It is slow coming around the corner and getting up to highway 17 where you will see even more slow traffic getting into the valley here. Just up the road, 280 at the 880 interchange it will be under the speed limit getting up to the cupertino area. We are looking at the rest of the south bay here. You can see that the traffic is beginning to get crowded on 101, 80 and 280 as we just showed you. 880 southbound is slowing in hayward as you drive towards the dumbarton and the san mateo bridge. The san mateo traffic is slow this morning, heading up to the highrise. Slowing in richmond and slowing approaching the Richmond San Rafael bridge toll plaza. San rafael bridge, there is the slow traffic in person as you look at the slow traffic there. 880 is also not too bad near the coliseum. At the bay bridge, there is a 15 to 20 minute delay before you make it on to the span. Back to the desk. East bay mud will vote on a pretty big increase. Allie rasmus is there to explain to us why the utility says it needs customers paying 19 more for our water. Reporter yes. Were at the Lafayette Reservoir where steve pointeddous it is noticeably breezy out here. It looks like the reservoir is in good shape. The grounds and the trail that circle it are well maintained. East bay mud says it needs to increase rates to replace aging pipes. The pipe thats carry this water to homes and businesses to more than a million customers. Some of the pipelines were built back in the 1920s. The Water Utility says it needs more than 600 million over the next five years to maintain and upgrade the system. A rate increase would pay for the first two years of that project. But its tough to find an east bay mud customer who thinks this 19 rate increase al is a good idea. Part of the reason that east bay mud is because people conserved water during the drought and that resulted in less money for the utility. A lot of people feel like for myself who dont waste any water have put in all kinds of plans that are drought resistant. Now this is what we get rewarded with. It is really unfortunate. Reporter now, under the proposal, the first part of the 19 rate increase if approved would go into effect as early as this week. The second phase goes into effect a year from now. The average water bill would go up from 47 right now to 60 a month by this time next year. Of course it is just the average. A lot of customers pay more than that. Some pay less. According to the east bay times, a rate increase can be blocked if the majority of district customers file written protests by the end of a public hearing scheduled for today. Sometimes those written protests can be mailed in. Since this hearing is scheduled for 1 00 this afternoon, people would have to bring the protests written protests in in person. Again, the scheduled hearing and expected vote is supposed to happen at 1 00 this afternoon at east bay muds district headquarters in oakland. Back to you. We will see how many letters they get by 1 00. Investigators in mississippi going over the wreckage of a marine corps plane that crashed yesterday, killing at least 16 people. It was a refueling tank they are crashed yesterday in a soy bean field about 85 miles north of jackson, mississippi. Crash debris was scatter for five miles. You can see the flames. A loud boom was heard and witnesses say the plane spiraling down with smoke pouring from the engine. One witness says the flames were so intense that nobody could get close to help anybody on board. Tragically it was all over. But it was loud. It was scary. It was just scary. I seen all the black smoke. It was horrifying. 16 bodies were recovered from that wreckage. There were no survivors. The fbi has joined local and state agencies for the investigation. And just a little while ago, President Trump offered his sympathies. He tweeted marine plane crash in mississippi is heart breaking. Melania and i send our deepest condolences to all. Here at home the f. A. A. Says several passenger planes at sfo came dangerous close to disaster overnight. The air bus was cleared for landing just before midnight. But the pilot was lined up on a taxi way that is parallel to the runway. At that moment four planes were waiting to take off on the taxi way. Other pilots were able to warn air Traffic Controllers who sent the plane around. The pilot circled and landed without incident. Lets take a listen to the exchange between the tower, the air canada pilot and another pilot who noticed that something was wrong. I. Is investigating to see how the mistake happened and how close the plane came to the ground. New this morning in san leandro, firefighters battled a hillside fire that threatened a home. It started this morning at 5 30 this morning. Several drivers saw the flames and the smoke. They called 911. The flames spread to the back deck of this house on hannah drive. Firefighters were able to keep it from spreading to the house. The cause of that fire is under investigation. Stigation. Now, we do have an update for you on a brush fire that started yesterday near san jose. It started as a small fire on metcalf road near san philipe road. Just a couple moments ago, cal fire says it has burned 70 aches but now 8 70 acres but is now 80 contained. Fire crews say the shifting winds and the hot temperatures have made it really hard to control this fire. Now, the smoke has been thick. You could see it for several miles. One woman was relieved to know it was not as close as she thought and said this is a wake up call for people who live nearby. Just a reminder not to let our guard down. We learned last year when it came close, when we had an evacuation plan, it made us think about what we would have to do if we had to leave quickly. No structures have burned. It may take a few more days before the fire is totally out. Federal investigators cant say if the big fire in oakland was arson but it is one possibility. Theyre concerned because this is the fourth time in a year fire has erupted at a construction site where a new Housing Development was close to completion. Now investigators have released Surveillance Video from one of the other fires where a suspect is seen all dressed in black with a backpack and black gloves. A camera shows someone climbing up scaffolding and climbing back down a few minutes later there are flames. The director of a Nonprofit Organization says the fires are creating more pressure for people who need affordable housing. These fires threaten to drag oakland backward. That will make it more difficult for builders, developers to borrow money, to finance projects. It will make it more expensive to get insurance. And it will, you know, make people scared of oakland again. Many people worry the fires are being set about someone angry in Alameda County. There was a photo posted on twitter. Two members of the bart board are questioning a controversial memo by a top official about recent crimes at bart stations. Last friday the chronicle obtained the memo written by the bart assistant general manager hamil. It included crimes on bart. The two bart Board Directors told the chronicle that hamil made valid points but withholding information to the public goes against their objective of being transparent. Michael reid is charged with shooting at a car full of people a year ago. An analyst says that the system fail today pinpoint the exact location where the spots were fired. According to the examiner, San Francisco police say shot spotters are helpful when investigating shootings. An Oakland Elementary School school is cleaning up after vandals broke in over the weekend. On saturday around, the alarm at the school went off. A Security Guard said he saw two juveniles running from the school. Middle School Students in San Francisco wont be able to have chocolate month when they return to school next month. At the five schools involved, the number of milk cartons on lunch trays did not change at all. Food experts say one carton of chocolate milk contains 40 of the maximum amount of sugar for a child daily. The chocolate part of the chocolate milk adds 40 calories compared to regular milk. At 7 33, lets go back to the desk. Thank you, sal. Oakland city officials went before a federal judge responding to charges that the city mishandled a Police Scandal investigation. It involved several officers and a teenage pros at this cute. Henry lee reports that the judge is expected to expand the monitoring of the Oakland Police department. Reporter cameras were not allowed at the hearing where judge henderson took city officials to task for internal investigation that was severely mishandled. Jasmine says that officers sexually exploited her. The departments internal Affairs Investigation treating her more as a suspect than a victim. The report also says that the then police chief did not consider the case a priority and failed to keep city leaders and a federal monitor informed about it. The womans attorney is also one of the original civil attorneys in the riders case. He has been many broken promises from a revolving door from Police Chiefs. I hope this is not deja vu all over again. We have had many hearings over 17 years where the Police Chiefs good faith intention would come before the court l it was chief tucker or chief bat and they would come before the court and tell the court all of the great things they were going to do and then nothing happened. Reporter city officials are now lowering the threshold when they report suspected police abuse to prosecutors. The chief and mayor schaaf pledge to do better even with revelations that the chief has promoted to her command staff some of the same officer whos were criticized for botching the investigation into the sex scandal. We have a clear direction about how opd will become the best agency that we can be. It certainly is my vision and my mission for the Oakland Police department to not only heal and to apologize for our short comings, but to also move forward. D. City has learned that we not only have to do a better job of holding individual officers accountable, we have to hold ourselves accountable as leaders for the training that we provide. Not just the Police Department. Reporter a judges oversight of the department is part of a 2003 settlement from a class action suit charging police corruption. The judge will issue an order in a day or two that will require additional monitoring of the department. The judge is retiring next month so the case will be transferred to another judge. Ryan walterhouse was off duty when he paid a sex worker 200 at a Castro Valley hotel and later tipped her off about an undercover prostitution sting operation. Last month the defense made a motion to reveal the name of the prostitutes pimp who was a confidential informant in the case. Well, the d. A. Refused saying that would put the life of the witness in danger. Thats when the prosecution dropped those charges. But now they want to reinstate the charges. Walterhows lawyer says that part of the case would not be Going Forward if walterhouse were not a Police Officer. Police in richmond have arrested a youth tennis coach accused of molesting two of his teenage players. 53yearold was taken into custody yesterday at a tennis court in Point Richmond where he was scheduled to give a lesson to a student. He runs a Tennis Academy and teaches in marin county at his condo in richmond as well. His facebook and website promise to prepare tennis players for college and beyond. One boy says the coach started sexually abusing him when he was 14 years old and he told his parents two years later. So these parents pull a lot of resources to the sport, for the child. With that, they trust this coach. And of course with that the coach takes advantage of these children. Children. Richmond police are having marin county authorities to take another look at burgos. He was charged 7 years ago on sexually abusing four students we had was a pe teacher in mill valley. The jury dead locked and he went free. Police say one of the teens later committed suicide. The Public Safety committee of the Oakland City Council will vote on a resolution to terminate an agreement between the Police Department and federal immigration officials. That agreement was made by a former police chief back when president obama was in office. At that time, ice agents only targeted immigrants who committed crimes. However rebecca cap land says under President Trump, ice agents are going after all undocumented immigrants and that is in contrast with a sanctuary city. If it passes, the Public Safety committee tonight, it would then move on to the full city council. Republicans in congress are pushing hard to pass a Health Care Reform bill before the august recess. I cant imagine the anger were going to experience back home if we dont do our jobs. We have been promising for seven years to repeal and replace obamacare. Senate republicans plan to release the draft of a new bill as soon as thursday and announce a price tag on monday with hopes of a vote late next week. At least ten gop senators opposed the original proposal because 22 million americans would lose insurance. The problem is a balancing account between the moderates that dont want to eliminate coverage for preexisting conditions and think that the medicaid cuts are way too deep. With all democrats opposing it, there can only be two republicans voting no in order to pass the bill with mike pence serve being as the tie breaker. The time is 7 40. A union group says some uber drivers are working dangerly long hours to take advantage of price surges. The teamsters Organization CalledDrivers Organization say that some drivers are working for 20 hours straight in an effort to make more money. Uber sends notifications to drivers to get them to take breaks and also says it investigates reports of fatigued drivers and takes appropriate actions. Some ride sharing customers we talked to this morning say more should be done to put safety first. It is a convenient way to get around. I enjoy ride sharing. But when it comes to knowing that driver, you really dont know. It is a huge risk. I think there should be some type of regulations on how many hours you should be able to drive a day. Thats not just for uber. That is for everybody. Now, uber drivers are independent contractors. They dont have to follow federal transportation laws that stipulate a driver Computer Drive fer more than ten hours at for more than ten hours at a time. They will attack the flames from the air. They will use five helicopters to battle flames in northern california. Two helicopters and air jets will be used in Southern California. The helicopters can be used for water drops, transportation and medical evacuations. The air tankers can drop up to 3,000 gallons of water or fire retardant in a matter of seconds. Hundreds of people around oroville are being told to stay away from their homes because of the wall wildfire. This map youre looking at shows the evacuation zone just east of oroville. In the purple area, those are the mandatory evacuations. In the orange area, thats where warnings have been issued to People Living there. The wall fire burned 5800 acres. It is now 40 contained. As we said, the winds have died down. Thats allowing the fire crews to get a line around the flames. The fire started friday afternoon. It has destroyed 37 structures and damaged five others. Its really a hardship for people with the flood being the fire being so close to the flood, within just months of all of the disaster in this one area. Now, the cause of the fire is still under investigation. Gation. Happening today a team of experts will try to lift a sunken barge on the ocean floor just south of the bay bridge. The barge named vengeance sank on april 7th. Since then fuel on the barge has been removed and a stoplight Advantage Company cut it into two pieces. If you take a look around here at the Lafayette Reservoir, it looks like it is in good condition. The reservoir itself looks full. We got a lot of rape and customers are using less water. That is part of the reason that east bay mud says it needs money from a rate increase. Customers conserved water during the last few years of drought and that resulted in less revenue for the utility. It needs 600 million to maintain pipes and upgrade the system. The increase would pay for the first two years of the project. The utility will vote on the rate hike today. The first part of that 19 rate increase if approved would go into effect tomorrow, with the second phase going into effect aa year from now. The average bill would go from 47 a month now to 60 this time next year. I have done everything that i can over the years, im 70s, to conserve water. And now i get punished for it. The problem with raising water is water is vital. You cant do without water. You have to have water. I do believe that there should be more action by state of california to regulate all utilities, water and electrical. Reporter now, according to the east bay times a rate increase can be blocked if the majority of customers file written protests by the end of a public hearing today. Several passenger planes at sfo came dangerously close to disaster on friday night in an incident that is now under investigation. An air canada air bus 320 was cleared for landing on a runway just before midnight. But the pilot was lined up to land on a taxi way instead, which is parallel to the runway. And at that moment, four planes filled with passengers and fuel were sitting on that taxi way waiting to take off. Other pilots were able to warn an air Traffic Controller who then alerted the air canada plane, sending it on a go around to avoid landing on the taxi way and the other planes. The pilot circled and landed without incident. Have a listen to the exchange between the tower, the air canada pilot and another pilot who noticed that something was wrong. I see lights on the runway there. Across the runway. Can you confirm. Irm. There is no one on but you. Where is this guy going . He is on the taxi way. Investigators are going through the wreckage of a military plane that crashed in western mississippi, killing all 16 people on board. A marine corps refueling tanker went down yesterday in a soy bean field 30 miles north of jackson mississippi. Witnesses heard a boom and looked up to see the plane spiraling downward with smoke billowing from one of the engines. The plane originally took off from north carolina. The aircraft experienced some type of mishap. Fbi agents have joined low school and state investigators in the crash investigation. The brush fire that started near san jose yesterday nearly doubled in size overnight. It started east of highway 101 in the foothills there. Cal fire crews managed to get 80 containment on it. It started as a car fire and quickly spread to nearby grass. The shifting winds and high temperatures have made it difficult to control the fire. The thick smoke can be seen for miles away. One woman says she was relieved to know the fire wasnt quite as close as she thought it was. She says it might be a wakeup call for some People Living nearby. Just a reminder not to let our guard down. We learned last year when it came close to have an evacuation plan. It made us think what to do if we had to leave quickly. No structures have burned. It could take a couple more days to get it out completely. Federal investigators cant say if the big four alarm fire in oakland was arson but they say that certainly is one possibility. Now investigators have released Surveillance Video from the third fire which happened in emryville where you can see a suspect dressed in black with a backpack and gloves on. A camera shows someone climbing up scaffolding and climbing back down and then flames erupt. The director of a Nonprofit Organization says that fires are creating more pressure for those who need affordable housing. These fires threaten to drag oakland backward. That will make it more difficult for builders and developers to finance their projects. It will make it more expensive to get insurance. And it will, you know, make people scared of oakland again. Two members of the bart board are questioning a controversial memo by a top official about recent crimes at bart stations. The chronicle obtained the memo written by the assistant general manager last friday. In the memo that was not supposed to be made public it explained barts decision to withhold details about crimes on bart including an Armed Robbery in oakland last month. They accused the news media of disproportion why the elevation of the crimes. Two bart directors told the chronicle that valid points were made but withholding information to the public goes against the objective of transparency. California lawmakers could establish a statewide policy on when video from Police Body Cameras should be released to the public. Theres been a push from the public though to release the information and do it quickly. Supporters of the plan say it would increase public trust. Opponents say making the video public within 90 days could jeopardize some investigations. They say witnesses might not be able to remain impartial after seeing body cam video. It is being voted on today. It is a battle that no one wants to see a Family Member go through. Now the Childrens Office in San Francisco is using music to help some of its smallest cancer patients. Ktvus amber lee has more on how the program works. Reporter the program is called the heartbeat project. Music is created in this Recording Studio at ucsf antioch Childrens Hospital in San Francisco. Its an effort between the patients parents and the music therapist. The song they created starts with a sound of baby kaias heartbeat. It is a routine in the room to actually play the recording for her. Yeah. Eah. Thats right. It is your heartbeat. Kaia has recognized that is her heartbeat. She is literally tapping on her heart. Reporter it is jamaican for small but mighty, a nod to Hermela Aregawi taj. The recording is infused with her Law Enforcement enter, baby talk and the sound of guitar, a collection of precious moments. The conversation between the guitar and tia is a really beautiful moment in the song. It is a way for kaia to tell her own story of battling cancer. Anything is possible. Kaia is from oakland. She was diagnosed nine months with a rare and aggressive form of leukemia. Her parents say the prognosis was grim. The toddler has undergone chemotherapy and three bone marrow transplants. Theres no road map in which kaia lives with her illness. She is beyond what the literature has to say. One of kaias doctors say music is medicine. It has been proven to lower the Blood Pressure in kids. It can lower their heart rate in stressful situations. The couple says the music is a mirror of the familys journey with the high and low notes. The rage that we feel, how can this be, you know, how can this be for this child that we had so many dreams for. Her parents say the music allows them to drown in the dark moments. The couple says they find peace in the complexity of their experience. It is the grief. It is the unfettered joy. It is the clarity. It is the overwhelm. The warning comes days after the record heat brought crowds to beaches along Southern California and led to a number of rescues. A beach hazard warning has been issued here in the bay area for both tonight and tomorrow. An Oakland Elementary School acorn Elementary School is cleaning up after vandalism that occurred overnight. Students are asking why. It is hurtful. It is really disrespentful. It is a really beautiful school. On saturday afternoon the alarm at the school went off and a Security Guard saw two juveniles running from the school. Some of the vandalism includes graffiti on nearly every part of the classroom, scratched computer screens. The school is a safe place for students. To see this interferes with learning. A lot of my students are on the younger side. Theyre like why would somebody do this . I say i dont know but we have to be strong. The damage is estimated at 20,000. Acorn school is considering starting a gofundme page to buy security cameras in hopes to prevent it from happening again. Elementaryyand middle School Students in San Francisco wont get to have chocolate milk when they return to school next month. Five schools were involved in the no chocolate milk trial. At two the number of milk cartons put on lunch trays didnt change at all. Food experts say one carton of chocolate milk contains 40 of the daily maximum amount of sugar for a child. Federal laws stipulate that a driver of any kind of commercial vehicle cannot drive for more than ten hours continuously before they have to stop and take an eightour break and then resume their next shift. Lets take a look at our video. The lure of the all Mighty Dollar is sometimes too much and too irresistible for uber drivers when the surge prices activate. Some are independent the wheel more than 50 hours according to a study by the unions group drivers association. One uber driver based in utah says he drove for 20 continuous hours without a break because the average rate was roughly 20 per hour instead of 8 per hour. Lyft shuts off the app which drivers need to find customers after 14 hours at a time and doesnt let the drivers back on for at least six hours to rest. Some customers we talked to this morning says that uber drivers should follow the same standards as taxi drivers. They should have to follow the law as any other driver like taxi drivers or bus drivers. It would be a concern to have a driver pick me up tired. And not really knowing the course in what theyre going to do throughout the day, i firmly believe that there should be some law regarding contracted drivers. D drivers. The national Highway Traffic Administration estimates that 100,000 Car Accidents reported each year are linked to driver fatigue. We reached out to uber to see if the Company Might amend its policy and curtail long driver shifts but we have not heard back from them as of yet. The federal judge who has been monitoring the oakland Police Department for more than a decade did berating city leaders for mishandling the investigation into a sex scandal. The court was referring to a report that says that judges main was treated more as a suspect than a victim. She claims she was exploited by police when she was an underaged sex worker. The police chief at the time did not keep city leaders about the case. The womans Attorney Says he has been involved in cases connected to the Oakland Police department for the past 17 years and says he has seen and heard plenty of broken promises for change from many Police Chiefs during that time. It would come before the court and tell it all the great things that they were going to do and then nothing happened. We not only have to do a better job of holding individual officers accountable, we have to be accountable as leaders for is the tuesdayems and training that we provide. Not just in the Police Department. Nt. The judge did not issue any orders after the hearing but is expected to do so by the end of this week. There are reports the judge will require more monday toring of the oak monitoring of the Oakland Police department. The California National guard will attack flames of wildfires from the air today. They will use five helicopters to fight the fires. The helicopters can be used for water drops, transportation, medical evacuations. The air tankers can drop up to 3,000 gallons of water or fire retardant in just seconds. Less than an hour ago, officials announced that the wall fire in butte county remained at 5800 acres last night. Now containment is 45 containment. This map shows the people around oroville that cant go home. Firefighters say theyre making progress against the blaze because the winds have died down. But the fire which started friday afternoon has destroyed 37 structures and damaged five others already. A wildfire in the sierra has shut down westbound traffic on 80 at the nevada state line. The fire began last night. So far it has burned 600 acres and just 10 contained. The chp posted this photo showing the road closure. Officers also shut down part of the freeway overnight.
