We have seen more people driving, more volume on the road because of Ace Train Service not going. New this morning we are learning more about a homicide just a few hours ago. First police thought this was a traffic collision. You have been there for a while. What do we know now . Reporter its where this crime scene is located. You can see police have closed off the street to of take i can and to pedestrians. Also to the bus route. The 31muni having to be rerouted on eddie because of this investigation. This all started with a report about a crash in this area. You can see evidence of that crash. This silver suv parked in the middle of the street. You can see where it hit but looks like another parked vehicle that was parked on the side of the road and that vehicle sort of crashed in to a tree out here. When melissa lifed to investigate they found one person inside that suv with head trauma a. The air bags had been deployed and short time later that person died. Police investigators were called out them have been out since the Early Morning hours. Police confirmed that there was a shooting in this location overnight. However we dont know what time that shooting happened and we dont know if its directly connected to the investigation going on here. In the meantime eddie street closed off to traffic. To pedestrians as investigators go through and try to gather more information about what happened here around 2 00 this morning and as we said you can see that muni bus in the distance stopped. Time now 6 04. The operators of the orrville believe the main spillway there will hold up and that its Strong Enough for them to release enough water before the storm tonight. Some of the good news. Allege exhad been following weeks emergency. Were you even up in chico in the emergency centers. They have shelters set up all over the place. Chico. Many down in the sacramento area. They are shutting them down this morning because people are being allowed to return home. They are not in the clear just yet because of all the rain thats moving in to that area and erosion problems. They are still working on fixing those issues. Authorities feel confident enough this morning to start letting people back home. Thats what happened late yesterday. The order lifted for almost 200,000 people who live below the orrville along the Feather River basin. Many of those people have been staying in shelters since they were forced out of their homes suddenly on sunday. That is when state water officials feared an emergency spillway at the dam was in danger of collapsing and sending a wall of water rushing down river. Even as people returned home yesterday there was a warning from the butte county sheriff. Is he saying they may have to be ready to leave again. This film if itll be real this time. Not to say it wouldnt be last time. Reporter crews continuing to work on that emergency spillway. Trying to shore up all damming you see there. Those large patches where the dirt has eroded away. They are placing rocks, large sandbags as well. Trying to stop any future erosion that could creep township the top of the concrete lip. They are releasing water they are trying to make room for a run off from the upcoming storms. We are continuing to make significant gains and removing water from the reservoir which drops the Water Service elevation as indicated. Fusser receusing the risk to the situation here and certainly to the concern the emergency spillway. The dabblinged main spillway. Thats how they are releasing all that water. Thats showing no that has no new issues. They are have part of that concrete spillway that was damaged and it needs to be repaired but that is not the main focus. The main focus is that secondary spillway. They are he releasing water at well over 100,000cubic feet a second and you will remember we told you the governor was also asking for federal help to deal with the ongoing crisis there with the dam. We have word that request was approved by the white house that. Will free up funds to help for all the repairs and evacuation centers. Pomp still being warned to be on alert and be ready to go just in case. They hope it doesnt happen and that water wont come over the top of it. Thats what they hope. We have heard from who who said im not ready. Im still worried. Thats what struck me being up there is you know there was this question of when to lift the Evacuation Order and then the question of when if people go back home you know are they going to are they going to list tone that Evacuation Order a second time . Thats the question. Thats what you worry about in that position of authority. If you have to issue that order a second time will people listen . He hope they do and they need too many. Thank you. Ongoing story for sure. The president issued two special orders to help california deal with storm damage. First is an emergency one for the orrville dam authorizing fema and Homeland Security to coordinate relief efforts. The administration is closely watching the situation. The second one is a disaster one for storms and flooding mudslide from last month. Federal funding will be available for counties hit hard. That includes most of the bay area. Federal and state agencies teaming up to watch the effects of california storms. Officials met in oakland yesterday at a fema center. Fema. The epa and department of health and Human Service was there. Fema said its sent more than 2 75,000 bottles of water. 45,000 blankets and almost 14,000 cots to the relief is shelters. Cal trans said its working on highway 17 in the Santa Cruz Mountains but the focus is on keeping the road open during the next series of storms. Its been a week since mud covered the two northbound lanes of the highway. Now traffic is getting through but just using one lane in each direction. Cal trans wants cars to still be able to get through the bottleneck even when it rains for the next few days so its trying to make sure there are no more mudslides right there. We are out there along highway 17 this morning. Rehabilitative have a live update later in the hour. Crews in marin hope they will be able to finish building a steel and concrete barrier that will keep more water from flooding highway 37. That section of highway between highway 101 and nevado is still closed. Cal trans said it probably wont be able to reopen it for another week and a half. Officials say the current highway work may not prevent all the flooding but it is designed to reduce how often it floods and how badly the road floods during big storms. More fall out after the resignation of michael fly nn for his reported improper conversations with a russian ambassador. Democrats on capitol hill want an investigation into the conversations between flynn and other Trump Administration officials with the russians. While republicans including the president want to know the source of all of the leaks about it. We also as you know have issues on 50 that has been dealing the rock slides as well. I think this is only going to get worse again. I know many go up to clear lake. Its closed for motorized vehicles. The board of supervisors said that all motorized vehicles are not allowed on the lake for 60 days. Now i know lake county sheriff can go out there and fish and wildlife. Kayaks, paddled craft and wind powered are okay. 60 days because the Flood Warning out and the lake is really not going down. Vets in San Francisco have a new warning for you dog owners after six confirmed cases of a disease that may even be deadly. Two dogs have died. One just this past monday and another back in january after they were infected with the disease. The bacteria spreads through the urine of wildlife that get infected. Dogs can then come in contact with the urine as they drink from puddles or ponds. And now with all the rainfall itll wash that bacteria into the streams, lakes, ponds, and thats how the dogs are exposed to it. The symptoms include losing appetite, muscle tenderness, vomiting and also the ears get a yellow look inside. If you catch it early enough it can be he treated with medication. Its also preventable with a vaccine but dog owners have to ask for it specifically. A record amount of california residents covered by Health Insurance but that could change. New numbers from the cdc show the states rate is at a record low of 7. 1 . Thats about 17 less than the number before the Affordable Care ability went into effect. That little stretch is taking an hour and then takes about an hour and a half to take the total drive. Chp officer just said some people are stopping to take pictures of the slide repair. Dont do that. It slows traffic and isnt safe. Lets go back to the desk. There is a race against time happening right near the summit of highway 17. They are trying to stabilize the hillside. Work crews just starting to show up. Hopefully going to be using that heavy equipment to clear that slide. Hoping to get as much work done as possible before tomorrows rain. Cal trans crews were able to return to work yesterday bringing in heavy equipment to the area for the first time in neary a week since a contractor was killed last wednesday. As you heard sal talking about Highway Patrol officers urging drivers in the area to be patient while work continues in the area. Fact we have more rain ahead. So, we are optimistic that cal trans and ga mate rock will start again. Removing that dirt. With the Weather Forecast right now doesnt look good. Many of the 188,000 people evacuated from near the dam are back home again. The Evacuation Order was lifted yesterday while they are happy to be home some of the families have packed for another possible evacuation. Officials are warning people stay aware. The operators of the orrville dam say the reservoir is emptying fast enough that it should hand many the rain we expect tonight. Experts say miles of west coast beaches now in danger as sea levels rise. According to the usgs a study of 29 beach as long the west coast including here in the bay area show that large areas of sand were lost during the el nino winter of 2015. It was the worst loss of shoreline since surveys started nearly 150 years ago. Sciencists say the number of event also double in the coming years due to clue mate change. Other news, we have new information now about a father who was shot and killed in a road rage incident in san lea in, dro. He died on sunday. He was shot while driving with his family in san leandro. His wife took control of the vehicle, drove him to a nearby hospital but he didnt survive. We spoke to his widow. She described him as a loving father and said their 5year old is still waiting for him to come home. He seen everything. It was horrible. He doesnt know. He said his dad is dead but he dont understand. So far we are hearing that someone was tailgating the family. The husband exchanged word was that driver then later another car pulled up and her husband argued that driver. Someone in that car started shooting. No arrests have been made. We are learning new information about the man who was arrested on murder charges after leading police on a chase. The 30yearold was wanted on a parole violation in san mateo. He was arrested friday night. Police say that he shot and killed another man inside a parking garage and then left the scene in a stolen car before leading police on a clays. After he crashed the car he was arrested. Police say a gun was found in that stolen car. The incident though is still under investigation. A former employee of oracle is suing the company claiming that the company illegally cut the commissions of its sales force. The lawsuit says worker was given sales quotas and Commission Rates but that orayle would change commission formulas and reduce the payments on past sales. She is claim that the they would subtract what it considers earlier over payments. She said that she had 20,000 in commissions subtracted. She now wants the courts to declare this a class action lawsuit. A German Shepherd is now the top dog at the westminister dog show. Best in show at 141st westminister show the German Shepherd. When you get to the other side also had some slow traffic there at the bay bridge toll plaza. There is a medical emergency on the far right of the toll plaza and i have seen emergency crews come in. That is going to slow things down. If you stay left you should be able to navigate through. Itll have a big effect on that ramp coming in from 880 as well we will watch it for you. Lets talk about highway 17. I feel the need to mention when what you know if you are a 17 driver this drive has been super slow right here. Its taking an hour, maybe an hour and a half to make the trip from santa cruz to san jose. A tweet here from someone. Maybe you can help me out. Talking about highway 50. 50 and 80 have reopened. The Aaa Foundation for Traffic Safety found 88 of drivers between 19 and 24 admitted they texted while driving, ran red lights where were speeding. Almost 60 of them say that they do text or email while driving. Study also found that at least half of all drivers have risky driving habits and that report comes as the number of traffic deaths went up 7 between 2014 and 2015.
