Boulder creek in the Santa Cruz Mountains is over three. Kenfield 2. 3. San francisco almost an inch of rain if not already. Oakland three quarters. Theres a lot more than that. Maybe a little shadowing affect in the Santa Cruz Mountains. Gusts of 50. The wind was a factor about 3 30 in the morning. Again, putting is likely here. I think we will have additional mudslide, down the trees. The heaviest rain looks to be maybe focus between San Francisco and the Santa Cruz Mountains. Believe me, that could go anywhere. It should start to taper off after about 4 00. Isolated areas of four to six, maybe even more than that for some. Marin county being one and Santa Cruz Mountains being the other one. Theres a lot of moisture and the upslope flow could produce, as we say, Copious Amounts in the Santa Cruz Mountains where you could easily exceed 8 inches. Russian river, keep an eye on that. Coyote creek for sure. By the way, that Flood Warning coyote creek goes through thursday. Very deep moisture here. We are just getting started. It will take us throughout the day and into tuesday. Some areas getting some moderate rain, some not getting much. I will finetune all of this in about 10 minutes. We get a break because Government Agencies closed, schools closed. We have people driving in the puddles. I think its a little bit easier to do that when it is dark. Its getting lighter and might help a little bit. Lets go to highway 101 in San Francisco. We will see traffic thats mostly good, but there is going to be a lot of standing water out there still a long 101, especially southbound 101. It doesnt look like its raining here right now. That could give us a bit of a break. When you get to the bay bridge, if youre coming into the city, it looks good. It is light. Holiday light. Again, earlier this morning it looked a lot worse. Right now its actually improved a little bit. Highway 101 is still a mess from palo alto up to redwood city. A couple lanes taken away for flooding. At one point, the entire northbound direction was blocked. Now you can get through. I wouldnt recommend it. I would use 280 instead. The north bay is one of the hardest hit areas. How does it look, paul . Reporter i tell you what, the rain has been on and off all morning long. This is an area familiar with flooding. Back in 2005, this is exactly how high the flooding got at the time. You see right now its not anywhere near that. Businesses are preparing by putting out sandbags and lowering their floodgates. I have done this probably the sixth or seventh time ive done this. Its a lot of work. Every time a major storm hurts, hits, it hurts their businesses. Oftentimes stores have to close their doors because its not worth it. Many hearsay with the flooding being such a reoccurring incident, its time for the county officials to step up. Until then, many places prepare for potential flooding, even the Fire Department isnt immune to it. Crews began securing the firehouse. Markers on the flagpole show how high the water rose in years past. Today crews know they will be responding to a lot of weatherrelated calls so they are adding extra staff. We deal with lots of trees down calls, power lines down, and then we have our standard calls which are medical aid. Ive been monitoring the creek level all morning long. It appears to be receding, dropping nearly 2 feet in the last two hours. Those are the most recent stats were getting from the Fire Departments website. We got here at 4 30 this morning. The creek level was just under eight. Now it is just under 6 feet, so as i said, its lowering. Thats the good news out here. You can see its rushing pretty heavily, but thats not going to be a major issue, hopefully, as the rain is not as hard as it was earlier. , we can dry out throughout the day. I know the rain is expected to continue throughout most of the day and a lot of warnings are throughout the bay area. I knew what you meant. Try to stay dry. Thank you. Meantime, businesses in downtown martinez are not taking any chances. They are using sandbags to protect their stores from possible flooding. This part of main street has flooded during the recent rains. The creek overflowed and the water receded. It left behind a muddy mess on the sidewalk. Reporter emergency officials closely watching the dam as the new storm hits. Water managers say more water is flowing out of the reservoir then is coming in. That means the lake level continues to drop. Its fallen about 50 feet from when water went over the spillway last weekend. Since then workers have been busy around the clock preparing erosion to that emergency spillway. As for the hole in the main spillway, we spoke live with the department of Water Resources spokesman. Last night on the 10 00 news, he told us crews cant work on that yet. We really cant start any work right now because we still have 60,000 cubic feet per second of water flowing down that structure. Until we are through the woods of these storms coming, we cant stop that flow from coming out to allow our engineers to get in and look and see if the extent of the damage. The spokesman also said an evacuation warning remains in effect for people who live downstream. They are hoping with the water theyve been able to release that lake will stay at a manageable level. As we have been reporting, concerns remain about the spillways and deteriorating roads. A lot of these problems we have a series of reports that will run all week focusing on the state of californias infrastructure. Tom will take a look at the condition of our bay area bridges. The storm hitting the bay area are also dumping more water into the Central Valley which is already soaked. Christian is in the studio with us talking about the latest on how its affecting the Central Valley. Reporter you showed at those maps earlier. The storm that we are seeing here in the bay area, essentially, extends from the coast all the way through the sierra into nevada. That means area that are already soaked are getting even more rain in the days to come. Already the San Joaquin River is at the dangerous stage. San joaquin county emergency Officials Say that the additional rain we are seeing now will add further pressure to an already stressed levee system. Resident in lowlying areas have been told to evacuate, and that order covers the San Joaquin River club. That the neighborhood made up of about 800 homes about 10 miles south of tracy. Residents in that area are patrolling those levies themselves keeping a watchful eye ready to put out word if they see any signs of failure. On each and we have tape set out so we can see if the levy is slipping off. Right now we have nothing happening. Meanwhile, the bay area is mobilizing assets to help out is called. Memo park has 14 swift water rescue workers headed to the inland valley. They are spaced strategically. A week ago that was the same team that stood ready near the oroville dam. We continue to monitor water levels in ptolemy county. That reservoir remains full. Officials saying if the forecasts are correct, they will be overcapacity by tuesday and that will likely mean theyll have to release water into the river. They are warning people downstream to prepare for the possibility of letting. As you would imagine, but that much rain we seen in the forecast, there is just no place for this water to go. We continue to monitor those developments and we are following social media because people in the area are tweeting about this. They are sharing via social media whats going on in their communities and we are able to tap into that and get a sense of what people are concerned about. And now we are getting word that there are potholes in some areas that are causing some flat. We will talk about that. This may be the last in the series of what we call deep moisture because the pattern is going to change by the weekend to a colder one, but today its all about rain and a lot of rain. 7 13. Rain is the big story of the morning. We will start with these two pictures. Storm tracker 2 showing green, yellow, orange. Much of the bay area is covered by rain. A lot of us slept through it overnight and woke up to it early this morning. The smaller picture is the story in san jose. Gray skies with rain coming down. The streets are slick. Its the president s day holiday. Good news that there arent quite as many on the roads, but take it easy. In other news, a big merger is called off. There is also some bad news for working women here in california. Pam cook back in the studio now with todays money business. Reporter a lot of Business News this morning. The stock market are closed for the president s day holiday but still have a lot of news to talk about. Craft heinz is calling off their 143 billion takeover bid of a major european company. We talked about this last week, but the company has issued a joint news release yesterday saying that heinz has amicably abandoned the offer. The london based company says its worth more than the 143 billion its offered. It wouldve been the Third Largest merger in history combining heinz product with unilever brands which includes food and also consumer brands. Very popular dove soap and the vaseline brand. New data from the bureau label statistics shows women in california are losing ground when it comes to making as much money as their male coworkers. Statistics show that in 2015 the pay gap between men and women grew in california. That report says the median weekly wage for women was 84 percent of what men were paid, which is the widest gap since 20 since 2002 and a 7000 per year difference. K pay gap also grew in other states but the report did not say why. Rumors are already flying around about the next iphone. Now, it looks like an even bigger screen and more battery life are going to be the main features of the phone. Reports suggest that apple will remove touch id fingerprint recognition from the phone completely. In its place the phone will come with a front facing 3d laser scanner for facial recognition. The new device is expected to come with a hefty price tag costing more than 1000. Why is it so expensive . Analysts say the new led display is said to look much better. Its going to stretch across the front of the phone, but apparently its going to cost apple roughly twice as much is the current lcd display. Also, the new phone we talked about more memory and that is going to cost more because of the strong dollars. So the technological advances. I am hanging onto my iphone format. They are going to have to pry it from a hand. As long as it works. Thats what i say. Im sure many people in the newsroom will get a flashy new thing. And you can have their old phone. Its like im there kid. 7 16. Dave and i were talking about our drive into work. I saw the usual rain and ponding. Thank goodness there were about half as many drivers on the road for a monday. You are right. I thought you had the iphone 5. I think its a four or something. Its one of the old ones. It still works. You are absolutely right about the volume there today. Its helping us out. Let me start off with 280 in san jose. North and southbound it looks pretty good as you drive through traffic wise, but its raining. One of the things weve noticed, obviously, is a lot of standing water. But weve had fewer people driving in the puddles, and thats because there are fewer people going anywhere. Lets take a look at 101 northbound. A couple lanes taken away right near whipple. Traffic backed up for about a mile. The easiest way to avoid this is to use 280. Again, the Traffic Volume is making it so you can take alternate routes and get around rather quickly. If this happens tomorrow, i think its a much different story as steve and ive been telling you. This is a look at the bay bridge. It is not raining there now and its a light commute. Some people do work on the president s day, but most people getting up in their jammies thinking, look at those two pounds at work. My flip phone still works just fine. People are sitting at home dont laugh. I still have, even though its not active, i still have my flip phone. I dont want to throw it away. At one time it was very cool. People probably sitting at home going, look at those guys driving through rain to get to work. Yes, we did. It was pretty bad when i came in. It was rough. Lots to talk about. Flooding likely, trees down. Windy at times. Whats interesting is very calm for some yet is howling for others. In kelsey though, rain is blowing sideways, yet for others its calm and there is no rain at all. We are here in the mix. Its just not going to give way anytime soon. The heaviest rain is to be picking up between im going to say in to 2 00 and decreasing. We had a burst around 3 30 in the morning. It has let up now, but i expect it to pick up here maybe isolated areas of nineinch amounts. Some of the rain totals, saratoga almost an inch and a half. Woodside has had over an inch of rain. Boulder creek, three. Santa rosa 1. 75. San jose says a third. 424 hour the month of february has given us 21. 58 inches of rain. 228. Gusts of 50 for some. We do have wind advisories and a high wind warning. I think it will eventually. The deeper moisture still on its way here. For some it will be a steady rain. For other there is heavyduty rainfall, depending on where the main plume set up. Thats kind of the key. There are many issues. There is flooding there. The lake simply cant take much more water. Unfortunately, youll have it today and tomorrow. Then you will get a break. Some areas around American Canyon out to fairfield, maybe fairfield, some of that picking up a bit. Richmond back over toward tiburon and the golden gate and four livermore hills, you can see some. Now its picking up closer to the radar site. Redwood city, Half Moon Bay over toward stanford. Some pretty heavy rain down toward san jose. In the Santa Clara Valley as well, some pretty heavy rain. I still say at the end, Santa Cruz Mountains, somebody is going to be the leader of the pack there. Alarm system again. A mix of snow and rain in the sierra but also torrential rain for some. High wind warning is out. That is in the fuchsia, if you will. In the green, Flash Flood Watches are out. For others the wind has cranked up here. We would just continue to go with that look at the moisture source. There might be a break for a while. Once this sets up, it may lift to the north but then its going to slide south. This is just one forecaster talking. It looks to be about San Francisco to san mateo over to the east bay. Right now it seems to be lifting north. I do think it will stall out a little more toward the peninsula and east bay later on. The parent low has to rotate through. Once that does, things will come down. That will not be till tuesday night. Wednesday, thursday, friday look okay. A different twist here. The system dropping down saturday coming from the north. It will be colder and hold less moisture but we will still get more rain. If san jose its that much, santa cruz will get nine. 50s on the thames. 60s maybe but thats not really the issue. Heavy rain for some. We will get a break wednesday, thursday, friday. You say we havent had much cold air lately. Just you wait, my friends. Its coming in saturday and sunday. There are signs of a big storm in early march as well. Im not making it up. 7 22. There are signs President Trump is about to issue another travel ban up next, why this one may be able to survive legal challenges. Welcome back to mornings on two. President trump access expected to issue a controversial order on his travel ban. After losing a couple rounds with the first travel ban, the president reportedly is about to sign a new executive order that would be more narrowly divided. Travelers from the same seven countries would be temporarily banned from coming into the u. S. But there would be exceptions. For green card holders, dual u. S. Citizens, and people who already have a u. S. Travel visa. The federal courts argue the president exceeded his authority with his earlier ban. Today british lawmakers are debating whether President Trumps visit to london should be a state visit or not. People opposed to trump say they will demonstrate during the debate. During state visits, the queen is considered the official host. The 1. 8 Million People signed an online petition saying a formal state visit would cause embarrassment to queen elizabeth. Lawmakers will also consider a petition in support of the state visit but neither vote is considered binding. The president is expected to visit Great Britain later this year. Vice president mike pence is meeting with european leaders today. Hes attending meetings with European Union and nato officials. This morning the Vice President said he is looking forward to deepening the u. S. Relationship with the european community. Many european leaders have been skeptical about a continued u. S. Commitment to europe following negative comments by President Trump about the European Union. U. S. Defense secretary jim matus is in iraq this morning on a trip that was not announced ahead of time. Hes talking to officials in baghdad. Assuring the u. S. Does not want to take iraqs oil despite an earlier comment from President Trump. The secretary is in iraq as Government Forces are trying to take back the western half from the Islamic State militants. The u. S. Is backing the military in the fight. He expects that relationship to continue. But there is no doubt from my discussions today the iraqi people, the Iraqi Military, and the iraqi Political Leadership recognizes what they are up against and the value of the coalition and the partnership in particular with the United States. Secretary matus says some of the progress by the government can be seen during protests against the baghdad government. He says the military is protecting people demonstrating against some Government Policies keeping them safe for people who support the government. 7 27. Claims of sexism and harassment at uber. Coming up, allegations being made by former employees and how the companys ceo is responding. The slight break we saw on highway 17 from the weather is over. Starting to rain again and with the rain weve got some fog. After the break, the conditions you will face on the road here in the south bay. There is a place where magic will fill you with wonder and always leave you wanting even more. Because one day just isnt enough. Here, there is magic for days. 7 30. Taking a look at sfo. There delays, cancellations. The story not quite as bad over in san jose or oakland, but 69 cancellations. 67 delays at sfo. Oakland and san jose not reporting either. We do expect that could change because the rain is staying with us. This president s day holiday,. Its raining and its cold. Steve said it would be. Steve is in his office right now. The rain starting to pick up again. By the way, you to match. We try. We do have some of that rain coming from areas that have let up for an hour or so. I think now we are starting to get into the soup, if you will. I think it will go from about 8 00 a. M. Till 2 00. Kevin hart in for still. In 18 hours there have been some pretty good amounts in the Russian River and the Santa Cruz Mountains. An isolated area of eightinch to nineinch amounts would not surprise me between now and tomorrow morning. Gusts of 50. Although for some theres not much of a breeze at all. What issues, Power Outages, downed trees. I just dont see any way around here. These are all in focus here today for obvious reasons. We did get a little bit of a break. There was a surge that produced heavy rain and strong wind gusts, then it let up for some. I see some very deep moisture here beginning to approach and now the key will be lowlevel jet streams starting to work its way closer toward us. That will enhance a lot of this. Starting to fill in rapidly. I think this will be the source of our heavy rain. I know theres heavy rain and for break. I know theres areas around lake county where its coming down. Very windy in kelsey though. Rain picking up in parts of napa county. Now back over san pablo bay. Also from hayward and on the peninsula as well. Redwood city, san mateo. You are closer to the radar site. Looking at a composite image. Still some of that rain. Here is the area we are concerned about. High wind warning is out. Flash flood watch, yes. I think there will be some urban and strong flood advisories. Watch for a blustery day, even though its not that bad here. I do expect that to pick up as the system inches closer. Look for a lot of rain here today and for some i think easily 4 inches to 8 inches of rain in an hour. 7 33. Do you have any good news or is it getting worse question work. Its getting a little better because people can see better. Lets go to the east shore freeway. Its not a typical commuter day. Most people have the day off. Some people coming back from the long weekend. If you are coming over 80 and 50, i would advise you to get going early. This is a look at the mark arthur mays commute. 18 minutes. When you get to the bay bridge, youll see the traffic is light. Earlier we had people driving in the standing water. We have a little less of that but definitely we do have standing water and flooding in many areas. Lets talk about the commute here on 101 in redwood city. Couplings taken away near whipple because of flooding. Its going to cause a slowdown. I would use el camino or 280 instead. This morning weve been monitoring the roads in Santa Cruz Mountains. Jesse gary is live on highway 17 near the summit. What does it look like there right now . Reporter that break that i was enjoying about an hour ago, thats over. You remember that it wasnt raining and it wasnt so bad. Now the rain has returned and with it weve also got fog. I will move out of the way. You can see weve got fog, but look at the pace of these cars. This is what i want to get to. Its a holiday and because that traffic is lighter but because of that people want to make up some good time. They are just barreling down the 17 headed south towards santa cruz. They are just racing down this hill, and that can be dangerous because of the amount of water on the roadways. If we can, lets look at our video. We shot this a little bit ago. The opposite direction. This is heading north on 17th just to give you an idea what you are facing as you make your way over the summit and down toward or up towards santa cruz. But theres a lot of water, particularly if you are coming down the hill, because the water is rolling down the hill from all of this rain. Theres putting and pulling on the roadway. If you have that, you can spin out and have an accident. We talked with the sergeant of chp a short time ago. Many drivers are spinning out because of the water on the roadways, and then a secondary hazard is once an initial vehicle has spun out or collided with the wall, secondary vehicles are striking the vehicles that have spun out in the roadway. And point in case, there have been two accidents on the 17 this morning. When you are looking at right now. This is the first one between 12 45 and 1 30 in the morning. This is on bear creek and redwood estate. There was another crash about an hour and a half ago. Be mindful. I know its a holiday and theres not a lot of traffic out there, but that doesnt mean you should race. Take your time because if you had one of these areas where there is ponding or pulling on the roadway, very easy to lose control. As a matter of fact, we drive in a big, heavy news van. This is like 10,000 pounds, and we had an area where the water was pulling and we kind of fishtailed a little bit. So be careful as you are headed out this morning. We are live on the 17 at the summit where the rain has returned. Starting to rain harder. Its expected to have more all day. Im feeling for you. Thanks a lot. 7 36. In Colusa County, people getting ready for more rain there as they deal with the aftermath of flooding from the last storm. Floodwaters reached several feet in maxwell forcing more than 100 people to evacuate on saturday. Many came back home yesterday and spent the day cleaning up. One Restaurant Owner says water was kneedeep in her restaurant. Sandbags were filled yesterday for anybody who needed them but some people worry it may not be enough. We have seen several reports of big trees coming down for roads all over the bay area, including this big tree in San Francisco. It fell about 3 00 this morning on golf street near market. At last check, it was still blocking golf street. We did call San Francisco police. We are waiting to get an update on that tree now. Meantime, three kayakers in marin county were rescued from strong winds and dangerous currents. The wind was just too strong. A rescue team that included a helicopter came in, reached them, and took them to safety. In Southern California now, at least five people have died in the latest round of storms. In Ventura County, a man in his 20s was swept away by a Russian Creek on friday. In San Bernardino one person was found dead inside a fully submerged car. In sherman oaks, 55yearold man was electrocuted one of trees brought down live power lines that hit his car. In san diego two people died in vain related car accidents. Take a look at the 20foot sinkhole in los angeles firefighters were able to rescue a woman from the first car that was inside. Thankfully, even though we did see it drop on live tv, the man in that second car was able to get out before his vehicle fell into the hole with the windshield wipers going. A scary situation for People Living on the street. Just up the coast, students had to be evacuated over the weekend because of any rolling hillside. They saw more than 3 inches of rain from thursday through saturday and that made the hillside very unstable. More than 270 students were evacuated. Many students were not in town because they left for the long Holiday Weekend. Its not yet clear when students will be able to return. They have been offered temporary housing elsewhere. 7 39. More than three people have no power in saratoga where a tree fell over overnight. It happened about 3 00 this morning. We are told the tree fell into the yard of a home and it also took down power lines with it. Downed power lines may cause a lot of problems and other areas. They are warning you to be very, very careful. Also, the sierra is seeing a record amount of snow this year as you know. At Kirkwood Steve resort, more than 4 inches of snow fell sunday. They saw studies know over the weekend and more is expected throughout the week. Season total right now is 501 inches at the summit. You can also log on to ktvu. The engineer described the harassment in a recent blog post. She claimed the manager openly propositioned her for sex, but she says when she reported it to the Human Resources department, she was ignored and told it was the managers first offense. She later found that other female coworkers had reported the same supervisor but that their complaints were ignored as well and they were also told it was the managers first offense. She also claimed that she was passed up for promotions because of her complaint. She says many women left the company because of alleged sexism within the organization. Now, in response to the blog post, the ceo tweeted, whats described here is against everything we believe in. Anyone who behaves this way or thinks this is okay will be fired. He also says the company will conduct an urgent investigation. 7 41. The smart train dreaming up with lyft to offer discounted rides for people going from rail stations to their jobs. The smart train commuters going to work in the same direction will be offer subsidies to use lyft if they share the ride. The Transportation Authority of marin approved the sixmonth pilot program. It could start sometime this spring. The first phase will go from san rafael to santa rosa. 7 41. A new Study Confirms what you already know. San francisco has some of the worst traffic in the world. San francisco rent number 4 on the list of the most traffic congested cities. Los angeles came in number 1 followed by moscow and new york. The study says San Francisco driver spend an average of 83 hours stuck in traffic last year. 7 42. Keeping a close eye on the oroville dam. What crews are saying about the water flow into the dam and the concerns because of this latest storm. Severe weather in texas. The damage it caused overnight. It affected more than 150 homes. It is not an untypical commute day, but there are some traffic issues related with the weather. We will tell you where they are and what areas you can avoid. A little low for a bit, but it sure looks like from about the peninsula sfo san mateo to the Santa Cruz Mountains, some of the heaviest rain on the way from 10 00 a. M. To 2 00 p. M. For all of us had to go to work this monday morning on president s day, the roads are very slick. First of all, Storm Tracker 2 with that green moving through. The other picture of San Francisco. Gray clouds above the white city. Lets move to texas where we hear reports of a possible tornado that touched down in san antonio late last night. It damaged more than 150 homes. At this point, firefighters say only minor injuries have been reported. Crews plan to be out there today looking at the damage. The sum of 40,000 homes and businesses are without power in the san antonio area alone. Meanwhile, north of austin strong storms overnight caused a train to partially derail. 7 45. Prize military metals stolen last week during the Lake Oroville evacuations have now been returned to a man. Take a look at the photo. It shows police returning 24 military metals to mike pomeroy. One of those metals was a purple heart. He earned it as an army medic during the vietnam war. The metals were stolen last week while he and his wife were the rat were eventuated. Investigators say it appears the thieves dumped the metals in the back of a parked truck in front of a church. When the owner of the truck found the metals, he called the police. Two women and a man were later arrested in connection with the case. 7 46. I had someone on Facebook Live mentioned they are looking forward to the morning commute because there arent that many cars on the roads. I said, slow down. When we are stuck in traffic, we have to slow down, but you pointed out a problem that comes with this light commute. Thats right. People driving fast because the roads are wideopen. Sometimes they get into more serious crashes because theres no one to slow them down, if you will. Right now if youre heading out, lets look at some of these pictures. You can see traffic is going to be mostly wide open, but its raining and the accidents that happen tend to be more serious. People are going faster. A lot of solo spin outs out there. Please give yourself extra time wherever you are going. Some people coming back from a long weekend today and that things traffic may get busier in the afternoon. Some of the rain beginning to pick up here after a long maybe for an hour or hour and a half. Other areas it continues to go. Some of the heaviest rain could be Russian River. I still think its around Santa Cruz Mountains. If you must know, gfs looks to be around the peninsula. Sfo to the Santa Cruz Mountains looks to be the source of the deepest moisture and where that stalls out. If you must, its the atmosphere river. Some people sick of hearing that thats what everyone is saying. Thats where the deepest moisture is and the best dynamics will be. Flooding is likely. Windy at times. Not for all. From many reports i am getting, it is howling up in lake county. I understand for some there is the heaviest rain coming in i think around 8 00 a. M. To 2 00 p. M. It doesnt mean areas north and south wont get heavy rain. I just think the focus will be the peninsula to the east bay. Some of the highresolution models are latching onto that. It could bounce around. Its just too hard to pinpoint. Some of the deeper moisture showing up offshore. This is where the heavy rain is back. Some areas will get too much. Its on its way. This is extremely the amount of moisture here is just off the charts. Thats continuing to filter through. Lets face it, every system that has come by has produced rain this year. This one is in the top five. Now, it is just rain, rain, rain, but it can add up and add up and thats what we are seeing. The heavier moisture looks to be around livermore. Heading over to tracy. Some breaks. We make it areas where its cloudy and there is no rain. It will pick up pretty fast. This is Santa Cruz Mountains, scotts valley, boulder creek, and also into lexington reservoir. This looks to be one of the heaviest. The sierra is a mix of rain and snow. South lake tahoe says snow last hour. Truck he and other locations seeing rain. Its a pretty warm system here. Winter storm warning is out for the sierra until tomorrow night. High Wind Warnings out. We have Flash Flood Watch is out. We have a wind advisory and there are many areas that continue for Flood Warnings. Also out toward the causeway or bypass and also toward coyote creek. These are all areas in focus here. A warm system. Still a decent breeze from the south. Some of this is going to pick up. Its not too bad here but Higher Elevations are going to take the brunt of that. Watch. The wider the tops, the colder the tops. What you need is the low level jetstream. It looks like thats coming around 5000 feet. That will enhance the precept. The plume of moisture looks to want to be in the north bay, but its going to drop southward , and thats the key here. We can get the low to rotate through which will be until tuesday night. There is moisture here. Now its on its way to visit us. Right there. Thats what we are worried about right there. If it starts raining heavy in the north bay and stalls out, thats where its going to last for a while. As it does, well see isolated areas. Six to 8 inches of rain. Sierra, nevada also between now and say wednesday. There could be some nineinch amounts. Anderson, of course. Some of these out in the valley cannot take much water. They have already taken as much water as they can take. These are areas to keep an eye on. Santa clara valley, was left on there. Anderson has the gates open since the ninth of february. Clearlake is a huge issue that shouldnt be overlooked. They cannot get that water out fast enough. They are using vacuum trucks to try to suck up the water. I dont see it Getting Better till wednesday. All right. Thank you. 7 52. Outrage in Sonoma County. Three flags stolen from a Veterans Memorial in santa rosa. In oakland, young men and women are getting a jumpstart into a possible Law Enforcement career. We were given an inside look at the police cadet program. Its a parttime program. They train and Pay High School seniors and College Students who want to become police officers. The Program Includes learning police codes and driving skills and getting physical training. That looks to come into play here. There have been reports of heavy rain. Certainly into parts of Russian River, marin county. Right there the flash Flood Warning goes until 1 30. Boulder creek, highway nine, san lorenzo river. Again, that issued by the National Weather service here. I think the deeper moisture and heavier rain is just off shore. Its going to work its way in. Around San Francisco, sfo, down to the Santa Cruz Mountains. It doesnt mean theres not heavy rain other places. There certainly has been in parts of very windy conditions up there. Some areas in the east bay a general light rain. I went it will pick up later. There are a few breaks on the peninsula. Also in the santa cruz where they are just right for all to have rain and snow mixed. Winter storm warning. We have multiple warnings for wind, flood watches, Flood Warnings, and that extends into the sierra as well. All right. What do you see . We do see the traffic is going to be busy. If you are driving around the bay area, traffic at the toll plaza is going to be light, but what we have to talk about his highway 101. These are the things happening. 101 in redwood city is down to a couple lanes here. A couple lanes taken away because of flooding. Caltrans is out on 101 northbound trying to work on the storm drains. This would be it. They are trying to unplug it so the water has a place to run off. Thats why they are still out there. Earlier this morning when it was raining hard, they had to close all the lanes because the drain wasnt working on the freeway was full of water. They are trying to get to the bottom of it. Until they do, those lanes will be taken away. We are getting a little break. The volume is lighter than usual on this holiday. Lets move along and go to the bay bridge. It stopped raining right now. Traffic continues to be just okay. The rest of the east Bay Community doesnt look bad either. This is a look at the south bay now. North on 280. Traffic was good getting to highway 17. The rain can cause problems in other lowlying areas. People across the north bay used to that. Marin county is taking steps in case there is flooding. Paul chambers is live. How does it look now . Reporter i tell you what, its been raining on and off all morning long. Right now its not raining so badly, but the Marin County Emergency Operations Center activated about an hour ago to prepare for the winter storm. Thats major cause for concern for many businesses downtown. Theyve got the sandbags out and they also have the floodgates down. They say this is preventing the flooding, but it also hurts their bottom line because sometimes it prevents customers from coming in. Back in 2005, customers were not able to come in. This is how high the floodwater came at that time. Thankfully, you can see its nowhere near that. According to the Fire Departments website, its actually about 2 feet below the 8. 14 warning level but still many businesses out here and the Fire Departments were prepared for the winter storm. Basically, they plan to be out here today. They will work with down trees and power lines. They are expected to help out with medical calls. They decided to add more people on staff because they know what the Winter Weather like this they have to have more calls so they had more fire officials out there at the ready. Thank you. Emergency officials are closely watching the oroville dam as the new store makes its way through northern california. Right now water managers say more water is flowing out of that reservoir than flowing in. That means the lake level continues to go down. It has dropped about 50 feet from one water for started to flow over that emergency spillway. Workers have been busy around the clock repairing erosion. As for the huge hole in the main spillway, we spoke live at the spokesman from the department of Water Resources last night on the 10 00 cruise. They cant work on the main spillway just yet. We really cant start any work right now because we still have 60,000 cubic feet per second of water flowing down that structure. Until we are through the woods of the storms coming, we cant stop that flow from coming out to allow our engineers to get in there and actually look and see the extent of the damage. The spokesman also said an evacuation warning remains in effect. For people who live downstream from the dam they hope with the water they have been able to release over the last few days the lake will stay at a manageable level. Meantime, inmates transferred to a Detention Center in Alameda County because of the Evacuation Orders are now back in butte county. The sheriff says the county jail will be back to normal operations today and said video visitations will be available. Those who want to visit inmates in person will have to wait until saturday. As we have been reporting, concerns remain about the oroville dam spillway and deteriorating roads after recent rains. We are launching a series of reports today that focuses on the state of californias infrastructure. Today he looks at the condition of california ditches. That means areas that have had a lot of rain already are subject to localized flooding and that increasing risk to levy and dams that they could possibly fail. The San Joaquin River is at the dangerous state already. San joaquin county emergency Officials Say the additional rain will add further pressure to an already stressed levee system. Residents in lowlying areas have already been told to evacuate. That order covers the San Joaquin River club. At the neighborhood made up of about 800 homes about 10 miles south of tracy. Local residents in the area are patrolling those levies themselves hoping that they hold. So far we have had one little spot that we had to do some repair on. We took care of that. We are in good shape. Meanwhile, the bay area mobilizing assets to help out if called upon. Memo park has 14 swift water rescue workers heading to the inland valley. They are staged. A week ago that is the same team that stood ready near the oroville dam. Meanwhile, we continue to monitor water levels. The reservoir like many around the state already brimming full. Officials are saying if the forecasts are correct, and its looking like they will be cassidy on tuesday and that will likely result in them having to release water into the river. They are warning people downstream to prepare for the possibility of flooding because as you know, there is already so much water in the system. Theres simply no place for the water to go. Coming back from the sierra, i despise you to give yourself plenty of time coming down the mountain. Driving in marin and Sonoma County, we do have some problems. Highway 37 remains shut down on 37. Highly 121 and highway 12 closed right now because of flooding. So flooding in many places. 8 17. Lets go to steve. We do have some areas not getting any wind or hardly any rain at all. If you combined the wind, that as more to the issue there. There is a flash Flood Warning out. Goes until 1 30. That means its happening. There is also a general area of flood advisory for the entire Santa Cruz Mountains. Thats the main focus. That will go again until this afternoon. Some of that heavy moisture beginning to show itself here offshore. Looks to me like the heaviest moisture is in the north bay but it will start sliding southward here eventually, and i think around 10 00 to 2 00 around San Francisco, sfo, down to the Santa Cruz Mountains, looks to be the source of the heaviest. It doesnt mean other areas arent going to get a lot. Clearlake, youre just trying to get rid of it fast. Rain will continue up there. Moderate to heavy at times for some. Some areas getting pretty good rain. The Russian River now some areas approaching 3 inches of rain. Picking up between santa rosa and petaluma and into marin county. Picking up here. I think the heaviest is beginning to show itself by coming in on the peninsula, south San Francisco. San mateo, Half Moon Bay, and now down toward peninsula and the Santa Cruz Mountains. I think this is the area we need to keep a close eye on for obvious reasons. They could get some tremendous moisture out of this pattern. Rain and snow mix for some. There is a winter storm warning out there. Here again is the flash Flood Warning along with the flood advisory. There is a flood advisory as well from about san mateo, sfo northward. That goes all the way to the north bay and even out to parts of Solano County and napa county. Now there is a Flood Warning on highway 37. I cannot keep up. The entire area under a Flash Flood Watch. We also have a high wind warning for the hills and a winter storm warning for the mountains. Did you catch all that . 50s on the thames. These are mild, warm systems. They come from the west southwest and they have a tap that goes to the tropics. Some of the breeze is not that strong. Others its been roaring. 32 up in truckee. If you are headed up there today, it would not be a great day to go although most of it is rain. Look at the moisture. This continues well to the west southwest. Here looks to be some of the deepest moisture but it will start sliding southward. If it spells out, then we are really in trouble. This low will eventually start tracking and sending in right there. Starting to get the lowlevel jet in here. Here is your computergenerated forecast. Heres 10 00 a. M. Now, that doesnt mean its right. Thats where the energy looks to be focused the heaviest and slowly sliding southward through the afternoon eventually moving south by about 6 00. I think thats a little fast to be honest with you. We keep some rain going through tuesday and tuesday night we should be done. Wednesday, thursday, and friday looks to be okay. A stronger, colder system looks to be moving in by the weekend. That will not have as much moisture but it will pack a pretty good punch with cold air and lower snow levels. 50s on the thames to 60s. Today is the main rain day. There will still be some on tuesday, clearing out wednesday, thursday, friday when a cold system looks to drop in on the weekend. They just keep going. So this was just issued by the National Weather service. A flash Flood Warning until 12 15. I think between about 10 00 a. M. And 2 00 p. M. Looks to be the heaviest year. Lets not forget Santa Cruz Mountains. Flash Flood Warning until 1 30. The entire Santa Cruz Mountains area under a flood advisory. Its not just a Flood Warning but it is a flood advisory. Very, very deep moisture. If you have a barometer at home, you probably touched about 29. 14 or 15 on friday. Its amazing. Amazing ride here, but the moisture coming up from the west southwest in advance of the system which will eventually get here, but just tremendous what we have seen between friday and monday. Have a deep moisture beginning to intensify. I still think the peninsula over to Santa Cruz Mountains looks to be the heaviest. It doesnt mean other areas arent going to get other heavy rain. Some locations its not that bad. Theres not much of a breeze but its a gentle area of rain and now you are seeing two to three inch amounts showing up around the river and also into marin county. Looks like its picking up. My focus has been about sfo, san mateo to the Santa Cruz Mountains and over toward hayward, san ramon, livermore. That seems to be the focus. Some of the forecast models leaning in that direction. Redwood city over to fremont to the peninsula and into the Santa Cruz Mountains. A three plus amounts starting to happen pretty fast year. Up in the sierra, rain and snow mixed but theres a winter storm warning out until tomorrow. For other areas theres also a flood advisory now for the north bay in parts of the peninsula. I could go on, but i think you get the message. There are slides out there. There is flooding. I just got a tweet from someone saying that highway 84 she drove it open from 84 to 35 skyline and single lane because of debris on the roads. So a lot of roads are down to it because of the wet weather. Lets start off with highway 24. What youll also notice is a lot of people have the day off today. Actually, we are starting with a video of northbound 101. I just found out these to left lanes are still closed and thats because of a drain issue northbound 101 at whipple. You see the workers are trying to clear the drain. When it was raining hard, the water was piling up so fast that they had to close the lanes. Hopefully, they will make some progress here but right now the two left lanes are closed for them to continue this work. Now i want to talk about the volume of traffic. This is a live picture on highway 24. It looks good. A lot of people have the day off and probably a good idea not to be driving unless you have to be. Bay bridge toll plaza non commute like. We have also been monitoring the Road Conditions in the Santa Cruz Mountains. Jesse gary is live along highway 17 at the summit. What is the traffic like right now . Reporter good morning. Not too bad, because of the holiday, as you said. Traffic is light. The problem is people are driving extremely quickly because traffic is light. We are at the summit on 17. As you head toward santa cruz heading south, they are just barreling down the roadway. It can lead to traffic troubles, including accidents because of the standing water on the roadways. Lets take a look at the video. This was the first of two accidents from earlier today here on the 17. This one was on 17 between bear creek and redwood estate between 12 45 and 1 30 this morning. This is kind of a bit of a pain this morning here on the 17 where vehicles are crashing and it can lead to another crash. One of the problems because of the rain on the roadways, you get water thats tooling, particularly coming down the hill. You can hit a pool of water or ponding, if you prefer that term, and you can hydroplane and crash. Thats one of the things php says he is warning drivers about this morning. Many drivers are spinning out because of the water on the roadways, and then a secondary hazard is once an initial vehicle has spun out or collided with the wall, a secondary vehicle is striking the vehicle that has spun out in the roadway. There was a crash earlier this morning on 17. That was probably about three hours ago. If youre headed out, please bear in mind even though its a holiday and even though there is less traffic on the roadway, the roadway is very wet. It has been raining out constantly for probably the past two hours or so, so the roadways have a lot of standing water, especially if youre coming down the hill on the 17. They are that in mind. You can hit an area where the water is ponding and hydroplaning and have an accident. Also, a lot of fog. Not so much on the flats as you head up the hill, but once you get to the summit, a lot of fog. As i said earlier, the rain is falling. The Colusa County where People Get Ready for more rain as they deal with the aftermath of flooding from the last storm. Floodwaters reach several feet high in the axle forcing more than 100 people to evacuate saturday and many returned home yesterday and spent the day cleaning up. One Restaurant Owner says the water was kneedeep in her business. Sandbags were filled and ready for anyone who needed them, but some people were worried it may not be enough. We have seen several reports of trees down on roads throughout the bay area overnight. That includes the situation. A downed tree that fell at about 3 00 a. M. Near market. At last check, the tree was still blocking traffic on goss. We did call San Francisco police for an update. As soon as they give it to us, we will bring it to you. Businesses are not taking chances. Using sandbags to protect their stores from potential flooding. Hymnbook creek also overflowed. When the water receded, it left a muddy mess on the sidewalks. Kayakers were rescued from strong winds and dangerous currents. They were camping over the weekend and try to cross the bay but the wind was just too strong. The rescue team that included a helicopter reached them. You see they are being brought to shore safely. In Southern California, at least five people died in the last round of storms in Ventura County a man in his 20s was swept away by a creek on friday. In San Bernardino county, one person was found dead inside a submerged vehicle. In sherman oaks a 55 euro man was electrocuted when a tree brought down live power lines onto his car. And in san diego, officers say to people died in rain related car accident. A 20foot sinkhole in los angeles could take weeks to repair. Two vehicles went into that hole on friday. The second car fell into that sinkhole on live television. The man in that car actually got out before it fell in. Firefighters rescued a woman from the first car that went in. She suffered minor injuries. And students in a dorm had to be evacuated over the weekend because of an eroding hillside. They can offer temporary housing elsewhere on campus. More than three and a people without power in saratoga where a tree fell over overnight. This happened about 3 00 a. M. A tree fell into the yard of a home taking down some power lines along with it. Downed power lines could cause problems in other parts of the bay area as well. Pg e is warning everyone to be careful. If your vehicle has come into contact with a downed power line, we want to let our customers to know to stay inside. The safest place is in your car. The ground around your car may be energized. Honk your horn. Roll down your window and yell for help, but make sure to warn others to stay away. They also say you should have flashlights and batteries at your home at the ready in case your home loses power. We will stay on top of the storm throughout. Uber ceo has opened an investigation into claims of Sexual Harassment made by a former engineer. The engineer, susan fowler, described the alleged harassment. She claims a manager openly propositioned her for sex but she says when she reported it to the Human Resources department, she was ignored. She was told it was the managers first offense. She claims she later found other female coworkers reported the same supervisor but their complaint were ignored as well. They were also told it was the managers first offense. She also claims that she was passed up for promotion because of her complaints. Many women left the company because of alleged sexism within the organization. Crews plan to be out today looking at the damage. At this point, there are nearly 40,000 homes and businesses without power in the san antonio area alone. Meanwhile, north of austin strong storms overnight caused a train to partially derail. The sierra seeing a record amount of snow this year. At kirkwood ski resort, more than 4 inches of snow fell on sunday alone. They saw studies snow over the weekend. More is expected through the week. They tried to clear some of the drains that make the water go away. Traffic isnt too bad because of the light volume. At the bay bridge toll plaza, we havent had a commute. I just want to warn you, if you are having friends coming from the mountains for the Holiday Weekend, they might be a little late or you might want to count on them taking a little longer than usual to make that drive from the tahoe area back to the bay. 8 46. Flooding likely, and flood watches or warnings coming in fast and furious here. Trees coming down now. They dont need much help anymore. Much like certainly a possibility. The wind has not been effective for some. It has been for others. Nothing compared to what we saw on friday. Tremendous difference in the pressure between friday and today. Thats for sure. I still think the heaviest rain coming in right about now. Right about now until 10 00. Then it should start to taper off a little bit. I will maintain the course here, if you will, and that looks to be about sfo, san mateo to the Santa Cruz Mountains. That looks to be the focus of the deepest moisture. Mill valley an inch and a half. Boulder creek and ben loman in the Santa Cruz Mountains now both over 3 inches plus. Santa rosa closing in on two. San francisco should have an inch by now. San jose coming in at a half inch but theres other areas with more. The key here is the topography or what we call the upslope. Again, this moisture holds tremendous amounts of water. You combine that with a very strong lowlevel jetstream and you can take the moisture, cool it, condense it, and get heavy rainfall. Already at 3 inches. Flash Flood Warning is out. That goes until 12 15. Now, thats for petaluma. I just saw that there is a Flood Warning out for part of Sonoma County now that go until tomorrow morning. Boulder creek, santa cruz, that goes until 1 30 this afternoon. Some of this moisture beginning. This is the one people say, where is it . Its on its way. Some areas to the north getting heavy rain. This is where i think the focus is going to be along the peninsula. Not that there will be heavy rain up north, because there some areas getting pretty good rain. Others not so much. Parts of the north bay, they will have their fair share. Things are beginning to do what we thought would happen. Thats a line stretching from the east bay over fremont and back over to the peninsula. Maybe San Francisco south over to the peninsula. There it is right there. The last view, this is the plume that we dont want to stall out but i think thats the source of the really heavy rain here and multiple issues. I will say san mateo, sfo. We have a winter storm warning out for the sierra. Some rain and snow mix, although it looks like the snow is coming down a teeny bit now. An aerial flood advisory for much of the north bay and parts of the peninsula. Of course, out to the valley there are multiple issues and also down toward coyote creek we have a Flood Warning there and a Flash Flood Watch for everybody. There is a high wind warning. It might come in later. A wind advisory. Up in the mountains, a warm system. Dont get used to this because there signs of a cold system dropping in on the weekend. Until then, we will stay the course although its nothing compared to what we had friday. 32 up in truckee. 57 monterey. There is your sierra snow with the mix of rain in there. This is what we are concerned about right there. Its beginning to show itself. I think the heaviest rain again is on the peninsula. Rumors swirling about the next iphone which will mark the tenth anniversary of the iphone. Analysts say it will have an even bigger screen and more battery life. Some reports suggest apple will remove the touch id fingerprint recognition from the next phone completely. In its place the phone will come up with a front facing 3d laser scanner for facial recognition. All of these changes are expensive, so the new device is expected to come with a hefty price tag of more than 1000. Snapchat offering its high tech sunglasses online. They are called spectacles. They allow you to capture 10 seconds of video and save it. From there you can edit the video and share it with friends. Until now, you might remember those spectacles were only available through those vending machines. They started on venice beach. The cost 130. They are also being sold on ebay for as much as 900 if you just have to have them. Imagine a world where robots are paying taxes. Thats what bill gates is suggesting. In a recent interview he says robots that take the place of human jobs should have to pay their fair share of taxes. The money could be used to Fund Projects like taking care of the elderly, helping people find jobs, or helping kids in school. Those metals were taken last week while he and his wife were evacuated from their home. Investigators say it appears that the dump them in the back of a parked truck in front of a church. When the owner of the truck saw the metal, he called police. Two women and a man were arrested in connection with this case. Theres a lot of anger. Three large flags were stolen from the Veterans Memorial auditorium in santa rosa. Last week someone broke the flagpole lock and ran off. Workers at the auditorium noticed right away they said getting the planes down is not something that can be done quickly or easily. Now the community is coming forward to help. A lot of calls about people wanting to donate to the vets and give the flags back. Is something everybody cares. They want to come together and make it right. Two young men and women getting a jumpstart on a possible career in Law Enforcement. We were given an inside look at the Oakland Police cadet program. Its a parttime program that trains and pays High School Seniors and College Students who want to become police officers.
