Lets get your week started with a check on weather and traffic. Steve is here. Rains gonna be coming in later on . For most, yeah. As far as the wear, Southern California has not participated. Northern california for sure. So if talk to weather folks, they say we are fine. You talk to water officials, they give you a different story. Understandably so. Rain moving into the north bay. Russian river, forestville, santa rosa to Mendocino County and eventually its going to make it south. So take the rain gear with you. You will need it probably later. Not so much this morning, unless you are north. Temperatures upper 50s, slow 60s with rain develop. Not a lot of rain. Similar to yesterdays system. Heaviest amounts in marin county north,. 5 to 1 inch. San francisco, oakland, concord south, thunderstorm activity for Northern California. That will continue into the northern Sacramento County lake county later on. It has some good cold air with it. You see the darker green around clearlake. It likes rain to pick up santa rosa to saint helene a, calistoga north. Otherwise, clouds on the move. They are going to increase. 40s and 50s on the temps. System will sweep in right there. Once that does, that will give rain for everybody. More afternoon evening. Cloudy. Mostly cloudy. Cool. Breezy at times. Heaviest rain in the north bay. 50s and 60s that sal, bart, Santa Cruz Mountains. Where do you want to start . Bart, steve, because we have new developments on the power problems that have been affecting bart service. Alex savidge is at one of the bart stations. Good morning, alex. Reporter good morning to you. Bart is actually making quite bait of progress trying to pinpoint the exact problem here. But of course that does not is not going to help this mornings commute. We still have a bus bridge in place and riders were watching them here as we maybe can show you here. A bus pulled up a short time ago. Riders are still taking a bus to get from the pittsburg bay point station to North Concord this morning. That bus bridge remains in place this morning. About a dozen buses have been running all morning on on basically a loop. Those buses are carrying people between these two stations and getting them where they need to go. That entire section of traffic remains shut down this morning as engineers work to figure out what this electrical problem is that has damaged at least 50 cars in the last week and knocked them out of service, and that came after another 80 cars were taken out of service in february because of a similar power surge problem. With these cars out of service, bart is running short of trains during the peak commute hours. That is leading to overcrowding. Lots of bart riders tell me they are waking up extra early to make it to work on time. I am a driver, too. So i am going to be late to work today. Its okay. We had to get around. Bart guys fixed it. We got to pay the price. Reporter and this morning this was the scene as we watched a couple of test trains running along the tracks between pittsburg bay point and North Concord as engineers ride on those trains. They are trying to figure out where that spike in voltage is happening that seems to be knocking the cars out of service. We also did see this morning that some of those test trains were carrying passengers. Now, bart does tell us though that the bus bridge will remain in effect for this morning and the rest of today at the very least, and its possible the bus bridge could be in place tomorrow as well. We obviously will have to wait and see. We will check in with bart officials later on today toe see again how this testing is going. But it sounds, sal, like they are making some progress as they really try to narrow down exactly what this electrical issue is and then, of course, try to fix that problem and get that portion of track re opened. This is a look at westbound skyway right before highway 101 in San Francisco. Traffic is slow up to this crash as traffic is backing up onto the bay bridge. Looks like they are making some progress here, but they still have that fast lane taken away and its causing a jam up on the bridge. We are looking at the toll plaza now on the oakland side. You will see the traffic is going to be slow. Its backed up to the macarthur maze. One of the big problems has been in the south bay this morning. Northbound 17 near glenwood drive they are clearing a crash. They are making progress here, but the traffic is still very slow from santa cruz all the way over. If this is our commute, you need extra time through that area. We are also looking at the commute here on 580 as you drive from the altamont pass. More on a 680 south. 7 06. Back to the desk. Thank you. San francisco teachers could be exempt from certain types of nofault evictions under a city ordinance. According to the examiner, a study found more than 40 of educators in San Francisco say they fear losing their homes. A union leader tells the paper, San Francisco schools, which are already facing a teacher shortage, could see a turnover of hundreds more teachers this school year. A Supervisors Committee will take up the ordinance later today. 7 06. People in the north bay are seeing rain this morning and it has been a wet winter overall for the bay area thanks to el nino storms. Now some people are questioning whether a drought emergency still exists in california. Last year Governor Brown issued a mandate to cut water use by 25 . Officials will take a look at the snowpack and see if its time to drop or leaks those restrictions. The utility district says people should keep saving water until then. One year of average rain may not be enough to repair four years of drought because we dont know how long droughts will be. We have to keep these practices alive. Reservoirs here in Northern California are full, but many in central and Southern California remain low. In fact, data out last week show 74 of the state remains under a severe drought. Folsom lake near sacramento has rebounded so well, officials are releasing water downstream. Water releases are routine but havent been needed in years because of the drought. Marine killed in an isis rocket attack in iraq over the weekend was from Southern California. 27yearold Staff Sergeant louie cardon of temecula was killed saturday when isis rockets sent rockets into his area. Cardon is the First American to die in combat in iraq since 2007. Flights have resumed at the russian airport where a dubaibased plane crashed while trying to land saturday killing all 62 people on board. The flydubois plane was making a second attempt to land when it crashed. Most of the passengers were russians on vacation. Aviation experts are examining the flight recorders and looking at the weather conditions, pilot error or equipment problems as a possible cause of the crash. Time is 7 09. A man accused of planning the paris attacks in november told investigators he was plotting another major assault when he was arrested in belgium last week. Authorities say he has admitted he was involved in the attacks and he was supposed to die this night, setting off a suicide vest at the stadium. He says he changed his mind. He want to go to the south of france in paris and be a suicide bomber, but its tough. 130 people were killed in the attacks in paris. Abdeslam was stopped in belgium. Authorities believe a suicide vest was found days later on a street in paris. New this morning some commuters on the peninsula may have to take a detour because of a caltrain replacement project on a busy street leading to the bay shore freeway. These are live pictures coming from that area. Beginning today popular avenue in san mateo will be closed through traffic. This is the live look in that area, as we mentioned. The closure is for eight weeks between ramona and clairemont streets. Popular avenue connects El Camino Real and highway 101. It involves assembling a new steel infrastructure and demolishing a caltrain bridge. Its part of a 38 million bridge replacement project in san mateo. President obama makes history. The important meeting on his schedule today in cuba. Good morning. We are looking at kind of a rough commute for a monday in many areas. We are looking for a report of a brushfire southbound 101 at 80. I do see some brake lights there. I dont see any smoke. The Fire Department is going to check, and that will make traffic slow. More on that coming up. Welcome back everybody. This is going to be a pretty busy week for apple. Tomorrow it goes up against the fbi in court over demands that apple hacked an iphone. First they are expected to reveal products today. Janine de la vega live at apple headquarters where we are expected to hear from tim cook at 10 00 this morning. Janine. Reporter grass, apple does such a good job at hyping up their events there is all sorts of local and National Media set up here. You can see all their lights and a little platform there. The start time is 10 00 a. M. And thats when everybodys gonna head in to the headquarters to watch to see what tim cook says. Now, usually apple introduces bigger displays and thinner products. But today Analysts Expect the company will unveil smaller products. Its rumored a new iphone will be introduced similar to the iphone 5s but will have the upgraded features of an smartphone 6 like a better camera and apple pay. The other new product is expected to be a new model of the ipad pro. It, too, will also have a smaller 9. 7inch display. Engineers have designed it with a speedier processor and upgraded fee. Insiders do not think tim cook will address the Ongoing Court battle between apple and the fbi. They will meet tomorrow to argue whether apple should build new software to hack into the iphone of the Santa Barbara shooter. Apple says it shouldnt be forced to make iphones less secure while the government maintains it needs apples help because its a matter of national security. Today is the first time cook is in front of a large crowd since this controversy broke. It will be interesting to see if he stays quiet about that court battle all together. Gasia. Okay. Now we have San Francisco getting into the act, brian and gasia. Northbound i am sorry, southbound 101 near the 80 split. The Fire Department was going to check on a word of a brushfire. Now, i dont see anything here. The Fire Department kind of rolled by, it looks like. There was an earlier accident in this area as well. So it looks like all is good, but the traffic is backing up on the skyway and that means the traffic on the bridge will be likely a little bit slower. Lets take a look at the bay bridge toll plaza. This backup is not looking good. It looks worse than it normally does. I see a caltrans truck here perhaps tend to go a stall on the tending to a stall on the stretch. The carpool lanes are okay. Thats all i can say about that. Northbound 17 near the glenwood drive exit has been cleared up. The traffic is going to be still slow though because the crash is on the shoulder. But at least all the lanes are open and traffic is beginning to get a little bit better. I also want to mention, if you are driving on the dumbarton bridge, an earlier accident in menlo park near willow and traffic is slow heading west to the facebook campus. You might want to think about using the san mateo bridge or maybe 237. 7 16. Lets go to steve. Rain up north. So far its been staying there. But clouds are beginning to thicken up and roll in as the front inches closer. For most of the morning commute it looks like we will stay dry. There are some areas of fog around. Clouds increasing through the morning. That will lead to rain early afternoon for most, but some areas had good rain the past 24 hours, especially from marin county northward. 1. 7 still raining. Wildflowers are loving this rain and beautiful display as we heal from the fire. That is true. Some very good rain, especially up to the north. We will focus on that. Cazadero, Russian River over an inch. Same for occidental. Cazadero, occidental, yorkville, Mendocino County an inch. St. Helena an inch. There were other areas, i think larkspur. 70. Pacific can had a third of an inch. After that, there wasnt much. A couple onehundreths the peninsula, east bay, south bay. Napa over a quarter of inch. Santa rosa up to three quarters, i believe. Some of the heavier amounts are north. There is going to be embedded lines of thunderstorms stretching north of Mendocino County to the northern sacramento valley. Could clip Mendocino County, lake county. I think south of that, no. You can see the darker green picking up around clearlake, middle town, cobb, lake port as well and just about in line from santa rosa to st. Helena. Clouds are on the move. They will continue to roll in here. 40s 50s on the temps. 39 in truckee. Rain from about lake level areas. Some snow higher elevations. That will turn later. The new technology will check to see if the receiver supports the encryption. If not, the email will fail to send. Google already uses the new technology for the gmail service. Well, as selfdriving cars become the norm, some say Traffic Signals will become a thing of the past. Researchers envision a Digital Traffic controller that allow cars to flow through intersections seamlessly. They say the network would tell each war when there is a slot available to move forward. Bernie sanders has been campaigning in Washington State in hopes of making up ground. More than 7500 people turned out at a high school in vancouver, washington. The Seattle Times reports another 15 plus how to people showed up at an arena in seattle. Clinton has a lead of more than 300 delegates over sanders from primaries and caucuses. Gop frontrunner donald trump will kick off a major effort today to unite his party behind his Controversial Campaign for the white house. Meeting with republican insiders. Trump rallies continue to draw instigators and violent clashes. This apparent trump supporter pummeled a protester. We have to bring our party together. If we bring the party together, we will win by numbers that you have never seen before. Things have improved on 101 near the 80 split. We will tell you a little bit more about the bay bridge. There is good rain in Mendocino County, lake county. I know especially parts of lake effect county coming down pretty good. Others its trying. Santa rosa maybe the Russian River looks highway 116 is the cutoff. Some problems in San Francisco have cleared, that have slowed the bay bridge commute down. The metering lights went on and you are going to start seeing slow traffic as you get up beyond the macarthur maze. At least a 25minute delay. Then you have to drive across the bridge. We are talking about most of this hour, or most of your hour going to be taken up just driving across into San Francisco. San mateo bridge more people may be on that. Dumbarton bridge had some issues. So the san mateo bridge traffic is going to be busy. Lets talk about highway 4 because more people are on highway 4. This is the bay point exit up to willow pass san marco. Can you see how a lot of people are in the car because the bay point station, there is a bus bridge between bay point and North Concord. A lot of people are not going there. They are just going to the North Concord station to catch bart that way. Some people might be staying in the car for the whole commute. Lets go back to the dumbarton bridge. There was an accident on the other side near willow. Thats clear from the lanes. The traffic is slow getting from newark to menlo park. 7 32. Back to the desk. Sal, thank you. President obama is in cuba for a historic threeday visit to the island nation. Not since Calvin Coolidge in 1928 has a sitting president visited cuba. Allie rasmus with what the president is doing. Reporter first on the agenda and we are hoping to get video any minute now, he is expected to lay a wreath at the jose martin memorial. He is one of cubas National Heroes credited with helping liberate cuba from spanish rule. Also in the plaza where the memorial is there are other communist icons of the cuban revolution. A reminder of the frosty relations between the u. S. And cuba that dominated half a century. In 2014, that started to change when president obama announced a plan to normalize relations between the two nations and open embassy in havana and washington, d. C. The president and first lady president obama took a walking tour of old havana sunday even with their daughters. This morning mr. Also, tomorrow they will be attending an exhibition baseball game between the Tampa Bay Rays and the cam newton National Bank team. The players arrived in half an last night. Also on the president s agenda, he is scheduled to meet with a group of cuban entreprenures and business meters, some artists and activists who face arrests and prison terms for speaking out their opposition to the castro government. Back to you guys. Thank you. A number of Senate Republicans say they plan to meet with president Obamas Supreme Court nominee. This comes after Senate Majority leader Mitch Mcconnell said there would no be senate hearings. Now at least six republican senators say they will meet with garland. Mcconnell is Standing Firm and says the Supreme Court seat should stay vacant until after the president ial election. American people need to weigh in and decide whose gonna make this decision. Not this lame duck president on the way out the door, but the next president next year. In the white house, they are denying reports that president obama might nominate someone more liberal if a democratic wins the president ial election in november. We will stand by him from now until he is confirmed. From the end of the president s term . That is correct. Those Senate Republicans agreed to meet with judge garland in two weeks when the Senate Returns from easter recess. A Court Hearing is set this week in the case against a man in the shooting death of kate steinle. They are asking for the murder charge to be dismissed saying the shooting was an accident. He steinle was shot and killed in july while on a walk with her father. Lopezsanchez pled not guilty to seconddegree murder and other charges had her death. It ignited a National Debate over immigration. Lopezsanchez is in the country illegally. Still in the city, a francisco judge a federal judge in San Francisco is expected to sentence raymond chow on wednesday. He was convicted in january on 162 counts, including racketeering, murder. The murder conviction carries a mandatory life sentence. It was part of a five year federal operation. Time is 7 35. Oakland police are investigating three separate shootings over the weekend. One which left a man dead. Officers responded to gunfire early sunday morning at 14th and harrison. The victim was pronounced dead at the scene. Police identified him as 32yearold Jermaine Bradley of oakland. There were two other shootings in west oakland on saturday night. Three teenagers and a 52yearold woman were wounded in the violence. At last check Oakland Police have not made any arrests in these shootings. Atherton police are investigating the attempted kidnapping of a woman at bus stop. It happened after 2 00 on saturday morning at oak grove avenue in middle field road. Police say a 24yearold woman was waiting for the bus when a man drove by several times and asked for sex. She called 911 on her cell phone and was talking to a Police Dispatcher when that man grabbed her. She screamed and was able to get away unharmed. Now police are looking for the man who was in a silver fourdoor lowriding sedan. The attorney for a man accused of being the grim sleeper killer in los angeles plans to focus on dna evidence. He was arrested 25 years after the first killing. He is accused of killing nine william and a 15yearold girl. The women were strangled or shot in the chest after sexual contact. Franklins attorney will make the Opening Statement to jurors today. He says the dna found on the victims bodies was not connected to franklin. Fire forced 14 people from their homes. According to the mercury news, a fire was reported before 2 00 sunday morning on Mount Mckinley drive. Two backyard sheds were on fire. The fire spread to the walls of two nearby homes. Firefighters he believe the cause was accidental. The mvp has noticed an increase in the the chp has noticed an increase in the number of accidents. They report there were 664 accidents on highway 17 last year. Thats 81 more than the year before and 240 crashes than the year before that. There was a major problem on 17 northbound this morning, in fact. Traffic experts say there are a number of reasons for the overall increase. They say more and more people are driving that winddy road because of the improving economy and lower gas prices, and more drivers are using their cell phones behind the wheel and that leads to more distracted driving. There are fewer chp officers and patrol trucks to keep the traffic moving when there is an accident. Wintery weather for parts ever the east coast. The National Weather service says boston may get up to 36 inches of new snow. 13 are expected in new york city and up to 12 inches in northern maine. Philadelphia may get about 1 inch of snow from the latest storm. The chilly weather did not stop people for lining up for free italian ice desserts to celebrate the first day of spring. Some people in texas and louisiana are finally able to assess the damage from the historic flooding on the state line last week. In monroe, louisiana, the floodwaters didnt start rising until this weekend when the Black Bayou Lake began to overflow. More rain could be headed to the region later this week. Snoop the latest round of wet weather is expected to bring dangerous conditions to the coast today. High surf advisory from 3 00 this afternoon to 9 00 tomorrow night. Some areas could see waves 20 feet high or higher. Sneaker waves are also predicted. Officials say people should avoid turning their backs to the ocean and avoid fishing from rocks. Get ready for snow in the sierra. Snow levels are expected to fall below 5,000 feet later this afternoon. Some areas could see 8 inches of snow. If you are going up to the sierra, expect chain controls. The snow is welcome news for many ski resorts that continue to bring in big business following four years of drought. Emergency officials have scheduled a tsunami warning test for this wednesday. Yeah, if you hear a siren like that, dont be alarmed. It is a test. Part of the National Tsunami preparedness week. You dont need to evacuate or call 911 either. The tests start sometime between 11 in the morning and noon. Representatives from the u. S. And south korea are meeting today to discuss tensions with north korea. North korea has reportedly been firing missles into the sea off its coast. North korea says its in response to ongoing annual drills between the south korea and north korea. Thousands of migrants and refugees remain stranded at a camp near the border between greece and macedonia. Its a makeshift that was planned for 2,500 people. It now holds more than 12,000. Many of them children. The refugees became stranded after many European Countries started closing their borders to them. European leaders have been trying to reach a deal with turkey to ease the crisis. 7 43. Lets check on traffic. Any bright spots out there, sal . Well, some of them are not as bad as others, brian, but we have some slow traffic almost everywhere you look. Its kind of the normal commute and some of it is worse than normal. Lets go out and take a look first of all at the approach to the bay bridge. I want to show you the macarthur maze traffic. It is rather slow this morning coming up around the macarthur maze and that all leads to the bay bridge. We are looking at across the bridge in your car. If you are paying cash, its going to take, by the time you get to San Francisco side, its going to take most of the hour. 45, 48 minutes, 50 minutes. This is a look at 880 north and southbound. You see traffic is getting busier by the moment. I want to mention the dumbarton bridge. Even though we had an earlier accident cleared, the damage remains. See some slow traffic there. Slow traffic approaching the san mateo bridge as well, and 880 is slow. 7 44. Lets go to steve. Thank you, sir. A very good morning. Happy monday, everybody. A this morning they are running test trains between the pittsburg bay point station and the North Concord station this morning. Those trains are carrying a few passengers. For the most part, most people are being put onto buses to get between those two stations. We will show you the scene this morning. A dozen becauses have been running on a loop to get passengers where they need to go. Thats taking an extra 15 to 20 minutes. What is already a difficult commute got even worse a short time ago when one of those buses started smoking after it pulled out of the pittsburg bay point station. This was the scene a short time ago. The passengers taken off of that bus immediately. It was a lot of noise and then we had to there was a lot of smoke. We dont get off. We were like . Do we kick the window open . Then we were able to exit safely. Reporter this morning bart is running test trains between pittsburg bay point and North Concord. Some of those trains do have passengers on board. Engineers are obviously trying to figure out why there is a power surge happening along this particular section of track that is knocking these cars out of service. 50 cars knocked out of service last week. They are trying to pinpoint the problem. I want to bring in lisa, a spokesperson for bart. How close are we to figuring out whats going on . We have systematically taken every possibility and we are one by one eliminating them. Thats long and tedious and frustrating for everyone. The good news this morning is the car count is up. We repaired 36 cars over the weekend. So the crowding should start to ease. A more positive trend. We are running the test trains with riders to see how they respond to the tracks and if any are getting damaged. So far its going well. Too soon to say how long the buses will be here. Reporter you cannot say how much longer commuters have to wait to have a full schedule of trains running between the stations . Not yet. We are doing everything we can to fix this problem. Reporter if i commute through this area, what are the odds i have to get on a bus tomorrow morning . Probably very must. The bus takes ten minutes at the height of the commute. Leave that extra time. Reporter you are bringing in outside experts to try to figure out whats causing the power surge issue . Yes. Those experts are bringing sophisticated measurement tools that we dont have at bart. So making some progress, but as you heard alicia say right there, in all likelihood bus bridge still will be in place tomorrow morning. Yeah, sounds like they are doing a process of elimination. Lets go to a closure that i want to tell you about. Popular avenue will be closed in san mateo for a caltrain bridge replacement. This bridge here is going to be replaced. They have been doing it all over the place. And popular avenue leads from west to east towards that dmv in san mateo. If you have an appointment at the dmv, you might want to think about leaving early. Dont use this route. This is going to be replaced and its going to be that way for about eight weeks. You are going to see detours in this area. Just knowing the area a little bit, its already kind of slow whenever anything happens. Today its going to be going on until may. All right. Lets go out to another thing here. The san mateo and the dumbarton bridge. You will see the traffic is going to be okay on the san mateo. Its already been a very wet winter. That raises the question whether a drought emergency still exists here in california. Last year Governor Brown issued a mandate to cut water use by 25 . Next month state water officials will take another look at the snowpack and will decide whether its time to relax or even drop those restrictions. Until then, they say people should still save water. One year of average rain may not be enough to repair four years of drought because we dont know how long droughts will be. We have to keep these practices alive. While reservoirs here in Northern California are full, many in central and Southern California remain low. In fact, data out just last week shows that 74 of the state remains under a severe drought. Well, folsom lake near sacramento has rebounded so well that officials are releasing water downstream to reduce the risk of flooding in the future. Water releases are routine but havent been needed in years. Federal guidelines call for water releases to keep the reservoir at or below 60 . Right now water levels are at 67 . Jose martin is one of cubas National Heroes and he is credited with helping cuba gain its independence from spain in the late 1800s. It happened yesterday morning at toll plaza about 65 miles west of harrisburg, pennsylvania. Investigators say the suspect is a former state trooper, clarence briggs, who retired in 2012. He is accused of shooting and killing the victims before stealing a fare collection vehicle that had just pulled up to that same toll plaza. The actor gained access to the vehicle and drove it a short distance across sr522 to an area where his car was parked. At this time the actor started to unload money from the vehicle and into his car. The troopers arrived on scene in minutes after the original call for help went out over the radio. The first trooper to arrive at the scene killed the suspect in a shootout. The shootings and robbery are under investigation. Two 11yearold boys fell through a hole in maryland. They were playing in mcdonalds parking lot when they found a soft spot. It caved in and they fell nearly 30 feet down. One managed to climb out and go for help. He was bloody, head busted open.
