Widespread right now green on the screen from the coast all the way inland. Now beginning to approach i80 through fairfield, around American Canyon and it looks like vallejo. The san raphael bridge has been off and on wet throughout the morning. That will continue. For the east bay, even though it looks mainly dry, im receiving reports of drizzle and light rain for the east bay shoreline through oakland, Pleasant Hill, to the south. Actually a little bit of drizzle reported there. Thank you for the tweets. In the sierras, we have rain snow mix. That means you can get over the pass without the chains. What you will need is hold tight to the wheel. Very windy there until 5 00 in the afternoon. For the entire tahoe area. Here at home we dont have an advisory for the winds but they are kicking up at time. Gusting to near 40 at times. Especially right along the coastline where its going to be a little treacherous today. A flood advisory as well as a High Surf Advisory for today. Waves could reach ten to 15 feet. Dave engineer us dangerous waves and the possibility of erosion for us. Half an inch to an inch of rain expected with the system today. It wont last the entire day. By noon, 1 00, 2 00, it moves out of the way and we are mainly dry for the rest of your friday. I will have the timeline on the first system and what is to come for your bay area weekend in a little bit. In the meantime, lets get on to the highways where the roads are slick this morning. We have wet highways all over the place. From the toll plaza into San Francisco, lets take a look at the commute. You will see that the traffic will be busy as you drive into the city. A 30minute delay before you make it on to the span. And more on the bridge getting into city. Highway 24, we had an early accident in this stretch. It is also wet here. Traffic is slowing down through la fayette on the way to orinda and the oakland area. In the east bay, theres a crash 880 at davis street. Slow traffic there. Southbound 101 behind schedule because of a crash theyre clearing. Southbound 101 approaching the Golden Gate Bridge is busy, heading down south. Please give yourself extra time on that grade getting into ma written county. The traffic has been slow in the east bay. We have talked about highway 24. Highway 4 is also slow. Light rain is falling in the north bay this morning. Lets go live to Christien Kafton in that vat owe in navota. Not a real deluge yet. But we are seeing a steady rain up here in the north bay. The rain expected to hit in the morning commute this morning. George set up a camera this morning on our drive north. A couple hours ago we were in mill valley. As we drove up, you could see that we needed our wind shield wipers going. You could see rain on the windshield. We watched as caltrans crews put up barricades in mill valley. A lowlying area that is expected to flood today as the rains push through. The high tide expected around 11 15 this morning just as the brunt of the storm is rolling through. Drivers this morning say they are already seeing wet conditions out there on the woods. I just got off the road right now. Its wet and obviously it is slick. I am driving slower than i would on a typical day. Youre a professional driver. You drive more than the average person. Are people doing okay this morning. So far so good. But in the afternoon when i drive home, i get cut off right and left. Reporter now, of course, again, not wanting to cut anybody off. The advice from chp last night and this morning is leave extra room in front of your car. Also, its a good idea to leave extra time in the morning commute. If it takes you half an hour to get into work normally, give yourself 45 minutes or more time. Certainly the wet roads out there will make things slow in some areas. Be aware of the possibility of other vehicles spinning out or skidding out in front of you. Certainly a warning for anybody driving and hitting the roads this morning to take it easy out there. Now, in the next hour or so, were hoping to set it up so you can get a view of what that commute might look like. How many people are without power and where are they . The safety of our customers and communities is pg es top priority. The first significant storm of the season as you know are expected to rise in our Service Territory yesterday. Continuing off and on throughout the weekend. Were closely tracking the weather system and mobilizing crews and materials into areas that are seeing the brunt of the storm so they can get back to work and restore power back to customers quickly and safely. We have activated Emergency Centers in anticipation of the storm as well. This morning, we have in the east bay around 11,500 customers out. And these outages started between about 4 00 and 5 00 a. M. This morning. These are multiple weather related outages. Various causes. Again, due to the weather. R. But at this time, we dont have an estimate for restoration. But we are working as quickly as possible and again, mobilizing crews from the lesser impacted areas to assist. Did you have more crews, if you will, on standby in anticipation for today . Or is it the normal number of crews responding to Power Outages . Oh, yeah. We have been preparing for the storm. We have extra crews and resources on alert and theyre ready to respond as soon as outages occur. Is this a situation where we havent seen rain in months and there is dust on the lines and that causes outages. I cant imagine its because of trees physically pulling the lines down. You are correct. It looks like flashovers or tracking can be the cause here for several of the outages. And for your listeners, basically during the dry days of summer, dust, dirt, salt, other substances can accumulate on power lines. When the first mist or light rain of the season occurs, it can turn into a mudlike substance that can damage electrical equipment, resulting in small fires on our poles. But this condition is, again, known as tracking or flashover. It is infrequent that occurs in the late summer and early fall. They seem to be concentrated as were experiencing here. Most of the customers are in san pablo and richmond. Jd, one of our crews out and about in the east bay actually caught on camera a big flash as they were driving down 80. Is that in fact a transformer that blew or was it Something Else . You know what, i wouldnt be able to confirm on that specific outage. I dont know the cause on each individual outage in those areas. But that is likely. You know, it is a possibility. And i cant confirm if that was if that was our equipment or, you know, if that was the cause. Okay. Again, jd, there is no estimated time to have the service back on for everybody . That is correct. But, again, we are out. We have multiple crews in the area. And safety, again, of our customers, employees, and communities is our top priority. Were working safely and we will continue to work as quickly as possible this morning. And the disturbing stories just keep cameoing clinton trying to capitalize on the troubles but the poll show her familiar challenges. 60 of likely voters say they dont trust her. New hacked email disclosures from the campaign wont help either. Hispanic Democratic Leaders like former new mexico mayor were called needy latinos. And voters are not impressed by clinton or trump. 60 of them say a serious scandal is somewhat or very likely in either a trump or clinton administration. So theres that to contend with perhaps. Now, when we look at independent voters, you know, we talk about the fact that clinton and trump are tied up in with that group of voters. You compare that to the end of last month where donald trump had a 12point advantage among independents. So this may represent a group of voters that are just beginning to decide now who theyre going to vote for. The American Psychological association released a survey that shows that half of americana difficults are very or somewhat stressed by the election. Adults who use social media were more likely to say that the election was causing them stress. One way to avoid the stress, dont talk about the election too much. But most of the crashes started in the north bay because thats where the rain started first. Lets go there first. Northeast bay. Highway 37. We had an early grass fire at skaggs island. It set the pace and now we have a crash at wilson avenue. Traffic leaving from marin will be slow. Heard of a new injury accident south 101. This is already backing traffic up into novato. If youre going up to the windsor exit, theyre clearing an accident that was blocking lanes. Spencer has been cleared up. Lets go to the east bay. I want to mention the bay bridge toll plaza backed up for a 20minute delay. At university accident in berkeley, there is a crash at 880 in davis. And weve had on the contra costa commute, richmond parkway at pittsburgh avenue, the signal lights are out. Lets talk about the san mateo bridge there. Traffic there is slow. You can see traffic will be slowing down. It looks like its very slow on that span. I dont see any problems reported here. Something could have just come in. Westbound 380 el camino in san bruno, theres a crash there. A flaming power pole visible from 9 freeway. You can see this traffic here is not good on the way over to the peninsula. 7 18. Lets go to rosemary now in the weather center. Okay. As you said, its coming down over the north bay. It is slowly shifting across into the central bay. Only takes a little bit to make the roads slick, especially with all of the oil that has accumulated over the last several months. Giving you a live look at a gray, gray start. North bay seeing widespread rain but scattered showers in many other areas, even areas not being picked up by the radar. Some of this stuff is actually falling below the radar beam. Take a look at Storm Tracker 2 now. We started the morning at 4 00 or so. And the brunt of the moisture was well to the north. Not the case at this time. Lake county stretching down into marin, we have widespread rain, breezy at times. Gusts anywhere from 25 to 30 Miles Per Hour. Even stronger than that at the coast. Its now around American Canyon and into the San Pablo Bay area, stretching across the san raphael bridge. I mentioned earlier that even though were not seeing a lot on the screen, areas from oakland into Pleasant Hill and down south im hearing a little bit of drizzle, a few light sprinkles. So even though it looks mainly dry, were seeing the light drizzle as well. This will continue to shift through the Morning Hours and early afternoon. Look at the winds. 22 Miles Per HourSan Francisco. Nap a29. Half moon bay. When we calculate the gusts that tend to be 5 to 10 Miles Per Hour faster than that, its strong along the coastline. Coastal flooding definitely a possibility today. The erosion as well as dangerous waves. Not a good place to be along the coast if you can avoid it do so. Looking at the 7 00 hour. Still over portions of the north bay. 8 00, it is into the east bay where we have steady rain. By 9 00, 10 00, its moving into the south bay. You will see it will move from north to south. By about noon time, still over the central bay and south bay and still along the peninsula. But the north bay begins to dry out. By 11 00, noon time. For the second half of the afternoon, we will see it push to the south. By the evening drive, were looking good. Sprinkles and partly cloudy skies. But all in all, the rain will be on its way out. Giving you a look at the accumulations expected for the system for today. Anywhere from half an inch to an inch for most of us. More than that for the hills. They could pick up an inch and a half to three inches. We will see a lot of accumulation. For most of us, just a half inch to an inch. That is a goodment a. Lets look at the numbers. 62 in San Francisco right now. 64 in walnut creek. Again, its breezy. It is cloudy, breezy. Its a big soggy for most. As we get into the afternoon, temperatures only going to warm to the upper 60s. Not a lot of change for the temperatures today. 69 redwood city. 69 in fremont. 70 for concord. Drying out by the evening hours. If you have evening plans, keep the umbrella handy. I think we will be mainly dry for your friday night. Saturday looks scattered showers for the first part of the day. If you have soccer, baseball, activities, you should be in a okay shape. Bay area Law Enforcement agencies will take part in next tuesdays Memorial Service for the two Palm Springs Police officers killed saturday responding to a domestic disturbance. Law enforcement nationwide are mourning the deaths but this is a painful reminder for the Santa Cruz Police department who lost two officers during a Domestic Violence investigation. Its just a small piece of you that crumbles every time that an officers life is taken. Now, in that palm springs shooting, the suspects mother called police saying he was causing a disturbance. Investigators say he shot and killed the two police officers. Doctors are calling it a major break through in helping paralyzed patients overcome their disabilities. Scientists and physicians at the university of pittsburgh have come up with a way to allow a paralyzed man to feel again. They implanted small electrodes in the sensory core text of the brain. It receives signals from a robotic arm. The man felt pressure from his paralyzed right hand. Okay. I usually feel it in the base of my fingers. You know, like the finger pads. Usually a tingle or some pressure like like someone is squeezing. This experiment attracted the attention of president obama during a white house conference on modern medicine at the university of pittsburgh. Looking at Storm Tracker 2 over the Northern Edge of california. Anywhere from five to seven inches of rain in the last 24 hours. For us, not so much. I think most of us will see an inch or less, unless youre in the hills. The coastal range, Santa Cruz Mountains will pick up from there. For us at home in portions of the north bay, an inch, maybe an inch and a half all said and done. It is widespread. It stretches across i80, her call hes and fairfield. And im getting many, many reports of light mist and drizzle over the entire bay area. Although you can see from this picture here the central and the south bay not seeing the brunt of it just yet. It will take a few hours before it marchs through the central and south bay. In the sierra, we have a rain snow mix that you can see over the higher elevations. Wont impact the passes for today. You should be fine getting over the passes. Where you will have trouble is with the winds. We are looking at winds gusting very, very high. In fact high wind warning in place until 5 00 this afternoon. If youre going over the sierra for today, be prepared. It will be a breezy one and hazardous with the wind and rain. Here at home, no wind advisory but the winds are gusting. Oakland has a gust at 21. North bay around napa and santa rosa reporting gusts around 25. Along the coastline, it is windy. A High Surf Advisory in place. Waves could reach 10 to 15 feet. We have high tide coming later this morning, right around 11 00 or so. For today, were looking at the rain moving through. Not the entire day. I think by 3 00, 4 00, were pretty much in the dry. We are looking at rainfall amounts half an inch to an inch. Up to three inches nor the hills. As well as the Santa Cruz Mountains and windy at times. When i come back, we will look at the timeline and go expect by step, when i expect it to move out but for how long. A couple of crashes and a lot of slow traffic out there and the wet weather. I want to mention southbound 101 we have the crash at the parkway backing traffic up into novato. There was a crash reported northbound 101 that was a minor crash where a car lost control and spun out and was facing the wrong way. Luckily no one hit that car there. I do want to mention that weve already had a deadly crash in richmond. This is according to the sergeant at the scene. A man was riding a motorcycle, lost control, possibly because of the wet roads. Was thrown from the bike. The person was taken to the hospital but did not survive. No other cars were involved. The rider was wearing a helmet and the incident is under investigation. Lets move along to a live picture of the east shore freeway. On the right, we normally do not see slow traffic heading eastbound. There it is. And were looking for a crash westbound. But it may be affecting the eastbound commute. Westbound, a crash reported. But the traffic is going to be slow. Now, we do have an accident reported eastbound at penola road. It is possible that the trip eastbound is way below the speed limit. But i dont see anything like that on the road sensors. Here is a look at the bay bridge teleplays. That is a 25minute delay. That is looking normal. Not raining hard but gusty winds. Developing news out of the east bay. The rain has led to Power Outages and that has led to traffic troubles with . A number of Power Outages across the east bay. 11,000 people without power. Let me show you a live picture from the front of the truck here. Traveling west on richmond parkway. Coming up to goodman avenue. You can see this is one of many intersections where the traffic lights are out. And as a matter of fact, just a short time ago, there was a threecar fender bender at that particular intersection. Nobody hurt in that accident. But of course it was caused by the fact that the lights were out and people were stopping. And you are seeing live here a pretty good band of rain moving into our area as well. So this these outages happened earlier this morning. In fact i want to show what you we witnessed while we were driving along 880 this morning. Ning. Oh. Oh. And there you hear my genuine reaction as we were looking out the front window and saw a huge a couple huge flashes of light off in the distance out in front of us. At first we thought it was lightning. It turns out we believe these were transformers, potentially exploding this morning. At last check, according to pg e, 11,500 customers are without power in the east pavement these are in fact weather related outages is what theyre telling us. We want to take you to video that we shot earlier this morning that shows power poles that were actually on fire here. And part of why they tend to get outages, even when theres just light rain, is the fact that you have dust collect on some of the power poles. And then the rainfalls on those lines and it tends to spark fires. And we saw those power poles catching fire earlier this morning. And, again, a number of people, more than 11,000 people without power in the east bay this morning. Let me take you here to a live picture another live picture from richmond. This is from the intersection of broadway and rum reel boulevard in richmond. You can see this is another intersection where the street lights are out. So as you head out the door this morning, you are going to encounter a lot of intersections like this one where the Traffic Signals are out. Consider it a fourway stop and be careful as you head out the door, especially in the richmond area and around the east bay. Keep in mind that the rain that is falling in this area is causing outages and could cause some delays on the roadways. You showed us. Ktvus gin gin is live in santa clara after talking with students this morning. Reporter gasia, so far every student that i have spoken with says this is terrible and they say that it doesnt represent the school. This vandalism occurred last weekend in a Residence Hall. And swastica and inflammatory writing about the Lgbt Community were scrawled on a Community Poster board. Video has been leaked in the last week that reportedly shows two young men in the elevator writing on a poster there. One is cut and is bleeding and using the blood to write. The school has not con first responderred if that is actual vandalism happening. But the provost explains how it was obtained without authorization. The university is investigate. Is investigate. I definitely wouldnt expect someone from santa clara to be doing that. I know it was two guys who thought it was funny and it leaked on the internet. They werent thinking too much about their actions and its not something that represents the school that well. Reporter University Officials are also concerned about vandalism that occurred a week before this incident. This shows several people on campus hitting and de facing an art installation for mexican students that went missing. The display has been taken down. The president of the University Says i encourage students not to stand idlely buy and ignore what happened but discuss openly why acts of hatred are not acceptable. So weve reached out to a University Spokeswoman to find out what has happened to these students who they think are responsible. Are they at all banned from coming inside the dorm . Were waiting to hear back. Also in the meantime, next tuesday, theres going to be a forum held here that the president of the university is going to moderate to talk about these recent incidents to see how they can get the community moving forward. Gasia,. Jeanine, thank you. To the east bay where investigators say there is a connection between a string of armed robberies around the uc berkeley campus. There have been six robberies reported since last saturday. In one case a gunman approached a person and demanded his belongings. In another the suspect had a semiautomatic handgun. The jury selection will begin on monday for the man accused of killing sierra lamar. She vanished in 2012. Her body has never been found. Garcia torres pled not guilty to that crime as well as to three other attempted kidnappings from 2009. Hundreds of potential jurors will first fill out a questionnaire and then lawyers will review the answers and question prospective jurors next month. 12 jury members and six alternates will be selected. The trial could last six months. Boy, a big surprise for one homeowner in antioch. Coming up, what police are saying about the drive who as you can see ended up crashing into a home. A five week traffic closure starts today in milpitas at a busy intersection. It is for construction of a new bart station right near the great mall. They will widen the creek road that runs along south milpitas boulevard and lift the intersection by six feet. That means drivers in the area can expect delays and detours. Its going to be one of the first in what will probably be a series of impediments for people driving around this area. We apologize for the inconvenience. The milpitas bart station is phase one of a project bringing bart passengers to milpitas. The time is 7 45. Sal is right over there. Youve been busy this morning, my friend. We have. It looks like we have a new crash reported same area where there was an older crash. Lets start with highway 24 westbound. Theres a crash reported there. And traffic is going to be slow. It was just recovering from some earlier things on this very same freeway. But now it looks like we have a new crash there. And traffic is going to be a little bit slow. They are sending medics to the scene. It looks like a vehicle spun out. We hear a lot of that on the first rains where the roads are slippery. Let me say that again. Slippery. And people just misjudge. Theyre going a little too fast. And that is what happens. You can see traffic on the toll plaza will be slow. West 80 is also going to be pretty slow as you drive through the scene. I want to look at the maps for you because weve had a couple of things. Southbound 101 still clearing from an accident in tara linda heading s the only thing helping us is Traffic Volume today as it usually is on fridays is a little lighter. If it wasnt for the wet weather, we might even have a decent commute. But the wet weather is slowing us down. Lets go to rosemary in the weather center. Okay. Really wet in portions of the north bay. Shifting to the south bay in the next few hours. Sal mentioned that wet weather is creating slick roadways out there. Its been a few months and we have plenty of oil accumulated on to the roadway. A reminder to take it outside eout there. We have the storm drains that are likely to clog easily because of the debris and leaves. You should have a little bit of minor flooding to deal with out there. Here is a look at the widespread rain over the north bay. Everywhere that you look and go, it stretches down to i80 through fairfield and into the Sacramento Valley. We come this way. We are it over the San Pablo Bay. Now into richmond and into areas like sausalito and the san raphael bridge. Even though were not seeing a lot on the screen here, i have to keep saying that many folks are letting me know via twitter that we are seeing mist and drizzle in the east bay and into the south bay. But the brunt of the storm remains over the north bay. Windy at times. Especially along the coastline. Livermore reporting a gust of 24 hours. Hayward reporting 23. Sfo a breezy one with winds gusting to about 23 as well. Here is a look at your futurecast model. As we saw a moment ago live on the radar, some of that rain, most of that rain i should say to the north of us. That will change in the 8 00 hour. It is moving into the central bay. By 9 00, 10 00, it will move into the south bay. We are looking at portions of the north bay beginning to clear out at lunchtime. Still over the central bay and south bay. But north bay, mostly cloudy and a few sprinkles. Look what happens in the second part of the afternoon. Mostly cloudy skies. But this is moving out and we are looking at partly to mostly cloudy, mainly dry conditions for your friday evening. Even in time for the evening drive, which is good news. Half an inch to an inch for most of us. Where we will see more, Santa Cruz Mountains, far north bay could pick up an inch and a half to three inches. For most of us, anywhere from half an inch to an inch with the first system. We have more to come for the weekend. Looking at the numbers right now. 62 in San Francisco. Mid60s in oakland. 65 in livermore. It is cloudy and breezy. Temperatures not too bad. You will still need a jacket in the afternoon. We will remain in the 60s. Eat least most of us. Upper 60s for hayward. Upper 60s to near 70 for the inner east bay. 69 for antioch. 70 degrees expected in concord. Your extended forecast, temperatures not going to budge as we get through your bay area weekend. Low 60s at the coast. Near 70 degrees saturday and sunday for the bayside communities and inland. Saturday looks to be a mainly dry start. So saturday morning looks good. Maybe even partly cloudy skies. In the second half of the day. Yeah. And then into sunday, another wave coming our way. That storm and its 115 Miles Per Hour winds hit bermuda yesterday, knocking out power, flooding the area, downing trees, and causing severe road damage. Schools and government offices still closed today. High winds and surf caused boats to break away from their morings and knock out power to half of the island. Nicole is moving across the atlantic ocean, not expected to threaten the united states. Aint nobody got time for this. Those words are the words that have a 911 dispatcher in texas in really hot water. A houston emergency dispatcher is being accused of hanging up on 911 callers in the middle of their sentences. Turns out its not the only time that she has done it before. In fact the woman has been arrested and is under investigation after her supervisor noticed thousands of calls that lasted less than 20 seconds. Someone called in to report an incident, whether the person feels like its an emergency or not, you should have time for it. Now, in one incident, the woman hung up on a caller reporting a robbery at a convenience store. The man called back and talked to a different operator. By the time the police arrived, the store manager was shot and killed. Well, more job cuts were announced this morning. Also there are more problems for samsung. Pam cook is here for this mornings money business. We hate to hear about job cuts. Yeah. There are positive feelings on wall street this morning because the numbers are up today. And checking the opening bell, a company out of chicago ringing the bell this morning. That is exelon. One of the clean energy suppliers. Checking in on the numbers, ending pretty up and down week. The markets have lost ground for the most part this week. But live look at the dow jones. Its up 135 points today. Three quarters of a percent so far. The nasdaq is also up just about the same percentage wise. Back above 5200 this morning. And the s p 500 is at 2145. Up half a percent as well. Analysts estimate the cost of the samsung recall and replacement of the galaxy note 7 to be about 1 billion. They also predict by stopping production of the phone allat that time, samsung may have lost out on 17 billion in revenue altogether. And some airlines are now taking extra precautions to prevent a fire on a plane caused by an overheating phone. Alaska and Delta Airlines are adding fire containment bags to the planes designed to hold phones and Electronic Devices that could catch fire. And Hewlett Packard will cut thousands of jobs in one of two company thats were formed when hp split last year. Hp inc. Told analyst thats 3,000 to 4,000 jobs will be cut over the next three years. The Palo Alto BasedCompany Expects to save 300 million a year with the cuts. Hp inc. Focuses on pcs and printers and it is facing a big slump in sales. The good news, most retailers higher for the holidays. And amazon is adding 10,000 jobs just here in california. Thousands more in the rest of the united states. And last year, many of those jobs turned into fulltime positions. Yeah. Some of the companies as well. And a lot of the jobs for amazon will be out at tracy. The boat that sank to the bottom of San Francisco bay on saturday, tossing dozens of people in the water. 30 people were on board when it capsized. At least eight people, including a 4yearold boy, were hospitalized. But all reportedly are doing well now. San Francisco Police are investigating whether that boat was overloaded and what led to its sinking. This was a lifethreatening incident. We almost lost a life here, several lives for that matter. The water is very dangerous in San Francisco. As of now, that boat is tied up. It is back at its slip at pier39. Time to check in with mike and gasia. Thank you, dave. Good morning, everyone. You are taking a live look across San Francisco bay. The rain clouds are here. Get ready for a wet and windy one across much of the bay area today. Welcome back to mornings on 2, everybody. It is friday, october 14th. Im mike mibach. And im gasia mikaelian. The big story today is the wet weather. We have had coverage for you since 4 00. Sal castaneda is keeping an eye on the roads. But first lets go to Rosemary Orozco for a look at where the heaviest rain is right now. It is still over the north bay. It started at 3 00 this morning. North bay picking up a quarter inch of rain. That is good news there. Giving you a closer view. Widespread over areas from the coast well inland and over the north bay. Just about everybody seeing some rain at this point. In the last half hour to hour, we have watched it cross along i80. It is stretching through fairfield and into the Sacramento Valley. For us here at home, it is into the San Pablo Bay and san raphael bridge and working its way closer to the peninsula as well as the east bay. The radar beam showing us no rain at the moment for the east bay. But ive had several reports of drizzle and metaphor the east bay as well as the peninsula and the south bay. It is falling below the radar beam. Were not able to pick it up here. But this is what is coming. It is going to continue to shift as we get through the next few hours. It takes until about 9 00, 10 00 or so before it gets into the south bay. Into the sierra, we have rain falling here. The pink shade indicating the rainsnow mix. Very high. Not expecting any type of snow to impact the passes along i80 or highway 50. But there is going to be rain and there will be wind. Theres a wind advisory for the tahoe area until 5 00 this afternoon. If this is your commute, be prepared, it will be hazardous there. For us, a bit hazardous as well. Coastal flooding possibility and the winds are strong at time. Hayward reporting a sustained wind at 17. Gusting even faster than that right along the coastline very windy. A High Surf Advisory for the coastline today. High tide coming in right about 11 being credit. So hazardous along the coastline for today. Half an inch to an inch expected for the first system today. Who could see more, the hills and coastal range, Santa Cruz Mountains. We could pick up two to three inches today. It will be breezy at times. When i come back, i will have a look at the timeline of the system and how long it will last. It wont be an entire day. Were looking at dry conditions as we get into the evening commute. We have a lot of collisions, small ones. People have been driving too fast. We assume that is one of the causes on 24, spinning out, losing control, and causing minor wrecks. Just got one off of the freeway. You can see traffic is very slow. And it looks like it is raining there now. That wont help matters. Bay bridge, it doesnt look like its raining. This looks like a normal commute as you drive through. I want to mention there has been a deadly motorcycle crash in richmond. A man was riding a motorcycle and lost control possibly because of the wet roads. The person was thrown from the bike. No other vehicles were involved. That man was transported to the hospital but did not survive. He was wearing a helmet. The entire incident is under investigation. At 8 04, lets go back to the desk. Thousands of people without power as a result of the storm. Theres a new outage in the city of milbrae. And a thousand customers in the dark and 6,000 in the city of richmond and san pablo. Alex savage and his photographer were driving when they actually saw what looked like two transformers explode in the area. Oh [censor] pg e says outages in the east bay started between 4 00 and 5 00 this morning. An hour ago, we talk today a spokesperson from pg e who say some of the outages may have been caused by the light rain and a builtup of dust on the power line. They are looking into the exact cause. Right now theres no estimate when power could be restored. The Richmond Fire Department responded to several calls of poles on fire because of outages. Firefighters were able to quickly put this fire out. Pg e says there will be extra crews out there to help deal with the problems from the storm. The rain is causing issues on bay area roads. Christien kafton has a look up in marin county. Reporter good morning. I just spoke with a gentleman from the Novato School district. He says Road Conditions are slow out there. Exactly what you would expect. You can see how wet this intersection is. Cars having to make their way through novato. Were not just seeing the rain but the wind. That can complicate the commute because not only are drivers contending with wet Road Conditions but also being blown around a little bit. Andrew barclay joining us right now. This is sort of the heart of the commute. What are you hearing about the commute so far, especially here in the north bay . After about 7 00, our calls to crashes has definitely risen. We have four pending crashes in marin in addition to rock slides and mudslides in the area. We are definitely seeing wet weather related crashes. Vehicle spinouts. No injuries so far, which is great. But were seeing a lot of the typical first rain collisions. We heard about one that came in a couple minutes ago close to the Golden Gate Bridge. Right . Right. One of the crashes were working on is south of the Golden Gate Bridge toll plaza. Right now we have had them all throughout the county. Its not one specific area alone. Were seeing them all over. For drivers heading out on the morning commute, what is your advice. Hopefully you have time to get to work. You need to give yourself more time on these rainy days. Slow down and give yourself that space cushion. Watch for the vehicles driving erratically. Keep your eyes open and stay safe. Thank you so much, andrew. You heard it there from chp. City Officials Say police and the Community Must work together. The council says the city has spent a lot of money on dashboard cameras and officers have more training than the state requires. Demonstrators were protesting a Deadly Police shooting in july where a man was shot 14 times. Relatives say he was mentally next year. Beginning next year, data will be collected from Law Enforcement on Deadly Police encounters. The goal is to record information on police use of force and any death that occurs during a Law Enforcement encounter. The program is in response to all of the protests over Deadly Police shootings. Bay area Law Enforcement agencies will take part in the Memorial Service for two Palm Springs Police officers killed while responding to a Domestic Violence call. Law enforcement nationwide are mourning the deaths. It is especially painful for the Santa Cruz Police department. They lost two officers during a Domestic Violence investigation in 2013. There is a memorial plaque and garden honors butler and baker. It is just a small piece of you that crumbles every time that an officers life is taken. In the palm springs shooting, the suspects mother had called police to say he was causing a disturbance. Investigators say he shot and killed the officers as they arrived at the scene. It is being described as a disturbing discovery. Coming up in the next half hour, the graffiti in the spotlight and now under investigation. But she said the choice is clear on election day. We want to send a message about who we are as a nation. Thats really now what this election will tell us. We know who donald trump is. We have seen it. Hes told us. Except toits up to us to show who we are. Clinton said the best way to send him a message is defeat him next month. A new poll on the election is out. When you ask likely voters about a range of issues, everything from Foreign Policy to health care and terrorism, Hillary Clinton is leading in just about every category, even the economy where trump use today have a big advantage. It is now a statistical tie. In washington, doug luzader, fox news. All right. Lets check in with Sal Castaneda right now. Friday with a little bit of rain. How are we looking . Well, the rain is not as bad as it could be, mike and gasia. Enough to cause slow traffic. At the bay bridge, weve had the same amount of slow traffic. This is 30 minutes from the span to the bridge. It has not been a bad commute. It hasnt been particularly wet but there has been dampness. Lets look at 880 northbound. That is slow getting into oakland and so is 580. Most of the slow traffic is when it has been raining the heaviest. New accidents in marin county. Also a new accident in petaluma. Napa county has an accident northbound 29. And 80 has been slow as you drive through the area. Again, all of 24 and 680, all of these crashes have been coming when it has been raining. I want to mention one south bay area in the Santa Cruz Mountains. Northbound 17 at the redwood estateds. Its time for us to go to the weather. Lets go to rosemary. Okay. Widespread over the north bay. It has been coming down all morning long and it is shifting into the central bay as we speak. We continue to watch the brunt of the moisture widespread over the north bay from the coast and around the bay. We dont have to spend too much time in here because as you can see for yourself, just about everybody getting rain. It stretches now past i80. Fairfield going in and out towards the Sacramento Valley you will find t its now into the east bay as well as the peninsula. Lets head to the east bay where we have light rain falling along i80. Berkeley, richmond, hercules. There has been mist and drizzle for most of the morning. Now you can see it is definitely more steady. Along the peninsula as well were seeing it in and around San Francisco stretching down past ocean beach and areas right around pacificca. In addition to the rain, we have wind out there. Again, i want to stress even though theres not a whole lot going on around here, there is mist and drizzle below the radar beam that were not seeing. The winds have sustained in hayward at 17 Miles Per Hour. Gusting at 21 at sfo. At the coast, winds to 35 to even 40 Miles Per Hour. So its very, very windy out there. It will continue as we get through the first part of the day with an advisory for not only coastal flooding but high surf for the coastline today. Here is a look at where the rain is primarily. Notice as we get into the 9 00 hour, it continues to shift. This is when the central bay will begin to see the more moderate steady rain. By 10 00, 11 00, it is moving into the south bay down to about fremont. By 11 00, into the south bay. For your lunch hour, widespread for the central and south bay. The north bay begins to dry out by as early as noon time. For the second half of the afternoon, it continues to taper off. I think the evening drive will be in pretty good shape, assuming this continues to march through the bay area as it is guiding us. We are looking at rainfall amounts from happen an inch to an inch from half an inch to an inch for most of us. Again, its been falling here since 4 00 a. M. Thats the reap the reason why. The coastal hills will pick up a half an inch to an inch and a half. That just todays event. Look at the temperatures right now. In the 60s. Into the afternoon, not a lot of change. Upper 60s to near 70. 66 expected for San Francisco. As we get into your extended forecast, we will get a break tomorrow morning. A few showers a possibility. Up next, more of this stunning video and what happened to a diver when that great white shark swam into his metal cage. The time is 8 24. Oregon is take the first round of pounding from a series of storms that should continue through the weekend. Take a look and you will see how rough and unpredictable the storm is. Wind gusts of 100 Miles Per Hour hitting the coast. Forecasters say two more storms are on the way to hit the Pacific Northwest and Northern California. It is raining for us here in the bay area. We could see high winds, heavy rain and flooding and mudslides. A driver arrested on a suspicion of dui after crashing his truck into a house. Police say the driver was speeding when he hit two parked vehicles and slammed into the house. A gas main ruptured and people in the area were evacuated until the gas could be turned off. One person inside the home suffered minor injuries. The driver was still sitting inside the truck when they arrived and not hurt. Video of a shark going right into a divers cage is now going viral. He is in the cage. Oh, my god. This close call was posted by dave and garrett and shows a great white shark breaking into a shark cage off of the coast of mexico. You can see the shark leap out of the cage. And then moments later, the diver comes out unharmed. The person who shot the video says the diver ended up outside of the bottom of the cage and remained calm until the shark left. They also say the diver is a very experienced dive instructor. Gosh. I have seen that video six times already and i still want to watch more of it. Thank goodness there is a good ending. The investigation into hateful graffiti discovered at santa clara university. And it is still pretty low slow. I said low. On many commutes, including the bay bridge. We will give you an update on the travel times straight ahead. Wet and windy for your friday. By the end of it, this system will be on its way out and were looking at mainly dry conditions for friday night. Lets talk about all of that time in between. Here is a look at Storm Tracker 2 where we have watched as the system has marched closer and closer to the bay area. It has become widespread over the north bay and into the central bay. Widespread for the north bay. Along i80 you will find it. In fairfield. Going in and out of the Sacramento Valley. It has now shifted into areas all the way along the east bay shoreline, through berkeley and areas in between there. Crossing the San Francisco, the bay bridge there, and into San Francisco. If you fly along the peninsula, you can see from ocean beach down to pacifica, we have rain. The entire city of San Francisco. And it cuts off at san bruno. How about orinda and highway 24. You will find it through areas of la fayette and along 80, 580, 980, in and out of oakland there. We continue the eastward trek to the sierra. Rainsnow mix. But the snow levels are very high. Will not impact the passes for today. I80 and i50 all about the wind and rain. Theres a high wind warning that lasts until 5 00 this afternoon for the sierra. No wind advisory for us. But the winds are gusting to 24 Miles Per Hour at sfo. 17 Miles Per Hour in hayward. It is cloudy and breezy and damp. That will be the case for the first part of your friday. Theres a coast flood advisory for the coast. High surf advisory for the coast as well. Waves could reach 10 to 15 feet. High tide around 11 00 or so. We will continue with that. Rainfall amounts already seeing half an inch or so over the north edge of areas near Sonoma County and the airport. Half an inch to an inch for most of us. The hills will get more than that. Santa cruz mountains and the coastal rains. And the winds will be gusty at times. Not lasting the entire day. Check with your carrier and see if your individual flight is going to be delayed. There are delays known. This is highway 24. It is improving a little bit as you drive up to the tunnel. No major problems. We still have a lot of slow traffic in the north bay. Thats where the rain started first, in petaluma and novato. It will be slow because of earlier issues. The Traffic Volume is lighter as people on fridays have the discretion not to go in the morning or at all. Still expecting slow traffic this morning as the rain hits. The rain has led to Power Outages. And that has led to traffic troubles with traffic lights not working. Ktvus alex savage is out there and you have seen some of the impact, alex. Reporter yeah. We have certainly seen the impact from the storm. In terms of the outages and in terms of the crashes on the roadways. Were driving right now through a pretty good band of rain. Were here in the east bay coming from berkeley. We will pop outside and show you a look from the go pro camera mounted on the front of the live truck. Were coming along the east shore freeway heading towards emryville right now with the just passing the ashby avenue exit. Good rain falling here. The roadways are wet. You can hear the surprise in my voice as we were driving along and saw a couple of huge flashes off in the distance. This was in richmond at about 5 30 this morning. We believe those were transformers that exploded this morning in that area. At last check with pg e, a total of 17,000 people are without power right now all across the bay area, with the bulk of the people being in the east bay. Mainly in richmond and san pack owe san pablo. Pg e says that dust accumulates on the power lines and when it rains, it turns to mud. The lights may be out, especially in richmond. We did see that this morning. Here is a live look as you approach the maze. Rain continuing to fall. Traffic has been slow but not really at a stand still in the area as you approach the maze. We will make the drive towards San Francisco this morning. But, again, youre going to encounter heavy rain in some spots around the bay area. The best advice is to obviously take it slow and make sure that you have plenty of stopping distance between your car and the car in front of you. The roadways are certainly slick. In the Santa Cruz Mountains, the loma fire is 100 contained after burning for 18 days. Hot spots are still being put out like this one. A swastica and antigay slurs were drawn inside of a Residence Hall at santa clara university. There is an investigation into the vandalism and who leaked Surveillance Footage of who may have done it. The university is investigating. The vandalism occurred on the fourth floor of a Residence Hall. It was discovered last weekend. University Officials Say a swastika was drawn inside of an elevator and language towards the Lgbt Community was found on a bulletin board. Surveillance video has surfaced showing two young men inside a elevator. They are using blood from a cut and drawing something on a post enter. They havent confirmed if that is the vandalism taking place. They have identified students they think are responsible and they are investigating. This stuns other students who say there should be consequences. I would ask for expulsion. I dont think that is okay in any world or any school. I dont know what they were trying to prove by doing this, but i think there was a violent intention. I dont think it should be accepted here and it wont be Snoot University is also troubled by vandalism that took place two weeks ago. Several people were seen hitting an art installation on the campus. It showed 43 wooden still owe wets, representing student whos were kidnapped in mexico in 2014. There was a statement saying the following. The woman talked with a reporter at the east bay times. She says water polo player attacked her at a party over the labor day weekend. He locked her in a bedroom and sexually assaulted her until she was able to escape. She reported it the next morning to campus police. Initially she blamed herself until she leaved that another student said that the water polo player did the same thing to her at the same party. The District Attorneys Office is reviewing the case. The university believes that the student has left the country. There is likely a connection between a string of armed robberies around the uc berkeley campus. There have been at least six robberies reported since last saturday. Most happened late at night on streets near the university. In most of the cases a man with a gun demanded the students backpack and ran away. A fiveweek traffic closure starts to today in milpitas for construction of a new bart station at south milpitas near the great mall. They will lift the intersection six feet. Drivers in the area can expect delays and detours. Its going to be one of the first in what will probably be a series of impediments for people who are driving around this area. People in bermuda are cleaning up the damage caused by hurricane nicole. The storm and its 150 Miles Per Hour winds hit bermuda yesterday causing Power Outages, flooding, downed treed and Severe Damage to roads. School and government offices are still closed today. High wind and surf caused boats to break from their morings. Nicole is weakening, moving across the atlantic ocean. It is not expected to threaten the united states. Haiti is still reeling from hurricane matthew. The storm killed more than 1,000 people in haiti alone and left tens of thousands of survivors homeless. A Second Military ship has arrived to friday supplies. Now a new concern. More than 200 cases of cholera have been reported. One hundred doses of the vaccine is being sent to help stop further outbreak. At least 42 deaths have been linked to the storm in the u. S. There are still evacuations and Power Outages in parts of north carolina. State officials worry that more people are still in danger because of swollen rivers and high flood waters. In that particular stretch, getting over to the civic center, you can clearly see what is going on on the other side of the road. Theres a hill there in front of the civil center. Everything is in full view. That is really slowing traffic down southbound right at novato at highway 37. Were talking 15 Miles Per Hour. It is a lot slower, for example, getting into marin on the Richmond Bridge. You can see the different color of the red. The deeper the red, the slower the traffic. Unfortunately it is raining too. This is all not very good. Lets look at other things now. We will go to the bay bridge where now its raining at the toll plaza. The traffic has slowed down. 25 to 30minute delay getting into the city. And here on the san mateo bridge it looks okay. I want to remind you that there are significant airport delays expected in San Francisco and san jose. Not in oakland. But if i were you, i would check with your carrier because on days line today, things can change by the moment. Check your flight to see if it is delayed. 8 46. Lets go to rosemary. Okay. The rain is creeping across the central bay now. We saw a picture of the san mateo bridge still dry. That is going to change over the of the next 15 minutes to half an hour. If we look at the radar in a stopped position, you can see fairly widespread over the north bay. That has been the case since 5 00, 6 00 this morning. Now stretching down along the east bay, passing areas of alameda and the peninsula, passing pacifica. Look what is going on from ocean beach stretching to pacifica. Advisories for the coastline today. Coastal flooding and a High Surf Advisory for the coast for the entire day. Down to san bruin aand approaching sfo. Into the east bay, hercules, berkeley, all of the small communities along i80, you will find wet radios. La fayette and orinda and just shy of walnut creek. Concord seeing rain. Martinez. This will continue for the next hour or so. This is a look at 10 00. Still widespread. By noon time, shifting farther south. Areas of the south bay beginning to see the rain by 10 00, 11 00. The north bay will dry out during the lunch hour. In the second part of the afternoon, in time for the evening drive home, most of this is out of the way and mainly dry conditions for the evening drive home. As far as rainfall amounts, anywhere from half an inch to an inch of rain for most of us. The farther north you go the better chance that you will pick up more than an inch. And in the coastal hills, anywhere from an inch and a half to three inches. Urban locations, anywhere from half an inch to an inch expected with this system. Temperatures in the upper 60s. 65 in livermore. Into the afternoon, temperatures are only climbing a few degrees in some areas. 70 for san jose. 70 for concord. Upper 60s for the shoreline. The dispatcher is accused of hanging up on the caller mid sentence. And investigators say this is not the only case. She was arrested after thousands of was arrested after her supervisor noticed thousands of calls that were under 20 seconds. Whether a person feels like its an emergency or not, you should have time for the call. In within incident the dispatcher hung up on a caller reporting a robbery. The man called back and spoke with another dispatcher but by the time the police arrived, the store manager was shot and killed.
