Look at that berkeley over to emryville. Very intense rain. When mike wrote me that, that was probably right over him. That looks like it has let up a bit. On the peninsula, south San Francisco, half moon bay, redwood city to woodside and also on the foster city side, take your pick. It is picks up on highway 17. I would think that will be showing up on your traffic there in a second. Also shaded with an upper level low that is rotating in Strong Energy right there. And thats the source of our possible Thunder Showers later today. 50s on the temps. Cold air arrives tonight. Due south breeze. It will be a rainy and blustery day and rainy conditions at times. As a matter of fact, this morning, we have traffic that will be slow in a lot of areas. I think the wet weather is not helping obviously the commute. Not a bad commute. This it a look at the east shore freeway eastbound 80 headed out to the macarthur maze. It is very slow. Lets go to the peninsula. Northbound 280 at 92 we have a report of a crash here, reported here. I also want to show you the traffic on highway 101 is going to be slow right in this area. Right on hold on. Right on highway 101. As you drive were having a rough time here. 101 will be slow as you drive through. You will see the traffic is going to be slow. I want to show you 280 in san jose. For some reason 280 in san jose will be slow getting up to highway 17. Northbound 280 traffic will be busy until you reach cupertino. Then it gets better finally by the time you reach 85 and head over to 101. 7 04. Lets go back to the desk. A tree more than a hundred years old fell on to a house in vallejo. The homeowners knew it was a problem and wanted to cut it down but the city wouldnt let them. Leigh martinez is live at the home that has now been red tagged. Leigh. Reporter the family says the tree has not broken through the house but it is leaning on top of the house right now. There is the one bigger branch that seems to be falling leaning towards the other side. We have a tree crew out here that the family called. The family heard a crash at 2 13 this morning. They jumped out of bed thinking the shaking was from an earthquake. They felt the house move and their furniture was rattling. When they looked outside, they saw the large oak tree down in front. I was using that land line to call 911 and i was terrified on the phone because while im in the house, on the phone, the tree is cracking and coming into the house. At that point i know its not an earthquake, i know it is a tree. Im terrified thinking that the tree is going to knock me in the head, come completely through the house or something. Reporter now, the family says they tried to cut the tree down 11 years ago but they couldnt get a permit from the city easily because the tree is more than 100 years old. Fortunately no one was hurt. The family escaped out the back door with their two dogs. Back out here live, we see the tree crew that just showed up. The family called them. Their house has been red tagged. So they cant stay here this morning. Two gshey say so that is have part of the problem, finding a hotel that will take the family members and two dogs as well. Back to you guys. Thank you, leigh. An efforts is unway to build a new bridge since the pfeiffer bridge on highway 1 has been torn down. The bridge began collapsing after last months rains caused a landslide and the support pillar shifted. The shutdown of highway 1 in big sur is causing big problems with more than 400 residents stranded. State parks and restaurants cut off as well. Caltrans needs to prioritize the bridge replacement over projects or people stuck could run out of food on the other side of the bridge. At point, we are desperate not knowing where their next food supply is coming from. Theres been that and then theres been the fact that the road is closed and theres about 400 of us stuck in this section. We as a community simply will not survive in any way that is recognizable without a timely rebuilding of that bridge. Now, rebuilding the bridge is expected to take at least six months and could cost up to 30 million. Well, today governor jerry brown will meet with californias congressional delegation in washington. His first trip to washington since President Trump took office. Right now california gets 15 billion from the federal government under the Affordable Care act. And that helped to expand medical coverage to low income residents. It also provides insurance to about a third of the people who live here. California may lose the money if the Republicans Health care repeal and replace plan is approved by congress. Well, in just the last half hour, the president arrived on capitol hill. He is meeting with house republicans. He is there to put pressure on lawmakers who have been skeptical about the Republican Health care plan. Some of them say the plan is too much like the Affordable Care act. Now, without the backing of at least some of those republicans, the plan could possibly fail in the house of representatives. Republican leaders have already made 43 pages worth of changes to the bill to address their concerns. House Speaker Paul Ryan says the proposal made it out of Committee Hearing and it is gaining support. They have already voted for it. One of the ones that didnt vote for it in the Budget Committee has come out in favorh si. A democrats say they ll oppose the republican plan. It comes up for a full house vote on thursday. The time is 7 09. Right now, Supreme Court Justice Nominee neil gorsuch is in the beginning of what is expected to be a tough grilling on capitol. A long day for sure. Yes. Doug luzader is live with how the hearing is going. Reporter gasia and dave, good morning. Were about an hour in. This is expected to last around ten hours or so. That is just today. Gorsuch will probably be back for more questions tomorrow and then the next day. So this is a marathon. Its not a sprint. And one would expect that he will face questions about specific cases that he ruled on as an appellate judge but also about specific Supreme Court cases and his feelings on them and to some degree hearings like this are kind of the same. These nominees get pressed to weigh in on decisions. And then they express reluctance to do that. And ultimately we dont learn a whole lot in these. Nevertheless, gorsuch will have to remain on his toes through these hours of questioning. If he doesnt make an error, i think most people expect that he will ultimately make it on to the court. It may depend though on to what degree democrats will oppose this nomination. If they push too hard and if not a single democrat votes for gorsuch in the d, republicans may simply change the rules. No longer requiring 60 votes to get a nominee through for the Supreme Court but getting down to just the simple majority in the senate. 51 votes. If they do that, it will be easier the next time that President Trump, if he gets another court opening, it will make it easier to get a second person through. So democrats may be somewhat strategic in this. Voicing concerns about gorsuch. Some of them perhaps supporting him in the end. We will see. Here at home, police are trying to identify a driver seen on convenience video backing into a family at a wal mart. It shows a honda hitting a shopping cart that knocks down a 3yearold and hits the mother sunday night. The mother picks up the little girl before they got seriously hurt. Investigators believe the driver is this woman. She tried to return batteries to the store. She was wearing a sweatshirt with batman logo on the front. She was angry when the store wouldnt let her return the batteries. Even though she knew she had hit somebody, she reversed on what appeared to be on purpose and tried to get the people out of her way at all costs. That was extremely dangerous, especially that time of day. The honda is possibly silver in color with front end damage unrelate today this incident. There may be damage to the front passenger door as well. Instigators say someone in the parking lot kicked the car. The driver is described as latina. Traders are watching oil prices this morning as well. The california based consumer watch dog group is accusing amazon of misleading consumers with questionable prices. They have filed a complaint with federal officials. It checked more than 4,000 products sold on amazon. About 25 have a list price that is crossed out with a lower second amazon price. That implies that other retailers sell the products at the higher price. The list price really is a bogus price that doesnt seem to have any real relationship to anything. And so theyre creating the impression of a discount, luring consurs ito buy, if you will, when there isnt any such discount at all. Canadian owe firms fined amazon 1 million for proving the accuracy of list prices. Amazon told the los angeles times, quote, manufacturers, vendors and sellers provide list prices. We validate list prices against actual prices recently found across amazon and other retailers and we eliminate list price when we believe it isnt relevant to customers. Amazon has a new feature for prime members who cant decide what to wear. It is slow on interstate 680 as well from about 242 as you head down to the walnut creek interchange. It stays slow into alamo as you drive in that area. Were also looking at the bay bridge toll plaza here. And the traffic is going to be backed up for about a 25minute delay. Even the carpool lanes are slowing down. Thats because theres a lot of volume. Everybody is trying to merge at the metering lights. It just gets slow. Even the carpool lanes dont have a big advantage right now. This is a look at 880 north and south. We had a couple of earlier problems in the area. You see how slow it is on 880 south down to were looking at the peninsula northbound 101. They were clearing an accident. Thats why traffic in the south bay is going to be treks slow. We will pull back we can pull back and ill show you all of the freeways are slow. There is word of an overturned vehicle highway 17 after highway. So all of the traffic coming south towards the Santa Cruz Mountains will be a little slow where you normally dont see slow traffic. That tends to throw people off. 7 19. Lets brg ste in with the forecast. The forecastis rain. And theres enty to go around. Many of the Facebook Comments coming in. I decided to post those. Tweeted them out. It has been pouring in napa for the last four hours. Hasnt stopped. And rain surges in redwood estates. A lot more san jose. That is from stephanie. Almost always get more rain in redwood than san jose. A couple occasions where thats not the case. But usually it is. San rafael, an inch and a third. Mount diablo also an inch and a quarter. Sfo has had. 65. But nobody lives at the airport. The system right here is the key. This upper level system has very good jetstream support. And the jetstream is rounding the base of that. Right there. And as that does, thats going to enhance the on shore push. As it does, i think colder air aloft will interact with the mild warm temps. If we get any sun breaks, you will see these clouds develop rapidly. Already had reports of lightning. Very heavy rain as we talked about. It is winding down a little bit in parts of napa. Still close back to American Canyon and then there is crockett getting heavy rain. Berkeley got hammered there a little while ago. That system has since moved off to the east. Another is moving in out of berkeley and over the Richmond San Rafael bridge and heading over 24 towards orinda and moraga. But the main cell has stretched from hayward back over to san mateo on the san mateo bridge. And south fran, back over to san mateo. Some of that is embedded with heavy rain. Speaking of, in Santa Cruz Mountains, highway 17 is lit up. Thats near the radar site. So it might be enhanced a little bit. Still pockets of heavy rain. Dont want to forget you to the north but youre on a drier slot right now. Santa rosa has had three quarters of an inch of rain. Maybe a little bit of a lull. There is still some up into lake county. South lake tahoe, truckee, rain mostly. Trying to turn to snow. I think it will take a while until the cold air arrives. 50s on the temps to 60s. It is out of the south. Go south. Thats where the direction is for some. A southeasterly breeze until it rotates through. I think that could trigger hail and thunderstorm activity. Good area of rain moving towards brentwood and out to oakley and antioch highway 4. That is the key right there. The moisture will rotate in and just pummel Southern California late tonight and tomorrow. A couple inches of rain forecast for them. Its not just us. Its good. The major bust made by Berkeley Police thanks to a trip from an alert citizen. The time is 7 26. Berkeley police say a recent drug bust is Proof Community policing is working. Officers received a call about three suspicious people possibly breaking into a car near the campus. While the three did not burglarize the car, they found meth and a digital scale with suspected meth. They arrested the three people. A search warrant for the home uncovered items including a thousand pills, a loaded assault weapon, ammunition, cash and a credit card embossing machine. If you were in the Identity Theft business and manufacturing credit cards to support those identities, you would have that type of machine as well as a scanner to load information on the card. The three are now facing charges, including gun and drug violations and they are in jail. Well, a measure in the state legislature could make public colleges and universities tuition free for california residents. It would impose a 1 tax on incomes over 1 million. To help pay for tuition and fees for instate students and would cost just over 2 billion. It would needs a twothirds vote to pass. It would be tie today a constitutional amendment to put the tax before voters for approval. Now, another new bill would require teachers in california to be on probation for a year longer. Right now, teachers can get permanent status after two good years on the job. Under a new bill, that would be extended to three years. San diego Assembly Woman dr. Weber introduced it and says it will give struggling teachers more time to become good teachers. If theyre having difficulty but they have the potential to be a good teacher after three years, they can have the extension to five years. So it gives us a longer period of time for them to earn a permanent status. Now, the States Teachers Union hasnt taken an official position on the bill but has ncerned. Worried it may punish teachers. Many othestates require three to five years probation for their teachers. San francisco is telling at t to move faster in its effort to clean graffiti off of the utility boxes around the city. In many cases, tagging on the silver utility boxes has stayed there much longer than that. The Deputy Director of the Public Works Department certainty a strongly worded letter to at t demanding that it ramp up the cleanup response. The key is this low right here is a tremendous amount of energy rotating around that that will enhance the rainfall throughout the day and tonight and into tomorrow. If we can get breaks in the clouds and the south wind and some of the afternoon heating could trigger some afternoon thunderstorms. Think the valley north is the best opportunity. So it is a combination of things. Not just one thing. A lot of people are on the road. This is highway 24 in lafayette. Have slow traffic here. A lot of the east bay commutes will be slow. Especially when it starts to rain, as steve said. This is a look at the bay bridge toll plaza. It is not raining herew but it has been. Check out the carpool lane. This lane is usually moving well. Traffic will be slow. 880 north and southbound from about the coliseum as you drive through. We also have a look at 880 going the other way. You see traffic will be slow. Very slow. We had a couple of accidents in this area. This whole thing, southbound and northbound has been very slow. Northbound 101 they were clearing an accident. It is now off to the side. And southbound 17 at highway 9, theres an overturned vehicle. Look at all of the slow traffic in the south bay. So this commute has definitely been affected by the wet weather. 7 35. Lets go back to the desk. The Trump Administration posed a new ban on Electronic Devices on direct flights coming into the u. S. From several muslim majority countries. Administration Officials Say they simply continue to worry about the possibility of terrorists hiding explosives inside laptops or tablets. So those larger devices will now be banned from specific flights coming into the u. S. From certain countries in the middle east and africa. Now, the new rules are very narrow. That means that only two flights coming into sfo will be impacted. This ban applies to Electronic Devices larger than a cell phone. Passengers cannot bring those devices into the cabin of the plane on inbound direct flights from certain muslim majority countries. Jordan, egypt, and morocco. Phones and certain medical devices will be allowed in the cabin on those flights. Now, these new restrictions will only apply to about 50in bound flights a day coming into the u. S. That means most travelers will not be impacted. Im not too sure. Im not too sure. Because it didnt impact me, i didnt really care about it so i just got on my got my stuff packed and got to the airport. So ort. So reporter and of course this move by the administration comes a week after President Trumps second bid to restrict travel from muslim majority nations was blocked by the courts. Under this new directive put out by the department of homeland security, Larger Electronics such as laptops, tablets and kindles will have to go into a passengers checked bag. Again, they will not be allowed inside of the cabin. We should also point out that these new restrictions do not apply to any american carriers. This ban will remain in place indefinitely. The white house is reacting to the testimony by james comey yesterday who disputed President Trumps claim that former president obama ordered the wire tapping of trump tower. We are still at the beginning phase of a look into what kind of surveillance occurred and why. And that theres a question about what leaks occurred, why theyre happening. And, again, director comey i believe one of the big headline thats should come tout of today, when he talks about the unusually high amount of leak thats are coming out of this and classified information leaked, that in itself should be a question. Why is so much information being leaked out now. The fbi director comey testified that he had no information to support President Trumps allegation of wire tapping. He also confirmed the fbi is investigating potential russian interference in the u. S. President ial election, including any connection between the Trump Campaign and the russian government. California democrats are fighting back against President Trumpan plto build a border wall. Theyntroduced a bill that would force e state to drop the Pension Investments with any company that is involved with building the planned wall along the mexican border. Fill ting is one of the authors of the bill. It comes day after the federal government called for prototypes of the proposed walls. Later this week, San Francisco supervisor hillary will introduce new legislation to ban border Wall Contractors from bidding on contracts in San Francisco. She will hold a noon time News Conference in front of a company that has shown interest in building the border wall. The supervisor says the city should encourage companies to continue to build bridges, not walls. Happening today, Opening Statements will begin at 9 00 in the trial of three Santa Clara County deputies charged with murdering an inmate. The three are accused of beating together a mentally ill inmate. A judge ruled earlier this month there was enough evidence to proceed to trial. If convicted the three men could be sentence today life in prison. The deputies are on paid administrative leave and out on 1. 5 million bail. The time is 7 10. San jose police now releasing new information about a man who was shot in and critically wounded by three Police Officers last friday. Were finding out that 53year old john bowls pointed what police say was a caulking gun at officers, not a real gun. Bowls started throwing things out of his truck, taking off his clothes and chasing after a mother and her children. When police arrived, bowls rammed his truck into a police car. Bowls pulled into a mall parking lot and pointed what looked like a weapon at officers and revved his engine. Thats when three officers hoped fire. They fired at the suspect out of fear that he would enter the crowded parking lot and strike innocent people. Now, the officers involved are on paid administrative leave. That is standard procedure during an investigation. Also video from the body cameras are being checked as well. Bowls is facing several charges. He is still in the hospital under police watch. It is raining again all across the bay area. For one vallejo family, it has already made a big mess. The very close call after a tree came crashing down on to their home. Once that rotates through, we are going to have heavy rain wednesday morning and early and also until about noon. Now, this also will rotate in some cool unstable air. I would think farther to the north. Although very few breaks. The snow level is high right now. I expect that to go down tomorrow. I have a feeling theyre stuck in traffic upstream. 880 and 80 is slow. There is a crash on the grade. Traffic is backed up out of pleasanton. 880 is slow and solid as you drive down to the fremont area. In san jose, traffic will be slow as well as you drive through. The peninsula traffic is slow because of earlier issues. Almost everywhere you look, we have slow traffic. This is 280 in san jose. The traffic is going to be slow in both directions. Please let your drivers know that westbound 580 at golf links at least a tree has come down partially blocking some of the lanes. That is 580 at golf links. A lot going on. Be careful out. A vallejo family escaped after a tree fell on to the house. They could not get a permit to remove it after worrying about it for years. Leigh martinez talked to them about the terrifying wakeup call during the middle of the night. Reporter the tree is leing on the structure. It has not broken through the house. And there is a big portion of the tree leaning off to the opposite end. They have a tree crew out here that the family has called. The family heard a crash at 2 13 this morning. They jumped out of bed thinking the shaking was from an earthquake. They felt the house and furniture rattling. When they looked outside, they saw the large oak tree down in front. I was using the land line to call 911. I was terrified on the phone because while im in the house on the phone, the tree is constantly like cracking and coming into the house. At that point i know it is not an earthquake, i know it is a tree. Im terrified thinking that the tree is going to knock me in the head or something. Come completely through the house. The family tried to cut down the tree 11 years ago but couldnt get a permit from the city easily because the tree is more than 100 years old. Fortunately no one was hurt and the family and two dogs escaped out the back door. The house has been red tagged. So the family cannot stay here. The red cross has been helping them out. Right now theyre trying to find a hotel room that will allow for their family as well as their two dogs. Unfortunately they do not have family in the area. Leigh martinez, ktvu fox 2 news. An effort is underway to have caltrans quickly build a new bridge now that the damaged five canyon bridge on highway 1 has been torn down. The bridge started collapsing after last months rains caused the landslide and the support pillar shifted. The shutdown of highway 1 in big sur has stranded residents and kept people away from hotels, restaurants and state parks have also been cut off. Some residents says that caltrans needs to prier advertise the bridge replacement over other projects or people stuck could run out of food. At point we are desperate not owing where the next food supply is comingfrom. Theres been that. And then theres been the fact that the road is closed and theres about 400 of us stuck in this section. We as a community simply will not survive in any way that is recognizable without a timely rebuilding of that bridge. He was asked this morning about judicial independence, whether he would find it difficult to rule against a president who had appointed him. I have no difficulty ruling against or for any party other than based on what the law and the facts and the particular case require. And im heartinned by the supportive support i have received from people who recognize that there is no such thing as a republican judge or democratic judge. We just have judges in this country. That exchange was with the senate chair, senator grassily when he asked if the Supreme Court nominee would be judicious if something came up within the Trump Administration. Senator feinstein of the great state of california, where you guys are all at, asked the Supreme Court nominee if he would be, quote unquote, for the little person. And his response is he would be for the constitution, for the law. You can expect this type of the day. Today, each member of the Senate Judiciary committee, and there are 20 panel members, will each get 30 minutes to question him. If you do the math, that is ten hours. They will obviously break for lunch and take a few short breaks. Expect it to be an extremely long and difficult day. And also while yesterday there were a lot of niceties floating around, the senators all got an introduction. Neil gorsuch himself got an introduction. Today you can expect this kind of fall on partisan lines. Keep in mind that the democrats are very upset that president obama while he was in office was in essence blocked by then Senate Majority leader and still Senate Majority leader Mitch Mcconnell who refused to bring forward the confirmation hearing of judge garland who president obama had intended to nominate to be the next Supreme Court justice. A lot of inosite on the part of the democrats. You can expect this to break down along party lines. Has gorsuch said anything that would firm up or refute what then candidate donald trump said on the campaign trail, saying he would appoint a judge that would up hold the second amendment, be pro life and have a conservative bent. He was asked about gun laws and he said he would uphold the second amendment. Of course this is all to fill the vacancy of Antonin Scalia who died last year in the winter months. Thats when garlands name came up and it was blocked. Now we have come to neil gorsuch. Like Antonin Scalia who he calls a mentor, judge gorsuch is an originalist. So he goes by the letter of the law in terms of the constitution. What the constitution says. Out to the bridge, it is not bad. Not a lot of people are getting through. 580 is a mess from Castro Valley. An earlier crash there. That has been cleared. Look at the east bay map. Most of the traffic is ow. 680 there was an accident on 880 is slow solid from hayward down to fremont. Highway 13 is slow. So almost everywhere you look the accident on the grade has been moved to the side. All of the south bay commutes are filled in. 17, 85, 87. There is no space on the map that does not have red on it. There have been a number of minor fender benders. Take it easy out there and make it an easy commute. Highway 101 on the peninsula is busy. And 280 in san jose there is a little bit of slow traffic. The rain has been picking up in the Santa Cruz Mountains south of san jose. I know there are issues around some of the trees and stuff, especially around ben loma, loma. What is rotating around this low. I think right there on the back side it will get enhanced on the on shore flow tonight and tomorrow. Later today, especially i think Sonoma County, mendocino, lake and napa county, you could get thunderstorms developing later today as the unstable air moves in. High dew points, with the sun breaks you get a better lift. Temperatures all in the 50s. It wouldnt take much this time of year. Winds out of the south for almost everyone. Sierra nevada it mainly has been rain. It wont turn to more snow. Rainsnow mix above lake level there. Is a good line moving through there. A manhunt continues this morning for a tennessee teacher accused of kidnapping a 15year old student. Tad cummins and his former student Elizabeth Thomas have not been seen for more than a week. There is video of cummins shopping at a walmart a week before the kidnapping. The two could be anywhere in the country. Our efforts to locate her and the man believe today have kidnapped her remain active and ongoing. But to this point have produced no credible sightings. In january another student reported seeing cummins kissing thomas in a classroom. The teacher was suspended in fire but wasnt fired until a day after he and thomas went missing. He is believed to be armed with two happened guns and studying to be a survivalist. William schultz is accused of killing his neighbor during a sleepover in Discovery Bay almost two years ago. Yesterday during Opening Statements prosecutors say that schultz told investigators he wanted it know what it was like to take a life because he believed that world war iii was coming. He picked jordan because he wouldnt put up much of a fight. The suspect was suffering delusions and prosecutors say he knew what he was doing as he cut power to the home and put on surgical gloves. I dont think thats the reason. Just a lot of slow traffic out there. We also have 580. A lot of people use 580 normally. This morning, it is backed up out of Castro Valley. People saying the heck with it, im going to stay on 238 and use 880. Thats not a good decision right now. Both freeways are slow. Look at 880 the other way. Backed up to fremont. 680 slow out of pleasanton. Slowing on the ultima pass. This is a look at the south bay. Look at all of the red on this map. Every single freeway here is slow. Numerous fender benders. I cannot list them all. We would be here too long. There is 280. The moral of the story is almost every commute you have to add 15, 20, maybe half an hour. And i know thats a lot to ask for in the morning. But if you want to stay on time, leave a little earlier. Laptops and tablets will not be allowed on flights from certain flights coming into the u. Reporter Administration Officials continue to have concerns about terrorist potentially hiding explosives inside of the laptops and tablets. Thats why the larger devices are banned from certain direct flights coming into the United States from specific countries in the middle east and africa. This ban will impact two flights that come direct here to sfo. The ban applies to Electronic Devices that are larger than a cell phone. Passengers cannot bring those devices into the cabin of the plane on inbound direct flights from ten airports in eight muslim majority countries. Phones and medical devices will still be allowed in the cabin on those flights. And this morning travelers here at sfo are weighing in on these new restrictions. I dont think its meaningful at all. These devices have been in existence for how ny years, coming from all over the world. San jose police are now releasing new information about a man shot and critically wounded by three Police Officers last friday. Werelearning 52yearold john bowls pointed a caulng gun at officers, not a real gun. It t. Started when he starting throwing things out of his truck, took off his clothes and chased after a mother and her children. Bowls rammed his truck into a patrol car. He pulled into a parking lot and pointed what looked like a weapon at officers and then revved his engine. Thats when three officers opened fire. The san barbara county water agency is partnering to seed clouds above reservoirs. Cloud seeding has increased rainfall over the reservoirs by 21 .
