The coast and the city wont be that bad. You dont have to go far to find hot temps. Heat advisories are out. Diablo range and Santa Cruz Mountains and inland temps out to the valley as well. Southern california l. A. Freeway rain came over from palm springs. Most of this is lifting north. Possibility some of that could work its way into the forecast tomorrow. I would think mainly south of the Santa Clara Valley. Ill deal with that tomorrow. Ukiah will be near 110 today. We will see upper 90s to near 100 around here. Mostly sunny tonight for the giants and the as. 72 a little westerly breeze. 50s to almost 70. Some areas running cooler, peninsula. Some areas running warmer. 51 in glenn helen. Look at the bodega gay, 48. Point reyes, 49. Around the sierra, thunderstorms pop up. Again theres the Southern California cloud cover and some of the rain. This is kind of taking a turn. We will watch that for late tonight and tomorrow. 60s, 70s, 80s, 90s and inland 100. Do you want to start with the bay bridge or something else. Were starting with the approaches to that. Okay. This is pretty busy time. People are getting on the road. I want people to know this is actually the quiet time before we get into the fall traffic pattern. We have another few weeks or so. 26 minutes from the carquinez bridge to the maze. May seem slow to you, but, no about a month or two from now youre going to wish for the 26 minute delays because school hasnt started for a lot of people. I know it started for some. I know youre out there. For the most part, schools are not in. At the bay bridge, traffic is obviously very heavy getting on to the bridge. And getting across into San Francisco. So it is very crowded. This is about a 25 to 30minute delay before you actually even make it on to the span. This is a look at interstate 880. It is not very slow drive here in front of the Oakland Coliseum. A little bit farther down though we have slow traffic somebody on 880. Weve had a couple of earlier issues. It is going to be slow as you drive here in hayward. If youre driving to fremont and into san jose, it hasnt been that bad. Were seeing slow traffic. Northbound traffic will be okay through milpitas. 7 04. Back to the desk. An audit released by the city Comptrollers Office says the cash system on cable cars makes it easy for conductors to create fraud. Reporter they are recommending that muni cable cars switch to a cash free fare system. If youre going to ride the cable car, now is the time to do it. There is only a handful of people waiting in line to get on board. Later this morning, the line for the cable car ride will easily go down to the middle of the block. Going to a cash free system may be a burden on the many tourists who ride the cable cars. According to an audit by the Comptrollers Office says the current fare system costs muni lots of money. They did an audit late last year and cable car conductors were be collecting money from everyone. Out of 30 times, people were asked to pay the fare half of the time. A cable car operator wanted to remain anonymous. But he says it is tough to get to everyone who hops on board and collects a fare. Youre not going to get everybody. You there are people who know how to get on and off before you get to them. You try to get everyone. You have to be safe first. So you have to be in your position to put the brakes on and to take care of that aspect of the cable car. So youre going to miss some. Reporter now, the audit also found that the cash fare system makes it vulnerable to theft by the cable car cannot ductors. This year, two were charged with embezzlement, pocketing money from passengers paying in cash. One pocketed almost 32,000. The audit recommends that the cable cars switch to a cash free system or at least install fare boxes and require passengers to pass through them. Muni Officials Say a fare box wouldnt work because of the way that the cable cars are designed. It would change the function and the layout and the way that the cable cars work. Back out here live on powell street, the line is getting a little longer. Definitely tourists in line waiting to hop on board. As for the two cable car operator whos were charged with embezzlement earlier this year, their next Court Appearance is scheduled for later this month. Back to you guys. All right. He recommended firing scaramucci after his expletive rant to a reporter made head lines. I predict that general kelly will go down in terms of the position of chief of staff one of the great ever. Reporter Trump Supporters are hoping that kelly can also improve relations with congress. Another controversy for kelly, the Washington Post reports it was the president himself who dictated the misleading statement coming from his son after meeting with a russian lawyer during the campaign. The time is now 7 08. Early tomorrow morning, the u. S. Will test fire a missile from van denberg air force base. It will be an unarmed ballistic missile, the fourth launch this had year from the military base. One missile in february flew to an area between hawaii and the philippines. Officials are testing the effectiveness and accuracy of the system. The u. S. Is responding to north koreas missile tests in recent months. San Francisco Police are investigating a bizarre attack on a woman in the tenderloin sunday night. Investigators say the woman was sitting on the sidewalk on mason street when a man in his 20s approached her and poured bleach on her face. She was taken to the hospital and suffering from life threatening injuries. Even if she survives, she is likely to be blind. Police dont have a motive for attack and have not released a description of the suspect. Anyone who saw what happened is urged to call san Francisco Police. This is the first tuesday in august. That means it is time for the annual National Night out celebration. Communities around the bay area and all over the country are Holding Events where people get to know each other better. The police often drop by, introduce themselves and answer questions. In some cities there are block parties with barbecues and kids bounce houses and Face Painting and a lot more. The idea started in 1984 as a way to prevent crime by having the police and residents get to know each other better. So here is our question of the day for you. We have new video to show you released by police in novato showing a group of robbers, look here, smashing a jewelry display case at a costco store. Christien kafton, youre in novato with more on the investigation and the police are also they want to know if these are serial robbers. Reporter yeah. Dave, were going to talk about the other cases in just a minute. You said it, the video really surprising. That video taken here at the novato costco store. You can see some of the cameras here. At this point in time, investigators are still looking for the suspects. You can see that police hoping that these cameras will take the video that will lead eventually to somebody recognizing those suspects and hoping that they can lead them to the thieves. Now, Novato Police released the video last night. It shows the robbers rushing into the store through the exit door, making their way to the jewelry display case. All of this happened around 10 10 sunday morning, just after the store opened. They wore hoodies and surgical masks and smashed the display case with a hammer. The robbery very quick. Taking 30 seconds from entry to escape. The suspects ran outside to a dark colored sedan, similar to a chevy sonic with dealer paper plates. People here are hoping that the video leads to arrests. We have to take that really seriously. There were kids in there when it happened or could have been because its the summer. And we could have or someone could have gotten out when they were running out or they could have had guns. It doesnt matter. It is just violence that we dont need here. Reporter this is just the latest robbery fitting the mo. Robbers took down a costco in june. In that case, the suspects also wore masks and took off with jewelry after breaking the cases. In may, thieves pulled off two similar heists in costco in danville, firing a round from a gun. One of the suspects in that robbery was arrested. Now police are looking to see if there is a possibility that all of these robberies at costcos around the bay area could possibly be connected. Up next, Campbell Police are responding to a video that went viral on facebook. In a moment we will show you why an officer pulled out his gun during a traffic stop. Also Governor Brown takes the air right out of a bill. Why he says a law against helium balloons went too far. The time is 7 15. This morning, the marin county board of supervisors will take a step towards resolving the flooding problem on highway 37, the highway that connects vallejo and novato. It was closed for several days during the rainy season this winter and spring. It could cost 3 billion to elevate that section of highway. The marin county of supervisors will vote on a partial tax to finance the road. Another option under consideration is having drivers pay a toll, one that could be as high as 8. Governor brown vetoed a bill that would have made it a crime to release helium balloons. It would have made it illegal to release the balloons made of milar or any conductive material. That can cause Power Outages or surges if the balloons hit power lines. While the governor knows theres a problem, he says criminal penals are not the solution to every problem. Lets help get you out the door. A lot of people look at the bay bridge as an idea of what is going on everywhere. This summer, we didnt have any breaks. He recorded this video, posted it on facebook. The driver and the passenger spent several minutes looking for paperwork. The Police Officer told them to stay in their car as he headed back to his motorcycle to write a ticket. Now, Authorities Say the passenger suddenly reached beneath the seat causing that officer to pull out his gun because he felt threatened. Now, Campbell Police told ktvu we understand that it is never a comfortable position to have a gun pointed at you regardless of whether it is a Police Officer. If this same situation would have occurred closer to backup officers, it would most likely have been resolved sooner. Were told that the driver and passenger were issued citations. An incident at a french airport is drawing international attention. This photo at the airport in france is going viral. Take a look at the righthand side. You will see an airport worker punching a man in the face. That man, by the way, is holding a baby. This comes after passengers had been delayed 13 hours. Passengers were complaining to the gate agency there. Is video of the man shoving the gate agency and then this photo posted on twitter shows the workers reaction. This will also this is also going to affect the san mateo bridge. When you get off, if you want to make that turn on to northbound 101, theres a bunch of slow traffic waiting for you. Northbound 101 at third, motorcycle accident. A Good Alternative is 280 up the peninsula. That looks good. Terrible drawing. Lets do that again. There you go. 280 up the peninsula. Thats better. It is a better commute as well. Across the bay, we have slow traffic on 880 north and southbound. We had a couple of earlier issues. 880 is slow from san leandro up to oakland. In the south bay, 101 and 280 are slow. 280 is okay in the south bay. And 24 through lafayette is going to be moderately heavy. At the bay bridge toll plaza, it is backed up. Kind of a big one this morning. 25 to 30minute delay. 7 34. Lets go back to the desk. Happening today, new parking regulations are taking effect in alameda. Harbor bay is one of the two Ferry Terminals. Its parking lot only has 250 spots so drivers sometimes ended up parking on some neighborhood streets. Starting today, though, drivers without a Residential Permit will only be able to park in the neighborhood for four hours. City Transportation Leaders say people should rely on buses, ride sharing and bicycles to get to the harbor bay Ferry Terminal because parking is so limited. Those who take the ferry from vallejo to San Francisco will have to pay more for parking now. It goes from 5 to 6. A monthly parking cost will double from 20 to 40. People taking the ferry says this 1 a day increase adds up. You have to think about where youre going to work, where youre going to live, if it will cost you your paycheck just to park. The parking lot at the vallejo Ferry Terminal has space for 1300 vehicles. Now to San Francisco where an engineering Analysis Shows the Millennium Tower in San Francisco can withstand an 8. 0 earthquake even though it continues to sink and tilt. There was a panel that examined the highrise building. The building has sunk about 16 inches since opening in 2009. The chronicle reports that the Engineering Panel agreed with the earlier assessment by a Structural Engineer that the tower settling has not compromised its ability to survive strong earthquakes. Experts recommend watching it and reevaluating in the future. Another scandal around wells fargo. Customers claim they were force today pay for insurance they didnt need or want. Wells fargo admits as many as 500,000 may have been affected and the 25,000 people had their cars repossessed as a result. This follows a big scandal over wells fargo opening millions of unauthorized bank accounts. A new state law will give voters new details about proposed taxes in cities and counties. It was signed by Governor Brown yesterday. Voters will be given exact details on the total amount of any proposed tax, how long it will last and how much money it will generate. The as organization is trying to get to the bottom of what happened last night. The fight broke out in the third deck of the coliseum in the middle of the first game of the bay bridge series last night. It was a female Security Guard who attacked a fan. Here is the video post today twitter last night. It shows this scuffle in the stands. The Security Guard wearing the black jacket appears to throw punches at a female fan. And according to a report out this morning from the bay area news group, a number of witnesses saw that female Security Guard grab the womans hair as other Security Guards stepped in to try to break things up. But other video showed the same Security Guard return to the stands minutes late tore that same section and the woman can be seen screaming at fans and being held back by security officers. This morning, bay area baseball fans are weighing in on the video. Video. That is a little disturbing. That is we saw the video for five seconds. So what happened before or after is probably more to the story, you know. What happened a couple years ago in l. A. , i thought maybe they would beef up security. But its its giants and as, you know. Split hats with as and giants down the middle. It is as or giants. Reporter the bay bridge series always a heated rivalry here in the bay area. The oakland as responded shortly after the scuffle last night, putting out a tweet that says the team is investigating what took place and it also says we contract with a Third Party Security company and are currently investigating the situation. Violence in any form is not acceptable. We take this incident seriously. The Security Guard seen throwing punches on that on that video from last night has not yet been identified. But, again, that was game one of the bay bridge series last night at the coliseum. Game two is tonight at 7 05. And then the as and giants, gasia, they play two more games over in San Francisco at at t park. Alex, have you heard anything about increased security there tonight . Are the as treating this as a one off . Reporter yeah. We havent heard anything further from the as this morning. Beyond the tweet that they put out last night saying theroux owe giving the sense that they were concerned about what took place involving the Security Guard. They havent indicated whether there will be increased security. As we know with the bay bridge series, it draws more fans than any other game would likely draw to the coliseum. Also, continues your typical holding area at a jail. It is a 12 million plan taking place in Santa Clara County. Welcome back to mornings on 2. The time is 7 43. Next month Santa Clara County will open a sobering station. They are offering care for people who have had too much to drink. It is a place that nonviolent people can sober up without going to jail. It and it is expected to satisfy the county money. They will bring individuals under influence to this room. Reporter come september what used to be an auditorium in the Reentry Center will be trance forked into the countys latest fix for public drunkenness. There will be a nursing station, assessment station, five recliners in here. Reporter a temporary sobering station for those badly intoxicated. Outside trailers set up for bathrooms. The county sees it as a way to save money and time for officer whos spend hours booking offenders in the jail. It can be 190 a jail for anybody in jail. That is the fairmont. Jails are important places for people who are a risk to the community. Maybe not such a good place for someone drunk in public. The cost funded by a state grant. It is part of a bigger plan for jail reform. To keep mentally ill people and those suffering from drug and alcohol addictions out of jail. A jail under scrutiny after the beating death of Michael Tyree by jail guards. There are over a hundred offenders in jail. And many of those nearly 100 are mentally ill. They served their sentences but have nowhere to live. Reporter this idea separating drunks was tried before but didnt work. The judge says it was too similar to the jail system. This time the station will have nurses and support staff to refer offenders to rehabilitation programs. So from this wall back will all be the sobering center. Reporter next year, the county plans to have a permanent sobering station at the back of the reentry building. Right now it is used for storage. But it will all be gutted to include showers, Laundry Services, and a food pantry to help 20 people. The system has been pretty broken. This is one to maintain a safe community. Gasia and dave, good morning. Traffic is at a stand still on the 101. There is a crash involving a motorcycle and a automobile. Traffic is quickly backing up almost into belmont and it is all through san mateo here. I would recommend using 280 as an alternative route. And if 280 280 is much better than 101 at this point. These things tend to take a while. Southbound may be a little slow past the scene, you can clearly see the crash on the other side. This may also affect the san mateo bridge. Speaking of which, san mateo and dumbarton bridges are slow. 880 is slow down to davidson. And in the south bay, we do have slow traffic on all of the major freeways. A new study says online searches relate today suicide went up 19 in the weeks after the premier of 13 reasons why. About a teenage girl who takes her own life. The study says there were between 900,000 and 1. 5 million more searches about suicide than usual in the weeks after the show was released. A motorized train stole then Pleasant Hill over the weekend is up and running again, thanks in part to social media. Late saturday night, someone stole it. They towed away a black trailer outside of the office of the company the fun and games experts. Inside the trailer was a 7,000 pound multi colored train worth 60,000. While the owner called police, his daughter went on social media, reporting the train was stolen. Fisher men are excited to get back to work even though their season was already put in half. The season starting two months late because there were concerns not enough salmon made it down to the Pacific Ocean from upstream where they hatched. Fisher men say the industry is suffering from californias continuing problem over water rights. We have actually got three disasters. Last years salmon season, another declaration for this years season and also the season for crab that we had acid with last year. The last three or four years i havent seen in my 40 years. A collection of bad things happening one after the other after the other after the other. 25 years ago, there were more than 4400 licensed commercial salmon boats. Now, the state says there are only about 400. Also happening today, the state park system is launching a new online reservation for campgrounds. It will be reservecalifornia. Com. The state Parks Department says it will allow users to reserve campsites and lodging six months into advance on a daily basis rather than the previous system that only allowed it on the first day of the month. If redriving to the san mateo bridge, you might consider using the dumbarton bridge instead. That would be a better bridge if you have an option. San mateo traffic is okay. The south bay traffic is slow on all of the freeways getting into that west valley. But in downtown san jose, it doesnt look too bad. When you go to the bay bridge there, is a backup there as well of about 25 minutes. It is 8 03. Back to the desk. To the north bay where police in novato have released new video that shows how a group of robbers smashed a display case and made off with jewelry from a costco. Christien kafton has the newly released video and information. Reporter investigators here in novato still looking for the suspects in this case. This whole incident captured on camera. There are several cameras here outside of the costco in novato. We counted at least six near the entrance and exit. Police are hoping that someone will recognize the suspect or the vehicles used in the bold robbery, hoping to lead them to the thieves. Novato Police Released the video last night. It shows the robbers making their way to the jewelry display case. All of this happening around 10 10 a. M. , just after the store opened sunday morning. The robbers wore hoodies and surgical masks and smashed the display case with a hammer. The robbery was quick, taking just 30 seconds from entry to escape. Those shuts then ran outside to a waiting vehicle, a dark colored sedan similar to a chevy sonic with paper dealer plates. This morning people are saying that they hope the video leads to arrests. Hopefully the video will, you know, help. And the police will, you know, stop this ring or whatever it is fast. Reporter this is just the latest robbery fitting the same mo. Robbers took down a costco in foster sit tee in june. In that case, suspects also wore a mask and used a hammer and took off with jewelry. Then back in may, thieves pulled off two similar heists at the costco in danville. In one case, firing a round from a gun. One suspect from one of the robberies was arrested. Now police are looking to see if there is a possibility if all of the cases could possibly be connected. In novato, christien kafton, ktvu fox 2 news. The california Highway Patrol arrested a 25yearold woman who they say was sleeping behind the wheel of her car on the freeway yesterday. A tow truck driver found the vehicle parked on the shoulder near the highway 17 interstate 280 interchange. There was also a baby sleeping in a car seat in the vehicle. The tow truck driver called Highway Patrol. The mother was arrested for child endangerment and driving under the influence. A fire at an Elementary School in san rafael last night could affect the first day of class which is set for august 24th. The fire started just before 6 00 p. M. At dixie Elementary School west of 101. The Marin County Sheriffs Department tweeted out this photo of the fire. You see flames and smoke coming from the roof of the building. The fire was confined to the roof of the Elementary School. Inside there is water damage. Of course the district is on summer break so there were no students or teacher at the school when the fire started. It may be connect today work being done to the roof. There was hot tar being installed yesterday. We also found extension cords which were screwed into the roof which might have penetrated and caused damage which might have been an ignition source. The fire chief says the building will need plenty of work to be ready for the start of school on august 24th. Dixie elementary will keep parents and students updated through the school website. The fare system used on cable cars ends up costing muni money. Allie rasmus is joining us live from San Francisco this morning to explain why the audit actually recommends, allie, switching to a cashless system for cable car riders . Reporter yes. As you know, it costs 7 to ride the cable car each way. And some people still pay for that fare in cash. Were at the cable car turn around at powell street. This is definitely without a dot one of the top Tourist Attractions in San Francisco. 6million people a year ride the cable cars. Many are tourists. Muni says switching to a cash free system could be a burden. An audit says the current fare system makes it vulnerable to theft and fraud and ends up costing muni lots of money in lost revenue. There was an audit done late last year and they rode the cable cars 30 times and fares were only collected half of the time. One of the things that the report recommends is no longer paying the fare in cash. We spoke to tourists this morning about that and a current cable car operator who wanted to remain. I would love it. It would make my job easier. If theyre into making the money, theyre going to lose it. People will be standing in line to get a ticket, which will take a while. Then you have to stand in line again to get on. Most things moving away from having cash on you. So this is kind of people will adjust . Yeah. Reporter now, earlier this year, two cable car operators were charged with embezzlement. They pocketed some of the fares in cash. If no receipt is written, there is no record of the transaction. One of the men is accused of using the system to pocket as much as 32,000. Now, back here on camera, the audit says the muni cant switch to a cashfree system, then it should install fare box thats passengerswould have to pass through. That is not a great option either because of the way that the cable cars are designed. The cable cars are iconic. You can understand why you wouldnt want to do anything to change the look or function of them. We heard back from muni this morning. While the agency appreciates the findings in the study that the audit concluded, he said that they will be looking at other ways to promote cashless fare options for people who ride the cable cars many back to. The examiner obtained data showing there were 41 homicides through july of this year. 30 last year. The number of robberies rose slightly from 1,525 to 1594. While this is the first tuesday in august, that means that tonight is National Night out. Communities across the bay area and across the country are Holding Events where people can get to know their neighbors better. Police often drop by to introduce themselves and did answer questions. City transportation Officials Say people should rely on buss and ride sharing and bicycles to get to the terminal because parking is so limited. Other people who take the ferry from have a lie to San Francisco will have to pay more for parking starting today. It goes from 5 to 6. Monthly passes will now be dollars. People taking the ferry say the 1 increase adds up. You have to think about where youre going to work and live. If it will cost you your paycheck just to park. New this morning, two men leading the opposition against the venezuelan government were takeenfrom their homes in the middle of the night. The family posted the video of the men being driven away by state security agents. The men have not been heard from since. The man who called himself americas toughest sheriff was found in contempt of court. The judge found him guilty of disobeying a court order to end traffic stops based on the suspicion that the driver was in the country illegally. He was running for reelection and now faces up to six months in jail. His lawyers say they will appeal the verdict. A standoff early yesterday morning between the Police Department and a man with a gun ended 15 hours after it started. We followed it throughout the morning on mornings on 2 yesterday. Police say the man was barricaded inside of his home after a woman wad found shot near 15th and castro. The woman later died. The man came oust the house around 2 00 yesterday afternoon after shooting himself in the chest. He was taken to the hospital. At this point his name is not being released and last night officials said he remained in critical condition. Police are not saying if there was any relationship between the woman and the suspect. Officers say they did not fire their guns at any time during the standoff. If this same situation would have occurred closer to backup officers it would most likely have been resolved much sooner. We are told that the driver and passenger were both issued citations. San Francisco Police station are investigating a bizarre attack on a woman that happened in the tenderloin sunday night. The woman was sitting on the sidewalk on mason street when a man in his 20s approached her and poured bleach on to her face. She was taken to the hospital and suffering life threatening injuries. If she survives, she will likely be blind. Police dont have a description of the suspect they have released yet. Anyone who saw what happened is urged to call san Francisco Police. Traffic will be a little bit slow as you pass the scene. It looks like theyre wrapping it up. But taking 39 minutes to drive between the carquinez bridge and the macarthur maze. You will see the traffic is going to be busy. When you get to the bay bridge, there is still plenty of waiting to do there. Backed up to the maze. About a 25minute delay. Maybe a little more like 30 minutes depending on which line youre in. And this is 880 northbound beginning to slow down. 880 northbound past the coliseum driving up to downtown oakland. It really slows from the san leandro boundary with oakland. After that, it is slow into downtown. And san mateo bridge traffic has been slow because of an earlier crash on the peninsula. And if youre driving on the east bay, it will be slow as well. And 280 for the most part is slow. There goes the train. Northbound 280 traffic is moderate through downtown. It is 8 32. Lets go back to the desk. Thank you, sal. San Francisco Police have arrested a man on suspicion of breaking into a home, attacking a woman and trying to set the house on fire. According to the San Francisco chronicle, it happened friday night. The woman says she was in the home with her 3yearold son when a man came in through a sliding glass door asking about someone who doesnt live there. Police say the man dragged the woman by her hair and ran after her with a knife. They say she was able to escape into a bedroom where her son was. When officers arrived, police say the woman then threw them the keys to the door from a window and they found a table in the home engulfed in flames when they went inside and arrested the suspect. The mans name has not been released. In the city of hayward, a man was found dead inside of a motel 6 yesterday afternoon. He was 44 years old. Investigators who are investigating this case as a homicide have not released the cause of death either. The time is 8 33. A Leadership Team of the Palo Alto School district is continuing i weeklong re a weeklong retreat. What prompted this. This training is part of what the district calls a push to make systemic improvements to the way it handles title 9 investigations. They wanted to train the entire district staff today but that will not happen. As we take a look at the video, the changes still need to be implemented and approved by the District Board and sent over to the office of civil rights for approval. The district will try to do that at an upcoming meeting and pass this on to the office of civil rights. The changes are part of the districts agreement with the ocr due to violations dating back to 2013. In may, we did extensive reporting on this subject with a series of 2 investigates reports on how a High School Student was still attending classes and participating in sports after allegations of having oral sex with a 14year old girl in the school bathroom.
