Most of the backup is at the toll plaza, about a 20 minute delay before you get on to the bridge. We are also looking at the commute on 880, which is not bad so far in oakland near the oakland coliseum. A little further down, earlier accident has been cleared but traffic is already slow. Westbound 92 is slow away from 880. 580 and 680 off to a bad start this morning as well. And one more thing, 680 through concord and walnut creek, its slow from before 242 all the way in. Highway 4 is also slow through most of pittsburg and bay point westbound. Back to the desk. A man suspected of shooting three people at a tourist spot over the weekend is behind bars this morning. The arrest came after a joint operation between San Francisco and Richmond Police. The arrest took Police Forces on both sides of the bay. The 26yearold man has not been identified yet and booked on two counts of murder, one count of attempted murder and one count of carjacking. He is the suspect in a shooting sunday morning around 2 00 a. M. In the parking lot of twin peaks. Police say after shooting three people, the gunman carjacked two tourists and took off in their denali. Police tracked him to a home in richmond and police followed him and stopped the vehicle he was in and arrested him. Police cars started to gather and we started to see like undercover police, and it looked like they were trying to closing in. Police say on sunday he killed two men and wounded a third who is still in the hospital with lifethreatening injuries. The denali the gunman allegedly stole was found near the richmond home where he was arrested. Police have not yet released the identity of the man or made an official statement on a possible motive in the shooting. We are hoping for more information through San Francisco police later this morning. When we get that update, well bring it to you. Officials at uc davis say two men face hate crime charges. A woman was walking near her residence in the west village area when she was physically assaulted about 3 00 a. M. She called police, who then arrested two men on assault and hate crime charges. A third man was charged with public intoxication. None of the suspects were students. Im very surprised to hear thats happening because davis is very accepting, friendly and tolerant place. I dont think this is something thats about davis, just individual mentality. The woman was not sexually assaulted and did not need medical treatment. The Sonoma County Sheriffs Department is searching for attorney steven mitchell, involved in a high profile case of a deputy who shot and killed a 13yearold. His car was discovered sunday at a parking lot on the coast of sonoma. His cell phone and clothing were found near the car. Its a mystery as to why he drove there and what may have happened to him. Right now we dont have any information to believe that anybody else took his vehicle there, no foul play is suspected. We are going on the premise that he drove his vehicle there himself. Mitchell was hired to defend the county against a civil lawsuit filed by the family of 13yearold andy lopez, shot to death three years ago by a sheriffs deputy while he was carrying a realistic looking toy gun. The Sheriffs Department says they dont believe his professional life has anything to do with his disappearance. The search goes on this morning for 73yearold john beck. This Instagram Photo shows him walking along a trail at lands end in San Francisco. It was taken a week ago, the same day he was dropped off for an appointment in oakland then disappeared. Hes facing a 113 million judgment from the ftc over a getrichquick scheme. His daughter says she doesnt think that has anything to do with his disappearance. A new pharmacy is expected to make a big difference in many peoples lives. Reporter the county says studies show that 23 of American Adults end up skipping getting their prescription drugs because of the high cost. That ends up leading to the worsening Health Condition and increased risk of cardiovascular events. County officials know this and thats why they established the Better Health pharmacy for those who cant afford their prescriptions and they can get free prescription drugs here in downtown san josi on east santa clara near 15th street. Its the first drug donation pharmacy in northern california. They carry donated drugs from nursing facilities throughout the state that are in Good Standing. The medication is inspected by pharmacists before being dispensed, so no copay is needed. The pharmacy wont always carry your prescription, though. A list of drugs is posted on their website and it can change depending on whats donated. They will also not dispense controlled drugs like pain medication or vicodin. The grand opening is at 10 00 a. M. But normally this pharmacy will be open monday through wednesday 4 00 to 8 00 p. M. As well as on saturdays 9 00 a. M. To 1 00 p. M. This is all run by volunteer pharmacists as well as the county. Great idea. Thank you. The Alameda City Council is expected to vote on the rental control proposals. They want alameda to stay affordable. This would limit rent increases to once a year and calls for landlords to notify the city when a hike is 5 or more. They would also have to pay moving costs if they evict a tenant. The meeting is moved to the kaufman auditorium to make room for more people. Friends of a man shot on valentines day cant understand why a good person would be killed. The victim is not identified by the coroner but his friends held this vigil last night for the man they call d. C. They say he didnt have much family but he was beloved in the neighborhood for always doing good deeds. He was helping to park a roommates car when he was fatally shot. He crashed into a pole and died at the scene. He fixed all the kids bikes in the neighborhood. Every time they had a flat tire, hed fix their bike. A uc berkeley political professor tells us republicans may stand firm and may block anyone the president nominates. The constitution says the President Shall nominate and appoint a judge with the advice and consent of the senate. But with 54 republicans in the senate, a republican majority, the president could find it really hard to get a nominee considered. In the meantime, the remaining 8 justices will reconvene next monday and try to figure out how scalias death will affect the cases that have already been heard. They have been voted on already but the court has not released an opinion yet. There are a lot of cases that the court reached a tentative decision on, and now they will have to go back and see if the loss of scalia changed the outcome. There were cases assigned to scalia to write the opinion, that will need to be reassigned. In some cases it could mean the outcome will change. There are critical cases the court has yet to hear, including one that challenges restrictions texas placed on abortion clinics and the challenge brought by several states on obamas executive action on immigration. Story now about muni, and penalties may come to the young people who dont give up their seat for the elderly. There will be a vote later today. Reporter dave, they are going to address this issue of fees for adults compared with young people, and i got off the phone with a spokesperson from muni who says the issue here is one of equity. Right now a young person who doesnt give up their seat for someone who is elderly or disabled on board, they can face higher fines than an adult who commits the same violation. Adults are given administrative citations and fines can be up to 112. Someone whos under 18 faces criminal penalties and the fees can be up to 380. Later today, munis board of directors is moving to address this disparity, voting on whether to decriminalize youth violations on board buses, and also to put the fines on par with those for adults. One rider we spoke with this morning was surprised to hear young people were being more severely punished. Yes, i am. For a kid, whats happening for kids . They are probably looking at fines, maybe arrest or something of that nature. Maybe they need to close that and treat adults and kids equally. Reporter right now the bus citations for young people with handled by the local court system, meaning young people and their parents have to go down to the court to deal with these violations. Muni is looking at allowing them to address those by mail, online or by phone. The board of directors says they want young people who break the rules on board buses are treated the same as adults. They will take a vote on the matter in the 1 00 meeting this afternoon. Thank you. Muni will also consider changing what it charges to ride the bus or get a residential parking permit. They will talk about raising fares and fees, lifeline passes for the low income going up 3 to 38. Residential parking permits would jump from 111 to 128. The size of the increases are tied to inflation. Muni is not expected to take any action on the increases at least until april. Oakland police are looking for two people who robbed people inside a mens locker room at the 24hour fitness on alameda avenue. But i i want to show you here along Fishermans Wharf this morning, this doesnt look like we are in the heart of the crab fishing season. It is quiet out here, no boats going in and out of the bay this morning, and crab fishing pods have really been along the dock here since last year. They really havent touched the water. This could change this week. At 10 00 this morning there is a Conference Call scheduled for the states Dungeness Crab Task force. Members will hear the latest test results regarding the acid negatively affecting the crab season, caused by algae blooms and could cause nausea and dizziness or shortterm memory loss. Recent tests have shown the levels have gone down, so much so that state officials decided to open the waters to recreational crab fishermen last week, to waters south of point reyes. Last week the governor asked the federal government to call the delayed crabbing season a commercial fisheries disaster, costing the state more than 48 million in lost revenue. A bulk of that revenue for the state and local fishermen was supposed to be during the holiday season, thanksgiving and christmas. Many of these fishermen, one says hes lost half his fishermen taking other jobs to make ends meet. Hopefully well get reaction to the possible crab fishing season opening up later this week. Back to you. Thank you. New this morning, prosecutors in southern germany say human error was to blame for last weeks train crash that killed 11 people and murder ever hurt dozens of others. A criminal investigation is open against the train dispatcher, which mistakenly allowed the two trains on a single track at the same time. Both trains were going more than 60 miles an hour. Belgian officials carried out raids in several areas including the neighborhood where many extremists have been known to say. They seized computers and cell phones and they are being examined for evidence of terrorists plans. These were not linked to the paris attacks last november. The american rock band that was performing when terrorists attacked the music hall in paris, they are taking the stage again in a couple of hours. The eagles of death metal will be performing at the olympic theater in paris. The band says this is a tribute concert, remembering the 89 people who died and others who tried to help everyone get out. We are the chinese dragon for the last 40 years, only nighttime parade besides hong kong thats televised internationally or worldwide with over 70,000, 80,000 people. How important is it for the world to see . Important because its not all about the Chinese Culture but also floats, bands from other city. Its multicultural. We have to talk about the floats. Crews have been working since november and they have used about 600 pounds of glitter and 10truckloads of foam. New this morning, drivers on a normally busy street in union city can expect traffic to be slower. Alvarado boulevard, a huge sinkhole is being repaired at haven street. It collapsed in october and was temporarily patched up but today at 9 00 a. M. Construction work on a permanent fix will begin. Police say at least one eastbound lane will be closed most of the week. San francisco and Richmond Police teamed up to catch a man they say killed two people and injured a third at twin peaks. That area has great views of the city and attracts a lot of tourists. Reporter police from San Francisco and richmond worked together to make this arrest. Last night around 6 45, the suspected gunman from the twin peaks triple shooting over the weekend left a home in richmond. Police had been doing surveillance on the home and stopped the vehicle he was in and then took him into custody. Two hours later, a s. W. A. T. Team raided the home as part of a criminal investigation and neighbors learned about the man arrested. Its too close. Too close to home, and we have to just hope these type of things are few. Reporter police say the gunman they arrested killed two people in the parking lot of the Twin Peaks Lookout in San Francisco around 2 00 a. M. Sunday. The gunman wounded a third man in the shooting who was still in the hospital last night with lifethreatening injuries. We dont have an update on his condition this morning. This denali was found near the Richmond House and Police Believe its the vehicle the gunman carjacked and took from two tourists to get away after the shooting. Police have not yet released the identity of the man they arrested and havent given a statement in terms of a possible motive. We are hoping to get more information from San Francisco police later this morning. Back to you. Now to the bother bay, where friends of a san josi man say they dont understand why anyone would hurt such a good person. Friends held a vigil for the man they called d. C. The coroner hasnt identified him but loved ones gave us this picture, saying he didnt have much family but he was popular in the neighborhood, always helping people out. He was helping to park his roommates car when he was shot. He crashed into a pole and died at the scene. He fixed all the kids bikes in the neighborhood. Every time they had a flat tire, hed fix their bikes. And he fed people that were hungry and if you didnt have a place to spend the night, hed let you spend the night at his home. He was awesome. No one has been arrested and neighbors are wondering if the shooting was a case of mistaken identity. The Sonoma County Sheriffs Department is searching for a missing prominent attorney. Steven mitchell is involved in the case of a sheriffs deputy that killed 13yearold andy lopez. His car was discovered sunday at a parking lot on the sonoma coast. His cell phone and clothing were nearby his car. Its a mystery as to why he drove there and what happened to him afterwards. Right now we dont have any information to believe that anybody else took his vehicle there, no foul play suspected. So were going on the premise that he drove his vehicle there himself. Mitchell was hired by Sonoma County to defend itself against a civil lawsuit filed by the family of andy lopez. The 13yearold was shot to death three years ago by a sheriffs deputy. He was holding a realistic looking toy gun. Mitchell was involved in an appeal by the county that could delay the case another year. The Sheriffs Department says they dont believe his professional life has anything to do with his disappearance. The search continues for 63 yearold john beck. This was taken a week ago, the same day he was dropped off in oakland and disappeared. Hes facing a 113 million judgment from the ftc over a getrichquick scheme. His daughter says she doesnt believe that has anything to do with his disappearance. Officials at uc davis say two men are facing hate crime charges. Police say a woman was walking near her residence and physically assaulted about 3 00 a. M. On monday. Police say the student called police and they arrested the two men on assault and hate crime charges. A third man, 22yearold jake lee, was charged with public intoxication. None of the suspects were state students. Im very surprised to hear its happening because david is very accepting and tolerant place. I feel like its friendly and i dont think this is about davis, just human mentality. Police say the woman was not sexually assaulted and didnt require medical treatment. They are not disclosing why they consider the attack a hate crime. There is a new pharmacy in the south bay where prescription drugs are available at no charge to patients. If grand Opening Celebration is less than two hours from now and this has a model different than what were used to. I just looked online at the available drugs and its 21 pages long, ranging from treating asthma to diabetes medication. These are meant for people who cant afford them. You need a valid prescription written by a doctor. Something to keep in mind, the pharmacy may not have the medication you need in stock. Two crab fishermen have been waiting for the call that mean the commercial fishing season could be here. At Fishermans Wharf, they are still hoping for good news this morning. Reporter and hopefully they will get that later this morning. We are along Fishermans Wharf. Normally this is buzzing with boats coming in and out of the bay and crab pods in the water. But obviously thats been stopped because of the acid found earlier. The traps really havent touched the water since last season. That could change this week. Hopefully at 10 00 this morning, theres a Conference Call scheduled with the states Dungeness Crab Task force. Members will hear the latest test results regarding the acid thats negatively affected the crab season this year, caused by algae blooms and could cause nausea, dizziness or shortterm memory loss. The levels have gone down in recent tests and state officials decided to open the waters south of point rays. I would say at the beginning of the season, losing november and december was definitely a hit. Losing that thanksgiving and christmas eve, new years crab definitely affected us. But it really affected the fleet, the fishermen who have to do this for a living. They didnt have an option to do anything else, just sat and waited. Reporter well talk about more of the impact. Governor brown last week asked the federal government to call the delayed crabbing season a commercial fisheries disaster, saying it cost to state more than 48 million in lost revenue. Muni officials are moving to ease penalties for young people who commit violations on board buses, including not giving up their seat to an elderly or disabled person. More on the disparity theyre hoping to address. Reporter good morning. Muni says this is about leveling the playing field. The agencys board of directors wants to be sure young people who break the rules on board city buses are treated the same as adults. Right now a young person who doesnt give up their seat to someone whos elderly or disabled can face higher fines than an adult who commits the same violation. Adults are given administrative citations with fines up to 112 and someone under 18 can face criminal penalties and fees up to 380. They want to address the disparity and the board of directors will vote later today on whether to decriminalize youth violations, and also put the fines on par with adults. I talked this morning with an mta spokesman about the stiffer penalties. Juvenile violations should be the same. Reporter right now citations for young people are handled by the court system, meaning parents an children have to take time out of their day and go to the court to deal with those citations. Muni wants to make that easier by allowing parents and children to address those citations by mail. Muni will also consider changing how much it charges to ride the bus or get a residential parking permit. They will talk about raising fares and fees in 2018. If approved, monthly passes would go up 5 to 75. Lifeline passes for low income riders would go up to 38 and residential parking permits would go from 111 to 128. The size of the increases are tied to inflation. Muni is not expected to take any action on the increases, at least until april. Today Alameda City Council is scheduled to vote on the new rent control proposal. Council members want alameda to stay affordable for longtime residents. It would call for landlords to notify the city if a rent increase is 5 or more and require landlords to pay some of the moving costs if they evict a tenant. The meeting starts at 7 00 at kaufman auditorium. A south bay man accused of killing his coworker is due in court today. 39yearold steve levo is charged with the murder of 28 yearold kyle miric. Police say he killed him and dumped his body in the santa cruz mountains. He denied the accusations. Oakland police are searching for two men who robbed gym goers in a locker room saturday morning at the 24 hour fitness on alameda avenue. A member of the club told us two men walked into the locker room, held up everybody inside, demanding wallets, keys and money. The club manager says safety is their First Priority and they are cooperating with the investigation. The man accused of stabbing and killing his father, a pastor in menlo park, could be charged today or tomorrow. San Leandro Police say he was covered in blood when he answered the front door of his fathers apartment last friday. Officers went inside and found the body of the pastor and recovered a knife at the scene. They say the knife was used to kill him. A neighbor said the pastor lived in the apartment for some time and his son had moved in more recently. The residents in the apartment complex called to report hearing a struggle, a physical altercation, and a male voice yelling daddys bleeding, i dont want to die. He was a pastor at mt. Olive church in menlo park. His mother founded the church. Time now 8 40. A former political consultant accused of making a bomb is expected in court today to change his plea. Ryan chamberlain is charged with possessing an unregistered destructive device, biological toxins and a chemical weapon. He originally pled not guilty. His trial was supposed to start today. Prosecutors indicated last week he may now be ready to take a plea deal. Prosecutors in southern germany say human error was to blame for last weeks train crash that killed 11 people. Dozens of others were hurt when the commuter trained collided headon. A criminal investigation has been opened against the train dispatcher. Prosecutors say the dispatcher mistakenly allowed the two trains onto a single track at the same time. Both trains were going more than 60 miles an hour. New this morning, belgian authorities detained ten people after a series of raids linked to a terrorist recruiting network. They were carried out in several areas including neighborhoods where many extremists have been known to stay.
