Little bit of mist and drizzle out there as well, and rain to the north coast. It will start to move south Late Wednesday and thursday. Until then we have lows in the 50s. A lot of mid50s here. We have come a long way on these temps, going up. If you can get any sun, look at the moisture. This is going to drop south and well get good rain in here thursday. Theres fog out there until then. Drizzle, clouds, muggy and humid, upper 60s and near 70. Now ill hand the fog porch to mr. Casteneda. I was looking at highway 24. In the last couple minutes the picture has gone completely foggy. Its foggy and i will say for highway 24, its pretty slow through lafayette this morning, taking a while to get to the oakland side. If youre going to the bay bridge toll plaza, thats backed up about 25 minutes before you make it on to the span. Southbound 101 between nevada and hotel, typical traffic there. Moving over, the traffic is not all that bad. We have stop and go traffic on 880 southbound from 238 down to dakota road. Lets go back to the desk. Thousands of county employees will go back to work today. Five days after a county restaurant inspector and his wife killed 14 coworkers. The reopening signals an effort to return to normalcy. Following the attacks, all county offices were shut down except essential services. While most county workers are returning today, some will be off at least one more week. The interior minister of pakistan says he launched his own investigation and says hell work with federal authorities here in the u. S. The female shooter was born in pakistan before moving to the u. S. Last year and the couple was shot and killed in a gun battle with Police Following the shooting rampage. Five days after the attack in San Bernardino, the president addressed the nation in a Rare Oval Office address to the nation. And not everybody agrees with this. This is only the third time in Office President obama addressed the country from the oval office but amid criticism for his lack of response to the terror attacks, the president laid out a plan. It is a fourpart plan and part of it includes continuing Strategic Air strikes on isis targets in the middle east, saying the u. S. Will continue to work to stop isis interests and work with allies on intelligence sharing, and helping turkey close its border with syria. The push for gun control measures is drawing a debate. We should not be drawn once more into a long and costly ground war in iraq or syria. Thats what groups like this want. They know they cant defeat us on the battle feed. The fighters were part of the insurgency we faced in iraq. They also know if we occupy foreign lands, they can maintain insurgency for years. Very disappointing tonight. I fear he may have made things worse in the minds of many americans. He also called for muslim communities to speak out against extreme ideologies and saying congress should prevent people on no fly lists from obtaining assault weapons. The southbound shooting caused concern for many communities with large numbers of muslim residents. In fremont they organized a vigil last night to stand in solidarity with the victims and honoring First Responders. They say its important to acknowledge what happened and not to give up or feel hopeless in the face of senseless violence. The peace as well as call for action, that enough is enough. We need to do something, stand up as community leaders, get the community together. He says even small steps can help lead to larger ones. A drone came close to colliding in midair with a chp helicopter and is making pilots now very concerned. Reporter here at the san jose airport, drones are restricted from coming within three miles of the airport. Anyone can go and buy a drone and they are not required to know what the restrictions are. In martinez over the weekend, a drone came within 30 feet of a chp helicopter. The pilots say thats way too close. The crews saw a red light outside the aircraft and quickly veered to avoid hitting it, and tracked the drone back to a home in martinez. The one man who was flying it is an International Student from china. But the drone could have gone into the rotors or windshield, bringing that helicopter down. A pilot this morning says the faa needs to regulate drone use better and require those who buy them to be more regulated. Thats not and isolated incident. People dont realize how hard they are to see, how high they can go, what their capabilities are. Reporter Authorities Say the operator was flying too high and they should only be a few hundred feet off the ground and out of air space. The young man wasnt cited but he could be cited depending on what the investigation shows. This is going to be an issue because with christmas coming, the faa estimates about a million drones are going to be given out as a popular gift this season. He was a junior at Oakland Technical High School, a member of the schools crew team, described as a funny, outgoing person. Nearly 10,000 was lost because many students were not in class the week after thanksgiving. District Officials Say many parents pull children out of school to get a head start on thanksgiving holiday travel. Attendance dropped by up to 10 thanksgiving week. Other districts tell the paper they have gotten around the problem by shutting down for the entire thanksgiving week and adding more days at the beginning or end of the calendar year. Attorney general is announcing a new investigation of the Chicago Police department, saying the probe was requested by many state and local officials in illinois. All this comes after more protests over the weekend in chicago about the death of 17 yearold Laquan Mcdonald more than a year ago, shot 16 times by a Chicago Police officer whos now been charged with murder. The death is under investigation and the new probe would be a wider investigation into the practices and patterns in the Chicago Police department. People are looking for a federal investigation, not just into the actions of the Police Department but also actions of the states attorneys office, even the mayors office. This is expected to be similar to the investigations carried out in ferguson and baltimore. The Chicago City Council already approved a 5 million settlement with the family. Chinas smog problem is so bad, today people are urged to stay indoors and out of cars. Beijing issued its first red alert for smog, which means schools are closed and traffic restrictions will keep half the citys vehicles off the road. The San Francisco naacp is inviting Community Members to come and speak out about the deadly shooting by police last week. They are holding a meeting tonight to gather public comments. In San Francisco this morning, most are expecting a heated discussion on this . Reporter it could potentially get emotional tonight, that is for sure. The naacp decided to host this public discussion about the controversial shooting that happened last week by San FranciscoPolice Officers, a killing that has many in the community outraged. Mario woods died and some are even calling for the police chief to step down. Are you prepared to resign . No. Reporter this was the scene on friday night and emotions were running high when the police chief hosted a town hall meeting to talk about the case, 300 people on hand and many in the crowd say the killing is a clear example of Excessive Force by Police Officers and they dont believe deadly force was necessary. The shooting was captured by several cell phone videos. Police say woods was shot by five officers because he refused to drop the knife that he was holding. The chief says those videos are being carefully analyzed. We werent able to enhance the last second of the video thats been on youtube and there does appear, if you slow it down by pictures, an extension of the arm by the suspect toward the officer. That will be part of the investigation. Reporter the officer tried to disarm woods using bean bag rounds and pepper spray before opening fire. Those other methods were not successful. And the chief has rejected calls for his resignation, saying hes going to continue to work with the community as this case continues to unfold. Thank you. Police in palo alto are searching for a man who groped a woman in her home after they couldnt agree on gardening work. It happened last tuesday at a home on kenneth drive. A woman in her 70s was home alone when a man knocked on her door and asked if she needed a gardner. After they couldnt come to an agreement, the suspect groped her chest and she theretoened to call police. Hes described at latino, 57, about 170 pounds with short straight black hair and drove away in a green pickup truck with writing on the side. If you have information, call police. A crash involving at least three cars was the scene as Police Responded last night. One suv ended up on the sidewalk and two other cars were damaged as well. One person was taken away in an ambulance. Police have not released any information about the crash. Be careful if youre out and about around bay area beaches today. Theres a warning act huge waves and strong rip currents. Reporter this warning that everybody should heed, we are here at ocean beach next to grant highway, minutes away from that high tide. We found one surfer who told us on a day like this, it can take up to 45 minutes just to paddle out where the waves are. Its been a little hard to predict. The reports havent been super accurate, so its been fluctuating a bit. But its been big and really clean. Reporter we did check out the online surf report and here you can see they are predicting waves today from 12 to 18 feet, more big waves predicts later this week. Despite efforts to block refugees, a family of six is expected to settle in dallas and a second is headed to houston. Nine more are due in houston on thursday. Last week the state of texas withdrew a request for a judges order to block the refugees but the state is moving ahead with a lawsuit, arguing federal law requires a government to consult with governors and mayors before relocating refugees. To the bay bridge toll plaza, thats backed up for a 20, 25 minute delay. Its not been affected by too many crashes but we see slowing in the car pool lane, which is concerning. Looking at the east bay, the commute has been heavy from 680 and 880 slow through 288. 24 and 280 are going to be slow as well because of earlier accident. Its kind of a tough commute out there. Its tough out there with a lot of fog. Temperatures and dew points are so close, the fog came together pretty fast. And the rainfall was about all north bay. The county supervisors spoke at a News Conference about half an hour ago, trying to reassure employees who may be nervous about their safety. There is much to be done in the coming days and weeks. And our focus today is supporting the victims and their families, doing all that we can to ensure the safety of our employees. While most county workers are returning today, the Environmental HealthServices Division where the shooting took place will be off for at least another week. And the interior minister in pakistan says hes launched his own investigation. The female shooter was born in pakistan before moving to the u. S. Last year and marrying her husband. Critics say the president isnt doing enough to address recent attacks in paris and San Bernardino. President obama addressed the nation last night from the oval office. Brian flores has why some say the president didnt calm fears. The president spoke to the country last night, laid out a plan to defeating isis. Part of the plan is continuing Strategic Air strikes on isis targets in the middle east. He says the u. S. Will continue to work with allies on stopping isis interests and also working on intelligence sharing. And he also says hes working on a possible cease fire and political resolution to the syrian war, and laid out to americans what we should not do, including a push for gun control measures and asking congress to pass legislation that bans people on the no flier list from obtaining assault weapons. Many say the speech didnt divulge anything new. We need to make it harder to buy high powered assault rifles like the ones used in the attack. Law enforcement agencies no matter how effective they are, cannot identify every wouldbe shooter. If we want to deal with the refugee problem, create safety inside of syria. Close to 300,000 people have been murdered either by isis or assad. The president also called for muslim communities to speak out against extreme ideologies from groups like isis and recognized the attacks entered a new phase. He called on many Tech Companies to work with Law Enforcement to pinpoint suspected terrorists. The debate continues. Thank you. The San Bernardino shooting caused concern for many communities with large numbers of muslim residents. In fremont, organizers had a vigil last night to stand for the victims and honor First Responders and promote peace. They say its important to acknowledge what happened and not to give up or feel hopeless event in the face of senseless violence. Its for peace as well as call for action, that enough is enough. We need to do something, stand up as community leaders, get the community together. They say leaders will challenge politicians to do more, saying even small steps can lead to larger ones. The faa expects a lot of drones to be under trees this holiday season. And thats causing big concerns about safety up in the skies. There was a near collision between a drone and helicopter over the weekend . Reporter a lot of people see drones as toys and the faa is predicting a million drones are going to be given as Christmas Gifts this season. Thats just and extra thing, like a drone for a pilot here at the san jose airport to have to worry about. The latest incident was an International Student from china who lives at this home in martinez and was flying a drone that cost about 1,000 on saturday. It can go as high as 4500 feet, which puts it in the path of an aircraft. Authorities say he was flying it too high and let it get out of sight. It came within 30 feet of that chp helicopter and the pilot had to quickly bank the helicopter hard to avoid colliding with it. We talked to a local pilot over the phone this morning who told us the faa needs to be more proactive when it comes to making stricter regulations. I think were waiting for the first bad thing to happen and then the faa will spring into action. I dont think theyre going to go to manufacturers of drones and say, we have to do something so heres some basic deadlines of what you can and cant do. I dont think theyre going to put their toe in the water till something bad happens. Reporter that helicopter was going over 100 miles an hour and the drone could have gone through the windshield or into the rotors bringing it down. The host family says that student didnt mean any harm and he was not arrested but he could be cited depending on the investigation. The attorney general announced the new probe after there were more protests in chicago over the death of 17yearold Laquan Mcdonald more than a year ago. He died after being shot 16 times by a Chicago Police officer whos now been charged with murder. The death is already being investigated and this new probe will expand to include more than the shooting death of mcdonald. Its important to note that when you do a pattern and practice investigation, particularly when we focus on the systems involving use of force, deadly force and accountability, what we are looking at to see is how does the Chicago Police department track and treat those types of actions. The city council already approved a 5 million settlement with mcdonalds family. Chinas smog problem is so bad, that today in beijing people are being told to stay inside and stay out of their cars. It is their first red alert for fog. Schools are closed and there are restrictions on traffic to keep half the citys vehicles off the road. Its not expected to improve until thursday and is blamed on coalfired power plants and emission and factory work. Tonight could be interesting in San Francisco. The naacp is hosting a Community Meeting about the deadly Police Shooting last week. And some people are calling for the chief to resign. Reporter emotions will be high here tonight as they were with the Community Meeting held friday night. Many in this community are angry and frustrated over the killing of mario woods last wednesday. Some are calling for the police chief here to step down as a result of what took place. With all that being said, there will be another Public Meeting on this case, happening tonight at the Third Baptist Church in San Francisco. This will be hosted by the naacp. Much of what took place last wednesday on that street was captured by witnesses on cell phone videos. There were several of them. San Francisco Police say woods was shot by five officers because he refused to drop a knife that he was holding. You could have shot the guy in the leg . Reporter things got heated this past friday night in a town hall meeting about the case. Nearly 300 people were on hand and many in the crowd made it clear that they believe this killing shows Excessive Force by San Francisco police, although the chief is standing by his officers in this case and believes they were justified. Hard meeting, you know, raw feelings. People have a right to be upset. We have a responsibility to go to the community and have the discussion. I think a lot of people in that room are friends of mine. Reporter and officers did use pepper spray and bean bags on that suspect, ineffective. This will happen at the Third Baptist Church on mccallister street in San Francisco tonight at 6 00. You can imagine a lot of people in this community will be on hand. Part of the reason is those foggy conditions that could make it tough to come out and they cant see where if waves are breaking. We found one surfer and he said there was too much water coming in at once to make for a good day. Just a lot of water coming through in the sides. I think if the tide goes out, it will probably clean up. Its kind of day by day. Its got the size but its not very clean. Reporter we did check the surf report thats predicting waves today between 8 and 12 feet. They are predicting big waves also on thursday, up to 14 to 22 feet. This is not a time for amateurs or anyone whos not comfortable with the water to get too close. There will be rip tides out there and high waves and a lot of churning out there. I spoke with a doctor momentsing a and he said both fake and real can cause cold like problems and even severe allergic reactions. More than a third of u. S. Households will set up a tree this year, so real or fake . Doctors in American Family care says real trees are the biggest culprits for trigging severe allergic reactions. It could take a couple weeks and they suggest wearing gloves and long sleeves when you pick up the tree. You can also spray the tree with water before bringing it inside. If the reaction is severe, avoid the real or live Christmas Trees altogether. But fake trees come with their own warning. The main problem is they are stored in the basement and shed, and theyre going to collect pollen and dust over the years. Use a blower to get rid of all the allergens before you put that up. And make sure the tree is as cleaned off as possible and try to find out what materials were used before buying a tree, particle if you have allergies.
