And there was a stalled car or stalled truck in San Francisco on 101. The combination of all three has made traffic super slow this morning at the bay bridge. The carpool lanes were stopped for a while. Now moving through. At this point i might say it is okay to use the carpool lane. The other traffic will be backed up for half an hour. Our spider is still there. There he is. All right. Lets move along and take a look at the commute here if youre driving to the san mateo bridge. Thats not too bad. I want to say that traffic is going to be moderately heavy. I also want to show you the traffic on 680 is very slow. Southbound 680 and 242 there was an accident near willow pass road. And the traffic has been very slow. Now, Sheila Gibson says, it is jacked up on 680 and willow pass road. Thank you, sheila. I know what you mean. Highway 4 looks somewhat jacked too. And 80 is slow because of earlier problems in hercules and richmond. So we will keep an eye on the slow traffic for you. It is 7 02. Back to the desk. If you information about security plans for a right wing rally planned for San Francisco this morning this weekend. This weekend. That is right. Allie rasmus is at crissy field. Has the National Park service said anything or given an indication whether they have made a decision about granting a permit. Reporter they have been tight lipped about this process or what the process is in determining whether or not they will issue a final permit for the event. The last correspondence we had from them was an email statement sent out last night that simply said, quote, no news as to whether or not they made a decision about this. But the organizer of the Patriot Prayer rally, that is set to happen this weekend, appears to be pretty optimistic that he will get a permit. He has been in contact with the National Parks service and they like his security plan. What does that include . He told attendees that security would be on lockdown. No weapons will be allowed, including anything that could be turned into a weapon like a baseball bat or sign post. The group will put up fences to create a physical barrier between rally goers and counter protesters. And anyone attending the rally will be searched. It is not clear if it will relief the fears of San Francisco city leaders who have publicly stated that they hope a permit is not granted for the event. The Patriot Prayer group has attracted known White Supremacists and nationalists. They have asked the permit not be granted, citing the potential for violence, particularly after what happened in charlottesville, virginia. It is something that nancy pelosi repeated yesterday. The people may show up any way. I think it gives us time to pause and take a measure of how much of this naziism, White Nationalism exists in our country. Reporter and pelosi was referring to the concern that even if a final permit is not granted, people who want to attend this particular rally may show up here at crissy field any way. In the meantime, San Francisco police are prepared. They canceled all days off and made every officer available to work this coming saturday. And San Francisco city leaders say they will be hosting some counter protest event. Notable that the events will be taking place away from crissy field. A deliberate effort to keep people with the two opposing groups away from one another at this event. But at noon, at city hall, on friday is one of those counter protest events that city is hosting. The city is trying to prevent a recurrence of that deadly incident in charlottesville, virginia. The mayor of berkeley says violent or hateful speech will not be tolerated. This is not freedom of speech. This is bigotry. This is racism. This is zenophobia. There is no place for it in berkeley or our great country. Critics say the mayor is wrong for telling people not to hold a counter protest, saying that allows the rally organizers to dominate the conversation. City Officials Say there are other events as you heard earlier from allie planned around the city of berkeley and protesters really dont need to have a facetoface confrontation. Well, there were violent clashes between police and protesters last night in phoenix, arizona after president Trumps Campaign style rally. They hope to have it open by late last month or early october. Local governments have filed lawsuits against the controversial delta tunnels project. Monday was the deadline to file the lawsuit. The group suing to stop the proposed twin tunnels project include contra costa and solano counties, crab boat owners and the sierra club. The lawsuits change the Environmental Impact plan to build two tunnels to divert water from the tunnel. The Environmental Impact report that was approved by the state board of Water Resources doesnt look at water quality, delta farms, wildlife and fish. Sal, 7 30. We have a lot of slow traffic, steve. This morning it has been because of earlier troubles. It has been because of a bridge problem or two. The good thing is that things have cleared up at the bridge. But we still have slow traffic from the carquinez bridge to the macarthur maze. And part of it is because of crash as long the way. And part of it is because of a lot of slow traffic and more volume now that schools are in session. If your school is not in, it will probably be within the week. Thats just the way it goes. A lot of schools, more than half, are already in session. This is a look at the bay bridge. You still have a pretty big delay. A couple of crashes at the toll plaza have been cleared. On the san mateo bridge, it is moderately heavy. Over to the peninsula, we talked about this. 680 traffic will be slow. If you are driving on 680, i will say that the traffic is going to be backed up almost all the way up to the benecia bridge. Almost all the way up, with very little room that. Is a lot slower than usual. So if this is your commute, you need extra time. Highway 4 also blending into this. Were not having a good commute in Contra Costa County. If you go out there knowing this, at least you will know without being surprised. It looks like a new crash popped up westbound 4 nearbily road, adding insult to injury at this point. Lets go back to the desk. The Contra Costa CountySheriffs Department is investigating a homicide in the southeastern part of the county. They were called 20 miles south of stockton yesterday. They are not releasing information about the case or the exact address. And theyre not saying anything about the victim or victims. We expect to get more information later today. As soon as we do, we will bring it to you. The commander of the u. S. Navy 7th fleet based in japan was dismissed this morning, relieved of his duty after the deadly collision involving the uss john mccain. The commander was removed from his post because of a loss of confidence in his ability to command. Ten sailors were killed when the uss john mccain collided with a larger commercial oil tanker near singapore. The fourth time this year that an american war ship was involved in an accident in the pacific rim. In the meantime, north korea just released photos today showing what appear to be new missile designs. In the photos, north Korean Leader kim jongun you see him visiting a plant that makes engines for the north korean ballistic missiles. He called on workers to produce more rocket engines and war heads. These photos come two days after the u. S. And south korea started their annual joint military exercises. North korea typically schedules the missile launches during the drills. There is a proposal to remove a statue of Christopher Columbus from San Jose City hall. The brown berrets want the statue to come down saying the campaign started before the evidences in charlottesville. The group says Christopher Columbus represents the genocide of nativeamericans and the statue should not be on city property. The statue represents a symbol at least to my community of White Supremacy. People have a variety of opinions. If youre going to open the pandora box and talk about one statue, you probably need to look at everything else. The statue of columbus was donated to city by the Italian American community in 1958. For years groups have called for removing the statue in the rotunda of the state capital. Theres also a controversial statue in San Francisco sitting between the Asian Art Museum and the big public library. There are demands that the pioneer statue be taken down. Critics say that statue was created in 1894 shows White Supremacy over native americans. I look at it as a position of reprimand. Actually i have a native background. And im not offended by it. Personally. But with that said, i would have to be sensitive to those who are. Now, supervisor jane kim says removing the statue doesnt mean ignoring that part of california history. People should learn from that time and learn from mistakes shown through artwork so it is not repeated. Funds are being raised for a statue for maya angelou and supervisor kim suggests that statue might replace the controversial one sitting outside of the library now. A santa rosa man accused of killing his girlfriend last week had been in the radar of Homeland Security agents. Officials had been aware of him for at least a few weeks. Santa rosa Police Arrested him for domestic battery against his girlfriend ramirez earlier this month. Federal officials asked the Sheriffs Office to contact them when he posted bail. We did notify ice of his release date and time. Sometimes they pick people up and sometimes they dont. It is too complex to try to turn this to what ice did or didnt do. I think that ice could have released him because they couldnt legally hold him. He is scheduled to be formally charged with the murder tomorrow. Ice provided a statement saying the Sonoma CountySheriffs Department notified the agency just 16 minutes before releasing estrada and that was insufficient time to pick him up. The statement also said the vast majority of calls from Sonoma County in the six months have not provided adequate time for the agents to respond. This case underscores again why immigration detainers are such a crucial enforcement tool and tragic when jurisdictions choose not to comply. The time is now 7 36. This morning at the Golden Gate Bridge, one of the toll lanes is closed after after rv crashed into the toll plaza last night. Ktvus alex savidge has been out there at the Golden Gate Bridge for a while this morning. He has the latest on the commute. Well, were learning this accident happened when an rv headed south across the bridge decided to go through the number 5 lane instead of using one of the wide lanes on the righthand side that was mazed for oversized vehicles. This crash initially shut down two of the toll lanes here at the toll plaza. Now just one of the lanes remains closed for the morning commute. This accident was just before 9 00 last night. The chp says that rv hit part of the toll plaza and actually got stuck. The driver of the rv had minor injuries and was taken to the hospital. Authorities were out assessing the damage to the two toll booths. In speaking with the general manager of the Golden Gate Bridge district, he says that recently they have seen an increase in the number of cars and other vehicles hitting the toll booths. We have multiple sign when you come across the bridge that say wide loads right lane. We have two toll booth thats are wide. Unfortunately they werent paying attends and went through lane 5. The toll plaza hasnt changed. Its been there for 80 years. Were seeing more hits because of an increase in distracted driving. Reporter because of the crashes at the toll plaza, officials are working on improvements. Since there are no longer human toll takers, a project is in the works to build an overhead structure that will have motion sensors, lights and cameras to assess tolls to drivers as they pass through. That is 7 million project is expected to be finished by 2019. And the general manager of the Golden Gate Bridge district says ultimately the plan is to get rid of the toll booths all together. Alameda county may allow more medical marijuana dispensaries and cultivation and testing sites to open up in the county. Supervisors gave an an approval to increase the number of dispensaries in unincorporated areas from three to five. That bans marijuana dispensaries in residential and industrial areas. Next month the supervisors will debate expansion plans. If approved, the regulation would take effect after 30 days. Legal Recreational Marijuana here in california will go on sale january 1st. New rules are being worked on to regulate edibles. The concern is over manufacturing and the information made available to consumers. Southbound 680 near willow pass road. Theres been a new motorcycle accident westbound 4 at bailey road. This entire commute has been slow. If you get out there with patience, thats what you will need. Or use the side roads in you know them. Lets move to the bay bridge toll plaza. We had earlier crash thats made it slower than usual early. It is backed up for a 30minute delay at the toll plaza. San mateo bridge moderately heavy over to the peninsula. Even the south bay commute is filling in. This is a live look at northbound 280 through downtown san jose. 7 45. Lets bring in steve with todays forecast. It is so bad at 680 and willow pass that people are tweeting me. Right. People are going to be a little bit cranky. Grouchy when they get to work. Geez, i wonder why. Okay. We have a bigger fog bank. Ill tell you, it is looking a little cooler to me. Yesterday, that fog got wiped out pretty quick. Even up towards santa rosa and temperatures went into the 80s for some. Upper 80s to near 90. Santa cruz which did not have any fog hit 80 officially. Today they have a lot more fog. Youre getting to that time of year where some of the warmest temperatures happen on the coast. In San Francisco, were getting close. 92 in 1891 the record high. 50 in 1898. I like the trend here. As it continues to stay off of Southern California. Seconds a lot of cloud cover over the sierra some of that drifting back towards us today. Today it is back to the north and we get a southerly breeze. That has ramped up the fog. Thunderstorm activity around lake tahoe and off to the east. So be careful. There were big boomers yesterday. You can see the airflow coming up there. Santa cruz, that is a cooler direction for them and around marin county and napa and Sonoma County. The fog has been making a big push here. The higher clouds look like theyre too far to the north. The time is 7 51. Late last night the Dublin School board voted to build a New High School. Dublins population explosion requires a second high school. Many parents are worried that the 100 million allocated to build the school wont be enough. Overcrowding can lead to problems such as bullying and other safety issues. I have been here for 17 years. My kids have been here for the whole time. Now that theyre hitting high school age, im concerned with there being 5,000 kids here. We have a lot of elementary kids coming in. We have middle school thats are growing at a fast rate. So we have to determine how to prioritize the 283 million that we have in the bond program. Dublin high is the citys only high school right now. 2500 students are enrolled there. The number is expected to double in the coming years. The earliest that the first phase of the New High School construction project would be complete would be 2021. The time is 7 52. San francisco is suing a landlord forcing tenants to live in dungeon like conditions. At least 20 people lived here in a basement of a laundromat in the Outer Mission district. City attorney her ear acalled it a fire trap. The lawsuit says the units had no windows and obviously one exit. Herrera sued the Building Owner and the Master Tenant who is accused of illegally renting out those basement units. In the south bay, a family received a special gift one week after a fire destroyed their mobile home and killed three people, including two children. At the golden wheel Mobile Home Park in san jose, there is a memorial at the burned remains of a home that belonged to the family. The fire killed their 10year old daughter, her 10yearold best friend and a 62yearold uncle. We talked with the girls mother. She went to work and she kissed her one time and she go to work. After she come back home, she dont see her daughter again. The family had immigrated from vietnam. The fire left them homes. When a local businessman and his wife heard about the family, they decided to donate a brandnew mobile home. This also gets our Community Together to see how strong we are in san jose. Not only the Vietnamese Community but all different races and families. That we can come together and do some good. The new mobile home has three bedrooms. The official presentation will be made this afternoon. Four brothers from San Francisco are in jail accused of stealing expensive mountain bikes from the lake tahoe area valued at 125,000. Take a look at these mug shots. They were tweeted out by the Truckee Police department of the brothers. Each are facing felony charges of grand theft, criminal conspiracy and possession of stolen property. Investigators say the brothers stole bikes not only in truckee but also in tahoe city, squaw valley and carson city, nevada. Surveillance video helped detectives identify the brothers car and they were arrested in truckee on saturday. Police say they searched their home in San Francisco and recovered about 70,000 in stolen bikes. Commuters will have to wait a little longer for barts new south bay stations to open up. Bart said the opening of the milpitas and barressa bart stations would open this year but they have been pushed back to next summer. Bart says the holdup is from safety testing and changes being made to the warm springs bart station in fremont which opened in march. It is being converted from an end of the line bart station to a through station. Bart Officials Say that the projects by the way are still on budget. Cal train is holding a Community Meeting on the electrification plans today. It wants to discuss the upcoming construction and possible delays in burlingame and milbrae surrounding rail lines being upgraded. Legendary sports broadcaster bob murphy is being remembered as the voice and spirit that defined stanford athletics. Bob murphy died yesterday in santa cruz at the age of 86. Stanford says he died of complications of alzheimers. Mr. Murphy started working at stanford back in the 1960s. He retired in 2007. Northbound 880 is backed up to fremont getting up to hayward where there has been a stalled truck blocking lanes. Slow on 880 northbound which will catch you by surprise coming out of union city. It will affect traffic southbound as well because people are looking at what is going on. It isnt anything to speak of. Just a disabled vehicle. But it has had a very big effect on the traffic. Were also talking about as steve mentioned 680 at willow pass road. Clearing an accident here. Southbound is backed up on to the benecia bridge. That is as bad as i have seen it in a year. I dont remember it being that bad this year. Really i dont. Ive been here almost every day this year. We had an accident at willow pass road involving a motorcycle. So these are the commutes that we knew would come. Now we have slow traffic on 80 westbound of course coming down to the el cerrito area. All of these commutes are extra busy and takes just one crash to make things super slow. This is a look at the bay bridge. A couple incidents here. A 30 to 40minute delayed. Compared to of the la week, they were 15 to 20. Now 30 to 40. Plan accordingly. 8 03. Back to the desk. Organizers of the rallies at crissy field say they are optimistic that the permit will be approved. Allie rasmus is live at crissy field with some of the security measures. Reporter this rally is supposed to happen on saturday here at crissy field against the back drop of the bay and the Golden Gate Bridge. As you mentioned the organizer of the rally that is set to happen here is pretty optimistic he will get a final permit from the National Parks service. He has been in communication with the park service and some of the security measures include no weapons allowed at this event, including anything that could be turned into a weapon like a baseball bat or a sign post. The group will put up fences to create a physical barrier between rally goers and counter protesters. Anyone attending the rally will be searched for any type of weapon. It is not clear if the steps will relief the fears of San Francisco city leaders. They have urged the Parks Service not to grant the permit because of the potential for violence. The pirate prayer group have attracted White Supremacists and White Nationalists and something that residents are concerned about too. We have seen what has been going on the last few weeks. It is getting worse on a daily basis. And i im really concerned about it. Im really concerned. I dont think they should issue the permit. If they feel like they should issue the permit, reward should control any weapons that could come into the particular rally. Reporter San Francisco police say they are prepared, canceling all days off for all essential personnel and making every officer available to work on saturday. In the meantime, San Francisco city leaders and Community Organizers have set up two separate counter events that will be happening notably away from crissy field. The first one is on friday at noon at city all, a rally promoting peace and tolerance. Also a block party scheduled for saturday the same day that the event is suppose today take place. Crews demolished the old bridge in march after a landslide caused the support columns to fall. It will span the canyon without supports. A new study shows there is a reason to look twice at electric cars. There is a way to go electric and get more for your money. The man charged with killing an oakland firefighter goes before a judge. How long he could be in jill if found guilty. An off Duty Modesto Police sergeant was struck and killed by a suspected drunk driver. He was hit from behind by a car. He died at the scene and the driver was arrested on dui charges. Authorities have not released the sergeants name but were told that he first served in the Sheriffs Office but then joined the modesto Police Department five years ago and was recently promoted. A south bay babysitter and her boyfriend are in jail accused of sexually assaulting a 4yearold girl in her care. The girls mother went to police when she was suspicious that her daughter had opinion sexually assaulted. They believe the babysitters brother was involved as well. There is evidence to show they committed the crime against the child. So far through the investigation we havent identified any other victims. Because of the services she was offering, we want to make sure there are no other victims out there. Sunnyvale police want to hear from anyone with information on the case or the two suspects. A santa rosa man accused of killing his girlfriend last week had been on the radar of Homeland Security agents. Immigration Officials Say they had been aware of the man for at least a few weeks. Santa rosa Police Arrested had many for domestic battery against his girlfriend earlier this month. Federal officials asked the Sonoma CountySheriffs Office to contact him when he posted bail. We did notify ice of the release date and time. And sometimes they come and pick people up. Sometimes they dont. It is too complex to try to turn this to what ice did or didnt do. I think that ice could have released him because they couldnt legally hold him. Estrada will be formally charged with cabrera ramirezs murder tomorrow. Ice provided a statement saying the Sonoma CountySheriffs Office contacted them 16 minutes before releasing him. That was insufficient time to pick him up. The vast majority of calls from Sonoma County within the past six months have been provided adequate time for agents to respond. It went on to say that the case underscores why immigration detainers are such a crucial enforcement tool and why it is highly problematic and even tragic when jurisdictions choose not to comply. Off duty oakland firefighter jake walter who was shot to death last week in san jose will be laid to rest this morning. Meanwhile the man accused of shooting walter and another firefighter appeared in court just yesterday. News cameras were not allowed to show the face of the suspect. Despite objections, the judge listen today the advice of a sergeant and he entered the jail in shackle. He was classified as aggressive and a risk to escape. What you have in this case are two young men who came down to san jose to enjoy themselves. And without any provocation, they were approached by an individual who fired and killed walter and severely injuring his friend. He is being held without bail. Investigators are talking to witnesses in hopes of determining a motive. Walter and the other firefighter who was shot were leaving an event at a brewery last thursday night. It is backed up to the maze. 8 32. Back to the desk. Over at the Golden Gate Bridge one toll lane is closed after an rv crashed into the toll plaza last night. This was the scene just before 9 00 last night. It hit part of the toll plaza and got stuck. The driver had minor injuries and taken to the hospital. Two toll booths were damaged. Of course no human toll takers are at the Golden Gate Bridge so no toll takers were hurt. Two lanes were shut down. One just reopened during the morning commute. The driver tried to get the rv through the number 5 lane instead of one of the wide lanes on the right side of the toll plaza. The lanes made especially for oversized vehicles. We have multiple signs that say wide loads right lane. We have two toll booths that are wide right behind me here. Unfortunately they werent paying attention and went through lane 5. The toll plaza hasnt changed. Its been there for 80 years. Were seeing more hits because of an increase in distracted driving. Because of all of the crashes we have seen at the toll plaza, they are working on improvements. The plan to get rid of the toll booths is underway. A group in the south bay is demanding a statue of Christopher Columbus be removed from the city hall. Jessie gary is joining us from outside of city hall with more on the story. Jessie. Reporter the group is called the brown berets and they are circulating a petition for the removal. The statue was donated back in 1958. It sits in the lobby of city hall. It was in the Old City Hall building and brought over to this site once it opened for business back in 2005. The campaign to take down the columbus statue from city hall started before the events in charlottesville. It represents the genocide of nativeamericans and it should not be on city property. This statue represents a symbol at least to my community of White Supremacy. There is public art scattered throughout the whole city that people have a variety of opinions on. If youre going to open pandoras box, you need to look at everything. Reporter for years native americans groups have called for the removal of the statue in the rotunda of the state capital. In 2001, a santa cruz man vandalized the statue here at city hall by smashing it with a sledge hammer. He was arrested and forced to pay 66,000 in restitution and restoration costs. There is a controversial statue in San Francisco sitting between the Asian Art Museum and the public library. There are demands that the Pioneer Monument come down. It shows a native american on the ground with a missionary and cowboy standing over him. The statue that was created in 1894 depicts White Supremacy over nativeamericans. I look at it as a position of reprimand. I have a native background. And im not offended by it personally. But with that said, i would have to be sensitive to those who are. Supervisor jane kim says removing the statue does not mean ignoring california history. People should learn through mistakes so they are not repeating. There is a fundraising effort for a statue representing maya angela. Kim suggests that that can statue could replace the Pioneer Monument. Nancy skinner has introduced new legislation that would strengthen californias hate crime law. You will remember that Heather Heyer was killed when a car allegedly driven by fields junior ran into a crowd of people protesting against White Supremacists. Heyers death cant be prosecuted as a hate crime. Skinners bill would change the criteria. It expands the definition so that if the hate act is committed against someone who is acting in solidarity with, in support of, in defense of the protected class, then the violence against them would be considered a hate crime. Skinner has also introduced legislation to use all Legal Options to prosecute hate crimes that commit Violent Crimes as terrorists. The alleged assault happened yesterday morning. Police say both the victim and the suspect are students and they know each other. Police are not identifying the suspect. And they have not said which residential hall the alleged attack occurred in.
