I want to mention Contra Costa County because highway 4 is slow. An over turned accident right here. A lot of people use kirker pass to bypass highway 4 and 680. This morning i dont think its a great route because of that overturned vehicle. We have a lot of things going on when it comes to minor fenderbenders all over the place. I couldnt name them all. Wed have to go on too long. Give yourself plenty of extra time. No major problems on 580. Slow in Castro Valley. Today is the day when you need to give yourself extra time. There are problems with flooding on the roads this morning. Ktvus janine de la vega is in San Mateo County to show assessment problems there. Janine. Reporter yeah, we are right along highway 1 pescadero state beach. No rain right now, but it is very, very cold. Look at the waves. Very, very choppy. We were just about three minutes down the road at Pescadero Creek road. Lets go to some video of what we caught on camera. The road is completely flooded there at Pescadero Creek road and bean hollow. There are signs up. The chp was out there earlier. But vehicles are still traveling through it, and this has been closed since yesterday at about noon. Some vehicles got stuck in it and people had to be rescued. But it appears maybe the water subsided just a tiny bit and vehicles are still going through there. They are not supposed to be doing that. But i also, too, want to show you some other problems that happened at around two this morning. There was an 80foot tree that fell across highway 92 near skyline boulevard. It blocked all lanes of traffic. The chp did have to close it. Caltrans arrived and they worked on chopping it up and hauled it away. It caused a lot of backup with commuters detouring around this area. It was the second incident of trees coming down on highway 92. Everything is now clear. And the road is open. That was near skyline boulevard. Now, another picture that we do want to show you was tweeted out by san mateo Fire Department. This is last night. This is where a pickup truck did get partially sub merged underwater off of highway 101 and 92. Fire officials didnt say if anyone was hurt. This is the type of things that has been happening overnight and into this morning. So Law Enforcement doesnt want people to take chances out there. We will head back out to see if a chp officer was ride. We were under the impression somebody would be monitoring it to see how they are going to clean that up because its not safe for cars to keep going through there in case sub gets stuck. The tree didnt cause too much damage though. No one was hurt. It was just one of many trees that fell across the bay area over the weekend. In richmond, strong winds uprooted. Two huge cypress trees at the park. One of the trees left a hole in the ground big enough one of our photographers walked into the hole. Wow. In lafayette a large tree crashed on to power lines knocking out power to a whole neighborhood that left some people stranded. Neighbors say the tree was 60 feet tall. New this morning emergency crews responded to a fire in San Franciscos Mission District early this morning. It started in office space above a restaurant at 22nd and valencia after midnight. These pictures here, what we found on social media, one video shows the firefighters using a chainsaw to cut a hole through the roof of the building. It crews a half hour to get the fire out. At this point the cause is still under investigation. 7 07. Police in berkeley investigating a Sexual Assault over the weekend year the uc Berkeley Campus. Ktvus allie rasmus outside the Berkeley Police department with the latest on what appears to ab string of assaults. Reporter Berkeley Police believe the same man may be behind all of those assaults and they all happened in the same neighborhood more or less. The area south of the uc Berkeley Campus. The first happened on february 11 near the intersection of haste and telegraph. Two the same evening of february 16 on durrant and ellsworth and the second on benvenue and dwight. The most recent saturday dwight and aetna. Early saturday morning after knight Midnight Police say a man grabbed a woman from behind, pushed her to the ground and sexually assaulted her. The victim fought back and the man took off running down the street. Over the weekend Berkeley Police released again this Surveillance Video you are looking at of a possible suspect in these cases. They hope someone recognizes the man. The video was captured after one of the february Sexual Assaults. Police believe this man may be sexted to the Sexual Assault this past saturday. In one assault the victim described the suspect as being indian, another African American with dreadlocks and on saturday the man was described as being latino with dark hair, unshaven, in his 20s or 30s. I am hoping to get some clarification from Berkeley Police. We reached out to them early this morning to find out again why they thinkual f these may be linked. Now, the latest polls show Hillary Clinton with a doubledigit lead over senator Bernie Sanders in tomorrows michigan primary. Meantime, among republicans senator marin declared victory in yesterdays puerto rico primary putting 23 delegates in his column. That could influence voters in rubios home state of florida. An estimate one million Puerto Ricans live there. They go to the polls march 15. It is considered a must win for marco rubio. In an open primary where anyone can vote, not just republicans, democrats and independents, i got 70 of the votes. Not because i became less conservative, but because i took our conservative principles to people. Now, among the republicans rubio is running a distant third in the race for delegates. After winning kentucky and louisiana on saturday, donald trump has 384 delegates. Ted cruz won in kansas and maine. He has a total of 300. Marco rubio has half that amount. John kasich has only 37 delegates. Time it is 7 15. New laws that automatically register people to vote could happen when they apply for a drivers license. Oregon is the first state to implement that law. More than 4300 people were registered to vote. California is the only other state so far to approve similar legislation. According to the chronicle, the city of pacific can filed a criminal complaint last year against the buildings owner accusing him of neg. A Sacramento Man is facing charges of vehicular manslaughter and dui after the chp says he drove into a flooded part of a highway in yuba county and his passenger drowned. On saturday night police say they saw a 55yearold man drive around a barricade going 65 miles an hour. His car got stuck in up to eight feet of water. The chp says his passenger, a 51yearold woman, was submerged under water for about 15 minutes and later died. Yang was arrested. Police in petaluma are hoping Surveillance Video will help them find four men who pulled off brazen burglary at a gun store. They crashed a 1990s honda accord right through the entrance of independence armory on lakeville street about 7 30 saturday morning. Thats why we saw this is a look at the east bay. Traffic on 92 approaching the san mateo bridge, dumbarton bridge approach 880 southbound slow traffic on 580. An accident clearing on kirker pass roadner hess. 680 is slow and almost highway 4. Almost everywhere is slow. Westbound 80 a report of an accident near el portal. We are just off of the powell street exit from interstate 80 and the folks you see heading way on the screen are going westbound towards the maze and towards the bay bridge this morning. You can probably see a lot less water on the roadways. We havent had any cells coming through this area in quite some time. Traffic moving pretty good. You are going to bog down towards the toll plaza. Now let me show you what we saw earlier this morning. We saw pretty heavy rain that moved through the east bay through berkeley, oakland and emeryville. There was heavy downpours. But of course the showers that have been off and on very scattered this morning, but it did cause some problems on the roadways, especially early this morning as we touched base with the chp. They were reporting a lot more crashes than normal. Especially singlecar spin outs. Folks who go too fast for the conditions and lose control. No major crashes reported by the chp. We were talking with drivers this morning. I talked with a gentleman who told me because of the rain he left extra early. Definitely. You guys said, hey, leave early. So were on our way. Reporter so you did leave early . Yes, sir. In berkeley it was a lot of rain. It cooled off now since we got here. Yeah. Reporter people behaving themselves on the roads and taking it slow . Looks like it. Reporter and there was one big issue at the south bay that impacted folks commuting there along 880 in san jose near the exit for the alameda. Quite a bit of standing water in that area. For the time the exit was shut down, the onramp and offramp. Crews came in early this morning to alleviate the situation there and get rid of that standing water. The roadway flooding. They have managed to get much of that water out of the lanes. We understand from our crew on the scene there that the on ramp from the alameda to northbound 880 still remains shut down this morning. So keep that in mind if your commute takes you through the south bay. Back out here live in emeryville, this is the ride through the east bay. All these folks heading towards the toll plaza this morning. A smooth ride, i would say, all Things Considered for this time of morning. This morning in San Francisco testimony will continue in the wrongful death lawsuit brought bit parents of alex nieto, who was killed by San Francisco police in march of 2014. Now, the four San FranciscoPolice Officers who shot and killed nieto, they testified last week they were forced to shoot him when they say he pulled out a weapon and they feared for their lives. The weapon turned out to be a stun gun. A witness to the shooting testified that officers did not warn nieto before they opened fire contradicting the officers testimony. Meantime, two San Francisco sheriffs deputies and a former deputy, they are due in court today after being accused of forcing jail inmates to fight each other. Former deputies scott new is facing several felony charges. Inmates say he told them they had to fight each other or he would handcuff, mace, or tase them. Deputy eugene jones is also facing felony charges. He is now on unpaid leave. And Deputy Clifford chiba is facing misdemeanor charges. 7 38. The nation is remembering former first Lady Nancy Reagan today. She died yesterday at the age of 94 due to heart failure. Former president george w. Bush says she was seriously loyal to her beloved husband and that devotion was matched only by her devotion to our country. Many people paying respects at the monument outside the reagan president ial library in simi valley. Former president Ronald Reagan and the first lady were married 52 years until he died in 2004. Almost everywhere you look you have slow traffic. Highway 4 is slow. Also kicker pass road. Backed up out of San Francisco all the way down into san bruno. If you are trying to catch a flight, leave early. 280 is not much better. Its backed up out of daly city. So almost everywhere you look there is slow traffic and a lot of fenderbenders. 8 03 back to the desk. Fallen trees, flooded roads. The storm is causing all kinds of problems this morning. We have been driving through the morning all through the county looking for problems. We ended up here, you know, at the beach. Pescadero state beach. This is after the storm. We have even the waves beautiful, crashing against the rocks. They are choppy. This is off of highway 1 and just a mile up the road it is completely flooded. Look at this video. You are looking at Pescadero Creek road where the creek has spilled over the road and is now rushing over it. This happened at yesterday at noon. But we just took these pictures in the last hour. Cars have gotten stuck in it and the Fire Department has had to help pull people out. That was yesterday. They have barricaded the road. It still has barricades up. We have seen trucks and suvs go through it. Its still something authorities dont want people to do. We spoke with a local man who said he bought his truck specifically for situations like this. It always happens. Just a little bit of rain now, its like it gets like this in a couple of hours, you know. Before, i mean i just remember i grew up here and it used to take a couple days for it to get this bad. Now in a couple hours it gets like that, you know, and they just shut it down. Reporter here is a picture the san mateo Fire Department tweeted of a truck that did get stuck and partially submerged in water. That was highway 92 and highway 101. The rain saturated the ground so much overnight here was another problem. Several trees fell on highway 92. The latest at two this morning near skyline boulevard. Caltrans crews were brought in. They brought their heavy equipment with them to chop the tree up. It was about 80foot tall. But it was laying completely across the road. But that is all now clear and that was good news for the morning commuters. That was all wrapped up by 6 a. M. Back out here live, still pretty cold. It was windy here earlier. Every once in a while we have been seeing a rainbow that comes. Its just out to the ocean. It keeps disappearing. We havent been able to capture some video of that. One of many trees that fell across the bay area. In richmond strong winds uprooted two cypress trees yesterday. Over in lafayette a large tree crashed into power lines knocking out power to an entire neighborhood. The neighbors say the tree was 60 feet tall. As many as four reported sexual attacks in the last month. Berkeley Police Believe the same man may be behind all of them. This is Surveillance Video that Police Released over the weekend. They are hoping someone recognizes this man in the video. This was captured after one of Sexual Assaults that happened in february. Police again think the man seen here may be connected to the Sexual Assault that happened on saturday. Thats why they released this video again this weekend. Now, on saturday just after midnight near dwight and aetna police say a man grabbed a 21yearold woman from behind, pushed her to the ground and sexually assaulted her. She fought back and the man took off running. Saturdays assault is the fourth in a month. Here is a map we put together based on our archives. Two in the same evening on february 16th. One at dur aunt and else whoa and benvenue and dwight. The most recent assault happened near dwight and aetna. The description of the suspect in these four cases varies a bit. I would not recommend using 880 right now. Even if you have a lot of patience, its just going to be a terrible commute for you. We can also look at it on the map system. So 580, even though it is very crowded, i would say a better route this morning. Everywhere is going to be slow. The bay bridge toll plaza a little bit of a backup there. More people are stuck on 880, look whats happening to the toll plaza. People arent getting through. This might be your opportunity to sneak in while all those people are delayed. And its been somewhat of a slow ride for a lot of folks around the bay area because of the rain and wet road. We have been keeping tabs here on 80 towards the maze in emeryville. You can see its bogging down just a little bit for folks trying to get awas the bay bridge into San Francisco. Now, let me show you what things looked like earlier this morning because we had heavy rain that moved through the east bay through berkeley, oakland, and emeryville. Just a couple of hours this is what that you system looked like. The chp was dealing with more crashes than normal this morning and a lot of singlecar spinouts. Thats down from 1800 last night. They are working around the clock to get the power for everybody. A red tagged Apartment Building is going to be torn down tomorrow. It was evacuated and contend in 2010 after several storms eroded the cliff. Today work crews are going to put up fencing and take out any asbestos or lead. Tomorrow morning work will begin to demolish the building. Technicians will keep a close eye on the cliffside. If there is any movement of the bluff and hell be able to warn us and make sure that the contractors, including the staff, are safe. Now, according to the chronicle, the city of pacifica filed a complaint last year. He was put on probation for three years and lake tahoe filed for bankruptcy protection. The dim legs is estimate today cause 200,000. The city hopes to recover that cost from the owner. A third building owned by the same man was yellow tagged in january. Now, one of the pros, the banks could quickly determine a fradulent charge if your card is being used in one location and you and your phone are in another. One of the cons, critics point out thaw are giving out more of your personal information. The wall street journal reports banks are looking into tracking customers cell phone locations after a successful test program. It could help save money for the banks since they are typically responsible for reimbursing customers when a fraudulent charge goes through. Visa points out it could also reduce the number of declines that people get while traveling because the bank would be automatically updated on your current location. The paper reports the u. S.
