We have bart delays that continue because of the stalled train that was at one point at the lake merritt station which was put basically not allowing trains to move through downtown oakland station. That train which to us on the video looks like one of the new bart trains, the ones they have been testing out overnight was pushed off and down to the hayward jard. It hasnt made it there. Trains are now moving but there are still a lot of delays. It takes a long time to get back on track. However if youre the kind of person that just goes to the platform and gets on any train, youll be okay. Many people may be on the bay bridge because of it. It is backed up for a normal day. 20, 25 minutes before you make it on to the span. It is unclear if more people took the car or waited for the system to get back up. San mateo bridge looks all right. The traffic on 101 and 280 looks good. If youre driving down to san bruno, not a bad commute, compared to yesterday especially. 880 to fremont doesnt look bad. The south bay commute continues to be light. 7 02. Back to the desk. Were following the developing news from the east bay. An intense standoff is ongoing at this moment. A homicide suspect is still holed up inside of a car in martinez following a deadly shooting in walnut creek. Leigh martinez is live with the latest. Have things changed at all. Reporter there isnt much progress. It is now daylight but the suspect still appears to be sitting inside the silver mercedes. We see s. W. A. T. Team officers nearby and a robot on the road. The suspect is wearing a ballpark and appears to be talking on the phone with the officers standing by his car. He had a gun with him. From our Vantage Point, we cannot tell if he is still armed. The manhunt took police to multiple locations yesterday. It started after a woman was shot and killed in the afternoon hours on the 1900 block of the of 1st avenue in walnut creek just a half a block away from the lindsey wildlife experience center. Witnesses saw the male suspect drive away. We decided to do a lockdown procedure. We kept everybody safe inside, all of the visitors, volunteers and staff and we waited to hear from police. Reporter the suspect fled on to san lewis road but escaped capture. Walnut creek Police Believe he picked up a silver mercedes and fled to martinez. This has been going on since 7 00 last night on howell road. The video appears to show a shots fired. It is unclear who fired, the suspect or police. A robot was deployed and is seen approaching the suspect. And something may have been passed between the suspect and the robot. Now, nearby neighborhoods are told to shelter in place. Three people say theyre stuck in a starbucks parking lot this morning. I spent the night with a friend. And then this friend went to work. And ive been in this parking lot since 4 00 this morning. I want to go home. Reporter now, currently howell road between vista way and pine street is closed. Youre looking now at the scene. And, again, it doesnt look like there has been much progress made. We do see s. W. A. T. Team officers near the car. We do not know exactly what is transpiring. We called over to Walnut Creek Police who is the lead agency here. Were told that no update will be given at this time. We do not know the identity of the suspect and we do not know the identity of the woman shot and killed in walnut creek yesterday either. According to the bay area news school, there was an Instagram Account that contained sexually explicit pictures of students. Parents were told that School Officials reported the incident to albany police. This follows racist incidents at the school. New york federal prosecutors named two mystery Tech Companies back in december in an indictment for an online scam costing firms more than 100 million. Authorities say a man plotted to defraud u. S. Reporter in a San Francisco courtroom thursday, the District Attorney charged conductor david reyes with embezzlement and misappropriate rating public funds. He did not enter a plea. Last year williams pleaded not guilty to similar charges. Authorities say they found 32,000 in cash in williams home. They wont say if that money is from cable car fares. It is else barassing embarrassing. This is why we need to get out of the cash business. That is an attractive thing. When youre handed a lot of cash, a lot of people dont know how to handle that properly. Reporter the Transit Agency is considering going to a cashless system. Instead of buying tickets on board, passengers would purchase tickets in advance. What would be required is things like ticket machines and fee locations as well as what i call the distribution network. So someone could go you know, come in and check into their hotel and get a cable car ticket. Reporter that seemed fine with many tourists. I think that would be a safer way to pay for the car instead of paying cash. Then you know where the money is going. It is really better to pay here. In cash. Yeah. We do have christina rendone who will talk about this after i finish this report. Bart is generally moving trains in and out of San Francisco. There was a big problem this morning that caused a big delay. We will get to that in a moment. I do want to talk about San Francisco and some of the other commutes, san jose. We have been looking at them. Generally lighter than usual. Northbound 280 doesnt look that bad. Up around the corner though you will see slow traffic as you get into cupertino. It is not that bad. It slows before highway 17. By the time you reach highway 85 it is better. It just generally looks a little better than normal. 880 is slowing from about hayward down to about the fremont city limit. And after that it looks better into the south bay. The Contra Costa County commute, highway 4 has been slow. And sex six is a little slow approaching the walnut creek interchange. On the peninsula, we have moderate traffic. 280 is slowing down in south city, heading down to san bruno. If youre driving in San Francisco, here is northbound 101 and southbound 101 right in front of the ups building. It looks good driving through there. No major problems getting into the city from the east bay. We are following that developing story on bart. Major system wide delays due to a disabled new bart train. Christina rendone is live in hayward where that train will eventually be pushed to, right . Reporter thats exactly right, sal. The disabled train will be brought here to the hayward maintenance yard. This is where they try to figure out what is wrong with trains. Were told this was a new bart train that did stall this morning at the leak merit station in oakland. Earlier this morning, we actually recorded video of that train as it was being pushed by an older train southbound to try to get it out of the way so that regular trains could start their commute service. This was, again, a fourcar train, part of their fleet of the future. We are told that it had finished the overnight testing on the m line and headed back to hayward but it broke down at lake merritt for some reason. Thats why they had to single track around the train before they could get it out of the way. Bart says this has not happened before. It is unclear what caused the train to disable. But we asked if this was concerning. It is all part of the testing process. Until we actually know what caused the train to not be able to move, you know, im not going to speculate whether it is concerning or not, whether it is a major issue or minor issue. We will have to wait to see what the engineers find out about what happened this morning. Reporter we do know that bart has been testing the new cars for several months now and they are going to do that until they can make sure that theyre confident in their ability to run smoothly and not have any issues on the line. As well as making sure that it is safe for all passengers. Now, we do know that, again, this new train car that stalled out at lake merritt will likely be brought here here to the hayward maintenance yard. Probably late tonight. They want to make sure that all service is finished for the day before they bring it back. For now that train is on a separate track outside of the san leandro station. It will stay there until the rest of the day, until all of the issues are resolved. The good news for commuters, these delays are slowly letting up. So things should be getting back to normal by now. In the meantime barts police of chief says crime on bart was up more than 20 this year, even before a mob of teenagers robbed passengers last weekend on a bart train at the coliseum station. Last night add the board meeting, the interim police chief jennings said the crime mostly involved stolen cell phones and other electronics. That spike in crime on bart this year follows three years of decreases. The police chief says bart has increased overtime to assign more officers to certain bart stations and that since march 11th, 19 young people have been arrested for robberies. Now, bart also plans to crack down on passengers who dont fay the fares. At last nights board meeting, the directors talked about raising the barriers, hiring more security officers, and closing the swing gate for the disabled except for the one right next to the station agent. At lake merritt bart station, it didnt take long to find people going through the swing gates without paying the fare. How often do you not pay them . The average, about every day. I cheat. Why do you cheat . Sometimes i might not have enough money for it. Now, bart is estimating it loses between 15 and 25 million a year because of fare cheaters. The time is 7 37. Bart is still on the fast track in its big plan to move south into Santa Clara County. Bart says the construction of the new bart station in milpitas is months ahead of schedule. It is now set to open in december of this year. Barts milpitas station will be at the corner of the montague expressway right next to the great mall. Bart opened the new warm springs station in southern fremont just last month. A former teacher at a private school in san mateo has been arrested for taking provocative photos of his young female students. Anthony was teaching preschool at saint matthews. He is accused of telling little girls between 5 and 8 years old what to wear and directing the young girls to pose in a suggestive what i and taking photographs of them. The teacher has been removed from the school. Prosecutors say he did not touch any of the girls and are investigating if any of the photos were posted on websites. A person of interest is under arrest in connection with the beating death of an elderly sacramento woman. The 18yearold was arrested on unrelated charges after he assaulted another older woman. Questions mounted to what led to the attack last week and why it was carried out. Witnesses saw a man use his hands and feet to tack two women. Who would think that anyone in their right harm would wake up and say im going to harm some people. That is is not normal. The victims were 86 and 61. Petris was pronounced dead at the scene. The 61yearold had injuries to her torso, face and head and is out of the hospital ask recovering this morning. President trump will address the Nation Rifle Association in atlanta. However other people attending will have to leave guns at home. The secret service says individual whos are legally allowed to carry weapons wont be allowed to pass an outer perimeter check point. Federal law allows the secret service to stop guns from entering sites under their protection. There havent been the usual slowdowns between walnut creek and oakland in the nearby area. 680 is just a little slow driving through walnut creek and pleasant hill. Highway 4 never takes a day off. Seemingly you can see slow traffic on the road sensors through pittsburgh and bay point. In the east bay, traffic is slowing in san leandro. 580 is slow as well to the lake shore area of oakland. The traffic is backed up here. It is a little better than it was. About 20 minute delay. If you have the luxury of waiting around in the 8 00, 9 00 hour, you will see clearing unless something happens of course on the bridge. This is a look at interstate 880 in oakland. Both directions here driving past the coliseum. It looks okay northbound as i mentioned earlier was a little slow. San francisco northbound 101 traffic is better than yesterday for sure driving up to the downtown area. 7 48. Lets bring in steve with todays forecast. Clear skies. Unless youre over by the coast. It was being pushed out of the way by a regular train down to bayfair and found a site to put it to get it out of the way. Regular Train Service is moving but delays have been pretty much all morning long. Not as bad as they were. Right now bart is running trains in and out of San Francisco and there are still lingering delays. I want to mention the traffic on the bay bridge earlier was slower. Now it is recovering. Nearby, by the way, there is an injury accident southbound 880 at oak street. If youre leaving the macarthur maze and heading south at oak street there is a crash there. We might get pictures coming up soon. If youre driving down to the airport, 880 at oak street will cause a delay. Lets look at san mateo bridge. That is moderately heavy heading out to the peninsula. Northbound 101 and 280. It is slow. There was a crash there. You can look at the peninsula. It is beginning to fill in on 280 and 101 northbound and southbound. Lets go back to the debts desk. Thank you, sal. A standoff that began at 7 00 last night is still underway. A homicide suspect is holed up inside of a vehicle in martinez following a deadly shooting in walnut creek. Leigh martinez has more on the story. Reporter well, the latest is that a lot of the roads will remain closed today. Douglas drive adjacent, there are county buildings such as Veterans Affairs and child services. Those will remain closed today. If you have business in those offices, you will not be able to get in today. Off to howell road there, you can see the suspect vehicle and the s. W. A. T. Team surrounding the car. They have been there since last night. We did see a robot on the road as well. The suspect who is wearing a ball cap appears to be talking on the phone and with officers standing by his car. Now, police said earlier that he had a gun with him. From our Vantage Point here, we cannot see if he is still armed or not. Now, the manhunt took place at multiple locations yesterday. It started after a woman was shot and killed yesterday afternoon on the 1900 block of first avenue in walnut creek. Walnut creek Police Believe the suspect picked up a silver her aid hes and fled to martinez. The police surrounded the suspect on howell road at 7 00 yesterday evening and are still in a standoff with the suspect. This video from earlier this morning appears to show a shots fired. It is unclear who fired, the suspect or police. A robot was deployed and seen approaching the suspect. Subpoena something may have been passed between the suspect and the robot. Nearby neighbors are told to shelter in place. Three people say they have been stuck in the starbucks parking lot all morning. I spent the night with a friend. And then this friend went to work. And ive been in this parking lot since 4 00 this morning. I want to go home. There were helicopters all night, which was really annoying because it was obviously bothersome to the whole neighborhood. The lights and stuff you could see it happening. Starbucks is definitely slower today because of the blockage. People have to take detours. I have customers telling me that they have to take detours to get to starbucks. Reporter now, currently howell road between vista way and pine street is closed. Police have not released the identity of the suspect. They also have not released the identity of the victim from walnut creek yesterday from the fatal shooting. They dont know when they can get back into their house if they were not able to get back last night. Reporter beyond that, the white house has public support for the new stance. A poll shows that a majority, 53 of registered voters favor military action to stop north koreas Nuclear Weapons program. Back at home in the meantime the president s legislative agenda has stalled somewhat on capitol hill. A vote on Health Care Reform that the white house was hoping for this week has been pushed back. But a temporary spending bill to avoid a possible Government Shutdown on saturday is moving forward. At the building on webster street. The suspect was arrested 30 minutes later. Police heard an explosion and noticed a fire in the front of the lobby. Officers then put the flames out using a fire extinguisher. No one was hope. It has happened in the past. It is something that were very aware of. We speak to our civilian employees about safety practices. Because it is a police department, it is a target. At this point theres no word on a possible motive. Police say the fire bombing though may be tied to two similar crimes in fairfield just hours earlier. Both an apartment complex and a car were fire bombed in fairfield. Hearing about another problem at Albany High School. The school discovered an Instagram Account that contained sexually explicit pictures of the students. The principal emailed parents telling them that School Officials reported the incident to albany police. This follows a series of racist incidents at the school. There were protests on campus as a result. The future of an Elementary School in alameda could be decided an emergency meeting. The building housing the Elementary School on san creek way could collapse during an earthquake. They have recommended closing the campus and sending the students to other schools as soon as this fall. The school board could make that decision tonight at 6 30. Lets check in on the commute. You see it blocking the right lane. You can see that theres a flatbed tow truck and they were also laying down absorbent material out there. We have a crew you might be able to see our crew there, showing the traffic here on 880 southbound coming out of southbound oakland as one lane is blocked. As our photographer turns the other way, there is chp and the badly damaged vehicle that also spilled a bunch of fluid and at least one person involved in the crash now. Southbound 880 if youre trying to get to the airport, one lane is taken away from the crash. Traffic will be slow as you get out. I would recommend using eastbound 580. If you off at edwards, that is one of the shortcuts that you can use. Lets go and take a look let me advance my camera here and go to 880 at the coliseum. And you can see traffic northbound is going to be a little slower northbound coming out of 238 and heading up to downtown oakland. The traffic gets better once you reach downtown oakland. Bay bridge toll plaza you will see the traffic here is backed up. It is better than it was. Just about a 10minute delay making it on to the bridge. On the san mateo brick, it looks good bridge, it looks good out to the highrise. Lets go to steve. Not quite 80s but 80s this weekend. Very close today. But if its my family member, i would sure like you to call the closest ambulance that is available. I want to get to this crash in oakland on 880 southbound which was backing traffic up heading south in an area where there is usually no backup. They have the vehicle or an suv actually on a flatbed tow truck. It should be out of there soon. But traffic is slowing down out of downtown oakland going south. You will see northbound traffic slowing down out of san leandro driving into downtown oakland. 580 is slow to the lake shore curve. The bay bridge just as i suspected, if you go back and check the tape, i said in the 8 00 hour, it will clear up. Thats because of the Traffic Volume. Here we are 8 32 and it is beginning to clear up. Thats because we dont have the Traffic Volume. I saw it early this morning. And now here we are. If something happens all bets are off. Right now it looks good. If you can wait a little longer, it will completely clear out for you. If you are taking bart this morning, you may experience some residual delays. As i told steve, there was a new disabled bart train that caused delays at the lake merritt station. Lets go to Cristina Rendon who is live in san leandro to tell us what happened. You can see it is one of their new trains, part of their fleet of the future. It is here outside the base air station. It is on a separate piece of track, making sure that it does not affect all of the other trains that are in normal service. I want to take a live look from our mass cam here. You can see it from above. You can see all four train cars now from this bart train. And for some reason, this new train just stalled out overnight at the lake merritt station. We saw it actually this morning as it was being pushed by another train to get it out of the way. And that was right after the Oakland Coliseum station is when we actually saw it being pushed. But bart says this is one of their new trains and it had it had undergone overnight testing. They do that periodically. They have been doing overnight testing on the new train cars. For some reason, it broke down at the lake merritt station. Thats why other trains had to single track around it, causing all of the backups and all of the delays this morning. But they were able to get it here to this separate pocket track at base air in san leandro. They are saying that things are back to normal. Everything is up and running. So commuters should not see any more delays. There could be some residual delays. Earlier there was a 20minute residual delay. Hopefully things have cleared up. This new train will stay here, disabled, for the rest of the day. Once service ends, it will probably be pushed back and hauled to the hayward maintenance yard tonight so engineers can look at what went wrong and figure out what exactly happened. And i asked bart, is this concerning for you . This is one of your new trains. They said this is part of the testing. We have never had this happen before. Cristina rendon. Barts chief of Police Say Crime on bart was up more than 20 this year even before the mob of teenagers robbed passengers at the coliseum station. Jennings says the rise in crime mostly involved stolen cell phones and other electronics. The spike in crime on bart follows three years of decreases. The police chief says bart has increased overtime to assign more officers to certain bart stations. Since march 11th, 19 people between 12 and 21 years old have been arrested for robberies. Bart plans to crack down on passengers who dont pay fares. At last nights meeting, bart directors talked about hiring more enforcement officers, raising the barriers at bart stations, and closing most of the swing gates for the disabled, except for the one closest to the agent. It estimates it loses 15 to 25 million per year due to fare cheaters. Bart is planning to move into Santa Clara County. The station in milpitas is months ahead of schedule. It will open in december of this year. The station will be at the corner of east capital avenue next to the great mall. Bart opened the new warm springs station in southern fremont last month. A thief in San Francisco is going straight for the Postal Service truck. It happened yesterday in the castro district. These kinds of male thefts mail thefts are becoming more and more common. Reporter the delivery started out normal. It was around 1 00 that he left his us Postal Service truck for a few minutes while he dropped off mail. When he returned, he discovered that his window was smashed and he had been burglarized. It was broke on on this side. Reporter the thief took one of several trays of mail. It was just the magazines mostly. Mostly magazines. Yes. Reporter one neighbor claims her red 1950s style dress was stolen on the truck. She asked people to keep an eye out for it. The suspect is brazen but neighbors are not surprised. We pay a lot of money to live here and it is not safe. My car was smashed into, passport stolen, bag stolen out of the truck. Reporter were told that the suspect was a white male wearing a red bandanna and took off on a bike with a blue recycling bin strapped to the back. They are crediting the postal worker for calling in the crime right away. The key to the investigations is the reporting. If your mail has been taken, it is critical to report the theft but also in three or four weeks, if you see a transaction on a credit card statement or a Bank Statement that you did not make, contact us again. Reporter the u. S. Postal service has a standing 10,000 reward for information leading to his arrest. The postal inspector says because mail thefts are more common, they want to remind people this is a federal offense. A conviction could get up to five years in prison and a 250,000 fine in. More than 7200 homes now were sold in the bay area last month, which was 4 more than in march of 2016. Thats according to core logic. This time of year we definitely start seeing more homes up for sale. There is speculation that more people jumped into the Housing Market in march and will continue to do so because the thought that Mortgage Rates will rise. The average price was 709,000 in the bay area. That is up 9. 1 from a year earlier. Checking in on the numbers. Little disappointing news on the economy. New numbers on growth, Consumer Spending down. The most actually in three years. So the economy grew the slowest rate in three years. That is affecting the stock markets. The dow is down 41 points. It doesnt look like we will see the 21,000 close today. The nasdaq though still has been hanging on to its record gains. It is at 6040 but down a little bit as well right now. United airlines has reached a settlement with the pas engineer who was dragged off an overbooked flight earlier this month. The cell phone video shows dr. Dao being forced off the plane. But united said it was, quote, an amicable resolution of the unfortunate incident. Another airline announced a policy change. Southwest plans to stop overbooking flights. He was teaching preschool at saint matthews. He is accused of telling little girls between 5 and 8 years old what to wear and directing the yuck girls to pose in a suggestive way and taking photographs of them. Prosecutors say that he did not touch any of the girls and are now investigating to see if any of the photos were posted online. New information about a couple accused of trying to kill a baby inside a san leandro mcdonalds. Marcel brooks and ibay appeared in court yesterday but did not enter pleas. They are accused of conspiring to kill his 11monthold son. Prosecutors say ibay went up to the boy and fired a shot and missed while brooks waited outside. Court records show that she confessed saying the plan was brooks idea. He denies involvement. Investigators say a person of interest is under arrest in connection with a beating death of an elderly woman in sacramento. The Sacramento Sheriffs Department says the 18yearold man was arrested on unrelated charges after he allegedly assaulted another older woman. Still no word on the motive of the attack of the 86yearold and her 61yearold friend. Investigators say a witness saw a man come up and use his hands and feet to attack the two women. He also says that he sexually assaulted both victims before running off. Neighbors are demanding justice. Who would think that somebody in their right mind would wake up in the morning and say im going to harm people. Thats just not normal. The woman was pronounced dead at the scene. Her friend had injuries to the face, torso and is out of the hospital and now recovering. The santa clara d.
