Theres a back up at the toll plaza. Not major, about a 15minute delay, looks like its stronger than it was the last hour driving into San Francisco. A moderate krout on the bridge. This is a look at interstate 880, moderate near the oakland coliseum. This is a look at westbound 92. Thats also getting busier on the san mateo bridge over to the peninsula. You can see for yourself the road sensor says the traffic gets better by the time you reach the highrise. On the peninsula, the traffic is looking good with slowing on 101 at 380. At 7 03 lets go back to the desk. Now to our developing story out of oakland. Broadway at 42nd is back open this morning. This is following a crash involving a Police Patrol vehicle. Youre looking at live video now. Still out on the scene. Theres some of the aftermath of that crash. An Oakland Police officer crashed the car that was on broadway. He was taken away by ambulance. Lee martinez at the scene, said to be okay and no serious injuries. This is video from the scene shortly after the crash happened. The officer crashed into the Center Divide there. Another vehicle veered in the wrong direction. We also spoke to that driver who says he was signalling to move to the left lane but did not see the officer behind him. Youre going to hear from him in our next half hour along with a life report. The good news of this, the broadway area is back open this morning. Chp investigators are piecing together the evidence from the highway shooting in the east bay. Two people hurt in the shooting dh shut down the free in richmond for hours near the heart of the commute. Over to the Highway Patrol office in vallejo, what is happening there . . Yeah we have learned the investigation is headed up here out of vallejo. We learned that information in the last half hour. The investigators set to meet this morning and will likely be holding a News Conference at some point in time later today. Meanwhile the shooting happened at 3 30 yesterday afternoon on i80. A man and a woman in a van. Witnesses say shots rang out as the cars were moving. No word if they were fired from one vehicle or both. We do know the occupants of the minivan were the targets in the case. The man was injured so badly he needed to be air lifted to medical care. There were multiple witnesses including the driver of a red volvo who stopped to help those injured. Multiple people pulled over who were witnesses. We have contacted almost all of them to get their statements. Sky fox was overhead as police toed a silver dodge away from a scene in richmond. Thats the same location where officers took three suspects into custody within an hour of the shooting. Witnesses play aed key role in leading them to suspects. No word on who they are or who the victims are in this case. Christian, i know i saw it spread all the way into marin county as people were trying to get to the bridge. How long did this last . I know you were saying earlier, the side streets were horrible as well, right . Yeah, pam, this was a nightmare for anybody stuck in the traffic jam. They know themselves there was a Major Incident there that pushed a lot of the traffic on to the streets of richmond. The freeway was closed down for five hours while the victims were treated and transported and investigators looked for evidence. Those who thought they could get off the freeway and detour around the scene only found more traffic. That freeway shut down for five hours and that made a mess through the evening commute all the way into the evening hours, pam. A reminder for all of us. Dont head out. Santa clara police say they have no choice but to shoot and cull a man last night whose parents reported he was acting erratically. A 911 call was received at 5 00 p. M. Officers respondedand went to the home on Deborah Drive off the expressway and encountered the man in his 20s. We dont know the circumstances completely at this point but police say an officer first used the tazer when the situation escalated from there. The officer then shot and killed that 20year old man. Standard protocol, the officer has been placed on administrative leave. Our time is now 7 07. San jose city hall was packed. Victims of floods were demanding answers. They want to know how mistakes will be corrected. They waited too long to evacuate people and should have issued an advisory on february 19th, two days before the floods swamped 500 homes causing 73 million in property damage. San jose assistant city manager says the information the city depended on was fundamentally flawed and it came from the santa clara Water District. Homeowners talk about the panic and chaos they suffered i took my medication and my pass port and i took my dogs. I carried my dogs out through waist water up to my thighs and im still skrashing and itching and we have no idea what was causing the flooding in the corridor. The city has a new Flood Warning system. Yellow means flooding is possible. Orange means it is likely. Red means flooding is imminent. On april 28th the city council scheduled a joint meeting with the Water District to talk more about what went wrong. The time is 7 09 more than a dozen people including a coach could face charges for haying students at napa high school. This started as an assault investigation at the school last fall but grew into a case of haying with separate incidents dating back to the 2016 school year. 14 alleged offenders have been identified including a coach who they say did not properly report the incidents. If youre deemed a reporter and you see possible child abuse and youre aware of information you have to report it. The alleged incidents involved teammates assaulting other teammates and holding them down and hitting and grabbing them. Some critics say its taking too long. A bomb threat made to a Jewish Community center was a hoax. The Jewish Community center was evacuated after receiving a threat yesterday at noon. Police swept the building and did not find anything. Investigators say the threat was made by email and now they are trying to track down the person who sent it. Anonymous bomb threats to jewish institutions have spiked to 140 incidents across the country since january. One arrest was made last week. However, a majority of incidents remain unsolved. Now the latest from oakland where an Oakland Police officer was in a bad crash this morning at broadway and 42nd street. The officer was taken by ambulance for streement but we have been told he was not seriously hurt. Lee martinez is in oakland at the scene. Reporter the accident happened around 5 30 this morning. Well show you where the car was towed away in the last two hours. The Police Vehicle hit the pole and came to a rest at the median there. There were other officers out here blocking off this portion of the roadway for the investigation. Currently broadway is blocked for about a block between 41st street and ridgeway. Another car, a black sedan was involved in the accident. We spoke to the driver who says he was signalling to move into the left lane and didnt see the Police Officer behind him. So then i give the signal and see over my shoulders, nobody coming but i see my mirror. Then i just moved so i get the bump, then i got scared and then i saw there was a car that hit me with no headlights on. Reporter the driver says the officer didnt have his headlights on but a separate witness told us he did see the officer had his Service Lights on so this investigation is still ongoing. We did get some good news that as you come back out here live, the Police Vehicle is gone but the officer was taken to the hospital and were told he has very minor injuries. No word yet on when theyre clearing this up. One indication this might be in 30 minutes they will have it cleared. The chp hopes witness video will help them track down a group of people that beat up an uber driver wednesday night on a San Francisco freeway. It happened on southbound 101. The video shows a white toyota bumping into the people riding these dirt bikes on the freeway. Moments later another car is seen pulling in front of the toyota. One of the bikers tried to punch the passenger side window. The driver then gets out and is punched and kicked several times. The chp strongly advices drivers to stay way from a side show like this. Definitely do not try to confront the motorcycle and dont try to get out. This is something that can happen not only that but on a busy freeway, you never know who is coming behind you. Highway patrol says the best thing to do is call and report the incident so officers can get out to the area and respond. The uber driver by the way suffered a broken leg and is recovering at home at this point. The bikers did not have license plates and the bikes are usually not street legal. The chp does have descriptions of the riders. Authorities in palo alto investigating two separate assaults. The san mateo sheriffs county Department Released this sketch. This is a suspect described as latino, 35 years old, weighing 200 pounds. Hes accused of sexually assaulting a woman wednesday night at the University Caltrain station in palo alto. He began talking to the victim and grabbed her. She fought off the suspect before he ran away. Again, heres the sketch. If you have any information, call the sheriffs department. In the meantime, Palo Alto Police are investigating another Sexual Assault. Heres a photo of the suspect they released. This happened a few hours earlier at the palo alto transit station. The victim had just gotten off a bus when she noticed a man walking behind her. She screamed and he let go. She then ran and called 911. People heading out on the road at this point. On friday we have traffic that is better than it ordinarily is. For example, in san jose along the Silicon Valley commute, it looks good getting into the valley. Mountain view if youre driving there not a bad drive getting up to the valley. 17 looks good and if youre driving over to the map of the Silicon Valley here, 101 is slow as you drive up to the 880 interchange and the drive to to coupertino is easier y. Ier. An fran northbound 101 slow from the airport through south city up past the old candle stick exit getting into downtown san jose. Not a lot going on. This is highway 24 in lafayette. Of course in oakland at the bay bridge toll plaza traffic is backed up a bit here, about a 20minute delay over the bridge into San Francisco. Now once again, american infrastructure gets a agreed of a d plus. Not a very good grade. Joining us this morning is the American Society of civil engineers, norma, d plus is not a great grade. Why did you give america that grade . . Well, we have been doing this sal for quite a while since 1998. Every four years 16 sectors lately of american infrastructure like roads, bridges and drinking water, dams, giving the grades the way that you and i were graded as kids a is good and f is failure. In 2013 we have a d plus. What is the thing that strikes you the most . Public transportation is not doing as well. Here in the bay area we do have bart and other systems, what can we do to improve Public Transportation . . Well, you honed in on sal, the worst grade d minus transit how do we better move people using buses and light rail . We are just not putting in new systems but more importantly, the ones we have, were not maintaining. We are deferring maintenance until it becomes a critical item and you start having break downs in the system. Does it hurt to defer maintenance because as you go down the line it becomes more expensive to fix something that could have been relatively easy to fix as it goes down the line and becomes more expensive . Thats exactly right. Its just like your car. You put in water and you make sure that you change the oil. Thats cheap. But if you dont do that then you end up maybe having to change the transmission. Thats not cheap. One bright spot was railroads. They have improved. We have a Railroad Track outside the station that does seem as if the trains are moving well. 0. Right they have jumped from a grade of c plus to a b and thats primarily because of private investment that has occurred over the past four years to the tune of billions of dollars so you see the grades improve and thats because of the investment made in that sector. Real quick in the time we have left here norma, what about california dams . They have been very important in the news. What did the study find . We only have a bit of time but what did the study find out about dams . Well, you have 678 high hazard dams. The good news is that in oroville there was an Emergency Action plan that was put in place so when they had that crisis occur, they were able to monitor it and they had a procedure that they had already crow yated and they implemented it and got people out of the potential of harms way. Not all dams have Emergency Action plans and thats something that dams that dont and the rest of the country really need to stand up and take notice of how the oroville dam handled their disaster. The Labor Department reports the rise in jobs was boosted by the Construction Industry adding 58,000 jobs in february, the most in ten years. The nations Unemployment Rate dipped slightly to 4. 7 . The latest report could signal the Federal Reserve to likely raise short term Interest Rates when they meet next week. Investors on wall street thinking its factored in we will see a rate hike but the numbers are responding. Stock market is up. There was another shooting on a busy bay area freeway. The ntsb released a preliminary report yesterday into last months Small Plane Crash that killed four people and injured another as they were returning to san jose. The report shows the pilot had trouble starting the left engine before taking off from the airport in river side. He had to try several times before it finally worked. Three people died on impact in that crash february 27th and on tuesday one of the two survivors tied from burn injuries. The initial report does not state the cause of the crash. A final report they say could take up to a year and a half. Time is 7 46 new information from Uc Berkley Police. Theyre searching for people who damaged property and the protests on campus. 29 new photos have been released from the night that Milo Yiannopoulos was due to speak on campus. The police want any photos are video of anyone acting violently during the protest. The Berkley College republicans invited him to speak but protestors set fires and launched paint balls into the crowd. The speech was cancelled but more than 100,000 in damage was caused. San franciscos new police chief spoke with members of San Franciscos Bay View Community last night hoping to repair a relationship. The meeting was organized by a bay view man shot and killed by police more than a year ago. Organizers are demanding the officers involved in his shooting be charged and theres an independent investigation of racial profiling. We also heard from marios mother who talked about what she would like to see from the police department. We need men above reproach that cant be bought or sold have some integrity to stand on and not look at a group of people or group of animals. The chief plans to hold town Hall Meetings to answer questions from the republican luck within ten days of officer involved shootings. Nearly 100 people attended last nights meeting. On the other side things are beginning to even out and get better an 880 between union city and fremont. In the south bay, the heaviest is near the airport there at 101. The other freeways arent doing too badly. You can see northbound 280 opt right through downtown is light. At 8 02 lets go back to the desk. Now to our developing story out of the oakland where a Police Officer crashed his vehicle and transportd to the hospital. The officer is expected to be okay. This happened around 5 30 this morning on broadway and 42nd street. Another driver in a black sedan said he did not see the officer coming and veered in his direction forcing the officer into the Center Divide knocking a light pole entry down. A witness told us the officer did have his Service Lights on. Lee martinez is in oakland this morning. A live report coming up later in the hour. The Highway Patrol will hold a News Conference about the latest shooting in the east bay. Two people were injured in richmond. Authorities shut down the freeway for five hours as they investigated what led up to the shooting. The closure caused a huge back up forcing many drivers on to city streets instead. Christian captain has the story. We have learned the investigation is being headed up out of the this office in vallejo. Investigators are set to meet later on this morning and will lookly hold a News Conference at some important in time later today. That shooting happened around 3 30 yesterday morning. A man and woman headed eastbound near the exit on i 80. Witnesses say shots rang out as the cars were moving t at this point theres no word on whether shots were fired from one vehicle or both. We do know the occupants of the minivan were struck. They were the target in this attack. The man was injured so badly he needed to be air lifted to medical care. There were multiple witnesses to the shooting. They were a critical aspect in hoping to find the suspects just to be around, we dont want people to be involved and be a good witness. We had great witnesses and multiple people called 911 and gave us critical information. Sky fox was overhead as police towed a silver dodge away from the richmond location where officers took three suspects into custody. All of this happening an hour after the shooting. Investigators say again witnesses helped lead them to the suspect and location. At this point theres no word on who the suspects are who who the victims are in this case. This is the latest in a long string of highway shootings in contra costa counties. Theres been more than two dozen shootings, some of them deadly. The motive for many of the shootings are gang related and cities such as san pab low have installed cameras. Contra costa is hoping to add more surveillance cameras to high traffic corridors. New information about a deadly officer involved shooting in santa clara last night. We just finished an interview with Santa Clara Police about this incident. A Police Captain tells us the suspect was known to police. They had responded to a disturbance call later in the day and at about 5 00 p. M. The suspects parents called 911 to say he was acting erratically. When officers arrived, they were forced to deploy a tazer. When that did not stop the suspect abofficer shot and killed him. The investigation continued through the night and its going to continue today with interviews and collection of evidence. And at some point, the investigation has to be presented to the District Attorney iefs. There is a Police Body Camera video of the incident but its not being released at this point because of the ongoing investigation. The officer who opened fire is on paid leave. He has 13 years Law Enforcement experience including the past eight years with Santa Clara Police. San jose city hall was packed as victims demanded answers. They want to know how mistakes made by officials after the flooding will be corrected. City staff admitted that they waited too long to evacuate people and should have issued an advisory on february 19th, two days before flooding swamped 500 homes and caused 73 million in property damage. A Water District spokesmen said we railroad providing the best information our engineers had with the caveat we cant predict with great accuracy how much flow is causing the flooding in the corridor. In the meantime the city has a new Flood Warning system. Yellow means flooding is possible and orange means its likely and red means flooding is imminent. Back to our developing story this morning, an Oakland Police officer is recovering after crashing his patrol vehicle early this morning. We understand he was not serious seriously hurt but was taken to the hospital. Live with the clean up effort underway. That area is open near broadway, right . Well, no we were hoping it would be but this section is still closed because we are in the clean up mode. Pg e and public works out here because a light pole was taken out when the Police Vehicle crashed into it. The clean up effort is taking longer. The vehicle was towed but up on the Center Divide right where the light pole is as well. The accident happened around 5 30 this morning. Another car, a black sedan was involved in the accident. We spoke to the driver of the car who says he was signalling to move into the left lane and didnt see the Police Officer behind him. So then i give the signal and see nobody coming and then look in my mirror, nothing was coming so i moved so then i got the bump and then i got scared and i see there was a car who hit me with no headlights on. Reporter that driver says the officer didnt have his headlights on which is why he didnt see him. A separate witness told us the officer had his service liekts on. Back out here live, the clean up efforts still underway. They were hoping to have this portion open half an hour ago. That did not happen so this part of broadway still blocked off between ridgeway and 41st street. We heard the officer was take by ambulance to the hospital but only with minor injuries. Looks like that will be a problem for a while. Thank you for the update. Is terj is still on for a group of bikers seen on video beating an uber driver on a freeway in San Francisco. This happened wednesday night on south 101. A white toyota bumped a biker and another vehicle seen pulling in front of the toyota. One of the bikers tries to punch the passenger side window. The driver gets out and is punched and kicked several times. Officers say he suffered a broken leg and the bikers did not have license plates. The chp does have descriptions of the riders. A preliminary report was released yesterday into the Small Plane Crash in river side that killed four people and injured another returning to san jose. The pilot had trouble starting the left engine before taking off in river side. He had to try several times before it finally worked. Three people died on impact in the february 27th crash. One of the two survivors died tuesday from burn injuries. The initial report does not state the cause of the crash. A final report could be released in a year. More than a dozen people including a coach could face charges for haying students at napa high school. Napa police say this started as an assault investigation at the school last fall and grew into a case of haying with separate incidents dating back to the 2015 school year. 14 people have been identified as involved in the haying including a coach who investigators say did not properly report the incidents. If youre deemed a reporter and you see an alleged possible child abuse or youre aware of information that you have to report it. Police say the alleged incident involved teammates assaulting other teammates. The School District is conducting their own reviews but some critics say its taking too long. Investigators in palo alto are looking into two separate assaults. The San Mateo County sheriffs Department Released a sketch of one of the suspects described as latino, 3540 years old and five foot 6 to 5 foot eight and hes accused of sexually assaulting a woman wednesday night at the University Caltrain station in palo alto. He began speaking to the victim before grabbing her. She fought with the suspect before he ran away. If you have any information, take a look at the sketch, your asked to call the sheriffs department. Pa low alto police are investigating another Sexual Assault and released this photo of that suspect. That assault happened a few hours earlier at the palo alto transit station. The victim had just gotten off a bus when she noticed a man walking behind her. The man ran up and grabbed her and she screamed and let go. She ran and called 911. At this point authorities dont know if these two cases are connected oofrnlt San Francisco is gearing up for one of its oldest parades. Tomorrow is the 166th annual Saint Patricks festival that begins at 10 00 in the morning at Civic Center Plaza while the parade is at 11 30 in the morning. Organizers say more than 5,000 people will take part in the Saint Patricks day parade west of the mississippi. An emergency meet l held today by organizers of the Saint Patricks day parade. It doesnt sit well with neighbors. The family across the street says the tree blocks their view of north beach but their main concern is safety.
