A tiny bit out toward the San Ramon Valley. We had a little rain yesterday afternoon. But we had some in the morning. But also a little piece of energy came floating down. That gave rain from lake county to marin county. A little system right there. There it goes. That gave us rain. But its gone. What is left behind is fog. That is the system responsible. Some low clouds and fog in place but they are getting chewed up by a northerly breeze on the coast and also in the Higher Elevations. A few 40s. A lot more 50s. A couple of 60s. If there is a breeze, that is what is holding the temps up. South, southeast. North, northwest. Its been kind of crazy here. A mountain of High Pressure for today and tomorrow. Not going to last long. It will cool down by the weekend. Sunshine and breezy today after patchy morning fog. 70s for the rest. All right sal 7 02. It has ban little busy. It has been. A lot of people are hitting the road. We are looking at a rise in the drive time between the carquinez bridge and the maccarthur maze. We will start there on interstate 80. If you drive through hercules, richmond, and el cerrito most of the slow traffic is there. And at the bay bridge, there is a backup there of about 20 minutes before you make it on to the bridge. 580 has been a mess. We had an earlier accident at vasco road. We also had a lot of slow traffic in livermore and 680 is slow right from the dublin interchange heading south toward the sunol grade. 880 is also slow from the 238 interchange all the way to tree mont. 7 02 lets go back to the desk. South bay restaurant is closed after several people ate there last week and became seriously ill. Janine de la vega is live at that san jose restaurant. And the county Health Official has taken away its Health Permit. Reporter yes, they have. There is definitely a health alert out. This restaurant it gets rave reviews for its seafood on yelp. It wont be able to open in it gets clearance from the county because of what happened over the weekend. The Health Department says more than two dozen people who ate there on friday and saturday came down with a fever and diarrhea. Many were admitted to the hospital and 11 of them are in the intensive care unit. Health Officials Say the transmission of the disease can happen by eating food prepared by an infected food handler or direct person to person contact. We spoke to a longterm customer of maurice san juan. I like the food. It was really good. Its really hard to find a good seafood place. And this is one of the spots. Its been around here for years. This is the 23rd street overcrossing over 880. On the left side off in the distance, you can see where there is a chain link fence that is still there. On the Southern Side it used to have a chain link fence just like that. That is the fence that fell. The sidewalk will remain closed in further notice. You can tell this overcrossing has been reopened to traffic. Lets show you up close video. The fence that used to line the Southern Side of the overpass is completely gone. Its now a straight 25foot drop to the freeway below. Yesterday without any warning it broke off and fell on to the 880 traffic below. It happened around 6 30. The falling debris sparked a car fire but luckily the man inside that car fire was able to escape without any injury. A total of eight cars were damaged but no one had life threatening injuries. Its a freak accident and every Single Person were just relieved they walked away from it alive. They were pretty shaken up by the nature of what happened. And by the amount of cars that were involved in it. Reporter even the veteran chp officers who responded to the scene were shocked by what happened. Drivers that were caught in the commotion shared a lot of video on it on social media. A caltrans engineer i spoke with this morning said he was not sure why the fence fell. That is the focus of a larger investigation that is still under way. I reached out to caltrans Head Quarters but still no word as to why this whole hinge started in the first place. In the meantime drivers can drive on the 23rd street overcross because even though the chain link fence is gone, caltrans added a crash cushion so it makes it safe for cars but pedestrians cannot cross that bridge. Off duty chp officer has become the latest victim of theft in San Francisco after having his gun stolen from a parked car. The chp officers personal handgun with ammunition was inside that backpack, not in a locked box or trunk. Now San Francisco police are trying to recover the gun. San francisco supervisor david campos wants to require all officers to secure their Service Weapons even if they are off duty. There will be a fallout today from the kate steinle shooting. The San Francisco board of supervisors will consider two resolutions regarding the cities policy regarding undocumented immigrants. One calls for sheriff Ross Mirkarimi to open a dialogue with u. S. There is a report that the Berkeley Unified School district could change the nail of one of its elementary schools. Lacont elementary is known to joseph and bill. The school board tells the daily cal making that change would be a long process and has not met to discuss 245 yet. Fault at city college of San Francisco planned to picket on campus. Teachers and counselors at city college have been working without a contract since the end of june. Now they are demanding what they call a fair contract. The faculty says the school is offering about a 2 pay hike from 2007 salary levels. The school says its offering more than that but would not be more specific. Also at the bay bridge toll plaza there is slow traffic there as you drive into San Francisco. We have a lot of slow traffic on the nimitz freeway down from hayward to fremont. If you move to the south bay 101 you will see slow traffic from blossom hill road up to the airport. 280 is very slow and so is 85. This south bay commute is full strength. At 7 17 lets go to steve. We do have some patchy fog out there. There is not enough let its also going down the coast. Off in the distance we had some in the city. Kind of warm there but cool inland as we had that system yesterday. We have rain in the morning from pacifica to daly city and Santa Cruz Mountains and san jose. In the afternoon we had a little system drop out of lake county. That is is the system. A little spin in the atmosphere. As it moves south High Pressure is building in. Speaking of going south, so is the fog. It looked just like a morning event. 40s and 50s and 60s. We have a few 40s up to the north bay. Napa was in there. Santa rosa was close. The breeze is just all over the place. Ive seen a northwest a north over nevada. Talk about High Pressure there it is. Up she goes. Its not going to last too long. Now lets go back to the desk. Berkeley police are stepping up patrols near schools after a man tried to lure three young girls into his van this past weekend. Its the third time it happened in a month. Ktvu fox 2 alex savidge is in berkeley with what is being done to keep kids safe. Reporter good morning. Students and parents and administrators in berkeley are on high alert and there will be extra Police Officers patrolling outside of will lard middle school after another attempted abduction in this area. And the latest one was on sunday night just about 6 00. About a half mile or so away from willard. In that case a man was standing outside of his van and he yelled at three girls to get inside. The girls all sixth graders ran off screaming and the man eventually drove off. And just a month ago there were two similar crimes in this same area on the same day. Parents of course are urging their kids to be cautious and willards principal says this string of close calls has her concerned. Parents i think are really taking it seriously and talking to their kids about what to do if something happens. But i also think it under scores how vulnerable our kids are. Reporter the man that tried to lure the students was described as hispanic this his 20s to 30s with dark hair and a mustache and he was driving in every situation an older model van either dark green or blue in color with tinted windows. He texted photos of young girls to another woman. Now the photos were not inappropriate but the woman became concerned and decided to report morris. They found child pornography on his cell phone during a search. He has worked in six Santa Roe Sam schools. He is due in court tomorrow. There have been several requests to rename a road in fairfax near the sight of a deadly shooting. Steve carter was shot to death near gunshot fire road on october 5th. The marin county parks Department Says its accepting ideas to rename that road now. Some have asked for the road to be named the steve carter trail. Three people have been charged with killing carter as well as a canadian tourist in San Francisco just days before. There were two small earthquakes in to minutes in in two minutes in san ramon. Now these are all part of the swarm of quakes weve been talking about that began a week ago in the east bay. Seismologists have recorded over 200 over all. One of the largest was a 3. 6 at 4 21 yesterday afternoon. In the past we have not seen these swarms lead to large damaging earthquakes. The likely scenario they will continue on for another couple weeks and gradually decrease. While the number unnerve some people, Scientists Say swarms are normal in the area. This morning we are hearing from one of the passengers on that Southwest Airlines flight that was bound for sfo that had to turn around after a man attacked a woman on a plane. Everyone was screaming. I thought it was a terrorist. Actor and bay area dj mark curry says he was asleep on that plane and woke up to quite a commotion. He says the man hit a woman and tried to choke her after she reclined her seat. Curry says people were afraid to flight attendants got up and said will you restrain this guy . I said yeah. The plane was sent back to lax where the man was escorted off the plane and was arrested. There is some scary moments captured on Surveillance Video after antifreeze started leaking on a school bus. This happened in Washington State after a heater hose ruptured in the back of the bus. The bus driver pulled over and the students got off safely. The chief said the officer would have been shot or killed if his partner hadnt shot or killed binee tas. Part of san jose known for desirable schools and neighborhoods is now dealing with a growing homeless issue. Camp cambrian is an area where they have been parking their rvs. City leaders agree the homeless situation is is a critical issue. Some say they want a safe place to park and not be harassed. Specially on the holidays when Community Centers and libraries are closed. Where else are we supposed to go . I have no concern with them raising this concern. The situation is not one we should be accommodating so they have every right to be upset about the lack of reaction. City Officials Say there are more than 4,000 Homeless People living in san jose. In addition to building Affordable Housing, the city hopes to launch a Safe Parking Program with 30 spots for people to live within their vehicles. San francisco offered big tax breaks to big Tech Companies. But did they help or hurt the city . Pam cook is back in the studio. Its being called the twitter tax break. San Francisco Mayor ed lee says it helps to attract and Keep Companies from moving out of the city. Critics say its too much. The San Francisco chronicle reports that businesses in the cities mid market area have avoided millions of dollars in payroll taxes because of this tax break. The cities Controller Office says that amounted to 34 million. Basically the tax break is given to companies that move into the mid market district. It allows them to cap their payroll taxes for six years. But the chronicle reports that break ran into the millions because the city includes Stock Options in its payroll calculations. That means its losing out for twitter and other companies that go public during that six year cap. Supporters tell the paper although the city lost 34 million in taxes, it gained thousands of dollars and a boost to the economy from those workers. That it would not have seen if twitter had moved to another city. Now according to the article, Six Companies qualified for that Program Last Year but that is down from 11 in 2013. But of course this story has so many aspects. We talk about Companies Moving in. What it does verses what it does not do and it also effects the living cost. You will see traffic backed up as you drive into San Francisco. I do want to mention and i should have mentioned it when i had the maps up. I do want to mention the dumbarton and san mateo bridges are super slow crossing the bay. All of them are going to be slow right now getting across. Lets go to steve in the weather center. They did not kick in in january. Both years did not kick in in january. March was the wet month at 11 inches plus for the season we ended up 46. 72. February it rained and rained. 14 inches. The Police Chiefs in richmond and san jose are among those vying for the police chief job in tucson, arizona. The city of tucson announced that chris magnus is one being considered for the job. San jose police chief larry escavel is also a finalist. Esquivel, magnus, and the other tucson finalists will interview with the committee next week. A man that was squatting in a vacant mansion stole some expensive art work. He was found living in a four bedroom guest house. Police say he took 11 works of art worth 300,000. We do have some fog still there but most of it is disappearing pretty quick and it will be sunny today and warmer. The breeze has picked up in the Higher Elevations and on the coast. It will translate into a warmer tuesday than we had on monday. Temperatures a little above average for the next two days but it looks like it will settle right back down as we head into the week and the weekend. Some of that fog it started off all the way up on the mendocino coast and down she goes. It will not last too much longer. A little system. A little spin in the atmosphere gave light rain. But that has flown well past san diego. 40s for a few but a lot of 50s and a few 60s. If there is any breeze its probably held up. Most temperatures are running cooler. Sunshine, breezy at times. Its the sausalito exit. There is a crash there and traffic is backing up. Its southbound 101 south of spencer. Im getting a better location from chp. But the traffic is going to be slow so its before the waldo tunnel here. But traffic is backed up all the way down to the mil valley shoreline highway. Essentially its backed up near that helicopter pad you see on the left as you drive on southbound 101 and you go up the hill and the crash is right before the tunnel so the traffic is going to be very slow. Its unexpected backup. Lets take a look at the Golden Gate Bridge and southbound 101 is actually looking pretty good. I think i made a mistake. I didnt put the bridge in there. Sorry about that. We are looking at the bay bridge. That is backed up from the maccarthur maze to the bay bridge toll plaza metering lights. There is the Golden Gate Bridge. These guys save me every day. Southbound 101 looks good because everyone is held up at that crash before the bridge. Northbound 280 is improving coming across the corner but its still very slow. 85 is slow from 87 and 101 is backed up from blossom hill road all the way to sunnyvale. That is becoming a normal thing. 8 03 lets go back to the desk. At least 20 people became very sick after eating at a south bay restaurant. Now ktvu fox 2 janine de la vega reports the santa clara Health Department has shut down the business where they all ate. Reporter the county has temporarily suspended the Health Permit here in san juan. A sign has been slapped on the door letting customers know about it. The Health Department is is investigating what happened inside on fourth street. The department started getting reports from hospitals over the weekend that more than 24 people were suffering from a fever and diarrhea after eating at the restaurant. 11 of those that fell ill were admitted into intensive care. Doctors determine they were suffering from shigella. The disease can be transmitted by eating food prepared by an infected food preparer. We spoke to maoris koa san juan customer. County Health Officials believe there are many more people have become ill and have not reported it yet. Anyone who ate at the mariscos san one should see a doctor immediately. We heard from a driver caught in the mess when the the fence fell along interstate 880 in oakland. Without any warning the chain link fence just broke and fell from an overcrossing. It damaged eight cars and sparked a car fire. Off duty chp officer has become the latest victim of theft in San Francisco after having his gun stole fran a parked car. The officer parked his personal car on howard and eighth and went to grab food. About 20 minutes later he returned to find that someone had smashed the front passenger window and stole a backpack. The chp officers personal handgun with ammunition was inside the backpack. Not in a locked box or trunk. Its an officer safety issue so we notify everyone of the outstanding firearms and to keep an eye out for it. San francisco supervisor david campos wants to require all officers to secure their Service Weapons even if they are off duty. He plans to amend his ordnance to include personal weapons. Leaders will examine a proposal requiring drug and Alcohol Testing for taxi drivers. Cabbies would get tested for drugs when they apply for or reknew a permit, drive after an accident, or under suspicion of drug use. This resolution would bring the city into the same standard of california. Cabbies with the medical marijuana card must still be tested. Applicants will be denied a permit to drive a taxi. Happening now faculty at city college of San Francisco plan to picket on campus. Counselors have been working out a contract since the end of june. Now they are denying what they call a fair contract. They are offering a 2 pay hike from 2007 salary levels. The school says its offering more than that but wouldnt be more than specific. East bay mud is experimenting with a new water main pipe that can withstand a major quake along the hayward fault. Crews are installing new piping within the berkeley hills. Its made of hightech japanese iron. The pipe cost almost four times as much as usual materials but could prevent a lot more damage when a major quake hits. Were installing it here in the kenningston area because this is an active landslide zone as well as the street is where the hayward fault crosses. So this is an opportunity for us to test earthquake proof pipe in an area that sees a lot of ground movement. Now in a related seismic project in the Oakland Hills, east bay mud replaced several enormous water transmission pipelines that were built in the 1920s. Earthquake on the hayward fault would have destroyed the old pipe cutting off 800,000 customers. The nfl is holding a Public Meeting to talk about raiders possible move down to los angeles. Those pictures mean a lot to both of you. You each lost homes in the Oakland Hills fire. Mayor schaaf you were away at school but your fathers home burnt to the ground. Yeah i was in law school but i got the call you every expect. My dad was at my sisters house and his entire house was gone. Everything in it gone. It must have been eerie to come back to your neighborhood to see nothing. Yes. I came the next weekend when they allowed them to come back to the area. And all we could find my sister found my dads gold spurs a camp award. Deputy chief you were fighting the Oakland Hills fire while your own home was burning. Tell me about that. I was off duty that day. Got to work and went into my normal assignment. Went up the hill. It had blown up on the one side of the freeway but they were going to hold it. I got given a division on the other side of 13 and basically my home was on the one side of the freeway. I was on the other side. And we lost the one side of the freeway and then it eventually jumped over and we were fighting fire on the other side. As we look at how the area has changed in the past 24 years, a lot of people rebuilt. Im guessing a lot of people that live in that burned out area have no recollection. They probably werent there. Is there a sense of complacency . We were saying you need to be vigilant. That is the message to both sides of the equation. That we need to enforce fire code so that its a safer area and to the residents we need to enforce fire code. This is not a come around once a year and mow your lawn type of thing. This is is a constant keep defendable space. Cut the property back 30 feet. Look for lighter fuel. Its an ongoing effort. Has Fire Fighting changed since then . Oh yeah. We have as a result of the hill fire we made a lot of improvements. We trained and equipped to a higher level. We were able to handle a fire like we have never before. I was up there wearing structure gear. And now we are lighter, we have the proper gear on, proper training and the communications have improved. What oakland did to coordinate all the other departments that responded is now a national model. So that unified command structure that fits inside outside agencies is something we learned the hard way but other cities are benefiting from. We are showing pictures of the Oakland Hills today. These are some of the really grand houses that was rebuilt on places that were smaller homes there. The neighborhood has changed completely. What do you have to say for those People Living in the areas that were burned by the valley fire who are now just a couple weeks back into being allowed into their own neighborhoods and they are starting a process im guessing you both say will take many years to fulfill. It does. But there are organizations out there that help homeowners advocate with their insurance companies. To make sure you get everything you are entitled to. You have to replace every last thing. Every last pillow case, pot holder, spoon, fork. Its a huge task to rebuild a home. Not just the structure but the things in it. Right. And im sure deputy chief you would tell us never to double park when you are in the Oakland Hills. When you see something smoldering, report it. We will turn out for whatever we get called for. So once again i mean i keep going back the individual lens. People immediate to remain aware. Keep their head on a swivel. Look for things out of place. Look for cars that are parked illegally. Keep those roads accessible. And with our drought its even more important. We have hot weather today, we have winds. These are the kinds of conditions somewhere to be really careful about. We also have an accident approaching the Richmond San Rafael bridge and traffic will be busy. We have an accident west 80 at carlson on the east shore freeway. The Biggest Online retailer claims people have been hired to write positive reviews of various products. Some of the writers have been getting paid as little as 5 to influence shoppers. Amazon says that violates its terms of use. And it violates Consumer Protection laws. Deceptive reviews are becoming more common but we have tips on spotting a fake online review. Consumer educators say beware of extremes. The very negative or extremely positive reviews they say are probably fake. The false reviews often using more extreme language. They say the real reviews are more likely to focus on the product or the service. With the fake ones talking about really unimportant details. A fake would talk about the reason for a trip rather than the size or view of a hotel room. Also watch out for jar began. Reviews that include the full name or model number of a product maybe a way to make the items show up. Weve had slow traffic all the way across the span to the peninsula. Southbound 101 is a huge mess because of an earlier accident near the tunnel. They are clearing it out but traffic will still be slow as you drive through. And getting into marin we have an accident westbound 580 near toll plaza. And traffic is backed up. Westbound 80 at carlson there is a crash. We also have a lot of slow traffic on 880 north and southbound into and out of hayward, san leandro, and oakland. We have a lot of slow traffic still left. Lets go back to the desk. An east bay overcrossing that over looks interstate 880 still closed. A long strip of fence fell last night damaging cars and creating a messy commute. Allie rasmus reports from oakland where caltrans crews are still trying to figure out what caused the fence to come down. Reporter the 23rd avenue over crossing reopened to traffic around 6 00 this morning. The sidewalk will remain closed to pedestrians in further notice. This is the reason why. The fence that used to line the Southern Side of the overpass is gone and its just a straight 25foot drop on to the freeway below. Last night without any warning the fence on the Southern Side broke off and fell on to 880 freeway traffic. It happened yesterday around 6 30. The falling debris sparked a car fire but luckily the man inside that fire was able to escape without serious injury. Another driver was injured by broken windshield. At least eight cars were damaged by the falling fence. Amazingly no one had life threatening injuries. Its a freak accident and every Single Person was just relieved that they had walked away from it alive. They were pretty shaken up by the nature of what happened and by the amount of cars that were involved in it. Reporter drivers that were caught in the commotion shared video of it on social media. The caltrans engineer i spoke to this morning said he wasnt sure why the fence fell. That is still the focus of a caltrans investigation that is under way. I reached out to caltrans headquarters to get more answers about that but still no word as to why the fence fell. In the meantime though cars and trucks can drive over this over crossing but pedestrians cant walk on it because again that fence that used to be there to protect the pedestrians is now gone. Investigators say he texted photos of young girls to a woman. The photos werent inappropriate but the woman became concerned and decided to report morris because he said he made sexual comments about them. Investigators say they found child pornography on their cell phone during a search. He has worked in six santa rosa schools in the past two months. Hes due in court tomorrow. A part of san jose known for desirable schools is dealing with a growing homeless issue. Camp cambrian is an area where the homeless has been parking their rvs. Last night about 80 people attended the meeting to talk about a problem. It was hosted by City Council Member donald. While the homeless situation is a critical issue, some say they want a safe place to park and not be harassed. Especially on sunday and the holidays when Community Centers and libraries are closed. Where else are we supposed to go . I have no problem with them raising this concern. I completely agree with them. The situation is not one we should be accommodating so they have every right to be upset with the lack of inaction or slow response. City Officials Say there are more than 4,000 Homeless People living in san jose. In addition to building Affordable Housing early next year, the city hopes to launch a Safe Parking Program where 30 people will have spots to live in their vehicles. There is no relief from the earthquake swarm in San Ramon Valley. Two tiny quakes hit the area just 90 minutes ago. Magnitude 9. 9 was registered at 7 00 a. M. These are all parts of the swarm of quakes that began a week ago in the east bay. Seismologists have recorded well over 200 earthquakes. One of the largest was a 3. 6 that came at 4 21 yesterday afternoon. In the past we have not seen these swarms lead to large damaging earthquakes. The most likely scenario is the earthquakes will continue on for the next couple of week and gradually decrease. Another round of storms hit that area over night prompting a swift water rescue. This is new videotexen video taken within the last 30 minutes. Rescuers are trying to get to people who are inside that van. It looks like they are pulling one of the people out at this time. We understand this rescue is still ongoing right now. The latest storm system comes after major storms rolled through the area last week. This is again in phoenix, arizona. It created a dust storm and knocked out power to thousands of people. Arizona police say a man who drove his suv into a lake killing himself and his family did it on purpose. The deaths of 27yearold glen baxter, his estranged wife danica and children are being investigated as a murder suicide. The crash happened sunday morning in a phoenix suburb. Surveillance video shows baxter speeding into the lake. The children who died range from age from 13 years old. The oneyearold just turned one on friday and my niece was planning to have something for her at the park. But she didnt get a chance to. Family members say baxter and his wife separated several months ago. Police say the two got into an argument about their children the night before the crash. Former olympic runner Oscar Pistorius is out of prison after serving one year for killing his girlfriend. The 28yearold double amputee will be on house arrest for the remainder of his five year sentence. Pistorius was found guilty for killing Reeva Steenkamp in 2013. Pistorius was eligible for Early Release under South African law as a condition of his release, he will have to continue receiving psychotherapy and hes not allowed to have a gun. It is now 8 46.
