But all we see is slow traffic. And its going to be a tough commute. In the south bay, something must be happening. All of a sudden, a bunch of minor accidents. No major delays. But there might be weather there because of the accidents popping up. And lets go back to the desk. We continue to follow the developing story over vallejo. A sad story and an investigation is now underway after a baby was killed in an overnight apartment fire. Ktvu fox 2 reporter alex savidge is on the scene. And we were asking about people that may have been with the baby. Reporter good morning to you. This fire started inside a second story unit and it spread quickly through unit. And thats the apartment where the baby was found dead. And the body is still inside. Whats being considered a crime scene is being preserved. There were two adults and a 4 yearold who managed to escape the same apartment. And they could not get to the baby as they raced out of the building as it caught on fire. Im told the infant is less than a year old. The fire started just about 11 30 and quickly spread through the complex here in vallejo. There was a large fire that grew to three alarms and lots of crews called in. It took firefighters almost two hours before they could get it fully under control. And a total of four units were damaged and 13 people forced out by the fire who will now have to find another place to stay. And therell be a joint investigation done by the Vallejo Police department and also the fire department. Investigators at this point are waiting for a search warrant before they go back inside the unit and gather evidence. And that should happen in the next hour or so. This time 64yearold marilyn heartman was picked up at a bus shelter at chicago ohares airport. Police were alerted by a electronic monitoring bracelet shes been ordered to wear. She had been ordered to stay away from the airports. Yesterdays is the latest in a series of airport arrests. She has been caught sneaking on planes across the country. A new report that san jose, not los angeles, will be the first to get high speed rail. And jab january says well get janine de la vega says well get details tomorrow. This is sounding like a major change in plans. This is where commuters hop on caltrain to get up to the peninsula and San Francisco. And this rail project means the tracks would get electrified. The mercury news is reporting that the state would build the first 250 miles of track for bullet trains from san jose to bakersfield. Theres expensive costs to build tunnels in southern california. This is a game changer for the silicon valley. It will make it easier to electery few the tracks. Heres what commuters had to say. He was airlifted to the hospital in oakland. The driver says he didnt realize he had hit someone. A search goes on for a driver who hit and killed a bicyclist about a week ago. We have a report of heavy rain in the area. And we also have slow traffic eastbound 24 before the orinda exit. Theres a crash before saint stevens. And westbound 24 at mount diablo boulevard theres a crash. This whole area is not doing that well. And thats because of the rain. And steve has been telling us where it is. And guess what . After steve says where it is, we start seeing crashes. Give yourself plenty of extra time. And lets bring in steve. Sal, im going to be late tomorrow. Just thought id let you know that. And steve also has a very cool thing to talk about. Youve been working on the story about the napa river. Well, its part of the San FranciscoEstuary Institute. They took information from trappers diaries, old survey maps going back to the 1800s, even paintings, and some of these diaries go back to 1833. And theyre taking this information and trying to restore the marshlands to make it more beneficial so when heavy rains do hit the landscape can absorb it. That was my story. We talked about that. And were going to show it. Talking about what theyve done to restore parts of the napa river. So it can take the heavier rainfall. Cant wait to see it. Reporter the bays natural defense against flooding has been altered. Mud flats and wetlands replaced by urban sprawl and farms. We have to look back and see how it was before. Clues come from trappers diaries, salesman issue explorer maps and photographs. Think modern day csi ecology detectives. Libraries, historical societies, and peoples personal collections and peoples memories. And we have to weave it into a coherent picture, how the landscape looked and functioned and what it might tell us about the future. Reporter its an extremely time consuming process developed by the San FranciscoEstuary Institute to take all the information and see how it looked then and what can be done to improve the landscape now. One area focused on was the napa river valley. Some of the best and earliest maps were made by the United States coast survey and thats in the 1850s, 1858. A few years after the gold rush. Even paintings on the napa river from 1885 offer clues. When you start layering that with all the other sources, area photographs, soil maps, explorers accounts. And you get a rigorous and coherent picture. The napa river was straightened and dredged and weve learned from our past mistakes. Were standing in the old section where the napa river flowing in. At one time there was a lot of industry here. And across the napa river youd never know. That whole side was covered with buildings, and a lumber mill. And the river which at one time looked like a canal looks like it did. Its been restored and the health of the napa river continues to improve. River otters have returned along with a fish population and salmon are returning. Probably the early 1900s, possibly the late 1800s. There was a dam on the napa river that kept salmon from spawning in the river for about 30 years. The chinook salmon will moving back. Its exciting to see. If and when the el nino rains do return, it will allow water to flow more naturally. And not overwhelm the city of napa. Weve learned how to design natural flood protection so were working in sync with the river not fighting it. What a healthy sign that the otters and salmon are back. And its great for business too. Developing news from vallejo where a baby less than a year old was killed overnight in an apartment fire. The fire started on cappy ellen drive around 11 30 and quickly spread through the apartment complex. Two adults and a 4yearold escaped the burning apartment but were not able to save the baby.
