This is some of the devastation that was left behind. Meanwhile, people in the community of Hidden Valley lake may start returning home as soon as today. That area we expected to open up some time this weekend. Its a community with a population of about 5400. Meanwhile, friends and family are mourning the deaths of two men whose bodies were found on wednesday in the fire zone. As we told you the Lake County Sheriffs Office confirm the remains of 69yearold retired newspaper reporter were found as well as those of 65yearold bruce bevin burns. He was nope to many as uncle brucey. A big at the ted big teddy bear. Seeing the devastation and seeing all the people dead, thats devastating. And another one confirm as 74yearold Barbara Mcwilliams of anderson spring. Elected leaders are pledging to rebuild some of the hardest hit areas from the fire, middletown. They say its going to take years before the community resembles what it looked like before the valley fire. Officials last night spoke directly to the victims about any progress. Reporter gassa, reporter gasia, good morning. You can imagine People Living here in evacuation tents here. They are we were down. Six days living at tents and not being in their homes and they are ready to return. For some people, unfortunately, especially for those wholy and have their homes in the areas hardest hit by this fire, turns out they may not be able to return home for good for another week or so. There is some good news, however, for people on the other side of things, people who live in other areas of the fire zone. They may be allowed to return earlier than that. In fact, people evacuated from Hidden Valley lake may be allowed back in later on today. Last night, about 500 people forced out by the valley fire. They were on hand for a briefing here at the Evacuation Center in cal stowing ya. They heard from cal fire officials, elected leaders. They have a better sense of whats coming up next here. The reentry process will happen in stages and the worst areas will be reopening last. Going home is something that they watch, even if they know that their homes have been burned. Going to clean up. See if we can find anything. Officials told the crowd last night that some communities are still too gauge us to allow people in. Pg e officials are working on downed trees, poles and trees that could come down any minute. One of the reasons to get evacuees back into the home as soon as possible is the fact that that will potentially help to deter looters. That has been a big issue up in the fire zone. Law enforcement officers, we have seen officers from all across this area, they have been up there on patrol and trying to deter this kind of activity. They have caught quite a few thieves who have been taking advantage of this disaster. My opinion is that its disgusting and unscrupulous. If you are looting, you ought to be ashame of yourself. Now evacuees are also being told or they were hold last night by officials that federal help is on the way from fema and it will come, they are told, with minimum of red tape. Local leaders, they promised the crowd last night that middletown and the surrounding communities that were just devastated by the valley fire will rebuild but you, again, can imagine just how tough its been for people six days living in these Evacuation Centers they are anxious, gasia, to get back home. But getting back home, moving back into that fire zone, it is going to be a slow methodical process and there are certain areas where people just cant be right now because firefighters and emergency workers are still busy in those areas. I also heard the concern looking down the road, even if i decide to move back, what about yourneighbors . You are not going to move into the same community. Not everyone will come back in the exact same spot. There will be a lot of changes, months and even years down the road . Reporter yes, in these communities, i would imagine that long term, theyll shift in a big way. Having been up there, having spent the past week up there, you can see entire neighborhoods and entire streets wiped out. There is no way that people will be able to return to those areas immediately. You will see a lot of people who will frankly find other places to be if their neighborhood was just decimated the way we saw certain areas. Its only been a week but its just the beginning. Alex, thanks very much. Absolutely. Sheriff county deputies arrested three more burr glars in the fire zone. The men were stopped in the evacuation zone in Hidden Valley lake early in the morning. The three this trouble e plank where they were going. During a search, deputies found burglary tools as well as a loaded pistol. Time now is 7 09. And a series of Text Messages between rod guess and ferrin. Ferrin says that he liked 6a. And rodriguez says, no way. I slapped an inmate as he was disrespectful to a nurse. The best thing for this community is to keep them away until the trial is over, locked up and under watch so they can do no more harm. The head of the naacp says that the guards should also stay in jail because they could face possible retaliation from the community. More on what the parents are doing to try to bring back those birthday treats. A very interesting story, gasia. Some parents have gone as far as starting a petition on change. Org urging orindas superintendent as well as the trustees to stop this ban on treats in the classrooms for events such as birthdays. According to the bay area news group, many parents found out about this cracktown back on the back to school night that the schools put on. Reportedly some parent are upset over the crackdown but also on how this was handled. Allegedly, this was a decision made without a much public input from parents. Parents are upset over this man, again, started a change. Org petition asking the superintendent and the district to recall the ban on birthday treats in the classroom. So far, about 185 people have signed it. The parents who started the petition say they are concerned and disappointed that a small group of parents lobbied their personal beliefs regarding sugar to the School District and that process to come down with the decision was not reviewed or subject to public input. Parent say that some kid look forward to it every year and some parents who support the ban say that they support ban because they dont want the district or other parents telling them on what they should feed their kids. And this is basically split parents and administrators in the School District. Now, back here live, there is no clear decision on if this is going to be brought up again by the School District. We have reached out to the School District as well as superintendent. We have not heard back. We hope to also speak to parents. School is starting here in the next 20 minutes or so. Time is 7 44. A strong reaction to the feds decision to hold off on raising Interest Rates for now. Pam cook is back in the studio now with a guest to talk about how that affects you. Pam . A bit of a selloff this morning on wall street. Dow jones industrial down right now, s p and nasdaq down. Thank you for being here, jorge from stanley morgan. The job market looks pretty good. Economy looks pretty good. Global uncertainty pretty volatile but for the most part, market is down but this is pretty good news. Market rate is not going to change. Still have time to refinance. Whats going on . Good news and bad news. Consumer, good news is that the economy is doing okay. Not fantastic but okay. As you mentioned, the jobs report, every month about 200,000 plus jobs. The gnt has been increasing since 2008. At a nice rate. Okay rate, not fantastic rate. Shes saying that the economy is doing okay but we have bad news from asia and developing countries. By raising the rates, it could upset the market and that could affect the individual consumer. But it ends up affecting the market anyway. And that global uncertainty will continue for a while. We talked about china and a lot of people are thinking, why does china affect us so much . Is this affecting you are retirement . Its affecting our retirement account and our trading account and our investment account because of the involvingity on wall street. Why does it have such a big impact. We have to define the two issues, one is the economy and the other is the stock market. The economy is doing okay but the stock market likes to have order. The feds did not give a call on when theyll raise the rates. That makes the market dysfunctional. Overnight, the market was down in europe. We want the feds to make a decision. We like order in the stock market. That allows the stock market to get better for the long term investor. So speaking of the feds decircumstances sounds like most economists are leaning towards a rate hike then in december. Do you agree with that and also that sounds lake we have a timetable then. If youre going to refinance, do it now. Buy a hour, do it now because you might have until december. I termly agree. Morgan stanley always made the call that the feds are going to raise the rates in tease betterment the jobs reports will be coming out. Large businesses will be reporting their earnings reports. We expect it to be positive. This is going to i have europe who is in the middle of this is going to give europe who is in the middle of reorganizing and asia time to come back. We should have data. There is a high probability that the rates will be raised in december but it will be did he it will be deminis will be small. People are asking, should they get off the fence . We hope that the feds articulate exactly whats going to happen. Okay. George noceti from Morgan Stanley, thanks for being with us. If you have any questions for him, send it to him on our facebook or twitter and use the hashtag. Valley fire evacuees are getting assurances from the government help is on the way. But they warn its going to take years to rebuild the community wiped out by the fire. Alex savidge is live at the Evacuation Center in calistoga. People living in the hard hit areas will have to stay there several more days. Yes, its going to be hard for them. You can imagine how tough its been for the thousands of people forced out by the fire. People have been staying at the Evacuation Centers, two of them. Some the evacuees who live in areas hardest hit by the fire, they may not be allowed to return to their homes for another week, it turns out. Other people in the flip side of things, they may be allowed in earlier than that last night about 500 people who were forced out by the fire, they were on hand for a briefing here in calistoga. Cal fire officials were here. The lake county sheriff were here. There were also elected leaders and they led this meeting and offered evacuee as better sense of what may be coming next. The reentry process that will happen in stages and the worst areas, of course, will be reopening last. Going home is especially important. Reporter officials told the crowd that certainly communities are too dangerous for people to be in at this point and thats why they are slow to let people back in. Pg e crews are still busy dealing with downed power poles and downed trees. Also quite a few burned trees that potentially could come down in any minute. Thats a major hazard to consider as we. One big reason that Law Enforcement officials would like to get evacuees back into as many homes as possible, as early as possible is that they believe that will help to deter looters. There have been quite a few thieves who have been caught by Law Enforcement officers trying to take advantage of this disaster, breaking into homes that are empty. Again, people are ainge us have to get home but they do have to keep in mind there is still a lot of activity in that area. A lot of pg e worker, and about 4000 firefighters on the front line of this fire trying to get it fully contained. All right, alex. You know; alex, up been up there all week for us on mornings on 2. Can you compare what people are saying and feeling today to, lets say, on monday morning when things were very, very fresh. Well, you know, i think people at the Evacuation Center talking to folks as they cake up with morning, they are growing tired of this. You can imagine. Sleeping out of a tent, running from your home as this fire closed in and then staying here for the last five nights. It wears on you, certainly, wears on you mentally. Obviously, people wants to get back in. When i talked to some people here about the devastation that we have seen in middletown, a lot of people have not been allowed in there, but obviously the media is allowed in there. When i described the devastation to people, some folks get a better sense of why they are not being allow back in. I think a lot of people maybe dont know how bad is it up there. Gosh. They must be very weary in a number of ways. Alex. Absolutely, yes. Thank you so much. Sure. Time is 8 08. Lake county Sheriff Deputies arrested three people in the fire zone.
