Ago. Still though, very active down towards san jose, and over to parts of the Santa Cruz Mountains but you can see on the back edge, right there, so it is moving through. So things will start to calm down a little bit. But it is not done. It is heading off to the east, san jose foot hills and also over to the east bay, and parts of the north bay. And you can see that line, it looks like the peninsula is on the calmer side, if you will, but they are still getting some rain there and then up north, starting to pick up, it has been pretty heavy around American Canyon and hercules and San Pablo Bay and marin county. And then northward, it looks like around the Russian River, starting to pick up some Lightning Strikes and a sign some of it will be turning to snow in the Higher Elevations in lake county and saint helena and heelsburg and mont rio, a Lightning Strike as well. And the front is going through, with the colder unstable air and the wind is a big factor for many as well. Gusts to 30 miles an hour. Kind of hunker down. It is a very crazy day. Rain and wind and colder. And showers and possible thunderstorms this afternoon. As well. And im bedded with that, could be some very heavy rain. I dont even know where you want to begin, sal. Well, i will tell you, we are starting with a problem that is going to affect a lot of people in San Francisco. Who use the 14 mission and some drivers on mission street, ktvus alex savage is there, where a tree has come down on mission street, between 4th and 5th. Alex . Yes, sal, good morning to you. Strong winds, from this mornings storm, yes they have toppled a large tree here in San Francisco. I will step out of the way. This is a large ficus twree and you can see, we have public works crews from the city of San Francisco, they are on the scene and fired up the chain saws and have the wood chipper going and beginning the process of chopping up the tree. It fell into the middle of mission street, between 4th and 5th. This block is shut down entirely by the San Francisco Police Department. And you may not be able to tell, because it is dark, but what happened is when this tree came toppling down, it brought down the muni line that was running right next to it. And so we have a downed muni line, initially i was told what they had to do was to de energize that muni line before they could get these crews in here to come take apart this tree. Obviously, there was a concern for their safety. So they deenergized the line. And now, of course, you have crews trying to chop this tree up and get it out of the way. But in the meantime, it is going to be a problem for muni riders because that 14 line, that runs here along mission, it will be blocked and muni is telling everybody, they should expect delays this morning. Obviously, the drivers are going to have to go around but we are not seeing any delays, in terms of the traffic, on the surface streets in this area, because it is still early in the morning. But i just checked in, a moment ago, and with the representative from muni, and what i am told is that it may take another couple of hours, and an hour or two hours, to get this tree all chopped up. And out of the way. But then, of course, sal, there is the process of repairing that electrical, that overhead electrical line, to make sure that is functioning properly, before you can get the buses coming back through here on mission street. So again, expect delays on that 14 line, this morning, because we do have a large tree down here, on mission street, blocking the road, between 4th and 5th here in San Francisco. Alex, thank you. What happens usually in that case is the buses will stack up a little bit farther up mission street. There is a place to turn around and just go back outbound. So if you take the 14 mission downtown, it wont make the whole trip you might want to think about using some of the other lines that go downtown but do not travel on mission street. The express, travels on mission street, but it is a motorized bus, and it can go around the block, if you will. But the lines that, the buss that use the electric lines will be delayed. Now then we will do the accumulate here and try to get into San Francisco. Westbound. It is backed up at the bay bridge. 25 to 30 minute delay. This has been pretty normal, because the traffic is so slow, people are not getting into crashes but the problem is people are getting into crashes all over the place, lets go to highway 24, and just word of another crash, 24 westbound, just a few moments ago, we saw chp heading there. And the traffic is bound to get busier, if it is blocking lanes. And i want to show you the maps, because all of these icons, they stand for crashes, one of the particularly bad ones is westbound 80 at gillman. It has been there for a while and traffic is very slow, out of hercules and richmond, heading down the area and also just all kinds of solo spinout accidents, and people who drive too fast and spin out and end up facing the wrong way or get to the shoulder quickly, and one of the bad ones is 101 near 92, and just getting off the san mateo bridge, and driving through this area, and a couple of crashes here, and if you are driving on the san mateo bridge, expect a delay, trying to connect with highway 101 off of highway 92. In the south bay, raining pretty hard. The traffic here is moderate. But we have had just a lot of standing water all over the place. And as we have been talking about, the south bay commute has just a lot of fender benders. We cant mention them all, but please give yourself extra time. Heavy showers and slick roads, in the east bay, continuing, brian flores is live for us, along interstate 80, in berkeley. Brian . Hey, sal, good morning. You know, this is one of those days, as you mentioned where there are too many accidents to talk about. We are not talking about major accidents but a lot of fender benders. Lots of reports of highway flooding and roadway flooding, and lots of fenderbenders as well. We are high above the University Avenue bridge. Where we are taking a look the a the east shore freeway and not far from the accident you just mentioned off gillman, but as you can see, traffic coming into or it looks like the traffic toward the bay bridge, it is slow. So all along the oest shore freeway, expect a pretty heavy commute this morning, you can see a lot of the water there, from the cars, orn the roadway, and as we were driving here, to this location here this morning, my photographer, sid, he is a very good driver but when he says he has to take it easy on the roadways today, thats when you know it is pretty bad. A lot of reports of highway flooding, roadway flooding, and certain pockets throughout the bay area, and the latest report that i heard was there was roadway flooding near the 580 980 connector where cars were facing the wrong way. So you will see a lot of reports on that. You talked about the accident on highway 24, as well. And so just be aware of the roads out there this morning. Obviously, very wet, but also very windy, as well. And we talked about the wind on the bridges, pam talked about the commute, on the Richmond San Rafael bridge this morning. And my photographer talked about the wind, heavy wind, on the san mateo bridge as well. So just be aware, if youre heading out on the roads this morning. So pam, we will toss it back to you. There is a High Surf Advisory for much of californias coastline. And the National Weather Service Warns that a combination of high tide, large swells, and runoff, from the heavy rainfall, can lead to coastal flooding, from sonoma, all the way down to monterey county, including the San Francisco bay shoreline, and swells could possibly reach 20 feet tonight. It is raining up and down the state, at this point. And several inches of rain yesterday, caused serious flooding in san diego. Take a look, streets and parking garages are under water. Also new this morning, in just about two hours, from right now, an emergency meeting of the u. N. Security council is reportedly scheduled about north koreas claim it successfully tested a hydrogen bomb. Now, north korea called the test an act of selfdefense against foreign threats. Hydrogen bombs typically, they are more powerful than a nuclear bomb. But some experts are doubting north koreas statements saying the blast was smaller than each what a failed explosion would make. Both south korea and japan condemn that test. So did the United States ambassador to japan. I would stand with japan with our partners and allies the Hydrogen Bombs are powerful but small enough to be placed on a missile like that. A successful test would put north korea on a path to be able to strike even the United States. The fbi and Petaluma Police are trying to identify a man considered a person of interest in a case of child pornography. Detectives want you to take a look at this photo. The man there with dark hair and glasses, they say this unknown man maybe linked to an International Child pornography case. Which led to the arrest of a petaluma woman back in november. Now, 42yearold tonya hopper remains in custody at the Sonoma County jail. Police say hopper committed an illegal sex act against a developmentally disabled adultd and now faces child pornography charges. Our time now is 6 10. San Francisco City cornel dennis her rara, he is appealing a Court Decision that allows Police Officer to exchange racist and homophobic Text Messages to keep their jobs and avoid discipline. The Text Messages contained racist and antigay remarks. In 2012. The court said the Police Department waited too long to take action on the misconduct allegations. And the attorney Dennis Herrera claims the court misinterpreted the oneyear statute of limitations set by the states peace officer bill of rights and he says the Police Department had to wait to investigate the officers because of a federal corruption probe into former sergeant Ian Ferminger and several other officers. San franciscos biggest cab Company Plans to file for bankruptcy as early as next month. This according to the San Francisco examiner. The yellow cab coop told the paper that Ridesharing Companies including lift and uber are drawing away business and luring away some of its best drivers. And yellow cab says a growing number of lawsuits from traffic collisions are also costing the company money. And yellow cab says its regular taxi operations will not be affected. Students who live on fraternity rowe at san jose state, are on a high alert right now, after burglars broke into a sorority house. It happened at the kappa delta house. There were only a couple of members home. And asleep at the time. One of the women heard strange noises about 3 30 yesterday morning. And saw two strangers going through several rooms of the house. She caughted the University Police, and she called the University Police and when the police got there, the intruders were gone. No one was hurt. The people who live in other sororities and fraternities say it must have been scary. We were here by ourselves. Only a couple of people. So it is scary the things that could have happened to us. Scary for them. I feel bad for them. I know our house, my fraternity, will do whatever we can to help them. Now, his fraternity is next door, to the kappa delta house, they have already turned over video from their surveillance cameras. Police say the burglaries got in through unlocked sliding glass doors. Or, you know, unless youre driving along the audubon, you cant really i want that. 270 miles an hour. 6 16. Sal, no driving fast this morning. We got too much rain. A messy day. It is a messy day. One of the things expha constant during the rain is the bay bridge toll plaza, because it has been about the same backup, people are driving slowly there, and what really has been getting people into trouble is people driving and spinning out on the way here. But once you get here, it is, you know, pretty slow and steady, and you will be waiting for about 30 to 40 minutes before you make it on to the bridge. However, in San Francisco, there is a tree down, on mission street. And this tree is down on mission street, between 4th and 5th. Right there in front of bloomingdales, the theaters and fifth and mission garage. It is also affecting some of the miewpy overhead lines that the bus muni overhead lines that the buses use. This will be a problem for the next several hours. The 14 mission, the regular 14 mission will not make the full trip and probably stop somewhere up the street there. So if you want to get all the way to lets say the embarcadero and use a different line that doesnt run on mission street. Use one of the Market Street lines shall the f market or bart, to get downtown. And lets talk about some of the slow traffic on the east shore freeway. And from hercules, richmond, and a lot of slow traffic, an earlier accident, and highway 24 is slow, and a crash. A lot of the crashes dont stay in the road too long but end up slowing down traffic as people are looking on the shoulder and the traffic along the san mateo bridge is moderate. Slow getting over to 101. And just a loet of different incidents, and standing water, all over the bay area. And it is still early enough for you to get a decent commute going out there and drive carefully and slowly. At 6 18. Lets go to steve. Crazy. I know. We have plenty to talk about here. A lot of people are asking me, steve is this el nino . This is just me. I would say no. This is a pattern that is el nino like. These are cold systems. I dont see any tropical fetch or anything coming up from hawaii. So that is it. My knee hurts. I will blame it on el nino, for crying out loud. Kristen and nelson, raining hard and windy in tibberon. A half inch of rain, since midnight. And speaking of, i will get out of the way, there is also Lightning Strikes, coming in, and watch the next few frames. Santa cruz, los gatos, napa now reporting some lightning as well. And another line. One goes through, you can see the lightning and here comes the next line and some right there. So approaching the san mateo, sant cruz coast, again. And speaking of tiberon, it looks like things are letting up. Are you get out of the yellows and reds and light green now. And a couple of reports of pouring rain. And east bay, highway 4, just aux. Right there starting to light up. Walnut creek, concord, over to clayton, antioch, up north to napa. One report of some lightning up there. And American Canyon, somebody in saint helena, rightly, because there has been a line that shows it has not moved much. Something is wrong here. It looks like there has been some steady heavy rain. Stretching from saint helena to windsor. And back east of santa rosa. Some of those Higher Elevations can get a lot of rain. One Lightning Strike also observed in the Russian River area. And look at this. To the north. In lake county. Reports of very heavy rain continuing at lake port. Some water running down the street and it sure looked like some of this is turning to snow in some of the Higher Elevations. It might be too high to do anything yet but a sign of a much colder system. Not only that but much more dynamic. And thunderstorms pop today. Here comes one line. And you might get a break and here comes another line, im bedded with that, it can be more lightning and thunder, and maybe some hail. We havent had reports of that yet. But i think the colder unstable air coming in could trigger that. And san jose has had an active morning. Los gatos. And look at that, occasionally, you can see the Storm Tracker to show that some of these can produce brave heavy rain and very strong gusts and i think some hail as well. So the wind is just gone bonkers up to 39 at the Sonoma County airport. And 32 at the oakland airport. Look at the cold air. I mean i couldnt open the door any better and say come on in. That is what is happening. It is going to be a rainy, windy cold day. Just hunker down, if you can. And enjoy it. I mean i had a couple of people say it is raining so hard, i can hear it in the kitchen. That is heavy rain. 50s on the temperatures. Some of the Higher Elevations. Santa cruz mountains, up above 1,000 feet, i doubt you get above 49 degrees today. And more off and on shower and rain. On thursday. And a break friday. And a weaker system on saturday. Okay. A 15yearold boy has been charged in the shooting death of another teenager in oakland. 17yearold torian hughes was killed on december 20, just a few blocks from the west oakland bart station. The Oakland City Council president , says torian was like a grandson to her. Police are not releasing the name of the 15yearold suspect at this point. Because of his age. After fierce debate, the city of San Francisco is scrapping plans for a new jail. The city leaders prefer building a facility to help the mentally ill instead. And statistics show that two out of every three people behind bars nationwide suffer from Mental Illness and experts say in San Francisco, people are often bounced from the streets to the San Francisco General Hospital and then end up at the county jail. And city leaders and Mental Health advocates are joining forces to build a new behalf center. There is behavioral center. There is currently a 90 day wait for a Mental Health bed when someone comes to our Behavioral Health court. There are alternatives to incarceration, which break apart our communities, our family, impact the longterm employment of individuals that are caught up in the system. San francisco turned down 100 million in state funding for a new jail because city leaders believe that a new Mental Health facility would be more effective. No funding has been secured yet. But potential sites for the center would be near San Francisco General Hospital, or near the haul of justice. The time now is 6 26. Well, tonight, American Idol starts its final season. Good morning, we are looking at several incidents, most of them are single car crashes, but the traffic is very slow, as you might imagine, on this rainy commute. One round has gone through. A little brake for some. But lot more coming. Welcome back. We have breaking news. It is a rainy, stormy, wednesday morning and we are dealing with problems like this. Across the bay area. This is a live picture, just stop, take a second, and a huge tree, fell down on mission street, in San Francisco, between 4th and 5th, and look at all of the crews out there, they have done a great job, chopping up that tree, and it had stretched all the way across the street. And it knocked down power lines. And it was a major mess. But this is the kind of thing that is happening around the bay area, this morning. And weve got the big chipper moving in, closer, too. But we will take the rain but some of consequences here, the front is going through and upstream, there are so many, and another line off the marin coast, San Francisco, san mateo, we will take a look at that in a second. And lightens up a little bit. And then there is the next, and right off the marin coast, right off here, you can see the Lightning Strike and off the san mateo coast. And not done yet and the whole sell moving through rapidly and imbedded is some very, very heavy rain. It looks like many people are on the back edge of this part of the season. Pittsburgh, antioch, brently, brentwood. We had some heavy rain in walnut creek. And napa as well. On the backside of it. Moving east rapidly. Same for marin county. Mill valley. San rafael. Marin. Up to novato. And here comes another band that is beginning to move on shore. On the peninsula, they got a break. But look at that. Imbedded within that, i think more thunderstorms, coming in, on highway 1, and the peninsula. And san jose, that heavy rain as well. That will continue off and on. What you see is what you are going to get. Intense lines of rain. A little bit of a break and wind and colder, i mean this system has a lot more colder air than before. And so many cells imbedded upstream. I think we will have off and on thunderstorms as wem. So rain and wind. And cooler, and colder and showers, and heavier rain in the morning but brief heavy rain possible later this afternoon as well. As sal would say, we are sold out. We are. And there are a lot of things going on, out there, this morning, so i want you to take your patience and also give yourself extra time, and mission street, right now, there is a tree down, that came down, on mission street, between 4th and 5th. They are cutting it up now. There was a delay because it was touching the electrified muni lines that run there. Right now they are cutting it up. And looks like they are making some progress. Then they have to fix the line to allow those buss to go through. For the next hour and a half, or two, this is not going to be passable. That means the 14 mission is not making it all the way down to the Ferry Building or down to that area. It is probably stopping a few blocks up. If you want to get all the way down, take some of the lines that run on Market Street instead. Lets go to the east shore freeway between the carquinez bridge and the maze. And 37 minutes. A lot of slow traffic. An earlier accident in berkeley that is cleared. You can see for yourself, that the traffic is slow. And we also do want to mention the traffic at the toll plaza, it is just about normal, 30 to 40 minutes delays getting into San Francisco. And no may major problems there. A lot of commutes have had minor accidents, and highway 24, had a couple in lafayette. You can go to the maps now and i can show you, 24 now, again, is slow and 580, a couple of crashes near the lakeshore area. We also have some slow traffic, on 880 north and southbound. And we have had several fender benders, several spinouts all over the place. And i want to talk about air delays briefly. Because according to the faas web site, we could see delays of three hours or more, it says actually on the faa web site, three hours and 30 minutes. On days like today, they average it out and thats what they say. Will your flight be delayed 3 hours and 33 minutes . Make not but check ahead if youre taking a flight out of sfo. Thats what the web site says. It is a messy commute. We are checking things in the south bay. How is it going, janine . Reporter yes, a lot of accidents down here as well, and one that we heard of, in the last 30 minutes or so. And there is a tree that fell, it is the northbound 880, near bass, and apparently three or four lanes are blocked. We will head there after we are done with this live shot. But we have been monitoring, the roads, all over the south bay, and we are now in downtown san jose, where the rain has let up. It has stopped. It was steady for a while. But i want to go to some video that we took in the last 30 minutes. And this was of a spinout. And this was a vehicle that was traveling northbound, highway 87. Near curtner avenue. The female driver, she didnt want to talk on camera. She wasnt injured but her husband told me that she hydro planed there and there was a tow truck there. And so all morning long, that is what is happening, a lot of the spinouts, another one that just happened northbound 680 near mckey. And also northbound 880. And i was told near 7th street et. So the chp is on alert and they have been going from accident to accident. And i also want to show you some video that we took of caltrans crews, that we ran into, while we were traveling on the freeway, and they were checking on the pump. And they started at 3 30 this morning. And they know, because of the storm, that they had to make sure that all of those pumps are working properly. On the freeway. So far, they said no problems, they were some problems yesterday, i know, on 280, northbound, near mclaughlin, and so we are going to be watching that. And of course, those crews are watching that as well. And back out here, live, again, we are going to head over to 880 to check out the trees, the roadway, the debris, because there has to be some delays because of that, just blocking three to four lanes. The last time i checked it said Something Like that caltrans was still about 15 minutes away. So we will monitor that. And hopefully get to that in the next half hour. The county red stagged this three story house. And not letting anybody live in it. The home has already lost part of the lower retaining wall. It looks to us like the whole house is going to come down. Now, i have talked to the contractor who put the plastic out, and he says that no, that the house is pretty stable. But from what we can see it, doesnt look like it. On top of that, neighbors are worried, because if the home does collapse, there are houses right under it. Now, the mone rio hill district has spotted several hillsides that may slide during all of the rain we are starting to get. Well, last night, the Oakland City Council approved that series of gun safety measures, one ordinance now makes it illegal to have large capacity ammunition magazines. And another requires gun owners to safely store guns at home in a locked container. Or have them outfitted with a trigger lock. And it requires guns in cars to be kept in a locked box. The National Rifle association opposed those measures. We are now hearing reaction to president obamas announcement of executive actions on gun control. President obama became emotional at times, as we saw yesterday, when he talked about why he was taking steps to try to curb gun violence here in the United States. He was surrounded by family members of shooting victims. One. President s proposals is to close loopholes that allow purchases of firearms at gun shows, and online, and that happened without background checks. Now it is a loophole that experts say makes it possible for even convicted felons to easily buy a gun. If you are a purchaser, what youre hunting for, at the gun show, is the people who still dont make background checks. Republican lawmakers and the republican president ial candidates call the president s executive actions an overreach of his power and an attack on Second Amendment rights. Time now is 6 39. Well, today, the house of representatives is expected to vote on another bill that aims to overturn the Affordable Care act. And republicans say this one is different. This will be the first time a bill to enact a full repeal actually makes it to president obamas desk. Now, any previous bills have been blocked in the senate. But this time, the legislation passed the senate. Under special rules that blocked a filibuster by minority democrats. The legislation also cuts federal funding for planned parenthood. It is now 6 45. And Santa Cruz Police are investigating the discovery of a man and a woman found shot to death last night, in an apartment. Police received a call, just before 7 00 p. M. , to check on the man and woman. The caller said they locked themselves in a room in the apartment for a long period of time and did not answer repeated phone calls from a relative. When Police Arrived they found the man and woman had died from gunshot wounds. Police say the man was a 35 yearold from santa cruz and the 23yearold woman was from outside of area. And 580 surprisingly doesnt look too bad from livermore to dublin. Air delays are expected today at San Francisco airport. The faa is estimates it could be about three hours or more.
