We have the big traffic story this morning. Big rig crash on the on ramp to interstate 80 in richmond. Chp hoped to reopen it now, but the ramp still stay closed for hours. Alex savidge is there with an update. Reporter yes, sal, theyre trying to sort this out. Crews are going to drag this tractortrailer down the on ramp here, the carlson boulevard on ramp. Theyre going to move it to an area where they have more room to maneuver it so they can off load hay thats in there and hoping theyll be able to flip it upright. All of that may take a while. In the meantime, this on ramp is going to remain closed, probably for another couple of hours. The driver lost control on the freeway at about 2 00 this morning. And he went right over the guardrail, down this embankment and then landed on the on ramp on its side. The truck was on its side. Loaded with hay, headed to oakland. Also hit the sound wall, sending cinder blocks flying into the street on the other side of the on ramp. The driver of the truck, i talked with him, he tells me he simply swerved to avoid another car that cut him off. But the driver was not hurt. Hes certainly thankful for that. I feel lucky. Yeah. I dont blame you. Could have been worse. I know. I see a lot of people getting hurt really bad, hurt somebody. Those things are really heavy. Reporter chp is investigating the exact cause of this crash. It doesnt appear as though the driver of that big rig will be cited if any way. The bigger issue is trying to clear the tractortrailer out of the way and get this on ramp back open. You can see now they have two large tow trucks here at the scene. Theyre going to hook them up to the tractortrailer, pull the trailer all the way down here to an area of the on ramp thats a little wider so they have more room to maneuver, then offload hay thats on there and flip this thing upright. Thats the game plan. Well, of course, be here to see how it all plays out. And here we are in the middle of the morning commute. Alex, thank you. New this morning, a car chase through the streets of hayward ended in officerinvolved shooting. Janine is live there. Reporter this is new information that a sergeant told me about the suspect. The suspect was a sex offender under megans law. He has a rape conviction. At the time deputies had no idea who they were after, just that this man was driving a stolen car and this all ended here in this neighborhood. It was very intense. The driver was just being erratic. He ended up backing up into this lawn of this house. You can see all the damage from the bricks when he did that. And then deputies say thats when he started charging at officers. And then he hit this telephone pole. Heres video we took of that stolen car that the suspect was driving. There is a bullet hole in the windshield and hood and it got smashed up. Alameda county sheriffs spokesman told us the suspect used the car as a weapon and tried to run the deputy over. Deputies started chasing the car around midnight and spotted it on eighth street. The pursuit went through surface streets and finally ended when they had him cornered the in the neighborhood. The deputy feared for his life because the suspect started accelerating and thats why he ended up firing several rounds. Those gunshots woke up neighbors. I heard, like, four or five of them. And then my daughter was like oh, mom, theres gunshots. And i was like i heard them. Thats when i put her inside and i came and looked and cops were coming from everywhere. Reporter the bullets did not hit the driver and he was uninjured. He was arrested. Were told he is 26 years old and already had a warrant out for invading police on a different incident. There was a female passenger who was with him. She was questioned, but not arrested. No deputies were injured in this whole situation. Theyre wrapped up here at the scene and now they are going to carefully go over that stolen car just to look for evidence at their tow yard. Thank you. Time 7 08. Sonoma county teenager filed a civil rights lawsuit against a sheriffs deputy claiming the deputy used Excessive Force against her during an altercation at her home. It happened june 13th at a Graduation Party for 18yearold gabby lemos. Deputy holt n stopped to investigate a double parked truck. Grabbed her sister from the passenger seat and thats when she tried to intervene. She claims the deputy threw her to the driveway and ground her face into the grafl. The Sheriffs Department said that deputies behaved with restraint and professionalism during a highly volatile situation. Gabby reportedly will be charged with resisting arrest. Recent discovery on a remote had hillside in los gatos prompts a new search for missing teenager. Seven volunteers spent five hours scouring an area in the santa cruz mountains. Dog walker discovered a human skull there last month. The Sheriffs Office told sierras father there is no reason to believe the skull is hers, but searchers are Still Holding out hope they can provide some closure to her family. Burlg game and san mateo is not bad. Let me show that to you. Today is much better than yesterday. Northbound the to southbound 101 to south San Francisco. A little slow into the valley on 101. Also keeping an eye on a big construction project in San Francisco thats shutting down part of van ness avenue all weekend. Were looking at whats causing it and how to get around it. I feel like im giving you an assist on traffic. You are, buddy, giving folks an idea of what is going on on van ness. You can see what the detours look like as you make your way through San Francisco. Van ness is closed between post and geary, but the detours start several blocks in either direction of that. Drivers need to be ready for delays as they make their way through the area. Crews are working to divert traffic on to side streets as early as possible so they dont bottleneck at the closures. The last block on either side is a virtual ghost town. Crews are working to divert traffic off van ness. Only muni and emergency vehicles are allowed through that area between post and geary. Big trench there, workers to remove the temporary tunnel structure that had been in place. Theyre working on a permanent tunnel. Weve talked with the Construction Company this morning and they say so far the project is on schedule and they want drivers to leave extra time to make sure they can make their way past this major project. Were right on schedule this morning. Things have worked out nicely so far. Weve checked the detour. The detour is enacted. We havent had to process all of our relief valves yet. The traffic isnt that heavy. But we expect heavier traffic between 8 and 9 00. Relief valves he was talking about are the ways of getting traffic on to the side streets there. Work going on underground there. The closure means that traffic detoured for several blocks to the north and south, trying to get traffic off van ness and on to the side streets. Northbound traffic is going to be diverted on to franklin. The work scheduled to run through sunday night and wrapped up in time for monday mornings commute. Coming back to our live shot, if you take a look at our gopro shot mounted on front of our truck, this is the diversion detour were trying to take. A woman was hit and killed last night in Contra Costa County after she got out of her car following a minor car crash to Exchange Insurance information with another driver. This happened about 7 30 last night just outside of concord. The chp says two cars were involved in a minor crash. Two women and a man got out of their cars. They were exchanging Insurance Information when the chp says a third car came up from behind and slammed into the cars. A 35yearold woman from san bruno and a 36yearold man from San Francisco were hit. They were later taken to the hospital with serious injuries. The woman later died. Chp still investigating, but says drugs and alcohol do not appear to be a factor. 7 37 now. The planned implosion of the largest pier of the old span of the bay bridge is set to happen tomorrow morning. Brian flores live on Treasure Island with how its gooding to happen and what going to happen and what it could mean for traffic. Reporter it could impact traffic saturday morning. We have a bay bridge spokesperson here to talk more about that and talk about this planned implosion. Good morning to you. There is a couple of points of clarification that we need to address first. The first thing is that there is actually a sign out there this morning, but theyre not accurate. Weve been testing our signage for the actual implosion. I just want to clarify that the window of time for the implosion itself tomorrow will be 7 a. M. And so the rolling block, the time that the traffic will be delayed, is 5 to 15 minutes beforehand. And then immediately after the implosion, the traffic will be allowed to proceed. Were working very closely with chp to ensure as little inconvenience will be given to the public. Were working really hard to ensure this delay will be short and the traffic can move forward quickly. Bottom line, the bay bridge is not expected to be closed for a full hour, correct . No. That is not our plan plan. The second point of clarification is this isnt something we were talking about. When we talk about implosion, the scenes in vegas where they try to demolish the hotels and stuff, but youre not going to see anything from the bridge, right, from the surface . No. There will be nothing to view be on top of the water. The bike path will be closed. Encouraging the public to stay home. Look at it on the internet. It will be live streamed. Chp will be on the bay bridge, but also in the bay on the water, ensuring that any boat traffic will steer clear of the area as well. This was quite a process to get everyone on board. Were talking about a lot of environmental groups as well. You were talking with doing an implosion underneath the water thats going to affect sea life, could affect the birds as well. Whats the plan in . I understand there is going to be people out there, experts monitoring that as well . We work with local, state, and federal agencies, all of the resource agencies to ensure that were being environmental stu address. There has been a great deal of monitoring going on prior to the blast, during the blast and post blast. There will be significant presence of environmental specialists that will be here ensuring that we are doing everything that is environmentally sound. Whats the next window of opportunity to do this again if there is something that goes wrong . If there is something that delays the process, being a maamal in the area or what have you, our second window of opportunity will be at approximately 1 p. M. Tomorrow. And that will probably impact traffic even more. Yes. But we have chp in place ready for the second window of opportunity as well. Thank you very much. This is a go so far for the planned implosion of the older part of the pier on the old eastern span of the bay bridge. Brian, to reiterate what we heard, though the signs say bay bridge closed from 7 to 8 tomorrow, the closure starts about 5 to 15 minutes before implosion set for 7, so this could be a halfhour, 20minute inconvenience some. Exactly right. If if even that from what were hearing. The signs say 7 to 8, but thats the case. Were talking 15, 20 minute block of time from when the planned implosion is supposed to take place . Yes. 5 to 15 minutes on the front end and potentially on the back end. As soon as the implosion occurs and all is clear with chp, traffic will proceed as before. Yeah, leah has gotten several phone calls from people very concerned that this was going to be a straight hour of a closure. But you heard from your bay bridge spokesperson here that its going to be a 15, 20 minute window when this implosion happens, scheduled for tomorrow morning at 7. Were going to start off looking at the east bay because that has the busiest traffic right now. Bay bridge is improving a little bit. On fridays sometimes we get a little bump, a little break here. This morning were seeing a little improvement already. Looking at interstate 880 northbound, we see the slow traffic past the Oakland Airport exit heading up to downtown oakland. Southbound 880 continues to be one of the worst commutes today. Started off bad with a couple earlier accidents. Southbound 238 down to fremont. Northbound 101 is filled in from about mik key all the way up to Mountain View. 8 03. Lets go back to the desk. Major on ramp, interstate 80 in richmond remains closed. Weve been on this since 4 00 this morning. The carlson on ramp was shut down, a big rig flipped over carrying a load of hay. Alex savidge is out there. Is is there a new timetable to reopen the area . Reporter there certainly is. Clearing this has turned out to be a challenge. Now chp is estimating they may not have the on ramp back open until 1 00 this afternoon. That may be a conservative estimate, but it is going to take quite some time. This tractortrailer that flipped over last night, its hard to see here through all the chp trucks and the tow trucks and all that. But it is down there and it is loaded with hay. Its just turned out to be a bit too heavy to flip over for these tow trucks. What crews are going to do is they are in the process of dragging this tractortrailer loaded with hay down the on ramp to a wider area of the road where the tow trucks have more room to maneuver. Theyre going to offload some of that hay too. The driver lost control on the freeway about 2 00 this morning, went off the side of the freeway westbound interstate 80, and then he wound up on the on ramp on his side. This all happened, again, 2 this morning. The truck was hauling a load from the sacramento area down to oakland. And that big rig did hit a sound wall on the side of the on ramp, sent cinder blocks flying. But really the truck didnt hit any other cars. The driver was not hurt, which is really incredible. And i did talk with the driver of this big rig. He told me that he swerved to avoid another car that had cut him off on the freeway. I tried to not crush it and i ended up in the road. You went right off the freeway . Yeah, right off the freeway, you know. Just tried to prevent an accident from the car. Reporter the chp investigating the exact cause of the crash. It does not appear as though the big rig driver will be cited, but his company will be picking up the tab for this drawn out recovery process. We bring you back to the live picture, still going on six hours after this Early Morning crash, moving this tractortrailer out of the way. This on ramp has turned out to be quite a challenge. Crews dragging it to a wider area and then offload some of that hay. Then use the tow trucks again to try to once again flip this thing, get it on its wheels and tow it out of the way. The estimate from the chp, this on ramp may not reopen until 1 00 this morning. This has changed the morning commute for a lot of drivers. Reporter yeah, obviously people coming from neighborhoods in richmond, this is their normal route, they like to come and get on the freeway here at carlson boulevard. Theyre going to have to make their way over to central to get on the freeway. Also important to point out, this is not impacting traffic on interstate 80. Its not impacting traffic. New this morning a car chase through the streets of hayward ends of gunfire near the airport. Janine de la vega, youre in hayward now. This sounds pretty intense. Reporter it was really a crazy situation, dave. Deputies had to make a split second decision. We spoke to the woman who lives in the home. She heard the gunshots and that suspect crashed into her brick wall here. You can see the tire tracks down here in the grass. She was watching this all from her window. She was worried and freaked out because her kids room is right there and she thought the car was going to crash into their room, but it didnt. This all ended up starting at midnight, Alameda County sheriffs deputies say they spotted this stolen car on eighth street. They started chasing it and that went on for five minutes through the surface streets. They xhas chased the car they chased the car into the dead end street and thats when the car smashed into the wall and came to the front lawn. The deputy got out of the car but says the suspect started accelerating and tried to run hill over. He fired several rounds at the car. The resident who lived at the home was panicking. The car, it will go there, reverse is its going to be in the kids room. So crazy, very crazy last night. Youre very calm last night. Were you freaked out . Oh, yeah, was like my heart here. Sheriffs Spokesman Says the deputy feared for his life and thats why he shot. The male driver was not hit. The bullets went through the windshield and hood of the car. Hes 26 years old and has prior violent felony convictions, also a warrant out for evading police. A female passenger was with him. She was questioned but not arrested. No deputies were injured in this whole incident. Besides the damage that you see here from this brick wall, after that, that is when that car accelerated. The officer fired. The car then crashed into this telephone pole. And really you cant see any damage, so its lucky that it didnt fall over and there was no more damage. Then that would have been quite a dangerous situation. The it was a telephone pole there. But the scene is wrapped up. At least a dozen lawsuits have been filed in connection with the deadly balcony collapse in berkeley over the summer. Bay bridge toll plaza, youll see that traffic is backed up out to the mcarthur maze. But even 880 ramps are improving. This morning waiting around has helped. The all goes well, a large if all goes wall, a large piece of the bay bridge will be blown to smither eenz. It will only take a couple seconds, but planning it for years. This was supposed to take place last week, but there was an issue with the pablging that carried packaging that carried the ordnance. Earlier there were signs saying the bay bridge will be closed from 7 to 8 a. M. , but the spokesperson says thats not entirely accurate. If all goes as planned, it should only take about 15 minutes from beginning to end. Chp will be out in force again tomorrow for the closure on the bridge and even enforcing boaters from getting too close in the water. What were doing is going to the least impact to the environment, whether youre talking about the fish, maam als, water. Every aspect of wildlife and the environment has been considered. Reporter now, officials also say this wont be anything like you see, for example, a vegas Hotel Implosion that youll see on land. In fact, the implosion will be mostly underwater. The best way to see anything of this implosion is to actually stay home, go on the internet. They installed a camera under the water and that will stream it live on the internet. As we take it back out here live, crews putting on the finishing touches today, likely into tomorrow morning. There is a lot at stake. Several people are going to be out in the water, even mental groups included environmental groups included in that. If this turns out to be a success, you could see another project like this happening on other portions of the bay bridge as well in the future. Brian, when you spoke with the spokeswoman earlier, she said if there is a maamal in the area, even Something Like that, a single maamal, that might delay the implosion. Yes. The timing is also key. We talk about the environmental impact. Talking with the experts they talk to, they say around this time is around the perfect time for this. They say a lot of the birds that are typically here have migrated south. Theyre trying to also say that there is going to be a least impact in terms of the sea maam als in the water as well. There is going to be plenty of p people in the water, a lot of environmental people out here, sea life experts as well. Theyre going to be on boats in the Water Monitoring that. If there is any instance of anything going wrong, theyre going to stop it then and there and delay it. By the way, if it doesnt go as planned at 7, the next window of opportunity is 1 00 in the afternoon, certainly would have a bigger impact on traffic for the saturday commute. Right. The earlier the better. Brian, thank you. Time 8 37. Major San Francisco street closure is going to last all weekend. Section of van ness is shut down for construction. Christein kafton has been on the road in San Francisco all morning for us, doing a great job of showing us the work thats being done and good ways to get around it. Reporter yeah. I tell you since weve taken this ride about four or five times now, we have a little perspective on the morning commute. Its definitely going a lot slower now than it did before and that stands to reason. Were getting closer to 9 00 when a lot of folks show up to work. This can give you perspective on what the traffic is like as we approach the construction at post and van ness. The detours start several blocks in either direction where theyre trying to funnel as many drivers off of the road as possible. This means delays for a lot of people going through the area. Crews are working to divert traffic on to the side streets as early as possible so they dont bottleneck when they reach post or geary where the street is completely closed off. We have video that we shot this morning of the closure on van ness. On either side, you can see what ive been calling a virtual ghost town. Crews are working to divert as much traffic off van ness before they get to the closures. Muni and emergency vehicles are allowed to pass through. The actual work is between post and geary. Workers are removing the temporary tunnel structure that had been in place as crews work on the permanent tunnel. We talked with the Construction Company and they say so far the project is on schedule. They want drivers to leave extra time to make sure they can make their way past this major project. Right on schedule this morning. Things worked out nicely so far. Checked the detour. The detour is enacted. We havent had to process all of our relief valves yet. The traffic isnt that heavy. But we expect heavier traffic this morning between 8 and 9 00. Reporter while the work is going on underground, traffic will be detoured for several blocks north and south. Theyre trying to get traffic off van ness and on to the side streets. Northbound traffic diverted on to franklin. Southbound on to gaw. The work, again, scheduled to run through sunday night and should be wrapped up in time for the monday morning commute. Coming back to our live video so you can get a sense of what this is like. Were at van ness and bush right now. You can see there are emergency vehicles here, dpw trying to get people off of van ness. Were coming up to the actual closure here. You can see how it narrows down and how traffic is being pushed on to the side lanes. As you can imagine, anytime that happens, it makes for delays for people getting through the area.
