Developing news in the Santa Cruz Mountains where theres a manhunt for a bank robber on the run. Last night he may have threatened a woman with a knife. Authorities believe he was seen los delavagos area. Reporter this man was last seen in on locust drive and they told people in the area they needed to secure their homes.  its unknown where this man is hiding at this hour. Authorities spent the night looking in the los gados area. The latest update is they received a 911 call at 10 00 last night from a man who says a man broke into her home on locust drive and held a knife toher. The suspect took off in the womans van and dumped it. Investigators believe the man is the bank robber. This is the only picture we have of the man. His face is completely covered in a mask. The manhunt started after he robbed a bank of america yesterday morning and then sped off in a White Chrysler on highway 17. He crashed it trying to elude police. A Scotts Valley Police Officer opened fire at the robber near the Redwood Estates area but its unknown if he was hit. The thief then ran off into the woods after that. I saw him run across. I saw him wearing completely black. He just ran away. I didnt see his face or anything but he had a blackout fit. Reporter authorities searched for the robber and people in the Redwood Estates area were told to stay indoors. Highway 17 was closed for nine hours but finally reopened at 8 00 last night and thats a welcome relief. Highway 17 has been plagued with mud slides and downed trees because of the recent rains. We are supposed to get an update from the Sheriffs Office sometime in the 8 00 hour. There are reports that the suspect may have changed clothes. Were hearing he may have a green beanny on and wearing a tale san jose shark shirt. Were hoping to have more information later in the morning. New this morning, interstate 580 in dublin is open again in time for this friday morning commute after being shut down for hours because of a big rig crash. These are live pictures. Look how the traffic is moving. Westbound lanes reopened earlier this morning almost 11 hours after they were first shut down. At 6 00 last night at the worst time of the evening commute, there was a big rig crash that collided with at least one and maybe several cars on inter interstate 580 east of 680. Part of the big rig bursted into flames and blocked the westbound lanes. No word of injuries but there were a lot of very angry and frustrated drivers who waited for hours for the chp to reopen one westbound lane of 580. Time is 7 06. Criminal proceeding against a woman charged in a brutal killing have been suspended now. A judge hearing the case against laura rogers ordered she be examined to determine if shes competent enough to stand trial. Rogers and her boyfriend are accused of luring the woman to a park in east oakland last november. Thats where she was stabbed, beaten and set on fire. Taylor is expected to enter a plea next month. Mrs. Rogers is due back in court in march. Both are being held without bail. President trump hosts his first world leader later at white house. A dramatic rescue in Southern California. Up next, how three hikers stayed alive when they were caught in an avalanche at mount balding. Welcome back. A bir to be alive. An avalanche dragged them down a mount. Three hikers were walking on unstable snow right before the ground gave way. A rescue helicopter from the San Bernardino Fire Department was able to find the hikers, take them to safety. One hiker crawled through the snow until he found Cell Phone Service then called 911 for help. While two of the hikers were not hurt, a third hiker was taken to the hospital with serious injuries. The rain and snow we have had is really done a lot of good. Half of california is no longer dealing with a drought. The u. S. Drought monitor says severe or extreme drought only exists in 51 of the state. Its possible they could send him home as early as tonight. He was rushed to the intensive care of houston Methodist Hospital two weeks ago. Former First Lady Barbara Bush was admitted that day with bronchitis. She was released from the hospital earlier this week. Sonoma couy Animal Shelter has resumed adoption. No suspended adoptions tuesday and wednesday because of the outbreak. The shelter had to euthanize six dogs that tested positive for the virus. They started earlier this week when four infected puppies came into the shelter. The shelter has now been cleaned a number of times with disinfecting agents. Every dog was administered a booster shot for parvo as an extra precaution. Human cells mixed with a pigs scientists conducted an experiment in which they grew human cells inside pig embryos. This is an early step of growing human organs in animals to transplant into people. Its not bad for this time of morning. The traffic is slow but for the most part, it hasnt been all that bad getting to the bay bridge toll plaza. When you get to the plaza, its backed up for a 15 minute delay. I want to remind you westbound 37 is still shut down between highway 101 and eastbound is open. But the traffic has been busy in this area and i just want to remind you that traffic on 101 southbound is slow from about 37 down to central san rafael. Look at 680, not too bad to the walnut creek interchange. Just a little bit lighter. Not sunday Morning Light but it is looking better. 7 32 back to the desk. As we have been telling you President Trump later today will host his first world leader at the white house. British Prime Minister is meeting with President Trump and then theyre holding a joint news conference. In the meantime, the meeting had planned with another world leader, the president of mexico scheduled for next week has been cancelled. The president of mexico decided not to come to the meeting after President Trump continued talk of forcing mexico to pay for a wall between the United States and mexico. Yesterday the Trump Administration said one idea to pay for the wall would be to impose a 20 tax on imports from mexico. That may end up hitting americans in the wallet. Christian captain in the oakland area where produce sellers are warning the tariff may cost us more at the supermarket. Reporter were here at oakland terminal produce market. A lot of workers prepare for the produce for distribution. A lot of it made in mexico so folks here are keeping a close eye on washington, the president and department of commerce to see how it could affect imports from mexico. Mexico sent 295 billion dollars 295 billion worth of goods into the u. S. Last year with imports topping 21 billion st year. Some exists are saying a strong u. S. Dollar would minimize pain u. S. Shoppers feel but that mexican industry could pass along the cost of the 20 tariff increase in the form of increase priced on mexican made goods and imports. Bhoel sailers here are saying cost could be passed down the line to the consumer wholesalers. It wouldnt effect me. The 20 is added on to the consumer. We just charge 20 more on the customer. Then ultimately i think the consumer pays the 20 . Reporter the big expert from mexico is automobile and machinery and medical supplies. Some economists are warning a strong increase on mexican imports could set off a trade war and lead mexico to levy similar increases on american experts increasing the cost of goods for consumers on both sides of the border. So they are warning again that the very likely possibility is if theres a tariff increase that u. S. Consumers could wind up being the ones who pay for it. Hundreds of people are gathered outside the Federal Building in San Francisco protesting the president s executive action advancing the Dakota Access pipelines. The administration is endangering the environment and taking sides with big oil companies. We have laws against this type of conflict of interest between the president of the United States and members of the administration and laws and policies they have passed. The crowd marks a short distance and briefly blocked an intersection. Guards from Homeland Security as well as San Francisco police were there but no problems reported. People in fremont held a rally to protest the recent executive orders on immigration. The theme of last nights prayer rally is we are one no matter what race or religion. Organizers plan to hold more demonstrations and also urging people to contact local and state lawmakers and let their feelings be known. The Trump Administration is cancelling the advertising to promote Health Insurance sign ups under the Affordable Care act just days before the 2017 open enrollment deadline. The department of health and Human Services plan to run adds reminding people of the january 31st deadline. Former obama Administration Officials accused the new administration of sabotage. They say Research Shows the last week of open enrollment tends to be when young, Healthy People sign up which is crucial to keeping down the costs. Despite opposition, uc berkley plans to allow a controversial conservative journalist to speak next week at an event organized by the Berkley College republicans. The chancellor says he doesnt agree with the views or actions but he has the right to speak. The event is old out scheduled for wednesday night. Demonstrations are expected though. He made headlines last year when he was banned from twitter after making abusive comments about actress leslie jones. Tuition for uc students is going up. They approved the increase in a 164 vote during a meeting in San Francisco yesterday. Tuition is set to increase 2. 5 in the 20172018 school year. Thats a 28 two increase for each student fer year 28 two. Its the first increase in six years but students say they are not happy about it. Students dont have aid so what happens is youre forced to go to food pantries and make gofundme accounts on social media begging people to help you survive. A spokesmen for the uc system says enrollment has increased and the 88 million generated by the increase will help to lower class sizes, provide more counselors for students and update classrooms. Also this morning an effort is underway to figure out how many Homeless People are living in marin county. You have been driving around working with volunteers taking this very important count. Yeah, this really is important work going on today. A critical sentence is happening here in san rafael where we are this morning and across marin county and the goal here is to get an accurate count of the Homeless Population so that county officials can provide Better Services to them. This is called the point in time count. It happens every two years and here in marin county its spear headed by the department of health and Human Services. This morning about 50 volunteers and guides who are formally homeless gathered at San Rafael City Hall and worked together in tents and went out across the county and the guides helped to focus where the searches should take place checking encampments and shelters to try and find as many people homeless as possible. Now, we should point out here the volunteers with this particular census arent interviewing Homeless People they meet. They are simply counting them. So we have maps that list every street. We pair up volunteers and they hop in their cars and drive down every street justdoing a visual survey because they have the guide to understand the neighborhoods and the population variable to say okay we should stop here and look in this park. The u. S. Department of housing and urban development requires this count every two years and it is happening in cities and counties across the country including other cities here in the bay area doing these Homeless Counts. Back out to a live picture, during the last Homeless Count they did here in marin county, they found 1,309 Homeless People living in the county. That was done in 2015 and obviously once they finish the tally here they will get a better sense of whether the Homeless Population has gone up or down and obviously theyre hoping that it has done the latter. The body was found december 13th and investigators think her killer set her house on fire to cover up the crime. Still no word of a possible motive but sheriffs deputies released this Surveillance Video showing a man walking near her home on grove way. He is seen walking in one direction and then abruptly turns around. Someone may recognize not only maybe even the clothing but the way in which this person walks. Investigators say the man may have been driving a 2011 silver Toyota Corolla like this one. Survivors of the deadly warehouse fire in oakland say theyre still waiting for the financial help they were promised. The fire was eight weeks ago killing 36 people and displaced a dozen tenants. The local nonprofit Gray Area Foundation says its raised 900 900,000 but had to wait to give out the money while it identified fraudulent claims. 136 people will get checks but one survivor says thats a long time to wait for help. Another fundraiser being held tonight in san leandro. The bands known as the fun dude will perform at 5 30 tonight. Theyre donating time and music to help victims for families. The traffic on 80 is slow in richmond and on highway four still. You can see the east bay is not quite as deep red. A spot that has slowed down is 880 between 92 and dakota road. Rogers is due back in court next month. San jose Police Arrested a suspected serial robber, 45 year old Robert Rainbow is accused of robbing banks, pharmacies and Check Cashing stores. The they were reported between december 19th and january 10th. Rainbow would hand a demand note before taking money or narcotics. They identified him through Surveillance Video and witnesses. He was arrested at a his home two weeks ago. Two teenagers in florida behind bars accused of planning a columbine style attack at their middle school near orlando. It was planned for today. Officers arrested the two boys yesterday while they were in the final stages of planning the mass shooting. Officers say they found several weapons at the boys homes. One of the boys planned to drop a pencil during gym class to signal the other to begin shooting. Students knew about the plot were told to wear white to avoid being a target. Some exists are saying a strong u. S. Dollar would minimize u. S. Shoppers would feel from an increase. The industry would past the cost of the 20 tariff in the form of increased prices by mexican made goods. So wholesalers and buyers say those costs would be passed down the line. This morning a major effort is underway to fig dwrur out exactly how many Homeless People are living in marin county. Figure. You have been out with volunteers working hard because its an important count to get. It is. A tremendous effort in it and they want to make sure they count everybody here. Volunteers have fanned out across marin county this morning. The goal here is to get a snapshot of the Homeless Population to provide Better Services to those people down the road. This is called the point in time count. Its federally mandated and here in marin county this is being spear headed by the department of health and Human Services. We watch as 50 volunteers gathered early in the morning in an rafael city hall. They are working with guides who are formally homeless. Together they make their way across the county and check out encampments and shelters trying to find and count people who are homeless. Theres two reasons really. One is because its required by the federal government. Our funding depends on it but the other is that we this really helps us get an idea of our Homeless Population. We find out about families and veterans and are People Living on the streets or staying in shelters so that helps us do planning going forward. The u. S. Department of housing and urban development requires this count every two years and similar counts are happening in cities across the bay area and across the country around this time. Ovenly a lot is determined in terms of federal funding based on the Homeless Count they do. Here in marin county, the last count they do was two years ago and found there were 1 thousand ,309 People Living in marin county and the hope is theres a reduction in the number. Theyre not going to have any figures or numbers probably not for a few months that they can release. Well have to wait and see.
