Now normally we see on the lower deck of the bay bridge you see lights here but its all dark. See this is what you would normally see. The only thing you do see on this are the deck ratiff right its on the spans. Thank goodness for those. Traffic seems to be handling this okay never the less. Its not all that bad. Lets talk about some of these drives. Westbound 580 as you drive through livermore. Its not a bad drive. That westbound as you drive through the pass. Little bit of slow of take i can on 205 and 580. Interstate 880 northbound and southbound in oakland. Looking pretty good in both directions. At the bay bridge toll plaza you can see traffic is light. Lets go back to the desk. We do continue to follow that breaking news out of San Francisco. We told you just a short time ago officers are investigating a homicide. This is at eddie and franklin. Just about one block away from sacred heart. Police are on the scene and its blocked off. Officers were called out to the scene initially for a reported accident. When they arrived they found a man they said with a head wound. We are heading to the scene and will bring you more information when we get it. Now back to the crisis at the orrville dam and the concerns about two damaged spillways. Alex is in the newsroom. Give us the latest on the emergency repairs and on how the mandatory evacuations have been lifted. Reporter that was a big sigh of relief. We were relieved for the time beeping. The operators for the dam are feeling like the situation is stabilized and now nearly 200,000 are allowed to return home. The work though continuing to round the clock in that area to get things patched up before the next storm system. We just checked the reservoir level at lake orrville. Now a little more than 880 feet and its continuing to drop. Officials believe there will be enough room at the reservoir to handle the runoff from the next few storm systems. The first round of rain expected to arrive tonight and Officials Say that they are hopeful that the damaged spillway can with stand that runoff. If the coming days as we see the small storms coming in but really preparing also for the rest of the wet season. Now long term repairs to that main concrete spillway possibly could cost up to two hundred million dollars. That is just an early estimate. In the meantime workers continuing to dump tons of rock, concrete and those large sandbags into those areas that eroded along that emergency spillway to try to patch it up. The mandatory Evacuation Order was lifted yesterday afternoon for all those families. They were able to return home after being evacuated on sunday afternoon. It didnt look the same as they returned home. We saw that mad dash to get out of the flood zone on sunday night. Not the same thing last night. The threat is not over. The sheriff is telling people in that area living below the dam they knead to stay aware. There is a slight chance that another Evacuation Order could be issue ifs there are any new problems with those spillways dave. All right. In our newsroom. Thank you. Despite the Evacuation Order being lifted a number of people say they are concerned about going home to soon. I have to talk to my family. Its rather we go home and we risk having to pack up and leave again or we stay gone and stay safe. I mean i dont know which one to pick. Some say that staying at the Relief Center at the Placer County fairgrounds, they are keptal about the decision to lift the order just two days after that emergency evacuation. For now some of the families say they are taking a wait and see approach. Its hard. The president issued two special orders to help california deal with the storm damage. First is an emergency one for the orrville dam authorizing fema and the department of Homeland Security to mobilize and coordinate relief efforts. Sean spicer said the administration is closely watching what is happening at the orrville dam. The second one is a disaster one for last months storms and flooding and mudslides. Funds will be available for count yips hit hard by the storms. That includes most of the bay area. Federal and state appearances are teaming up to watch the effects of california storms. It they met yesterday in oakland at a fema center. Fema and the the epa, the department of health and Human Services were there. Fema said its sent more than 2 75,000 bottles of water, 45,000 blankets and almost 14,000 cots to Relief Centers. Another issue cal trans said it doesnt know how long itll take to get traffic back to normal on highway 17 in the Santa Cruz Mountains but today its focusing on just keeping the road open during the storms expected to start tomorrow. Its been a week since mud covered the two northbound lanes of the highway near vine little road. Now photograph sick getting through with just one lane in each direction. Cal trans said it has a plan to clean up the problem but today crews will be working to prepare the road for a series of storms expected to start in the next 24 hours. And crews in marin hope they will be able to finish building a steel and concrete barrier that will keep more water from flooding highway 37. The section of highway between highway 101 in nevado and atherton is still closed. Cal trans said it wont reopen for another week and a half. The current work may not prevent all the flooding but its designed to reduce how often and how badly the road floods. The white house is facing a new wave of provocations from rushy. Oakland officials released new records showing some Police Officers knew about unsafe conditions at the ghost ship warehouse before last decembers deadly fire where 36 people died. The east bay times asked for the Police Incident reports and the newest versions include more information than previous ones. The paper said that between the middle of 2014 and the deadly fire police visited that warehouse more than 30 times. The reports show they were called into deal with reports of child abuse, a stabbing, drug sales, illegal housing and other crimes. They didnt tell other departments of possible safety problems. The paper said that other reports indicate the Fire Department, puck public works and other departments also visited more than 200 times. The Fire Department will host a Community Safety fair at fire station 36. Itll include Fire Prevention and education and safety demonstrations that include how to use a firemarks xtinguisher and how to preform hands only cpr. They have been focusing on a silver suv that you can see kind of midway through the street parked behind us. This all came in 2 00 a. M. As a call about a crash that happened. You can see evidence of that crash here. That silver suv looks like it crashed in to ia parked red van or another suv. Then went over a tree. All of this area is where investigators focused on. We dont know any further details about how this all happened. When Police Arrived to respond to the call they found one person in that suv who was surrendererring head trauma a. That person pass away. That is why homicide investigators are now out here. They have been out here since the overnight, Early Morning hours. Police did confirm to us there was a shooting in this area overnight. However we dont know if that shooting related to the scene here. Its going to be a very busy day for cal trans crews working on highway 17 in the Santa Cruz Mountains. They are racing against time to get that busy highway ready for another series of storms scheduled to hit the bay area tomorrow morning. We join you now with a look at what they plan to do today. Boy its been a mess out there. Reporter pam you heard sal talking about it just a moment ago. We are on highway 17 right near vine hill road. You can see that traffic creeping through. One lane in either direction. Those northbound lanes still covered with mud from that mudslide. Today crews expected to be out using heavy equipment to clear that slide. Hoping to get as much work done as possible before tomorrows rain. Cal trans crews were able to return to work yesterday bringing in heavy equipment for the first time in nearly a week. The contractor was run over by a dump truck and killed on wednesday. The slide has led to long delays and lengthy drives with traffic crawling through the area. Its been brutal. Its nothing i have seen in over 20 years that i have lived here and its taxing and wearing on everybody. Reporter from the air you get a sense of the size of the problem. People here say they are already making plans for how to deal with the coming rain and how that will continue to slow the work clearing the slide and slow traffic in the area opponent a side note we have noticed there have been some vehicle that are as they come down the hill going pretty fast so clearly coming through the situation on highway 17. Chp, anyone who goes on this road in a regular basis is urging caution. They want people who are driving area to be as careful as possible and of course with the the rains due in the forecast tomorrow, you better pack the patience if you are going to take highway 17 north or southbound. Many of the 188,000 people evacuated from near the dam, they are back home again. The Evacuation Order was lifted yesterday. Now while they are happy to be back home some families already have packed for another possible evacuation. Officials are warning stay aware. Operators of the dam say that the reservoir is emptying fast enough to handle the rain we expect to come tonight. California will have to depend on washington to upgrade the aging infrastructure we have here. A report said that after years of neglect it could cost are you ready . 65billion a year just to repair and maintain californias roads, bridges and dams. The governor is proposing investing 43 billion over five years. The researchers say that california needs federal help. While the Trump Administration has indicated it wants to improve infrastructure around the country it has not laid out a plan to pay for it. Be have new information about the father shot and killed in a road rage incident. He tied on sunday after he was shot while driving with his family. His wife grabbed the wheel of the car and drove to a hospital but her husband didnt survive. We spoke to his widow. She described him as a loving father and said their 5year old is still waiting for him to come home. He seen everything. It was horrible. He doesnt know he says his dad is dead but he dont understand it. He dont know. She said that someone was tailgating them and her husband exchanged words with that driver. Then she said a short time later a second car pulled up, her husband argued that driver as well. Someone in that car started shooting. No arrests have been made. We are also learning new information about the man who was arrested on murder charges after leading police on a chase. The 30yearold of fremont was wanted on a parole violation in san mat oh,. He was arrested friday night. Police say that he shot and killed another man inside a parking garage and then left the scene in a stolen car before leading police on a chase. After he crashed the car he was arrested and police say a gun was found in the stolen car. That incident is under investigation. A former employee of or aclu suing the company claiming that it illegally cut commissions of its sales workers. The lawsuit said that worker was given sales quotas and Commission Rates but the lawsuit claims that oracle later routinely changes commission formulas to reduce payments on past saless. Should he said they then subtract what it considers earlier over payments. Johnson said she had 20,000 in commissions subtracted from her earnings. Bart wants to you approve another toll hike on the seven state owned bridges. Thats according to the chronicle. Bart and other transit agencies want the toll to go up between one and three dollars. Making tolls as high as 9. The transit agencies get some of their funding the bridge tolls. Last night they approved a ban prohibiting people from parking their campers in certain areas at night. That led to more campers is showing up in marin county neighborhoods. The restrictions go into effect february 23rd. High evacuators could be hit with a fine of up to a hundred dollars per night. A federal judge in San Francisco granted preliminary approval to settle part of vws emission cheating scandal. The judge approved another 1. 2 billion in settlement money from vw. A new report claims young people are the most dangerous drivers. The Aaa Foundation for Traffic Safety found 88 of them between 19 and 24 admitted to texting while driving, ran red lights or were speeding and almost 10 say they text or e mail while tariffing. There is a back up at the toll plaza now that stretches out to the mcarthur maze and thats about the normal drive. 15 minute delay before you make it on to the span. We do have a little change here today after yesterdays upper 60s and 70s degree temperatures. Today will still be on the mild side but a lot more cloud cover will moven. That will lead to rain. The officer will be honored for going above and beyond the call of duty to help capture a man accused of trying to kill another officer. The officer chased the man suspected of stab that officer, caught him and held him until help arrived. Know it sounds like cliche that its just my job but it really is. Dont do this job for anything other than to help people. That is what i did. The other officer took part in a chase of a suspect who stole a police suv in San Francisco and headed to the bay bridge. The suspect tried to escape by jumping off the upper deck to the lower deck. The officer followed him, made the jump, a fall of 30 to 40 feet and made the arrest of that suspect. Both officers say they are surprised and humbled to be receiving at wards for their actions. Starting today immigrants working at a bay area airport will have extra help getting their citizenship. Its all part of a program called new American Work force and san jose mayor will be at the airport this morning to announce a partnership between the program, the city and the airport. New American Work force will provide Citizenship Services at the airport for eligible employees and their family. If you are flying out in the next couple months you may find your flight is delayed. Starting next month there will be repaving work on one of the airports longest runways. The work will only be one on weekends and mostly during the overnight hours but its expected to continue through late spring. Thats because the runway will get more than new asphalt.
