There have been there have been no major problems there. I will mention getting into San Francisco now along 101 northbound, silver avenue there, is a crash. The traffic is beginning to bass up into the city. Remember the accident is before the 280 anyone change. It wont affect traffic. Southbound 101 is slow as you head down. People are getting a good long look at the accident in the city. It is not good. 7 02. Lets go back to the desk. Thank you, sal. Were starting from breaking news from Castro Valley. Alameda county investigators are going through a house where a woman died in a fire. Ktvus allie rasmus is right there. So what do you know . Reporter well, the home is near tinglewood drive and grove way in Castro Valley. They closed off the street behind us. You can see the flashing lights from the vehicles here. They just finished moving the body out of the home, from the garage area of the home that you see here with the tarp over the front of the garage. Investigators dont know why the victim was in the garage. They dont know if she was trying to escape the fire. She lived alone in this home. She is a 59yearold woman. Around 2 45 this morning is when firefighters got the call about the fire and responded to the scene. Investigators believe this fire began in the attic of the home. They dont know who sparked it exactly. That is part of the investigation. They dont know if the home had working smoke detectors. The woman who lived here, her family has been notified. The Coroners Office has removed the body from the house. Grove way is shut down to traffic in both directions as the investigation out here continues. You can see some of the firefighters and the having tores in the front of the home continuing the work. They expect to be here for a couple of hours. Back to you guys. They are focusing on overloaded electrical lines in the rear of the building as the cause of the fire. 36 people who went to a dance party and concert were killed in the fire december 2nd. We also continue to follow developing news about a Police Standoff in east san jose. We are past the fifth hour of a manholed up inside of the house. Janine de la vega has been there all morning long. What is the latest that you can tell us, janine. Reporter were here at the command post. We just received word that this came to an end peacefully. They have the man in custody. They also have the 6yearold girl. To get more information, we go to albert morales. Tell us what happened. Currently the update that we have just recently in is that the suspect, the father has peacefully surrendered. The 6yearold is safe. Officers just relayed that information to me. He went peacefully. They are searching the home currently. And they will be doing follow up with family members as well. As soon as i get updates, if there are additional charges, we will provide that to you when they became available. Reporter we know he had a gun. Did he put it down or were there any shots fired . I dont know any specifics of the gun. There were no shots fired. Again, he peacefully surrendered. The 6yearold is now with the police and she will be shortly reunited with the mother. Best case scenario. Yes. Whenever you can get someone to peacefully surrender, we have been here for several hours. Our hostage negotiators were in Constant Contact with them. As i was walking over here, i talked to one of the hostage negotiators. He was responsible when they were talking to him and he want today surrender. He was trying to figure out how to do that. They were able to get him to come out of the home and then officers took him safely into custody. Reporter there was worry, always a worry of officer involved shooting and this man may have wanted to go suicide by cop. He was holed in there for several hours, right. Any time that you have a situation like this, it is crucial that you have Constant Contact. It is testament to the negotiators and being able to contact this gentleman and reason with him and get him to go ahead and safely surrender. That is the ultimate goal whenever you have a situation like this. Our officers did an exceptional job in getting him to surrender and turn over the 6yearold safely. What happens to High Pressure now. Again, we will go ahead and look at the details of the incident. We will talk to family members and anyone else present and we will determine what the charges will be. He will be booked into the Santa Clara County jail at some point. But we will get back to you with the charges. Will 5150 be taken . Thats my understanding. Any time that you have someone threatening to kill themselves, that is a concern. We will look at that as an option. When i have more detailed information, i will put that out. Reporter was he under the influence. It is too early to tell. I will ask questions. This man was holed inside of a home. I will show you the scene. This road has been blocked off for hours. This started at 1 45 in the morning. And the man was there. They were called officers were called there to a family disturbance. Some of the family members had gotten out. But the man had stayed there with his 6yearold daughter and he had a gun with him. And, again, Police Wanted this to come to a peaceful conclusion. They didnt want anyone to be hurt. The s. W. A. T. Team had to evacuate the neighborhood, especially the home thats are closest to that home on arthur avenue. So there have been road closures around here on arthur avenue and on story road. However, now that this has come to an end, all of this should be clearing up in the next half hour or so. We will continue to find out exactly a little bit more about what happened. The suspected gunman had barricaded himself inside of a motel and just found dead. Investigators say he died from an apparent self inflicted head shot wound to the head. The police went to the hotel looking for a person on an outstanding warrant. As they checked one of the rooms, the gunman opened fire. The officer was hit in the shoulder but did not sustain lifethreatening injuries. Another suspect has been arrested in a hate crime killing in el sobrante. Another suspect Daniel Porter kelly was arrested last month. Investigators say simons pulled the trigger killing williamson on november 12th. He was targeted because of his race and police are searching for a third suspect. San francisco supervisors due to vote today on a controversial plan to eliminate tuition for the students at the city college of San Francisco. The board will de site the fate of kims proposal to make the College Tuition free beginning next fall. A rally in support of the proposal was held before the vote. Mayoretly is not ready to fully fund this free tuition proposal. And city college of San Francisco will have to give back 39 million to the state because of bad bookkeeping. The state says city college cant prove that it taught 16,000 students in almost 600 online classes. The San Francisco chronicle reports the classes took place between 2011 and 2014. The paper says the school discovered the bad Record Keeping and they reported the problem so state officials dont suspect fraud. City college can make payments over ten years, but this is bad news for a school already facing budget problems because of declining enrollment and also theyre dealing with accreditation problems. A Security Breach at a medical lab with more than a dozen officers in the bay area has compromised the identity of thousands of patients. Quest diagnostics say a third party gained access to the records of 34,000 people. However, Financial Information and Social Security numbers were not stolen. The breach happened november 26th. Westbound 24, 680, the east bay, 80, all the freeways are jam packed it seems. We do have westbound 24 slowing right from the walnut creek interchange. It stays that way most of the way through orinda and oakland. There are spots where you pick up but not that many. Lets go to the bay bridge toll plaza. Westbound traffic is backed up for a 15 to 20minute delay. Not a lot going on. There is a little bit of a slowdown on the bridge. Look at 101. It is a mess. That is beginning to affect 80 westbound coming off the bridge. Southbound 101 and northbound 101, there is slow traffic. Northbound 101 at silver, there is a crash. And traffic is going to be busy. Southbound 280 at 101 theres a crash there. People using that ramp are also in a bunch of slow traffic. This is really having a bad effect on the traffic in San Francisco. You can use Public Transportation and you might be ahead of the game here. Lets talk about the maps. I talked about San Francisco. We can also move the maps over to 280 northbound in case youre wondering what that is like coming in from daly city. Traffic is okay. Southbound 280 slows from highway 1 down to south city. 7 19. For the hills, the north bay and the Santa Cruz Mountains, that looks to be the heaviest. Inland and the bay, an inch to two inches. Some of the strongest gusts are late thursday down to monterey. Winter storm watch already out for the mountains. Snow level will go from 5,000, 7,000 to 2500 feet friday night. If theres available moisture it could get down that low. A lot of cloud cover streaming in. Theres also a high wind watch for the sierra that starts tomorrow. And a wind advisory for the valley. Im sure we will have wind advisories here as we get closer to it. Snowfall will be in feet. Not today or tomorrow. Tomorrow will start the wind. Thursday night and friday the may i approach night. By thursday, it starts to drop south. This will be a better system. Even by thursday afternoon, you see san jose doesnt have that much or San Francisco. But santa rosa north does. Then it kicks in overnight into early friday. I buy into it this time. I think this is a better pattern for san jose to get rain than the last few. This is a classic cold front than that coming in from the west where the Santa Cruz Mountains takes all your rain. Not this time. 50s on the temperatures to near 60 degrees. Another crash earlier northbound 101. And that means traffic is very slow. Not only on 101 south but also northbound 101 is backed up out of south San Francisco. It starts to slow in south city. That causeway here is jam pammed. Some people are using 280 that. Is slow out of daly city driving around. This whole commute is not that great. Unfortunately some of you have the option of using bart into this area. And much better option for you right now if you can swing it. I want to move the maps over to the east bay if i can. Talk about 680 southbound. It is slow through pittsburgh and bay point. 680 is slow from pleasanton heading south. Lets go to the bay bridge. Traffic is backed up for 25 minutes at the toll plaza. A lot of slow traffic out there. 7 34. Back to the desk. Thank you, sal. Two important votes on the future of the Oakland Raiders. This is big. The Oakland City Council and the board of supervisors will debate a new stadium plan from ronnie lott. Ktvus alex savidge is in oakland right now. Fans are saying this may be the last hope to keep the raiders in oakland. Reporter yeah. Theyre hoping the last best hope. A major deal we know is in the works to build a brandnew stadium for the raiders right mere in oakland. And supporters are hoping this will stop the team from making a move to vegas. But first city and county leaders need to sign off on this plan. And in just a few hours, the county board of supervisors will be meeting here at this Administration Building in downtown oakland and they will be voting on the 1. 3 billion stadium proposal. Later tonight, the Oakland City Council is expected to vote on this same stadium term sheet at its meeting. In both cases, you can expect a lot of raiders fans will be showing up to voice their support. This proposal was put together by the Fortress Investment group. According to a report, they met with city and county leaders yesterday to hash out the details. The Investment Group has proposed paying all of the Construction Cost for a stadium that would be at the current coliseum site. The city would invest about 200 million in infrastructure bonds. The head of one of the Oakland Raiders fan clubs says he is optimistic about this particular deal. There is not a lot of risk. We know that there are things that have happened in the past that has made everyone hesitant. This term sheet and this plan is very, very healthy for this community. It is very healthy for the taxpayers and healthy for the politicians and healthy for the nfl. Reporter now, raiders owner mark davis has been eyeing a move to las vegas. Thats where a 1. 9 billion stadium project has already been approved by the state of nevada. Keep in mind that any such move would need league approval. Nfl owners are expected to vote on a possible relocation bid by the raiders sometime early next year. But in the meantime, a deal is being worked out right here in the bay area between ronnie lotts Investment Group, the city and the county. Again, the first step in this process to try to pave the way for a new raiders stadium in oakland is get approval from both city and the county. The board of supervisors will meet at 11 00. They will vote on the plan and then the City Council Meeting later tonight. You can expect that a lot of the fans of the silver and black will be showing up and voicing their support. Just to reiterate and clarify. I know we have been reporting if there is a viable stadium deal in the city deal, the nfl owners cannot vote to move the team. Is that right . Yeah. In essence, thats what the nfl bylaws suggest. If the teams home market puts forth a viable stadium plan, then the League Owners are not supposed to approve any sort of relocation bid. So that a lot of people, you know, associated with this deal think thats really what we have here. So the first step in that process, kind of pave the way, is to get sity and county approval for. This then you will look to the nfl owners to take closer look at the deal and see if it meets their needs. Okay. A big day. Thank you, alex, for the update. The other part of that, what does it mean for las vegas . They are trying to get the team, efforts to get the raiders to move to that city. Pam, joining us on the phone right now is rick. He is the tourism reporter for the las vegas tourism journal. Are through. Im here. What is the reaction in vegas, all of the things happening in the bay area. I dont think people in las vegas are wringing their hands over there. They have gone everything they can do. They have gone to the legislature to get public funding. Addthere has been a stadium Board Meeting to get negotiations started with the team. Everything that can be done in las vegas has been done. If something happens in oakland that changes the outlook, then we deal with that as it goes forward to the nfl owners. We are looking at the shots of the proposed stadium. Just gorgeous there in las vegas. If they dont get the raiders, would they go after another team. It is possible. The legislation is written in such a way that the Stadium Authority board is in place for at least a year and a half. So if the oakland proposal does not go through, it is possible that they might look to lure another team here. Of course San Diego Chargers are possibly in play. There is been reports about problems in jacksonville. It is hard to speculate. All of the focus is on this raider deal. Any chance of starting up a new franchise there . That would be a difficult thing. The nfl would have to do that. They have talked about expansion into international markets. If that option came up, that would be in play for las vegas to consider. At this point in time theyre looking to mark davis to fulfill the promise that he made that he wants to move to las vegas. Well, in a News Conference later this morning, investigators are expected to announce that the oakland warehouse fire may have been caused by an overloaded electrical system. First responders held a vigil last night in front of the building to mourn those killed in the fire. The vigil included a procession led by the American Red Cross and Alameda County Sheriffs Office and involved members of the oakland fire and police departments. They made the short but solemn walk from fire house 13 to the ghost ship warehouse. We need to heal and come together and figure out how to best to move on as a community. They found another body. And they found another victim. And that to me was the part that just that shocked me. A fire bell rang 36 times for the 36 lives lost in the fire. The vigil also gave First Responders time to reflect on the tragedy. Well, the u. S. Senate passed a resolution to honor the victims of the oakland warehouse fire. Yesterday diane fine steed said the American People stand with oakland as the city mourns the victims of this horrific warehouse fire. The resolution honors their memory and recognizes the heroic efforts of our First Responders to save lives and heal the community. On our website, ktvu. San jose police are asking for the publics help in their search for a man caught on camera attacking and robbing a disabled man. Detectives want everyone to take a close look at this surveillance video. You can see the suspect. He knocks down that person with his bike. Then he speeds off. Then moments later he comes back. It looks like he will help him up, maybe concerned. Then he steals the mans cell phone, knocked him back to the ground. The victim has a serious speech disability. This guy takes it to another level by preying on someone who is disabled. If escapable of doing this to someone with a disability, what is he capable of doing to someone else . The attack took place near the coyote creek trail in early september. Police have released a sketch of the suspect. He is described as an African American man between 16 to 25 years. Take a look at the sketch there on your screen. He was riding a red Mountain Bike at the time. A teenager girl accused of beating a 22yearold woman with a baseball bat is challenging it because of a new state law. They say she beat the woman with a baseball bat at a dog park earlier this year. The two women did not know each other. She was critically hurt and needed brain surgery. Rios as charged as an adult before prop 57 was passed last month. It is meant to help rehabilitate new offenders. They say she should be recharged as a juvenile. The victim mother and District Attorney say that is not right. We are concerned that she could be released very early. And we have someone who stated they wanted to kill someone. They wanted to know what it felt like to kill someone. The problem is, ms. Now, some legal experts say the new law is flawed because it doesnt say whether or not it can be applied retroactively. The San Francisco symphony is making a political statement by canceling two concerts scheduled next april. The symphony will not perform in North Carolina as part of the east coast tour next year. Thats a response to North Carolina eliminating protections for gay, lesbian, bisexual and transgender people. It is similar to the stand taken by the city of San Francisco as well as several businesses and cultural organizations. By canceling the North Carolina performances, the symphony has cut its east coast tour in half t will still perform two concerts at Carnegie Hall in new york as scheduled. Right now it is 7 48. Southbound 101 appears to be cleared out a little bit from what we saw. It was pretty bad there for a while. Things are still slow on southbound 101. There was an accident, a serious one southbound 101 near 280. A couple other hazards. Northbound 101 there was an earlier crash near silver avenue. That combination has made 101 driving today not good at all. It started affecting the traffic coming in off of the bay bridge. Thats not as bad as it was. The bay bridge is looking normal. 25 to 30minute delay. Lets talk about 580 through livermore. It looks okay. 680 is slow out of pleasanton down to the grade. Look at the south bay. We had an earlier crash on northbound 101 near 13th. Thats long gone. But the damage is done here. It has been slow ever since. 85 and 280 are completely slow up to the valley. All of the commutes up to the west valley are slow. Nothing sticks out as being exceptionally slow. But a lot of slow traffic there. 7 49. Lets bring steve in. Clouds increasing and fog. The low and high level clouds are thickening up as the system inches closer. The rain will develop for some to the north. Then eventually by tonight, some of that will make it just wanted to talk about the thursday system though. It looks impressive so far. An inch and a half to four inches of rain north bay. I would think some of the coastal hills and also Santa Cruz Mountains. Speaking of, i think thats where the strongest dusts will gusts will be. The winter storm watch will be rocking and rolling up in the mountains. The winter storm watch is posted along with the high wind watch. Thats for thursday. Snow level will start off at 5,000 feet and 7,000 and then drop to 3,000 to maybe even 2500 feet by friday. Be advised the best day to go is today or tomorrow. Which means it could take a while but San Francisco down to san jose, monterey, eventually by thursday night, that starts to move n this will be a better rain producer for the south bay than the last couple systems by far. Two Apartment Buildings were declared unsafe and torn down last spring. The third building at 301esplanade was condemned because it was so close to the cliff. The path to the beach is on private property so the landowner is responsible. Now, he says he already is taking steps to shore it up and that the work could be finished earlier next week, maybe even sooner, depending on the weather. Weather. Were going to plug that area, fill it up with concrete pumping and then just do whatever needs to be done after that. The city also says it is getting reports of new bluff erosion at 301 and they have contacted an expert to take a look at it and make recommendations. A new survey shows 2 of teenagers say they smoke at least a half pack a cigarettes a day. 25 years ago, that number was 11 . Alcohol use dropped to its lowest level ever. A little more than a third of High School Seniors say they have been drunk at least once. Back in 2001, the number was more than half of seniors. When you get to the bay bridge toll plaza, you will see that traffic is slow for another 20 minutes. We had earlier crashes in San Francisco. Those are clear. But 280 and 101 getting in and out of San Francisco are still pretty slow because of the earlier problems. Over to the east bay, 680 is slow. Concord do walnut creek, we have quite a delay still from about 242. And it stays that way into the alamo, danville area. It is 8 03. Lets go back to the desk. Thank you, sal. A woman died in a house foothill ares irin Castro Valley this morning. Right now Alameda County fire investigators are going through the home and looking for answers as to why this started. Allie rasmus is joining us live from Castro Valley this morning with the story. Allie. Reporter good morning, mike. This home is on grove way. Grove way still shut down to traffic. Although they are letting a few of the neighbors up as they get up and get ready to leave this morning. You can see the home where this happened. The burnt out frame of the garage there behind us, behind some of the caution tape. Were told that the Alameda County sheriffs investigators are here and going through the home with Alameda County fire investigators. They say that is customary any time there is a fatal fire, which is what happened here overnight. The Sheriffs Office is investigating along with the fire investigators as well. The victim of the deadly fire was found in the garage of her home. She is a 59yearold woman. She lived alone at this residence. They dont know why she was found in the garage, whether she was trying to escape the fire or some other reason. It was around 25 45 this morning that fire got the call and responded to the scene. It was a nearby neighbor, a nextdoor neighbor who reported the fire. When she she could smell smoke and walked outside and saw flames shooting out of the garage. Reporter now, back here at the scene, you can see some of the fire investigators have been talking to some of the neighbors this morning. Possibly the nextdoor neighbor who made the call and report this had fire. They believe the fire started in the atick. Although what sparked it is still unknown. We also doent know if the home had working smoke alarms. The family of the victim has been notified. They were out here at the scene earlier. The Coroners Office has come and brought the body, taken the body away. And of course what they will try to find out over the next couple of hours here at the scene is figure out the cause of this fire. That work still lies ahead. The suspect surrendered about an hour ago. An armed man was inside the house on arthur avenue. There was a 6yearold girl with him. Police say she was not being held as a hostage. No shots were fired. And the man is in police custody, also following a developing story out of nashville, tennessee. A Police Officer was shot at a motel while looking for a person wanted on an outstanding warrant. The Nashville Police chief announced a short time ago that the officer was shot in the solder and suffered a serious wound but expected to make a full recovery. The suspect was holed up in the hotel for hours. But when s. W. A. T. Officers moved in, they discovered he had shot and killed himself. We may learn the cause of the deadly oakland warehouse fire. The atf will hold a news briefing with local occasions at 11 00 this morning. And we will be there. Investigators are focusing on overloaded electrical lines in the back of the building as the cause of the fire. 36 people attending a dance party and concert were killed in the fire. Police officers and firefighters held a vigil last night in front of the warehouse to mourn those killed and help responders cope with what they had to do with in this traumatic incident. The vigil featured a procession led by the American Red Cross and Alameda County Sheriffs Office. It involved members of both the Oakland Fire Department and police department. They made the short but solemn walk from fire house 13 to the burned out warehouse. It is hard work and it is mentally and physically very mentally and physically draining work of the four days of recovery that we did. That was a particularly difficult day. A fire bell rang 36 times for the 36 lives lost in the fire. The vigil also gave First Responders time to reflect on the tragedy. On our website, ktvu. Early this morning, president elect trump announced he has chosen exxonmobil Ceo Rex Tillerson as his secretary of state. The flight was diverted to phoenix because of a problem with the fluid pressure. Passengers were taken off of the plane that were examine. They had to board another flight that safely landed at sfo aat about 2 30 this morning. A bomb threat forced a flight from Houston Texas to Frankfurt Germany to land at jfk airport in new york last night. It was searched but investigators say they did not find anything suspicious. All 530 passengers and the crew had to be rescreened. Authorities say someone phoned in a credible threat to the Corporate Office in germany. The airline tweeted that the flight was diverted as a matter of precaution. Back here in the bay area, off to sal we go with a check of the Tuesday Morning commute. Good morning to you, sal. Good morning, mike. Pam, things are improving a little bit on highway 24. Want to check that out for you and start there in contra costa county. 24 westbound is fogged in. In fact, it just became fogged n i just saw it a moment ago. I can do this. I can go back to the maps and show you that area on a map if we can improvise that. 24 doesnt look too bad. It is improving allele bit. As you drive over to erin da. That fog that steve mentioned is moving around. It may be foggy at one point and it may not be foggy in a few minutes. Lets go to the bay bridge toll plaza ask talk about that. Traffic will be busy as you drive through. No major problems. Although this is about a 25 to 30minute delay as you drive through the area. Westbound 580 we go back to maps. Westbound 580 at airway boulevard. There is a crash that just occurred here. The traffic had been okay on 580. Now we have backup here as you can see. That is going to be slow. And points north. Santa cruz mountains gusts 35 to 40. Hills could get 55 to stronger. It depends where the surface low sets up. We will see if that changes. Already high wind watches out for the sierra. A winter storm watch is out for them as well. Two days in advance. Sacramento has a high wind watch. It will fill in as well for the sierra nevada. So plenty already going on. 48 hours before the event arrives. The cloud cover has already arrived. It will pick up in intensity off of the mendocino coast and the sonoma coast. That will lead to rain for them. A lot of cloud cover and the main system is down here. It is starting to wrap itself up. There is cold air interaction to the north. Thats where the heaviest rain will be. 40s on the temperatures to 52 is the fo and half moon bay. San jose at 53. 44 in santa rose. Also belmont, 47. Menlo park, stanford and Los Altos Hills at 45. It will be more of a wind event as we head into wednesday and thursday. And then a snow event thursday and friday. It will be howling over the passes. Also the snow level will go from 5,000 to 7,000 down to 2,000 or so. It has a lot to work with. We will see a good system on the way. Today it is more of a general rain for the north. The wind and rain for thursday. Tomorrow will be the transition day. We will get breezy and warm until the next system arrives. Not much rain here. A lot of rain wednesday night and thursday. Especially ukiah north. In thursday t will be in santa rose. It will take a while to get to san jose. Maybe not until thursday night. But boy will it ever. It could be heavy rainfall rates. Up in the sere a brief heavy snow until that system moves out which would be friday night. Then the cold air arrives. If you are heading up to the mountains, be advised today or tomorrow is your best bet. 50s on the temperatures. And maybe a few 60s here if you can get a couple little sun breaks. Today light rain. New this morning, there appears to be fewer chubby babies. Thats a hopeful sign against childhood obesity. Researchers released a report today after studying American Children two years and younger. The rate of kids at risk for obesity has dropped in the past few years. They believe it is because of better Baby Nutrition and an increasing number of moms breast feeding. We may see more diaper changing tables in San Francisco. City supervisors will consider a measure to dramatically increase the number of bathrooms that have tables where parents can change diapers. A proposal would move enforcement of the requirement from the Planning Department to the department of building inspection to ensure compliance. This proposal may surprise some people. San francisco has the smallest percentage of children than any big city in america. A santa almost retired after an emotional visit. Eric schmidtmatzen usually walks away from his holiday job with a big smile. The 61yearold man loves children and the Holiday Season. But things changed when he was called to the bed side of a terminally ill 5yearold boy. At first had no idea what to do. He somehow gained his composure and gave the child a toy and these inspiring words. When you get up to those pearly gates, you tell them that youre santas number one elf. He was like, i am . But now schmidtmatzen says he plans to spend every Holiday Season visiting sick children. Well, Christmas Gifts arrived at the International Space station today thanks to japan. A japanese cargo ship pulled up at the orbiting lab. The capsule contained food, water, batteries and other supplies. Nasa said there were also christmas presents for those on board. The crew was very excited to accept the delivery and radioed thanks to all. Most of you may have seen at least one performance of the nutcracker ballet. [music] in knoxville, tennessee they have what they call the mutcracker. The same ballet but it includes dogs. They earn their parts by going through rehearsals. Its amazing to watch how the dogs have developed since only a few were trained performers. The canine dancers help children perform at their peak. Dancing with a dog is really fun because you get to youre doing your part and youre being a character but you also get to experience this little animal on the stage. It is a stress reliever in a way. This years standout is a dog named pig. She performed. She looks different from other dogs when she walks but she has received a huge following as a dancer. The traffic is improving on 280 northbound which is on the right. It is getting a little more crowded on the left here on 280 northbound. There has been a little bit of slow traffic obviously in the south bay. As a matter of fact, we can look at the south bay commute here. Im having a little trouble with the maps. So lets hold on a second. Dont go to the maps yet. There we go. I want to look at this commute here on 580 and 880 getting to the maps. Sometimes they freeze up on me. That happens. Southbound 880 is slow in fremont. We had a couple of earlier accidents in the south bay. And northbound 101 is still very heavy getting into mountain view. So it is kind of a normal commute. San mateo and dumbarton bridge are heavy. At the bay bridge toll plaza, traffic is backed up for 15 to 20 minutes. It is obvious were not seeing the christmas vacation stuff happening yet. Were following the developing store knee downtown oakland where police are looking for a group of suspected burglars. Streets are blocked off between webster and 22nd streets. You can see the map right there. Its not far from the pandora offices. Dozens of Police Officers have surrounded a building where the suspects may be hiding. We want to check in with alex savidge who is on the scene with what you can tell us, alex. Reporter yeah, pam. Still a very active search happening here in downtown oakland. This morning, police are searching this Vacant Office building behind us trying to find at least one burglar believed to still be hiding out inside of this building. It is possible there is a second person. In the meantime, you can see streets are blocked off in this area. The building in question is a tenstory Office Building that, again, is empty. It is at 2150 webster street. Right between 21st and 22nd streets. You can see what youre looking at here is 22nd street blocked off. Traffic still moving freely along webster street as the search plays out. This began before 7 00 this morning when the work crew that is doing some demolition and remodeling work inside of this vacant building, they showed up and they quickly realized that there was someone inside the building who was not supposed to be there. Listen to the head of that construction crew. We went to unlock the door but we couldnt get in because someone had broken in. I really dont know. Why would someone break in here . I dont know. They say at one point, one of the burglars who apparently is hiding inside of the building tried to break free or escape from the building. Knowing potentially knowing that the cops are outside and broke the window that youre looking at right there. But the person inside never did jump from that particular window. But police do believe at least one burglar still is inside this building. As far as why they might break inside, the construction crew says they might have been coming to steal the tools inside of the building. Other than that, it is an empty building. They are doing remodel and it will reopen as office space. There is an ongoing search here at webster street. Theyre looking for at least one burglar who may be inside. Gosh. Okay. Thats great. Thank you, alex. Here are some of the other top stories. Investigators in Alameda County are looking for the cause of a deadly house fire in Castro Valley. It was reported shortly before 3 00 on a home on grove way. One woman who lived in the home alone died. Investigators say the fire started in the atick. But they still dont know the exact cause. Grove way is expected to be shut down for the next few hours because of this investigation. Authorities investigating the oakland warehouse fire. They will hold a News Conference at 11 00 this morning. They will reveal a possible cause to the fire. Investigators are said to be focusing on an overloaded electrical system in the back of that building. 36 people attending an electric dance party there were killed in the fire. A Police Officer was shot at a motel in nashville, tennessee while looking for a man wanted on an outstanding warrant. The officer was shot in the shoulder and suffered a serious wound but is expected to be okay. The suspect barricaded himself. Overnight, officers moved in and found that he had shot and killed himself. Well, today is a critical day in deciding the future home of the Oakland Raiders. The al media county board of supervisors will meet to consider a proposal by an Investment Group with ronnie lot leading the way. In the meantime, the Oakland City Council is expected to vote in the plan in a separate meeting tonight. A little bit for the raiders. A little bit from public funding in terms of infrom structure. And primarily ronnie lots group is putting up the majority of the money to build a new stadium in oakland and open. Ly we will keep the raider hoosier. The raiders owner is committed to the plan to build a stadium for the raiders in vegas. Nfl owners will meet tomorrow in dallas and will consider the issue. San francisco supervisors set to vote on a plan to eliminate tuition for students at the city college of San Francisco. It would make tuition free beginning next fall. A rally in support of the proposal is planned before the board vote. However the examiner reports that San Francisco mayor ed lee is not ready to fully fund this proposal. San jose police are asking for the publics help in a search for a man caught on camera attacking and robbing a disabled man. Detectives want people to take a look at this video. It shows him knocking down the man and then he returns appearing to be concerned. But then he steals the mans cell phone and knocked him back to the ground. Police have released a sketch of the man. He is described as an African American man, 18 to 25 years old. Shots were fired at one of its busiest fire stations. A bullet went right through a window at station 24 in the springs it is down neighborhood. No one was hurt and firefighters say it was probably a random shot. It got caught in a box of medical gloves in the storage area. Crew members say this is not the first time that they have worried about the neighborhood where they live and work. 2 00, 3 00 in the morning, you hear random shootings. The bullets are going to go somewhere. Firefighters say their station and others have been broken into while they have been out on calls. The library next door does have a security camera. Now investigators plan to see if that camera shows anything that could help them find out who fired the shot that hit the station. There is a big repair job underway on the coastline. Yesterday we told but that giant sink hole that opened up in pacifica. It swallowed part of the path that leads to the beachly low. Two Apartment Buildings were declared unsafe and demolished last spring. The third building at 310 was declared unlivable and condemned because it is so close to the crumbling cliff.
