One of our Traffic Cameras has picked up a fire in the vicinity of 7th near townsend. We can see it with one of our cameras here. In fact, the traffic is going to be if we pull back, you can see that it is going to be smoke rising. Now, the Fire Department is on the scene. And just to give you a perspective as to where this is, this over here, this is highway 101. Over here is 280. So there is 101 and 280. So this smoke is coming up from about 7th and townsend. The Fire Department too busy to talk to us right now. We see the smoke coming up. We will let you know more. The smoke has dissipated. It is white smoke. We will keep you posted on what is going on. This is a look at the bay bridge toll plaza. Traffic is going to be okay if you are driving into San Francisco. It is a typical delay of about 25 to 30 minutes. Nothing oust the ordinary. There is a daytime baseball game today. Remember that. That will affect traffic. This is a look at 880 northbound and southbound in front of the coliseum. The traffic looks good. 101 has been a mess because of earlier issues. Northbound near 280, 280 traffic is taking a beating. People are hearing about this and using 280 in the area. 85 is also slow because of an accident. The two accidents have made it slow. If you are a south bay driver, you need extra time. Lets move straight to a developing story in marin county where the search will resume for a missing boater. Alex savidge is in the bay where that 70yearold man, alex, hasnt been seen since yesterday afternoon. Reporter yeah. Gasia, good morning to you. The man is not being identified by authorities but he is an employee of the well known tomalis Bay Oyster Company here in western marin county. He went out on the waters of the bay yesterday and he has not been seen since. A search was launched at 3 00 in the afternoon yesterday when boaters from another Oyster Company, the hog island Oyster Company spotted the missing mans motor boat. It was out on the water empty and going in circles. The marin county Fire Department and Sheriffs Department is working alongside the coast guard and the highway patrol. Theyre using boats, jet skis and helicopters to try to find the man. Authorities say he was not wearing a life jacket when he went into the fairly shallow waters of the bay. Anywhere from ten to 15 feet deep. He was reported to be wearing some type of waders, boots that could pull him under the water that could hip der our search. He could be submerged. We have a dive Team Available if he becomes a submerged victim. Reporter now, the 70year old man is said to be a strong swimmer. And authorities still at this point are calling this a rescue operation. Now, it was fairly windy out on the waters last night as the search got underway. And that created choppy conditions and made things tough for the search crews. The conditions this morning, fairly calm. But the water temperature is cold and obviously authorities want to try to find the man as soon as they possibly can. And, again, the search is set to resume, gasia at some point later on this morning. Theyre supposed to be back out on the water with boats, jet skis and potentially searching from the air with a helicopter. Is the assumption that he was out on the water in the course of his work at the Oyster Company . That is the assumption. I dont have any direct information. We havent been able to reach authorities this morning to get an update on the search. Thats the assumption. This is a company boat and he was out on the water working at the time that this happened. Obviously we had the people from the neighboring Oyster Company who spotted this boat, spotted a person who they knew from a company that they knew. And presumably he was out there during the course of his work and then somehow went into the water and remains missing this morning. Okay. Hoping for the best here, alex. Thank you. The time is now 7 05. Were talking about wildfires. A lot to talk about. The latest on the out of control wildfire southwest of the Yosemite National park. It started sunday afternoon in mariposa. It has burned 25,000 acres. It is only 5 contained. 8 buildings have been destroyed. 1500 homes are in danger. Governor brown declared a state of emergency for mariposa county. Things will get worse before it gets better says the firefighters. The National Weather service predicts it will be hot and dry there today. Temperatures in the low 90s. Humidity only 20 . But the wind is an even bigger concern. Scary situation. Pray for the residents of mariposa. Essentially the south side of the fire if you look at a map of it is where theyre expecting it to grow. Now, a part of highway 49 is closed this morning. That fire is also threatening power lines that supply electricity to yosemite and some of the people inside of the park are saying on social media that they dont have power right now. Well, a controversial fire fee will be suspended under californias new cap and trade deal. Homeowners in rural areas have been paying a fee for the past five years to help offset the rising cost of fighting wildfires. A lot of them have been fighting the fees for years, saying theyre unfairly taxed twice. One man is suing cal fire saying he wants the money to be returned to homeowners. We pay taxes to our local fire districts. Sooner or later there has to be a place where you draw the line. The tax was redundant and was passed illegally. The governor doesnt give anything away. Now, removing those fees will save homeowners more than 100 a year. The deal to remove the fees expires in 2030. Barts new police chief is taking a number of steps to protect riders from crime. Police chief carl rojas outlined the plan during the board of directors meeting yesterday. He wants to offer bonuses to new officers to fill 40 vacancies. A new crime report from bart shows Violent Crime is up 41 this year compared to this time last year. Also a growing debate on how much information about crime bart should release to the public. A victim of a mob style attack says that the Surveillance Video should be released. The individual whos assaulted us and robbed us, there were multiple repeat offenders. The police knew who the individuals were. Bart says it doesnt plan to release the video out of concern that it could interfere with prosecutions. Animal control officers in San Francisco are on patrol after a coyote jumped out of the dark and snatched a little dog off a front porch. It happened sunday about 4 00 a. M. In the Balboa Terrace neighborhood. A couple had taken their new pickupy and 13yearold dog bella out for a bathroom break. But before they could get back inside, the coyote grabbed bella and took off. They found the dogs bod knee an alley near the home. An officer with animal control says there have been more coyotes attacks. Experts remind you pet owners to keep cats and dogs inside. Keep dogs on a leash. If youre approached about a coyote, you possibly could scare them off by waving your arms, making loud and threatening noises. For the second time in a year, a steel worker has been injured at the facebook new site in menlo park. Investigators say a worker fell 10 to 15 feet from a steel approximate frame on the fourth floor. He suffered cuts, bruises and was in pain but his safety harness stopped him from hitting the third floor and likely saved his life. Back in april, two workers were injured at the construction site. An accident on 85 and 101. 280 hasnt had any major crashes. It is very slow through downtown san jose. A lot of people are using 280. It looks like we may have lost the picture. The santa clara Water District is hoping to build a New Reservoir to meet the needs of a growing population. The Water District has begun negotiations to buy more than 12,000 acres of rural land in the southern Santa Clara County area. Plans also call for a dam up to 300 feet high. The reservoir would hold enough water to meet the needs of 650,000 people and be the first New Reservoir built in the bay area in nearly 20 years. The board of supervisors approved the office of cannabis. Starting january 1st, the sale of Recreational Marijuana becomes legal statewide. The new office will take over responsibility for permitting and inspections for marijuana businesses within the city limits. What this does is set up a one it was shop shop so we have a centralized place to regulate this, make sure that we do this safely and appropriately. Ropriately. The citys new office of cannabis will have three employees and a budget in the first year of 700,000. This stretch is taking you at least an hour to drive the stretch. When there is no traffic, it takes about 15 minutes. Thats what you have to deal with. People have been on 85. Theyre very slow because of earlier problems. People avoiding the other two freeways were on 280. That is completely slow from 680 all the way to the valley. So wherever youre going, trying to get west into that west valley, it is going to be slow. This is san mateo bridge. We had a stalled vehicle on the span. Also 92, there is a stalled big rig. If youre coming over the hill from Half Moon Bay or going to Half Moon Bay, 92 may not be the best bet because of a stalled truck. Oneway Traffic Control in the area. As we get to the bay bridge toll plaza, you can see the traffic is backed up here for about a 20 to 25minute delay. We do have a very slow commute going. 7 33. Lets go back to the desk. All right, sal. New from walnut creek overnight, a condominium Fire Forces Evacuations a while ago. It happened near the medical center, engulfing units on the second floor. Leigh martinez has been out there for a while. I can see the damage over your holder. Reporter yeah. We spoke to one of the woman who lives here. She is on the bottom condo. Her place is completely destroyed. She cant get back inside. This is some of the debris that we found on the side of the condo building. Talking with a construction crew out here earlier, they said they had to board up at least three units. And one neighbor came out and told us she was very shaken about this fire. She says that unfortunately she is not surprised that it happened. Now, you could see the tall flames from the road. Firefighters discovered the fire right after midnight on the second floor units, fully engulfed in flames and spreading to the roof. Some raced outside with pets and belongings. Neighbors say there have been multiple problems at the condos since the tenants moved in last october. And the police have called out here several times. A woman who says she is is in the Neighborhood Association board says the family in the upstairs unit was evicted. Was evicted. Last night, she was supposed to leave. She was supposed to move. And it was the day she was supposed to be out. So i find it very interesting that the house is on fire. She was moving out yesterday. I saw her leave at 9 30 last night. Reporter sue thomas says someone banged on her door last night that the building was on fire. She escaped unharmed but lost her home. I know there are like three gaping holes in my ceiling. My carpets all have stuff. My bed is all damaged with ceiling materials. Everything smells like smoke. I mean, thank god i had neighbors who could give me clothes. I dont know what im going to do right now. Reporter now, the cause of the fire is still under investigation. We did check with Walnut Creek Police. They say they are not investigating. However, we have a couple of calls into Contra Costa County fire as well as the fire marshals office. We have not heard back as to what the status is of the investigation. The enrollment for fall classes at city college of San Francisco is up for the first time in almost ten years after a new tuition free plan was announced. Enrollment is up 17 over the same period last year. Finish now, if that rate continues, the school may go over the 5. 2 million budgeted to pay for tuition. On tuesday, the board of supervisors approved an extra 1 million for this program. It is funded through a real estate transfer tax increase. Free city is open to students who live in San Francisco and have lived in california for more than a year. The two week old died yesterday from viral meningitis. She contracted that illness just a couple of days after she was born. Her parents noticed she wasnt eating and she was lethargic. The parents want to draw attention to what happened so other parents wont have to go through what theyre dealing with much investigators say the Minneapolis Police officer who shot and killed a woman who had called 911 for help fired his gun after hearing a loud noise. The officer opened fire on 40 yearold justine on friday night. So far the officer has refused to give a statement about the shooting but his partner tells investigators that he and the officer were responding to the 911 call reporting a possible assault near her home. She was in her pajamas talking to the officers on the drivers side of the car. There was a loud noise and thats when the officer fired his weapon through the car window, killing the woman. Both officers were wearing body cameras but they were not turned on until after the shooting. There are questions that we have and hope to have answered soon. Why did the soar draw and fire his gun . What happened from the time that the officers arrived on the scene to when she was pronounced dead . Why dont we have footage from body cameras . Why were they not activated . We all want answers to the questions. The officer had been on the force for 21 months and reportedly had three complaints filed against him. But the worst commute in the bay area right now is the south bay. Its going to take you about an hour to try from drive from southern san jose to 101 because of an earlier issue. Everybody is on 280 seemingly. It is finally getting a little bit better but still very slow obviously. Very slow on san mateo bridge. There was a stalled blue mini cooper. Chp has a lot of details in the programs they send outside sometimes. They tried to move it out of the way. The traffic is still slow on the san mateo bridge. Employers with 50 fulltime employees have to offer the benefits. About 8,000 employers are covered by the rule. Only half of them are offering the benefits. The benefits can include money back to the employees or a free shuttle service. Big changes are coming to gary boulevard in San Francisco despite opposition from people who live along gary. Yesterday afternoon transit leaders approved plans to expand bus only lane as cross the boulevard. It calls for bus only lanes in the middle of the road where the median is right now. Commuters want Faster Service between downtown but dont agree that dedicated bus lanes are the answer. The project will eliminate one lane of vehicle traffic in each direction and street parking. It is one of the busiest bus lines. It serves 54,000 riders every day. The Municipal Transportation Agency of San Francisco has approved a car sharing program. One Senior Analyst with the agency says the vote doesnt mean that the spots will be popping up right away, saying it will take years to reach the number. The spaces will be chosen through a public process with a final approval tentatively set for the fall. Foreigners continue to buy a Record Number of homes in the u. S. New numbers by the National Association of realtors show that foreigners built 280,000 homes in the 12 months that ended march 31st. That is a third more than the year before. Starting to see clearing on the ramp 880 which makes it likely that there this will start improving closer to 9 00 and 10 00. Eat eight northbound is slow driving up to downtown oakland. It continues to slow all the way up to about 29. But the Silicon Valley commute has been slow every single freeway getting up to sunnyvale, cupertino and mountain view. It is slow. The expressways are taking a beating too. This is largely due to earlier crash thats put people on all kinds of freeway. If this is your commute, can give yourself extra time. 280 is still slow. Thank you, sal. We begin with a developing story of a wildfire burning out of control of southwest of the Yosemite National park. It is in mariposa. So far it has burned 25,000 acres and only 5 contained. It has already destroyed eight buildings and threatening 1500 homes. Governor brown has declared a state of emergency for mariposa county. Firefighters say the situation will get worse before it gets better. The National Weather service predicts todays conditions in the area to be hot and dry, with temperatures in the low 90s and humidity at about 20 . But an even larger concern is the wind. This is the first time it has come this far. 20 years ago there was one that made it to bear valley. They stopped it there. The winds are totally different this year and a lot of fuel. A section of highway 49 is closed this morning. This fire is also threatening power lines that supply electricity to yosemite. Some people inside the park say they do not have power on social media. Firefighters hope to contain the eden fire. It has burned about ten acres. A lack of wind has allowed crews to get a handle on this fire. County leaders tell the mercury news says a mistake on the alert system sent out a warning to more people than intended to. Homeowners in rural areas have been paying a fee for the past five years to help offset the rising cost of fighting wildfires. Many have been fighting the fees for years, saying they are being unfairly taxed twice. One man is suing cal fire because he wants the money to be returned to homeowners. We pay tacks to our local fire district. And you know, sooner or later, you have to draw the line. The tax was redundant and was passed illegally. The governor doesnt give anything away. Removing the fees will save homeowners more than 100 a year. Animal control officers in San Francisco are on patrol after a coyote jumped out of the dark and snatched a small dog off the owners porch. It happened in the Balboa Terrace neighborhood. A couple took the two dogs out for a bathroom break. But before they could get back inside the home, a coyote jumped up and grabbed bella off of the porch and took off. They later found the dogs body in a alley near the home. There have been more sightings and attacks in the last couple of years. Some worry that nothing would stop a hungry coyote. It is very concerning. We always try to make sure that we keep our doggone leash. But, you know, you just it happens so fast. It probably wouldnt matter what you do. You know, its just it is worrisome. Experts remind pet owners to keep cats inside and dogs on a leash and say if youre approached by a coyote, try to scare them off by waving your arms and making loud threatening noises. Barts new police chief are taking several steps to protect riders from crime. Chief rojas outlined the plan at the board of directors meeting yesterday. He wants to offer bonuses to new officers to help fill 40 vacancies. A new crime report from bart shows that Violent Crimes are up 41 hers this year compared to this time last year. Also a growing debate over how much information about crime that bart should release to the public. A victim of the mob style attack on bart says that bart should release the Surveillance Video. The individuals who assaulted us and robbed us, they were multiple repeat offenders. The police knew who the individuals were. This morning the search will resume in marin counsel marin county for a physicalling boater. Alex savidge has the latest on the efforts to find him. Alex . Good morning to you. Authorities will not confirming the identity of the man missing, just saying he is an employee of the Oyster Company. One person tells me that it is her understanding that this is in fact the owner of the tomalis Bay Oyster Company. But that has not been confirmed by authorities. The man who went missing yesterday afternoon out on the waters of the bay after going out on to a boat, he has not been seen since that time. And a major search was launched late in the day yesterday. And it was launched when boaters from another Oyster Company, the hog island Oyster Company spotted the mans motor boat on the water. It was empty and going in circled in the middle of the bay. Thats when they called for help. The Sheriffs Department and Fire Department were called in who worked alongside the coast guard and the highway using jet skis, boats and helicopters trying to find the man missing. Authorities say he was not wearing a life jacket when he went into the fairly shallow waters of the bay. We dont know how the victim ended up in the water. We do know that he did not have a life jacket and was in normal clothing for fishing. Reporter now, last night as that search got underway, it was fairly windy out on the water. 30 Miles Per Hour gusts. According to authorities, that created choppy conditions and made things fairly tough in terms of the search. The search was suspended for this man late last night. But it is going to resume about an hour from now. So the word that i have from the marin county Sheriffs Office, a representative says that they will begin the church from nix cove right along highway 1. They will be searching for the missing 70 yearold man. An employee of the tomalis Bay Oyster Company. Some plaintiff it is the owner of the company. It i point i asked the marin county Sheriffs Office if they are considering this a search and rescue operation. They said it appears to be shifting into more of a recovery operation. A marine corps airplane mechanic has been declared brain dead after being injured while working on a plane. Two mechanics were injured in jacksonville, north carolina. The newspaper says the second man recovered but james was declared brain dead five days later. James is a 2012 graduate of Petaluma High School and studied at Santa Rosa Community college. A man was killed by a Lightning Strike during a strong storm while he was walking to the store. He was a father to two teenagers with a baby on the way. There have been seven lightning deaths across the country this year. Oj simmon cease parole hear simpsons parole hearing is tomorrow morning. Simpson and two armed men burst through the door and demanded the return of sports memorabilia. Simpson was sentenced to nine to 33 years in prison for the crime. If the board approves the petition tomorrow, he could walk out of prison as soon as october 1st. He has done nine years on a robbery charge. He will be 70 or he is 70 years old now. Probably a low risk to rio fend or at least a low risk to commit eye Violent Crime. And so i suspect they will probably grant him parole. If simpsons parole is denied, it could take three years for him to appear before the board again. He believes that simpson has served enough time in prison and should be paroled. The fires on the property are part of the four major fires at east Bay Construction sites since last july. Despite the set backs the developer says the construction still going strong. He is determined to build the apartments and possibly a market. How much do you worry about another fire. I dont spend a lot of time on it to be honest. I do think that the people that are doing this need to be caught. Because they will probably be more fires between now and when i rebuild this. Surveillance video were sharing with you here captures someone in dark clothing scaling a scaffolding before the second fire in may. Investigators describe him as a person in interest in this case. Since that fire holiday installed ten additional cameras on the property and has hired armed guards. If youre planning a trip to mexico any time soon, be prepared for additional screening on the flight back to the united states. The Aviation Authority has been directed by the department of homeland dessert to implement additional safety checks on any electronics larger than cell phones. And a little bit less of a wait between 10 and 15 minutes waiting now at the bay bridge toll plaza. That is pretty good. We still have a lot of low traffic on 880. This falls into the realm of the ordinary. The really slow traffic this morning has been on 101 all the way up into mountain view. 280 is completely sold out. And 85 also slow. And this started with a rash of accidents on 101. Then we had one on 85. Now we have one northbound 280 at 85. Between the three freeways, it is very, very slow. Were seeing some improvement here. And as you get there. Now, the fog has also gone away from sfo. This is one of my favorite shots to bring steve in. That is runway 1 right and left. It looks like the fog has lifted a little bit. Hello, steve. So on approach, lets say im coming in from san mateo bridge, i would use runway 2a left or right. Okay. The fog is burning off unless youre on the san mateo and santa cruz coast. Her parents want to raise attention to what happened so other parents wont go through what they have been dealing with. The San Francisco board of supervisors approved the first office of cannabis. Starting january 1st, the sale of Recreational Marijuana becomes legal statewide and folks are hoping to cash in. The office will take responsibility for permitting and inspections for marijuana businesses within the city limits. What this does is set up a onestop shop. So that we have a centralized place in order to regulate this, to make sure that we do this safely and appropriately. The citys new office of cannabis will have three employees and a budget in its first year of 700,000. The supervisor says the cost of the office is covered by fees that are assessed on people selling marijuana or growing it for the industry. The enrollment for fall classes at city college of San Francisco is up for the first time in yearly ten years after a new tuition free plan was announced. Enrollment is up 17 from the same time last year. If the rate continues, the school may go over the 5. 2 million budgeted to cover tuition. But on tuesday, the board of supervisors approved an extra 1 million for the program which is funded through a real estate transfer tax increase. Free city is open to students who live in San Francisco and who have lived in california for more than a year. The Santa Clara CountyWater District is hoping to build a reservoir to meet the water needs of a growing population. The Water District has begun negotiations to buy 12,000 acres of rural land in Santa Clara County. It calls for a dam up to 300 feet high. Traffic is improving on the Richmond Bridge driving to the toll plaza. This is encouraging news. I said we will start to see improvement closer to 9 00. Here we are at 3 08 and you see improvement here. At the bay bridge toll plaza, the traffic has been okay. If you are driving here, you see some improvement on the ramp getting down from 880. So that is the first sign that we are starting to see improvement. 880 though itself is very slow driving up to the coliseum. Steve mentioned theres a day game here and also at at t park. Looks like there is something in the lanes northbound 880 at 29th that chp is looking for. San mateo bridge is okay. It is improving. 92, we had an earlier stalled truck. That is gone. But traffic getting out of Half Moon Bay is super slow over that hill. And all of the south bay freeways are slow, including 87, 280, 101. If this is your commute, you need extra time. 8 31. Lets go back to the december. Thank you, sal. We have just received new information about the fire burning southwest of yosemite. That fire has doubled in size from 25,000 acres to nearly 46,000 acres. Es. Crews having a difficult time getting a handle on this fire containment slightly increased from 5 to 7 percent overnight. Nine structures have been destroyed or damaged while another 1500 are still being threatened. Now, it will be another battle out there on the fire lines today for the crews who must deal with the windy conditions and temperatures in the 90s. We have a news crew headed out there to the front lines and will provide live updates for you on air in later newscasts and online. Cal osha investigators are looking into an accident that happened at the construction of the new facebook building in menlo park. The second accident at the site in the past three months. Jessie gary is joining us live from the san jose studio with more on this story. Jessie. Reporter good morning. The workers was doing work for building 21. Lets look at the pictures. This comes courtesy of the menlo park Fire Protection service. The steelworker was on the fourth floor when a piece of decking or steel that he stepped on partially dislodged and he fell 15 to 20 feet, roughly two stories. But but his safety harness and rigging stopped his fall before he hit the floor below. He escaped at that life threatening injuries but suffered bruising and pain from the fall. This is standard gear at construction sites when men or women are working up high. This is the second accident at this construction site this year. In april, two iron workers standing on a beam about 40 feet above the ground fell when they were dropped 20 feet. Both men suffered significant pain and bruising as well. That accident being investigated by cal osha. Thank you, jessie. New this morning, flames tore through part of a condominium complex in walnut creek. Thats right. Leigh martinez spoke with evacuated residents and neighbors who say they are suspicious about the circumstances of this particular fire. Ular fire. Reporter we spoke with one evacuee who lives in one of the bottom units. She says she is evacuated. Her place is completely destroyed. You can see the damage, the debris out here this morning. A construction crew tells us that they had to board up at least three units. And one neighbor from across the street says she was shaken up by the fire and she unfortunately is not surprised it happened. You could see the tall flames from the road. Firefighters discovered the second floor units engulfed in flames and spreading to the roofs. 7 crews arrived, escorting people out with pets and belongings. Neighbors say there have been multiple problems at the condos since the tenants moved in last october and police have been called on several occasions. A woman who is on the Neighborhood Association word says the family in the upstairs unit was evicted. Last night she was supposed to leave. She was supposed to move. And it was the day she was supposed to be out. So i find it very interesting that the house is on fire. They were being evicted. She was moving out yesterday. I saw her leave at 9 30 last night. Sue thomas says someone baked on her door saying the building was on fire. She escaped unharmed but she lost her home. I know there are three gaping holes in my ceiling. The carpets have stuff. My bed has ceiling materials. And everything smells like smoke. I mean, thank god i had neighbor whos were able to give me clothes. I just dont know what im going to do right now. Reporter the cause of the fire is still under investigation. We did call Walnut Creek Police who say they are not investigating. And we do have commercial calls into the Contra Costa County office to find out about the investigation. Crime stoppers are offering a 30,000 reward to help solve three unsolved homicides. One includes a 13yearold shooting victim. His 19yearold brother and another person were gunned down three weeks later. No arrests have been made in either of the cases. Anyone with information is asked to call oakland police. Technology helped capture two men accused of a daring burglary at a verizon store. The two menussed power tools to cut through the roof and get inside. The suspects sold 138,000 in merchandise, including iphones, ipads and galaxy phones. But they were arrested in san jose later because one of the stolen items had a tracking device. 40yearold tran nguyen of san jose is being held on bail. Investigators say the Minneapolis Police officer who shot and killed a woman who called 911 for help fired his gun after hearing a loud noise. The officer opened fire on the 40yearold of australia on friday night. She was in her pajamas talking to the officers on the drivers side of the car. Investigators say there was a loud noise and thats when the officer fired his weapon through the car window, killing the woman.
