Thousands of flights throughout the country have been kans eltd or delayed canceled or delayed this morning because of the bad weather. Storms in the midwest are headed for the northeast. Winter storms in the central northwest and northeastern part of the country, midwest, are having a major affect on travel in the bay area. Online flight tracker says there are more than 1,000 flight delays and 800 cancellations in the u. S. Alone. Chicago, dallas, and newark are the airports most affected by the weather. Im not happy. I had time for a couple, three hours waiting for them to change the flight and now they say they dont have nothing to go to miami. Reporter he didnt check before he got here, thats why hes heading back home and trying to get a flight tomorrow. Departing and arrival flights cancellations are on the rise. Sfo has 29. Oakland has 6. And san jose has two kans cancellations. Its unclear if they are all canceled due to weather. Yesterday sfo had 60 flights canceled. So far you can see there are some times that are canceled. Most are on time. I look a look myself. Houston has cancellations. They had two. Chicago had had two. Check with your airline before you get here, that way youre not in a long line waiting for people and figure out what happens with your flight. So check that flight before heading out. Just about an hour from right now, we may get an update from pg e on how many homes in Discovery Bay still have no gas and no heat. Crews worked until hid night trying to restore midnight trying to restore all service. At last check, 4,700 homes have the gas back on. 1,200 homes still had no service. One womans family bundled up and used space heaters until 5 00 last night. Thank goodness it happened. Its getting colder and colder. We were very, very happy. At one point more than 6,000 homes in Discovery Bay were affected by the outage, which started on sunday. Pg e says many of the people who had no gas service now, they werent home when the crews came to turn the gas back on. Those people, p if thats you, call pg e and set up an appointment. It is 7 07. The city of oakland will miss a key nfl deadline to submit a stadium plan for the raiders. Alex savidge joining us live to explain how this might affect efforts to keep the raiders from moving Southern California. Reporter fans say this would not be a good sign if they miss this deadline. Nfl em posed the deadline and imposed the deadline and asked for a rock solid proposal by tomorrow. Purportedly, city officials have no such plan put together. Instead they are planning to send simply a letter to League Officials that would update them on efforts to persuade the raiders to stay put here in town town. The raiders have been eyeing the move to the la share where the team could potentially share a stadium with the San Diego Chargers in the city of carson. Nfl owners are scheduled to vote in two weeks on which team or teams may move down to Southern California. The head of the Grassroots Group save oakland sports, we checked in with him this morning and he says even if the city misses tomorrows deadline for a stadium plan, it doesnt mean oakland is sitting back and letting the raiders walk away. The cleveland, ohio family of 12yearold tamir rice are disappointed, but not surprised that two Cleveland Police officers will not Face Criminal Charges for kill the 12yearold last year. Last night a small group of protestors showed frustration after a grand jury decided not to indict the police officers. The young boy was holding what looked like a real gun when he was shot and killed by police. Prosecutors say a perfect storm of human errors led to rices death. But he also says there just was not evidence to bring a criminal case against the police officers. The mayor of cleveland promises a full review of the officers. Now that the criminal side is over with and there has been a determination in terms of the criminal side, we are now going to proceed with those administrative reviews of what happened. We have the patchy frost in some areas, patchy fog in other areas. If you do have fog, right along that stretch of livermore and farther east, it is a foggy one. And the dense fog with the cold, cold weather, you might even have a little bit of freezing fog. That means the possibility of black ice p it is damp enough. Be careful along that stretch of 580 this morning. The sun is up and shining. Chloe says fog, clouds, ice, frost, 28 degrees. And the high today in clear lake, expecting about 53. Heres a look at the current visibility in and around the area. Weve been okay for most spots. North, east, and south, until you get into livermore. Along 580 its been here all morning long. It stretches from livermore auto the way towards 20 all the way towards 205. In or out towards tracy, all the small communities between, a little bit of patchy fog that looks thick. Down to about a quarter mile. With livermore p in freezing and below freezing, you could have a little bit of freezing fog as well. We have mostly clear skies outside of that. Traffic is very nice. If you are driving toward the bay bridge, right now the approach is very light and there are no problems on the actual span. Also looking at the san mateo bridge where westbound 92 traffic looks good to the highrise. These are unusual conditions for a weekday, but i would take them without asking too many questions. It is cold out there, but we dont have any reports of any black ice. Looking at 680 concord to walnut creek and highway 4 via maps here, and traffic is doing very well. 7 32. Lets go back to the desk. Learning more about a suspect in connection to a body found in a uhaul Christmas Day at a hayward bart station. Police are tell us they believe the 27yearold suspect was trying to burn the body. Police officers spotted him holding a gasoline container near the uhaul truck which had a broken window. They found out he was on probation for burglary, drug, and gun possession. Police say their officers exercised the right to search him. When he brought out the weapon, he shot multiple times at the assisting officer. As assisting officer moved to cover, he took one round in his arm. A Second Police officer then shot and wounded the suspect who has been hospitalized. Authorities identified the mans body found as 40yearold Jason Anderson of bay point. Investigators havent said how he died or what his possible connection might be to the suspect. Meantime the Santa Clara County medical examiner has identified the man who was shot and killed by Palo Alto Police on christmas. They say he was 31yearold william ratsdz. He called 911 and made a false report of a violent person at a Residential Treatment Center tore the mentally ill. When police arrived, they say he lunged at with a knife. Two officers fired. Ratsdz died at the hospital. Mercury news is reporting rath checked into that same center days earlier. Family of a san jose man stabbed to death Christmas Morning is asking for the publics help to find the killer. Relatives gathered at the site for 24 jose marin was killed. He was walking back to his car with friends near north 26th and east julian streets when a dwrup of people came up group of people came up and asked if he was involved in a gang. Eight people recovering this morning after being hurt in a train crash on Roaring Camp Railroad in santa cruz county. This is the companys website of what their train looks like. The fire chief says the trains throttle became stuck as it was coming to a stop on the tracks. The train operator could not slow down the train. It hit a dirt hillside at the end of the track. Eight people were hurt. Injuries range from minor to moderate. Today in San Francisco, at the trial of raymond chow, defense lawyers plan the to call final witnesses. Hes facing charges that include murder, conspiracy and money laundering. He testified last week that hes innocent. His lawyers are accusing the judge of being hostile towards them. This is the elephant seal weve been talking about since yesterday afternoon. A little bump in the water, thats her. She kind of peeks out every now and then, looking at the traffic, looking at us as well. But for the most part, shes kind of hanging out in this general location. Shes been curious to see whats going on this morning, but also curious are commuters who may want to take a peek at her. Thats why chp is out here. This is an approximately 900pound elephant seal. It was in the lanes blocking traffic. But chp and Marine Center arrived, using the wood blocks to force her back into the water. They believe its a female. There is speculation she might be pregnant, based on visually seeing her. Her weight in particular. But the center cant confirm if she is or not. Heres more on the plan to get her back into the bay e im going to bring a kayak and bull horns and try to harass her in the water to get her back in the inlet that goes to the bay. Reporter i asked what happens if that plan doesnt work. The last resort is luring the seal on to land and sedating her and loading her on to the back of a truck to relocate her. That is the last resort. The if it comes to that point if if it comes to that point if it comes to that point, it would likely take place tomorrow. Shes hanging out, head down in the water. Peeks her head up every so often. This isnt first time. There was a male elephant seal here about three years ago. Pam, if i recall, you remembered that three years ago. And basically just shed its skin and made its way back to the bay. Hopefully the seal will make its way back, but well be here all morning to keep an eye on it. I do remember that and. And the Marine Center is out there, theyre not concerned about her at this point, right . Theyre not concerned about her at all. In fact, they say she appears very healthy, in very good condition. Theyre concerned of her going on to the roadway, which why chp is out there also. Some smokers in the south bay may not be able to legally buy electronic smoking or Tobacco Products starting friday. That is because the county changed the age limit from 18 to 21 starting new years day. Janine de la vega says some of the Business Owners dont like the new law. The signs on this 7eleven havent changed yet. They still say under 18, no tobacco. We card. But in a few days its going to have the to change to say 21. Over the summer, county supervisors voted to approve increasing the age to buy tobacco and electronic smoking products from 18 to 21 years old. They say that 95 of smokers started before they were 21. This change was made to try to deter young teens from starting the habit. Customers need to show id to prove theyre 21 if they want to buy cigarettes chewing tobacco or ecigarettes. At least 17 retailers are affected. This law has been upsetting to Business Owners. Theyll be losing the customers. Instead the smokers can walk p into a store in san jose or any other nearby city without the new law and buy cigarettes. County officials are hoping other cities will follow their lead and decide to raise age limits to 21. According to the campaign for tobacco free kids, statewide legislation is being considered. 7 40. It has been light this morning and it looks good on to the bridge. Its weird because in the morning its light, but coming home in the afternoon for some people, it hasnt been quite so much. New this morning, fire crews in napa county are trying to control a fire thats burning three structures near highway 12 on wooding valley road. Theyre closing both sides of that road so that emergency crews can get to the fire. Chp says three structures were fully engulfed about 90 minutes ago. There are new calls to make housing in San Francisco more affordable for minorities being pushed out of the city by expensive developments. Community and city leaders say africanamerican leaders are being priced out of new developments such as the bay view hunters point. 500,000 for a two bedroom unit. There are plans to construct 12,000 Housing Units onsite of the former shipyard. City leaders say the new development should preserve the citys africanamerican community. The plans include new senior and Public Housing and affordable units. The number of African Americans has plummeted city wide from 100,000 in 1970 to fewer than half that today. 8 08. Raiders fans may be upset to hear the latest about the hopes for keeping the team here in the bay area. Instead oakland is planning to send a letter over to League Officials, simply updating them on efforts to keep the raiders put. The raiders have been eyeing, of course, a move to the la area where the team may share a new stadium with the San Diego Chargers in the city of carson. The nfl owners will vote in two weeks on which teams will make a move to Southern California. They say now is crunch time. Hes encouraging fans to make a last push to keep the raiders in oakland. What i am asking is that every raiders fan should pick up the phone and or email every nfl owner and explain to those owners why oakland is the best place economically for the raiders. Even though the city may not put a plan forward tomorrow, oakland mayor has within meeting with executives and nfl officials to discuss a stadium plan. This morning, two people are under arrest in belgium on suspicious of planning attacks during the holidays. These stem from recent police searches in brussels. The announcement did not say if the suspects are male or female, but one is charged with acting as ring leader and recruiter. The other accused as coconspirator. Of the searches uncovered military training uniforms, isis propaganda material and computer files. 8 34. Here at home, learning more about a suspect in connection to a body that was found Christmas Day inside of a uhaul truck at a hayward bart station. Bart police say they think 27yearold charles geding was trying to burn that body. Police officers say they spotted him holding a gasoline container near the uhaul truck. Thfs a broken there was a broken window in the truck. He was on probation for burglary, drug, and gun possession. Bart police say they exercised their right to search him. We brought out the weapon. He shot multiple times at the assisting officer. As assisting officer moved to cover, he took one round in his arm. Second officer then shot and wounded geding, whose been sent to the hospital. Hes expected to survive. Authorities identified the mans body in the truck as 40yearold Jason Anderson of bay point. Investigators havent said how he died or what his connection might be to geding. The family of a man stabbed to death Christmas Morning is asking for the publics help. Relatives comforted each other yesterday as they gathered at the site where 24yearold hose marin was killed. According to family, are he was at a friends house walking back to his car with friends near north 26th and east julian streets when a group of people came up and asked if they belonged to a gang. Marins relatives say he had a clean record and never involved in any gangs. But the group of people still attacked him. He was always there for us to provide for us. He was the only one making money. If you buy cigarettes in the south bay, you should know about a new law. Starting new years day, anyone who wants to buy tobacco or ecigarettes, smoking products must be 21 years old. Janine de la vega live in Santa Clara County. Some businesses, the owners say it isnt fair, right . Reporter yeah, pam. I just got off the phone with the owner of this 7eleven behind me. Its in unincorporated Santa Clara County. Hes frustrated and going to lose business because in just a few days he wont be able to sell Tobacco Products to 18, 19 and 20 year olds. The reason hes mad is because those people can just walk across the street, because thats the border and thats the city of san jose. There is a smoke shop and those young adults can legally buy the products there. Thats because this new law was approved by the Santa Clara County board of supervisors. At least 17 businesses are affecting. On january 1, they need to put up signs alerting customers they need to be 21 instead of 18 to buy tobacco. The county health department, which supports the law, says studies show that raising the legal purchasing age will decrease the smoking rate by 12 and may deter young people from starting the habit. But the owner of the 7eleven that we talked to estimates that hes are probably going to lose about 200 a day from young customers who he says will choose to go by Tobacco Products in one of the 15 Incorporated Cities in the county that do not have to enforce this new law. Police and firefighters in livermore are coming together to help a little girl whose mother died on Christmas Day and they want your help. The mother and her 6yearold daughter were staying in a hotel. The police were called to the hotel because the mother was unresponsive. The mother later died. The little girl told police santa couldnt come because my mommy wouldnt wake up. The day after christmas, police and fire crews went to the foster home where karma is staying to help her celebrate christmas. Are you ready . Hold on. Well bring him in. Hold on. Im so excited. The police and the firefighters brought a lot of gifts for karma, including an elsa doll from the movie frozen. She looks like shes sleeping a bit, hanging out in the mud. Shes doing great. What is bringing her out there . Speculation she might be pregnant. Do you have any information on that at all . We dont know. Its bizarre to have her out in this location. We cant confirm if shes pregnant. Were unsure why shes out there. But her body condition is amazing. She needs to go. Whats the plan now in terms of are trying to get her back into the bay . Are we talking about San Francisco bay or San Pablo Bay . Were going to use kayaks a little earlier, have to wait for the tide to come in. Then using a bull horn and potentially underwater sounds to try to startle her back to her location. Have you ever seen this before, an elephant seal in this general area or is this the first time . I have had one in court a ma dara creek cortamedera creek. But this is not a usual area. We talked earlier about possibly if the plan doesnt work with the kayak and bull horn, there might be sedation. Can you talk about that . Were going to try to give her all day today and overnight to see how she does. And then our veterinarians at the Marine Center taking a look to see what kind of sedation the techniques we can use, equipment to lift her into the truck and all the things we need to get her help. The kayak, as we mentioned is right over to my left. Its inside the pickup truck right over there. Thats brought in by the marine Mammal Center. Theyre going to go into the water and use bull horns to use loud noises to get her out into this area. As we see, the female elephant seal looks healthy according to experts out here this morning. It has been looking very nice. Northbound 280 getting up to highway 17, there are no major problems there. Were looking at some of the other commutes around the bay. San mateo bridge looks great. This is unusual, obviously as you head out to the highrise. Its a lighter than usual week as a lot of people have this week off between christmas and new years. At the bay bridge toll plaza, were light here. We havent had a slow down all morning long. No metering lights. Lets bring in rosemary because its been chilly out there. Right.
