The traffic has been backed up to the macarthur maze as metering lights are on. We have slowing as you drive on the bridge. This is a look at the east bay commute with highway 4 and section six slow. 80 is backing up this morning through richmond and el cerrito which is usually the case. The commutes are filling in quickly here. All very crowded getting to sunnyvale, cupertino and mountain view. 7 02. Back to the desk. Thank you, sal. Part of the Sonoma State University campus is roped off because of a Police Investigation. This comes after a campus employee discovered what appears to be human remains in part of the campus. Allie rasmus is live at the scene this morning. Allie. Reporter gasia, we are standing in parking lot m which is next to the Green Music Center on the northeast end of the Sonoma State University campus. Behind the police tape is an undeveloped field with a lot of grass and brush. Theres no trails. Just open space on the Sonoma State University campus. It is difficult to see because of the heavy fog out here. This field is where a campus landscape worker spotted what looked like a human body partially buried in the ground. The worker reported it immediately to the university police. They called in Sonoma County sheriffs investigators. Investigators say they have not confirmed that it is in fact human remains discovered here. Theyre waiting to get a better look at the entire scene and the burial site after Daylight Hours. They said it looked realistic and suspicious and they are treating this area as a crime scene. The detectives did come out during the afternoon. But they did not go digging around and interrupting the crime scene. Once you start, you really want to have a long time to process the scene. You dont want to do half of it and come back day after day. Reporter so thats why the work to excavate the remains and all of the processing wont begin until sunrise this morning. Were at least an hour away from full daylight. The sergeant says the remains are not badly decomposed. He estimated maybe days or a week old. The Green Music Center is right next to the parking lot. They did have a concert at the venue last night. Investigators say they did not get any reports of any problems. They do not have any recent missing persons reports from the area. The sergeant says if it does in fact turn out to be human remains discovered here, they have, quote, no idea who it could be. Back to you guys. One week after a prominent lawyer was shot and killed in front of his el cerrito home, there are still no significant leads to the killing. James had just come home when someone shot him to death. It does not appear that he was robbed. He worked as an intellectual property lawyer with a firm in San Francisco. Investigators dont know whether his work was in any way connected to the shooting. After almost 90 years in business andronicos is selling its Bay Area Grocery Stores to safeway. There are five stores, two in berkeley, the others in San Francisco, los altos. They will be rebranded as Safeway Community markets. Safeway promises to offer the same local products. We talked with a business professor from Santa Clara University who says given the competition from Grocery Delivery Services like amazon fresh, he is not surprised by the acquisition. Grocery is the notoriously tough retail business. Very low margin, hyper competitive. Andronicos has about 400 employees. They will be offered jobs with safeway. The sale is expected to be finalized in the next six weeks. Andronicos says its stores were actually doing well after filing for bankruptcy five years ago but the owner thought now is the time to sell. The im is 7 06. Some of these bus drivers say they have set up these trailers and rvs. We have counted about 30 of them in the parking lot. They are spending the night here during the week because they dont want to deal with the traffic. Its a lot of us living on the yard. They live at the yard. There are trailers set up for them to say. They are commuting over 50 yards. You can stay at our yard if you live past it. A lot of people live at our yard. During the week. During the week. Or even weekends. Theyre trying to make money. Reporter the joint ventures Economic Institute found that the economic boom in Silicon Valley is causing a large number of solo drivers to make mega commutes. Those are taking 90 minutes or longer. They come from alameda, San Francisco and san joaquin valley. Those worker outside of the area are spending 57 hours a month in their cars. That is time that could be spent working or with their families. It seems no matter where, it has gotten progressively worse as far as the amount of people. I think theres just too many people in the bay area to be honest with you and the road system is not its not set up right. I mean, its overwhelmed. Reporter experts say the study illustrates how well the economy is doing but it is impacting housing costs and traffic. With continued job growth, the problem will only get worse. The tracy super commute is not something that you were covering 15 years ago. No, i wasnt. People were not living that pharaoh owe people were but not a lot. Now a lot of people live far away and spend a lot of time in traffic. It is not just the Silicon Valley unfortunately. It is the east bay and all over the bay. Lets start with the east bay commute and look at 24 and 680 and this whole area. It is jam packed like normal. Sometimes when i say things, they lose effectiveness. If i say your commute is jam packed every day, you stop hearing that. So what i do is i try to remind you of things or let you know when something is unusual. This commute looks kind of normal on 24 through lafayette as you drive through the tunnel. No major problems on 680 but backed up from 242. Bay bridge is backed up to the toll plaza metering lights. It looks okay once you make it on to the span. This is a look at the Silicon Valley commute that we have been talking about. It is busier than it used to be. 101, 85 all slow trying to get to where most of the jobs are. That would be the west valley. I say most. I know there are jobs everywhere but this is the promise land when it comes to the morning commute. Everybody is going that way. 7 17. Lets go back to steve. When i first started, never mentioned anything down towards gilroy or even out towards like you say tracy. Right. We do have fairfield, vacaville and lake county. Now we have to. We have temperature thats will start to warm up here. We get some 40s and a lot of 50s. An off shore breeze. The fog around petaluma and santa rosa is the thickest so far. They chased it for half a mile and were able to push it out of downtown. Last week the city Council Passed a new ordinance allowing the city to euthanize aggressive turkeys. Yeah. The time is 7 20. Before the judge makes a ruling, they want to know if the poll watchers know the state laws to follow. There are fears of election tampering in the south bay. One san jose man received an e mail from the registrar of voters saying his mailin ballot was lost in the mail. A replacement would be sent. Ent. How many other people had their ballots lost in the mail . Because the registrar of voters, they know what youre registered at. Is someone tinkering with the system or what is going on . Officials say normally one half of 1 of ballots get lost in the mail during directions. The registrar Voters Office is trying to assure the public about the integrity of the voting system. Replacement ballots go through a sorter where signatures are check subpoenaed rechecked by volunteers. There are 55 sites around Santa Clara County that people can drop off ballots through election day. There is word that Hillary Clinton if she is elected is reportedly looking at San Francisco mayor ed lee as a possible member of her cabinet. According to the washington website the hill, clinton might pick lee as possibly the education or housing and urban development secretary. The site says that clinton is under pressure to have a diverse cabinet. So far no comment from the mayors office. The time is 7 26. An africanamerican church set on fire in mississippi. I want to make sure that you know that the bay bridge is its normal self. Nothing unusual about it. People want to know, they want to check in, what is it like this morning . What is it like . It is okay as you drive through the area. Seeing a little bit of slow traffic as you get on to the bridge. That is normal. When you get to interstate 880, it fills in. Still have an opportunity to get through this commute before the crowd gets there, if you will, on 880 northbound. Steve mentioned marin county. We have been looking at it. An early accident southbound 101 right at the Civic Center Area. Thats gone. The accident has been cleared. Traffic is extra slow this morning coming from just before roland boulevard in novato. And the traffic the speeds are down because of that crash. Were looking at 80 westbound on the other side of the bay. Slow traffic from highway 4 all the way down. These are normal commutes. Normally slow commutes. 680 is slow from concord to walnut creek. Youre not getting any surprises here. Just in case you want to know what its like, it is normally slow, full. 7 32. Lets go back to the desk. Thank you, sal. The bart system is aging. Thats no secret. It needs upgrading. This election day, voters will decide on a bond measure that bart says will help pay for upgrades. However, critics of measure rr question whether that money will really be spent on fixing the aging system. This morning, we are getting a rare look at one of barts most critical maintenance problems. Ktvus alex savidge is in the news room now. You went on a tour of a leaking bart tunnel beneath San Francisco that workers call the rain forest. Tell us about that. Yeah. And all of the maintenance workers with bart, they all know this one particular spot. Some have to wear rain coats when they go into this particular area. Because there is so much water coming through. Bart says there are many problems that need to be fixed throughout the system. This one is a top priority. The socalled rain forest is a spot under San Francisco where groundwater, thousands of gallons of it, that water is constantly leaking through the bart tunnel. And all of the water can wreck havoc on the system. And to get to this spot, we hopped on a maintenance truck at the civic center station. We drove in the darkness to the 16th street station. About halfway through is when we stopped. We had to do this tour in the overnight hours when the trains obviously are not running. After we got out of the truck, bart facilities superintendent tom delanie showed us around and he showed us where water from an underground aquifer is constantly seeping through the walls of the tunnel. [water dripping] you can hear it. At times it is worse than that depending on what time of year, how much water is in the underground aquifer. The problem is all of the that water seeping into the tunnel is corrosive. It eats away at the rails, the fasteners, the control boxes. Crews are replacing those parts constantly and it is a costly maintenance issue. When we have water that drips on the rail, we address it immediately. That could lead to failures and broken rails which could lead to service disruptions. Whenever the aquifers are running, it is like it is raining. It gets on the rail and eventually causes the rail to break. When that happens, all hell breaks loose. Reporter and that was the case last may. This leaking tunnel caused a piece of rail to crack, which led to massive delays for bart riders all across the system. Bart says it will cost several Million Dollars at least to permanently fix the socalled rain forest. They will have to pump a clay into the walls there to block the groundwater from coming through. If voters approve measure rr on election day, bart says some of that 3. 5 billion in bond money could be used to repair this particular problem. However, opponents of the bond measure say bart hasnt spent money wisely in the past. We all like to support bart. It is a critical transportation artery. But bart hasnt made good choices over the last couple of years. They are putting a gun to our head and saying vote for this bond measure or else. About a third of the bond money from measure rr can be used to pay for employees salaries and benefits with no guarantee that it will go towards system repairs. Now, whether or not the measure passes on election day, bart says it will begin working on a permanent fix for the socalled rain forest at some point later on this year. Dave. Alex, i know you wont forget being in there. It was a unique experience. No doubt about it. Thank you. City of oakland is trying to stay ahead in case prop 64 passes for legalizing recreational marijuana. Many cities are adopting temporary restrictions on the cultivation and sale of marijuana. Many want more time to come up with permanent regulations. The city of oakland wont do anything different. People selling marijuana for Recreational Use will face the same permitting requirements as those who use the drug medically. Its a complete overreaction on their part, cities such as san jose. Oakland actually understands cannabis law at the state level. This week the San Jose City council reached a temporary ban on marijuana sales. Supporters say cities should have seen this coming and come up with rules a while ago. Two American Service members were killed and two others injured in afghanistan in a mission against the taliban. The americans came under fire while assisting Afghan Forces in the northern part of the country. The raid targeted two senior taliban commanders. They were among the 65 taliban fighters killed in the offensive. The identities and hometowns of the americans killed have not been released. Here in the states, memorials in iowa are growing outside of the police stations in des moines and urbandale in honor of the Police Officers shot and killed yesterday morning. Flowers and balloons and cards being left at the memorials. He had been a High School Resource officer. Students and teachers loved him. Martin was described as quiet and passionate about his job to protect and serve the public. He didnt give out any idea that there was any warning or fear or anything going wrong or he was going to make a stop. He was going to proceed through an intersection when he got confronted by this gunman. This gunman. Authorities say 46yearold Scott Michael greene ambushed and gunned down the officers in their patrol cars in separate attacks. Yesterday greene surrendered to authorities along a rural road. The motive for the shooting is still not known. Investigators are check a Youtube Video that apparently shows green arguing with Police Last Month after he unfurled a Confederate Flag near African American spectators at a High School Football game. The fbi has opened a civil rights investigation into the burning of an africanamerican church in mississippi. He says that the words vote trump were spray painted on the church building. No one was hurt. But about 80 of that church was destroyed. Our church was a historic church. It had been there for over 111 years. And and our hearts are broken. But we are not angry. But hearts are broken. And we are saddened by what has happened. Now, a gofundme page has been put in place to raise money to restore and repair the church. It continues to climb this morning. They have raised more than 155,000. 155,000. The names of two finalists for the San Francisco police chief position may have been leaked because according to the chronicle, the interim police chief tony chaplain made the final cut. The newspaper reports that schmidt also is on the short list. The commission submitted three names to mayor ed lee yesterday for his consideration. The other finalist is said to be from outside of the department. Mayor lee is reportedly taking his time and will likely wait until after the election to announce his choice. The mayor also has the option of rejecting all three finalists. If you does that, the Police Commission would have to pick three new candidates. Sheriffs deputies went beyond the call of duty to help a hayward teenager. They met anthony aguy during a traffic spot. They found out he was sleeping on the floor because he is being raised by a single mother who cant afford a bed. After hearing anthonys story, they collected donations from other deputies and they bought him a bed and pillows and sheets. Then they showed up to his house and put the bed together. The department utes say they know for young people to grow up healthy, they need a good nights sleep. A Police Investigation happening on the campus of sonoma state. Economists seemed pleased with the ruling. It experienced its biggest jump against the u. S. Dollar since august. The Menlo Park City Council approved expansion plans for facebook. 1million square feet of office space and a 200room hotel. Facebook says that the expansion will add space at its headquarters for 6500 more employees. As part of the agreement with the city, facebook will build two below market rate Housing Units or pay 6. 5 million into a fund for affordability housing. They say that jeff hill, who owns the hill wine company, used generic grapes from outside the napa valley to produce wine that he then claimed to contain cabernet from the region. Investigators are about to begin the serious work of gathering evidence from a possible crime scene on the Sonoma State University campus. Yesterday a campus employee discovered what looked like a human body in an undeveloped field on campus. Thats where we find ktvus allie rasmus live this morning. Reporter gasia, now that the sun is up, we can give you a better look at the field where the grim discovery was made yesterday. This is on the northeast end of the campus. Behind the police tape is an undeveloped field that sits next to parking lot m next to the Green Music Center. This field is where a campus landscape worker yesterday spotted what looked like a human body. Now, the worker reported it to Sonoma State University police and then they called in Sonoma County sheriffs investigators. The investigators were not able to confirm yesterday whether the reminutes were remains were in fact human. They didnt want to start digging just as it got dark. They said they were going to wait to get a better look during Daylight Hours this morning. They said at the time it looked realistic and suspicious and they were treating the area as a crime scene. We cant say its a homicide because we dont even have a confirmation it is a human body yet. We have not touched or affected the area. Once we get into it, we will have to determine cause and manner of death before we do rule it as a homicide. Reporter now, the sergeant said that the remains did not appear to be badly decomposed. He estimated days or a week old. The Green Music Center which is next to the parking lot and next to the field, they have concerts frequently. They had one there just last night. But investigators did not get any reports about any problems at that concert or anywhere else on the campus. They also havent had any missing persons report. At the top of the 10th, when they resumed play, the chicago cubs picked up two more runs. Went ahead 86. Cleveland got another one at the bottom of the 10th. They were at 87. That is how the game ended. With that, the chicago cubs snapped that 108year drought. The Cleveland Indians, well, its a different story. Janine de la vega is riding around this morning with a look at the long commutes facing some people who work in Silicon Valley each day. Reporter yeah. Thats right. We were in fremont. Now were in milpitas on southbound 880. We are doing a lot of stop and go. Going about 20 Miles Per Hour right now. Lets switch to a live look of what we can see in front of us. We have been seeing a lot of brake lights here. This is a commute that a lot of people are taking who are not from the south bay. And even though in the morning it is slow, in the afternoon, a lot of drivers are telling us that it is taking much longer for them to get home. And a lot of these drivers are mega commuters, which are people who travel 90 minutes or more one way to get to work. The joint venture Economic Institute released a report showing the number of mega commuters into the Silicon Valley has increased more than 5 . That is worse that what commuters in Los Angeles County face. The majority of mega commuters are solo drivers coming from San Francisco and san joaquin county. We spoke to a commuter. If i get up at 6 00, i wont even leave my house i wont get to the job site until 10 00. Yeah. Its that bad. But the cost of living over there is good. I mean, over here it is real expensive. Over there at least you can live comfortably. This is where all of the money is at. Youve got to live. You know, youve got to be where the money is at. You can move out of town but youre making lessor trying to find work. I dont want to do that. So i just put up with it. Reporter we spoke to a bus driver who told us that there are three bus yards in the south bay that have trailers and rvs set up for those who live 50 or more miles away. Drivers stay there to avoid the commute traffic. Experts say the study illustrates how well the economy is doing here but it is impacting the traffic and housing costs. And with continuing job growth, they say the problem is only going to get worse. And back out here live, watching us, were actually now going only about 15 Miles Per Hour. On 880. Still very crowded heading over to the peninsula. And of course the Silicon Valley commute, we have been talking about that all morning and how slow it is. Well, its very slow this morning. All of the freeways have filled in. I dont see any improvement coming soon. It will take a while nor all of this traffic to get better. 8 18. Lets go to steve with the weather. A little bit of fog showing up around napa airport and also from petaluma. Although it seems to be lifting there according to our observer gary. I dont think it will much longer. A Grocery Store that has been around for 90 years is about to be rebranded. 8 23. Happening now, theres a high surf warning in effect for bay area beaches. The warning was put into effect at 6 00 this morning. Huge waves, some possibly as high as 30 feet could come crashing down on bay area beaches. The waves will roll in midday today through late tomorrow. Well, it is the end of an era. After almost 90 years in business, andronicos is selling its stores to safeway based in pleasanton. The stores will be rebranded and called Safeway Community markets. But safeway will offer the same local product. Store employees just found out about the sale yesterday and many customers say theyre sad to see andronicos go. Theres a safeway like, what, half a mile, a mile down the way. There is a luckys up that way. I dont know. Its just a nice Little Family market. And it is always a bummer to see those go away. Andronicos has about 400 employees and they will be offered jobs with safeway. The sale will be finalized in the next six weeks. Andronicos told the stores were actually doing well after filing for bankruptcy five years ago but the owner thought now is the time to sell. The city of davis is trying to do something about all of the wild turkeys around its downtown area. One has been lunging and circling and chasing people. It has become so aggressive that people have started calling 911. How can you help you. Yes. This is almost embarrassing. I am trying to get into my office on g street and davis and i have this huge turkey surrounding my car, circling me. I dont note what to do. Hi. I have a turkey here that just wont let me leave. It put me in a corner and i cant go anywhere. People have named this turkey downtown tom. The city is offering tips how to handle encounters with the turkey. I have seen them attack cars. I saw him attack this little girl. He was trying to chase a little girl and the dad had to finally pick her up. On tuesday, wildlife officials attempted to catch the bird without success. Im going to go back to the maps in a second. This is 280 san jose. Northbound 280 is improving. This is good news. Some of the traffic we have seen has improved. That east shore freeway is slow. Weve had a bunch of minor wrecks here on the way. Most of the slow traffic, by the way, is after the wrecks. Look the a80 into richmond. Slow traffic also on 24 in oakland after the tunnel. And here it is in the bay area here. You can see traffic is going to be backed up as you drive out to the macarthur maze. Lets go back to the desk. Opponents question whether all of that taxpayer money will actually be spent on fixing the aging system. Bart gave us a rare look at one of the agencys most critical maintenance problems. Alex savidge is joining us now. I know you got a tour to go underneath into the tunnels and you found something that they call the rain forest. Thats right. Often time workers say they have to put on their rain coats just to go to this one particular spot because there is so much water coming in. This spot is underneath San Francisco. Thousands of gallons of groundwater are constantly leaking through the bart tunnel in that area. That can lead to equipment problems and oftentimes delays. Through the darkness toward the 16th street station. We had to take this tour of course in the overnight hours, when the trains werent running through the tunnels. After we got out of that truck, bart facilities director tom delanie showed us around. He showed us where water seeps through the walls of the tunnel. You can just see the corrosion. And the problem is that that water that comes into the tunnel eats away at the rails and fasteners and even damages train control boxes. Crews are constantly replacing those parts. This last may, the leaking tunnel caused a rail to ultimately crack. That led to massive delays for bart riders across the system. Bart says the aging Transit System has a number of problems but this one is top priority. It rains in here. Uhhuh. The water that comes through is so corrosive that the stuff just doesnt last. You said the permanent solution is to bring in a compound which is a naturally occurring clay substance that will go in and seal the inside of the tunnels. In between the tunnel wall and the steel casing. How expensive is that . Millions and millions of dollars. Now, if voters approve measure rr on election day, bart says some of that 3. 5 billion in bond money could be used to repair this problem along with others. The bond measure would raise property taxes on homeowners in San Francisco, alameda and contra costa counties. However opponents of measure rr says there is no guarantee that the tax money will go towards repairs. Rr is a blank check. It is proving that were not going to force them to set smart priorities in the chases they make. Thats why im a no vote on the measure. That is state senator glacier from the east bay who says a third of the bond money from measure rr could be used to pay for employees salaries and benefits. Whether or not measure rr passes, whether voters give it the green light on election day, bart will move ahead with a permanent fix for the rain forest area at some point later on this year. If it doesnt pass, do my rates go up . They have they have that money. You know, they have money for these upgrades. They say that they can, you know, find the money to pay for this particular problem. But it exists somewhere. Right. But ideally they would get this 3. 5 billion in bond money that they say would go to fix a variety of problems across the board throughout the system. But by the end of 2017, the rain forest will be plugged. It could take a couple of years actually. A couple of years. Wow. One of the issues with fixing is they can only do the work during the overnight hours. It is a timing issue. Its going to take a lot of time. A lot of overnight work. Where exactly are you in the city. We are were right between civic center and 16th street. So sort of near the Civic Center Area and the mission. Uhhuh. And there is apparently, according to the crews, there is an underground aquifer that runs heavy at times, depending on the time of year. There are times that it can be bad down there. According to the San Francisco examiner, the cost of treating traffic related accidents at the hospital adds up to 35 million every year. A new report from San Franciscos department of Public Health analyzed the hospital stays of more than 4,000 patients who had transportation related injuries.
