enrollment drop . Four years ago the school was in danger of losing accreditation. During that accreditation crisis, faculty agreed to pay cuts. What they are asking for now is to have those pay cuts restored and have a 4 raise going forward. The teachers say they are the lowest paid instructors of any Bay Area Community college. The school says they are willing to give teachers a 7 raise and onetime bonuses. The school has lost 40 million in enrollment fees since the accreditation problem in 2012. There is a reserve fund. We are looking at using some of that money to supplement our offer that is the bonuses that we are looking at giving. A small amount of it. The problem is, is we cannot give ongoing obligations out of that money because it is one time money. There was that period after the economic crisis where a lot of people were taking cuts and there was flat salaries. That period is over now. Now they expect us to continue to do that. We dont think that thats good for the college. Its not good for the students. Its not good for the community. Reporter now, teachers at city college say they are concerned about job security because of those enrollment problems. The school plans on scaling back the number of classes it offers. The chancellor told us they have to do that because they used to have about 90,000 full and parttime students four years ago. Now they have about 70,000. She admits that those cuts in classes will have an impact on jobs here. So job security, wages the big issues in this labor dispute. Teachers are expecting to continue picketing here until about 11 00, and then they will be heading over to the Civic Center Campus at noon for a rally over there. Back to you guys. Its an effort to use date from different cities to understand trends and issues around policing. Friday officials from all over the country met at the white house to review progress need in the past year. Greg suhr was there. He joins us live this morning from San Francisco. Chief, good morning. Good morning. All right. What was your number one takeaway from the visit back east . That its not impossible. Its so critical right now, especially across the country, for all Law Enforcement to do whatever we can to increase transparency and accountability. So 53 departments, including very large departments like new york, philadelphia, dallas, los angeles and three departments from the bay area, us, oakland, and vallejo all went back east on the oneyear anniversary of the Data Initiative to talk about the 90 data sets that are posted and available to the public. You guys are releasing more data to the public over the past year. About vehicle stops, arrests, and that has been happening, and what are we learning from doing that . Well, i mean, obviously its been reported recently in the news that there has a disparity where especially African Americans and hispanics are disproportionately arrested and or stopped. When we drill down further in that data and match it against suspect descriptions or witnesses or aggregate stops, it gets a little more explainable. But there is still that disparity. Thats why in our departmenter with going to be going through procedure justice and bias training for hopefully all by the end of the year just out of an aburned abundance of caution. I have heard many people say that Police Departments are going through somewhat of a culture change. A different way of doing business, if you will, for lack of a better analogy. Do you see that in your department . Yeah. I think so. I mean, i have gone through implicit bias training myself, as has the rest of the command staff and the captains. The thing we learned is we all have biases. Implicit biases. Obviously, most recently we have even found officers that are guilty of racism and we have chased them from the department as they should have been gone. But for those of us that, like everybody, have an implicit bias, you need to recognize that and guard against what i call guarding against the lean. Guarding against the pretext stop. Guarding against stopping a person because maybe in a given day or over time you hear a description over and over again. It doesnt mean that you should be stopping people based on anything other than reasonable suspicion. Chief, i just heard you allude to the most recent text scandal within your department involving an officer who is no longer a part of sfpd. How concerned are you that this latest batch of Text Messages will erode the Publics Trust in your department . Well, again thats what this Data Initiative and other initiatives that were going through, we are working with the department of justice and the cops office right now, so that these bad apples that have revealed themselves, we want to be very clear both inside and outside the organization that we are accountable to the public, that were transparent, than we have no tolerance, zero tolerance for intolerance. And thats why, you know, the members of the department have taken the not on my watch pledge to root out intolerance. I can tell you this isnt just me. The men and women of this Police Department will not have such thinking among us. Chief suhr, is data any replacement for your neighborhood officer walking the beat . You know, it all goes hand in hand. You know, it is so critical. Again, one of the data sets we have posted are the demographics of the Police Department. Its critical that we look like the that we look like the public in San Francisco and every person, especially the children in San Francisco, can see themselves in the San FranciscoPolice Departments that were out and about. We are serving the people. We are doing what we swore to do, help people. I know you have to run. You talk about the bad apples. How many do you have in that department do you think of all the sworn officers there in the city . Well, unfortunately, we know of at least 11 that are no longer working. Eight of them, obviously, we hope come back under the jurisdiction of the Police Commission and then they will have to face charges of termination. But again the other 2,000 members of the Police Department, the hard working, honest men and women of the Police Department, and again, you know, in the teachings that i have had, everybody, including you, and everybody else watching have implicit biases that are learned over time. So we will be training to that. The entire Police Department. It will be ongoing training so that we can recognize these biases that are learned over time and guard against them, playing a role in our objective enforcement of our duties. I dont even know that it was a Real Alliance when it comes down to it because the people negotiating it were their campaign managers. They werent even in the room. I dont think it really did anything. What kind of alliance was this really where ted cruz might be allowed to win indiana . I dont see how that helps kasich in any way, shape or form. Ted cruz did horribly last night. A big sweep for donald trump. Hillary clinton got four out of five. The bigger story people are not talking about is on the democratic side last night that Bernie Sanders, after all that really issuing a statement, implying that he might be willing to sort of now step down. At least after the primary right here in california. That maybe he is going to start focusing more on the debate instead of the delegates. And that seemed to be the big takeaway. Speaking of Bernie Sanders, brian, donald trump is now beginning to use some of Bernie Sanders material against Hillary Clinton. So you knew that yes. That some of this they would start using it. He said, im paying attention to his speeches and im actually he admits it. Well, you know, its just always in politics that in the primaries, whatever is said is going to come back in the general by the opponent. And absolutely he is going to use a lot of the rhetoric that Bernie Sanders used against Hillary Clinton. Donald trump will take that on and start using that as well. To me a big headline on the republican side, brian, is cruz lost to kasich in a couple of states. And you talked about Bernie Sanders dropping out. I mean, enough is enough when you are coming in third place now here in late may. I think that was trumps point last night. He has won 27 states. Cruz has won 11. And kasich has won one. So the takeaway is what gives . When are you people getting out so i can get on with the race against hillary . And thats really the issue, mike. You think come indiana, if donald trump wins that state and we heard gasia reference the alliance. But if it doesnt work there, byebye . I think actually there is really no path forward for ted cruz after indiana. He set this up to be that way. If he does not win indiana, where does he go from here . You know, you have to keep in mind that both sides are playing differently. Kasich and cruz are flat out saying that their mission is to disrupt, to make sure he does not get the nomination on the first vote. When it comes to the democrats, its not exactly the same situation. We are seeing the softening from Bernie Sanders. Lets talk about the democrats here. Hillary clinton saying last night if donald trump thinks im playing the woman card, deal me in. Yeah. How much are we going to hear about this in the coming months . I think we will hear about this almost every single day. This is a dangerous position for donald trump because national polling, the latest polling says that Hillary Clinton has more than 60 of the support of women around the country. Donald trump around 30 . And think of all the examples the democrats in the Clinton Campaign can bring up in national ads. A cornucopia. It sounds like he is doubling down. The megyn kelly is coming up on on fox. We will see what his strategy is going to be. He will try to fill the breach with her. Thats probably the most glaring antiwoman thing that happened. Think about what has gone on with trump. Every time he has been counted down and counted out, he comes back. He makes these statements and people say, thats it, shot himself in the foot. Done deal. Doesnt knock him out. After this campaign, some of this traditional, you know, the what people think might happen, is this going to change everything from now on because these things havent come true . No, not necessarily. I think every campaign is different. We are seeing something really unique. We have never seen it before like this. I think interestingly enough, i think what we are seeing after last night it two titans circling each other in their victory speeches. You heard donald trump going after Hillary Clinton. And then Hillary Clinton making reference to donald trump. So now we are starting to see the beginnings of the direct battle between those. What an interesting bat that will is going to be batle that is going to be. One other thing, is that donald trump is now staffing up considerably with the nations experts in this stuff. And you can see it in his campaign. That comment about clinton and women was directly a shot at her likability and her likability among women. That was not mistake. Trump has a Foreign Policy speech. A Law Enforcement source tells ktvu fox 2 that they are conducting an investigation after a person was found dead in a Conference Room on apples cupertino campus. At this point details on the Santa Clara County sheriffs investigation are limited. The source would not confirm whether the death is believed to be suspicious. They could also not confirmed if the deceased person is an apple employee. Also a developing situation. Another story in pacifica in which an elementary is on lockdown right now. A shooting happened near the campus of ortega elementary on terra nova boulevard and ogstead boulevard. The School District says the shooting did not happen at the school. It was nearby. We did reach out to Pacifica Police for more information. When we get their account, we will bring it to you. I have seen people talking online about a lot of police right near the school. Now we know why. The arrest in a fairfield cold case. Police say they found their suspect in the kidnapping of a little boy. It happened more than 30 years ago. Thats right. In 1984, threeyearold clark handa disappeared from his home. A man who was a family friend and already in prison for child molestation faces kidnapping and murder charges. Very darling. A huggable kid. Used to go fishing with my dad a lot. Reporter earl handa has mem res of his nephew clark who everyone called toshie. The photos stop at age three. It was baffling from the start. His mom found him gone one morning. A window open and a ransom note. It wasnt a we will think family and the kidnapper never pursued the ransom. Investigators say this man, Michael Fejarang is charged. Leads came and went. It went until five years ago a cold case unit with fbi help started digging. Hopefully, this offers some closure. Reporter toshiros siblings grew up without him. This doesnt happen to people like us, i guess. It put us all in daze. Reporter toshiros father ron, who made pleas for his son, is long divorced. He says now he remembers him as a friend of his stepdaughters. He was convicted in three child molestation cases and he has been in prison for more than a decade. I can tell you the wheels of justice are turning to him. Reporter handa says he forget him and will let justice play out. When was the last time somebody was executed in california . Reporter he coped, he says, the only way he could. I got two kids to raise. So i basically buried myself in raising the kids and working. Reporter the house and the street where the abduction happened are gone now. Its a strip mall. Your heart always thinks were going to find out Something Wonderful has happened. Reporter always hope toshie was alive. Some family wanted him and is living a good life. Reporter the family looked at age progression photos. Now there is certainty more bitter than sweet. Can you tell us about kind of your live day and the weeks after and what its changed in your life and how it came from there and now youre in the racecar . An alive day is like our new birthday. The day that you get injured from catastrophic injuries. From that day forward a lot of surgeries, a lot of rehab with the goal of getting back into racing. Not to this level, but this was always the dream. And here i am now racing for mazda and hopefully coming up to oakland to try to draw people to watch the race. So while you were serving, you had that passion for racing . Umhmm. And you had it for how long . Ever since i was a kid. I grew up in connecticut. 30 minutes from my house i was watching races. So to be a part of this series now and to be here and giving back to the military, the service members. And what people dont realize about racing is you are not just sitting in a car. Its physically strenuous to be in the car. Can you tell us more about that and how its affected by your new leg . There is a lot that goes on. Its physically active. Our heart rates in the car are upwards 160 to 180 beats per minute. A lot of sweating. A lot of weight loss due to the sweating that goes. When i lose weight, my prosthesis wont fit. Last year it was 140 degrees inside the car and my leg fell off when i was racing. I was having to operate wow. So it fit at the beginning of the race, but during the race let me ask you. I can only imagine the feeling of freedom and adrenaline you have when you are behind the wheel. You were first injured and you lost your leg, did you ever think i may never walk again and to take it to these heights . Whats that like . I newie walk again. Thats the determination that i have. I knew i would walk and get behind the wheel again. It was hopefully to do go karts, autocross. Maybe do an amateur race here or there. But to do it at a professional like now, that was a dream. And i am 35 now. So three years ago, thinking i am never going to get the opportunity. Mazda was very gracious. To have this opportunity to come back for the third time to mazda race, it means a lot to me and my fely service members. Was it last race where aaron denning, how a special visit from him . Correct. Tell that store are. He was the marine that saved my life in afghanistan. He was right on me, right up to when the bomb went off. Stopped the tourniquets, stopped the bleeding and was instrumental in saving my life before i got to higher eschelon care. He is from the local area here. So last year in conjunction with mazda we brought him up to mazda race to see me race. He was the grand marshal for the race and was also on honorary member of the pit crew. We won the race on the last lap. What was that moment like being together . It was probably the best it brought a lot of closure for him. When you see these guys in the battlefield, you know, last memory you have is when they are catastrophically injured and not knowing if they will make it. You hear they are making it, but you are doing whatever job you are doing. I hadnt seen aaron in at least a year to that point. For him to see me not only doing it, but winning, it brought a lot of closure for him. He is a Police Officer in southern california. Due to training, he wont be able to make it. Yesterday his sister filed documents saying there was no evidence of a will. Joining us on the phone right now is tmz executive producer harvey levin. All right, harvey, whats the latest on this wednesday . Reporter well, from all appearances, there is no will. And the reason there is no will is because prince never wanted to deal with it. We have talked to multiple people who represented him over the years, and they say that his affairs were in chaos largely because he just would not listen to anybody. And what would happen is he would have an impulsive idea. Wee get excited about it. It would fail, often times. He would blame the people that kind of warped him against it, and then he would fire them. And i have talked to multiple professionals who got fired, hired and fired over the years with him. And they said his affairs were in chaos. They talked about drafting a will. He did not want to hear about it. Was there a trust . Reporter early in his career, early in his career apparently he got screwed over by a Record Company and as a result of that he never wanted to sign a document. And it was virtually impossible to get prince to sign anything. He was so distrusting of lawyers and documents and contracts. And so all of it put together, he just didnt want to deal with it. Harvey, what happens now . He has the one full sibling. Then there are who could fight over what he has . Reporter not really. Approximate because in minnesota it doesnt matter will you are a half sibling or full sibling. Everybody shares equally. And his siblings, since his parents are dead, his siblings would share equally. There are six living ones. Assuming that nobody else comes forward, they get a sixth of the estate. And his full sister, tyca, who filed the documents, she was smart. She is not trying to make herself the administrator of the estate. She is asking that a bank be made the administrator that he used for many years. The bank is a neutral third party. So its less likely that a dispute would erupt. How much are we talking here, harvey . How much money are we talking about, do you know . Reporter i have heard that people are talking about 300 million. We are told by people who worked with him, you know, fairly recently that its much less. That its less than 150 million. Still a lot of money, but nowhere near the 300 Million People are talking about. Is there a possibility he has a trust out there and an attorney knows it and nobody else does . Reporter based on everything i know, the answer is no. How unusual is it for someone of his magnitude not to left plans for what should be done with . Reporter people dont lake too deal with their mortality. Even people who arent against signing contracts. They dont like dealing with their mortality. A will forces you to do that. And its very uncomfortable for a lot of people. I am not saying thats the motivation that prevented prince from signing a will. I think he was so distrusting and did not want to deal with anything that required a signature or anything that looked like a contract. He was almost paranoid about that. Okay.
