We get some rapid develop. Speaking of, look at reno between truckee, south lake tahoe, thunderstorms from the Carson Valley. This is going to be very active today. Probably over the next three to five days. Be advised if you are going up to the mountains. There is going to be a lot going on. The same for shasta as well. Offshore is the low. It will continue to drift closer towards us. As it does, that provides the lift, the dynamics for a better opportunity for thunderstorms. Temps in the 50s. They will end up in the 60s. Lets start at the toll plaza, steve, because i wanted to show you the traffic is busy there. It is backed up as usual there at the toll plaza, but there are no unexpected delays. Thats what you really hate, that there are no unexpected delays. But there is some slow traffic there. Also looking at the commute here on 880, that hasnt really filled in just yet. But the traffic is going to be busy. We have a crash in the south bay northbound 101 near the brokaw road exit. 101 is already busy. We have had slow traffic on 880, 280 and 17. The normal morning slowdowns. Police activity in san jose is having a major impact on city streets there. A man is on top of a light rail train and he will not come down. Ktvus janine de la vega is there. Janine, is there a reason why police wont just go up there and escort him or forcibly take him down . Reporter yeah. Its basically, sal, for safety reasons. They are worried about somebody falling. But in the last 30 minutes sheriffs deputies put up a ladder up there hoping that he might climb down. But they ended up taking that ladder away. As you can see, he is just really not budging. He is there with a yellow blanket wrapped around him. He did tell deputies that he wants to screw up everyones morning, and he certainly is affecting the commute. First street is closed in both directions between sharko and tremble. The light rail trains cant get out of their yards. Sheriffs deputies say they are going to wait this out. They dont want to climb up on the train with them because they are worried about somebody getting injured. They say that he is despondent and agitated and he may be under the influence of drugs or alcohol. Authorities tell us he is a white man in his 20s who is on probation on drugrelated offenses. This has been going on since 1 20 this morning. An empty train going back to the yard, the operator in there saw him standing on the tracks. The train stopped to avoid hitting him, and thats when the man climbed up on top of the train. A Crisis Negotiation Team has been trying to convince him to come down. Hes screaming and yelling. He is spitting at people. We asked him why he is up there. He says he wants to mess up everybodys commute. He is talking about military issues. We are trying to find out if he was ever in the military. Reporter the vta immediately powered down the electrical lines because the agency was worried about him getting electrocuted. Thats why half of the system is impact the. Anyone coming from East San Jose or Mountain View, those stations are impacted. The vta has sent buses to those stations who transport people. They understand its a highly unusual situation, but they are trying to deal with this as best as they can. Back out here to a live picture, he still has not moved and part of the Negotiation Team is still there trying to talk to him, hoping that sometime soon that he will get back down. I asked the vta, you know, if this goes on for a few more hours, is the plan in place still going to be a bus bridge for those two stations that are affected . Alan rock and Mountain View. They said, yes, they dont want to confuse commuters. They are going to continue doing what they can doing now because they cant get the other trains out of the yard. You know, instead we have seen buses come by to help the commuters who normally use those routes. Gasia. They dont believe he has any weapons at all. Right now they are just saying we want to be as safe as possible. What if one of the deputies comes up there and there is some sort of struggle, somebody falls, hurts themself. They want to avoid doing that. Two brothers accused of killing their parents in san jose are due in court today. 22yearold that seed Ben Golam Robbie and his 17yearold brother have entered not guilty pleas to shooting and killing their parents last month. The bodies were found by relatives. They had been shot early times. Police say that words written on the wall at the crime scene matches the handwriting of the two brothers. They are facing two counts of murder. Looks like donald trump now has a clear path to the gop nomination as his last opponent dropped out of the race yesterday. John kasich made that announcement from his home state of ohio. He had only one win to his name, and with trumps huge win on indiana on tuesday he was essentially shut out. Federal authorities are now investigating a mill valley doctor who was asked to treat prince for reported addiction to painkillers. Ktvus brian flores to talk about how the doctors son is being questioned. Reporter dr. Howard kornfeld is a well respected addiction and pain specialist in mill valley. He was hired on to treat the singer just a day before he died. But a busy scheduling conflict prevented the doctor from meeting prince the next day. An attorney for dr. Kornfeld says all parties believed it was a lifeordeath situation, so the doctor sent his son andrew to minnesota to deliver Pain Management pills that were to be administered by a local doctor in minnesota and convince the singer to come back to mill valley for treatment. By the time andrew got there, it was too late. Some reports indicate it was andrews voice you here on the 911 call. According to tmz, the issue revolves around whether or not it was legal for andrew to carry these drugs across state lines to a place where a doctor is not board certified. Andrew is not a doctor himself. Two, whether or not there is an issue of andrew getting immunity from prosecution if he or dr. Kornfeld were expected to be compensated or paid on the visit. It is my belief that the Good Samaritan 911 law providing immunity for people who make a 911 emergency call are to receive immunity for any medications, any controlled substances found on the scene will provide statutory immunity to andrew relating to the medications that were found in his backpack on the scene. Now, kornfelds Attorney Says no drugs prescribed by dr. Kornfeld were ever administered by andrew or the local doctor because it was too late. He says dr. Kornfeld felt it was a lifesaving mission to get prince the help he needed. Federal authorities are not commenting at this point, but authorities tell the star tribune up in that while this is criminal investigation it remains unclear whether any charges will be filed in terms of the actual cause of princes death. The San Francisco Hunger Striker who fainted yesterday and was then hospitalized, well he is back at the camp in front of the mission Police Station. He fainted yesterday in his tent. He was taken to uc is f to get his blood tested. He says he and the other demonstrators will continue getting daily checkups. He is one of five people refuse to go eat for 15 days now demanding that police chief greg suhr resign. Yesterday protesters in support of the Hunger Strikers also interrupted the Police Commission meeting. This is what chief suhr had to say when he was asked about the Hunger Strikers. However long they want to exercise their First Amendment rights, we will do whatever we can to facilitate that until it becomes dangerous. That point we will work with dph and medical personnel to make sure everybodys safe. Chief suhr said he has no intention of stepping down. The Police Commission was talking about proposed changes to the departments use of force policy. They include changing guidelines on when and how Police Officers use force. The police chief also wants to give tasers to Police Officers. 7 16. The director of the Southern California Earthquake Center says the southern portion of the Sanna Andreas fault, quote, locked, loaded and ready to roll. Thomas jordan made the comments during the keynote speech at the National Earthquake conference in long beach yesterday. Jordan said pressure has been building on that southern part of the fault without being relieved for hundreds of years. This is slow traffic. At least there are no major crashes. I will say that northbound 101 at brokaw road, there was a crash there and traffic is backed up on 280. 280 slow approaching 17 and 58 is also slow. So its not a great commute in the south bay. Well, some North Carolina lawmakers are doubling down on the antilbgt law after the Justice Department sent out letters saying the bathroom bill is violating federal Civil Rights Act protections. We have slow traffic on highway 4 this morning as is the usual case through pittsburg, part of antioch and bay point. And then 680 from concord to alamo not in good shape. An Antioch Police officer was wounded in pittsburg. Ktvu fox 2s alex savidge, have you been on this story since early this morning. Tell us what we know about the injured officer. Reporter yeah, dave, good morning to you. That Antioch Police officer was treated last night at the hospital and then was released. Certainly some good news there. He was shot, were told, by a suspected carjacker following a wild Police Pursuit that came to a crashing end here at this intersection where we are this morning. This is love ridge and leland roads in pittsburg. Now, the shootout happened after 6 00 last night and it began when antioch Police Officers tried to pull over a black bmw that had been reported stolen. The man behind the wheel did not pull over, led centers on a chase into the city of pittsburg. That man finally lost control and crashed into a number of other cars, and thats when investigators say the driver of that stolen car pulled a gun and fired at officers. Police returned fire, but they did not hit the man. Eventually, he surrendered on his own. We talk to a woman who ran for cover when she heard the gunshots. She didnt want to show her face. So i heard the car bang and then i went to go look because i noticed there was an accident and then i heard a pop sound and i thought, oh, maybe the car is on fire. You know, the glass is popping. Then i heard a pop, pop again. So i was like, no, thats gunshots. Reporter now, Authorities Say there were a total of seven cars involved in that crash here at this intersection. Four people had to be taken to the hospital to be treated for their injuries. That included the Antioch Police officer who again was struck during that shootout last night. He is expected to be okay. Treated at the hospital and then released last night. Now, i checked in this morning with a sergeant with the Antioch Police department. He told me there are no updates this morning on this investigation. No more information is being released about the officer who was wounded in the shootout last night. No more details on the man that police were chasing last night. The man who they say opened fire on police here at this intersection. But we should get some more information maybe later this morning. It happened wednesday morning just before 11 00 at the mcdonalds on mahogany way. A viewer posted this photo on facebook. A man shot from a parking lot and an employee near one of the windows was hit. His injuries are described as minor. Police dont think he was the intended target. That shooter described as man in his 20s. One person was hurt in a vallejo family lost its home in an overnight fire. Firefighters posted these pictures as well as video we will share in a minute on twitter. Crews were called to the home on carl avenue and mariposa street before 1 00 this morning. It took firefighters to hours to get the fire out. The cause of the fire is still under investigation. 7 37. A man from Los Altos Hills is accused of molesting a boy for almost eight years. He pled not guilty. Gregory helfrick was arraigned yesterday. His alleged victim is in his 20s but recently reported he was assaulted between the years 1993 and 2000. In the Santa Clara Sheriffs Office served a search warrant last week. They found pictures of child pornography. He faces 30 counts of sexual assault. Our victim says he was sexually assaulted between ages 5 and 12. After we contacted our suspect, the suspect admitted that he likes young boys. He finds them sexy and attractive. Now, the d. A. s office says the suspect has been working with kids since 2012 while volunteering at the Abundant Life Christian Fellowship Church in Mountain View. The d. A. s office says there are no other victims at this point. He is being held without bail. He will be back in court in june. Some students from moraga will be staging a walkout today. They are upset about what they say is instances of racism on campus. They are demanding more classes on race and lbgt issues. They plan to walk out at 9 00 this morning and they will protest until 5 00 tonight. Students and workers at uc berkeley will protest today over job cuts on campus. The university plans to eliminate 500 jobs over the next two years to help balance its budget. Some cuts would be through attrition. We dont know yet if layoffs will happen. The protest begins at noon. Its at the Valley Life Sciences building. Time is 7 38. Rent relief for thousands of People Living in san jose may be coming sooner than expected. The mercury news is reporting city council dropped a plan to freeze rents. Instead, they are going to have a rentcontrol law take effect sooner. It reduces maximum rent heights on rent controlled apartments from 8 to 5 . The paper reports there were concerns landlords may try to increase rental prices before that new law takes effect in the fall. The city council will now either pass an urgency ordinance or so the new rent hike cap takes affect right away, or a second option would be to imminent the law by the end of june. That Building Collapse killed more than 30 people. 70 others are still missing. Jewish leaders are observing holocaust day in israel. Our problem continues on first and component. First street is closed between trimble and charcot because of Police Activity. The trains are affected. Thunderstorm on 580 in livermore. So that has already popped up about five, six reports of pretty good thunder right over we used to call it lost possibilities, which it is not. Police in san leandro searching for is theyearold Twin Brothers wanted in connection with a spring of bbgun shootings. Since last year the windows of more than 125 cars have been shot out. Several people have been hit. Police say they had a break in the case on april 14th. Someone was shot as they walked on washington avenue in san leandro. That person saw the Twin Brothers in a car with a woman and wrote down a partial license plate number. That led police to the woman, who was taken into custody. Yesterday detectives served a search warrant at the home of the Twin Brothers and say evidence including a bbgun was recovered. The twins were supposed to surrender, but they never showed up. Vta riders are frustrated because this man has been on top of a train since about 1 20 this morning. That is forcing the stoppage of vta service. We are going to check in with sal and ktvus janine de la vega, who has been out there since early this morning, in a couple of minutes to see how the traffic and the morning commute is affected. I have seen projections that look ominous later on. This cell is crossing over to the east bay. If you are on the east side of 680 you can probably see it. Thunderstorm activity started much earlier, even in the sierra. It is going to be bigtime events up there for the next couple of days. There is going to be heavy rain. A lot of Severe Weather watches being posted out there. Cloudy, mostly cloudy skies. 50s and 60s. The sun breaks will help in this kind of a pattern for sure. That provides lift to the atmosphere. There is the low and its not going anywhere any time soon. Between now and id say saturday a possibility of showers. Traffic is impacted because a man is on top of a vta light rail bus. Janine, any change in that situation . Reporter well, in the last few minutes the man who is on top of the vta light rail train, he stood up. We dont know what that means, if he plans on, you know, maybe coming down any time soon. There was a Crisis Intervention Team here trying to negotiate with him. They left for a short while to try to come up with another game plan here. They just returned. But they dont have their cherry picker up and nobody is talking to him at this point. So police and sheriffs deputies are hunkered down. There is no time estimate on when first street and component will open back up. But this is also affecting vta trains. No trains can leave because their train yard is just south of here. Deputies say the man is despondent. He is highly agitated. He is in his 20s. He may be under the influence of drugs or alcohol. We are told he has been spitting at deputies and have told them that he wants to mess everyones commute. This started at 1 20 this morning. An empty train was heading back to the yard for the night, but operator stopped because the bans standing in the tracks. He then climbed up on top of the train and he has been there ever since. Nearly seven hours. The crisis negotiators have been here all morning. They have been trying to convince him to come down. We are going to wait him out. We dont want a deputy to go up there and injure the deputy. We dont want him to fall off. So we are just going to be out here and be patient. We are going to wait him out. Reporter Authorities Say it doesnt appear that he has any weapons on him. They just want him to come down safely. The vta did power down the lines because they were afraid he was going to be electrocuted. So half of the vtas light rail system is affected. Anyone coming from the alum rock station in East San Jose or Mountain View is impacted. So the vta has set up a bus bridge for those commuters. They are going to continue to do that. They are just going to let the Sheriffs Department handle this. Youre looking at live pictures again just standing on top of the train. Underneath him it looks like there is a team of those crisis intervention negotiators possibly coming up with some sort of other plan of action because its been, as i mentioned, nearly seven hours. We are not sure how long they are really going to continue this. But as you heard, right now they are saying they are just going to wait it out. Back to you. All right. Its been rather robust, but we havent had any major problems here. We are also looking at the Golden Gate Bridge and that traffic is easy coming through. If we can go to the maps, i want to show you something here. 101 has been heavy getting into Mountain View. We had an accident at bay shore. An accident in Mountain View. That commute is slow especially northbound into Mountain View and palo alto. Two brothers were accused of killing their parents are due in court today. 22hasib rabbby and his brother pled not guilty. Relatives found the bodies inside the family home. Police say the writing on the wall at the crime scene matches the handwriting of the two brothers. Both sons face two counts of murder. Several questions remain about the death of pop star icon prince. Yeah. Authorities are investigating a mill valley doctor who was asked to treat prince for reports of addiction to painkillers. Brian flores with us here to talk about how the doctors son is being questioned. Dr. Howard kornfeld is a well respected addiction and pain specialist in mill valley. He was hired by princes representatives to treat the singer a day before he died. A busy scheduling conflict prevented the doctor from meeting the prince the next day. An attorney for dr. Kornfeld says all parties believed it was a lifeordeath situation, so the doctor sent his son andrew to minnesota to deliver Pain Management pills that were to be administered by a local doctor in minnesota and also convince the singer to coming back to mill valley for treatment. By the time andrew got there it was too late. Some reports indicate it was andrews voice you here on the 9 11 call. According to tmz the issue is whether it was legal for andrew to carry these pills across state lines. Two, weather there is an issue of andrew getting immunity from prosecution if he or dr. Kornfeld were expected to compensated or paid on the visit. It is my belief that the Good Samaritan 911 law providing immunity for people who make a 911 emergency call are to receive immunity for any medications, any controlled substances found on the scene will provide statutory immunity to andrew relating to the medications that were found in his backpack on the scene. Now, kornfelds Attorney Says no drugs prescribed by dr. Kornfeld were ever administered by andrew or a local doctor because it was too late. He says dr. Kornfeld felt it was a lifesaving mission to get to brings to get the help he needed. Federal authorities are not commenting at this point, but authorities do tell the star Tribune Newspaper in minnesota while this is a criminal investigation, it remains unclear whether any charges will be filed. Here we are at the heart of the morning commute and many people are unhappy, including michael matthews. He tweeted, this is kind of ridiculous that one person can take down so much transit. I am probably going to have to walk two miles. I know vta has set up a bus bridge. Boy, sal, that one tweet really speaks to the frustration im sure many are feeling. I have had a variety of tweets of people just wondering why they just cant go up there and forcibly take him down. Janine answered that question. But the tweets keep coming. So, you know, well see what happens. But this is a situation now, in case you are just joining us, on north first street near component. There is this man who is on top of a vta train from 1 30 this morning he has been up there. On the right negotiators are trying to get him to come down. The police or the sheriff doesnt want to get up there and endanger their officers by trying to get this man off. Meanwhile, the trains are not moving through and the traffic on first street is either between trimble and charcot and its causing a very big traffic jam. We dont see it because no one is getting through. Around the area there are detours and people on the freeway and a lot of inconvenience here because of this incident. Lets take a look at the commute in the south bay. 101 has been heavy and slow into Mountain View because of earlier issues. A couple of minor incidents northbound 280 we had an accident near downtown san jose and traffic is backed up to 680. The south bay commute in general isnt great. When you get out to the bay bridge toll plaza, that is backed up for a 25 to 30minute delay getting into the city. And if you are driving on the lower deck of the bay bridge, there are no problems. Its 8 18 now. Steve, some wet weather is coming through . It looks like its right over black hawk right now. Parts of the east bay. East parts of san ramon, also danville and mount diablo heading to clayton and concord. Just went over livermore, 580, and they had lightning, thunder, downpours, hail. Now its gone. Although nothing in pleasanton and nothing along the Altamont Pass either. Thats the nature of these systems here, these cells as they pop up. Look at that. That is big time right there. Right over mount diablo, black hawk and clayton and concord in the next, oh, 20 minutes. I bet thats producing hail. I bet there is some hail in there. Thats the way it looks to me. As we have been reporting, takata is adding more cars to its airbag recall, and now tesla is on the list. The japanese auto supplier recalled another 35 to 40 million airbag inflaters just yesterday. This raises the total number of vehicles recalled to nearly 70 million. The airbags can explode and send metal pieces into the car, even in minor collisions they have been linked tore than 100 more than 100 injuries and 11 deaths. Tesla added this morning. The tsa wants congress to pay for overtime during the Summer Travel season to help airport screeners deal with overcrowded lines. Congressional committees are considering it. I mean, its it should be coming over the crest if you are on the concord side as it comes up from the south and should spill right over in between, id say, certainly possible right there. I would think there is hail in the mix there. Looks like there was. There was some that came over livermore. That did produce some hail. Brief hail. Also lightning, thunder and downpours. The line is already forming. Can you see it right there stretching northward from napa county up to northern Sonoma County into lake county and mendocino county. You know, as a matter of fact, we do have the situation continuing in san jose near first and component. First street continues to be closed between trimble and charcot. You see sheriffs negotiators are speaking to a man who is now lying down on top of a train. Meanwhile, vta has pushed a couple of trains nearby. They have pushed them through just to get them out of the yard. The yard is nearby. But this is severely impacting vta service and they have a bus bridge set up. A lot of people have been inconvenienced by the trains not running and also by north first street here in a very busy area being shut down. Again the situation continues. Sheriff is on the scene, and so is our reporter janine de la vega. Lets move along and take a look at 880 northbound. Traffic slow past the coliseum. When you get up to the toll plaza, that is backed up for a 25minute delay. There is nothing unusual on the bridge, but it is a grind getting into the city. 8 33. Back to the desk. Four people, including an Antioch Police officer, they are recovering from last nights wild incident that involved a police chase, a multicar crash, and a shoot out. Now, the chase began in antioch. It ended in pittsburg. Alex savidge is live in pittsburg as investigators try to sort out what happened here. Reporter yeah. It was a wild situation. This was a Police Pursuit that started last night next door in the city of antioch and it made its way here to pittsburg. Ultimately, it ended with a multicar crash right here at this busy intersection of love ridge road and leland road. And the man officers were chasing jumped out of what authorities describe as a stolen car and opened fire on police here. As you can well imagine, there were quite a few people around at the hour this happened and witnesses were ducking for cover as bullets were flying. Now, in the end one officer with the Antioch Police department was hit by the gunfire. His wound was not life threatening. He was treated and released from the hospital last night. Now, this played out just after 6 00 last night and if began when Antioch Police tried to pull over a black bmw that had been reported stolen. Now, the man behind the wheel then led officers on a chase into the city of pittsburg. Finally losing control and crashing into a number of other cars, and thats when investigators say the driver of that car pulled a gun and fired on officers. Police returned fire. However, they did not hit the driver of the car and that man eventually surrendered. We talked with one woman who witnessed this shooting and did not want show her face. I was ducking for my life because i heard shots. Then i was telling people to like go. Like everybodys on the i am like go, everybody go. Reporter now, Authorities Say there were a total of seven cars involved in the big crash here at this intersection and four people were hurt and had to be taken to the hospital. That includes the Antioch Police officer who again was struck during this shootout last night. But the good news is that officer we understand is going to be okay. He was treated at the hospital at john deere Medical Center in walnut creek and was released last night, expected to fully recover. I touched base this morning with the Antioch Police department, just looking for some background here, some more details on both the officer that was hurt last night in the shootout and also the man who authorities were chasing and who they say opened fire on police and Antioch Police could possibly give out some more information on what led up to this police chase and shootout at some point later on this morning. It happened yesterday morning just before 11 00 at the mcdonalds on mahogany way. A ktvu viewer posted this on facebook. Police say the gunman fired shots from the mcdonalds parking lot and a worker who was near one of the windows was hit. But his injuries are described as minor. Police dont think he was the intended target. The shooter described as being in his 20s may have gotten away in a white chevy pickup truck. New this morning a child was hurt in a vallejo family home in an overnight fire. Firefighters posted pictures as well as video to their twitter account. Crews were called to the home on carl avenue in mariposa street just before 1 a. M. It took fires crews two thursday get the fire out. The child suffered minor burns. A man accused of molesting a boy for almost eight years last pled not guilty. He was arraigned yesterday in palo alto. His alleged victim is now in his 20s, but recently reported he was assaulted between 1993 and 2000. Last week the Santa Clara County Sheriffs Office served a search warrant at hell fricks roam and say they found child pornography. He faces 30 different counts of sexual assault. The victim says he was sexually assaulted from ages five and 12. The suspect admitted that he likes young boys. He finds them sexy, attractive. The d. A. s office says the suspect has been working with kids since 2012 while volunteering at the abundant Life Christian Church Fellowship in Mountain View. The d. A. s office says there are no other victims at this point. Helfrick will be back in court in june. A dramatic number of sexual assaults reported by colleges. The number reported on college and University Campuses more than doubled to 5,000 between 2001 and 2013 according to a new report by the National Center for education statistics. The white house recently launched a campaign led by Vice President joe biden and featuring lady gaga called its on us to raise awareness about the issue. Its not clear whether there are actually more sexual assaults happening or whether victims are now more willing to report them. Time is 8 38. Uc Berkeley Police released a sketch of a man who they say shot and killed a man on mothers day three years ago. There is also a 10,000 reward offered in the case. Now, the victim was 21yearold Alberto Santana silva of fremont. Investigators say he tried to break up a fight among people he did not know along grizzly peak boulevard. Someone involved in the fight came back 20 minutes later and shot Santana Silva while he was sitting in his car. His family is hoping that Police Sketch and the reward will bring them closure. You have your days when you are okay, but any little thing reminds you of them when you want to call. Call that person. You know that they are no longer there. It just hurts. Especially to see my mom break down every day. She still cries for him. Now, uc Berkeley Police put that sketch together shortly after the killing. They didnt release it earlier because they were worried it may jeb dies the investigation. Students and workers at uc berkeley wills protest today over job cuts at the campus. The university plans to eliminate 500 jobs over the next two years to to balance. Budget. Some of the cuts will come through attrition. Last month the University Said it is in the process of laying off about 60 workers right now. The protests will start at noontime at the Valley Life Sciences building. The San Francisco Hunger Striker who fainted yesterday and was hospitalized is back at the camp in front of the mission Police Station. He said he fainted yesterday in his tent and was taken to ucsf to get his blood tested. He is back at the camp side and says they will continue getting daily checkups. He is one of five people refusing food for 15 days now demanding the police chief to step down. Yesterday protesters in support of the Hunger Strike interrupted the Police Commission meeting. This is what chief suhr had to say when he was asked about the Hunger Strikers. However long he want to exercise their First Amendment rights, we will do whatever we can to facilitate that until it becomes dangerous. And then at that point we will work with dph and medical personnel to make sure everybodys safe. Chief suhr also says he has no intention of stepping down. The commission was discussing proposed changes to the departments use of force policies. That includes changing guidelines on when and how officers should use force. The chief also wants to give tasers to Police Officers. A court case out of pennsylvania could bring more lawsuits against people who text drivers who are involved in car accidents. The latest case stems from an incident where a driver hit and killed a motorcyclist. The driver was texting with two people something sued for aiding and abetting a distracted driver. The judge suggested those sending the texts knew they were doing it while the person was driving and that makes them liable. The two people who sent the text argue there is to law making it their responsibility to affect the actions of the driver. 8 42. Breaking news. This is coming in from houston, texas. Look at the pictures. Firefighters are battling a fouralarm fire. These are live pictures. We see an awful lot of black smoke down there at the Center Middle of the screen, you can see a lot of orange flames going up as well. At this point we can see water being put on the flames from a number of sources, and now as were getting sort of a wider look at the picture it does seem to be some sort of a warehouse. You see an awful lot of greenery around it. I cant get a read on where this fire is in the city of houston, but the city itself is sprawling. No doubt people from all over houston are seeing this thick plume of black smoke being sent into the sky. We are also monitoring local reports that say small explosions were heard in the area. It is certainly area, but we need to pass on we dont have any word of anyone being injured. However, as a result of this massive fire a nearby Elementary School is on lockdown. Businesses in the area have also been evacuated. Clearly, fire crews are rushing to the scene. We are going to stay on top of this breaking news and bring you more as soon as we learn exactly what it is that is on fire in houston. But, wow, its certainly that is a densely packed area. Yeah. The director of the Southern California Earthquake Center says the southern portion of the San Andreas Fault is, quote, locked, loaded, and ready to roll. Thomas jordan said that yesterday at the National Earthquake conference in long beach. Jordan says pressure has been building on that southern part of the fault without being relieved for hundreds of years. He is estimating a 7. 8 quake in the area would probably cause more than 1800 deaths and 50,000 injuries. Thats incredible. Well, joining me live right now on mornings on 2 from that conference in long beach is one of the best. Renowned usgs earthquake expert dr. Lucy jones. Dr. Jones, it is good to see you. Thank you for joining us. Glad to be here. We just talked about the San Andreas Fault. Tell us more about it and what mr. Jordan was talking about. Well, what professor jordan is saying is what we have all been saying for a while. When we put together all the information we have about how the earthquake happens, we see it averages 100 to 150 years between events. North of l. A. , that part like at the sab gabriel mountains, its been 160 years. To the east its been 300 years. So weve known for a while this earthquake just has to happen eventually. At some point our luck is going to run out. Dont say that, please. But, i mean, i know its the truth based on all you have been telling us. What are you teaching others at this conference in long beach . My part of the conference, its really quite exciting. I worked with the city of los angeles for a year and they came up with the most comprehensive seismic resilience plan that we have ever seen here in Southern California. So i am in a session actually with patrick godolina from San Francisco sharing the experiences of our two cities with adopting resilience plans with the other cities that need to do the same thing. Now, i spent years in los angeles and in your office there in l. A. Interviewing you. Its good to see you again. And now i hear youre retiring. You spent more than 30 years with the u sgs. What else are you doing with Earthquake Research now . Yeah. I retired from the usgs just a month ago now. Right now i am working on a book. I am trying to put together the things that i have done in the last few decades. After that thats completed we are working at putting together a center to share these experiences, rezil generals, to take what we did with the city of los angeles to other cities. So its furthering the implementation. Moving beyond the Research Part that i did with the usgs to getting the revenued. I wish you much success with your retirement. There is the line thats forming. Look how thats coming up from antioch. Somebody said to me, frank said do you think we will have thunderstorms in oakley . Yes, i do. Anybody inland today. No doubt about it. The lane is already forming and its early, early. So wait until this afternoon. We could get some Severe Weather out of this. The line stretches now from about eastern Contra Costa County and then stretches to napa county, lake county and mendocino. I really think this area around here, santa rosa north up to ukiah could be up for whats going on in the sierra right now, incredible thunderstorm activity. You get some lift. You get colder air in the higher elevations, keep lapse rates. Its going to continue there for a couple of days, maybe through saturday night or early sunday. Our low is now close enough where it provides enough lift and dynamics. Thats whats going on. A few breaks in the clouds, and that helps. We are not getting any heat yet. West at 20. Westwest. West. There is an onshore breeze that translates into cooler afternoon highs and this line will form and you will get some outflow boundaries and that may fire up late afternoon. Cloudy to mostly cloudy. Showers already developing. Thunderstorms are the key today. This is about as good as it gets for us, i think, i mean for early may. You get not a cold, cold low, but its cold enough and dynamic enough its providing the ingredients necessary for thunderstorm activity. Hail is the main impact.
