This is about where it happened. And it has been tough driving the last few days in the area. Give yourself plenty of time. Chp says the car is halfway submerged in the water and they will not be able to recover the car for another three to five days. Lets move along and look at other things. Doug luzader is in washington with what is on the agenda today. Reporter he plans to sign more executive order from the white house where his focus has been on immigration and national security. Protests outside the white house. Even a giant sign hung from a crane a few blocks away in regards to his actions in his first week in office. Im working a lot of hours. There is a report that the Trump Administration has prepared an executive order to keep Syrian Refugees from entering the u. S. And stop all refugee programs for 120 days. The Associated Press obtained a draft of the order that would suspend issuing visas to seven mostly muslim countries. Iran, iraq, sue dan, syria and yemen. Now, the president hasnt said anything about such a draft order but in the past he has said he worries about terrorists posing as refugees to get into the u. S. But what theyre after now is the suspect. He is still on the loose. We heard that he fled in a silver sedan. And the scuffle we know happened right here in this parking lot at lawrence expressway. Police tell us that around 1 00 this morning, they spotted a suspicious vehicle in the parking lot of a 24 hour fitness. It appears that the man inside was living in his vehicle. They approached him and determined that he was wanted for several misdemeanor warrants. When officers tried to get the man into custody, he started driving off and dragged one of the officers who was Still Holding on to the car. The officer let go and fortunately he was not injured. The suspect though got away and police are looking for him. Crime scene technicians, they have been collecting evidence at the scene for their investigation all morning. Were told that during this incident no shots were fired and police did not deploy their tasers. Right now theyre just focused on arresting that suspect. It is still very much in the creek. But the person, again, who was in it managed to get out. But the Fire Department is still out there. The fremont Fire Department was recently flying a drone over the car. Im not sure what they were looking for. They are out there perhaps looking for the other person who was involved in the crash over the weekend. Dangerous on niles canyon road if youre going too fast or dont know the area. Slow it down. Welcome back to mornings on 2. Six people were shot overnight in chicago, including three children. It happened during a memorial vigil on the south side. A 16yearold boy was in serious condition after being shot. Five other victims are in stable condition. That includes a 12yearold girl and a 17yearold. This all happened at a vigil for another shooting victim. And mother of the person being remembered was also shot. Reportedly a gang heard about the vigil on social media and then they targeted someone who was there. So far no arrests have been made. Made. Back here at home, were getting more information now about the arrest in the decades old killing of a teenage girl. Police in vacaville say 14year old Deanna Johnson was on her way to a party in november of 1982. Her body was found the next day. Investigators say 51yearold marvin ray marquell was arrested. Already serving time for a killing in 2001. He was 17 at the time that deanna was killed. Vacaville police collected evidence over the years before they arrested him at kern valley prison. Earlier this week, a judge indicated that he plans to fine the utility 3 million, the maximum allowable for pipeline violations. The company is also expected to spend five years on probation under an independent Court Appointed monitor. The judge may also order pg e to disclose in its future ads about safety details of the criminal conviction. Over the summer it was convicted of six charges stemming from the explosion. Eight people died and 50 others were hurt and 30 homes were destroyed in the blast. For the Third Straight day the Sonoma CountyAnimal Shelter may ban adoptions due to the threat of a highly contagious virus. Four infected puppies were taken to the shelter in santa rosa. It can cause is a veer vomiting and abdominal pain and affect the heart. They have euthanized six dogs in hoping to stop the spread. After a mild flu season last year, this year is turning out to be one of the worst we have seen. El camino and Good Samaritan hospitals in san jose are restricting children under the age of 16 from visiting patients during flu season. The hospital says that children have a high risk of getting the flu and spreading it. At Regional Medical center, they are seeing double the number of cases they saw last year. At el camino, three times as many. Thats why we put the policies in place, to protect those individuals and everyone else. Those who have gotten the vaccine, the vaccine was accurate this year. The duration of symptoms and the intensity of the symptoms is much less. Health Officials Say there have been at least 14 flu deaths in california in recent weeks, including the first in santa clara county. The Golden Gate Bridge district is taking steps today to ease traffics droppings during the construction of a suicide barrier. Construction will start this year. Much of the work will be done at night but some traffic lanes will be closed. The bridge district says it may cause traffic problems for up to four years. The districts board of directors is set to vote on a proposal to approve 2 million to pay the chp to manage traffic impact during the construction. Thats right, steve, a car veered off the road and into the water just after 5 00 this morning. When you look at the car, the person driving the car was out of the vehicle rather quickly. Came in at about 5 05 and shortly thereafter chp got the message that the driver was out. Not clear where the driver is now. The car is still in the water there. And the water is rushing by quickly. The same area of Alameda Creek that jenkins crashed her car into the creek on saturday. The search for her will resume today. Her submerged car was pulled out on tuesday when recovery crews found her clothing downstream. The car hit another vehicle and careened off of the room and plummeted into the creek. Authorities have not located their body. They believe when she was under water, she shattered her car windows to get out. This is a dangerous area. Christien kafton is arriving on scene and we will have a live report coming up soon. Lets take a look at some of the other commutes. Northbound 280 traffic is busy. San jose state students back. Today were going to see more traffic going the other way as well. We also have a lot of slow traffic on 80 this morning from hercules to richmond. We also have a look at the richmondsan rafael bridge. That traffic will be busy approaching the span. It gets better once you make it on to the bridge. At the bay bridge toll plaza, we have a backup there that is moderated. About 20, 25 minutes getting into San Francisco. At 7 33, lets go back to the desk. This morning, President Trump is about to leave washington, d. C. And travel to philadelphia to join Congressional Republicans at their threeday retreat. President trump, Vice President mike pence and theresa may will address republicans at the gop strategy retreat. We see a live picture of air force one about to leave washington to make a relatively short trip to philadelphia. They are expected to talk about aggressive legislation including repealing and replacing the Affordable Care act, overhauling the tax system and a way to pay for the border wall proposed by trump. Lets dance. Protesters took to the streets of philadelphia last night ahead of President Trumps arrival today. They want to send a message to the president and to the republicans in town for the retreat that there is great opposition to the policies supported by the new president. There has been such a heavyweight since he was inaugurated. So many people see the inauguration as threatening to their survival. It is depressing for a lot of people. More protests are expected today and tomorrow in philadelphia when the republican retreat completes. Actress shia labeouf allegedly got into a fight with another man inside of a museum in queens overnight. He was arrested after he pulled the scarf of the man, scratching his face in the process and pushed him. He spent the first few days of the presidency chanting he will not divide us in front of a live camera outside of the museum. The time is 7 34. A trump hotel may be coming to the bay area soon. A spokesperson for the hotel chain says the Company Wants to expand into 26 major cities in the u. S. , including opening Luxury Properties in San Francisco, seattle and denver. Right now there are eight trump hotels in the u. S. So the expansion would triple the operations. Now, this is raising some ethical questions because of President Trumps connection to the hotels. When he took office, he turned the operation of his companies over to his two sons, but he refuses to divest from his businesses. Well, a doll of President Trump will be part of the center piece for japans girls Day Celebration this year. Take a look. Its a twofoottall doll portraying donald trump wearing a gold kimono. Customer satisfaction on bart at the lowest levels in 20 years according to a new survey released by bart. Ktvus alex savidge is joining us live in San Francisco now. Tell us some of the biggest complaints from bart riders. Reporter well, dave, good morning to you. A lot of riders take issue with the constant breakdowns on the system and the delays of course. A lot of trains run behind schedule on a somewhat regular basis according to a lot of riders. Another big complaint from many people who use the bart system, they cant find a seat on board the trains, especially during the peak commute hours because the cars are so packed with people. A lot of times you cant even get inside the trains. A new survey just released by bart shows that 31 of those questioned were not completely satisfied with bart service. Thats compared to 26 of riders who said they were not pleased with the system back in 2014, the last time they conducted the survey. Some of the key complaints include barts reliability and seat availability. People also took issue with the cleanliness of both the stations and the train cars themselves. And here is what some riders told us this morning about their overall bart experience. I would say that generally speaking yes, except for when i look online to see when trains are going to be arriving, it is never accurate. It happened to me this morning as a matter of fact. So i do take advantage of the time and i pace. I get my steps in. Am i satisfied . No, i dont. I dont even sit down on the train. And i seen some people they bring their plastic bags and put it over the seat so they can sit down. Reporter now, according to the San Francisco chronicle, bart directors were not surprised by the results of this survey but they do feel like they are making improvements as the Transit System starts to spend 3. 5 billion in bond money approved by voters. That will be spent on new train cars coming up in a few months and infrastructure improvements. One aspect of the survey that sort of stood out to me, no pun intended here, among the riders who are surveyed, the people who gave the lower marks were those forced to stand at some point during their commute. The school says that would bring in an additional 88 million a year. One third of that money would go to Financial Aid for students. The Spokesman Says the rest would be reinvested in the quality of the uc system. They would go for things like hiring more faculty, hiring more teaching assistants. It would go for improving Mental Health services. It bo put an impact on my family to get the loans, secure those. I would have to find another job maybe. It is hard enough as it is already. Fans are mourning the death of actress Mary Tyler Moore. You heard she died yesterday. She inspired Many Americans with shows back in the 70s playing a single career woman. She first became a star on the Dick Van Dyke show. She was nominated for her role in the 1981 movie ordinary people. She will be best remembered as a trail blazing role model for a generation of working women. The notion of a single professional woman making her way in the world is a great thing to remember. She was unmarried trying to make it in her career and sort of trying to juggle this eternal question of the Work Life Balance for women. Among many, many accomplishments, Mary Tyler Moore won seven emmy awards and ran a huge production studio. She died of complications of pneumonia at the age of 80. The coast guard has called off the search for a missing kayaker maldonado who went missing tuesday afternoon. They spent the day looking for 32yearold maldonado. In the afternoon the water levels sank so low during low tide that boats had trouble getting to the search zone. He was with a friend when his kayak tipped over. Another friend said that maldonado was very skilled out on the water. He was very experienced in the water. His livelihood has been fishing. Hes been fishing since he was a teen and has been on numerous fishing trips throughout the bay. He bay. The coast guard says it was difficult to end the search but there were no signs of maldonado. Deputies will be getting body cameras by the end of the it was approved to equip deputies on patrol and those at the county jail with the cameras. The move comes after the beating death of michael tyree. Three jail guards are on trial for his death. The time is 7 45. Sal is back. A car has gone off into Alameda Creek off of niles canyon road. Ktvus Christien Kafton joins us live from fremont with the latest on what happened. Christian, this mornings crash sent someone to the hospital. Reporter yeah. Thats right. One man in the hospital. The vehicle is still right here. You can see the car in Alameda Creek waiting for crews to retrieve it. The water is too high to retrieve it right now. The accident happened around 5 00 this morning. A solo car accident that sent this one car into the water. Alameda county crews searched the water and found one man, presumably the driver who managed to get out of the vehicle on his own. A passing vehicle picked him up and took him to a nearby 7 eleven. He has been taken to an area hospital to be checked out. On saturday another car with a woman went into the water in the same area. Crews will begin searching again today for 18yearold jada jenkins. Crews found some of her clothing and are hoping they are closer to finding her. Jenkins car collided with another car and plunged into the water saturday. Crews believe she smashed a window trying to get out and was swept away. Her car was pulled from the water on tuesday. Coming back to our live picture, again, talking about todays accident. Crews are saying it will be three to five days before they can pull this car oust the water. The question on everyones mind, what is it about this area that is so unsafe . We just spoke with some fremont firefighters and they say its because this is a narrow winding section of niles canyon road. When it is dark, it is easy for cars to lose traction, come off of the road and they wind up in the water. This incidentally the same area where jenkins car was found. The 29th victim was found late yesterday. They dont expect to find any more. Autopsies on the first six bodies show the victims died from the actual trauma of the hotel collapsing. There are also signs they died of sufficient indication. While the recent storms here brought relief from the drought, some people here in the bay area were forced out of are out of their homes. They are reeling from damage caused by the rain after years of record drought. Inspectors have red tagged three homes now. Awe fourth one is at risk because of a landslide. A road buckled. Families had to evacuate. One man is estimating the ground shifted ten feet, destroying the foundation of his parents home. The damage includes broken glass and cracks in the sheetrock. Theres nothing that you can do. This is mother nature. And we tried our hardest to protect the house. That landslide also knocked down several trees and power lines. Now, the families with red tagged homes want local and state lawmakers to help them financially. The san mateo board of supervisors is making the road a priority to keep more homes from being destroyed. Well, financial help is on the way for another Peninsula Community hit hard by the storms. Pacifica will get 3 million from the state and federal government for 12 sites damaged by the storms. Some of the money will protect infrastructure, including the adjacent street to the 300 block of esplanade. It will not pay for tearing down the Apartment Building that is teetering on a cliff. The eastbound lanes of highway 37 are open again after being shut down by flooding from the storms. Those lanes were shut down between atherton avenue and highway 101 after water spilled over from nearby marshes. The westbound lanes are still closed between lakeville highway and highway 101. Views are working around the clock pumping out water but dont know when the westbound lanes will reopen. Its the second time this month that flooding has closed part of highway 37. Well, a teenager in wisconsin found a new way to use his hover board. He turned it into a snow plow. Over the weekend, we had another car into the creek where the person who was in the car at that time is still missing. They recovered the car from the creek yesterday. I do want to mention that niles canyon road, if youre not familiar with it has some turns that are rather tricky. If you plan to drive on niles canyon road our Law Enforcement asks us to ask you to be careful and slow it down. The creek is obviously rushing by very quickly. Lets go up and take a look at the other commutes here. San mateo and dumbarton bridge moderate across the bay. If youre driving to the bay bridge, you can see that the traffic will be backed for a 15 to 20minute delay getting into San Francisco. Slow traffic on 80 all the way through richmond. They might not want to go and talk to the police because theyre afraid. At last count, there were more than 40,000 latinos in marin county and about half are undocumented. President trump also signed an executive order to cut federal grants for sanctuary cities. Immediately there was a protest on the steps of San Francisco city hall. San francisco is one of four bay area sanctuary cities among hundreds of cities across the country that protect immigrants in the United States illegally. The mayors of San Francisco, san jose, oakland and berkeley say they will take a regional approach to fight the effects of any federal funding cuts that might happen. Authorities are searching for a suspect who assaulted a Santa Clara Police officer with a vehicle. Janine de la vega is joining us live from the city of sunnyvale where the incident happened. Janine. Reporter mike, the crime scene is clear now. But police are actively searching for this suspect who assaulted an officer here in this parking lot at lawrence expressway and arquez. They spotted a suspicious vehicle around 1 00 in the parking lot of 24 hour fitness. Police approached the driver and determined he was wanted for many misdemeanor warrants. When seniors tried to get him into custody, he started driving off. One of the officers grabbed the suspect to try to get him out of the vehicle. At that point, the suspect started the car engine and put it in drive and took off. The officer was holding on to him and running along with the vehicle and let go to avoid being dragged and the suspect fled the scene. Reporter fortunately the officer was not injured. Crime scene technicians spent the morning collecting evidence in the parking lot. It appears that the suspect was living in his car and a lot of the belongings were thrown from the vehicle when he sped away because the car doors were open. He was driving a silver sedan. Police are not releasing the mans identity because they dont want to jeopardize the investigation when he is caught and they say they are very confident that theyre going to catch him. Reportedly a gang heard about the vigil on social media and then targeted someone who was there. So far no arrests have been made. Happening today here at home, pg e will be sentenced in the deadly 2010 san bruno pipeline explosion. A judge indicated earlier this week that it intends to fine them 3 million, the maximum allowable for pipeline violations. It will spend five years on probation under a Court Appointed monitor. It may also be ordered to disclose in future ads about safety the details of the criminal conviction. Over the summer a jury convicted pg e of six charges stemming from the explosion. Eight people died. More than 50 others were hurt and 30 homes were destroyed in the blast. For a Third Straight day, the Sonoma CountyAnimal Shelter may ban adoptions due to the threat of a parvo virus. It broke out earlier this month when four infected puppies were taken to the shelter in santa rosa. It can cause severe vomiting and abdominal pains and can also attack the heart. It has already euthanized six dogs in hoping to stop the spread of the virus. After a mild flu season last year, this year is turning out to be one of the worst. Santa clara county hospitals are taking steps to stop it from spreading. El camino and Good Samaritan hospitals are restricting children under 16 to visit patients during flu season. Children have a high risk of getting the flu and spreading it. At Regional Medical center, theyre seeing double the cases compared to last year. At el camino hospital, it is triple. We put the policies in place to protect everyone. The vaccine was accurate this year. The intensity of the symptoms is much less and the duration of the symptoms is less. We are following the breaking news in the east bay for a second time in a week the car has gone off into Alameda Creek off of niles canyon road. Christien kafton is joining us live from fremont with what happened. This mornings crash sent someone to the hospital. He hospital. Reporter thats right, sal. That man in the hospital. His car as you take a look is still here in Alameda Creek. The water simply too high for crews to retrieve it. This mornings accident happened around 5 00 in the morning. A solo car accident that sent one car into the water. Alameda county crews searched the water and they did find one man. Again, the driver of that car. Now, what were hearing happened is that the accident happened, the drive was able to get out of his car, make it to the shore. He was picked up by another car and then taken to a nearby 7 eleven where an ambulance was able to take him to the hospital to be checked out. This all again very similar to an accident that happened in the same area less than a week ago. This road is a dangerous road. There is slow sharp corners out there that people underestimate and go too quickly. So i think its a combination of that, slick roads, in the morning, it was dark. So i think with all of those put together, it made it, you know, a bad spot. Reporter now, if all of this sounds familiar, thats because it was just saturday when another car with a woman went into the water in the exact same area. Crews will begin searching today for 18yearold jada jenkins. Yesterday crews found some of her clothing and remember hoping that they are closer to finding her. Jenkins car collided with another car and plunged into the water on saturday. Crews believe she smashed a window trying to get out and was swept away. Her car was pulled from the water on tuesday. Coming back to our live picture, you can see just how fast the water is moving here in Alameda Creek. Crews are saying thats one of the reasons that theyre going to leave the car for there for now. The university of california board of regents are vote on raising tuition and fees on all uc campuses. It is expected to hike costs by 336 a year. Bart rider ares giving the Transit System the lowest rating in 20 years. Ktvus alex savidge says passengers have a number of complaints. Reporter well, on this survey, a lot of riders took issue with constant breakdowns on the system and delays. Another big complaint from a lot of riders, well, they said it was too hard to find a seat on board of the crowded trains, especially during the peak commute times. A new rider survey just completed by bart shows that 31 of those who were questioned were not completely satisfied with barts service. Thats compared with 26 of riders who were not pleased with the system back in 2014. Some of the key complaints include reliability and seat availability. People also took issue with the cleanliness of the train stations and also the train cars as well. Here is what some riders told us this morning about their bart experience. Theres one thing which i know theyre working on. Im highly sensitive to noise. So the noise variable is a factor. I would say my experience is pretty decent. If anything, i would like more trains. You know, probably fewer delays. Reporter according to the San Francisco chronicle, bart directors were not surprised by the results of the survey but feel that things are moving in the right direction. The Transit Agency is spending 3. 5 billion in bond money on new train cars and infrastructure improvements. One other aspect of the survey that stood out was the fact that the people who tend today give lower marks in terms of their satisfaction with the system were people who were forced to stand at one point or another during their bart rides. Coming up next, the traffic disruption we may see for years to come. A woman charged with driving a stolen cab goes the wrong way on the bay bridge. And she has been convicted on all charges. She was found guilty of three felonies including driving under the influence of drugs and causing great bodily injury. Two people were injured in november of 2015 when the car that morgan was driving slammed into on coming traffic. The coast guard has called off the search for missing kayaker Kenneth Maldonado who disappeared near the dumbarton bridge tuesday afternoon. Crews searched the area from the air and on the water yesterday looking for the 32 yearold Kenneth Maldonado. In the afternoon, water levels got so low during low tide that boats had trouble getting to the search zone. He was out with a friend when the kayak tipped over. Another friend says that he was very skilled out in the water. Kenneth was very experienced in the water. His livelihood has been fishing. He has been on numerous fishing trips throughout the bay. The coast guard says it was difficult to end the search but there were no signs of maldonado. We are learning more about the information in the arrest of a teenage girl decades ago. 14yearold Deanna Johnson was on her way to a party in november of 1982. Her body was found the next day. Investigators say 51yearold Marvin Ray Markel was arrested. He is serving time for a killing in 2001. He was 17 at the time that deanna was killed. Vacaville police gathered evidence over the years before arresting him at kern valley state prison. Santa clara county sheriffs will get body cameras by the end of the year. It was approved to equip deputiesed on patrol and those at the county jail with the cameras. It um cans after the beating death of a mental lyely inmate at the jail in 2015. Three jail guards are on trial for the killing. The Golden Gate Bridge district is taking steps today to help ease traffic disruptions on the bridge during construction of a suicide barrier. Construction is set to begin this year. A lot of the work will be done at night. Some traffic lanes will be closed. The bridge district says the project may cause traffic problems for up to four years. This is the second time this month that flooding has closed part of highway 37. A wisconsin teenager has found a new use for his hover board.
