Flooding yesterday. The flooding is also affecting the morning commute. We have Team Coverage for you this morning. Alex savidge is live along highway 101 because the freeway is flooded and shut down in one part. We go to allie rasmus near the flooded businesses first. Allie. Reporter yes. This is 26th and santa clara. There are several businesses in this area that had a couple feet of water in them as early as this morning. You can see the water level here at this intersection has dropped quite a bit. Earlier this morning, you couldnt even see the pavement because cars were driving through and splashing as they drove through the flooded street. But the water levels have gone down. However, flooding is an issue throughout san jose this morning. There are 14,000 residents in the mandatory evacuation areas within the city of san jose. Theres Evacuation Orders that were updated at 10 00 last night. Mandatory evacuation includes the southwest side of 101 to the north end of 280 along coyote creek. Within that area, five schools have had flooding problems and are shut down this morning. Some of those schools are closed any way this week for the president s day week and the winter holiday. But they have been affected by flooding. We spoke to a 36year resident of san jose who had to drive around the flooded streets and says she has never seen her city like this before. I think it is insane. I think it is sad that the states let the dams and everything get this bad. I think their ideas of where to divert the water is a bad idea. I think at this point, they dont know what to do. Reporter im back out here this morning. 26th street and santa clara is where we are. There is a lumber company, a fencing company, a liquor store, a handful of businesses on the south end of the street that have had some flooding problems during the overnight hours. The driver that we spoke to said she ended up going down this flooded street. It was more flooded an hour ago. She drove down this street because of all of the detours through the neighborhood here because of the closure of highway 101. It has been a chaotic morning for drivers and residents in the area. Again, 14,000 people part of the mandatory evacuation area. In addition to that, there is a total of 36,000 residents who are in a recommended evacuation area. But those are the latest numbers we have for you this morning. Back to you guys. Allie, dave and i were remarking how much that water level has dropped at that intersection since we first saw you on morn. Reporter yeah. I would say it has gone down by several inches. Earlier this morning we couldnt see the pavement. It was like a small little lake out there. Completely covered with water. You can see on either end of the street its still got a good amount of water. Cars kind of up to the wheel wells on the civic behind us. Its much better than it was this morning. Okay. Allie rasmus, thank you. Hopefully thats a sign of things to come, things getting better. It is 7 03. Steve is over there. Can you find some sunshine. Of course i can today. The good news, coyote creek is coming down. Good. Slowly. Excuse me. There we go. Speaking of sunshine. Thats what we have right there. We will get partly cloudy skies in the afternoon. Maybe a few little isolated showers up north, especially towards lake county, northern napa county. Overall its a better pattern here. Clear and school in blossom hill. 8 of an inch of rain in the rain bucket. 27 inches of rain so far. Flooding continues towards coyote creek. That goes through saturday morning. We will get a break through at least probably saturday morning. Maybe more rain on sunday. A few showers could pop up. We dont want to forget clearlake. That Flood Warning goes until early saturday as well. When i see 10. 5 at the rumsey gauge and the flood level is nine that, is coming down slowly. It has leveled off the last i checked. A few popup showers possible. 30s for some on the peninsula. Upper 30s atherton. Los altos, 39. A few clouds and maybe a few showers popping up later. Nothing compared to the past two days. Well take it. 50s on the temps, on the cool side for the next few as well. All right, sal, where do you want to begin. In the Silicon Valley. Northbound 101, southbound 101 closed between 180 and 280. This northbound 101 takes most of the traffic. Here it is on 101 between 280 essentially and 880. You continue get through. We have a picture that we normally get through with traffic on it. Lets go to it right now. It is highway 101. There it is. Lots of times we show you this picture and traffic is moving through. There is no traffic because of the large puddle that we see under the railroad crossing. We dont know when that water is going to be moved. Maybe they will pump it out. Maybe theyre waiting for it to recede. Its not going anywhere. We will get back to this in a moment. Lets go to the bay bridge toll plaza and show you the traffic in the east bay is pretty normal. About a 20 to 25 minute delay. Also slow traffic on highway 4, 680, 24, its a normal commute driving through the area. I also want to mention theres a pg e outage in Castro Valley. Five different Power Outages affecting more than 40,000 customers. That includes cal state event bay, part of hayward and Castro Valley. It is centered in Castro Valley. One person said i would like to go to work but the garage gate wont go up. So i cant go to work. Thats the way it goes. Were going to keep an eye on that. Lets go back to highway 101 in san jose. It is closed because of extreme flooding. Alex savidge is on 101. Alex, have you heard from anyone there as to what is going to happen . Are they going to open this eventually . Reporter well, really, sal, what we understand from the chp, theyre just waiting for the water to recede. And it seems like it is going down ever so slightly here. Here is that large puddle. I like the word puddle, sam. Here is the large standing body of water covering all of the lanes of 101 this morning. We are watching the water recede ever so slightly. Still, its not to a point where they can reopen 101. So this is an area to avoid this morning if you commute in the south bay. Tell your friends, tell your neighbors, you wont be able to travel in either direction on highway 101 this morning. You can see it is shut down because of the serious flooding. Let me put the map up so you get a sense of where the flooding is. 101 is closed in both directions between the 880 junction on the north side and between the 280 680 on the south side. That is several miles of freeway that is shut down entirely because of the flood waters. Water began rushing on to the freeway around 8 00 or so last night. When it got deep enough, a foot or so in some spots, the chp decided it was time to close things down. I talked with a chp officer about how this will impact the commute here in the south bay. Its going to have a major impact, especially as i stated during the commute hours, which are essentially from now until, you know, somewhere past 9 00 a. M. So any of those vehicles and anybody heading that direction, use an alternate route. Reporter further south from here, there is better news in morgan hill because overnight they did shut down the northbound lanes of 101 right at cochran road. I can tell you that those were reopened just a couple of hours ago. So northbound 101 back open in morgan hill. Better news there. But of course this is the bigger issue here in san jose. 101 shut down in both directions between 880 and between the 280 680 interchange. No traffic getting through here at all. And the chp essentially waiting for the water to recede. The water level has dropped several inches but not to a point that it is safe to let traffic through here. Alex savidge in san jose. Thank you. The time is 7 09. About half the people evacuated because of flooding in san jose spent last night at shelters at local high schools. In fact dinner last night was served outside at james lick high school. There were cots there as well so people could try to get sleep. Most didnt bring much with them and churches and regular people heard about that and started bringing clothing and food and toys to the shelters. When i came to speak to one of the site coordinators, i ended up seeing a little girl. And all she had in her hand was a little mickey mouse. She was about my daughters age. And i cried. Yeah. Mayor sam liccardo also visited saying the police have been patrolling the evacuated neighborhoods to prevent looting that. Is a potential and serious problem because families left so quickly. A Water Rescue Team will head into the flood zone today to help with potential rescues. The swift Water Rescue Team has been busy these past couple of weeks. They went to butte county to help with flooding concerns there with the oroville dam. Then they went to sacramento to help with potential water emergencies in that area. The time is 7 10. The flood waters in san jose are a threat for several reasons. Coming up at 7 30, the possible contamination in the flood water and why emergency officials are telling people stay away. And you may soon be able to watch the giants or the as from your phone or computer live. Up next, the possible deal in the works between facebook and Major League Baseball. Still a lot of closures out there because of flooding. And also slow traffic in many areas. This freeway doesnt look like a freeway right now. It is closed because of that large body of water on 101 near mckee. We will tell you what the details look like straight ahead. At least its not raining. One positive there. It is colder. No cars on it northbound or southbound because of the large body of water under the railroad crossing. Its a low point on the freeway and obviously the water has gone down there. We heard alex savidge say it has receded a little bit but not enough to put the traffic through. The traffic is going to be slow on 101 approaching the closure on 85 and 280. Im surprised this has not been as bad as i thought it would be in the Silicon Valley. That may because more people in the valley have, you know, ways to work without having to drive there. But on most days, we have a lot more slow traffic. People have heard about this and some may be staying away. I dont want to mislead you. It is slow approaching the closures. It is not a great commute but i thought it would be worse. I want to show you other parts of the bay. Were not for getting about you ultima pass. Also 680 is slow recovering from earlier problems between concord and walnut creek. There was a problem at the walnut creek interchange that has been removed. Lets go to the bay bridge toll plaza. You can see traffic is backed up for what looks like a normal morning commute of 20 minutes before you make it on to the span. At 7 18, lets bring steve in with todays forecast. Castro valley, have we mentioned that. Castro valley, there were 40,000 people without power. Pg e is working on it. Now about 30,000 without power. The bart station, the trains are running and the lights are on at the station in Castro Valley. Thank you, sir. Good information. We have a quiet pattern. I think it is long overdue. How long will it last . About three days. There will be buildup of clouds. We wont be sunnysunny. We will get sunshine in the morning. It is colder. Clearlake which has many, many flood issues. Clearlake is at 10. 5 feet. Flood stage is at 9. It is going up and there are evacuations for i think on the shoreline between kelseyville, lake port, a couple people writing and saying mention that. I know. Thats still a major issue up there. You will get a break for three days. But that Flood Warning continues until saturday morning, early saturday morning. Its been there for a while. I think its going to be there for a while to be honest. We have coyote creek. There are signs that water is coming down. On most of the gauges i have seen, it is coming down from when it peaked out last night. You can see the cloud cover, the cold air working its way over the ocean water. I think a possibility of a few coming out of Mendocino County or northern napa later today. Other than that, things look quiet but it is cold. 37 in napa. Low 40s for some. Palo alto at 41. Woodside and i think stanford checked in in the upper 30s. Soquel at 39. Santa clara very close. Boulder creek. That cold air is working its way in. 23 up in truckee. Our observer paul up there sent me a picture and says there are Power Outages and phone lines down in truckee. At least the snow is stopping. 30s for sacramento and ukiah. It looks a lot quieter now after a crazy couple days there as well. Things will be on the drier side until probably late saturday. Thats the way its looking right now. Here, there is magic for days. New this morning, the city of san leandro is officially declaring itself a sanctuary city. It passed a resolution that will keep police from colloborating from federal immigration agents. San francisco and san jose are long time sanctuary city. Oakley, berkeley, alameda have also approved similar resolutions. President trump has signed an executive order, one that would deny federal funding to the safe haven city thats could amount to millions of dollars lost for bay area cities. President trump is about to issue another executive order for his controversial temporary refugee and travel ban. Doug luzader has the latest from washington. Reporter this time the white house is expected to come up with new language to make this more survivable in federal court. He did it once. Hes about to do it again. The president will be issuing a new executive action based off of the judicial ruling as flawed as it may be to keep our people safe. That will be coming soon. Doug after an initial rollout that was less than smooth, the president will sign a new executive order temporarily banning travel with countries tied with terrorism while a new vetting system is put in place. After federal courts shot that first order down, the next one will include those with green card, visas and dual citizen ship. They have take the opinion in brooklyn and the federal court in virginia and found all of the things that the judges say are problematic with the executive order and will address them. Who is going to stand behind me. Reporter that doesnt mean there wont be opposition though. Iowa republican chuck grassily was confronted by a self identified refugee at a town hall yesterday. And all of this on the heels of the president s new push against illegal immigration and a new federal hiring blitz to add 15,000 now ice and Border Patrol agent to deport illegal immigrants. Primarily those who have committed other crimes and building his promised border wall. Now, all of this as the president s new secretary of state and Homeland Security secretary are heading to mexico to meet with officials there. In washington, doug luzader, fox news. Right wing writer Milo Yiannopoulos has resigned as the editor of breibart news. This came after he was criticized where he appeared to defend sexual relationships between men and underaged boys. Milo yiannopoulos also apologized. I dont think i have been so sorry about anything in my whole life. I didnt want my parents to find about this either. Lets be clear about what is happening here. This is a cynical media witch hunt. Milo yiannopoulos has bounced back from a controversial statements about women, minorities and other groups and planning a new Media Venture as well as a tour. More scrutiny for San Francisco police. Reports of a new Security System being launched in the department that tracks computer activity. We still have a major portion of the Silicon Valley commute down. 101 is closed. There you see a big puddle of water near mckee road. That has closed a large swath of 101. We will tell what you it is doing to the other freeways coming up. Finally a break from the rain. It could last for three days. A few popup showers later on today possible. But it is cold but drier. The time is 7 30. Take a live look at san jose. There is flooding on the roadway on 101. That forced the closure of 101 in both directions in san jose between interstate 880 and interstate 280. The chp took the step to close lanes in both directions here on 101 because water spilled into a low point which is what were showing you now. This is on the freeway near mckee road. Keep this in mind. A major wrinkle for your south bay commute. Lets look at the latest flood numbers in the city of san jose. Mandatory Evacuation Orders have been issued for some 14,000 People Living in the flood zone along coyote creek. It includes a couple of neighborhoods and three mobile home parks. You can see the neighborhoods are under water. The firefighters rescued several hundred people trapped by the rising flood waters. Coming from the rainstorms and the overflow from the anderson dam and the reservoir. There is good news. The water appears to be receding in some areas. These two pictures bear that out. This is a side by side look at the area of 26th and santa clara streets between 5 30 on the left with a lot of water, and then 6 30 over on the right. The street is drying out. We were watching it live as the cars are going over the standing water. The water level is going down. Here is one of the problems. The city is worried that more rain predicted coming this weekend will make the problems stick around. More mornings on 2 continues right now. Im gasia mikaelian. And im dave clark. Not until the weekend. 50s on the cool side for a while. I know we have improvement on the water levels but what about 101 at mckee. It is still closed. The water has not receded. Were openingly wondering how easy it would be to come in there i want to show you the picture of highway 101 where the water is. The water is there and im just wondering, i dont know anything about this, but could you not pump that water into a truck . Thats why alex savidge is there. He is trying to get answers for us. The alternates are very crowded. 101 is closed essentially from 280 to 880. And the traffic is going to be slow on 87 and some of the expressways. 85 is slow as you might imagine. 280 is slow coming up to the valley. This is one of the major freeways that takes a lot of traffic in the morning and its not going to be in use. We do have some slow traffic in the pass this morning as usual. 205 and 580. Look at the slow traffic here. No major problems. But we do have slow traffic on 680 southbound from concord to walnut creek. It has been very slow driving in from basically highway 4 and on to highway 24. This commute is saying dont forget about me now. Dont do it. Dont do it. Lets go to the bay bridge toll plaza now. Traffic backed up for 15 to 20 minutes. 7 34. Lets go back to the desk. Thank you, sal. San joses mandatory Evacuation Order covers about 14,000 people. Some people have decided theyre going to stay in their homes. But others stayed in relief shelters. Paul chambers is at one of the Emergency Centers right now. What is it like over there, paul. Reporter good morning, dave. I just went inside. People are beginning to wake up. They are eating breakfast. Were told that 164 people stayed at james Lake High School because of the flooding. Take a look at the video here. Some people had to be rescued by rafts because of the emergency situations yesterday. After the orders were issued for hundreds of residents in the southern part of san jose due to the flooding of coyote creek. Local emergencies were declared and the red cross sprang into action. Many families were shocked by what happened. Now they have to deal with the sudden disruption in their lives. Some say the water level rose quickly in the area and they barely had enough time to grab the basic necessities. It is times like this that the Community Comes together to help those in need. I actually walked in volunteering. I wasnt on the list to be called. So i kept seeing the disasters over the course of the day, trying to get red cross to get in to help. I just couldnt sit back anymore. I had to come out and do something. All through the night, the last two nights, we have had the Community Coming in, dropping off donations. And it goes straight to the residents here. Reporter now, i just talked to those people a few minutes ago. They say they need a couple more donations, especially things for children and infants. Car seats, diapers and baby bolts are especially needed at this time. They dont know how long they will be but plan on being here through the weekend if needed. Coming up, we will have more information about what is going on. Also getting medication for those who didnt have an opportunity to pick it up before they were on their way out. That is an important point. Paul chambers in san jose. Thank you. San jose fire crews have a lot to do before the evacuees will be allowed to go back home. Flood waters on coyote creek are really polluted. If you havent already gone through the flooded area, the advice, stay away. Several factors make that water very dangerous. Us. It could be sewage coming up from the sewer pipe thats are now under water. It could be gasoline and motor oil and transmission fluid from cars under water, battery acid in the car and any other chemical that could be in any of the houses now in the water. Firefighters say if you come in direct contact with the water, check with medical experts about being decontaminated. You also may want to get a at the time news shot. Menlo park Fire District is among those helping with the swift water rescues in san jose. We have menlo park fire chief harold on the phone. Thank you for being with us this morning, chief. I know you have been helping out in many areas. Tell us exactly what you and your crew have been doing. Well, for the last week, the swift Water Rescue Team, which is a 14person team from our agency that works in partnership with the state Office Emergency services, the governors office, has responded first up to the oroville dam during the threat of the break. And then most recently this last weekend, they were activated again in the sacramento area where nine teams from throughout the state have been stationed from about merced up to yuba city in case of inland flooding in the central valley. Well, last night that was changed. So this morning the team, our team is back in route to the bay area. And they will actually be moving into Santa Clara County later this morning. So the state is, you know, positioning teams where they think there could be problems. Sometimes if theres going to be a local need, we will bring them back into areas that we see down here in Santa Clara County. Whether or not they are needed today, that is yet to be seen. That is something that san jose and other Fire Departments could request if needed. Can you explain why in some pictures we see crews putting people in a boat and then leading them through what are sometimes only knee deep water. People ask why cant those evacuees just walk out like the firefighters do . Well, you said it. I mean earlier you talked about the polluted waters. The worst we have seen and we have been in was in new orleans in the 9th ward because of the industrial applications that they had. You could see the chain of the oil in the water in new orleans. It was very polluted. Youre hearing that same thing here. It is sewage. It is motor oil. Different things in the water. So those people dont want to get that on their skin if we can help it. And nobody really wants to get wet if theyre elderly or kids or so forth. It can get on their clothes and damage those things. Then we have to fully decontaminate them and give them additional clothing to replace that. The easiest way to do it is put them in the boats, keep them high and drive and move them from where it is flooded to a dry area to be taken care of. We dont want people walking out through the water because they will be contaminated. That is wise. Chief, you have to be happy to see sunshine and dry weather right now. I know you have been busy. You had crews sent to the central valley. What did you do there . Well, in the central valley, they basically were on stand by. The good news is they werent needed. They werent needed at oroville either. Its a good day. The state is leaning very far forward in terms of prepositioning. We will see that throughout the spring. Im going to anticipate we will go out more times just because we havent even seen the snow pack melt yet. Especially the inland valleys. The levee system is fragile. And it is taking a beating right now. So this is going to be an ongoing issue. I would predict it goes through the spring and maybe even the summer based on the runoff. Some Evacuation Orders have been lifted near the breached levee in san joaquin valley. It forced 500 people from their homes. People still under Evacuation Orders are allowed to return to check on their homes but only with an entry permit by firefighters. Many are crediting local farmers for discovering the problem before it grew further. Water levels at the oroville dam are receding. That is welcome news to the 200,000 resident thats were evacuated two weeks ago. As of early this morning, the water level stands at 852 feet. You will remember in previous weeks it peaked at 900 feet. The time is 7 41. Were still monitoring the flooding in san jose. In the next hour, we will have the latest on the evacuations underway. Also more testimony in the garciatorres trial. His recent girlfriend took the witness stand. Why prosecutors are questioning her story. Good morning. We still see a lot of slow traffic out there this morning. And now northbound 101 which is closed right here at mckee or between 280 and 880 really, were seeing a little more activity here. We will tell you what is going on coming up. We do have some sunshine here. We will get some clouds later on. But its a blue bird day up in the mountains. A what . We will explain. Testimony continues in the sierra lamar murder case. Yesterday attorneys heard from the exgirlfriend of sierra lamars accused killer, garcia torres. But she couldnt seem to keep her story straight. In court she testified on the day that sierra lamar disappeared she went to do laundry at her mother ace house and garciatorres dropped her off. But prosecutors say that during the investigation, she never told officials she was with garciatorres that morning. Garciatorres is charged with kidnapping and killing sierra lamar even though her body has not been found. He is charged with kidnapping three other women as well. San Francisco Police are increasing security in their own department. It will be rolled out for computer activity that includes Cyber Security and tools meant to track every key stroke and click of a mouse. The latest reform effort following a review that recommended the Police Department create policies and practices for an ongoing audit of Electronic Devices for any biased activity. This week we saw the san jose mayor responding to the scene of flooding and evacuations in the south bay. Before too much rain was the story of the day, i sat down with the mayor to talk about the top three priorities for the year ahead. One of them is transportation. Thats something that we have never had in Silicon Valley, a real transit network. The opportunity to have seven different transit lines all with that kind of connectivity. As were able to connect the transit, then it becomes more meaningful for folks. Right now what they see is a patch work rather than a network. You will see more of my interview with mayor sam liccardo in the 8 00 hour of mornings on 2. Great interview, gasia. Very interesting talk. Sal is busy over there. Busy in the commute. Yes, it is. When you have one of the major highways in the silicon traffic, it takes a lot of traffic. Some of the freeways are taking up the slack. It looks like the chp has laid out a cone pattern along northbound 101. They may be trying to get the right lane open for traffic to get some of the traffic through. This is another view. It could be that theyre going to start letting some traffic through. Otherwise why would they put the cones out . We will see. Alex savidge is there and will have a report at the top of the hour with what he has found out. But right now, that big puddle of water is still there. Southbound 101 doesnt look like any traffic will be getting through at all. Lets move along and take a look at the area. This is 101 between 280 and 880 essentially. Traffic is on 85 and 280. I have to tell you, it doesnt look that much different. I think there are a percentage of people out there who are saying, well, im not going to go right now. Ill go later. Im in the Silicon Valley. I want to mention that this morning 680 and highway 4 and 24 are having kind of a brutal morning. There havent been any major crashes. Just very slow. 7 48. Lets bring steve in now. Did you make a funny there, sal, about your apple watch or something. You know the Silicon Valley guys and gals. Why cant they teleport themselves to work. That would be nice. Lots of sunshine in the morning. Clouds this afternoon. But a general break for the next couple of days. Cold though. Some 30s. That will be in the mix for the next few days. Thats for sure. Mostly clear in the morning and mostly cloudy in the afternoon. Brian sumner is up at north star. A blue bird day at north star. Stunning. Thats when you get sunshine after an overnight snow. Essentially a perfect skiing or snowboard day. That is a beautiful shot. He accepted us good he sends us good information. The storm warning ended at 6 00. The next change would be on the weekend. Some of the colder air is cloud cover and shower activity maybe kind of kind of dancing near the san mateo coast. That is the colder air coming over the warmer ocean temps. That could trigger a few. Not a big deal. If they pop up, it would be this afternoon. Could move into parts of napa, northern napa county. Overall we get a break. A few clouds will start to move in. Patchy low clouds. 33 in santa rose. Livermore at 39. Many 30s here. Into the east bay as well. Near the cop cord pavilion, 39. Walnut creek of course, blackhawk, dublin and another observation close to livermore says 39. That one says 40 on the peninsula. Menlo park is in the 30s. Close for stanford and palo alto and atherton. You see the weak little system dragging across. That will give us cloud cover later on. The source of the next couple of systems will come out of the north. It wont be until the weekend. We will deal with that as we get closer to it. The next couple of days we get a break. 50s on the temps. It will be chilly even with the sunshine. Not much change in the temps. Colder lows headed to friday. San francisco is known for having pretty good pure Drinking Water. Up next, the new ingredient that will soon be added and how the taste will be affected. Welcome back to morning morn. Officials at a Solano County high school are trying to calm fear below zero an outbreak of tuberculosis. They held a meeting for patients after a student tested positive for tb more than two weeks ago. That student is now quarantined and being treated for a serious lung infection. The parties dont know if their kids were exposed . My main concern is because we have a daughter here but also three kids at home. We just dont want my daughter to get infected and spread it to the household. Now, School Officials say about 270 students may have been exposed. Letters are being sent home to those parents. Those students can get tb blood tests in the school gym a week from today. Some parents arent going to wait. They will go to their own doctors for testing this week. According to bay bridge officials, they are handling the rain we have had well. It needed extra finishing work last year. Too much rain was getting inside the structure through holes attaching the steel guardrails. That created concerns that it could erode the support cables. So the crews applied sealer to the gaps. And were very pleased that there has not been any flooding, any leakage with respect to all of the rain that has come in the last few weeks. We continue to monitor. Were pleased with where we are. There are drain holes all over the bridge deck allowing water to run off. There are banks of dehumidifiers in the most critical areas. All this week tom has been working on a series of stories about the bay area infrastructure. Tonight at 5 30, he is taking a look at the number of potholes on roads, especially after all of the recent rain. You can also tweet us using tvu. Starting next month, San Francisco water officials will start blending in some groundwater to the tap water. San francisco Public Utility Commission says the water wont taste any difference. They will mix in 3 groundwater to the tap water that comes from the reservoir. By the fourth year, they will add in the maximum 15 of groundwater. Even though the reservoir is not at risk of running low on water, the city told the chronicle that mixing in groundwater will aleve any future worries about a drought. Also drivers in San Francisco, youre going to have to learn to share the road with corporate commuter shuttles. Despite public complaints, transportation officials approved a program regulating the shuttle buses. The city started testing the program in 2013. Many buses operated for Tech Companies are allowed to stop and pick up passengers at designated muni bus stops. Supporters like it. They carry 10,000 people in the bay area every day and are important to the transportation network. But critics say the buses jam the bus stops and also block traffic. The closures that you need to know about as we continue to monitor the flooding in the san jose area. Also from helping with the oroville dam crisis to flooding in sacramento now to water rescues in Santa Clara County. How one bay area rescue team is helping to save lives in the recent storm. It is still slow in the Silicon Valley. But other areas too. Highway 24 is taking a beater. It is very slow on the way to the tunnel. A break finally. Sunshine for the morning. Partly cloudy this afternoon. At least no rain for the next couple of days. It wont amount to much. But we will take a look at where some is right now. Were live in san jose brook wood terrace neighborhood that has significant flooding last night. Some streets you can see still under water this morning. We will have a live look at some of the damage coming up. Plus, the major freeway here in the south bay shut down. Still right now because of flooding. We will tell you how the full closure of highway 101 is impacting the morning commute. This is ktvu mornings on 2. Big problems continue in san jose this morning. From water rescues to flooded homes to portions of freeways under water. 14,000 people told to evacuate their homes and more than 200 others have been rescued so far. It is a story we have been following for what is now 26 hours. Lets give you a live look at the situation this morning in downtown san jose. We can switch to a live picture and show you there are still neighborhoods under water. Roads barricaded off. We have seen, mike, people trying to drive through standing water. Never a good idea. You dont know how deep it is going to get. Again, so many people told to leave their homes for their own safety. Barricades are up for a reason. Dont go around them. Also want to give you a look at the Current Situation on highway 101 in san jose. This one remaining closed right here near the 280 680 split because of all of the water on the roadway. Good morning. Welcome back to mornings on 2. Im mike mibach. Im gasia mikaelian. There is no word when 101 in san jose will reopen. There is still a lot of water out on the road. Alex savidge has been live out there throughout the morning, on 101, to talk about how the closure is pretty heavily impacted the morning commute. Reporter reporter it has snarled up traffic. Just got word from a chp officer from the scene, they are getting set to reopen one northbound lane of highway 101. As we push in over there to the left hand side. Those are the northbound lanes. We watched them lay out all of the cones a short time ago. Theyre blocking off the area where they still have standing water in the fast lanes of the freeway. But they are going to be letting traffic through in that far right lane. Again, this is just in the northbound direction on highway 101. The chp getting set to reopen the one lane northbound here within a few minutes. You can clearly see the rest of the lanes here on 101 are under water this morning. Thats why we have this full closure of the freeway in place still right now. We will put the map up here and show you the area that is impacted. Because this is going to impact and is impacting a whole lot of drivers here in the south bay. 101 is closed between 880 on the north end of things and between the 280 680 junction on the south end of things. Water started rushing on to the freeway around 8 00 last night. Before long it was a foot deep in some spots and covered all of the lanes and the chp had to close the freeway entirely. I talked with a chp officer this morning and he said its unclear how long it will take for the water to recede. It will depend on the flood waters receding. At this point we are just hoping that people get the information and are able to plan an alternate route if they need to get through that area. Reporter and, again, we will bring you back here to a live picture. Youre looking right now at the southbound lanes of the freeway. Those are shut down entirely. They will be shut down for the foreseeable future. The bit of good news we are telling you about here, we got word from the chp a short time ago that they will reopen one northbound lane of highway 101. It may ease the congestion ever so slightly here. Obviously its really just been a traffic mess here in the south bay this morning. Im going to send it over to sal who is going to offer up alternate routes on all of this. Sal, i know youve been looking at the maps all morning long. I spoke with a chp officer a short time ago. They have been busy down here. I asked how is the traffic on either end of this closure . She looked athe me and said enter looked at me and said terrible. That sums it up for a lot of folks. Of course. We noticed interesting things about the traffic. Northbound 101 obviously is closed from the two points that you mentioned. For the morning commute, the northbound direction is the one that is most affected. You can see northbound 101 traffic is slow approaching that closure. I want to mention the traffic on 85 normally is about this heavy. So it is on 280. We havent seen traffic that is completely ridiculous on the other alternate routes. We certainly have seen a lot of slow traffic on city roads. But i was thinking it might be worse. It is a little worse than normal. But not much. And i think that people have heard about this and they have decided to either wait until this opens or maybe theyre working from home temporarily. So it is slow out there. But it is not as bad as we thought it would be. Nevertheless, the closure continues. Weve been talking about other areas of the commute where traffic has been slow. 580 at 205 remains have he slow. This has become the norm unfortunately. I noticed 680 at 24, 24, very slow. This whole commute has been super slow. Look at highway 24 westbound. There is a crash just beyond the lafayette bart station. Up at the top left of your screen, one lane is taken away westbound 24 as you come up past that bart station. Traffic is narrowing down into the other lanes. Some of the other freeways around the bay area are saying wait a minute, dont forget about you. Highway 37 is still closed in marin county. So the busiest traffic is in the south bay. But other places are experiencing busy traffic as well. Lets go to steve with todays forecast. Thank you, sal. We get finally a break from most of the rain. There could be a few showers popping up here and there. Nothing compared to monday and tuesday for sure. Water levels at coyote creek continue to go down. There is an observation at west williams road that shows 30 feet. That makes sense compared inform what im seeing with the flooding in san jose. We will show you a couple observations along the creek. This is at 237 milpitas. Topped out at 19. Around 18, 18. 5. Flood state is 14. 2. Coyote creek near edenvale, near the sports complex, that peaked at 13. 4. It is 11 now. Major flood stage is 14. However near east williams road, i have seen 30 feet. Im sure that plays into it. That is the only information that you get out of that site. George in el cerrito, over 30 now inches for the season. Thats a lot of rain for anybody. But really good for el cerrito. Why are you showing us Half Moon Bay . The colder air slides by and the warmer ocean temps could fire up a couple showers. We will mention it there. Coming out of Mendocino County and lake county. Things are quieting down for us. A weak system coming in. Look north of ukiah. Some of these will sweep in later this afternoon and into tonight. Again, they wont be a big deal for a while here. 40s and 50s on the temps. A lot of 30s. More 30s than we have seen in a long, long time. Kelseyville 32. So pretty chilly. Sun in the morning and clouds in the afternoon. We have to really wait for the next decent system which should be on the weekend. 50s on the temps. A cool day here. We get a break for the most part. There still could be isolated showers popping up around the next i would say today and thursday. The main system would be on sunday, guys. Thank you, steve. Flooding still an issue this morning on the streets of san jose. This was the scene yesterday as hundreds of people had to be rescued from their homes. 14,000 People Living near coyote creek have been told to evacuate. Allie rasmus is joining us live from downtown san jose where flood waters caused damage to businesses and home theres. Reporter yeah. We will start off by giving you a look around. This is the intersection at south 21st street and east williams. You can see a truck going through the middle of east williams right now. Off in the distance theres a bridge. Underneath that bridge, that is coyote creek. So as bad as it looks right now, it was much worse during the overnight hours. The water has receded quite a bit. We have driven around this neighborhood and we have seen some streets still under water this morning. Lets give you a look at south 21st street. You can see the street is inundated with water still, hours after the mandatory Evacuation Orders and flooding started to happen. We have a map of the evacuation area that the city has put out. An orange section on the left hand side of the creep it includes 36,000 residents and it includes coyote creek 280 to south 237. The map on the right is the mandatory evacuation center. South of 101 to north of 280. It includes this neighborhood. Lets show you video of when we were driving around a short time ago and we could see a lot of the streets and homes with some flooding problems this morning. There was debris on the side of the road. You could see garages inundated with water. There were a few streets where the water was deep enough where you couldnt drive through it this morning. We talked to one resident who said that his neighbors told him that when the water level started to rise, the water just seeped up through the floorboards and carpet in their homes. He said on his particular street, on brookwood avenue, all of his neighbors got out safely. He recalls seeing the Fire Department going down the street in a boat checking house to house to make sure that everyone got out okay. Between like 4 00 and 6 00, the water rose up really fast. A lot of people were standing up in here. Within like two hours, the water was, you know it was still relatively dry on this street. Uhhuh. But if you look down 19th street, the water was coming all the way across and it was working its way from the creek, flowing from the Tennis Courts and rushing through here and hitting the curb. So like it had water coming in from williams street, meeting at 9th, and then pushing all the way, you know, east. Reporter and that resident we talked to, you just heard from him, is also a Kindergarten Teacher at orliner school. It is one of the many schools that is closed today because of the flooding. Here is a list of the other schools. Some of the schools are closed any way because it is winter break. That is the case with orliner elementary. He had a chance to go in the schools and the classrooms and it looked like they had flood damage. Back out here this morning, again, youre looking at the south 21st street, east williams street. This is the brookwood terrace neighborhood near coyote creek that was affected by flooding during the overnight hours. And this morning, we have seen a few people coming back to their homes to check on things to see what kind of damage theyre dealing with this morning. Back to you guys. Thank you, allie. All of this time we have been sitting down with the mayors of the three biggest cities in the bay area. This morning we will hear from the san jose mayor sam liccardo. There is not a lot of opportunity for middle class and working class to move in. The top three priorities that he outlined in our conversation for the year ahead. Welcome pack, everyone. Still deal withing a lot of flooding in city of san jose. 14,000 People Living near coyote creek being told to evacuate. Live picture here of highway 101 right near the 280 680 split. All lanes closed. We heard alex savidge report at the top of the hour that it does appear that one northbound lane is getting set to reopen within the hour here. One northbound lane there at 101 set to reopen very soon. In recent days we have seen san jose mayor sam liccardo responding to flooding and evacuations in the south bay. Before the rain was the story of the day, i sat down with him to talk about the three Top Priorities for the year ahead. Every couple months we will have a reason to be talking. San jose mayor took the long way to get to ktvus studios in oakland. So you left san jose, went to San Francisco and came here to oakland. Thats right. What was that drive like. It was less than pleasant. Transportation is one of his Top Priorities for 2017. The bart extension into san jose is ultimately what they call the Grand Central station in the south bay. We have never had a transit network. The opportunity to have seven different transit lines all with that kind of connectivity. As were able to connect the transit, it becomes more meaningful for folk. Right now what they see is a patch work rather than a network. How far out is that Grand Central station on the west coast. Not as long off as you may think. In november we will be opening bart in north san jose. That is cause for celebration. Were not going to start there. Within a decade, assuming all of the construction schedules move as we hope and the funding moves as its been promised, we could have all seven lines im talking about bart, ace, high speed rail, cal trains, especially on. It goes hand in hand with transit. Affordable housing. There is not a lot of opportunity for working class, middle class families to move in. And weve got to change that. The mayor says he is working to remove obstacles to development, cutting developers fees to increase supply. What we see in terms of the demographics and the demands, the 20s and 30s somethings that are driving the change of 9 workforce and the invasion in the companies theyre not looking for larger household. Theyre not looking for big suburban homes. They want to live in a walkable community. Theyre happy with an urban environment. We need to think about how we build up rather than out. The final priority is Public Safety and rebuilding the Police Department with pay increase and incentives for former officers who left the force in recent years when officer pay and benefits were well behind other departments. The mayor and police are also turning to the public for help to combat Gang Violence that starts early on. I never quite got over the idea of seeing a young 14 or 15 yearold in handcuffs. That is deeply disturbing to think about. Everything that a parent cares about and wants for their child and how it can be destroyed in that way. Weve got to do more to get to our kids before the gangs do. For example, the mayor says some 1200 teens in gang impacted neighborhoods will get their first job this year through san jose works. He says the san jose promise will help pay for college for students who might otherwise not go. And other programs could have a big impact like coffee with a cop in neighborhoods where language barriers or issues with culture or race might prevent an easy relationship with police. Having half a dozen officers and having conversations with community members, it goes a long way when someone knows that they have the Business Card of somebody that they can call when they hear about an issue in the community. Are you preaching to the choir with them. It is important to keep in mind that the teacher or the shop keeper can easily become alienated and frustrated by a lack of communication. And a lack of relationship. And those are the folks you cannot lose. Right. Youve got to have the parents, the teachers who are most deeply invested in the communities working with you. The cooperation says the mayor makes for better policing and a safer community. San jose works, coffee with a cop, ideas that i like hearing. You sat down with all three. Yes. We all have our differences as human beings. What about similaritiesed between the three mayors . Is there a common link that you see. So many common links. When i talked with sam liccard and mayor schaaf and lee, they talked about the issues that are regional. They get together to collaborate on their own. Were working to get them all three together here at ktvu to talk about the fact that what happens in oakland affects san jose and San Francisco as well. Good. They talked a number of times a year in person lets make that happen here. Thank you, gasia. Of course. A good series. Lets bring in Sal Castaneda right now. We heard the mayor talk about his long commute to San Francisco and oakland. How is the commute right now. Were not going to start with san jose. Highway 24 has a problem near the lafayette bart station. An injury crash westbound 24. You see the medics and the Fire Department there blocking the Center Divide and the left lane on 24. This has caused a very big backup on 24 and also on 680. If you drive from concord through walnut creek and get up to this area, youre going to see the traffic not doing very well at all. It is moving very slowly. Now, you look at the bart train. I want to mention bart. Bart has a stalled train at the west oakland station causing delays on the system. This is one of the worst spots to have a stalled train. All of the trains going through San Francisco go through there. It looks like the trains are just stopped here. So we have not only do we have the highway accident but we have trains standing still here. A couple are stacked up because of an equipment problem at the west oakland station. This is not this is not a good morning here when it comes to the commute. All right. Lets go to san jose. It looks like chp is now escorting cars along northbound 101. So some cars are getting through along northbound 101 here. As you pass 280. So some of that relief is coming for drivers on 101, driving through. It looks like they might actually start opening up the lanes. I got a tweet from someone saying why cant they bring in a pump truck and suck the water out . I have to imagine if they could have done that, they would have. There must be a reason. Alex savidge is there and will be reporting from there soon. And this is the freeway. Northbound 101. Let me back up here and look at some of the other freeways. 85 is slow. So is 280 up to the west valley. Traffic has been slow on the 280 up to the foothill expressway. Quite a commute. Bay bridge normal, which is a 25minute delay. Lets bring Steve Paulson in. Any good news or is it bad all around. It has stopped raining. We have seen better commutes in some places. Thank you, sal. Youre doing a great job, by the way. We have a break for the most part. Could be a couple little showers scooting through under mostly clear skies. Pg e says 30,000 customers are currently without power. This began at 5 30 this morning. Crews are still working to restore service and hope to have power back sometime this hour. The cause of this outage is not yet known. New this morning, the city of san leandro is officially declare claireing itself a sanctuary city. It passed the resolution late last night. San francisco and san jose are long time sanctuary cities. Oakland, richmond, berkeley, alameda and emryville have approved similar resolutions. President trump signed an executive order that could amount to millions lost to the sanctuary cities. The white house says the same seven mostly muslim countries will be targeted in the new travel ban but theyre coming up with new language to get it through the federal court. The new order will include exclusions for those with travel visas and green cards and dual u. S. Citizens. A Big Development for south bay drivers hoping to get along 101. The one northbound lane open and when the other lanes there along 101 near the 280 680 split will open as well. Reporter 300 people were evacuated to local red cross shelters due to the coyote creek flooding. Ill tell you what donations are needed. The time is 8 30. Taking a live look at what is happen on 880 and the 280 680 interchange. The cars are driving through. One northbound lane is open on 101. We see the crews are busy picking up some cones. That accounted mean that more lane that could mean that more lanes will open. On the southbound, not a single lane open southbound. We will stay on top of this picture. We have been monitoring it throughout the morning. We have seen some progress in terms of crews getting the freeway open. 101 is still a mess. It is dry but busy out there. Wednesday morning. Im gasia mikaelian. Im mike mibach. Lets get you over to Steve Paulson, with a look at the forecast. It is finally dry. We will get a break for the most part. A little coming down from the north. No widespread or heavy rain expected. Even on the santa cruz coast, there could be isolated showers. It is clear but colder. Thats for sure. Speaking of colder, with the system moving out, the sierra nevada, yesterday we had the winter storm warning. Kirkwood picked up another two feet of snow since yesterday. They just sent that out. Things are quieter here. Although theres a line marching closer to the coast and energy coming out of the northern part of the state. That could fire up showers later on. These are just right there. Theyre very close. We will mention san mateo, santa cruz coast. As the system swings in later this afternoon, i would think Mendocino County, northern sonoma, napa, could be in the mix for shower activity. Overall a dry day. 30s and 40s on the temps. Much colder this morning. We will get more clouds in the afternoon. Next couple of systems will be coming down out of the north. Not as much moisture but a lot of cold air. 50s on the temps. Well, lets see. I guess you have to start at san jose. You could start a lot of places. Thats right. We have a lot going on, steve. We will talk about san jose because northbound 101 in san jose, they have opened up two lanes past 280. Standing past where the standing water is near mckee road. Theyre letting some traffic get through. It looks like it is helping a little bit. Southbound on the left. As we pan to the right, this is the northbound side of the freeway. Northbound 101, two lanes better than zero lanes. And the water appears to have receded a little bit. Chp is closely watching the traffic here. Im assuming, at least im hoping that sometime today the entire freeway will be open. We have equipment out there and also our alex savidge is there. Lets move along and take a look at highway 24. There was an accident near the lafayette bart station. There is a bart train that is stalled at lafayette. They are single tracking around it. Bart has major problems. Bart itself announced that a train was stalled and they have to get trains in and out and around it. This is a big problem for people taking the bay point concord line into San Francisco and out of it. Lets talk about San Francisco. Getting out of the city southbound, driving toward the airport, theres an accident near oyster point. Southbound 101 is a mess. Some people are using 280 out of daly city. If that is your commute, you have more Company Heading south. At this point i would not recommend 101. Look at this. Northbound 101, the lanes are not blocked. Look at the backup on northbound 101 stretching from milbrae to where the accident is. Its because people are looking at the crash. That will happen. Expect slow traffic in both directions. At 8 34, lets go back to the desk. Even people who have lived in san jose their whole lives cant believe the flooding theyre seeing in the northern section of the city. Sky fox took these pictures where water was reaching midway to parked cars. People being evacuated by rescue crews almost waist deep in flood waters. Evacuation orders affect 14,000 people in san jose. We will bring in Paul Chambers at one of the emergency shelters set up for the evacuees. This is anything but a typical wednesday morning, paul. Reporter that is so true. Some people were eating breakfast. Other people left and tried to figure out what to do with themselves for the rest of the day. Red cross Officials Say this is one of two Evacuation Centers set up. Many will spend their morning helping those in need. Take some of the people who are here to pick up some of their medications that we had a difficult time getting last night for them. Some have gone 24 hours without their medications. Reporter she says thats because many people who were evacuated barely had time to grab basic nee visits. After mandatory Evacuation Orders were issued for the southern part of san jose due to the flooding in the coyote creek. Some people were rescued by rafts. City officials declared a low al emergency. They set up several shelters and donations poured into the evacuation center. After many people say they were inspired to give back after seeing the flooding and rescues on television. Besides giving to the people meals, shelter and clothing, the red cross also provides medical service for those displaced and staying at the shelter. We have a couple of nurses onsite. A Water Rescue Team from menlo park is headed to the flooded areas in san jose. The swift Water Rescue Team has been busy in the past couple of weeks. Nine days ago they went to butte county to help with the flooding concerns with the oroville dam. Then they went to the sacramento area to deal with the potential flooding in merced and yuba city. We spoke with the chief about pulling people to safety from flooded areas. The worst we have seen and we have been in was in new orleans in the 9th ward because of the industrial applications they had. You could see the sheen of the oil in the water in new orleans. It was very polluted. Youre hearing the same thing here. It is sewage. It is motor oil. Different things in the water. Those people dont want to get that on their skin if we can help it. The Menlo Park Team may not be needed but the state wants to be proactive, putting them in information in order to help. San jose fire crews say the flood waters from coyote creek are badly polluted. They are urging people who have not had to go through the flooded area to stay away. Several factors make the water very danger glues there could be sewage coming up from the sewer pipes under water. There could be gasoline and transmission fluid from cars that are under water right now and any other chemical that could be in the houses are now in the water. Firefighters say anyone who comes in direct contact with the water should check with medical personnel about decontamination and a tetanus shot. Most of the flooded areas is because of the water being released from Anderson Reservoir right into coyote creek. The waterman engineer says releases began january 9th from an outlet at the bottom of the dam. They sent water over the spillway which had not happened in over ten years. They were hoping to preserve as much Drinking Water as possible. Water levels at the oroville dam are receding. That is welcome news to the some 200,000 people evacuated more than a week ago after damage to the spillways were discovered. This morning, the water level stands at 852 feet. Earlier this month, it peaked at more than 900 feet. Voluntary evacuations were issued for parts of sacramento county. The community of wilton was threatened by a river southeast of the state capital. Residents were just amazed how fast the highway was covered in water. The chp says some people tried to drive across but ended up getting stuck or blowing out a tire by going over hidden debris in the water. A relief shelter was set up to handle evacuees. Some Evacuation Orders have been lifted. It forces 500 people out of their homes in man manteca. The levee breach happened in a rural area. Many are crediting local farmers for discovering the program and alerting others before it grew bigger. Repairs occur on highway 50 where part of the roadway has collapsed. It was one of the two main roadways along with 80 to the entire tahoe area. Yesterday a giant sink hole brought down at least 25 feet of highway 50 east of bridalvale falls. What has gone on is there is erosion down below and the slope is slowly migrating down and affecting the highway up here on top. Interstate 880 is back open in the sierra right now after being shut down due to white out conditions. Donor pass was closed but it opened late last night but chains were required. The eastern span is weathering the record rainstorms well. It needed finishing work last year. Too much rain water was getting inside of the structure. That created concern that the water could core owed the bridges support cables and other componentsed. Crews applied industrial grade sealant to the gaps. And we are very pleased there has not been any flooding, any leakage with respect to all of the rain that has come in the last few weeks. We continue to monitor and were pleased with where we are. And now the camera is facing toward San Jose International airport. Southbound 101 is still completely closed. That water has not receded enough to let cars go through. This is a low point in the freeway to go under the railroad bridge. And after that, traffic is the water is actually what am i trying to say . The freeway is actually lighter or higher, i should say.
