There is word president obama plans to announce a new executive action on gun control shortly after he comes back to the white house next week from his vacation in hawaii. The president talked about the issue in his weekly address released earlier this morning. A few months ago i directed my team at the white house to look into any new actions i can take to help reduce gun violence. And on monday i will meet with our attorney general, loretta lynch, to discuss our options because i get too many letters from parents and teachers and kids to sit around and do nothing. The sources who are familiar with the president s proposal say his executive action will include requiring an expanded number of smaller gun dealers to be licensed. Therefore, be required to conduct background checks. Now, this would not close the socalled gun show loophole, but it would narrow. The executive action is also expected to impose tougher controls for reporting guns that are lost or stolen. Well, at 8 10 a lot of us have no doubt made resolutions as this brand new year begins. President obama is no expectation. Doug luzader looks at how the president s 2016 pledges could affect all of us. Reporter especially if its donald trump, who appears to really get under the president s skin. I think we will have a strong democratic nominee. I think that democratic nominee will win. I think i will have a democratic successor and i will campaign hard to make that happen. Reporter for starters, it would be essential to keeping the president s agenda intact in coming years. Therein lies the delicate balancing act for the president in 2016 pushing items like gun control, the Trans Pacific trade deal, and closing the prison at guantanamo bay. Things that could be controversial while at the same time making sure he doesnt alienate potential independent and democratic voters come november. If he is serious about electing the democratic nominee, he is going to have to find ways to be less controversial and to you a peel to a broader section of the public. Can he do it . I dont know. Reporter and no one really knows at this point. Tell us some of the changes. Reporter the governor signed more than 700 bills into law last year, and many will have an impact on workers here in our state. Among other things, the minimum wage, it will bump up to 10 an hour today. It had been nine. Thats a step up for some workers, although it may not have such a big impact in the bay area because several large cities like oakland and San Francisco, they had set their minimum wage already at 12 an hour. Now, a separate law, it will allow women to challenge genderbased wage gaps. This legislation requires employers to prove that a mans higher pay for similar work is not based on gender. Lawmakers this year also focused on gun control. One piece of legislation, it was prompted by a shooting rampage at uc Santa Barbara back in 2014 that left six people dead. This new law allows family members to ask a judge to take away firearms from a relative who appears to pose a threat. Now, another law dealing with gun control extends a ban on concealed weapons at schools and Community Colleges removing an exemption for those with concealed carry permits. Also, starting in 2016 it will be a whole lot easier to get rid of that old mattress. A new law makes california just the second state in the nation to set up a recycling program for used mattresses and box springs. And you can find Collection Sites by going to a website thats called byebye mattress dotcom. And, of course, the goal there is to try to get people to get rid of those old mattresses the right way as opposed to dumping them on the sides of the roads, as we often tend to see, dave. They are trying to deal with the problem that way and set up a program here in california. Right, right. All right. Alex savidge, thank you for the update on these new laws. Thank you. Time is 8 36. Starting today you are going to have to be at least 21 years old to buy a pack of cigarettes in some parts of the south bay. There is a new law. It changes the legal age to buy Tobacco Products and ecigarettes from 18 to 21 in unincorporated santa clara county. Stores in the area will be required, they have got to put up signs warning customers about this change. And if they violate the new law, those stores could be fined hundreds of dollars. They could also be suspended from selling Tobacco Products. As the new year began Law Enforcement agencies were busy. They were fanning out, looking for impaired drivers. Now, from now through sunday the chp and other Law Enforcement officers, they are looking for impaired, reckless, or distracted drivers. They dont want a repeat of what happened last new years. Thats when 28 people died in crashes in california, and more than 1,100 people were arrested for dui. One officer said he has seen firsthand too many deadly crashes. It takes a mental toll on you, absolutely. You have to understand and try to put yourself in the familys shoes. Officials say there is no excuse at all for drinking and driving. Also, many Public Transit agencies extended their hours for new years eve and aaa offered free tows and rides through the tipsy tow program. San Francisco Police are looking for people caught on camera stealing several luxury cars from a car dealership. Now, Police Say Three men and one woman cut the lock to the main gate of the Royal Auto Group on hayward street early wednesday morning. Then they drilled through the lock on a door to where the keys to the cars are stored. They took some keys and they drove off in several highend cars worth several hundreds of thousands of dollars. A spokesman for the dealership says nothing like this has ever happened before. Not in our 60plus years of business have we ever had a vehicle stolen from our property that was in service. All together, seven cars were stolen. Police described the three men and one woman as latino. Its not clear if the stolen cars belonged to the dealership or to some customers. Time is 8 39. Bay area grandmother accused of drowning her fouryearold grandson in a bathtub in fairfield did not enter a plea yesterday in her first court appearance. Dawn rain hughes made a brief court appearance. She is charged with the murder of her fouryearold grandson. Authorities havent told us about any possible motive, but prosecutors say she may have an undisclosed mental problem. In court yesterday she wore a padded green vest designed to keep her from hurting herself. There does appear to be at least a partial Mental Health aspect to this case. We will have to investigate that as well. Police say she admitted that she intentionally drowned her grandson. She is going to be back in court next week. Meantime, the Contra Costa County Sheriffs Department released new images to show you of a robbery and a beating in alamo. It shows two men at a gas station on danville boulevard early sunday morning. One wearing a black hoodie and black and white camouflage pants. The other has on a grey jacket with white sleeves. People in a San Francisco neighborhood will have a lot of cleaning up to do this new years day after a water main break. It happened in a home near 41st avenue in the citys outer sunset neighborhood yesterday afternoon. Only one home lost service, but that water did spread to several streets. Traffic also slow going in that area because crews had to dig up a portion of the road. And crews temporarily patched up that sinkhole in San Franciscos noe valley, but the problem is far from fixed. That hole opened up between 24th and jersey streets yesterday after an 18inch sewer line broke open. The crater is so deep that crews have delayed the repairs on that sewer line until tomorrow. Once they get the proper Safety Equipment in they will be able to shore up that hole. But it is 10 feet. Munis J Church Line is still affected. There is a bus bridge to get people through that area. They are right next to levi stadium. The plan is to turn that area into a media village for the super bowl. Its part of a longstanding deal the nfl made with the city of santa clara. Lawyers for the Youth Soccer League tried but did not get a temporary restraining order. An injunction hearing is set for wednesday. But the nfl may Start Building on those fields before the judge hands down a ruling. That possibility is leaving these Youth Soccer League with no place to play. These fields are home. This is where we practice. Very sore i its come to this, especially at this 11th hour. But the city made hard commitments to the nfl in march of 2013. Now at this point its the citys obligation to make good on those commitments. Now, the nfl promises they are going to repair the soccer fields after the super bowl, but the youth league, they are thinking that may take several months. The youth league wants access to three soccer fields somewhere in santa clara between january and june, and with either the city or the nfl paying for it. 8 48 is the time.
