Lets go back to the desk at 7 02. Thank you, sal. The city of oakland approved a halt to some rent increases and also taking action to curb evictions. Ktvu fox 2s ali rasmus has more on the Marathon City council. Reporter it was a marathon because it didnt end until after midnight and after it was all, they approved a moratorium on rent increases and evictions without cause. 60 of the people in the city are tenants. Ahead, more than 200 people signed up to speak on the issue before the council. Crowd of people lined up outside of city hall to get into the meeting. Along with banning rent increases of more than 1 , the moratorium closes a loophole that allows landlords to increase rents. Rent advocates say they heard from many longtime oakland residents who say they live in fear of being forced from their home. People are hurting. You heard from little kids and how they are hurting seeing their friends, their adults they know, their parents, having to live on the street. There was pain in the words of those kids. Reporter now, oakland has the fourth highest rent in the nation. The average rental here is about 2300dollar a month. A 14 increase from a year ago. Housing costs, bay area wide, shot up in recent years. This is not a phenomenon thats exclusive to oaks land. Earlier this year, the city of alameda passed a same rent moratorium and san mateo considered a similar measure, but that did not last. The city council will come back trying to create a more permanent solution. Oakland, especially, used to really be known as the affordable side of the bay, a lot of artists and students chose oakland because it was affordable. Reporter yes, and that obviously has changed. I mean the numbers show it. 14 increase just in the last year. And we really saw this phenomenon starting when rents started to really spike up in San Francisco. A lot of people moved across the bay to live in observing labor oakland because it was more affordable but its changed bay area wide over the years. Hasnt itthank you. The man who was seen beaten by police may return to court. He is accused of leading police on a highspeed chase before the videotaped beating. Federal charges are from a march 8th drug bust in visitation valley. The chronicle valley reports that petrov was transferred to the county. The reasons for the transfer were not known San Francisco public defenders want the state to investigate the Police Department. This follows and recent texting scandal where several officers were discovered changing racist and homophobic text messages. The public defender wants to state to conduct an investigation. The chief says he immediately fired the officers involved in that scandal. And the city of San Francisco is set to debate whether to give Police Officers stun gun. The survey conducted from the police union found 68 of likely voters support giving tasers to San Francisco police. Post police chief greg suhr and mayor ed lee support a stun gun pilot program. It is a less lethal option for Police Officers when they confront suspects. Critics say that officers should get better training rather than be given another weapon. Time is 7 06. Tell us about the new regulations they are trying to enforce. The new rules have been in effect for just the last few Months Police have been paying visits to the massage parlors and doing inspections but its been a challenge because in the city of San Francisco, there are 295 of those parlors and they are trying to weed out the ones that are using their businesses as front for illegal sex work. Now, police have identified some hot spots and noticed the parlors are in clusters, usually five to 15 of them all on busy roads in strip malls. They have been able to shut some them over the past several years but complaints from neighbors still keep coming in. The city is looking out into whether a massage parlor can open in the same location as ones that have been closed down because of illegal activity. Its very important when you talk about position tuition, human traffic can, children development, that is number 1. Reporter under the new ordinance, patrons must enter through the front door. Massage parlors must be within two feet of each wall and sleeping quarters are banned. The city of san jose reached out to San Francisco to see how they investigation late massage parlors. More report about more sexually harassment cases involving employees the uc berkeley. The university has been criticized about the way it has handled those charges. Reporter dave, good morning to you. I just spoke to a University Spokesman who said he was not able to comment on this investigation at this time but may be able to later on in the day. We are here on campus this morning and we are learning more information about several recent Sexual Assault sexually harassment cases here on the uc Berkeley Campus that have just come to light. New documents show that 19 employees were found to have sexually harassed students or employees since 2011. The information was released in response to a records act request by the l. A. East time. Some involve a diving coach, calm lower for disabled teens, and a counselor. There were other high profile cases including accusations against cal assistant basketball head coach who is now facing termination. All told, seven employees accused of harassment were either fired or subsequently resigned under pressure and we should point out here that none of the employees who were let go were ten toured faculty members. There is a newly formed task force that will be examining all of those cases to make sure there was no preferential treatment for professors. Berkeley police are investigating an incident where two middle School Student ran away from a man who offered them a ride. Yesterday, the 13yearold boy was walking home from King Middle School with another student when he says that man they did not know yelled at them from a parked car. When they realized that the man was offering them a ride, the boys ran home and told their parents. The police say that this is the most recent case they have investigated involving a possible abduction attempt. The last one happened on march 19th. A malcolm x student said that a man was driving a vehicle when he jumped out and approached her. She ran to the school. 23yearold jonathan hopter was asked to leave a hotel after staying there one day. The motel said that hopter did not register under his name. When management found out who he was, they asked him to leave. At this point, authorities are looking to move him into a rural area. To people here in the bay area accused of attacking on threatening irs employees. One happened at a tax center in san jose. A man who went there to see why his request for a texas refund was denied is accused of threatening and spitting at a guard and telling an irs agent he would be back with a gun and bomb. Another incident happened at the oakland federal building. A woman was charged with assault on an irs employee after being told she would not be able to get tax transcripts that she needed. It is never a good idea to become violent, especially if you are in a federal facility like this actual threat is itself a violation of the federal law. By making a threat to hurt or kill an irs employee, you have committed a federal crime. Now, a third case is also being investigated in salinas. The irs says that they see about 200 threat orassault cases a year here in california. Typically, it spikes just before the tax deadline a new bill was introduced in sacramento to create legal locations to inject drugs here in california. State Assembly Woman said that the facility would give addicts a safe place to inject drugs. The goal is to reduce the number deaths, overdoses and the spread of hiv and hepatitis c. They point to canada where they say that supervised injection sites for heroin and overdoses saved lives. City of vancouver has saved 1 1 2 Million Dollars on emergency room fees. And california plans on cracking down on drunk driving. Law enforcement could use the swab on the field if the driver agrees after failing a field sobriety tests. The bill has bipartisan support. The company confirmed that the new en cringes works with all forms of communication, iphones, android and other devices. The founder grew up in the soviet union and believes that effective en prescription is needed to protect against hacker, identity thefts and the government who spice on its citizens but that means that not own whats app employees will be able to look at the Customer Data so that the company will have no way to comply with a cord order similar to the one that apple received. Take a look at this photo showing the aftermath of the fight at the jail started yesterday morning on the second floor of the main jail forcing the jail to be locked down for about an hour. A sheriffs Spokesman Says that the fight occurred at the immediate yum security area. Inmates were in contact with each other most of the time and he says that fights there are common. Fights are not rare in the main jail, unfortunately. Last year, we had over 225 all 225 altercations inmates verdict inmates versus inmates versus inmates. One inmate was taken to the hospital. San jose has a growing graffiti problem at city hall. Vandals attack that had building some time between monday night and thursday morning. These came after a long and impassioned meeting . Reporter yes, and it affects a lot of people here in oakland because 60 of the people who live in the city of renters. Many have complained for years about rising rental costs in the city and thats bay area wide phenomenon, not just a problem affecting oakland. First, what they did here at the Oakland City Council last night or early this morning, after midnight when that meeting finally wrapped up, Council Passed a 90 day moratorium of 1 . It was a very popular and crowded city hall meeting. More than 200 people, renters and Property Owners signed up to speak on the issue before the council. Along with banning rent increases of more than 1 , the moratorium close as loophole that allows landlords to increase rents if they do renovations. They admitted to us, many of them said that the idea of rent control is a complicated one for both tenants and Property Owners. They are putting the burden on a lot of these owners. A lot of these owner, mom and pop, you know, middle class, low income, they try to make a few bucks and you basically are putting them in a vice. I suspect i agree with it because the rents are getting out of control. I mean, it is getting harder and harder for people who are just starting out to afford to live here. Reporter oakland has the fourth highest rents in the nation. The average rental here is about 2300 a month. Thats a 14 increase from a year ago. Earlier this year, the city of alameda passed a same moratorium. Earlier this week, the city of the city council will have chance to craft a longer Term Solution on the issue of rent control and rising rent. University Officials Say they are trying to improve the way the school handles these kinds of accusation. We are here on the campus. We are learning new details about recent Sexual Harassment cases involving employees here at uc berkeley. New documents just released by the University Show that there were 19 employees found to have sexually harassed even students or fellow employees since 2011. This was released in response to a records act request by the east pay times. Some involve accusations again an assistant diving coach, counselor for students, statistic professors and diz abled students coach. And you may remember there were some allegations against assistant coach jan hafnager. We should point out that none of the employees who were let go were tenured faculty members. A newly formed task force will x examine that, to make sure that there are no preferential treatments. I did talk to a University Official but he did not have any comment. A high risk bay area sex offender is looking for a place to live. Jonathan hopner was asked to leave a motel. The motel said that he did not register under his real name and when they found out who he was, they asked him to leave. Authorities want to move him to a rural part of sonoma county. Hopner had been convicted of Sexual Battery seven times in the last three years. A stolen scooter that hunt er pence of the giants donated to the make a Wish Foundation has been found. A third case is being investigated in salinas. The irs says they get about 300 threats of assaults every year in california. San francisco is the first city in the nation to provide businesses to provide paid leave newly parents. It gives new mothers and fathers six weeks of fully paid time off. The states Family Leave Program gives new parents 55 of their paychecks up to six weeks. Under this new law, businesses will have to make up the difference. Some of them say its going to hurt them and their ability to hire more employees. The benefit applies to new mothers and fathers who work an 8hour day and spend at least 40 of their workweek in San Francisco. The new policy begins in january with businesses with 50 or more employees. Smaller companies will be phased in next year.
