Chp expects to have the scene cleared between 9 00 and 10 00 this morning which is far into the commute. Lets get a live look now. You can see crews have managed to upright the tractor trailer truck involved in the incident. The trailer still on its side and blocking one lane of traffic possibly two. We see that looks like three lanes of south bound traffic along 880 are still shut down at this time. Two lanes of the north bound traffic through hayward shut down at this time. So obviously a major impact on this morning commute. We have video of this accident. We can tell you about what happened this morning. It all happened around 3 00 this morning with reports of an abandoned vehicle south bound 880 near the a street exit in hayward. Cmp rushed to the scene but this accident had already occurreded and the big rig and three other vehicles were all involved. Unclear at this time which vehicles hit which and the sequence of events. We heard the driver of the big rig suffered injuries and was taken to the hospital. Those injuries not reported to be life threatening. We hear there are minor injuries of people involved in the accident and of course we have been talking about i having a major impact on your morning commute. Yeah, there was a alert issues and both sides of the freeway stopped partially for some time. We got lanes opened as soon as possible but the morning commute will be slightly delayed. They were halling wine at the time so its possible they have to be off loaded by hand so that could take a couple hours. Reporter so you heard it. This big rig hauling wine and they have to off load the wine by hand. That will take some time. This could take 910 hours we are hearing from cmp. Apparently one of the people involved in this incident took off on foot. That may have been the Person Associated with the abandoned vehicle actually on south bound 880 at the time. Chp trying to figure out if that was an occupant of a vehicle. Man a passenger or driver. One person did take off on foot so a lot of work to do out here on 880 south bound but keep in mind this will have an impact on traffic and north bound 880 traffic. Also on 238 traffic too christian. An Investigation Underway into a homicide in the east bay. Deputies were investigating a homicide in an unincorporated of contra cos ta county in bay point. Were waiting for an update. Deputies spent the overnight hours at the scene gathering evidence. The department has replaced the department of internal affairs. A civilian is in charge for the first time ever. Hes a Police Officer in san Antonio Monica in los angeles and in those roles for more than 30 years and later became a judge. The accountability is moving from the Police Department to richmond civic center. It gives them an opportunity to talk to someone who is not a sworn Police Officer and they are unfair and unbiassed. The Police Department is looking for more transparency. There may be less tension within the Department Since he is a civilian because officers arent being investigated by other officers. An overturned big rig in hayward this morning is causing traffic problems across the east bay. Were looking at this truck that overturned early this morning shutting down 880 south bound. It took out a sign and also hit many other vehicles. Were not clear on the exact cause of the incident but it may have been started with an abandoned vehicle in the area. The truck was overturned at one point and has been righted. This is video of them doing this, about an hour ago when they got this tow truck in place. South bound 880 is severely backed up. You can see how bad it was at one point. Lets go to alex who is driving trying to get through this back up which includes a lot of the east bay. Alex . Reporter this has had a ripple affect on traffic across the east bay. Were in the middle of a pretty severe back up here on north bound 238. The exit we just went past was east 14th street. We just transitioned from 580 to north bound 238. You can see traffic is actually moving surprisingly enough. We are about four miles away from this crash because obviously what well do is come up and transition to south bound 880 and the traffic will become more and more severe in this area. Let me show you a live picture at one of our cameras positioned along 238 and it will show you the back up at ashland. So you get another sense of what things look like in the area. Not much of a back up on 580 as we came westbound to transition to 238 but it got worse as we got on to 238 and another mile or more until we transition to 880. So things will likely get more and more congested as we make our way closer to the crash according to my map, i just mapped it on my phone a second ago to go four miles to where the crash is and get past that it tells me it will take 45 minutes or so. So well continue to sit in the back up this morn, something a lot of folks are not happy about this. We will let folks know about this crash as we get closer. We start the warmer pattern today. 6 33. Now this morning. The chp arrested a man who crashed into two chp patrol cars from a high speed chase in oakland to Pleasant Hill. An officer tried to pull a man over and he took off. Investigators say the chase ended in Pleasant Hill after the man crashed into two chp patrol cars and he ran away. A police dog tracked him down later. He will be charged with assault with a Deadly Weapon and evading a Police Officer. Theres an investigation after a bailiff accidentally fired a gun. Deputy rhonda gains brought her personal gun to work and asked her fellow deputy how to use it. He pointed the gun and pulled the trigger. A bullet hilt a file cabinet and hit a wall. They work as bailiffs and dont carry weapons for their job. A federal grand jury indicted petrov on gun charges. He was beaten by alameda deputies last year after a high speed chase into San Francisco. He is possessing a stolen gun and conspiracy to distribute methamphetamine. There was a raid last month at his home. He was arrested earlier this month after a shooting outside the home. We are also getting a look at the unusual Weapons Police say a man theyre calling the ninja burglar was carrying while lurking near homes in oakland hills. He had two swords when he was caught on Surveillance Video last week prowling through yards in the montclair district. Take a look. He was arrest d monday near a stolen car in east oakland. Police say the swords were in the car. This weapon here is illegal based on the size of the blade and the fact that there are two here. This is a 16inch blade in total the swords are 24 and a half inches long. Police say Surveillance Video from neighbors helped lead to the arrest. Hes been charged with burglary and car theft. Another victim coming forward in the child molestation investigation against a dental assistant in con ford. It brings the total number of victims to four. An eightYear Old Girl reported inappropriate behavior during a dental visit. He sedated the girl and molested and recorded video of her without her pants on. More young patients have come forward saying he did the same thing to them. He had a number of videos and they expect the number of victims to rise. Lafayette investigating the suspicious death of a 66year old woman. A relative contacted police and went to the home on rosedale avenue and found the woman dead. The woman is not being identified. Police say the investigation is ongoing. Police in the east bay are searching for a man with a knife who robbed a student at Los Medanos College in pittsburgh. It happened on the second floor of the main college complex. The suspect approached a student and demanded his backpack. Campus Police Officers and Pittsburgh Police and the canine unit searched the campus but the suspect got away. The victim described a man as being latino, 58 with a medium build and his face covered with a black bandanna and wearing a gray hat. It was revealed the university spent thousands of dollars to cover up what people see and read about the campus online. The 2011 pepper spraying incident made National News when students were doused by a Police Officer during the protest. The university spent 175,000 in public money on consultants to help clean up its online images and get rid of references from search results. The process is to flood the internet with lots of really good information so that it drives down all the negative information but its still there. Its now april of 2016 and here we are talking about the pepper spray incident so backfire. A Spokes Person for uc davis says the university wants to make sure its portrayed fairly online. Redwood city Police Department needs your help in identifying a woman who stole two packages from someones por. This video was released by the Police Department. A blonde haired woman stole two packages in the Redwood Shores neighborhood last month. If you recognize this woman youre being asked to call the redwood city Police Department. Over to hayward a man says someone is going through his neighborhood stealing packages delivered to others homes. You see here a man in a green shirt with a beard picking up a box and walking away with it. This happened wednesday afternoon. The man may also take another package from a nearby house. Microsoft joining the battle with the federal government over privacy rights. Yesterday microsoft filed a lawsuit over a federal law that lets the authorities examine customer emails or online files without telling the customer.
