The problem is the load on the truck that got into the crash became unsecured. It did not spell but they are worried about it so they have to wait to move the truck. They do not want the load to be on the freeway. We have had a bunch of crashes behind that. This whole commute from 580 basically from the past all the way out to the dublin interchange is just a big slowdown right now. That is going to add a lot of extra time. 580 is your commute today. You need to get on the road as early as possible and also, if you have an important meeting or something you may call ahead and say you may be late. We had a crash on the san mateo bridge, westbound 92, that blocked two lanes. They moved it out of the way. There were no injuries but the topic is recovering as you get past the toll plaza. It looks like everything is out of the lane so that will improve things in a while. We look at the bay bridge, backed up for 20, 25 minutes and looking at the richmond ridge, we have a lot of slow traffic approaching san rafael. At 7 02 am, lets go back to the desk. Friends of bad front, a wellknown member of the Film Community are mourning his death over the weekend. He was shot and killed sunday morning at twin peaks. The popular tourist spot. Well, the weather up here does not deter criminals. It is very foggy. It is cold. It is windy. The locals say that the crime which includes burglaries, breakins, and even armed robberies it has been an uptick and there is a film crew right now and they are doing their work and we talked to the production manager who knew ed french and he said that even himself he was a burglary victim excuse me last year. His car was broken into. The camera equipment was stolen. On sunday at 8 00 in the morning is when the victim was shot and killed. The victim is 71yearold ed french who was shot near his parked car before 8 00 a. M. The motive was likely robbery and his camera was missing. Friends say that he was likely taking photographs for his work as a location manager, scouting sites for commercials. Friends describe him as a mentor and from a person who would not have fought back against a robber. Eddie was a great friend of all of us. He was a steward and a mentor and a really lovely guy. He was very personal. He always had a great smile on his face, great fence of humor, even in the face of sometimes great adversity and some of the challenges that we face to move a bigger crew around the city can be a little daunting. Police were called before 11 00 p. M. When a shot spotter was activated and pinpointed the location. Police were called to a hospital where Allie Sweitzer was dropped off with a gunshot wound. Police found out that she had been involved in an argument in the park where she was shot. She later died. Richmond police have been working with the fbi, the task force to solve the killing. New numbers are showing violent sex crimes are on the rise. Ktvu alex savidge is at the walnut creek bart station so tell us about how the police chief is responding. Good morning. Reporter good morning to you and the police chief is quite concerned about the recent uptick in violent sex crimes along the bart system. He is pushing to hire more officers in the hopes of creating a more visible Police Presence at the stations themselves and also on board the trains, trying to determine these sorts of crimes. During the first half of the year, there have been seven rapes reported on bart property. That is the same number reported during all of 2015 and 2016 combined. Those crimes took place at various stations, mainly in the east bay. On top of that, there have also been 28 Sexual Assault reported on the bart system so far this year. That is the same number reported during all of last year. The bart police chief is trying to fasttrack the hiring of 40 new Police Officers and the riders that we talked to believe that it would make a difference. Probably seeing them a little more, walking the trains, the cars. You know . It is comfortable seeing them there, standing there. It does make things more at ease. I think it would definitely help to have more patrolmen on the train. I am not sure that the intercom system works that well. Sometimes you hear people hitting the button or somebody is speaking on the button and it is not clear that they are getting a fast response. Reporter bart Officials Say that the recent surge in sex crimes needs to be put in context considering that more than 50 million passengers rode the system during the time period. Another strategy that police are employing to combat crime is surveillance cameras. Last month bart announced that its trains are equipped with working cameras where there had been decoy cameras in place before that. By the way, the cameras are not monitored in real time but the footage can be pulled if something happens on board a train. Also later on this morning, there would be a meeting by a committee of the members of the bart board of directors and they will be discussing safety and the potential hiring of about 40 new bart Police Officers. The Richmond City council will consider a small way to help the homeless. It will consider a Pilot Program to create six socalled tiny homes. One of them has been a truck accident where the load almost spilled. It did not spell. At first everything was fine, but then they realize that if we move this truck, the load may spill so that is what happened. The right lane was closed and in a holding pattern. No one was injured but the traffic is very slow. It is all the way from Altamont Pass. We have had a number of other smaller crashes in the backup on 580 and this has become a very slow commute and also 680 is slow as well, trying to get out of pleasanton down to the dublin grade. This an older grade. Pardon me. Highway 84 is slow as people heard about what is going on on 580 and on other roads, trying to get out of the Livermore Livermore valley. If you are driving through the san mateo bridge, things are improving after an accident near the toll plaza. It is gone but the traffic is going to be slow. We are looking at the bay bridge toll plaza. That is backed up for 25 minutes. That will be normal for this time of the morning. Highway 24 i think that the camera is not working well. Lets go to other things. There it is. Highway 24 we have picked it up. It is slow in lafayette as you drive through the area. Give yourself extra time. It looks like all of the commute as we go to you all of the commutes are very slow. That never used to be the case. No. In fact, in the summertime, a couple of summers ago, maybe three, four summers ago you would have a june and july that would be light, noticeably lighter and that is not happening. I saw a sign yesterday that said School Starts august 22. That never used to happen until after labor day. I think that tells us what we need to know. We have a goodsized fog for about 95 of the coast. There is fog there and it is pushing over parts of marin county, Sonoma County, over the bay and towards monterey. Low clouds on shore. The breeze our good friend chloe is up in clearlake. It is cooler in lake county. If it is cooler in lake county, everybody will be cooler. Overnight lows dipped to 48 in kelsey bill. Buchanan is down 12 compared to 24 hours ago, almost double digits for the napa hayward is down 5 degrees and santa rosas down 4 degrees so everyone else is cooler and you get 25, gusts 231 at travis and 41 at the Altamont Pass so the onshore breeze is alive and well and the system will enhance the fog and it is going to equal a cooler pattern up into lake county. 60s, 70s and low 80s. Not so much the city and around the bay but temperatures have been a long stretch above average and today might be one of the few days where they could slip below average. 60s on the coast, 70s around the bay and low clouds sunday. Breezy, low 80s and San Francisco is 64 and it is a brisk 52 envelope both are below average for this time of year for 84 is 1916, the record high and 51, a bodega bay, 53 San Francisco. Those are cold readings so once the fog gets help, it has no problem ramping up and making a good push for just about everybody. There are pockets on the coast that are fog free. 50s on the temperatures for everybody. We are going to start in dublin, westbound 580, an alert where the truck got into a crash but it did not seem serious until they realized that the load on the truck had shifted to a dangerous spot that could not move it. The right lane is blocked. We have a backup or from the Altamont Pass all the way through until you get past the 680 interchange. It was a load of pipes on the flat bed truck that shifted in their fate it is going to fall off. They have to secure it and move it and traffic is going to pay the price as you drive through. 680 is slow leaving pleasanton into the grade and 84 is slow as people scramble to try to get out of the area in a different manner. This is 880 and the traffic is going to be slow from hayward to union city and the san mateo and dunbarton bridges will be backed up. We had an earlier crash on the san mateo bridge that has been removed. The bay bridge is looking normal. It is backed up for 25 minutes, 30 minutes delay and we look at the San Jose International airport. That is one of my favorite pictures. Highway 24 westbound is still going to be slow through lafayette. 7 34 am. Lets go back to the desk. Thank you. What happening today, San Francisco transit officials are going to vote on a plan to create a bus only lanes on geary boulevard. You are in San Francisco. Tell us where the work would begin and who is against this idea . Reporter there is already some bus only lanes in the downtown area but this plan from the Municipal Transportation Agency would extend the bus only lanes all the way to the neighborhoods like this, the richmond district. 19th avenue and gary. You can see that there are a lot of cars parked in the area. The concern amongst red residents and businesses is how would that impact traffic flow in this area . How would it impact parking for people who live and work in the area . There is some opposition from residential groups in the neighborhood. The plan behind it and the idea behind the dedicated bus lanes is that it is supposed to speed up travel times on the 38 and gary route which is a busy bus line, carrying 52,000 people every year. The plan to extend the bus only lanes would cost about 300 million and it would take several years to complete. It would add traffic lights, sidewalk extensions and other safety improvements for pedestrians because according to their data, pedestrians are eight times more likely to be hit by a car on gary than in other parts of the city. That is why they say along with the bus only routes, they want to make things safer. People are concerned about the impact that the changes would have. Is going to mess up the traffic for years, probably. It is going to kill the parking. This is the only area where you have a little bit of parking. Had one of the exact design of the plan has not been determined yet so it is not clear how many parking spots would be lost or what the exact lane configuration would be. According to some of the animation provided by many of the bus lanes along the traffic right where you can see all of the parking. There definitely would be some sort of impact to parking in neighborhoods like this. An Organization Called san franciscans for sensible transit filed a lawsuit against the plan earlier this year. The lawsuit is making its way through the system. In the meantime, they are scheduled to vote on the plan at the Board Meeting at 1 00 this afternoon. Spoke my allie rasmus in San Francisco. The new bike sharing system that we have been reporting on had to make changes after a report that a rider found the bicycle tires slashed at the telegraph avenue and 58th avenue station. Go bike replaced the bikes at the station after receiving a report from someone whose friends saw that the tires had been slashed. They thanked the person who reported and said that they have replacements in 90 minutes. They have seen similar incidents when it rolled out service in new locations. The problem stops within a couple of weeks. Go bikes did not say if it report reported the incident. Today San Francisco city leaders will debate the idea of creating a cannabis dish before the explosion in sales of Recreational Marijuana. At 10 30 am, a budget and finance subcommittee and the board of supervisors will hold a hearing. The full board will debate the issue this afternoon. Mayor at least 10. 1 billion budget calls for 700,000 set aside to create that cannabis office. A vote on the budget is also expected today. California probably will begin issuing licenses with the sale of Recreational Marijuana in january. The shooting death of an australian woman and minneapolis is making headlines. The front page of the Daily Telegraph newspaper in sydney, australia has a picture of the shooting victim with the headline, american nightmare. Justine damon was sent to america to marry her fianci. She was shot and killed by Minneapolis Police on saturday after she called officers about a noise at her home. Sadly her family and i have been provided with almost no Additional Information from law enforcement. Regarding what happened after Police Arrived. We have lost the dearest of people, and we are desperate for information. The Police Officers who responded to the call were wearing body cameras. They were not turned on. Simpson will be paroled in prison after a hearing. Simpson who is now 70 years old has served almost 9 years of a 33 year prison term for an Armed Robbery in 2007 and a case that involved a Las Vegas Hotel room confrontation over sports memorabilia. Make a santa fe student who decided to fight back against the High School Dress Code has changed the policy for the district. In 2015 madeline was taken out of class at the Pioneer High School and told to change after someone said that her shorts were distracting because they were too short. Some people are using city streets and getting on 680, going south and 84 is slow trying to get out of the area. Once you get to the freeway, it is slow. Driving down to fremont. We are looking at the san mateo bridge, a scene of an earlier accident has been gone. The traffic is slow across you can see for yourself highway 24 is still slow as you drive up to the tunnel. We have not had the offshore breeze but the inland temperatures does not help them unless you can get help. We are having helped by a system coming in. Highway 24 is moderate. The interstate 80 at the bay bridge is just okay. This has been a normallooking commute, driving through the area. Give yourself extra time. The commute is busy on all of the freeways approaching the west valley. 8 02 am, lets go back to the desk. The Film Community is mourning the death of a longtime popular commercial location manager. He was shot and killed at one of San Franciscos most scenic spots. Leigh martinez is joining us with information about the victim and the recent crimes on twin peaks. Reporter this morning there was another film crew crew and we talked to the production manager who said that the victim was a mentor and good friend. He said that crews and locals told us that there has been an uptick in crime on twin peaks. It is not just twin peaks but the surrounding neighborhoods. A lot of breakins and a lot of robberies. Shortly before 8 00 a. M. On sunday morning, police say that a jogger heard a gunshot and ran to help the Police Arrived within minutes. It was too late. The victim is the 71yearold ed french. He was shot near his parked car. The motive was likely robbery. His camera was missing. Friends say that he lived one mile away and was likely taking photographs for his work. He was a location manager scouting sites for commercials. Friends and colleagues describe him as a mentor and from a person who would not have fought back against a robber. They say that film crews are burglarized often on twin peaks. But i think that everybody is stuck up here. I think that this is a hard place to be. The bad guys have lookouts all over. I think that they pray on anybody who comes. I do not think that we have been singled out at all. Reporter investigators say that the suspects are a couple. The man was between the ages of 20 and 25. He is five foot 11 inches 170 pounds with shoulder length dreadlocks. The woman is about 18. The getaway car is described as a latemodel dark ray honda accord with a rear end damage. Police say that there are Video Surveillance cameras but they are pointed at the communications tower. Investigators want the cameras focused on the parking lot where the shooting took place. There have always been police at twin peaks. Normally it starts at 10 00 a. M. And they go until 3 00 a. M. Because of the latest homicide, they will be doing 24 hour shifts, seven days a week. Reporter good morning. The police chief says that he is committed to creating a safer system and part of the strategy to combat crime on board bart is to hire more Police Officers. A lot more Police Officers. He is hoping to pass track hiring of 40 officers and the goal is to create a visible Police Presence at the station and also on board the trains. The chief is very troubled by some of the Crime Statistics from so far this year. During the first half of the year, there have been seven rapes reported on bart property. That is the same number reported during all of 2015 and 2016, combined. Those crimes took place at various stations, mainly in the east bay. On top of that, there have also been 28 Sexual Assault reported on the bart system so far this year. That is the same number that bart reported during all of last year. Bart police chief is trying to pass track hiring again of 40 new Police Officers. A lot of riders that we are talking to say that when they see more police it puts them at ease. I see officers every so often and i ride it early in the morning so there is not a lot of people. I think that the later late at night i would not be as comfortable. It is definitely a team effort. We are going to look at ways to be more proactive, to be more visible within the system. Reporter bart Officials Say that the recent surge in violent sex crimes must be put into some context considering that more than 50 million passengers rode the bart system during the time period. Another strategy for bart police is to try to combat crime with surveillance cameras. You will remember that last month bart announced that all of its trains are now equipped with working cameras. Before, some of the cameras were not working or they were intentionally set up as decoy cameras. Now all of the cameras are working so there Surveillance Footage can be pulled in the event of a crime and later this morning, safety will be one of the topics when the bart board of directors gets together for a meeting about safety and the hiring of new Police Officers, which gets underway at 10 30 am in oakland. Richmond Police Arrested a boy for the deadly shooting of a woman at Booker T Anderson park near cutting boulevard on may 18. Police were called to the park before 11 00 that night when the shot spotter was activated. It was pinpointing the location. Police were called to a hospital where Allie Sweitzer had been dropped off with a gunshot willed. Police found out that she had been involved in an argument and she was shot at the park. She later died. Richmond police say they have been working with the fbi safe street task force to solve the killing. Last night they arrested a 15 yearold boy from el cerrito and he faces murder charges. They are not releasing at this time more details. Nothing is summer light about todays commute. It is very slow from livermore as you drive through pleasanton. 680 slow from stoneridge all the way down to the sonoma bridge. That is what we have been dealing with. The only good news is that some of the lanes have opened and we are waiting for traffic to get better. Northbound 280, 101 is all slowly to the west valley. At 8 17 am, lets bring stephen with todays weather. It is cooler for everybody. The inland locations will take the drop after yesterday. Some cooled down. Others were really hot with some upper 90s and low 100s. Not today. I think that in lake county, things will cool down. We had cooler lows and morning fog and cooler for all. The evening run set livermore up to 96 on saturday and sunday but the overnight computer model run brought in a low and it will not be that warm. We will see how they iron things out concorde is 17 degrees cooler than they were 24 hours ago. That is a huge drop. The start of the school year for students in the santa fe Unified School District is less than a month away and students will see a change in the existing dress code policy which has ruffled the feathers and sparked concerns of gender bias. Spent at the district headquarters in san jose to talk to us about the changes. Reporter good morning. Just for claritys sake, the changes do not impact Elementary School and middle school students. They will have to adhere to existing dress code policy. This is for High School Students and district officials tell me that it will be a lot more succinct and clear as to what they want. Lets look at the video. The dress code policy has been posted on the website for the Upcoming School year, 2017 and 2018. This was approved in the spring. It is in the handbook. Words such as short shorts, spaghetti step straps and halter tops have been removed. Clothing is required to be suitable and to cover the chest, torso and undergarments. The policy also bans see through clothing. The change comes after students complained that the old code was biased towards the young woman because it targeted female clothing. The district agreed adding that enforcement was chart causing disruptions. Students that were wearing clothing violating the code were pulled out of class and ordered to change. Officials say they want students to feel comfortable when they come to school and to focus on learning and not worry about changing close. If there is a case where someone has to change, it will be done in the least disruptive manner possible. The first day of School August 16. We are talking about back to school in july. Reporter some of the People Living and working in neighborhoods like this in the richmond district, 19th avenue, and gary they are worried about the impacts to the neighborhood in terms of how much parking would be lost if they created the dedicated bus only lanes and extended them to the neighborhood. What would that do to the traffic flow in the area . What would be the impact of a longterm construction project . Those are concerns of the People Living and working around here. The idea behind the dedicated bus lanes according it is to speed up the travel time on the 38 and gary rao, one of the busiest bus lines in the system. The plan would extend the dedicated bus only lanes from the downtown area where they already are, all the way out to gary, and Stanton Street and later it would send them out to 34th avenue. The plan would cost about 300 million and would take several years to complete. It is along with creating the bus only land, it would add traffic lights, sidewalk extensions and safety improvements for pedestrians. People living and working nearby are concerned about the impact that the changes could have. Customer service. That would be the biggest impact as far as i company is concerned. Reporter where would people part . Absolutely. It will kill all of the mom andpop shops that basically make a living out of parking and people coming, foot traffic and all of that jazz. The exact design of the plan has not been finalized yet. It is not clear exactly how much parking would be lost or what the lane configuration would be that many of the dedicated bus lanes according to the animation estimate they would run along the outer lanes of traffic on geary in the richmond right where you see a lot of parking behind us. A group called san franciscans for sensible transit filed a lawsuit that is still working its way through the system. In the meantime, the board is scheduled to vote and to move the plan for red. The bike sharing system that we have been reporting on had to make quick exchanges after a report that a rider found tires had been slashed. This happened in oakland at a Telegraph Station at 58th avenue. Go bikes has replaced the bicycles after getting a report from someone whos friend saw the tires. They thanked the person who reported it and said that they had replacement bicycles in place in 90 minutes. They have seen similar incidents when it rolls out service to new locations but the problem usually stops within a couple of weeks. They did not say if they reported the incident to oakland police. Spencer frye has been in the hospital for 11 days suffering from the virus. His father says that he believes that he got it from his job at bodie state park and it goes down 100 miles from Yosemite National park. People can become infected by rodents carrying the virus. The boy was found in san jose after an amber alert was issued yesterday. The suspect is accused of stealing the car that the boy was in while the boys father went inside the house. The suspect was apparently unaware that the boy was in the vehicle until he arrived at the city of san jose. Police say he tried to convince the couple to take the boy and a construction worker rapped the boy out of the car and waited for help. The suspect was taken into custody later in salinas. Federal investigators say that an air canada jet that almost landed on a taxiway at sfo earlier this month came much closer to other jets than anyone had previously thought. The air canada jet mistakenly lined up to land on the taxiway where four airplanes full of passengers and fuel were lined up for takeoff. Investigators say that the air canada airplane was less than 30 feet above the nearest waiting airplane when the air Traffic Controller told the pilot to go around. The National Transportation safety board said that it interviewed the airplane captain and will talk to the copilot later today. Investigators plan to continue talking with air Traffic Controllers by tomorrow. The Freeman City Council is expected to examine the death of gay pride flags flag outside of stores but the owner of the iron dog antique shop said that men angry about the flag confronted her last thursday cursing and calling her names.
