That is extremely cold water temp. It wont take much to get the fog here. It will be here tomorrow. Soquel is 51. 53 in boulder creek. 62 already in cupertino. A few high clouds over all. Sunshine today. Warm to hot with 70s for a few, 80s for many and 90s for some as well. 7 02. Sal, a little better than something just happened in the last 15. Is it still okay. Yes. It is much better. Yesterday we had the terrible day on 880. We still have the slow traffic. We will look at the macarthur maze. Traffic is slow. Westbound 580 and 880, a minor accident involving a couple of motorcycles that ran into each other. It is not causing a huge delay because it was already slow but the traffic is backed up on 580 before 4. 80 is slow around that berkeley curve there getting out to the bay bridge toll plaza. And when you get to the toll plaza, you will see a backup of about 25 minutes before you make it on to the bridge. Which is all very standard and normal unlike what we had yesterday. This is a look at 880. This is a big difference here. 880 northbound on the right, southbound on the left. The traffic is looking like it normally should. Driving into downtown oakland. Right in front of oracle arena. A reminder that tonight there is a playoff game at oracle. There will be more people showing up this evening for that game. A little bit of traffic issue there. Westbound 92 heading out to the highrise of the san mateo bridge it looks good over to highway 101. In marin county from 37 to central san rafael already slow heading south. 7 03. Back to the desk. Filling up your gas tank could cost more. President trump is hinting he could support an increase in the federal gas tax and the money would go to pay for road repairs. Alex savidge is live in emryville with reaction from drivers. Reporter gasia, good morning to you. Drivers in california would really feel the pinch for all of this. The state gas tax goes up later on this year. Now you have President Trump suggesting that he is in favor of an increase in the federal gas tax. And that is something that hasnt gone up since 1993. And of course drivers were talking to this morning not very happy about the idea. The president hinted at a gas tax hike during an interview with Bloomberg News, suggesting that all of that additional money would be used to pay for his ambitious infrastructure plan, repairing roads and bridges across the country now, it is the same idea that Governor Brown employed here in california when he pushed for a 12 cent per gallon increase in the state gas tax to repair roads and bridges and to pay for mass transit projects. No matter where the money is going, drivers were talking to are certainly not excited about the idea of paying more to fill up their tanks. I dont think it is very good. For guys who drive suvs, it is bad. Otherwise i think ill have to go to an electric vehicle. You have to go hybrid. Yeah. I wish i could go hybrid. It is unfair. We already pay a lot of taxes in california any ways as far as gas. I live all the way by napa. Driving here, its its expensive. Reporter across the board, gas prices have been on the rise as of late, averaging about 2. 38 nationally and closer to 3 a gallon here in california. Now, as far as the federal gas tax, right now it stands at just over 18 cents per gallon. Theres no word from the Trump Administration what sort of increase might be put in place. These are just comments from the president suggesting that he supports an increase to pay for the plan. The president and the governor in california dont agree on much politically but they agree what it will take to repair our crumbling roads and highways. So obviously they seem to be on the same page here, both in favor of gas tax increases. Okay. Alex savidge, thank you. We will move straight to the question of the day now. It happened in the outer sunset neighborhood on sunset boulevard at kirker street. Investigators say the teenager was driving a white pontiac and there was a 16yearold boy in the car as well. Another car pulled up to the pontiac. Someone in the front passenger seat of that car pulled out a gun and started shooting. The 15yearold driving the pontiac died at a hospital. The 16yearold passenger was not hurt. Police say this doesnt appear to be a random shooting. We dont know if theres any other vehicle involved. We do understand that he may be he may have been targeted. So we dont see this as a ramadan act. Now, police say the 15year old victim did not live in San Francisco. Theyre not telling us his name yet. Theyre not saying if he had a drivers permit either. Theres no information about possible suspects. A second teenager has been arrested in the takeover robbery at a bart station. He is one of 15 or 16 teenagers that robbed seven passengers. Oakland police say he was spotted friday during another robbery in east oakland. He was arrested after a short car chase and police connected him to the bart takeover robbery. Last week another teenager was arrested at san leandro high school. New this morning, a new state Department Travel aall right for americans in europe. Officials say it is not because of a specific threat but because of the continued threat of attacks in europe this summer. The alert says airports, shopping malls, hotels, nightclubs, churches and government buildings are possible targets of isis and al qaeda. Travelers at San Francisco International Airport this morning told us it is a concern but wont stop them from flying. Life happens. You never know. It is not clear if that will happen. The Trump Administration is rolling back School Nutrition policies created by michelle obama. Purdue said there will be three changes to School Lunch Nutrition guidelines set during the obama administration. Schools can receive exemptions for not serving whole grains. Schools will not have to reduce sodium from 1200milligrams per meal to 930milligrams. And schools will now be allowed to serve chocolate milk instead of nonfat milk. School districts should have more local control because food is wasted when kids dont like what is served. They tell these Food Service Cafeteria workers what they like and what they dont and they see what goes in the trash. This is important. Speaking of china, an urgent warning about a hover board following a fire in march that killed two children in pennsylvania. Evidence shows the lazy board self balancing scooter was involved in that house fire. This is the first time that the government has directly linked a hover board to a deadly fire. Hover board the two young girls were killed in the fire. The hover board was made in china. Now, more than 3,000 were imported here to the u. S. People are people are told dont ride them, dont use them, dont charge them. They can be disposed of at local recycling centers. Try to take it back. Amazon does take back hover boards if you ordered it through them. You could be paying more for Vanilla Ice Cream this summer. The cost of producing Vanilla Ice Cream could rise after a cyclone damaged 80 of the vanilla crops and displaced 500,000 people. The price of raw vanilla beans will increase to 272 per pound. A lot more crowding on the 880 ramp. I guess the hidden blessing here is yesterday people were not making it to the toll plaza in big numbers from eight agent because of the two crashes. Today, 880 is actually looking pretty good. It is slowing down near oracle northbound a little bit. This is about the time it does that. Again, nothing like yesterday. 580 is also a decent route this morning. We have a crash in san jose on 101. And this is right in the middle of the busiest commute in the Silicon Valley which is highway 101. 85 is also slow. Theres a crash at 87 and 280. But 101 really will be slow. The fog may not be there but it will be warm for some. Upper 80s, mid 90s inland. We are running warmer for most locations compared to 24 hours. Anywhere from about 3 to 7 degrees. Livermore, 7 degrees warmer than this time yesterday. I draw your attention to the water temps of bodega bay. 49. San francisco buoy, 51. You get 90s in the valley and the anterior and you have water temp thats cold, all it takes is a west wind or a southerly wind and the fog will be heading back here big time. I think tomorrow. It was established last year. And next week the departments first director will take office. Sal castaneda is in the studio with us now joined by oaklands mayor libby schaaf and ryan r usso. Welcome to your new job as trance poration director. Other cities have had this. San francisco has one. Uhhuh. Are you following in other big cities who have this job . It is a very important job. Absolutely i am. Coming from new york where the department of transportation was in charge of making streets work better for pedestrians, cyclists, motorists to keep transit moving. And it is amazing that mayor schaaf has decide today form a dot. She really has the vision to transform oakland streets for the better. You know, mayor and ryan i have seen this document that you put out when you established the dot. And the word equity comes up a lot. What does that mean, equity in paving roads in equity in making Transportation Solutions . What does that mean. It means that we will start with neighborhoods that have been your served first. Were not just thinking about how we serve roadsed. Were looking at health and safety and were looking at how we can be better guardians of this huge amount of public space that we give over to roads and sidewalks. And ryan comes with a wonderful track record of really thinking more holistically about how transportation is also access to opportunity. Were looking at video of Oakland Police officers basically doing a sting on people who are crossing without or cars who are not stop be for pedestrians. Pedestrian deaths are a big issue in major cities. San francisco and oakland. You guys are going to establish a zero tolerance policy, right. Yes. How does that work. It is important to know that we have had traffic fatalities increase substantially in two consecutive years. A lot of that is pedestrian deaths. In new york we were able to lower the pedestrian fate alternates in the same period. The key part of the approach is look at the data and the streets where crashes are happening and to do the traffic engineering, the street redesign to calm traffic, get drivers to yield to pedestrians, to shorten crossing distances to make it safer and more comfortable to walk. What about educating people not to be on their phone and looking down when they walk into a crosswalk. I realize that a car has to stop. Maybe if people are more aware when crossing, it might help. Right . Theres really no data that pedestrians being distracted is part of the problem. The driver of the 2,000, 4,000 pound vehicle distracted by all that is going on, the smart phones and the things in the car now seems to be the big problem. Thats what we need to focus where people need to pay attention, that the driver has this enhanced responsibility to make sure that they keep their fellow citizens safe. Mayor schaaf, i know there are things that are more, i dont know, elegant than potholes. But if you saw my replies on social media, potholes are the number one thing in oakland people have been sending me messages about. What about potholes in. We have way too many of them. Oakland has some of the worst Road Conditions in the entire country. That is why creating a department of transportation was so department. We have kind of the one, two, three punch going on here. Not only did we create this department so that we can make better use of resources and get those potholes filled, we also have our generous voters give us bond money so we have resources to fill the potholes. And now we have this incredible leadership. Somebody who has gotten it done in a city like new york who is bringing his talent and his vision to oakland to fill those potholes. And i think filling potholes is sexy. Okay. It is important. It really is it is not just about how the roads look. It literally did be life or death for bicyclists and pedestrians. We have to go, but i cant get away without asking you about ac transit and buses to school. A lot of people asking about that. Theres a there is a disagreement on who is going to pay for the buses. Where is that now and are children going to be able to take ac transit buses to Oakland Schools. There is a dead lock right now. Im calling on ac transit to think about these children. These are some of oaklands most vulnerable children. A lot in foster care and homeless. They deserve access to schools. The high school that i graduated from, Skyline High School, is one of the schools affected by this. This is a moment to put aside other issues and really put our children first. First. All right. Right now, were going to start with the bay bridge toll plaza. Westbound traffic is going to be backed up for about a 25 minute delay. No major problems here as you get on to the bridge. You can see traffic is going to be busy on the bridge itself as you drive into San Francisco. This is a look at 880. It is beginning it o slow down. Just ran with my microphone. Pardon me. Northbound 880 is slow as you pass the coliseum, as you drive past hyde street. Northbound 101 is a mess because of an accident at the montague expressway. I would not recommend 280 as an alternate. It has filled in. You just have to give yourself plenty of extra time. 580 at san ramon, there is an accident on the shoulder. 7 34, back to the desk. After three months of testimony, the trial of garcia torres, the man accused of killing teenager sierra lamar is coming to an end. Ktvus allie rasmus is at the Santa Clara County courthouse where the Closing Arguments are about to begin. Good morning, allie. Reporter good morning. One of the key questions jurors will have to decide is whether in fact sierra lamar was killed. One of the challenges for prosecutors in this case is that her body was never found so there was no crime scene and no murder weapon ever recovered. Because of dna evidence, prosecutors argue there is no doubt in their minds that 26 yearold garciatorres killed sierra lamar back in 2012. He is on trial for accused of kidnapping and killing the morgan hill teen. She disappeared on her way to school five years ago in morgan hill. Garciatorres is accused of attempting to kidnap three other women in the morgan hill area going back to 2009. Attorneys on both sides will make their final case to the jury, summarize their case in the Closing Argument thats are scheduled for 9 00 this morning. Both sides have put a tremendous amount of effort in the case. Neither side left any stone unturned. For the prosecutor, because they had no body, they had no crime scene and they had no murder weapon, they had build a forensic evidence based on expert testimony. And the defense did a good side of showing the other side of the story. Reporter and that other side is the defense the defenses theory they argued that sierra lamar is not dead at all and she simply ran away. The defense argued that other teens in the past have been found alive years after they were presumed kidnapped and killed. But prosecutors say the dna evidence against garciatorres suggests otherwise. Some of lamars clothing was recovered after her disappearance. His dna was found on that clothing and a piece of rope with lamars hair was found in his car. If convicted, garciatorres could get the death penalty. Because of the evidence involved in the case, most legal experts say it could take a while for the jury to deliberate rate his fate. Back to you. Thank you, allie rasmus. In the meantime the man accused of killing seven people in oakland is due back in court this morning. The defendant will stand trial. The former Nursing Student is charged with killing 7 former classmates in 2012 and injuring others. A trial was put on hold after the judge said that he had a Mental Illness that prevented him from helping his lawyers with his defense. He has been undergoing treatment at napa state hospital. A worker at a Half Moon Bay restaurant is under arrest, accused of recording women inside of the bathroom. It happened at jersey joes restaurant. The victim include children. A woman found the phone on saturday night. Investigators discovered it belonged to pedro. Anyone who visited jersey joes saturday night is asked to call the san mateo Sheriffs Office. The time is 7 37. A man from san jose is in serious condition. He was bitten by a rattlesnake. He was out hiking with his wife yesterday. Emergency workers say the 47 yearold man sat down on a rock and put his hand on the rattlesnake which bit him. He was air lifted to Washington Hospital in fremont and given antivenom medicine. We saw people this morning setting out for a hike at mission peak and we asked them if they were taking precautions because of snakes. Dont sit around rock areas because snakes tend to be around the rocks area a lot. They sun bathe on the trail too. Keep your eyes on the trail. The east bay Regional Park system says if you are bitten by a rattlesnake, try to stay calm. Have someone call 911. Do not apply a tourniquet or try to remove the venom. The Sonoma County sheriff says there will be less cooperation between his department and federal officers. Sonoma county will not help immigration officials in cases where undocumented immigrants are suspected of minor offenses. The jail will provide federal officials with information about undocumented immigrant whos are convicted of violent or other serious crimes. In march the sheriff was criticized for complying with all requests from ice. Each year socalled visas are issued to temporary foreign worker. The number is capped at 66,000 a year. Seasonal jobs range from working in restaurants and hotels to landscaping. These businesses say they cant function without the extra help. Maxx san Francisco Police are investigating the deadly shooting of a 15yearold. It happened on sunset boulevard at kirkum street. The 15yearold who the coroner has just identified as jackson of daly city was driving a white pontiac early yesterday afternoon. There was a 16yearold also in the car as well. A witness told ktvu another vehicle pulled up and somebody in the passenger seat of that car pulled out a gun and fired. The 16yearold passenger was not hurt. This does not appear to be a random shooting. We dont know if there is any other vehicle involved. We do understand that he mayo owe he may have been targeted. So we dont see this as a random act. Police have not released any information about possible suspects. Classes have resumed at the university of texas in austin after a student was stabbed to death. Happening today, five years after morgan hill teenager sierra lamar disappeared, the trial against the man accused of kidnapping and killing her is wrapping up. Ktvus allie rasmus is live at the Santa Clara County courthouse where Closing Arguments are set to begin. Allie. Reporter yes. The Closing Arguments, attorneys on both sides, it is their final chance to make their case to the jury. The analysts following this case say the juror wills have to decide between two opposing theories, one of the prosecution that garciatorres kidnapped and killed sierra lamar as she was on her way to school in morgan hill five years ago, back in 2012. The other argument is the defenses primary argument, that lamar was not killed but simply ran away and does not want to be found. The challenge for prosecutors in this case is that after lamar disappeared, her body was never found. Thats why the defense is able to propose that theory. Theres no crime scene and no murder weapon recovered. However, there is dna and forensic evidence in this case. Some of lamars clothing was recovered after her disappearance. Garciatorres dna was found on the clothing and a piece of rope with lamars hair on it was found in his car. Closing arguments is what is going to be vital to put together three months of testimony and other evidence into a cohesive story for this jury. So when they get back there, they will say which of the two versions makes sense . The way it is presented today will be important in how this jury works through this. Reporter now, during the trial, the defense argued that other teens have been found alive years after they were presumed kidnapped and killed. Again theyre putting forth the theory that she ran away. The last witness to testify yesterday was a Digital Forensics detective with the Sheriffs Office says that lamar last logged into the e mail and twitter accounts the morning she disappeared and the digital footprint has been silent since then. Garciatorres is accused of trying to kidnap three other women. If convicted, he could be sentenced to death. Because of the theories involved in the case, it could take the jury a while to deliberate rate garciatorres fate. Back to you. Thank you, allie. The judge declared that he is mentally competent to stand trial. The former Nursing Student is charged with killing seven former classmates in 2012 and injuring three others. The try was on hold while they determined his competency. He has been undergoing treatment at napa state hospital. A san jose man is in serious condition after being bitten by a rattlesnake yesterday afternoon. He was hiking with his wife. First responders say the 47 yearold man sat down on a rock and inadvertently put his hand on top of a snake that bit him. He was air lifted to Washington Hospital in fremont and given antivenom medicine. This morning we asked hikers at mission peak if they take precautions because of the snakes. Dont sit around rock areas because snakes tend to be around the rocks areas a lot. And they sun bathe on the trails too. Keep your eyes on the trail. The east bay Regional Park district says if you are bitten by a rattlesnake, stay calm and have someone call 911. Do not apply a tourniquet or cut open the bite and try to remove the venom. The Sheriffs Office says there will be less cooperation between jail officials and federal immigration officials. Sonoma county will not help immigration officials in cases where undocumented 7th grants immigrants are suspected of minor infractions. In march the sheriff had been criticized for complying with all requests from ice. Hundreds took to the streets of oakland to show their support for immigrants rights for may day yesterday. They marched along international boulevard for a rally in the fruit vail district. No reports of any arrests. Four people were arrested during a protest outside of the government office. Several blocked the entrance. Others laid down and were outlined in chalk. The demonstrators called on county supervisors to change their policies. San diego police dont believe race was the motive behind a mass shooting over the weekend. Instead the gunman was distraught over a breakup with his girlfriend. One person was killed and six others were wounded when 49 yearold peter solis opened fire at an apartment complex. One was africanamerican, one was latino and one was white. But evidence does not point to a hate crime. He called his girlfriend while shooting. Police say she shot and killed him when he pointed his gun at officers. The oakland Fire Department is investigating the latest fire at a homeless camp. It was around 35th and magnolia streets not far from the emryville city boundary. It burned about a dozen tents and sent a lot of smoke into the area. No reports of injuries. The fire is under investigation. A cooking fire burned a homeless encampment last month. The santa rosa Fire Department posted this picture on twitter. Crews helped clear the area and board up the smashed store front there. Luckily no injuries and no animals were hurt. A worker at a Half Moon Bay restaurant is under arrest accused of using a cell phone to record people inside of a womens bathroom. This happened at jersey joes restaurant and victims include children. A woman eating at the restaurant found the phone saturday night. They determined it belonged to pedro gonzales. They say the video captured images of two women and four children. Anyone who went to the restaurant saturday night is asked to call the Sheriffs Office.
