A few areas dealing with patchy fog and frost and actually quite hazardous for some over the north bay. Lets start out with the view of whats happening over the east bay. We have 20s minutes or so until the official sunrise. Its a quiet start to the day and we have quiet weather in store. 32 in santa rosa. 40 San Francisco. 40 oakland. Livermore 34. And 41 san jose. Temperatures from the low 30s to low 40s. Colder spots are inland valley locations. Then napa and fairfield in the 20s. This again is where we have the problem spot. Its been occurring all morning long. Visibility down to a quarter mile novato and portions of American Canyon. The National Weather service as well as chp reporting icy conditions and problem spots there. Please be careful. Outside of that we have good visibility off the bay area and over portions of the inner east bay. Temperatures today 55 in oakland. 53 had redwood city. 55 fairfield and 54 santa rosa. Low to mid50s are pretty much everywhere. Temperatures are dropping off fast as we get into sunset. Ill have a look at your forecast for the evening and the first weekend of 2016 in just a little bit. Good morning, alex. Good morning to you. Ice on the roadways causing issues. And we have a crash as a result of black ice on highway 37 in petalulma. We have a multi car crash that happened eastbound highway 37 right in this area east of the petalulma river bridge. Several cars spun out on the black ice that was in that area. Doesnt appear as though the injuries are that serious. Chp shut down lanes in that area. Traffic is beginning to back up. If this is part of your commute, bear that in mind. Be aware there is the possibility of icy conditions wherever you drive. Well move the maps here and show you what the commute looks like further south, down in the san jose area. The south bay freeway system looking good. No crashes. Now is a good time to make the trip to the south bay. Well take you outside, ill show you what the richmond, san rafael bridge looks like. These folks are approaching the toll plaza. No slow downs and lots of folks off from work. Bay bridge toll plaza looks fantastic as well. Heading to work or elsewhere its going a nice easy drive. Happy new year to tokyo. Final preparations underway. Theyre expecting hundreds of thousands of people brave the cold. We watched as crews trimmed trees and worked on sweeping up leaves in the area. We saw them setting up facilities for hundreds of thousands of people expected out here tonight. Organizers said by last night they had twothirds of the work done to set up that fireworks display. At 10 30, the tugboat hauling the barge with the fireworks will pull out and get ready for a 15minute display. Ive seen it before, guys, and it is absolutely beautiful if we dont have the low hanging clouds and fog. People are already making big plans to come out and see the big display tonight. Probably going to meet up up and take bart into the city. Get food, watch fireworks. Reporter sounds like a good time, but police will be out in force tonight. Every available officer will be out on patrol tonight. San Francisco Police not warning about any specific threat, but asking anybody who sees anything suspicious to be sure that they report it. Coming back to our live shot, you can see they have barricades here already set up, getting ready for the expected crowds tonight. And getting around can be a little tough. You can see the sign here, a pretty good indication. No stopping, no parking. Parking around town going to be difficult. The best plan is Public Transit or ride share option so you can get around. People who are in the know say make sure you get out here as early as possible. Weve all seen the years where the people try to make it over here and either stuck on the bay bridge or even worse, you could get stuck all the way over in oakland, looking at the display from the bay bridge toll plaza. Lots of cities have their own displays around, so anywhere you go, you can look up and see fireworks tonight. Here in San Francisco, guys, it is spectacular. Where exactly do they shoot them up from . So we know where we can sit to see them . Reporter in years past, right about where im standing is one of the best spots. Youre right near the ferry building, right . Yeah. Were right next to the ferry building. In years past, this has been a great spot. If you know where the big bow and arrow is, thats another good display spot where you can get a clear view of the bay. They shoot them over the bay. Its absolutely beautiful. I havent seen it in quite sh time. Usually i been working the next morning. Thank you. Your hours dont necessarily lend to that. Yeah. Way area transit agencies bay area transit agencies are making it easy to get home. Bart operating until 3 a. M. Every 20 minutes after midnight. That can help you get home. Certain trains are skipping San Francisco stations after 8 p. M. Bart will charge normal fares. Other Public Transit offering free rides from 8 00 tonight until 5 00 tomorrow morning. A man accused at shooting at two oh, bart Police Officers has been charged with murder. He was stopped by Police Christmas day, pushing a uhaul truck at the hayward bart station. After officers ran a check on him, they say he pulled out a gun and fired. One officer was wounded in the arm. The officers fired back, wounding the suspect. After the shooting, the body of a man from bay point was found in that uhaul truck. Charges are pending. Police officer from dublin has both legs broken. He was hit by a driver trying to get away perfect police. Chp from police. Chp says an officer tried to stop the stolen car, but the driver took off. He chased the car, but they called off the pursuit when the driver headed into dublin and crashed into a police motorcycle. The driver of the stolen car and passenger suffered minor injuries. Both were arrested. Chp also arrested two others in the car. Armed robber in the bay area is widening target area. Released this surveillance photo of the suspect. Officers say he robbed a have a layer 0 gas station yesterday morning. They think hes the same person who pulled off similar robberies recently in san leandro and redwood city. Hes described as possibly asian, about 30 years old, 59 with a stocky build. He did wave a gun at the gas station worker before taking off with cash from the register. San Francisco Police released this video of a robbery. Last month a man smashed a glass door to get inside mcdonalds in the Outer Mission district. He ordered employees to open the safe and all of the cash registers. Police say he threatened workers with what appeared to be a handgun under a cloth, but no one was hurt. Youre probably going to see an increase in your p fwshgs and e bill. Pg e bill. The rate hikes are due to a decision by the Public Utilities commission to let them collect extra money from customers for three years, 2014 to 2016. That money will pay for maintenance and upgrading the utilities electricity grid and natural gas pipeline network. While there are a lot of new years eve celebrations happening tonight, uber drivers are planning for a surge of business as well. That means significant price hikes after midnight. Its 7 15. Certainly a welcome sight to see snow in the sierra, but is it enough to make a dent in the drought . California Snow Surveyors went up to lake tahoe to find out. Brian flores back in the studio. It certainly is good news to see any amount of snow. Just nine months ago, Governor Brown was standing in the same spot with no snow calling for water conservation. A group of Snow Surveyors with the department of Water Resources went up near echo summit yesterday. What they found is that the snowpack is 136 of average. The snowpack statewide stands at 105 of average. Thats good news. Officials say its certainly an improvement compared to the last few years, but that our drought is far from over. Critical thing is to not end up in a situation where we go for many weeks or a month with no snowfall. Thats really going to hurt us come springtime. They say a few more months like the one we just had with heavy rain and snowfall in the reservoirs, well be in much better shape. The snowpack measure in the water shed is 146 above average for this time of year. The real test will be in april when the winter is over. Theyll test again and say if its 150 of normal, were in really good shape. But so far, so good. Very happy about that. Yeah. The business angle as well. Thank you, brian. But if something has changed, please let us know. Thats the best information we have. Weve been talking about freezing cold temperatures around the bay area, especially inland this morning. Its causing issues on our roadways. We have an ongoing problem on highway 37. Just east of the petalulma river bridge there is black ice in the roadway. As a result of that, at least it sounds like five cars crashed or spun out on the ice there on the roadway. They now have one lane eastbound on 37 back open. Bear in mind traffic slowing down here all because of icy conditions. Weve been talking a lot about the freezing conditions, rosemary has as well. Let me show you the ride through the Livermore Valley this morning. Normally this would be quite slow. Not so this morning. Thats a nice, smooth ride today. Here we go to the san mateo bridge and also looking very nice this morning. Not too many folks heading out to go to work today. Thats a nice, easy ride. 880 through oakland good in both directions past the coliseum. Rosemary, i know you also talked about the freezing fog. Also thats an issue in marin and sonoma counties along highway 101. Absolutely. The super cool drops from the fog settle on the roadway and next thing you know you have icy and slick conditions. You get in morgan hill, were mostly cloudy at this time and its right in here over areas like santa rosa down along highway 101 all the way into novato where its very thick and looking at visibility down to about a quarter mile. The fbi making a new push to find Bay Area Bank robbery suspects who have been on the loose for years. One they call the droopy faced bandit. San Francisco Police and the fbi spent eight years looking for him. Hes robbed ten banks since 2007. Also looking for two men who robbed a wells fargo bank. They told everybody to get on the ground before taking off with cash from the vault. We dont live in vacuums. Ths somebody somewhere there is somebody somewhere out there that knows who these individuals are. Officials say the number of Bank Robberies here in the bay area have gone down dramatically. 1993 there were 750 robberies cared to 102 this year. Apple could pay 350 million in taxes to settle a dispute in italy. Apple agreed to the settlement after investigation by italian authorities. They claim the Cupertino Company evaded taxes by shifting income through a subsidiary in ireland. Apple is among a number of Tech Companies that have been accused of trying to lower taxes through offshore tax havens. It looks like a belt and you strap it around your waist like any other belt. Now i want to take you to the maps and talk about a trouble spot that we have this morning. Rosemary was speaking about icy conditions especially up in the north bay. There is an ongoing crash that the chp is trying to fully clear out of the way, eastbound highway 37 east of the petalulma river bridge. One lane is open. The backup is not quite as severe. Black ice on the roadway. Five cars, it sounds like, spun out because of the black ice. Chp and obviously caltrans crews trying to deal with that situation. A word of caution this morning that you will encounter icy conditions potentially on roadways today drive carefully here on this final day of the year. Well show you the situation down to the south bay this morning and you can see the ride into and out of the san jose area looking very good on all those major freeways. Alex, thank you. A woman in fairfield arrested on suspicious of deliberately drowning 4yearold grandson in a bathtub is due in court. She confessed, but didnt say why she did it. Police found the child unconscious, not breathing on tuesday morning. He died later at the hospital. Neighbors say they never saw any problems and theyre supervised and saddened. Sad. I would have never thought it would happen so close. I mean, the baby was only four years old. Police say she was caring for the 4yearold boy and his two sisters, ages 1 and 6. The little girls were not hurt. A neighbor tried to save the boy after he heard the grandmother frantically yelling. She told me she left grandson in the bathtub too long. He was curled up on his side and i had to lay him out to perform cpr. He says he had no reason to believe the drowning was intentional at the time. Bill cosby will be back in court in two weeks after being charged with Sexual Assault yesterday. The comedian did not enter a plea. His accuser first came forward in 2005, a year after the alleged assault. The District Attorney at that time decided not to file charges. Prosecutors say they were able to reopen the case after learning new information from testimony given by cosby in a civil suit that was filed by the same woman. Reopening this case was not a question. Rather reopening this case was our duty as Law Enforcement officers with a sworn obligation to uphold our constitution and to uphold the law. The accusers civil lawsuit was settled out of court and since then more than 50 women have come forward to claim bill cosby sexually abused them and drugged them. Controversy is brewing over the soccer field next to levi stadium. The nfl plans to take over the park, turn it into media camp p for super bowl 50. A Youth Soccer League filed a lawsuit trying to stop the change. They say 1,500 soccer players will have no place of to play. The city of santa clara is are trying to find other places for them to play. The super bowl is just five weeks away and the Host Committee wants people to start planning how theyll get to the big game. One option is a fleet of luxury buses called fan express. Theyll pick up guests throughout the bay area and take them to the game. You can sign up starting today. We introduce things like fan express so people can take one single vehicle to the game and from the game, reducing the need for a huge number of parking spots because theyre simply not available. There are limited parking permits on sale for some of the outer lots. Fans can choose to take public transportation, taxis, or even uber. Definitely join up with people. There are reports google plans to keep expanding in the east bay. Inside bay area is reporting google will lease another building at the former Alameda Naval air station. The paper reports google already leases two buildings there. The company has been at the former navy base for the past two years after it acquired the wind power tech company. The paper reports last year google renewed the lease with the city for up to 21 years with a clause for an expansion. On tuesday, the city council will consider approving a new lease that would let google take over a 65,000 square foot building on tower avenue. 8 11. The state snowpack is encouraging. There is a lot of snow in the sierra, but the question remains is it enough to make a dent in four years of drought. Brian flores back in the studio. No question when it comes to the snowpack, were in much better shape. But were not out of the woods yet. Snow surveyors with the California Department of Water Resources, they went up to the sierra, like they typically do every year to measure the states snowpack. This is in echo summit. It is encouraging and they found out the snowpack is 136 of historical average. The snowpack provides about 30 of the states water supply. This time last year to put it in context, we were at 45 of average. Then in april only at 5 . Officials remain cautiously optimistic. If we believe the forecast, el nino is supposed to kick in as we move into the rest of the winter and spring. Thats going to be critical. Thats going to be the key, reservoir storage. East bay mud monitors the snowpack and water shed snowpack is 146 above average. Encouraging news. But California Water managers say theyll feel more confident if the april 1st snowpack survey is 150 above normal and depleted reservoirs reach regular levels. Were hoping. Brian, thank you. Okay.
