Want to give you a live look at interstate 80 along the east shore in berkeley. If are looking for fireworks tonight, university avenue, they start closing off those offramps at 5 00 in the evening. Trafficwise not that bad this fourth of july morning. 280 in san jose not a lot of cars out there at this time. Happening now, people have already staked out their front row street in dan villa head of the parade. The event is one of the largest Independence Day celebrations held in the bay area. Christien kafton is joining us live from danville where many of the best viewing spots are snagged up. Reporter that is right. If you want a seat to one of the biggest viewing parties in the bay area, you should get here early, as in 6 00 last night. Thats when people started setting up the seats in danville. Folks getting ready to watch this parade. An estimated 40,000 people ready to line the streets here and watch the parade getting underway at 9 00. Like i said the last hour, this is my first time. But we have a couple of veterans that will let us know what it is like. You provided us a parking space. First off, love the shirt. Look at that. America. Perfect for fourth of july. This is my first year. This is one of the big ones. What can i expect. It is all about the kids. It is a family event. Danville does a great parade. Lots and lots of people. And the floats are fantastic and the marchers. It is great. Right . Yeah. Local bands, local businesses. A greatest, a great hometown feel. It is a family event for you. You already staked out a lot of spots. Two of my kids are out here right now. Were relaxing and the parade will start at 9 00 today, not 10 00. It should be great. Thank you, man. Concord has a pancake breakfast followed by a fun run and a parade at 10 00 a. M. San jose is celebrating the rose red and white parade. The Alameda County fair is telling people to arrive early for the Fireworks Show or they will not be allowed inside. No reentry after 6 00 and no new parking. The Fireworks Show will begin just about 9 30. There were close to 60,000 spectators when the fair brought back the Fireworks Show in 2014. Police have been concerned about the large crowds and there will be extra security on hand tonight. The Great America music park in santa clara had a fireworks display last night and will repeat it last night. They are cracking down on illegal fireworks and they hope that shows like this will draw big crowds and eliminate the illegal backyard shows. The row reclub is prepare rotary club is preparing for their Fireworks Show. It is largest in the bay area next to San Francisco. You cant really see San Francisco sometimes because of the fog. It is the largest in the bay area that you can say. There are other Fireworks Shows tonight. San jose municipal stadium, home of the giants. New this morning, investigators say they do not believe fireworks sparked an overnight fire in danville. It broke out around 4 30 this morning. A smoke alarm alerted the people inside of the home and they woke up and got others out safely. All four were able to escape injuries. Flames raced through the garage and spread to the atick of the house. Most of the damage is smoke and water related. One of the occupants saw smoke, heard the smoke alarm and called 911. Was able to safely evacuate all residents and the pets in the house. Authorities are looking for the cause of the fire. They dont believe it was started by fireworks but officials are still warning people about the dangers of fireworks on this holiday. Police are investigating a homicide that happened on 10th street near san jose state university. Police were called when neighbors heard loud bangs coming from inside a home. Officers went in and discovered a woman shot at least once. She later died. Her name is not being released until relatives are notified. A suspect has not yet been identified. An investigation is underway in antioch after a shooting involving police at the scene of a robyand homicide. Officers have not released much information yet. This happened just before 8 30 last night at the corner of hillcrest and east 18th. Police say the homicide was not a result of the officer involved shooting. The Antioch Police department and the District Attorneys Office are investigating the incident. The time is 7 07. Late they are week, President Trump will join other World Leaders at the g20 summit. Protests are already underway ahead of the summit. President trauma has a meeting scheduled with president putin. The white house wont say much about the meeting but critics will be watching to see if russian involvement in the u. S. Election is addressed. I hope it does and not just that they have a good Law Enforcement about it. The russians all but admitted that they were involved. President trump will likely be asked to reconsider his decision to pull the United States out of the paris Climate Change agreement. The latest Missile Launch by north korea will likely be a topic of discussion at the g20 summit. Just a short time ago the president s of russia and china delivered a solution to the threat. The chinese and russian leaders are proposing that north korea declare a moratorium on nuclear and cecila tests and the u. S. And south korea stop conducting large scale exercises. Marianne has more on the Missile Launch. Reporter a north korean rocket splashing down in the sea of japan after a nearly 40 minute flight. It is the latest in the recent missile tests. The move adds another layer of concern about a Nuclear Tipped Missile reaching america. The military says there was no threat to the u. S. Investigators in boston have seized a taxi that jumped a curb at Logan Airport and slammed into a group of cab drivers yesterday. State police say what happened was a tragic accident. No charges have been filed against him. Investigators are looking to see if it was driver error or mechanical error. We are hearing from the san pablo mother who was involved in a deadly crash in concord, one that killed her two sons. They were driving home from a drivein movie when a driver with a suspended license crashed into the car, killing her 5yearold and 10yearold sons. Reyes was also hurt and her other child is still at the hospital in oakland. She talked to reporters and had a message for the other driver. The way i feel right now, i wish i had parished along with my children just so i could be with them. But i have to be strong and i have to be here for my baby who is in critical condition. And i have to be here to give him support so that i can get justice for his brothers. His brothers. The man accused of hitting reyes is wilson. He fled the scene. He was arrested on saturday at a hospital. We also learned that wilson was just released from jail a couple days before the crash. On saturday a judge reduced his bail from 100,000 to 10,000 on charges of terrorists threats. He bailed out thursday. The crash happened the next day. A driver of a semitruck and hilled a motorcyclist in san pablo. We brought you this story yesterday morning. The Highway Patrol says the yellow semi truck with a white trailer made an unsafe lane change and hit brown of fairfield. The driver of the semi initially stopped but then drove off. San pack los police have cameras along interstate 80. But none of those cameras captured an image of the truck because most are aimed at traffic going the opposite direction. Separately the state plans to install more cameras with license plate readers and shot spot detectors along the highway. It is in the wake of shootings along the freeways over the past year. The installation could start next month. Car buyers are going deeper into debt as they buy more expensive cars. The average car loan last month stretched out for just over 69 months. You can see that fog covering the north and south towers there. Also down south in the peninsula, the san mateo bridge a little more activity as folks make their way from the peninsula over the east bay on this fourth of july. Happening today, there are Fireworks Shows all around the bay area to celebrate the fourth of july. Preparations have been underway for days now. Crews have been busy wiring explosives and packing shells on two of the barges here at pier 39. Of course they say that the show will be very well well attended. Oakland as had a Fireworks Show at the ball game last night. They lit up the sky over the coliseum over what the organization said was the biggest home crowd in 12 years. Fans were invited to sit on the grass in the outfield to enjoy the show. One of six fireworks nights hosted by the as this season. The next one is on saturday july 29th. Officials at the uss hornet say their Independence Day celebration is one of the more patriotic in the bay area today. It is a Floating Museum docked at pier 3 in alameda. It starts at 2 00 and runs until 10 00. You can tour the ship and people can watch the fireworks displays around the bay from the flight deck. The marin county fair says it is going out with a bang today. Events include the Great American petting zoo and pig race. There will be a Fireworks Show at 9 30 tonight. The company putting on the pyrotechnics have done many events. Aaa driver will take you and your car up to ten miles to get you home. It wont drop you off anywhere that serves drinks. You will find it on ktvu. Com. We have new information about a deadly crash that happened on southbound 85 and highway 101 in san jose. The chp is searching the driver of the vehicle. About 11 00 last night the collision was discovered by ab officer who found a body in a car. No sign of the driver. The connector was closed for a couple of hours but is reopen this morning. Highway patrol is not releasing any information about the person who died. A new report is showing a spike in hate crimes. In 2016, there were 1 1. 2 percent more hate crimes than reported in 2015. Africanamericans were the most targeted. Race based hate crimes jump 21. 3 . Those involving Sexual Orientation were up 10 . Uc berkeley professor is a crime expert and says the data only shows part of the total picture. If you look at the National Crime Victimization Survey which is random you will see 10 to 20 times more hate crimes than you see being reported to the police. The phenomena is much larger than the policing data will reveal. We checked a report to see the number of hate crimes reported in the nine bay area counties and alameda had the most at 59. San francisco had 36. Napa county had the fewest with one reported hate crime. We have a link to the full report on ktvu. Com. Berkeley police are trying to find out whoever vandalized a number of front yard gates on friday night and saturday morning. They spray painted gates and the first 13 vehicles were found on hillside avenue also vandalized with spray paint. Another 17 vehicles were found on prospect street with their tires slashed. One of seven people charged in the killing of a 30yearold murder in oakland is headed to prison. Harvin was sentenced to prison yesterday. That deal came after a jury convicted three other men of Second Degree murder for the death of pierce. The shooting happened in west oakland in 2015. Pierce was standing down the street from the shooting and was trying to get her children inside to safety when she was hit and killed by a stray bullet. Maybe 100 rounds were fired on the day in question. It was only by the grace of god that more people didnt die. He realizes that and has repented for what happened. Two other men charged with the death will be tried later this year. Another suspect took a plea deal, one that called for a six year sentence in exchange for her testimony against the others. The California Supreme Court says judges can refuse to reduce the sentences of three strike inmates despite recent ballot measures designed to bring down the prison population. In a ruling yesterday the court said that judges are not required to reduce sentences even those that qualify under prop 36 passed in 2012 or prop 47 passed last year. The ballot measures allow three strike inmates to ask for reduced sentences if the third strike was nonviolent. Judges can reduce the reduction if they believe it poses a danger to public safety. Both criminal and civil courts will furlough all clerks staff one day a month beginning in august. The courts will also reduce their hours on friday starting in saturday. The cuts are expected to last until next june. Caseloads could be affected due to the lack of staff. They are facing a budget deficit. Fourth of july celebrations getting underway in the bay area. But it could be a difficult time for our nations veterans. For your holiday, the typical climate in place. We are joined by fog this morning. As fourth of july celebrations get underway, officials are reminding people about the dangers of fireworks. Alex savidge is here. It is not just about fireworks related injuries. That is a big issue. A lot of people end up in the emergency room this time of year. Fireworks can lead to house fires and wildfires given the dry condition thats we have right now in our state. That is why the fourth of july is a time to be extra careful as you celebrate. Statistics from the National Fire Prevention Association and the u. S. Consumer Products Safety Commission show just how dangerous fireworks can be around the fourth. Here is one of the demonstrations we often see. In 2013, fireworks sparked 15,600 fires with most of them starting outside of the home. Last year that number bumped up to 18,000 fires. About half of all fires reported around the fourth of july were caused by fireworks. And then there is that human toll. People getting hurt from playing with fireworks. Hospital Emergency Rooms tend to treat a lot more patients with burns this time of year. Many of them are young children. Also teenagers who have accidents obviously with fireworks. 10,000 people are hospitalized each year for fourth of July Fireworks injuries. And how about this, of all of the types of fireworks, sparklers cause the most injuries around this time of year. Of course important to point out possessing illegal fireworks, anything that explodes or flies into the air or shoots across the ground obviously against the law. It can lead to big fines and the potential for jail time, especially if someone gets hurt. A lot of people say we only do sparklers. I dont know because like it is the safest one. But they burn so hot apparently that they cause the most burn injuries and they are the most dangerous type of firework at this time of year. I was interested to learn that. A good reminder. Those suffering from post Traumatic Stress disorder, it can take them back to the battle zone the sounds can be a greater trigger than an entire Fireworks Shows. Many will do what they can do to avoid fireworks altogether. If you know someone who is has signs of ptsd while watching fireworks, encourage them to seek help. Cats and dogs have better hearing than humans. The fireworks can scare pets. For them, this is the worst holiday. Some shelters estimate hundreds of thousands of dogs and cats across the country will be frightened and run away from home tonight. Today is nathans hot dog eating concert in new york. The latest study on homelessness in marin county show the number of people without a permanent place to live has dropped 14 over the last two years. Not all good news. Nearly three quarters of the chronically homeless say they have a psychiatric or emotional condition. More than half also reported abusing drugs or alcohol. The federal government requires counties to conduct a Homeless Census every two years. State beaches and parks in new jersey will reopen for the fourth of july following a deal to end a threekay Government Shutdown there. All nonessential services were closed including parks and beaches. Governor Chris Christie got a lot of heat when he was photographed with his family on one of the closed beaches over the weekend. Christie and his family were able to use the beach because they were staying at the seaside vacation house of the governor. More fallout in sacramento over a decision to put aside legislation on Single Payer Health care in california. Protesters refused to leave a restricted area for nearly four hours yesterday. They finally left without anyone being arrested. Rendon called the bill incomplete. Since then he has received Harsh Criticism and even death threats. We are here today to support the people of california who Want Health Care for all. Violence is not in our makeup. We dont support violence. But we do support health care for all. Lawmakers who support putting the bill on hold say they want to make sure that the Single Payer Health plan is put together with thought and care. The Senate Analysis puts the cost at 400 billion, almost triple the entire state budget. Senator Kamala Harris is in the bay area speaking out about the proposed Republican Health care bill. She met with seniors yesterday at the institute on aging. Considered a national row model for the elderly and disabled. She listened to stories from people who want to live with dignity and be able to afford and pay for their medication. The in Home Supportive Services Program Faces a 400 million cut. One of the worst Public Policies proposal that we could really ever imagine. The program pace, program for all inclusive care for the elderly, is almost 100 funded by medical. Last week the state department of Health Care Services estimated that the senate plan would ship the medi cal costs to california over the next decade. President trump is offering his support for a british family whose son has a terminal illness. He posted on twitter that he would be delighted to help the 10monthold with a scrip willing disease. They are involved in a legal battle with the london hospital. They want to take him home or bring him to the u. S. To possibly find an experimental treatment for him. San franciscos annual fireworks over the waterfront will begin just about 9 30 tonight. The Alameda County fair is telling people to arrive early for the Fireworks Show or they wont be allowed inside. Gates will close at 6 00 for the 9 30 show. No new tickets will be sold. No reentry after 6 00. And no new parking. There were close to 60,000 spectators when the fair brought back the Fireworks Show in 2014. Police have been concerned about the large crowds and there will be extra security on hand toned. The Great America Amusement Park had its own fireworks display last night and will repeat it again tonight. Officials in the south bay say they are cracking down on illegal fireworks in the bay area this year and they hope these shows will eliminate some of the backyard Fireworks Shows. In san jose, the rotary club is having a Fireworks Show at discovery meadow. At san jose municipal stadium, home of the giants and also at the lake. New this morning, investigators say they do not believe that fireworks sparked an overnight house fire in danville. The fire broke out just after 12 30 this morning. One of the residents heard the smoke alarm and saw smoke. They were all able to get out safely. Flames raced through the garage and to the attic of the house. In san jose, police are investigating a deadly shooting near san jose state university. It happened just before 5 00 last night on 10th street. Police were called out where neighbors heard loud bangs coming from inside of a home. A woman later died. Her name is not being released until her relatives are notified. Police have not identified a suspect. An officerinvolved shooting is under investigation in antioch this morning. It happened at the scene of a robbery and homicide. Officers have not released more information but we know it happened just before 8 30 last night at the corner of hillcrest and east 18th. The Antioch Police department and the Contra Costa County d. A. s office are now investigating. We are following a developing story. A new Missile Launch by north korea. One it claims could reach the United States. And now the president s of russia and china have released a joint proposal to ease tension. The chinese president is in moscow meeting with the russian president. The chinese and russian leaders are proposing that north korea declare a moratorium on missile tests. Reporter Marianne Rafferty has the late north korean threat. The launch is the latest in a string of recent missile tests coming out of the communist. North. The u. S. Military says there was no threat to the u. S. But just the launch itself is not what washington and its allies want to see. South korea an officials affirming their readiness for any possible escalation. The lakes and rivers are very popular from memorial day to the fourth. It is the busiest time of year for two rental companies. They want to make sure that parents and children stay safe. The best advice is to wear a life jacket and dont drink. When it comes to parents bringing their children to the water, officials recommend keeping them in a very close eye on them. Yeah. I guess tubing with infants is becoming a new thing. But maybe not the most wise thing. Infants are really their muscles are not very developed. It is harder to hold their heads up and to be able to stay out of the water. The fourth of july holiday is one of the deadliest when it comes to drownings in the sacramento area. Crews have been busy with rescues on the river. Reporter melinda has more on how to stay safe. Reporter consolidated Fire District has made 46 rescues this year. Nine of them just yesterday. The boat that they were on ended up going broad side into a tree and it actually flipped over and flew everybody out. They rented an approved raft and vest. It is higher than it normally is this time of year. Reporter rescue crews say it can be safe and fun on the water with the proper equipment. The water isnt dangerous if you use common sense and the appropriate Safety Devices snooze like this one. They rented a raft and vest and have some experience. When they said it was faster, i got more excited. I was ready for the adventure. Reporter rescue crews worn against using smaller rafts and inner tube thats can put yourself in a dangerous situation. Just last week a 22yearold woman died on the river. They took the inner tubes and latched them all together with a rope or something something. They got down halfway down the river and they gotten tangled in trees. Everybody but unfortunately one person was able to clear it. And it was that that web of ropes that ended up entang willing her and pulled her under. Sacramento officials are hoping to prevent accidents and drownings by banning alcohol at the river for a second week in a row. It was put in place because of a rafting gone wild event. The ban is from july 1st through the 4th to promote safety for the holiday. Lake tahoe will feel a little more crowded this long holiday weekend. About a quarter Million People are expected to visit the lake during the holiday. They will be crowding into an area one tenth the size of the usual beach. That is because the wet winner increased the lake level so there is water covering areas where people would sit and lay on the sand. At pope beach some people had to wait an hour just to get a parking spot. People are taking advantage of this unusual weather and will ski on the fourth of july. All of the winter storms means there is still snow on the ground. Cool overnight temperatures are making it possible to ski some of the trails there at squaw valley this week. Were heading out on the boat this afternoon. Not sure when the next time is when i will be able to do that in one day. It has been a lot of fun. 80 degrees and snow in our bathing suits. Soaking up the sun. Im concerned about sunscreen. They look like theyre having fun. Squaw valley by the way the only ski resort with open lifts today until 2 00 this morning. It is more of a novelty. It is the fourth time in history they have been open in july. Looks like a blast. You hit the slopes and then go right down to the lake and maybe get some waterskiing in. I was looking up the Truckee River rafting company. I was concerned because they werent allowed on the river yet. They are taking reservations starting tomorrow. It will be rolling for sure. The way i feel right now, i wish i had parished along with my children just so i could be with them. I have to be strong and i have to be here for my baby who is in critical condition. And i have to be here to give him support so that i can get justice for his brothers. The man accused of hitting reyes car has been identified as wilson. He fled the scene but was arrested on saturday at a hospital. Ktvu has learned that wilson was just released from jail a couple of days before the crash. Last wednesday his bail was reduced from 100,000 to 10,000 on charges of terrorist threats in pleasanton. He bailed out thursday. The crash happened the next day. The search continues this morning for the driver of a semitruck who hit and killed a motorcyclist on westbound 80 in san pablo. We brought this to you live as breaking news yesterday. The chp says a yellow semi truck with a white trailer made an unsafe lane change and hit the motorcyclist. The driver of the semitruck initially stopped but then drove away. San pablo police have cameras along the freeway but not in the area of the crash. The state plans to install more cameras along interstate 80 and highway 4 all in the wake of dozens of shootings on the freeways over the past year. The installation could start next month. A new program is Santa Clara County is teaching future correctional ever officers to focus on honesty and integrity when dealing with inmates. Cadets started their training this week. The new Training Program comes a month after three deputies were convicted of killing an inmate in august of 2015. The cadets will be first to be trained on a new use of force policy and the first to be issued body worn cameras. This academy case mr. Be immersed in the new physical loss philosophy which embody a caretaker and guardian spirit. I understand their needs and they are also human and we have to treat them with dignity and respect. Recruits will spent an 8 hour day in the jail at the end of the academy. It will help them gain more empathy and understanding for the inmates. They could fill half of the 103 vacancies at the jail. Also pier 39 approximate just beyond the tall ships here. Everybody will be packing the waterfront to watch the show. As for the show, pyrotechnic crews have been busy working on two barges. They have wired explosives and packed shells. These will be synchronized to music to create the fourth of july Fireworks Show. Each year they try to make it new and also different. 5,000 effects will be fired off from the barges. One located here at aquatic park. The other of course at pier 39. And we know plenty of people visit San Francisco to see that show on the fourth. And producers of the show tell us that fog shouldnt be a factor. They will be setting off the fireworks from different altitudes also elevations. And really mixing it up this year for the crowd of spectators. A new report from the California Department of justice is showing a spike in hate crimes. In 2016, there were 1 1. 2 percent more hate crimes reported than in 2015. Those involve being Sexual Orientation were up 10 . Jack laser is a crime expert and says the data is important but only shows part of the total picture.
