Doesnt mean its not cold. 30s and 40s around the bay area. I see just a little peak of sunshine. More sunshine on the way as this latest round of wet weather moves out of the area. Heres a look at stormtracker 2 and whats going on out there. Just a little bit of a rain activity you can see over southern monterey into the san joaquin valley, into the sierra. We have a rain snow mix. Low snow levels. Cobb mountain reported snow. Fresh snow in mount hamilton. A little bit of rain continuing over the northwest corner of california. This will continue to slide down. But i think were going to be dry from here on out with partly cloudy skies for the second half of your day. Off to the south, south of chinese camp now beginning to swing out of the area as well. Visibility down to five miles in santa rosa. But this darker patch is where youre going to find patchy, dense fog developing in the last half hour or so. Maybe petalulma, maybe novato. If this is your commute along highway 101, take it easy. Right now traffic is doing pretty well around the bay area. I think going to have a nice surprise where traffic is going to be better than normal. On the east shore freeway from the carquinez bridge to the macarthur maze, 18 minutes of. No major problems on the way to the bay bridge toll plaza. When you get to the toll plaza, traffic is light. Thats awesome news. At least if you have to work this week, traffic is light. The rest of the east bay, ive been looking around for slow traffic. Even 580 is cleared up after earlier accident. Traffic recovered and were off to a nice start for this monday on this week between christmas and new years. Thank you, sal. Its been an especially cold morning and hundreds of homes in Discovery Bay have been without heat for hours after a major natural gas outage. Service started to be restored. Ktvus alex savidge is at one of the Warming Centers. Whats the latest . Reporter the good news is that pg e is beginning to restore service. Workers are turning the gas back on home by home. Obviously it will be a very slow process and it obviously has been a very cold night for people in this area. Meantime, this Warming Center here at Timber Point Elementary School remains open. Only a handful of people were here since yesterday, but theyre going oh, to keep the place going in case people need somewhere to go through the day today as the gas will be off for many folks throughout the day. People last night stayed at home, some of them and braved the cold temperatures the best they could. Temperatures dipping down into the low 30s in this area. A couple families built a fire in their driveway, gathered around just to stay warm. There were around 6,000 homes there still are 6,000 homes here in the Discovery Bay area that have no gas service, meaning no home heating systems, gas stoves out, water heaters are out as well. This is because of an issue with a nearby gas facility. Its a pressure issue that prompted the utility to shut off service altogether starting early sunday morning. The problem is peers to be re appears to be resolved. Some hoementz homes have had Service Restored. Of course its been a tough time for many folks. So cold. But finally my mom found a heater and so we had had to stay all in one room to keep warm. Pg e is blaming the cold weather for this service disruption, for the pressure issue. 200 workers will be going doortodoor starting very soon to continue turning the gas back on to many of the homes in this area. There was a safety warning going out. Theyre urging people not to try to turn gas meters back on themselves. That would be certainly dangerous. Wait until a representative comes to your home. Thats the advice from a pg e spokesperson. Theyll begin the process of restoring gas service, but theyll do it slowly. It will happen home by home. They have 6,000 homes that need to have the gas turned back on, so it will take much of the day. Pg e is not giving an exact estimate, but in all likelihood, it will be sometime tonight. So awful with how cold it is. Hopefully people are checking in on neighbors, elderly people and making sure they have blankets and such. People are out in the streets and building fires and gathering around, they took the chance to help neighbors and good to see. 7 07. Oakland fire investigators looking for the cause of a dead an morning fire at an apartment complex. Paul chambers says two people died in that fire. Paul, do they have any more answers now that its daylight . Reporter not yet, pam and dave. We moved a lot closer. You can see its four units right here, up stairs and downstairs. Investigators have not returned to the scene yet, but you can look for yourself. It appears to be a total loss. Once on scene, crews saw flames coming out of the top floor and heavy smoke throughout. Fire Officials Say four units were damaged and one had previous fire damage. It took about an hour to get things under control and they found two people deaden side. One of the lower dead inside one of the lower units. It was a man and a woman, but race and age is unknown. Fire Officials Say the cause is unclear. Well come out live once again. There is a lot of things, a lot of articles they removed from inside. Im sure investigators will be going throughout that area when fire investigators get here. Police have been monitoring the situation all morning long. Once fire officials come out, hopefully well have more answers. 7 08. The mayor in chicago is demanding changes in the Police Department after two people were shot and killed over the weekend, one by accident. They say 19yearold man was holding a baseball bat and was threatening his father when Police Officers shot and killed him. His neighbor, 55yearold betty jones, was accidentally hit by gunfire. She was also killed. The shootings come amid intense scrutiny of Chicago Police and mayor after the shooting death of a teenager last year by an officer. When is the mayor going to step up . When do we get help . We cant get no help with the police. Cpd has failed us over and over. Family members say he suffered from a mental illness. Yesterday chicago mayor said there should be changes in the way police are trained to handle calls that involve people with Mental Health problems. Gun sales have increased dramatically despite californias gun laws. The number of handguns sold more than doubled between 2010 and 2014, recording nearly 500,000 transactions last year. There is a waiting period to purchase a gun and a background check is required. People convicted of assault or battery cannot buy a gun. Thats about to get clearer in california starting friday, new years day. January the first, hover boards can legally be ride n on bike paths, lanes, and public streets because of a New California law. However the marin independent journal reports riding them on sidewalks, that can be a different matter. Thats because sidewalks are governed by city and county laws and the laws are not consistent from town to town. They can even vary in different neighborhoods. The low snow level actually brought a little bit of snow to Cobb Mountain and lake county in the overnight hours and early this morning we were watching what looked like maybe fresh snow over areas of mount hamilton. Well be tracking that. Now that the sun is up, well see if there is new snow. Mainly dry at this point, dry for the rest of the day. Fog developing. Ten miles visibility from santa rosa and down through areas just until you get to petalulma. Take a look at the darker shade of gray between petalulma and novato. You may have patchy fog and it may be dense, meaning visibility down to about a quarter mile. For the rest of us, visibility looks good. We will be partly cloudy for the afternoon. Temperatures will remain on the cool side with low to mid50s expected for the second part of the day. 53 for novato. Low 50s for the east bay. 50 degrees for antioch. Into the south bay, more of the same. Low 50s expected in Mountain View, san jose, 51 degrees for morgan hill and 53 degrees expected in santa cruz. Dry for now, but the cool weather is going to remain in place. This last round of wet weather that moved through overnight into the Central Valley and will continue to move east. Live look at mostly clear skies. The sun up and overhead, but again its a cool start this morning with the clouds in place in the overnight hours. Temperatures actually not as chilly as yesterday morning, but still in the 30s and 40s. Both numbers coming up in just a moment. Lets start with a look at whats going on on the radar again. You can see over portions of Central California and into the sierra, snow levels fell to about a thousand feet earlier. Local hills getting a new dusting of snow, a little bit of action going on here over the northwest corner of california. But for us here at home, were partly cloudy, a little fog, especially thick along highway 101 between petalulma and novato. That is the one area that were tracking thicker fog. Lets go out and show you some of these things that we have for you here. I want to show you the traffic has been nice and light around the bay area. This is the bay bridge toll plaza. You can see the traffic looks good. If you have to go to work, at the very least, you dont have to deal with some of the normal morning commutes. You can drive up in any lane, and get on to the bay bridge. 880 looking good in front of the coliseum. The rain has gone away and it looks like its going to be a dry day commute wise. Thats good because when it gets wet, people unfortunately tend to get into collisions. Lets take a look at the east bay. Im looking at the general view because ive been looking to see if i see any slow traffic. Not even in livermore anymore is there slow traffic. Take it easy, dont go too fast. But the good news is there is not a lot of slow downs. 7 34. Lets go back to the desk. New in africa, the boco terror Group Launched a big attack today, the first time in months. The Nigerian Government says the fighters launched rocket propelled grenades, unleashed ten suicide bombers in the city that was birth place of that terror group. The government says troops were able to in nerpt and destroy the to intercept and destroy the suicide bombers. In afghanistan, suicide car bombing killed one, injured at least 13 more. This happened year the airport. The taliban has claimed responsibility. The this comes one week after another Suicide Attack carried out by the taliban killed six american soldiers kabul. Iraqi forces say they have take be n back the city of ramadi. Some say this could lead to momentum to defeat isis fighters in other iraqi cities. Brian flores in our newsroom with more on the significance of the this victory. Pam and dave, this marks the first time the iraqi army was able to get a local city back. I want to go to new video. Soldiers rolling into the city of ramadi. After the victory, soldiers raised the iraqi flag and danced in celebration. Ramadi was a key victory for iraq. The city was also used by isis for supply routes to another city. And with Government Forces taking it back, its reported it would be very difficult for isis to control that city as well. Iraqi troops were circling for weeks, waiting for a time to take the Central Administration complex. This past sunday, they did just that. This was a facility used as isis headquarters, were told. It had been taken over in may by the group. Its unclear how many casualties they are, but many residents in that city were evacuated before the latest attack. There are reports that pockets of isis fighters remain in the outskirts of ramadi. When we talk about momentum, pam and dave, Iraqi Forces Say the other next step is taking over the other Northern City of mosul, considered the largest Population Center controlled by isis. The army was aided by hundreds of u. S. Led airstrikes on specific isis targets. Brian flores in our newsroom. Thank you. 7 37. Police in tracy, theyre investigating a possible hate crime after a mosque was fire bombed saturday morning. A molotov cocktail was thrown at that mosque, causing fire damage at the Islamic Center. This is being investigated as a hate crime because it happened at a place of worship. Crimes against muslims have been on the rise around the country since the terror attacks in san bernardino. I was astonished. Ive been living in tracy for 15 years and weve never had any incidents. Its very clear to me its a hate crime. Investigators are analyzing pieces of that flammable device, but need the help of the public to solve the case. Police in Solano County are searching for a woman seen on a disturbing video throwing a dog on to a street in fairfield. It was recorded near a home earlier this month. The woman is brandy chin. A woman at the home where the Surveillance Video taken says chin threw the dog during an argument with her boyfriend. Police think she may have abused the dog before. She was recently seen walking down the Business Districts in fairfield and she apparently had the dog by the tail and she was swinging it around. Authorities think chin is hiding in the vallejo area. When she is found, shell likely face felony animal cruelty charges. The dog named ben will be taken from her. 7 38. A teenager facing charges after being arrested at a huge fight that broke out at a stockton mall and panicked shoppers ran for safety. The fight involved about 50 boys on saturday. Happened in the food court at the sherwood mall on pacific avenue. Youre looking at cellphone video posted on facebook. Security guards and Police Officers tried to stop the fight while bystanders ran away. Police took a 15yearold into custody for resisting arrest. During the fight, a group surrounded our officers, but we were fortunate that other officers responded quickly and they were able to assist those officers and to get everybody outside the mall. Police say this is not the fight at a stockton mall during this Holiday Season. Cellphone video captured this fight at a victorias secret store across the street from the mall. Two women start fighting when one woman complained about the long line at the store. 7 39. The new year is just days away. It comes with hundreds of new laws. There are a lot. Yeah. The new laws cover everything from guns to duis, hover boards. Janine de la vega is in San Francisco. Tell us about some of these news laws. Reporter weve been talking to about some of the laws theyve never heard of. Some like the changes, others are concerned. Lets start with transportation and drivers. A Pilot Program that are requires people convicted of driving under the influence to use ignition interlock device is going to be tested for another year. There is a new law regarding hover boards. They can be ridden on bike paths, lanes and streets. But riding them on a sidewalk can be different because sidewalks are governed by city and county laws. So it can change depending on where you are. Riding a bike starting in 2016, you cant wear a head set or earphones covering or inserted in both ears. Thats great. I think that should have been the law a long time ago. There are so many incidents happening. So many more bicyclists here and you have to be aware. Youre moving on the streets with vehicles and you have to be aware of your surroundings. I guess if its only in one ear, i guess ill wear that and trade out for my ear buds. Otherwise i guess i have to wear a head wrap or something to keep my ears arm. Reporter one law requires air soft guns to have fluorescent markings to distinguish them from real guns. Also going into effect, concealed firearms will be banned from College Campuses and k12 campuses. When it comes to employment, state minimum wage increases to 10 an hour. A grandmother and a teenager are dead in the latest Police Shooting in chicago, parking outrage sparking outrage from the community. The proposal from the citys mayor to address the issue. Hundreds of Flights Canceled in chicago because of sleet and ice. So far there are a total of 15 cancellations out of sfo, six out san jose international. That wild weather hitting the south and southeast, you are looking at a blizzard in amarillo, texas. About 60,000 homes without power in that cold weather. Texas department of Emergency Management is reporting eight storm related injuries. The blizzard is hitting parts of new mexico and oklahoma as well. Time is 7 46 governor of texas declared four counties disaster areas after a weekend of tornados and violent storms. 11 people were killed, dozens more hurt. The strong tornados hit the dallas area. Several days of bad weather are blamed for 43 deaths in texas, illinois, missouri, and throughout the southeast. One man whose wife was killed says he was talking to her on the phone when the tornado hit. She started screaming and the call disconnected. And i tried to call her back and tried to call her back and i couldnt. Heartbreaking story. The national Weather Service says at least nine tornados touched down in north texas. Meantime the governor of oklahoma declared a state of emergency because of blizzard conditions. Ice storm warning in the western part of oklahoma, flood warnings in the eastern part. At least eight people have been hurt in storm related incidents. About 60,000 homes and businesses lost power. Firefighters in Southern California trying to contain a wildfire now have a new concern. The threat of landslides from the rain. The fire started friday night in Ventura County and it has burned more than 1,200 acres. It is now 75 contained and no longer growing. But authorities believe high winds caused power lines to bend and start that file on an oil field. They that fire on an oil field. Landslides are possible if rain hits the hill sides. Hey, sal, its been relatively quiet in the commute. Its nice. A lot of people have it off. Yeah. A lot of people have time off or i have a friend of mine who says hes working from home. The bottom line is a lot of people are not on the roads. Lets take you out to the toll plaza where you can see traffic is going to be light getting into San Francisco. All it takes a 15 or 20 of people not to go and then you have this. No problems on 880 north and southbound in front of the coliseum. Now, what we have seen is when there is a collision that does pop up, you do get slow downs. So there are enough people out there to cause slow downs if something goes wrong. We had an earlier problem in livermore, but once it cleared, it completely cleared up on the freeway. The nimitz freeway is doing very well. 7 48. Todays weather with rosemary. I talked to neighbors recently and told me they believe the home was used by Homeless People and people who use drugs, but the people deceased may not have fit in that category. People living in the Community Say this apartment complex that caught fire was used for homeless and drugs. We can look at video here. Just after 1 the call came out of an apartment fire. Flames were coming out of the top floor and heavy smoke throughout. The fire was immediately upgraded to a second alarm. Four units were damaged. One had had prior damage from fire. Investigators say it took about an hour to get things under control. Once they did, they found two people dead inside on a lower level unit. We do know it was a man and a woman. But their race and age is still unknown at this time. Fire Officials Say theyre not sure of the official cause. Were told oakland Police Officers are out here right now to wait for the people who are going to come and board up this area. We can show a lot of garbage and things pulled outside on the front lawn. They have a lot of work ahead. We do not know the cause of the fire and we do not know the people that lived inside the home. It has been very cold, but what if you didnt have heat in your home . Hundreds of homes in Discovery Bay have been without heat since yesterday afternoon after a major natural gas outage. But also actually some good news coming in now. Alex savidge is out there and telling us the gas is being turned back on for some of the homes . Reporter the restoration process is underway. Crews are going home by home, turning the gas back on. That will be a slow process. In the meantime, the Warming Center here will remain open for anyone who needs a warm place to go today. Many people stayed home last night and braved the cold temperatures down into the low 30s. We saw a couple families out and building a fire in the driveway, gathered around to keep warm. Around 6,000 homes still have no xwas service, no home heating, gas stoves are not working, neither are water issues. Pg e says its because of a pressure issue and the utility had to shut off Service Starting early sunday morning. That problem appears to have been resolved and workers are beginning to the turn the gas back on. We talked to one woman who talked about what it took to stay warm. Its cold, definitely. About 200 workers will be going doortodoor through the day today, turning on gas meters at homes. Theyre warning people, dont try to turn your gas back on yourself. That would be a safety hazard. The city of ramadi is part of a key supply route used by isis fighters. With Government Forces taking back the city, a big part of the control of iraq was taken down. Government soldiers rolled in early this weekend and as you can see, after the victory, soldiers raised the iraqi flag and celebrated on the streets. This marks the first time that iraqi forces were able to take an isis strong hold without the help of local militia groups. They received help from hundreds of u. S. Led military airstrikes. That boat was stolen in Fort Myers Beach in florida thursday. The coast guard says the men tried to ram their ship, then they sped away. The thieves eventually gave up in the gulf of mexico about 125 miles east of cancun. The coast guard brought the suspects back as well as that stolen boat to florida. Officials in san diego are warning the public, be careful. A man fell off a cliff and he was killed. He was reportedly distracted by either his cellphone or a camera. The man went to the Sunset Cliffs christmas night to watch the sunset. He was reportedly alone while the person he was with was looking for a parking spot. He was looking down at something in his hands when he fell. Just like driving and using your cellphone, you dont want to walk and use your cellphone or be distracted by anything when youre in an area where you could be put at risk. People actually risked their own lives trying to rescue the man. Crews got there a couple minutes rate later, but minutes later, but the man did not survive. Owners of drones have to register with the federal government. New law requires most Drone Operators and owners to register drones with the faa. 45,000 of them signed up in the two days before christmas. The faa actually shut down the website on christmas so it woopt be overloaded a wouldnt be overloaded after experts predicted 400,000 drones would be sold for the holidays. The website is once again open. The requirement applies to drones that weigh more than a half pound. In just a couple of days, chinas one child policy will be over, a thing of the past.
