It is stop and go traffic as you get across the span in the westbound direction. I see taillights going on and off in that direction. 101 when you get over to the peninsula in both directions looks good right now. Taking a look across the bay. Lets see. 880, near the san mateo bridge, in the southbound direction you can see a lot of orange here. It is congested. That may be because of an earlier crash that happened southbound 101 near stevenson boulevard. You can see the impact it continues to have on traffic. 880 in oakland past the coliseum, traffic moving smoothly in that area making your way towards downtown oakland. And 24 in lafayette, westbound is getting slower as the morning goes on. A lot of the schools in the area are back from spring break. Were noticing that in some of the increased traffic on westbound 24 towards the tunnel. Take a look at the bay bridge toll plaza. Also pretty crowded here. Not as bad as it was about half an hour ago. So maybe things are getting a little lighter. You can see a tow truck towing a car in the foreground. The fast track lanes no incidents to tell you about. The crash happened around 3 00 this morning. First responders arrived to find the 19yearold man outside of the pool and soaking wet. He was uninjured and able to get out of the car on his own. He lives in santa clara and he was driving home. He says he was sleepy and may have fallen asleep behind the wheel. After looking at the situation, they determined there was no way to get the car out of the pool without causing significant damage to the pool. So we are waiting for a crane to arrive to pull the car out safely. The driver could face driving infraction charges. As for the homeowners, they may not know this happened. They were not home when this all occur. Santa clara police trying to get in contact with the homeowners. It is a major scene. And it will be a major scene when the crane pulls the car out of the pool later on today. San bernardino is mourning again after a special ed teacher and an elementary student were shot and killed in the classroom. It happened 16 months after the deadly terror attack the San Bernardino regional center. Last night hundreds of people packed this San Bernardino church. They were mourning the victims of the murdersuicide at the school. This was an Interfaith Service offering support. The gunman, Cedric Anderson went to the classroom of his estranged wife about 60 miles east of l. A. Anderson first went to the School Office and said he had something to drop off to his wife. Once he got to the classroom, he pulled out a gun and started shooting. It started with gunshots. Thats when we started going under the chair, the desk, i mean. I wish this never happened. Right when i came into the school, i thought it was going to be a regular day. It was not. 53yearold karen he lane smith, a special ed teacher, was shot and killed. Two young Elementary Students were also shot. An 8yearold boy died. The other victim is a 9year old boy who is in stable condition this morning. Cedric anderson reloaded his gun after emptying it and shot and killed himself. Im told their marriage was relatively short. Only married for a few months and separated for about the last month, month and a half roughly. Police say Cedric Anderson had a history of Domestic Abuse and weapons charges. The school says the protocol they followed was proper and they did nothing wrong letting him into the building. There will be no classes today and tomorrow. Police are investigating the Sexual Assault of a uc Berkeley Student at a off Campus Fraternity party. The student says she was sexually assaulted attending a party. No arrests have been made and police dont have a description of the suspect to pass along to us. Anyone with information is asked to call police. A man was arrested for groping four women and a teenage girl. He assaulted all five people near the library in clark hall. In each case the victims told police that he was squeezing, grabbing and touching them outside of their clothing. Police are asking any other victims to come forward. The time is 7 07. Just moments ago, secretary of state Rex Tillerson landed in moscow for a high stakes meeting with russian officials as putin continues to insist the government of syria was not behind the chemical attack last week. Just this morning, president putin said he will ask the United Nations to investigate that chemical attack in syria. And russia says the Syrian Government is willing to allow experts examine the military base for chemical weapons. The last two days, tillerson met in italy with other leaders about the crisis in syria. The group is sending a message with tillerson so the russian government to stop supporting assad. A spokesperson says the russian president does not intend to meet with Rex Tillerson. Instead he will meet with the Russian Foreign minister. Is preparing for an assault. American navy ships are common in the waters off of korea and used as a way to show force. United airlines is getting backlash after a video was shared on social media of a passenger being dragged off of a plane. This is just one of the cell phone videos circulating that shows the passenger being forced off the flight. It was leaving ohare for louisville. You can see the man being dragged and you can hear people screaming and yelling as a Security Officer pulls had i am from the seat and drags him down the aisle. The passenger has blood on his face. It is outrageous, i think. To pull the person off of the flight when they clearly had a good reason. The united ceo said in a statement, quote, i apologize for having to reaccommodate the customers. Our team is moving with a sense of urgency to work with authorities and conduct our review of what happened. The incident happened after united overbooked the flight and the airline needed room for its own employees. United needed to put four crew members on the flight. They offered vouchers for people to give up their seat so they randomly chose four passengers one of which we see being dragged off of the plane. The couple has made several trips to the hospital since coming back from the honeymoon and they continue their long road to recovery. The time is 7 11. Most of the state has bounced back from the record breaking drought because of the rainy winter. Most of the countys Drinking Water comes from underground, not from reservoirs and a lake. The recent heavy rains did not increase their water supply. A lot of people depend on deliveries to fill their water tanks. Water getting this water delivery and getting to the tank, they should be looking into other options for water. Now, the county and the state are working together to build a Water Pipeline to bring water into that area. Well, happening today, the marin county board of supervisors will hear a new report warning about flood risks in the county over the longterm. They will be hearing preliminary versions of the report this morning. Hundreds of buildings as well as thousands of aches of land could be under water in the coming years because of rising sea levels. Reporter thats exactly right. And it also details the problem thats could happen if local officials dont take action now. This draft report breaks down how exposed marin county is if the preparations are not made. For example, here in tiburon, the tiburon and angel Island Ferries could see rising sea levels in the coming years. It could impact transportation for commuters and visitors. The county draft report says marins entire base shoreline is vulnerable to intensifying storm patterns. It says in 15 years, tidal flooding could reach 5,000 rakers and impact 700 buildings. Another example says a one hundred year storm surge and a 10inch rise in sea level would flood 3,000 acres and 3800 buildings here in marin. Were talking about public services, schools, fire stations and Historic Building thats would be add risk and residents are taking notice. Rising sea levels are a real concern. Not just marin but around the country they need to think of ways to prevent Climate Change that are causing the increases in sea levels. Reporter the draft says the cost of damages for a worst Case Scenario in the year 2100 would range from 60 million to 6 billion and have found evidence to suggest that the cost of doing nothing would exceed the cost of adapting and preparing for the changes now. There will be Public Meetings for anyone who wants to learn more about the draft report in the coming weeks. It starts next wednesday. The draft report will go to the county board of supervisors who has a meeting scheduled for 9 00 a. M. This morning. South of there, we have congestion caused by an accident that happened earlier this morning, about an hour ago. 242 in concord north of 680 a crash with a ambulance responding to that. Traffic on the westbound 70 corridor through richmond slow this morning. This may have been because of an earlier not a crash but a truck blocking lanes. That has been cleared out of the way. It is slow going in that area. Thats why it will take you about 36 minutes now to get from the carquinez bridge to the macarthur maze. Taking a look at the 80 east shore freeway, things slow down there. 20 minutes to get across on the span. And 880 north and southbound, traffic looking good. But in the south bay, moderate traffic in some of the usual spots. But no big issues to tell you about. The only accident that has popped up recently is a hit and run crash on the expressway and cabrio avenue. Steve, im glad that the weather has cooperated with the commute. Now the airport can record the license plates of everyone who drives on the airports roads and uses the parking garages. Leigh martinez is at sfo right now. Tell us more about this. Reporter well, sfo has had the technology for a while now. Using it for its fast track users in the parking lot and the parking garages. It expanded the technology and its policy so anyone who drives on the airports roads or into the parking garages will have their license plate recorded. The airport plans to keep that information on file for years. The policy was approved on march 21st. It was designed to collect revenue from commercial drivers such as taxis. But it collects the information of every vehicle driving into the airport. The information will be stored for a long time, up to four years, and provide that data to Law Enforcement if necessary. Passengers today say they have a lot of questions about the new policy. Security reasons, it is understandable. Obviously as a citizen, we want to make sure that our privacy is also protected. I mean, that is new information for me. I havent really digested it. I have to understand it from all different sides. I have a lot of questions. Thats what it is. It generates questions for me. I have to get information about it. Reporter the aclu also questions why the data needs to be stored for so long and if the policy is an invasion of policy especially if no crime has been committed. The airport says if any Law Enforcement requests the data, such as San Francisco police, the San Mateo County Sheriffs Office or even the fbi, they will provide that information. So this is a new policy that was just enacted. And according to sfo, it is in compliance with state law. A janitor who worked at several scores is facing child molestation charges. Rubin gonzales was arrested two weeks ago. He ran away but was arrested not far from his home. Several children in the house were taken into protective custody. He is suspected of abusing four children over 15 years. He is now banned from working in the School District is being held on near 47 million bail. Police in East Palo Alto fear there could be more victims after three women say they were sexually assaulted by their massage therapist. He was running a business out of his home on illinois street. Authorities say his business came by word of mouth and his clients went there to relief minor aches and ailments. I never would have thought of anything like that. There are very few cases that are more severe. And i dont think theres any case that scars you more than getting sexually assaulted. The three alleged victims went to police in march after an investigation he was arrested last thursday. The time is now 7 37. Defense lawyers fort man accused of murdering sierra lamar of morgan hill are still calling witnesses to support the claim that lamar ran away from home. Yesterday lawyers for Garcia Torres called a teacher from Washington High School in fremont where lamar used to go to school before her family moved to morgan hill. The teacher saw lamar at the school when she stopped by to visit her friends a couple weeks before she disappeared in march of 2012. Now earlier in the trial, some of lamars friends from fremont testified she wasnt happy about moving to morgan hill but said they doubted she would run away. Police in sausalito are asking for help to find a woman who has been missing since late last month. Ashley wells had been out with a friend heading to the boat that she lives on but she never arrived home. Ashley was a free spirit that was excited about starting a new job this month. She was going to start another organic farm job. This would have been this past sunday. She was looking forward to that. This is a bit odd and jarring because there hasnt been anything concrete found, were remaining as hopeful as we can be. The coast guard responded to a call about a woman screaming for help but couldnt find anyone. Water conditions were calm but a strong current at the time. The 112foot barge capsized friday with 4,000 gallons of fuel and 300 gallons of hydraulic fluid. First the barge was leaking but divers plugged that leak. Welcome back to mornings on 2. It is 7 44. More than 300 pounds of marijuana and more than a Million Dollars cash was seized in alameda after a cell phone traffic stop. The Sheriffs Department posted this on facebook. Investigators made the seizure on saturday. They tried to pull over a van because the driver was talking on a cell phone. Thats when another car cut off the police trying to distract the officer and the van got away. Both drivers were eventually arrested. Officials say 200 pounds of marijuana was found in the van. Another 100 pounds of marijuana was found in Storage Units linked to the suspect. This suitcase filled with cash was also found in one of the Storage Units. Authorities in san mateo say a san bruno man accused of killing and dismembering his neighbor may have been angry after an argument over a space heater. Stubblefield is accused of killing roybal. They argued last month over a space heater. At first roybal was listed as missing for more than a month. When police went to stubblefields home to investigate, they became suspicious. There was an odor that was readily apparent. Thats what got them started on that path. A lawyer will be appointed for stubblefield. He is facing a number of charges including an unrelated dui charge. Bail is set at 10 million. Dog owners in San Francisco worried about their pets after two dogs in Presidio Park became ill last month. It is on cesar chavez. The dog owners think that the illness may be from chemicals used on the grass out there. A spokesperson says no fertilizer has been used at the park in more than a year but they are investigating what may have sickened the dogs. It makes me concerned because we live right around the corner from here. So were here probably three, four times a day. My dog has gotten sick a couple times. I dont know if it was because of the park or not. Workers will be inspecting the park this week to try to find out what made the dogs sick. Today is national pet day. A time for owners to give extra love to their cats and dogs and other pets. We have a beta fish. This new Service Allows users to add pet photos to the registry so everyone will know their dogs and cats. It will also help reunite pets with their owners which happens all the time. This is a report of a crash coming in five minutes ago. A fourvehicle collision. Westbound 4 just east of loveridge. You can see west of that, traffic was already backed up. Now you see the backup east of the crash that just came in. And the westbound 80 corridor has been pretty slow all morning long. And looking ahead to the east shore freeway, it will take you about 39 minutes to get from the carquinez bridge to the macarthur maze. Bay bridge toll plaza, things are starting to get a little lighter there, especially the carpool lane. You can breeze right through if you have the option to take extra passengers. Relief may be coming for pg e customers that paid more this winter because of fluctuating energy bills. A man driving home ends up at the bottom of a Swimming Pool in santa clara. His car is still sub merged. It will take several hours before the car get towed out. Reporter the 19yearold behind the wheel is telling police he may have fallen asleep behind the wheel. The car plowing through two fences before plowing into the pool. Our photographer got this shot on top of the live van to give you a view of the car submerged in the deepened of the Swimming Pool. The question, how are authorities going to get it out . The crash happened around 3 00 this morning. First responders found the man outside of the pool and the car soaking wet. He was uninjured and able to get out of the car on his own. Police say that young man lives here in santa clara and may have been driving home. Santa clara firefighters and a tow service were called to the scene. After looking at the situation, they determined there was no way to get the car out of the pool without causing significant damage to the pool. Were waiting for a crane to arrive to haul the car out safely. At this point the drive has not been cited but could face charges, infractions, rather, for driving recklessly. As fort homeowners, police say at this point they may not know this happened. They were not home when this occurred. At last word, Santa Clara Police were still trying to contact them to let them know what happened at their home. In santa clara, christien kafton, ktvu fox 2 news. The city of San Bernardino is in mourning once again after a teacher and Elementary School student were shot and killed. It happened 16 months after the terror attack the San Bernardino regional center. Hundreds packed the church mourning the victims. This was an Interfaith Service meant to offer comfort and support. The gunman in this case, 53 yearold Cedric Anderson went to the classroom of his estranged wife. Anderson he first went to the School Office and said he had something to drop off to his wife. Once he got inside of the classroom, he pulled out a gun and started shooting. She just said she was scared. But as soon as she saw the guy with the gun, she went under the table. She kept telling me my teacher got shot. My friend got shot. The special ed teacher and two students were shot. One 8yearold boy died. Anderson shot and killed himself. Smiths mother had repeatedly told her daughter to leave him. He began to pick on my daughter and talk down to her. They had dated for four years. And after about three weeks, my husband and i decided you need to get away from him. He is not the person that you thought he whats. Anderson had a history of Domestic Abuse and weapons charges. Protocol was followed and the school says it did not do anything wrong in letting anderson into the building. There is no class today at the school. That will be the case as well tomorrow. United Airlines Getting a lot of backlash after a cell phone video of a passenger being dragged off of a plane was released. [screaming] the video shows the passenger being forced off a United Express flight that was leaving chicagos ohare for louisville. You can hear people yelling as the man was pulled from his seat and dragged down the aisle. It is outrageous, i think. I mean, to pull a person off of the flight. They clearly had a good reason. Uniteds ceo says i apologize for having to reaccommodate the customers. Our team is moving with a sense of urgency to work with authorities and conduct our own detailed review of what happened. It happened after united says it overbooked the flight and the airline needed room for one of its flight crews. United says it needed to put four crew members on the flight and offered four hundred vouchers and then raised it to 800 and a hotel room. When no one took up the offer, they randomly selected four passengers. We spoke with a professor of the Business School about the Airline Practice of overbooking. He has helped draft the first Compensation Rule back in 1979. They can pay as little as they want if they can get people to take it. But if it goes up as high as 1,350, they can instead involuntarily tell people they have to get on a different flight. Born stein says this is an unusual case because technically the flight was not overbooked. The airline was bumping people for its own crew, not for passengers. For example, here in tiburon, the tiburon and angel Island Ferries could see severe flooding due to rising sea levels in the nonary future. That could impact transportation and commuters. Marins entire bayshore line is vulnerable toence tense identifying storm patterns. In 15 years, tidal flooding could reach 5,000 aches and impact about 700 buildings. They also say a 100 year storm surge plus a 10inch rise in sea levels would flood an additional 3,000 acres and 3800 buildings in marin. Were talking about public services, schools, fire stations and Historic Buildings at risk. Of course residents here are taking notice. Its apparent that people close to sea level there have problems. The trends seem to be surfacing and will continue on into the future. Reporter the draft says the cost of damages for a worst Case Scenario in the year 2100 would range from 16 million to 6 billion. And it also found strong evidence to suggest that the cost of doing nothing would exceed the costs of doing nothing. Right now the draft report is going to be presented to the marin county board of supervisors at their regularly scheduled meeting at 9 00. So in just about an hour, they will be talking about this. Most parts of california have rebounded from the record breaking drought thanks to a very wet winter. People outside of yosemite are still dealing with the water crisis. Most of the Drinking Water comes from underground. The recent rains have done nothing to boost the water supply. Many have to rely on water deliveries to get water to their homes. Most people getting the water delivery, they should be looking into other options for water. The county and state have joined forces building a pipeline to bring water to the area. Were following a breaking story out of the state of florida. A school bus crash. There were 12 students on board. One child was transported to the hospital as a trauma alert. Seven other students and adults suffered nonlifethreatening injuries. A car made an illegal turn in front of the school bus, causing the bus to collide with a traffic pole. The pole then fell on top of the bus. You see the damage extensive here in the video. There are also some Power Outages in the area. Two people in the car were also taken to the hospital as well. A lot of students across the bay area, allie, are on spring break. That means that traffic is a little lighter in some spots. In some spots. It is a mixed bag this morning. Bay bridge toll plaza you are looking at a backup that extends into the maze and the macarthur maze and 580. Looking at 20, 25 minutes to get across the span unless youre in the carpool lanes. Turning to the east shore freeway. Lets see. Right there. Its been slow on the westbound 80 corridor through richmond, el cerrito. Your drive time from the carquinez bridge to the macarthur maze is about 28 minutes. San mateo bridge is pretty much at a crawl right now. There was an earlier crash on the bridge. That has been moved out of the way. But youre still seeing the resid youll impact of that. Taking a look at the maps in the south bay. The only issue to tell you about, a crash that came in a while ago and were still seeing the impact of it. 101, twocar crash. No tow truck needed but it still has things backed up in that area. Time now is 8 18. And ill send it over to steve. Im glad that the weather cooperated today. It sounds like later this week it could be a different story. A little stronger system. But it is cooperating for most. Measurable amounts but draw a line from sonoma airport over to calistoga north. Rain just started in el cerrito. It just started at 8 00 in the morning. There are some areas going occasionally light to moderate rain right there. Most of it pretty steady. Over towards golden gate, el cerrito, berkeley, albany, some moving through. United airlines is getting a lot of backlash after cell phone video of a passenger being dragged off a plane went viral. The passenger was forced off a United Express flight leaving ohare bound for louisville sunday night. The airline randomly selected four passengers to remove from the flight because it needed seats for their own crew members. A crane is being brought in to lift a car out of a Swimming Pool. It happened on calabasas boulevard around 3 00 this morning. The 19yearold driver may have fallen asleep while heading home. He has not been cited but could face driving infractions. The Property Owners may not have known about what happened at the house. They were not home at the time. Police are now trying to contact them. Two dogs are recovering after getting sick during a trip to a park in San Francisco. Now there is growing concern among pet owners in the city. The dog owners believe it may be the result of chemicals used in a fertilizer to treat the grass at the park. Amber lee talked to dog owners and the park and rec department. It is cared for and beautiful. Reporter Presidio Park a popular playground for dogs. Two neighbors say their dogs got sick after being at the park last were. Reporter a spokeswoman for rec and park say they have standard grass that should not have any negative effect on humans or animals and no fertilizer has been used in well over a year. She says in a statement, we are still looking into our maintenance activities last week and would welcome any input on the public on any incidents they might have witnessed. I have been coming to this park 20, 25 years with dogs. Every time that the park service has done something with fertilizer or mulch, they post it. Reporter the owner of the smoky joes says she suspects it is not chemicals but garbage left at the park that could have sickened the dogs. The dogs love to dig into it. Someone may have thought it was a good spot for trash and dogs got into it. Reporter dog owners want answers. Pretty concerned. He is prone to getting sick. New this morning, two bay area newlyweds have spent a lot of time in the hospital after getting married in hawaii a few months ago. The two got sick from what is called rat lung worm disease during their honeymoon in maui in january. It is a rare illness that affects the brain and spinal cord and spread by a parasite that affects rats. They have made several trips to the hospital after returning home and they continue to recover. San Francisco International has updated the policy on how the airport records license plates on vehicles coming and going. It is to collect revenue but there are privacy concerns. Leigh martinez is joining us from San Francisco international with more on the story. Reporter sfo has had the technology to record, recognize license plates for the fast track users in the parking garage and the parking lots. Last year they expanded on the technology. And we talked to the Airport Administration a few minutes ago who says that the airport will not record every single vehicle. The San Francisco Airport Commission approved the new policy on march 21st to comply with state law on how the data is collected and used. It was designed to collect revenue from commercial drivers for the business use of the airport. But the airport can also release the license plate information to San Francisco police, San Mateo County Sheriffs Department or even the fbi. The aclu questions if the policy is an invasion of privacy, especially if no crime has been committed. And questions why the data needs to be stored for so long up to four years. Passengers today also have questions. Its a privacy issue. And i think that its not right for them to record all the license plates and keep it on file for four years which can be used against individuals who probably are innocent. And so i agree with the aclu on this one. Reporter now, we did speak with an sfo spokesman who clarifies that the airport will be record every single vehicle that comes through the airport, nor do they have the capability to do so. Police are investigating a report of a Sexual Assault of a uc Berkeley Student at an off Campus Fraternity party. She says she was assaulted saturday night. Police have not named the fraternity where this alleged incident happened. No arrests have been made. And police dont have a description of the suspect. San jose state Police Arrested a man for groping four women and a teenage girl on the schools campus yesterday afternoon. 32yearold cesar pineta assaulted all five people near the library and clark hall. In each case the victims told police he was squeezing, grabbing, touching them outside of the clothing. Police are asking any other victims to come forward. And a janitor who worked at several schools in the west contra costa School District is facing molestation charges. 60yearold Reuben Gonzales was arrested almost two weeks ago after receiving a report of child molestation at a home in pinole. Gonzales ran off when Police Arrived but was arrested not far from the home. Several people in the house were taken into protective custody. Gonzales is suspected of abusing children over 15 years. He is banned from working in the School District and being held on 47 million bail. Police in palo alto fear there may be more victims after three women say they were sexually assaulted by their massage therapist. He converted the garage into two treatment rooms. The business came by word of mouth and his clients went to him to relief minor aches and ailments. I never, never would have thought of anything like that. Music crave van Fremont Police have released new details about a man shot and killed by officers late sunday night. Police now say the man opened fire on officers before he was killed. It all started just after 11 30 on dakota road and fremont. Someone flagged down a Police Officer saying they saw a man with a gun in a parked car. The parks officer then called Fremont Police for backup. As officers arrived, the man ran down an alley and shot at officers. Two fremont officers shot and killed the man. This is the third Fatal Shooting involving Fremont Police this year. Last month two detectives fatally shot a pregnant teenager hayward. Detectives say they were staking out suspects in a stolen car when the car drove into police vehicles. Two detectives opened fire, killing the 16yearold who was inside the car. Then in february, a Fremont Police officer shot examine killed a man responding to a battery call. Police say the man got into a fight with the officer and that officer then opened fire during the struggle. Police in sausalito are asking for help in finding a woman that below zero hand missing since late last month. 26yearold ashley wells had been out with a friend and got into a bright orange kayak like this one heading from the friends boat to the one she lives on less than a quarter of a mile away but never returned home. Coast guard responded to calls of a woman screaming for help but did not find anyone. She was excited about starting a job this month. The man accused of killing sierra lamar of morgan hill are still calling witnesses to support their claim that sierra lamar ran away from home. Lamar used to go to school at the high school before they moved to morgan hill. The teacher says he had seen her there before she december appeared. Earlier in the trial, some of her friends from fremont testified that she was unhappy about moving to morgan hill but doubted she would run away. San francisco is actively seeking proposals for housing for the most vulnerable among the homeless. They want the apartments to be built according to the San Francisco examiner. The newspaper says the city is working on a system to determine who would priority to move into the new complex. The Sheriffs Department posted this on facebook. They made the seizure on saturday when they tried to pull over a van because the driver was talking on his cell phone. Sheriffs deputies arrested a man who was caught peeping at Valley Medical Center in san jose. 25yearold allah was taken into custody last night. San jose police are searching for vandals who caused damage to new homes. It happened just hours after the homes went on the market. Police say the vandals broke into the homes, threw a party and shattered glass and kicked in doors. They did about 20,000 to 50,000 in damage and could take a week to repair.
