We turn the camera the other direction, in the northward direction, you can see the rain is coming. Darker storm clouds prepared to move along towards this way. Now, here in san anselmo some businesses have and bags prepared and placed out in front of the storefronts. This is one of the businesses that has this. San anselmo creek is on the other side of the street. Traditionally, a history of flooding in this town. Folks are used to being prepared. There is a Flash Flood Watch in effect until monday in parts of the north bay. Could anywhere from 9 inches to as much as a foot of rain in the next several days. Here in san anselmo, this is from the past. Severe flooding in 2005. It damaged 140 businesses, 290 hopes. They are not expecting this problem this weekend, but the pictures show you why people tend to keep an eye on the water levels of nearby san anselmo creek. A couple of big floods. I know they have done with lot with the watershed and things like that to control the water in a better way. Hopefully, it wont be an issue. Reporter farther north of us they are expected to get the brunt of this heavy rainfall. Its coming down already. Guerneville people will be watching the Russian River closely this weekend. They are already. There is heavy rainfall in the area. That heavy rain is expected to push the river to 32 feet, which is considered flood stage, by saturday morning, if not earlier than that. We are ready. If it goes off, we got the generators. If the freezer goes out, you know, everybody barbecues and gets their canoes, if its that bad. Reporter now, local Fire Departments in the Russian River area are checking their boats to be sure that they are ready in case they need to make any swift water rescues over the weekend. These photos posted on twitter by the Alameda CountyFire Department give us an up close look outside the train cars as well as inside and the frantic rescue of passengers. Amber lee talked to some of the First Responders there monday night. They also showed her cell phone photos of the search for victims inside the car, the one that fell into the cold waters of alameda creek. Because that train car was on its side, rescuers had to walk on the walls. It was very slippery because now we are walking on the walls instead of the floor. So making our way down the train, we were slipping and sliding. There is about a hundred people standing outside the train on the edge. Several people on the ground crying, breeding. Incredible. First responders say they were only doing their jobs. They are praising the passengers, the train conductor, and the engineer as being the real heroes helping the injured despite having some injuries themselves. 7 07. Transit leaders will consider fining people who take up more than one seat. Janine de la vega to talk to us about the proposal and what people have to say about it. Reporter yeah, one rider was mentioning to us about the rule, how youre not supposed to eat while youre riding on the trains. In the 20 years he has been riding bart, he has never seen somebody get in trouble for it. He is unsure if this new rule is effective. The bart board of directors is going to be considering this new proposal to prevent riders from hogging seats. Ridership keeps increasing, but the number of trains remain static. When someone places their bags and personal items in an empty seat or takes up two seats because they are sleeping, its a problem. Under the new rule, the first violation would be 100. The second would be 200. And then it goes up to 500 after that. Some riders told us they like the idea because they dont like to be confrontational. Listen to what some of the riders said. Basically, the guy threatened me not to sit down. Reporter what did he say . Pretty much it. My seat. Dont sit. It was one where they face each other, across from each other. I have seen people feel like if they Say Something to someone else, they will be, you know, cursed out or something to be said to them thats inappropriate. Its just intended to free up seats and make room for those with disabilities or for people who are just standing in crowded trains. Still coming down. That rain line is finally starting to dip south. Now rain in petaluma. Looks like some of that is beginning to move into northern marin county and the western side, well, the coast as well. But some areas are waiting, waiting. Others have to wait a while here. This system is producing moderate to heavy rain. Ukiah, Russian River, all the way up into lake county. I am trying to get updates as fast and furious as i can on the creek levels. Flash flood watch out for good reason. When you get two inches of rain since midnight, have you some issues there. Russian river we will keep an eye on. This healdsburg, guerneville forecast to hit 31. 4 feet. That may be amended here. Flood stage is 32. I am getting reports on other creeks. I am trying to move as fast as i can on that. Police in western pennsylvania searching for two gunmen who shot and killed five people at a Backyard Party last night. It happened at willner pittsburg. Two gunmen barged into a party and it was an ambushstyle attack. One gunman fired as people ran towards the backyard. A second gunman was firing from the side of the yard. The gunmen ran way and police dont yet have a motive for the shooting. A Northern CaliforniaSchool District has a new and very controversial policy that allows guns on campus. The Folsom Cordova district sent letters home to parents saying some Staff Members who have concealed weapons permits can bring their weapons to school and store them in a safe place. But not everyones allowed to carry a gun, and no teachers are authorized to carry or store guns at school. Well, parents have mixed reactions. The only places that are safe are the ones where people do carry and our schools are being shot up because they dont have the protections. I dont really approve of concealed weapons. If youre gonna have a weapon, shouldnt be concealed. Well, the School District says for security reasons they are not going to identify which schools have employees who can store their guns on the campus. A new study Shows Nearly Half of adult californians are prediabetic. It sound 13 million adults in the state are prediabetic or have undiagnosed diabetes. They found that a third of adults under the age of 40 are considered prediabetic and that a majority of them are people of color. A new York City Council woman wants to require all restaurants in the city to post a new warning for diners. If approved, restaurants would have to display posters listing the Health Risks Associated with sugar and carbohydrates. She says the posters would tell people not to eat those foods. It would give them information to help them make decisions that could lead to obesity, diabetes or metabolic disorder. Hearings on the plan are expected to begin soon. Federal law already requires laryng chain restaurants to provide large chain restaurants to provide the information on menu boards. A shocking discovery. It has moved into parts of marin county, che, marin county just issued a tweet saying our friends and neighbors in Sonoma County are warning us its coming and moving in here. And it is. We are starting to see that rain line south towards petaluma now. There is going to be that line into marin county, napa county, and eventually it will get here. Its a slow process. Today and tomorrow really heavy rains. Rain coming down if lucas valley. No sunshine here. And p town fan, this is petaluma, heavy rain started in petaluma. 06 as of 7 a. M. Can you see the line stretching there. The last few frames, its trying to, but its still focused in the north bay more so than anywhere else and its going to stay there for a while. The line looks to be moving into marin county, especially western marin county and northern marin county. Parts of napa county as well. Its been heavy duty. Looks like its lightning up in Mendocino County. Heavy rain into lake county as well. You can see that line. It barely has moved. In the last few frames its trying. The line is petaluma right now. Flash flood watches are out. You can imagine why. Maybe that helps out parts of the Russian River. That goes into monday, by the way, because there is a lot of moisture that has to work through. Right now we are getting the warm sector. 60s for some of the temps. 50s for others. Its a mild, muggy pattern, especially if you dont have the rain. The rain will eventually get here. Look at this moisture. Its going to take a while, but its on its way. Tomorrow a rain day for everybody. Rain to the north. Slowly dropping south. Might be light rain in advance of it, but the main band is to the north. 60s, lowmid to upper 60s and a few low 70s. San jose might have to wait to this evening to get the heavier rain. All right, alex. We are thankful that the rain is not moved into the immediate bay area. We would have a real mess on our hands. We would have a bigtime mess. Absolutely. The roadways for most folks in the bay area are going to be dry and that is a good thing because that means that i am looking at the traffic maps and we are not seeing much in the way of any problems out there. Just the normal slowing that you would expect at this time of the morning. There is the commute on 880 through oakland. Going right past the coliseum, the folks on the righthand side are headed north up into downtown oakland, and that is a pretty good ride. You can see its slowing there just a bit. Nothing too bad to speak of right now. I want to show you the san mateo bridge. There is the scene on the san mateo. As soon as you head west on highway 92 there and get on to the span, it is going to slow down for just a bit. It eases up as you get closer to the peninsula. I will show you the maps here and you can see there on the map its east bay overall looking good. A little bit of slowing coming west on highway 4 out of pontiac and highway 24. A bit of slowing in the walnut creek area as well. And 80 doing its normal thing. It will bog down out of richmond into berkeley and emeryville this morning towards the toll plaza. Overall, good looking ride at 7 32. A new idea being tested right now in San Francisco to help protect residents and businesses in an area prone to flooding. Ktvu fox 2s brian flores. Reporter dave, good morning to you. Lets take a look at them right now. Here at 17th and folsom, this is a 400foot long interlocking plastic barrier. With the superstorm expected later today with the storm expected later today, they are looking to see if they work. This is several areas in San Francisco prone to flooding. What sfpuc is doing is not only see how well they work, but crews will be looking at whether putting these barriers will be worth the effort. This is part of a 165,000 pilot project. There are concerns about how difficulting it to remove thebarius if there is an emergency thebbarebarius if there is an emergency. Whats gonna happen across the street . Those people are flooded more. Obviously, that waters got to go somewhere. Reporter officials at s say if it works out, it will be deployed in different parts of the city. We saw crews using water from a fire hydrant to fill up. We want to clarify that. As we go back out live, crews out here putting in the final touches. It is expected to rain in evening and afternoon. As you can see as well, blocking entrances here. We spoke with residents off camera who say they are very concerned about that. One person we spoke with across the street says there is an older person that lives in a home out here and she has a tough time getting out. You know, see how these barriers work out and what feedback they get from residents and business 880 like. Dave, back to you. Its really heavy since its filled up with water. You cant easily move those things . Reporter yeah. I mean, the plastic barriers themselves are pretty heavy because they are filled with water. You have these interlocking pieces right here. This is concrete filling up in here as well. It takes at least two people to remove these things. I dont even know how you remove them in the first place. The gayet cross the street told me when they started testing these you had two guys from here. Its very difficult to remove them. You know, we will see how it works out. Okay. Brian flores in San Francisco. Thank you. Time now 7 35. In pacifica the planned demolition of an Apartment Building on a crumbled cliffside is being delayed because of the weather. The building at 320 esplanade was supposed to be tore down today. It may be tomorrow or a day when the weathers better. The building was red tagged in 2010 because of that erosion. The demolition, once it begins, will take four to five days. San Leandro Police made an arrest after finding a hate message. In addition to the offensive words, there were satanic symbols spray painted across the door. The office is next door to an Elementary School and parents say they are disturbed. Thats really sad. Especially somewhere at an education place, like facility, and for kids to maybe see that. Its really ignorant and sad. Now, investigators identified a suspect after he was brought in on unrelated charges. They say he was spotted less than half a mile away riding a bike freshly painted in the same colors as this graffiti. 7 37. A proposed ordinance goes before the San FranciscoPlanning Commission today, one that would allow the opening of a business in the tenderloin that offers massages. Under the current law, businesses in most of the tenderloin cant offer massage treatments unless they are connected to hospitals, a care facility, or a gym. The ordinance to change the planning code was introduced by supervisor jane kim after she was contacted by Business Owners who wanted to open a health spa. That ordinance would relax requirements for businesses with Massage Therapy components. 7 37. Just a horrific allegations from a 23yearold los gatos man. He says he was certainly abused for years sexually abused for years by his parents who adopted him from russia. He endured ten years of abuse. Ralph and Carolyn Flynn were arrested earlier this year. He says the abuse began shortly after he was adopted at the age of nine and went from a few tiles a month to a daily occurrence. This is the most outrageous case of child abuse i have seen in 40 years of practice. For a long time they told me that what they did was right. What they did was out of love and i had to relearn what love really is. Dennis flynn has filed a civil lawsuit against his adoptive parents. We reached out to the attorneys representing ralph and Carolyn Flynn in the criminal case. They say a gag order prevents them from commenting but they are expected to enter not guilty pleas. 7 38. A south bay Police Dispatcher is suing the police chief and city where she works claiming inappropriate behavior. 38yearold annie lohman says she has faced gender discrimination, Sexual Harassment, and retaliation while working with the Mountain View s. W. A. T. Team. A photo of her is from the departments Facebook Page. Miss lohman says she was repeatedly subjected to sexually explicit banter, lewd jokes, nudity and simulated sex acts. She says when she told the police chief about it he did nothing to stop it and she was placed on leave last year. All this boys will be boys sexual conduct, which as i said, at some point it became more than she could tolerate. Now, the Mountain View city manager is responding by issuing an open letter to the community and in that letter he acknowledges the past behavior of some Department Workers was inconsistent with the standards expected of employees. But he also said an independent investigator found that miss lohmans claims are not supported by the facts. The First Court Hearing is set for july. The natural gas explosion in seattle that destroyed two buildings yesterday has been ruled accidental. Three businesses were destroyed. Bart is now offering a 10,000 reward to track down the gunman in that deadly shooting at the west oakland bart station two months ago. Look at this new video released of the man that killed Carlos Romero inside a bart train. It shows a man walking on a bart platform, leaving the west oakland station on january 9th. Now, briefly investigators only released some grainy, still images of the suspect. Police havent been able to identify the man in the video. They are hoping maybe you can. If you have any information, call the police. More than 70 million in funding for bay area transit projects is on the chopping block. The chronicle reports the metropolitan Transportation Commission has identified seven Major Projects that may have to be delayed for at least five years to balance its budget. They include funding to improve access to the bike path on the eastern span of the bay bridge. The state has cut the funding due to a decline in gas stacks. Lake port, kelseyville heavy rain as well. Ukiah a lot of rain. Rain, clouds, no rain. A lot of breaks from the south. Some of this is trying to break through but i dont think there is enough support for it. Plenty of moisture. Eventually this is going to drive towards us. But there is going to be 4inch amounts to the north, Mendocino County, lake county. Rain slowly moves south. If you dont have any rain, you are probably not going to see much, if at all. A teeny bit sneaking in. Its still has a ways to go. 50s and 60s. 62 already in san jose. The breeze will be a factor. Deep moisture out here moving so slowly its going to give some heavy rain. A lot of rainfall in the north bay. Boy oh boy. We are looking pretty good aside from the rain falling from in the north bay. The rest of the bay area has been pretty problemfree on the roads this morning. Thats the good news. The normal slow spots that you would expect. Crashwise, we are doing good today. There is our emeryville camera showing you the macarthur maze in oakland. You will experience slow traffic towards the toll plaza. You are going to be quite backed up there. And 80 itself heading towards the maze also slow from about richmond or so this morning. Let me show you the scene on 880 past the coliseum north. That is slowing down. On the maps you can see the east bay situation. The traffic on 880 northbound slows back to 238 or so. Keep that in mind as you head out the door. And the situation in the south bay, we had a crash that appears to me that is cleared and chp is taking care of the situation on highway 85 near almaden expressway. Thats the good news in san jose. Highway 101 headed northbound you can see right there through thearea of san jose or near the downtown area is slowing quite a bit this morning. No crashes reported in the south bay. 8 04. Over to you. Thank you. New this morning a huge tree has foul fallen down in sunol in the east bay. Its blocking an east bay road as we speak. A viewer named Allison Campbell sent us these purse. Says this huge tree fell about 4 30 this morning on kill care road. Came real close to her neighbors deck. She says that tree is so big, fire crews couldnt clear it. Alameda county has taken over getting it out of there. Our viewers say 30 homes are cut off in that neighborhood while they wait for the tree to be removed. Well, as you heard, and as we have shown you, its raining hard this morning in parts of the north bay. This heavy rain in Sonoma County near the Russian River. We move to allie rasmus where there is a flood advisory that runs through sunday. Allie, you found the rain . Reporter we did. We are off highway 101 railroad avenue between pen grove and katie. I wouldnt describe it as a downpour, but its a consistent steady rain in the north bay. At times heavy enough to get you soaked. This is what im experiencing now. Look that creek over there. Dont know the name of it. The water is flowing well. There is a Flash Flood Watch in effect for the entire north bay through the weekend. Expect more rain like this and heavier as we head into the weekend. Lets show you what it looked like on the drive over here. We were in san alnselmo this morning. There was no rain there. We went north on highway 101. When we got petaluma we started to see the raindrops. And then its heavier north. Doesnt look like a downpour, but just this relentless consistent steady rain out here. Now, i did talk with the Russian RiverFire Protection district. They said further up north in guerneville they are very concerned about the Russian River and what the water levels will do there come saturday. This morning, captain ryan lance said they are not concerned about flooding happening today or tomorrow. He said at last check the Russian River was 14 to 16 feet. It doesnt research flood stage until 32 feet. It is forecast to reach that level by saturday. But again even though we are seeing a lot of consistent steady rain out here, it looks impressive, you know. I am completely soaked. But they are not expecting the Russian River to be a problem until saturday. He did say, however, the captain with the Russian RiverFire Protection district, they are talking about adding extra staffing for saturday in case there is flooding out there. Right now out here off of highway 101 between pen grove and katatie steady rain. Enough to get you wet. No torrential downpour. Allie, were you and your photographer going about freeway speed . A pretty big tree fell on a car last night in emeryville. A tree crashed on top of that mini cooper after 8 00 at 43rd veet. It shattered the windshield. It blocked part of the street as well. No reports of any injuries here. A busy exit on southbound 101 in San Francisco is back open. The chp tweeted this picture Anderson Varejao small sinkhole on the Caesar Chavez offramp. This happened 8 00 last night. No word what caused the pavement to collapse but crews repaired the damage overnight. Last night we saw the democrats take the stage. Ross polumbo, the only political reporter here in the bay area to be at last nights debate. He is still in miami this morning. I see full sun on your face, ross. Tell us about the situation there. Reporter good morning, gasia and dave. And good morning from a very windy miami this morning. You know, Bernie Sanders was flying high last night after his big win in michigan. Here in miami, the debate was all about immigration. Take a look. All this because two out of three voters here in the miami area, of course, are of hispanic dissent. They spent most of the time sparring over that issue. They got the candidates to pledge to never deport children or adults unless they have criminal backgrounds. They wept after each other on every other nuance surrounding immigration last night. And i said welcome those children into this country. Secretary clinton said send them back. He voted in the house with hardline republicans f for in indefinite detention for undocumented immigrants. When you think about last thursday with the republicans, where you got, you know, only an understanding of one of the candidates manhood, another candidates hand size and spray tan, we are the only party that have candidates that take the American People seriously. Reporter well, as for the republicans, they square off here in miami tonight as well. The latest polling says that donald trump has a 23 point lead over marco rubio. This will be the last gop debate before the primary here on tuesday. And if rubio doesnt win his home state, many believe he simply will have to drop out. Rubio is saying he believes he is going to win here in florida. Of course, we are going to have to see. That debate could change everything. Gasia and dave, back out here live, as we have seen before, rubio is his best when his back is up against the wall. So a critical performance from him tonight in the debate. Before you go, going back to last nights debate between Hillary Clinton and Bernie Sanders, the demeanor of both of the candidates, Bernie Sanders may seem more emboldened now after winning big in michigan, but Hillary Clinton still leads among delegate counts. What was the demeanor between the two . Reporter well, you know, the first time we really saw the debate on the democratic side get contentious or even a little bit snippy was really at that debate in flint a few days before. Last night they really went after each other harder than we have seen in the past. Bernie sanders is riding a little bit higher. Many people thought when it came to the michigan primary, if he would have lost michigan, it would have been over for him. Hillary clinton was even making signs that she was trying to take her campaign more national at that point. But now she has hit a roadblock once again. Bernie sanders prides himself on being the come from behind kid. So this all fits into his story, that at the last minute he pulls it out. We will have to see what he does here in florida. It was filed in senator by the Bernie Sanders campaign and six ohio families. Ohio is one of 20 states which allows 17yearolds who will be 18 before the fall election to vote in the primary. It says 17yearolds can vote on the nomination of the candidates and not in the president ial contest because delegates are lekked and not nominated. Protection against flooding. Thats what theyre hoping for in one part of San Francisco. Ahead, what city officials are testing out this morning. Plus, welcome back to mornings on 2. 8 16. If you are about to jump on bart, you may have to fight to get a seat or fight to get room to stand. Today bart is considering fining the people who take up extra spaces. Ktvus janine de la vega reports from fremont with what would happen to the seat hogs. Reporter passengers are telling us its definitely a problem. Sometimes people take up to two seats to sleep. Other times people put bags on an empty seat and its hard for riders to deal with. People are real inconsiderate. They take the seat up. Spread out. Go to sleep. All kinds of things. Reporter have you ever confronted somebody . No. It would create a problem. Reporter the bart board of directors is going to consider fining passengers who take up more than one seat. The first violation would be a 100 fine. The second infraction would be 200. After that it would be 500. Bart officials are float this idea around to help people who are standing in packed trains and help people with disabilities who have nowhere to sit. Under the new rule, if anybody with a disability needed multiple seats to help, they would be allowed to do so. The ground is saturated up there. You get a slow mover like this, and this moisture plume, which is just rich, rich in rain here, and it will continue to inundate those areas. The line is trying to move. Its getting closer to San Francisco. San mateo. Santa cruz coast. It will get there, but its going to take a while. Meantime, low 60s for some already. Any sun today san jose, santa clara valley, southern end of the peninsula near 70 degrees as you were yesterday. I dont see any change in that. South wind. Southeast. Cranking up big time. Higher elevations up to 50 miles per hour. Heres the deal. There is going to be a low forming back here. That has to sweep in. That will help bump this along. If you are north of here up in northern marin, in Sonoma County, you are seeing and feeling lots of rain. We are going to talk about that extreme rain up in the north bay in just a minute. Especially around the Russian River. Steves talking about that. Well, meantime, a new idea is being tested this morning in San Francisco at protecting businesses and residents in an area prone to flooding. Its city is trying to use removable barriers to stop it. Ktvus brian flores is at 17th and folsom to show us how they work. Reporter we are on 17th and folsom. What you are looking at is what is described by sfpuc as a 400foot long interlocking plastic barrier. The city is looking to see if it works. Now, the goal is to make these barriers watertight. This is an area the city has identified as prone to flooding. What sfpuc is testing these to see how they work, and also to see whether putting these barriers will be worth it in terms of effort. This is part of a 165,000 pilot project. But some of the concerns expressed by Business Owners and some residents is how difficult it is to remove the barriers if there is an emergency, for example. It is blocking some entrances to Residential Homes as well. For a Business Owner across the street, i says the barrier may work against him. Say it works on this corner. Whats gonna happen to everything across the street . Those people are flooded worse. Obviously, that waters got to go somewhere. Reporter along with the project, sfpuc is evaluating longer term capital projects. They include 17th and folsom, kyoga and ail gain any. These projects expected to cost about 250 million. As we take a back here, Officials Say the barrier works out, it may be deployed across other parts of the city. Back you to. 8 32. Lets talk more about the weather. Yes. Its pouring in petaluma and thats about the cut off. It does not look like much in novato. There is an extremely fine line through marin county, Sonoma County, napa county. Lake county and Mendocino County rain most of the morning. There is your band. Its going to take a while to get here. Starting in west marin county, you see the like for yourself here.
