Officers are look for three people in connection to a shooting death of a hiker in marin county. The man and his dog were shot monday night on a popular trail. Alex savidge is live at that trail. Reporter that is Surveillance Video could be key here as investigators try to track down whoever shot and killed this hiker as he was walking with his dog monday night along this popular trail just west of fairfax. Marin county Sheriffs Office is desperate for tips here. They are already getting some tips and this morning it seems as though the biggest lead going here is this Surveillance Video. The Sheriffs Office wants you to take a close look at the people you see here. Its taken inside a Convenience Store shortly before the killing and it shows some people that detectives want to speak with about a homicide. The one is a man in a hat, the other is a woman and the third person in the store was a man but his image was not released because it was too blurry to make anything out. Investigators believe these three people may be connected somehow to the killing of steve carter. The 67yearold was found shot to death along what is called the Old Railroad Grade trail. His doaber min pincher doberman pinscher was also shot but survived. Every bit of information we have describe them as being out of place. Behaving strangely. Those type of descriptions. The description of one gentleman that was wearing a bright tie dye tshirt. Reporter the victim was a relationship therapist who lived up in lake county up until late last year. Carter an his wife had been staying with friends recently in marin county. She under went treatment for cancer. The motive for this killing remains unclear. Authorities do believe whoever shot and killed carter may have also stolen his car just after that and that is why the Sheriffs Office is asking everyone to keep an eye out for carters silver vw wagon. The Sheriffs Office is asking anyone who sees that car to call 911 and obviously gasia, the People Associated with that car, anyone inside that car should be considered armed and dangerous. You brought us the story of one hiker there a woman that was getting emotional as she was talking about how this killing is is effecting here and the entire community. A new reward may be offered to help find the attackers in some unsolved killings in San Francisco. The board of supervisors is considering a proposal to establish a reward fund. This comes after victims family members asked the board yesterday to increase attention on cold cases. Under the proposal, people providing information leading to an arrest and conviction in an unsolved murder case could get rewards up to 250,000. Time 17 06. The Justice Department will release thousands of Prison Inmates in the next month. Ktvu fox 2 allie rasmus is in our newsroom to tell us how this is a part of reducing over crowding and rolling back some pretty tough prison sentences in drug cases. Reporter that is right dave. Its a historic move. Its set to be one of the largest releases of inmates in federal prison in american history. The Justice Department plans to release 6,000 inmates from federal prisons across the country by the end of the month. The Early Release applies to nonviolent drug offenders. Many have been committed in 1990 when punishment was much more strict. A federal commission reversed the strict penalties and lowered maximum sentences for drug offenders. Federal prisons are 40 over crowded and the unfairness of sentences from the 80s and 90s to change the drug policy Going Forward for future drug offenders and to make it retro active. Reporter prison spending accounts for a third of the Justice Departments budget. Under the new rules inmates can apply to a judge to have their sentence reassessed and shortened which is what a majority did. But not all. There is a third of the inmates in that group that are undocumented immigrants who the Justice Department plans to deport. There are 12 federal prisons in california but only one in the bay area. It is a low security womens prison with 1100 inmates. I contacted the federal bureau of prisons to find out how many if any inmates from that correctional facility would be released early but the representatives there said they dont have that detailed information just yet. Ucsf is backing the Golden State Warriors proposed new arena in San Francisco. The university, the city, and the team reached a deal to manage game day traffic problems near the ucsf hospital. It calls for a 10 million Transportation Improvement Fund that would be paid for by revenue from the arena. The fund is designed to guarantee resources will be in place to manage the flow of visitors. There is also a hospital access plan that would keep certain streets clear of event traffic. Still these to be approved by still needs to be approved by the board of supervisors. The Mission Bay Alliance said it accomplishes nothing but permanent gridlock and life threatening delays for San Francisco. They say they will fight harder to protect the hospital. The Neighborhood Alliance has proposed its own site for the arena about a mile south of the mission bay location. Governor brown is expected to sign into law a bill that will help deal with climate change. The goal of the plan is to increase californias use of usable electricity by 50 . California is already on track to get at least onethird of electric power from renewable sources by the year 2020. Existing buildings they would have to double their Energy Efficiency. Welcome back to mornings on 2. San Francisco Police are questioning a person of interest about a deadly shooting last night. Police rushed to mason street near market just after 8 00 p. M. Where they found a woman who had been shot. Cpr was performed but they could not save her. Someone has been detained who police are calling a person of interest in the case. Berkeley police say they will give us more details later today about a shooting in the southern part of berkeley. Police received 911 calls about gunfire in the area of russell and california streets. When the Police Arrived they found a man had been shot several times. He was rushed to a hospital. We dont know his condition. Police told People Living in the area stay indoors because a shooter was on the loose. Police are not confirming but there is a report three people were detained. Thousands of People Living near a dam in South Carolina are being ordered to get out now. The beaver damn in the columbia area could breach at any time. People living there are being urged to move to Higher Ground or go to a nearby shelter. The Columbia Canal is also in jeopardy. National guard helicopters dropped off sandbags and heavy equipment to repair damage caused by days of heavy rain and rising flood waters. We want to maintain a minimum water level in our canal. That is what we are working hard to make sure we continue to do. It will take awhile for us to get back to where we are. So its doubled in that time. Still not particularly bad at 44 minutes. When you get to the bay bridge toll plaza youly see traffic. You will have to wait there for a bit as you get on to the bridge. The san mateo bridge we had an earlier crash and that has set people back. 580 is a little bit slow. If you are driving on northbound 101 they cleared a crash. For years marin has had the highest Breast Cancer rates in the country. But researchers in the Cancer Prevention institute of california say marin county has seen a 31 drop in new cases since 2001. Now deaths from Breast Cancer in the county have dropped from 65 since 1988. Now researchers attribute the drop to several factors including a decrease in the use of hormone replacement therapy. The department of transportation has launched a new website to help drivers learn all about the new safety features their new cars have. You can see its stop and go because not because of any accident but because of a lot of people on it. Today is the day students and parents are being encouraged to get out of the car and walk or bike to school. You can see the sign in the distance says walk and roll to school. And that is what is going on here today. If you are heading out the door this morning, hopefully you are doing so by walking or riding your bike. I want to go to video of past events. There are a few reasons why this day has grown in participation. The first is that it gives kids and parents an opportunity to get some exercise. Organizers say walking or riding your bike to School Encourages healthier habits. This event also promotes a cleaner environment. This event reduces the amount of pollutants in the air caused by cars. Kids are choosing to lace up their sneakers. And the event promotes safety. In 2009 more than 200,000 kids ages 15 and younger were injured in Motor Vehicle crashes. 15 of those injured were pedestrians. Again out here is this International Walk and roll to school today. It makes me wish i was out there too. Time is 7 34. It happened again. A pest problem means another Bay Area Library had to close. Ktvu janine de la vega is live in menlo park right now. And once again its bedbugs right . It is. Normally the library here the main library opens up at 10 00 a. M. But not today. You can see there are signs here on the front door saying its closed because of bedbugs. The city manager shut it down tuesday afternoon after a bedbug was found on a chair. It was removed but the city is bringing in a Pest Control Company to inspect, treat, and clean the library. People tell me any place where people gather is highly like lie. Bedbugs were pound at two libraries. Bedbug sniffing dogs helped in this case and they will do the same here in menlo park. The build willing be treated and then a dog will come in to see if its okay to reopen the library. City officials want the public to know they are not a hazard and are not known to spread disease. The other library in menlo park is not effected and it will remain open. Weve tried to stop a couple people who say that they do use the library. A San Francisco law that requires landlords to pay tenants who are evicted up to 50,000 in relocation cost it was thrown out by a judge. Which is the state law that lets landlords evict their tenants when they get out of the rental business. The city of San Francisco plans to appeal that decision. Oakland police are saying little about oaklands latest homicide. It happened last night just after 7 30 near lake merit. A man was killed inside an apartment complex. He was shot in the head and neck and pronounced dead on the scene. This is oaklands 75th homicide of the year. Across the bay a murder mystery in Golden Gate Park has the police turning to the public for help. A passer by found the body of audrey kerry saturday morning near jfk. They say she suffered head trauma and her death is being investigated as a homicide. Authorities are looking into whether she had been at the hardly strictly Bluegrass Festival in the park a night before. But right now they dont have much to go on. Audrey kerry was on a backpacking trip. She lived near montreal, canada. A milestone has been reached in the battle against the valley fire. Its finally 100 contained. The fire broke out september 12th. It burned 119 square miles. An area twice as big as oakland. Four people died. Four firefighters were hurt. The crews are still out there in that fire zone because it could take several more weeks to make sure the fire and hot spots wont reignite. The cause of the fire is under investigation. Now the real cleanup work can start. Pg e crews are counting down trees considered a hazard or may be a hazard in the near future. Cal fire says the work has to be done quick for safety reasons. And some of the Property Owners are relieved because they say they cant rebuild until that area is cleared. But others say pg e may be going too fast. Pg e is just cutting what they can while they can. They just want to take this time to put everything back as far as they can because they dont want to deal with them. Those trees that were destroyed in the fire will be taken down as a precaution to keep them from falling on people. Some other Property Owners are worried the trees will fall down on their own during a wind storm or rainstorm and they say if that happens those trees could block creeks and that could cause flooding. Time is 7 38. Governor brown came to richmond to sign what is being called Ground Breaking legislation to close the gender wage gap. Surrounded by women and girls at r the governor signed a bill that patches existing holes in californias equal paellas. The new legislation requires men and women to be paid the same for substantially similar work even if the job titles are different. It also prohibits employers from punishing women who try to find out what their male coworkers are earning. A recent study found women in california make 0. 84 for every dollar men make for the same work. The mayors of San Francisco and oakland are joining forces to back at an initiative that would gradually raise californias minimum wage to 15 an hour. Both oakland and San Francisco already have a minimum wage of 12. 25 an hour. The state minimum wage is 9 an hour. That comes out to 19,000 a year for full time work. The minimum Wage Initiative could appear on the november 2016 ballot. Big news and new this morning a stanford graduate has won the nobel prize for chemistry. Ap has learned a man believed to be a former kgb officer was among those trying to sell the radioactive material. The next exchange was supposed to be for enough material to build a dirty bomb. Ap says it has uncovered four instances in the last year where they were caught trying to sell radioactive material. A concerned parent may have prevenned a school shooting. Shoot prevented a school shooter. Now he was charged with making threats. Fairfield police say they take information like this very seriously. This case comes days after four teenagers were arrested in Tuolumne County for plotting a mass shooting at summerville high school. Do you want to know where the flu is going around . You can also look at allergies for example and again this would be very helpful if you gave specifically what kinds of information and you can use that along with what is blooming in your area. If you notice the top key it says forecast. It says todays forecast are going around in oakland is cough, common cold, and allergies. That of course will change. As we head into cold and flu season, its great to know what is going around in your neighborhoods. That is where sick weather comes in. We had a mom who thanked us because she had received our realtime six zone alerts on her phone for strep throat and didnt think anything of it but the next day her son woke up with a high fever and she thought because she saw strep was going around she would take him in. And sure enough he tested positive for strep. Reporter i will click on strep throat as well. Sure enough when i click on strep throat you see there is a number of cases in and around the area. It provides really good information for parents especially and also for something that is particularly contagious. Its credited with success fly identifying the early start of the flu season back in 2012. Six weeks before the centers for Disease Control predicted the flu season. So again its relying on social media and all of us to put in that information but its a great tool for us to help. When you get to the bay bridge toll plaza, you will see the traffic will take you another 30 minutes to get on that span. We definitely have a lot of slow traffic. I want to show you highway 4 coming over the road to concord. Southbound 680 slows from willow pass road to walnut creek and 580 is mostly slow through livermore. You can see 880 is you doing its usual thing. Now at 8 03 lets go back to the desk. On the trail of a killer. Marin county sheriffs deputies are look for those responsible who shot and killed a hiker. There are three people authorities want to question about this. Ktvu alex savidge youre at the hiking trail now where the victim and the dog was shot and the deputies are asking for help in this. Reporter yes the three people authorities are trying to find and question in this case were captured on Surveillance Video. We will show that to you in a moment. The Sheriffs Office trying track down whoever shot and killed a 67yearold hiker who was walking with his dog along this popular trail just outside of fairfax. That killing was monday night. You can see there is a sign asking people to come forward if they have any information. Investigators are getting quite a few tips. This would appear to be the biggest lead. Sheriffs office has this Surveillance Video. They would like to take a close look at it. Its taken inside a Convenience Store in fairfax just before the killing on monday night. It shows several people detectives want to talk with. One is a man seen in a hat and the other is a woman. There is a third man inside the store but the surveillance image is not shown here because it was just too blurry. Investigators believe these three may be connected to the killing of steve carter. The 67yearold was found shot to death along the Old Railroad Grade trail. His doberman pinscher was also shot but survived. Neighbors tell us this crime has shattered the sense of peace they usually feel around here. This is a really safe place and we walk our dog through here all the time. We live out here because this is a nice place to live and its safe and we come here all the time. Its a common place to walk. Reporter now carter was a relationship therapist who lived in lake county up until the end of last year. He and his wife had been staying recently with friends here in marin county while she under went treatment for cancer. Now authorities have not released what the motive may have been for this killing but they do say that whoever shot carter and his dog may have also stolen his car. It was missing from the trail head area here. Everyone is being urged to keep an eye out for that car. Its a silver vw jetta wagon. That car will have california plates on it 6ppg662. To if you see that car, the marin county Sheriffs Office would like you to immediately call 911. I guess it goes without saying dont try to approach them on your own. Obviously call authorities. Alex savidge in marin county, thank you. Time is 8 06. Meantime a judge in calveras county found a 15yearold boy guilty of second debris murder in the stabbing death of his eightyearold sister. This happened back in april of 2013 in the families home in valley springs. Leila foulers brother called 911 and said an intruder stabbed his sister but days later the boy was arrested. His family insists the boy is innocent and he had no reason to kill his sister. Defense lawyers also introduced dna evidence from an unknown male found on leilas underwear which they claim is raising even more doubt. Now the brother was tried as a juvenile. He can be held until he turns 23. Sentencing is scheduled for next month. One of the biggest releases of inmates from federal prison is due to start at the end of this month. Ktvu fox 2 allie rasmus is live in our newsroom. Reporter one of the goals here is to reduce over crowding. There are 200,000 people serving time in federal prison. Compare that to 35 years ago when the number was 25,000. Now the Justice Department plans to release 6,000 inmates by the end of the month. This earlier release applies to nonviolent drug offenders. Many of whom who had been convicted in the 1990s. Last year a federal commission lowered the maximum sentences for drug offenses and under the new rules inmates can apply to a judge to have their sentence reassessed and shortened. They will first go to Halfway House where is sometimes there is counseling and sometimes they help them get jobs. And then they will go to home confinement and then they will be under the supervisory lease of u. S. Probation service. About a third of inmates being released are undocumented immigrants who will be reported. There are 12 federal prisons in california but only one in the bay area. A low security womans prize out in dublin. The representative there says they dont have detailed information yet. Gasia and dave. Thank you. Meantime there is a new audit out showing the san jose Police Department is having a tough time recruiting and keeping police officers. Now the audit shows the departments vacancy rate is at 21 . With about 200 unfilled jobs. That is an alltime high. San jose city auditor says the problem is in the departments recruiting effort. She says despite a 200,000 advertising budget, only half the money was spent last year. But others they are blaming the measure b settlement. The elephant in the room is what is missing from the report. That is the fact the settlement frame work that was agreed to has not been implemented. If the measure b settlement was put into place, would we be making these changes . Would we be looking at these recommendations . And that is one thing we have to always ask ourselves. The measure b settlement ends a long standing feud over pay and pension benefits but it wont be implemented until the citys other unions finalize their agreements. They will talk about the results of that audit at a meeting on october 27th. We have a follow up to a story weve been bringing you all this week. The Sheriffs Office says its sticking by its deputies who are accused of beating inmates for five hours last may. Relatives held a News Conference to discuss a federal lawsuit that claims guards beat and tortured inmates. They wrote letters accusing deputies of wearing ski masks to conceal their identity and targeting inmates. Hes not the a killer. Hes not an animal. He does not even treat animals like they treat him. The Sheriffs Office denies the abuse allegations. It says deputies were responding to a riot that day. Ucsf supporting a plan to build an arena in San Francisco for the Golden State Warriors. They reached a deal to manage game day traffic problems near ucsf hospital in mission bay. It calls for a 10 million Transportation Improvement Fund. The revenues from the arena would pay for that. There is a hospital access plan to make sure certain streets will stay open and clear during an event. The board of supervisors by the way still has to approve this plan. One Neighborhood Group is still opposing this new agreement. The Mission Bay Alliance says it accomplishes nothing but permanent gridlock and life threatening delays for San Francisco. They say they will fight harder to protect the hospital. Neighborhood Alliance Even proposed its own alternative site for the arena. Its about a mile south of that mission bay location. Time is 8 11. The goal is to increase renewable electricity by 50 . California is already on track to get at least onethird of all electric pour from renewable sources by the year 2020. Existing buildings would also have to double their Energy Efficiency over the next 15 years. The governor wanted to include a requirement for cutting Petroleum Use in half but the Oil Companies and drivers were against it. Governor brown signed a bill adding new protections against socalled paparazzi drones. The bill changes the definition of a physical invasion of privacy to include the air space above someones land. A Southern California assemblyman said trespassing laws needed to be reclassified. Meantime illegal drone flights over new york and chicago could cost a Drone Company 2 million. For conducting dozens of unauthorized flights into the nations most heavily trafficked areas. The faa is worried a drone would hit an airplane in flight and possibly bring it down. Organizers say walking or riding your bike to School Encourages healthier habits. And it also promotes a cleaner environment. This event reduces the amount of pollutant in the air because kids are choosing to lace up their sneakers. And the event promotes safety. Organizers say in 2009 more than 200,000 kids ages 15 or younger nationwide for injured in Motor Vehicle crashes and 15,000 of those were pedestrians. But from just a local viewpoint in oakland, some say this event is important because it helps to build community trust. Some say they have not seen that for years. We lost the ability to walk in our neighborhoods and just be a part of the whole neighborhood. When i was a kid, youre a bit younger than i am. When i was a kid i walked the ten blocks to School Without problem. Without my parents being afraid. I think for me it takes longer to drive because you have to get in the car and drive and get out. San mateo and dumbarton Bridge Crossings are moderately heavy from 880. We had earlier problems approaching the san mateo bridge. That is long gone. We had a crash there. Its happened again. Another Bay Area Library has to close because of bedbugs. This time the problem is at a library in menlo park. Ktvu fox 2 janine de la vega is telling us what city leaders there have to say about this latest case. Reporter there are signs here on the door of the main library until menlo park saying in menlo park saying its closed today because of bedbugs. City officials dont know how they got here but says it appears to be an isolated incident. City Officials Say a Pest Control Company will come in today to inspect, treat, and clean the library for any remaining bugs. A dog trained to sniff the critters out will come in on thursday morning to evaluate the facility so the city can determine whether it can reopen. City officials want the public to know bedbugs are not a Health Hazard because they are not known to spread disease. This is the fourth time in the past two weeks a library in the bay area has closed temporarily because bedbugs were found. The other incidents happened in palo alto and berkeley. When we covered cases like this in the past, patrons are advised to put books in a zip lock bag and return them in case they are worried about transferring bedbugs into their home. Nurses in Contra Costa County will be on picket lines again this morning. Today is the second day of their two day strike. They started striking yesterday. Contra costa Regional Medical center. They say they have been in negotiations for more than a year and are working without a contract since july. The California Nurses Association says nurses at the county hospital is leaving to work toward private hospitals because private hospitals bay 30 more. Governor brown came to richmond to sign Ground Breaking legislation to close the gender wage gap. Surrounded by women and girls at the rosy museum, the governor signed the bill that patches existing holes in californias equal pay laws. The new legislation requires men and women to be paid the same for substantially similar work even if the job titles are different. It also prohibits employers from punishing women who try to find out what their male coworkers are earning. Women in california make 0. 84 for every dollar men make for the same work. The mayors of oakland and San Francisco are joining forces to back an initiative that would gradually raise californias minimum wage to 15 an hour. Both oakland and San Francisco already have a minimum wage of 12. 25 an hour. The state minimum wage is 9 an hour. That comes out to 19,000 a year for full time work. The minimum wage initiate i could appear on the 2016 ballot. Students want to save their high school and keep it from being shut down. Theyre trying to shut down our school. And the cool is very important to us. These students from east bay are from high schools. Making their case to keep the school open. The School District says enrollment at the school is low and if they woulded if close it but participants and teachers say that would be a mistake. It just breaks my heart that my dream high school might close. This district should be studying this school annulening from the positive atmosphere they have created. Instead of shutting it down. If the school does close it will be merged with another small science and tech school. Another planning meeting is set for later this month and a final decision is expected november 3rd. Its taken nearly a month but the valley fire is finally 100 contained. The fire started september 12th and burned through 119 squire miles. That is an area twice as big as oakland. Four people died and four firefighters are hurt. Crews are still up in the fire zone because it could take several weeks to make sure all the flames and hot spots wont reignite. The cause of the fire surround investigation. And now the real cleanup work can start. Crews are cutting down trees that are considered a hazard. Cal fire says the work needs to be done as quickly as possible for safety reasons. Some Property Owners are relieved because they say they cant rebuild until the area is cleared but others say pg e is moving too quickly. Pg e is just cutting what they can, while they say. They want to take this time and put everything back. Those trees that were destroyed in the fire will be taken down as a precaution to keep them from falling on people or their property. Other Property Owners are worried the trees will come down on their own during a wind or rainstorm. They say if that happens the trees could block creeks and that could lead to flooding. A San Francisco superior court judge threw out a law that requires landlords to pay evicted tenants up to 50,000 in relocation cost. The judge says that amount exceeds the reasonable relocation authorized by the ellis act. That is a state law that allows landlords to evict their tenants.
